SO HOPEFULLY YOU'VE HAD AN OPPORTUNITY TO LOOK AT THIS ITEM, UH, AND I'LL PARTLY SAY THIS IS KIND OF THE NEW GUY COMING INTO TOWN, TRYING TO UNDERSTAND HOW, UH, EDMUND WORKS AND HOW WE DO THINGS.

AND SO YOU TURN AND I BEEN QUITE A BIT OF TIME TALKING BACK AND FORTH ABOUT THE AGENDA, HOW IT'S STRUCTURED.

UH, SO YOU CAN, YOU CAN PIN IT ON ME IS LOOKING AT SOME OF THESE THINGS.

UM, SO IF YOU OPEN UP YOUR, WE HAVE A SAMPLE AGENDA THAT WE HAVE SOME RED LINES PUT INTO IT FOR POSSIBLE CHANGES THAT WE WOULD LIKE TO DISCUSS TONIGHT AND POTENTIALLY IF COUNCIL FEELS GOOD, WE'D LOVE TO PUT IT ON A FUTURE AGENDA ITEM, A FUTURE COUNCIL AGENDA FOR POSSIBLE ACTION, UH, WHERE THIS STARTED WAS, UH, OFTENTIMES WE HAVE ITEMS ON THE AGENDA THAT FOR, HEY, WE HAVE A, UH, GENERAL APPROVAL ADMINISTRATIVE ITEMS OR PURCHASES OR BIDS OR WHATEVER IT MAY BE.

AND OFTENTIMES WE WOULD SAY CONSENT ITEM.

AND THEN IN THE, IN THE ACTUAL ITEM, WE WOULD SAY IN THE TITLE, UH, DISCUSSION OF PUBLIC HEARING.

UH, SO PROBABLY PART OF MY BACKGROUND IS WHENEVER I HEAR PUBLIC HEARING IS YOU CAN'T BE A CONSENT ITEM BECAUSE CONSENT, I OWN MEANS YOU CAN HAVE ALL THE ITEMS TAKEN UNDER ONE ORDER AND APPROVE 3, 6, 5, HOWEVER MANY CONSENT ITEMS THERE ARE.

BUT IF YOU HAVE A PUBLIC HEARING, YOU HAVE TO STOP HAVE A SHORT PRESENTATION FROM STAFF, THE MAYOR AND OR WHOEVER'S RUNNING THE MEETING, OPENS A PUBLIC HEARING AND TAKES PUBLIC COMMENT AND CLOSES A PUBLIC HEARING AND TAKES ACTION ON THAT SPECIFIC ITEM.

SO MY DISCUSSION WITH THE CITY MANAGER LET'S MAKE SURE WE SEPARATE.

THOSE ARE CONSENT THAT AREN'T, UM, GOVERNED BY STATE LAW OR CODE OR ORDINANCE THAT DON'T REQUIRE A PUBLIC HEARING.

WE CAN LEAVE THOSE ON CONSENT.

THOSE ITEMS THAT REQUIRE PUBLIC HEARING NEED TO BE SEPARATE ITEMS FOR SEPARATE THINGS, BUT WE CAN'T REALLY SAY GENERAL CONSENT AND THEN SAY, DAN'S, WE'LL HAVE A PUBLIC HEARING.

TYPICALLY, WHAT HAPPENS IS THE COUNCIL HAS REVIEWED THE AGENDA.

THERE'S NOTHING OF SPECIAL NOTE OR UNIQUENESS OF, OF AN ITEM IT'S GONE THROUGH, WHETHER IT'S ZONING OR WHATEVER, THE PROPER CHANNELS, UH, NO OBJECTION TO THE ITEM.

THERE'S NO REQUIREMENT BY STATE LAW FOR A PUBLIC HEARING AND COUNCIL CAN, CAN APPROVE AS ON A SINGLE MOTION.

THERE'S ALWAYS AN OPTION FOR THE COUNCIL MEMBERS.

AND THEN WE ALSO DISCUSSED, SHOULD WE SEE DOWN THERE UNDER FIVE B FOR CLARITY, WE ARE MOVING CONSIDERATION ORDINANCES, RESOLUTIONS, FURTHER DOWN THE AGENDA TO DENOTE THAT THOSE GENERALLY REQUIRE A DISCUSSION OR SOMETIMES A PUBLIC HEARING IN ST.

IT'S NOT FOR ACTION, BUT IT'S AN OPPORTUNITY FOR COUNCIL TO REPORT BACK TO THE REST OF THE COUNCIL, AS WELL AS THE PUBLIC WOULD HAVE BEEN THE ACTIVITIES FOR THE LAST TWO WEEKS WITH THE MAYOR AND COUNCIL.

SO WITH THAT CITY ATTORNEY, ANY OTHER THINGS YOU WANT TO ADD, OR WHERE WE TALKED ABOUT IS MAYBE WAYS TO STREAMLINE THE MEETING? YUP.

WELL, TO ME IT HAS CLARITY BECAUSE AS I SAID BEFORE, THERE ARE SOME, THERE WERE SOME CONFUSING POINTS THERE JUST, JUST BY THE LANGUAGE.

AND WE ALWAYS NOTE THAT ON THE PLAN BECAUSE, UH, WHEN WE DO HAVE NEW ELECTIONS, THE STRATEGIC PLAN IS ACTUALLY THOSE GOALS ARE ACTUALLY CREATED, UH, BY A SITTING COUNCIL IN NOVEMBER, BUT THEN YOU HAVE NEW PEOPLE THAT ARE ELECTED AFTERWARDS.

SO WE ALWAYS MAKE SURE TO NOTE THAT, UH, WE'VE RESTRUCTURED OUR PROCESS, UH, TO BETTER ALIGN WITH THE STAFF PROCESS TO HELP OPERATE OPERAS, OPERATE, OPERATIONALIZE THE GOALS.

SO TRYING TO MAKE SURE THAT WE TOOK ALL THE THINGS THAT YOU ALL SEE AS IMPORTANT AND BE ABLE TO MORE EASILY PUT THOSE INTO THE WORK THAT STAFF IS DOING.

THAT'S SOMETHING THAT WE FELT LIKE WAS, WAS A GOOD IMPROVEMENT.

UM, AND THEN PRIORITIZATION.

THAT'S SOMETHING THAT WAS NEW THIS YEAR, AND IT'S BEEN VERY IMPACTFUL AND HELPFUL FOR US TO STAFF.

UH, YOU AS COUNCIL MEMBERS ASSIGNED SCORES TO ALL THE GOALS, UH, WHAT THAT LEFT US WITH WAS 12 FOUR-STAR GOALS, 15 THREE-STAR GOALS.

THOSE ARE THE ONES THAT WE'RE GOING TO GO OVER TODAY, A SIX, TWO STAR GOALS AND TWO, ONE STAR GOALS.

THAT DOESN'T MEAN THAT THESE AREN'T IMPORTANT BECAUSE THEY'RE ON THERE.

SO THEY'RE IMPORTANT, BUT A LOT OF TIMES THEY, THEY DIDN'T GET SCORED AS HIGH BECAUSE MAYBE WE KNEW THE TIMING WASN'T GOING TO BE RIGHT.

THEY WERE, THEY WERE NOT NECESSARILY GOING TO HAPPEN BEFORE SOME OTHER THINGS.

ENCOURAGE DEVELOPMENT AND GROWTH IN THE DOWNTOWN TIF DISTRICT.

AND THAT WAS FORMALLY ADOPTED OCTOBER, 2020 TO TIF FIVE PROJECTS HAD BEEN APPROVED FOR TIF FUNDING, UH, THAT AT THIS TIME WE ANTICIPATE WE'LL GENERATE $110 MILLION IN PRIVATE INVESTMENT IN DOWNTOWN ADDITIONAL PROJECTS ARE BEING LOOKED AT TO POTENTIALLY SECURE A TIF FUNDING WITH YOUR APPROVAL.

OBVIOUSLY, ANY PROJECT THAT WANTS TO HAPPEN IN THE TIF HAS TO GO THROUGH COUNCIL FOR APPROVAL, REDEVELOP CITY OWNED PROPERTIES TO INCLUDE NEW CITY HALL AND PARKING GARAGE.

WE'VE GOT A PICTURE OF THE SITE RIGHT THERE OF OUR TEMPORARY PUBLIC SPACE.

A DESIGN CONTRACT WAS AWARDED IN JUNE.

ESTIMATED TIME FOR DESIGN IS 12 MONTHS ESTIMATED TIME FOR CONSTRUCTION, 18 TO 24 MONTHS.

UM, AS OF RIGHT NOW, IT'S LOOKING TO BE ABOUT A $32 MILLION PROJECT.

SO THINGS ARE MOVING FORWARD ON THAT.

AFTER HAVING TALKED ABOUT IT FOR MANY YEARS, REDEVELOP VACATED CITY OWNED PROPERTIES IN DOWNTOWN AFTER OFFICE CONSOLIDATION.

SO THIS GOES HAND IN HAND WITH THE OTHER ONE, OBVIOUSLY, WHICH IS WHAT MAKES IT SO IMPORTANT.

UH, AN RFQ TO PARTNER WITH THE DEVELOPMENT TEAM WILL BE RELEASED WHEN THE CITY HALL PARKING GARAGE DESIGN REACHES 30%.

SO THAT'S BEGINNING WHEN THAT REACHES 30%, THEN WE'LL HIT THE RFQ FOR THIS, UH, OUTSIDE OF THE AREA THAT'S, THAT'S BEING USED FOR A CITY HALL THAT LEAVES AROUND THREE ACRES AND IT'S ALL PROPERTY ALONG LITTLER.

SO WE'VE GOT THIS ONE HERE, THE ONE THAT WE'RE IN TODAY, ALSO THESE PROPERTIES THERE.

SO WE KNOW THAT THAT'S VERY IMPORTANT TO ALL OF YOU, UH, WHEN IT COMES TO ECONOMIC DEVELOPMENT, DOWNTOWN, FREEING UP THAT, THAT PROPERTY.

SO YEAH, ANDY CONGRESS, ASSISTANT CITY MANAGER ADMINISTRATION IN 2018, WE DID A NEEDS ASSESSMENT TO SEE WHAT KIND OF SQUARE FOOTAGE WE'RE LOOKING AT.

THAT'S ROUGHLY 60 TO 65,000 SQUARE FEET.

SO YOU HAVE A CONCERN ABOUT THE HIGHER.

I WOULD, IF I WERE TO BE ASKED WHETHER TO, UM, UH, NAIL A SQUARE FOOTAGE RIGHT NOW, OR PLAN FOR THE FUTURE, AND IF THAT MEANS AN ADDITIONAL FLOOR AND DOES MAKE, MAKE IT TALLER, I'M OKAY WITH I'M OKAY WITH THAT.

WE WERE GOING TO BRING A CONSULTANT ON WILL DAN PROBABLY TO DO SOME WORK FOR US TO DO SOME FINANCIAL ANALYSIS.

UH, THERE'S TWO, TWO WAYS YOU'RE GONNA APPROACH.

YOU CAN HAVE THE SAME NUMBER OF PROJECTS, AND EITHER YOU FIND ADDITIONAL FUNDING RESOURCES TO CONTINUE ON THAT, THAT TIMELINE, OR YOU'VE STRESSED THAT TIMELINE OUT BECAUSE HERE'S THE PROCESS DOLLARS WE HAVE COMING THROUGH THE DOORS OR THE OTHER OPTION IS DO YOU IDENTIFY ADDITIONAL REVENUE TO CONSIDER? SO OUR GOAL IS BETWEEN SPACE PLANNING, EFFORTS OF KNOWING WHERE WE NEED TO BE IN THE COMING YEARS WITH CERTAIN INFRASTRUCTURE, LOOKING AT WHAT WE PROJECT, SOME OF OUR COSTS WOULD BE, AND PROBABLY WHERE WE MAY UPDATE THOSE COSTS.

AS THING AS WE'VE MAY HAVE THOUGHT THAT WAS $80 MILLION, BUT NOW REALISTIC, IT MIGHT BE MORE WHATEVER THAT NUMBER IS SHOWING WHAT THAT TIME ON IS WHAT WE COULD CURRENTLY FUNDED UNDER A CURRENT FINANCIAL TOOLS OR OTHER OTHER OPTIONS TO CONSIDER.

SO I JUST WANT TO BE UPFRONT THAT, UH, IT'S, IT'S GREAT TO PUT STARS EVERYWHERE, BUT STARS ALSO MEAN DOLLARS, CANDY, CHRISTMAS CONVERSATION, IS IT? NO, IT COULD BE A ROCK CANDY, OR IT CAN BE A GUMMY BEARS, BUT, UH, BUT THE REALITY IS THAT THE RETREAT WILL BE, WE WANT TO PROVIDE YOU THE INFORMATION.
