SO THE FIRST ONE IS APPROVAL OF A SUPPLEMENTAL APPROPRIATIONS FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT CDBG FOR GRANT REVENUES, $143,263.AND MS. PATTERSON'S HERE FOR PRESENTATION.
I'M CHRISTIE BATTERSON, THE HOUSING AND COMMUNITY DEVELOPMENT MANAGER HERE VERSUS CITY.
UM, AS YOU KNOW, 2020, UM, WE HAD THE PANDEMIC AND WE WERE GIVEN AROUND 455,000 AND CARE SPENDING.
IF YOU REMEMBER, WAY BACK IN 2020, THAT WAS ROUND ONE WHILE WE DID SO GOOD AT SPENDING ALL OUR MONEY THAT THEY DECIDED TO GIVE US ANOTHER ROUND.
UM, WE ARE THE ONLY ONES IN THE STATE THAT MANAGED TO, UH, FULFILL AND SPEND THE ENTIRE ENTITLEMENT THAT WE GOT.
UM, SO WITH THE 143,000 EDMUND MOBILE MEALS, WHICH I HAVE CHRISTIE HERE WITH ME, THERE'S TOO MANY CHRISTIE'S IN THIS TOWN.
I THINK, UM, I HAVE CHRISTIE HERE WITH ME.
THERE'S A NEED WITH EDMUND MOBILE MEALS TO EXPAND THEIR KITCHEN.
UM, THEY'VE HAD A, UM, SORRY, HOLD ON.
UM, SINCE 2020, THEY'VE INCREASED FROM 212 MEALS A DAY TO 250 MEALS A DAY.
THEY ARE CURRENTLY OVER AT THE OLD EDMUND SENIOR CENTER ON THIRD STREET AND THEY ARE NEEDING TO EXPAND THE KITCHEN, UM, IN INCLUDE AN ADDITIONAL COMMERCIAL OVEN, UM, A COMMERCIAL STOVE AND A VENT HOOD.
RIGHT? UM, AND, AND UNLESS THEY DO THIS, THEY ARE GOING TO HAVE TO, UM, START PUTTING THE SENIOR CITIZENS AND THOSE THAT ARE HOME-BOUND ON EITHER A WAIT LIST OR REDUCE THE NUMBER OF TIMES THAT THEY GIVE MEALS OUT DURING THE WEEK.
SO WITH THIS FUNDING, WE'RE GOING TO BE ABLE TO EXPAND THEIR KITCHEN WITH THE APPROPRIATE EQUIPMENT THAT THEY NEED.

AND THE NEXT ONE, UH, PROOF OF TRANSFER NUMBER SIX, APPROVAL OF TRANSFER OR APPROPRIATION FOR THE CONSTRUCTION OF UPGRADES AT STEVENSON PARK, MAYOR AND COUNCIL AND ANDY CONURES ASSISTANT CITY MANAGER OF ADMINISTRATION.SO I'M GOING TO FIRST VISIT WITH YOU ABOUT STEVENSON PARK AND THEN MOVED ON TO CITY HALL AND THE PARKING GARAGE.
SO STEVENSON PARK, UH, I MADE THIS LITTLE HASHTAG HERE.
I'M GOING TO SEE IF I CAN GET A TRENDING UPGRADES TO AN URBAN PARK.
I DON'T KNOW HOW IT'S GOING TO GO OVER.
WE'LL SEE HOW THERE AFTER TONIGHT.
SO, UM, SO THERE'S TWO ITEMS ON THE AGENDA THIS EVENING RELATED TO THE CONSTRUCTION OF UPGRADES TO STEVENSON PARK.
ONE IS MOVING IS THE MOVING OF MONEY DUE TO THE PROJECT COMING IN OVER THE ESTIMATE.
AND THE SECOND IS APPROVING THE BID.
SO I FIGURED IT WAS GOING TO BE A LITTLE SMALL HERE.
SO I ALSO PUT THIS IN COUNCIL PACKETS AND THEN THIS INFORMATION IS OF COURSE, AVAILABLE ON OUR WEBSITE AS WELL.
BUT I WANTED TO WALK YOU THROUGH WHAT SOME OF THESE IMPROVEMENTS ARE.
SO THIS IS THE CITY'S OLDEST PARK AND THE GOALS OF THE UPGRADES ARE MORE USABLE SPACE, ENHANCED AMENITIES, ACCESSIBILITY, AND AREA WIDE ECONOMIC DEVELOPMENT.
SO WITH MORE USABLE SPACE, I POINT TO IN PARTICULAR, THE EVENT LAWN.
SO CURRENTLY THERE IS TENNIS COURTS IN THIS SPACE RIGHT HERE, AND PRIMARILY WE WE'RE REMOVING THOSE TENNIS COURTS.
AND PRIMARILY THOSE TENNIS COURTS NOW GET USED FOR PICKLEBALL.
AND AS YOU KNOW, UH, WITH THE OPEN-ENDED EDMUND CENTER COURT, THE TENNIS FACILITIES IN THE CITY HAVE MOVED TO EDMOND CENTER COURT.
SO PICKLEBALL HAS BEEN, BEEN TRANSITIONED TO KICKING BURTON, SO THAT ALLOWED THE OPPORTUNITY TO CREATE MORE USABLE SPACE WITHIN THE PARK.
SO HERE'S YOUR EVENT LAWN RIGHT HERE.
AND THEN YOU'LL NOTICE DOWN HERE THEY'RE GOING TO BE A CENTRAL LAWN AREA.
AND THEN DOWN HERE IN THE BOTTOM LEFT, THERE'S GOING TO BE AN EVENT AREA.

AND THEN THE ADDITION OF AROUND 50 PARKING STALLS.
SO, UM, ALLOWING MORE PEOPLE TO BE, HAVE ACCESS TO THE PARK AND THEN AREA WIDE ECONOMIC DEVELOPMENT.
AGAIN, I'LL POINT YOU TO THE PARKING SPOTS.
AND THEN ONE OF THE UNIQUE FEATURES OF THIS UPGRADE IS REGIONAL UNDERGROUND STORM WATER DETENTION.
SO WHAT THAT WILL DO IS SO FUTURE REDEVELOPED PROJECTS TO THE NORTH DON'T HAVE TO DETAIN ON THEIR PROPERTIES AND ROUGHLY THIS'LL COVER, UH, UH, THREE CITY BLOCKS.
SO PICTURE SOMEONE THAT'S COMING IN HERE FOR REDEVELOPMENT, THEY'RE GOING TO BE ADDING TO THE IMPERVIOUS SURFACE.
THEY'RE GONNA BE ADDING MORE CONCRETE.
SO INSTEAD OF HAVING TO WORRY ABOUT DETENTION ON THEIR OWN PROPERTY, THEY WILL, THERE'S REGIONAL DETENTION THAT WILL BE PROVIDED UNDERGROUND RIGHT HERE.
AND AGAIN, BY PLACING IT UNDERGROUND, WE ALLOW MORE USABLE SPACE IN THE PARK AS WELL.

SO COLLOQUIALLY, UH, WE FOUND OUT THROUGHOUT THIS PROJECT THAT THIS IS THE ROCKET SHIP PARK.
THIS IS HOW EDMUND RESIDENTS REFER TO THIS PARK, BOTH YOUNG AND OLD.
AND SO THE ROCKET SHIP IS STAYING.
AND ANYTIME I TALK ABOUT THIS PUBLICLY, I PROBABLY SHOULD HAVE LED OFF THIS PRESENTATION WITH THAT THE ROCKET SHIP IS NOT GOING AWAY.
IT IS BEING REPURPOSED AS A, UH, ICONIC ART PIECE.
SO IT WILL BE NEAR WHERE IT IS RIGHT NOW, WHICH IS IN THE NORTHEAST CORNER OF THE PARK AND WILL LOOK SOMETHING LIKE THIS RIGHT HERE.
UM, I ALSO THINK WHAT'S INTERESTING TOO, IS THIS KIND OF GIVES YOU A VISUAL OF WHAT THE PARK WILL LOOK LIKE.
SO THIS IS LOOKING NORTH TO SOUTH.
SO HERE'S THE BASKETBALL COURTS.
AND AGAIN, THE EVENT LONG, LIKE I TALKED ABOUT A LOT MORE USABLE SPACE THAN CURRENTLY EXIST IN LOTS MORE ACCESSIBILITY WITH A UCL, THE SIDEWALKS BEING ADDED PAVILION AREA HERE, AND THE WATER FEATURE RIGHT HERE.
AND OF COURSE, AN EXPANDED PLAYGROUND.
AND THE LAST VISUAL THAT WE HAVE IS THE DECISION WAS MADE TO KEEP AN ENHANCED THE MEMORIAL PLAZA.
THAT'S CURRENTLY ON THE EAST SIDE OF THE PARK.
AND SO YOU'LL SEE THAT RIGHT HERE.
SO THE ENHANCEMENTS MADE ARE GOING TO BE ADDING SOME LANDSCAPING AND THE SEEDING WALLS WILL BE UPGRADED AND THEN QUICKLY THE FUNDING AND PROJECT TIMELINE.
SO, AS I MENTIONED, THE PROJECT CAME IN 30, 30% ABOVE THE ESTIMATE.
THE PROJECT, UM, CAME IN AT 6.5 MILLION.
AND THE DESIGN ENGINEER'S ESTIMATE WAS 4.5.
AND, UM, AFTER CONSULTING WITH THE DESIGN ENGINEER AND BOTH CITY STAFF, WE BELIEVE IT IS A GOOD BID AND THIS IS JUST CURRENTLY HOW MUCH IT COSTS TO DO THINGS, RIGHT.
THAT'S THE COST OF LABOR AND MATERIALS.
UM, SO THE MOVING OF MONEY, AND ALSO TO NOTE, WE HAVE FOUR BIDDERS ON THE PROJECT AND THREE WE'RE ROUGHLY IN THE SAME BALLPARK.
SO WE FEEL GOOD ABOUT THE BID DOCUMENTS THAT WERE PUT TOGETHER.
I THINK EVERYBODY THOUGHT THEY WERE BIDDING ON THE SAME THING.
SO IT WASN'T LIKE THERE WAS A FLAW IN OUR, IN OUR BID PACKAGE OR ANYTHING LIKE THAT.
UM, AND THEN ALSO, UM, THE, THE BUDGET AMOUNT THAT WE HAD, SO CITY STAFF HAVE PUT BEHIND 4.8 MILLION, AND THEN WHAT WE'RE REQUESTING THIS EVENING IS TO MOVE MONEY AND ADDITIONAL 1.7 MILLION FROM THIS CURRENT FISCAL YEAR FOR THE SERVICE BLAKE SOCCER COMPLEX PROJECT, WE HAVE SHIFTED ALL OF THAT FUNDS FOR THAT PROJECT TO NEXT FISCAL YEAR.
SO IT JUST SIMPLY MOVING MONEY INTO A DIFFERENT FUND OF MONEY THAT WAS ALREADY BUDGETED, IF THAT MAKES SENSE.
UM, AND THEN, SO YOU MIGHT SAY WHY 3.5.
AND AS I MENTIONED, AT 1.7 IS FROM ANOTHER PROJECT AND THE CURRENT 4.8 THAT WE HAD BUDGETED A SPLIT INTO TWO LINE ITEMS. ONE WAS FOR THE PARK PROJECT AND 1.8 MILLION WAS FOR THE STREETSCAPE.
SO WE MADE THE DECISION MONTHS AGO.
LET'S JUST DO THE WHOLE PROJECT ALL AT ONCE.
THIS IS SIMPLY MOVING FUNDS ALL INTO 1 0 1 LINE ITEM, SO EVERYTHING CAN GET PAID OUT ACCORDINGLY.
UM, AND AGAIN, THE PROJECT HAS 240 DAYS TO COMPLETE.
AND ANOTHER FEATURE OF THIS TOO, IS THERE'S AN ADDITIONAL $30,000 THAT WE'RE ASKING FOR THIS PROJECT FOR CONSTRUCTION OVERSIGHT.
AND JUST THINK OF THAT AS AN EXTENSION OF STAFF AS AN OWNER'S REP CURRENTLY, UM, RYAN OCHSNER ON OUR STAFF WOULD BE DOING THIS RIGHT.
SO HE'S BUSY WITH DESIGN OF OTHER PROJECTS AND HIS TIME IS BEING STRETCHED THEN.
AND SO WE WANTED TO REACH OUT TO A THIRD PARTY AND SAY, COULD SOMEBODY ELSE DO THIS FOR US? AND SO THAT'S THE COST OF THAT, THAT CONTRACT IS ALSO ON YOUR AGENDA THIS EVENING.

AND THEN THE DOWNTOWN COMMUNITY CENTER ALSO HAS CITY EMPLOYEES IN IT.
SO ALL OF THOSE WILL BE COMBINED INTO A CITY HALL.
UH, ONE OF THE OTHER COMPONENTS OF THIS IS A NEW, LARGER CITY COUNCIL CHAMBERS.
I LIKE TO SAY THIS ONE SERVED US REALLY WELL, BUT IT'S NOT LARGE ENOUGH FOR A COMMUNITY OF ALMOST A HUNDRED THOUSAND.
SO I THINK WE FIND THAT ON ALMOST A, EVERY TWO WEEKS, WE FIGURED THAT OUT AND THEN ALSO A NEWER, LARGER MUNICIPAL COURT FOR THE SAME REASONS THAT I JUST MENTIONED BEFORE.
UM, SO THE FINAL DETERMINATION WE MADE DESIGN, BUT WE ANTICIPATE AT LEAST A THREE STORY BUILDING.
AND THEN THIS IS ONE OF THE FIRST QUESTIONS THAT PEOPLE ASK IS HOW TALL IS IT GOING TO BE? SO AT THIS POINT WE SAY THREE STORIES, AND THEN WE'LL SEE WHERE IT GOES FROM THERE.
AND THIS, THIS THREE STORIES CAN FIT ON THE CURRENT FOOTPRINT THAT WE HAVE AND THEN FOR THE PARKING GARAGE.

SO ONE OF THE WAYS YOU ACHIEVE THAT BY GOING UP, RIGHT? SO THAT'S WHAT THE PARKING GARAGE WILL DO AND BE TO HAVE AN AREA WIDE FOCUS, NOT JUST STRICTLY THE BUILDING.
SO ON THE GROUND FLOOR OF THE PARKING GARAGE, THERE'LL BE SPACE FOR STATE AND COUNTY SATELLITE OFFICES.
AND SO THOSE ARE VITAL PUBLIC SERVICES THAT ARE PROVIDED THE DAY IN THE DOWNTOWN COMMUNITY CENTER.
THIS IS WHERE PEOPLE GO TO GET THEIR DRIVER'S LICENSES, PASSPORTS, AND MARRIAGE LICENSES.
SO THE FUNDING AND PROJECT TIMELINE FOR THIS.
SO AGAIN, THE DESIGN CONTRACT, THE APPROVAL OF DESIGN CONTRACT IS ON YOUR AGENDA TONIGHT.
SO WE HAD 13 QUALIFIED TEAMS SUBMIT TO THE REQUEST FOR QUALIFICATIONS.
WE'D SHORTLISTED IT DOWN TO FOUR AND SELECTION COMMITTEE.
UM, I HAD PICKED REESE AND ONE OF THE REASONS WAS THERE HISTORY OF RECENT PROJECTS, SPECIFICALLY WITH THE CHICKASAW NATION, UH, KIM RAY, WHICH IS A PRIVATE CORPORATION, OKLAHOMA CITY CARE FOR CHANNEL FOUR HEADQUARTERS AND NUMEROUS OTHER PROJECTS, AND ALSO THEIR PROJECT APPROACH.
AND ONE OF THE THINGS THAT WE THOUGHT BECAUSE SPEED IS OF THE ESSENCE WITH THIS PROJECT IS ALL THE ENGINEERING SERVICES.
SO SPECIFICALLY CIVIL, STRUCTURAL, AND MECHANICAL, WE'RE ALL GOING TO BE DONE BY ONE TEAM, WHICH IS CEC THAT REECE HAS PARTNERED WITH.
AND WE'RE REALLY THINK THAT THAT WILL HELP SPEED UP THE PROJECT, UM, AND INCREASE THE CHANCE OF MEETING THE DEADLINE.
ALSO, THEY HAVE A LOCAL PRESENCE, SO THEY HAVE AN OFFICE IN OKLAHOMA CITY AS WELL, WHICH WE THINK IS REALLY VALUABLE TO BE ABLE TO HAVE SOME, SOMEBODY REALLY CLOSE, TO BE ABLE TO COME DOWN AND TAKE A LOOK AT THE PROJECT WHENEVER SOMETHING OCCURS.
SO, UM, YEAH, THE FIRST MONTH OR SO, THE PROJECT WILL BE FIRMING UP THE SIZE OF THE BUILDING AND GARAGE.
WE DID DO A SPATIAL STUDY IN 2018, BUT WE DON'T WANT TO RELY SOLELY ON THAT.
SO THAT SPECIAL STUDY DICTATES ABOUT 65,000 SQUARE FEET OF OFFICE SPACE AND UNDETERMINED YET ON THE PARKING GARAGE ON THE SIDE OF THE PARKING GARAGE.
BUT THAT'S REALLY ONE OF THE FIRST THINGS WITHIN REACH'S RISA SCOPE IS TO MAKE SURE THOSE SIZES ARE CORRECT.
SO LOTS OF BACK AND FORTH ON THE FEE AND ARRIVED AT SOMETHING BOTH PARTIES ARE COMFORTABLE WITH.
UM, WANT TO WALK THROUGH THE CONSTRUCTION ESTIMATE FOR THIS, FOR THE PARKING GARAGE AND CITY HALL AT $33 MILLION.
AND JUST AN ESTIMATE AT THIS POINT, 18 TO 24 MONTHS TO CONSTRUCT THE PARKING GARAGE.
SO 2.1 FOR THE DESIGN 12 MONTHS FOR THAT TO OCCUR AND THEN FOR THE CITY HALL.
SO HOW DID YOU GET, HOW DID WE ARRIVE AT 33 MILLION CITY HALL, 24 MILLION? AND THAT'S ROUGHLY BASED ON 65,000 SQUARE FEET AND $350 A SQUARE FOOT.
THE PARKING GARAGE IS BASED ON 300 SPACES AT $20,000 PER SPACE.

WE'RE PLANNING AND PUBLIC WORKS BUILDING.

SO THE CITY'S PLAN IS THAT THERE'S A HIGHER AND BETTER USE.
AND THE BEST WAY FOR THAT TO OCCUR IS THROUGH A PUBLIC PRIVATE PARTNERSHIP.
THE CITY INTENDS TO ISSUE, REQUEST FOR QUALIFICATIONS, FOR QUALIFIED DEVELOPMENT TEAMS WHO CAN TURN THIS LAND INTO A MIX OF HOUSING, RETAIL, AND OFFICE.
THIS WILL OCCUR BY THE CITY OF GREEN TO SELL THESE PARCELS AND BUILDINGS THROUGH A DEVELOPMENT AGREEMENT, WHICH WILL STIPULATE EXACTLY WHAT THE REDEVELOPMENT WILL LOOK LIKE.
SO, AND AS WE SAID, IT'S, YES, THIS WILL GENERATE SOME MONEY ON THE FRONT END AND THE COST OF LAND AND THE BUILDINGS.
BUT WHAT I THINK FOR US, WHAT'S MUCH MORE IMPORTANT IS PICKING IT UP A QUALIFIED DEVELOPMENT TEAM THAT ACTUALLY HAS THE FINANCING TO PULL SOMETHING LIKE THIS OFF.
RIGHT? AND SO THE MONEY THAT DOES COME IN, WE INTEND TO PAY OFF SOME OF THE DEBT THAT WE HAVE TO ISSUE FOR THAT CITY HALL PARKING GARAGE THOUGH.
SO, AND THEN ALSO JUST A REMINDER OF THE DOWNTOWN PROPERTY TAX TIF MOTIVATES US EVEN MORE.
IF THE PARCELS REMAIN IN CITY OWNERSHIP, THEN NO PROPERTY TAXES GENERATED OVER THE LIFE OF THE 20 YEAR TIF.
BUT IF OWNED BY PRIVATE SECTOR AND REDEVELOPMENT, THE MORE MONEY THAT THE CITY CAN REINVEST IN THE AREA.

SO IF THERE'S SOMETHING COMPLETELY OUT OF WHACK, THAT'S GONNA THROW OUR ESTIMATE OFF.
WE NEED TO KNOW THAT EARLY ON, THIS ALLOWS US TO DO THAT.
THEN NEAR THE END OF DESIGN, WHAT THAT GENERAL CONTRACTOR DOES IS SET, WHAT'S CALLED A GUARANTEED MAXIMUM PRICE.
SO THAT WILL BE THE PRICE FOR THE BUILDING AND THE GARAGE.
SO, AND THEN ALL THE SUB WORK WILL BE BID OUT SEPARATELY.

SO IT'S NOT 12 MONTHS OF DESIGN AND THEN START CONSTRUCTION THERE.

WE HAD THE INTRODUCTION OF THE HURT ON HEART EVENTS, WHICH ARE EIGHT EVENTS THAT HAPPEN EACH YEAR.
AND THEN OUR LATEST GYM BEING IN THE CYCLE 66, WHICH IS A BIKE BICYCLING TOUR ALONG ROUTE 66.
BUT IF YOU CAN THINK BACK 10 YEARS AGO, AND IMAGINE THE EVENTS THAT WE HAD, THE AMOUNT OF STREET CLOSURES THAT WE HAD FOR THOSE EVENTS, IF YOU TOOK ALL OF THE CLOSURES THAT WE DID FOR THAT ENTIRE YEAR, THAT IS THE SAME NUMBER OF CLOSURES THAT WE DID.
AND JUST A TWO MONTH TIME PERIOD LAST YEAR IN OUR PEAK SEASON.
SO HOW DO WE CLOSE THE STREETS FOR SPECIAL EVENTS? WELL, HISTORICALLY OUR CITY OF EDMOND TRAFFIC DEPARTMENT DOES IT.
THEY'RE USUALLY THE FIRST PEOPLE AT EVERY EVENT AND THE LAST PEOPLE TO LEAVE.
THEY SAID EVERY CONE AND EVERY BARRICADE AND EVERY SIGN THAT YOU SEE AT EVERY EVENT TO GIVE YOU AN IDEA OF THE SCOPE OF THAT, A STANDARD 5K ROUTE AND DOWNTOWN, THEY HAVE TO JUST TO HAVE TO PLACE AROUND 340 TO 400 CONES ALONG THAT ROUTE, NOT INCLUDING THE BARRICADES AND THE SIGNS, THEY PAY JUST A SMALL $300 PERMIT FEE, BUT THE CITY PROVIDES A SERVICE AS AN IN-KIND SERVICE, MEANING WE DON'T ACTUALLY CHARGE THE EVENT COORDINATORS FOR THE COST THAT WE INCUR TO CLOSE THE STREETS.

SO HOW DOES ALL OF THESE GROWING EVENTS AND EDMOND IMPACT OUR RESOURCES FOR OUR TRAFFIC DEPARTMENT? NOW ON THAT NOTE, I WOULD LIKE TO INVITE KEITH STEWART, OUR DIRECTOR OF PUBLIC SERVICES TO SPEAK ON THAT.

A VERY SMALL DEPARTMENT THAT REALLY THEY'RE TASKED WITH MAINTAINING ALL OF OUR TRAFFIC INFRASTRUCTURE THROUGHOUT THE CITY, WHICH THAT INCLUDES ALL THE TRAFFIC INTERSECTION, SCHOOLS, ZONE SIGNS, MARKINGS,

AND AS SARAH SAID, IT'S JUST AN UPTICK IN THE NUMBER OF EVENTS.
UH, WE HAD TWO ARTS FESTIVALS AND F1 22.
THAT'S WHY THAT, THAT NUMBER IS SO MUCH HIGHER, UH, BECAUSE IT HAD GOTTEN CANCELED IN 20 AND 21.
UM, THE HEARD ON HEARD EVENTS HAVE HAD, WE'VE HAD A GREATER NUMBER OF THOSE EVENTS, SO THAT COST HAS GONE UP AS WELL.
SO, YOU KNOW, OUR, OUR TRAFFIC GUYS, THEY, THEY, THEY WORK A LOT OF OVERTIME.
UM, THEY'RE AWAY FROM THEIR, THEIR FAMILIES JUST DOING THE NORMAL JOBS.
AND THEN YOU THROW IN THE SPECIAL EVENTS, IT'S BECOME QUITE A BURDEN TO THAT GROUP.
AND SO WE HAD ASKED IF WE COULD GET SOME RELIEF, UM, FROM THAT BURDEN AND TRY AND GET SOME OF THAT OFF OF THEM.
AND SO, UM, SARAH HAD COME UP WITH THIS IDEA.
I'M, I'M REALLY PLEASED WITH WHAT WE'RE SAYING.
WE'RE NOT GOING TO BOW COMPLETELY OUT.

AND THAT WOULD BE FOR THE EVENT COORDINATOR TO HIRE AN APPROVED PRE QUALIFIED, LICENSED CONTRACTOR, TO CLOSE THE STREETS FOR EVENTS.
UM, THE EVENT COORDINATOR WOULD WORK WITH THE LICENSED CONTRACTOR, PROVIDE THE CITY WITH A TRAFFIC CONTROL PLAN.
SO WE COULD STILL HAVE APPROVAL OF WHERE EVERY CONE, EVERY BARRICADE, EVERY SIGN IS PLACED.
IT WOULD BE JUST LIKE WE WERE OUT THERE CLOSING THE STREET, BUT IF WE'RE NOT CLOSING THE STREET, THEN HOW DO WE CONTINUE TO SUPPORT EVENTS IN OUR COMMUNITY? WELL, AS PART OF THAT RESEARCH THAT I DID, I ALSO CAME ACROSS MANY COMMUNITIES THAT HAD A VERY SUCCESSFUL GRANT PROGRAM TO HELP THE EVENTS IN THEIR COMMUNITY.
SO WE'VE DECIDED TO DO A SPECIAL EVENT STREET CLOSURE GRANT PROGRAM.
SO THIS WOULD BE TO SUPPORT EVENTS FOR THE EXPENSES RELATED TO STREET CLOSURES.
THE EVENT COORDINATOR WILL SUBMIT A QUOTE FROM THAT PRE QUALIFIED CONTRACTOR AND AN APPLICATION REQUESTING SUPPLEMENTAL FUNDING TO OFFSET THE COST THAT THEY ARE NOW FACING TO HIRE FOR THE STREET CLOSURE.
THE SPECIAL EVENT COMMITTEE WILL THEN REVIEW THAT APPLICATION.
UM, AND THEY'LL LOOK AT ITEMS SUCH AS IS THE EVENT PROVIDING A UNIQUE EXPERIENCE TO EDMOND, WILL THE EVENT ENHANCE THE AREA'S CHARACTER AND CULTURE AND WHAT KIND OF POTENTIAL ECONOMIC IMPACT WOULD IT HAVE TO THE CITY AT THE END GRANTS WERE ONLY PROVIDED ON A REIMBURSEMENT BASIS AFTER THE EVENT UPON FINAL RECEIPT FROM THAT PRE-CALL PRE QUALIFIED CONTRACTOR.
SO WHY WOULD WE HAVE A GRANT PROGRAM? WHY WOULD WE HELP FINANCIALLY PAY FOR THE STREET CLOSURES FOR SPECIAL EVENTS? BECAUSE WE, AS A CITY RECOGNIZED THE SIGNIFICANT COMMUNITY BENEFITS THAT RESULT FROM THESE EVENTS, THERE ARE FAMILIES ACTIVITIES.
THEY PROVIDE COMMUNITY NONPROFIT FUNDING FOR COMMUNITY, NONPROFIT AGENCIES, CULTURAL ENRICHMENT, ECONOMIC VITALITY, COMMUNITY PRIDE, AND THEY HELP FUEL TOURISM.
AND THAT IS JUST THE SHORT LIST.

AND THAT WAS DISTRIBUTED TO THOSE COMPANIES.
IN ADDITION, WE'VE ASSISTED IN DOWNTOWN WITH THE PLANNING AND CREATION OF A WHOLE LOT OF DIFFERENT THINGS.
MOST RECENTLY IN THE CREATION OF THE TIF DISTRICT, WE'VE SPEARHEADED INFRASTRUCTURE ASSISTANCE IN DIFFERENT PARTS OF THE DOWNTOWN.
AND MOST RECENTLY WE'VE CREATED A STREETER REESE PROGRAM THAT CURRENTLY HAS FUNDED EIGHT RESTAURANTS IN THE DOWNTOWN AREA.
WE'VE FUNDED FEASIBILITY STUDIES FOR THE HILTON GARDEN INN HOTEL AND CONFERENCE CENTER.
AND WE RECRUITED SHOWBIZ AND THE MULTI ENTERTAINMENT COMPLEX TO THE

UM, WE'RE PROPOSING, UH, TWO TYPES OF OUR TWO MAJOR CATEGORIES ARE TWO TYPES OF AMENDMENTS TO THE PLAN.
UM, ONE, THOSE DERIVED FROM THE RECENTLY APPROVED EAST ADMIN 2050 PLAN.
SO THOSE INCLUDE SOME CHANGES TO THE PLAN CATEGORY.
SO THOSE ARE THE THINGS THAT WE'VE BECOME FAMILIAR WITH.
AS WE EVALUATE, UH, ZONING AND OTHER, UH, DEVELOPMENT ACTIVITY, WE NEED TO PROVIDE MORE NUANCE TO THOSE PLAYING CATEGORIES AS IT PERTAINS TO VILLAGES.
SO YOU'RE, YOU'LL REMEMBER THERE WAS A LOT OF DISCUSSION ABOUT VILLAGES AND TOWN SQUARES AND THOSE KINDS OF THINGS, AND THOSE STRONGLY INFORMED, UM, THE EAST EDMUND PLAN.
SO WE'VE, UH, WE'VE MIGRATED THOSE CHANGES FROM THE EAST EDWIN PLAN INTO THE CITY'S COMPREHENSIVE PLAN, UM, BASICALLY TO PROVIDE MORE, UH, DESCRIPTION ON INTENSITY AND LAND USE MIX FOR THOSE AREAS.
WE'VE ADDED THE KEY INITIATIVES FROM THE EAST EDMUND PLAN.
SO REMEMBER THERE WERE FIVE MAJOR INITIATIVES, SO THAT ADDED THOSE INTO THE ACTIONS AND RECOMMENDATIONS SECTION OF THE COMPREHENSIVE PLAN.
SO THAT MAKES IT BOTH EASY TO FIND AND, UM, EASIER TO IMPLEMENT.
THEN WE HAVE A SERIES OF, UM, RECOMMENDED AMENDMENTS RELATED TO FUNCTIONALITY AND CLARITY OF THE PLAN OVERALL.
UM, WE'RE PROPOSING TO REMOVE SOME OF THE AMBIGUITY ASSOCIATED WITH PDS AND THE GREEN, YELLOW, RED, UM, KIND OF STOPLIGHT APPROACH FOR SOME OF OUR PLANNING CATEGORIES.
UM, WE HAD A REQUEST TO ADD REFERENCES REGARDING THE VERSIONING AND ASSOCIATED DATES AND APPROVALS, UM, TO JUST MAKE IT EASIER TO KNOW FOR YOUR, YOU HAVE THE CURRENT VERSION OF THE PLAN IN FRONT OF YOU.
AND THEN WE WANT TO SIMPLIFY THE ACTION AND RECOMMENDATIONS CHAPTER.

AND WERE THERE THINGS THAT WE COULD DO TO KIND OF PROTECT THOSE AREAS IN THE INTERIM? SO WE'VE INCLUDED THAT ACTIVITY FOR, UM, FOR A SELECTED CONSULTANT IN PHASE ONE, WHICH IS SUPPOSED TO BE DONE WITHIN THREE TO FOUR MONTHS OF NOTICE TO PROCEED OF THIS PROJECT, UM, BASED ON THE RESULTS OF THE DIAGNOSTIC OR AUDIT, UM, THERE MAY BE A SECOND PHASE WHICH WOULD BE TO UPDATE THE DEVELOPMENT CODES AND THEN BASED ON, UM, THOSE CHANGES, IF THERE ARE CHANGES TO THE DEVELOPMENT CODES THAT ARE, UH, THAT REQUIRE CHANGES TO THE MAP, THAT WOULD BE AN ADDITIONAL THIRD PHASE OF THIS OVERALL PROJECT.
