THOSE MEETING MINUTES ARE APPROVED JUST AS I SAID EARLIER, THAT YES, UH, AS A REMINDER, SCHOOL IS GETTING READY TO GO BACK AND SESSION FOR EVERYONE FROM THE HIGH SCHOOL LEVEL ELEMENTARY LEVEL AND THE COLLEGIATE LEVEL.

SO PLEASE BE AWARE OF THE INCREASED TRAFFIC.

THAT'S GOING TO START IMMEDIATELY ONCE SCHOOL THIS WEEK, BASICALLY, AND I'M PLEASED, BUT WHAT'S ALSO FOR EVERYONE'S KNOWLEDGE.

[A. Presentation by staff and participants of the Edmond Leadership Initiative, a youth leadership program through the Edmond Police Department for elementary school-aged children. ]

WE HAVE A PRESENTATION BY STAFF AND PARTICIPANT TINS OF THE EDMOND LEADERSHIP INITIATIVE, AND THAT'S A YOUTH LEADERSHIP PROGRAM THROUGH THE EDMOND POLICE DEPARTMENT FOR ELEMENTARY SCHOOL AGED CHILDREN.

UH, COME ON DOWN.

THIS WAS A PROGRAM I'VE ALSO PARTICIPATED IN THIS PAST SUMMER WITH THESE FINE, OUR FUTURE LEADERS OF THE WORLD.

THERE IT IS.

UM, GOOD EVENING.

MY NAME IS OFFICER AMY BROOKS.

THIS IS DEMETRIUS CURT MY PARTNER.

UM, I THINK WE'D BOTH SAY THE OTHER IS OUR BETTER HALF.

WE DO EVERYTHING TOGETHER.

UM, OUR BIGGEST FOCUS HAS ALWAYS BEEN COMMUNITY OUTREACH.

UH, JUST A LITTLE BIT ABOUT US.

WE STARTED JUNE 10TH, 2015.

SO WE'VE BEEN AT THE POLICE DEPARTMENT ROUGHLY SEVEN ISH YEARS.

UH, WORKED PATROL ABOUT FIVE AND THEN HAVE BOTH BEEN IN THE SCHOOL SINCE THEN.

HE'S AT CENTRAL AND I'M AT HARTLAND.

UM, BOTH NAZA TRAINED AS SCHOOL RESOURCE OFFICERS.

WE ARE ON THE CRISIS, HOSTAGE NEGOTIATIONS, TEAM, CRISIS INTERVENTION TEAM, AND PEER SUPPORT TEAM.

BUT OF THE THINGS THAT WE DO, I CAN TELL YOU THAT THIS HAS BY FAR BEEN THE MOST REWARDING.

UM, THESE KIDS ARE INCREDIBLE.

AND SO I'M LOOKING FORWARD TO YOU GUYS, HEARING FROM THEM IN JUST A MINUTE, AND I WILL PASS IT OVER TO CURT.

WELL, Y SO THROUGHOUT MY SEVEN YEARS, BEING HERE, I'VE HAD LOTS OF PARENTS WHO WOULD COME UP TO ME AND THEY WOULD SAY, YOU KNOW, I'M HAVING PROBLEMS WITH MY CHILD.

IS THERE ANYTHING I CAN DO IS ANYWHERE I CAN TAKE THEM.

THEY HAVEN'T COMMITTED A CRIME OR NOT IN THE SYSTEM, BUT THEY WANT SOMETHING, BUT THEY HAVE SOME TYPE OF ISSUES.

AND WHEN THEY SAID THAT IT WASN'T ANYTHING THAT I KNEW OF AVAILABLE, I COULD TELL THEM, YOU KNOW, UH, TO GO TO GO CHECK OUT.

SO I GAVE ME WAS SAYING WITH BOTH, UH, NOT ONLY SROC, BUT WE DO A LOT OF COMMUNITY STUFF.

SO WE ARE LIKE INVESTED NOT ONLY IN YOUNG PEOPLE, BUT THE COMMUNITY AS A WHOLE.

AND SO WE WANTED TO GET SOMETHING GOING THAT WE COULD IMPACT YOUNG PEOPLE IMPACT THE COMMUNITY.

AND IT'S, UH, THREE CORE PRINCIPLES THAT WE WENT OVER, UH, IN THE SUMMERTIME WAS INTEGRITY, COMMUNITY AND PURPOSE.

AND I FEEL LIKE WORKING WITH YOUNG PEOPLE AND I CAN, UM, I CAN SPEAK, FRANKLY.

I'M SURE THAT SHE FEELS THE SAME WAY.

THIS IS OUR PURPOSE.

WORKING WITH YOUNG PEOPLE.

I FEEL LIKE, UH, I'M WALKING IN MY PURPOSE.

I LOOK FORWARD TO WORKING WITH THESE YOUNG PEOPLE EVERY SINGLE DAY.

IT'S NOT EVEN THE WORK TO ME.

THIS IS SOMETHING THAT I FEEL LIKE I WAS BORN TO DO.

AND OUR PROGRAM WAS 100% DONATION BASED.

ALL RIGHT.

SO THE SELECTION PROCESS, WE FOUND A LOT OF PEOPLE ASK US ABOUT THAT.

UM, BIG SHOUT OUTS AND THEN PUBLIC SCHOOLS.

CAUSE WE COULD NOT HAVE DONE THIS WITHOUT THEM.

UH, WE WENT AND WE HAD A MEETING WITH EVERY ELEMENTARY SCHOOL PRINCIPAL AND TOLD THEM WHAT WE WERE LOOKING FOR.

UM, MAINLY KIDS HAVE INFLUENCED WHETHER POSITIVE OR NEGATIVE, BUT WHEN YOU LOOK AT YOUR SCHOOLS, MOST

PRINCIPALS CAN IDENTIFY SOME KID THAT OTHERS GRAVITATE TOWARDS.

UM, AND THOSE WERE THE STUDENTS WHO WERE LOOKING FOR THE GOAL WAS THAT WE'D HAVE A TRICKLE DOWN EFFECT, RIGHT? TO BE, BRING THESE KIDS IN THE CAMP.

WE TEACH THEM SOME OF THESE BASICS ABOUT LEADERSHIP, SEND THEM BACK INTO SCHOOLS.

AND THEN SLOWLY THAT TRICKLES DOWN FROM KID TO KID, TO KID, UM, QUIT BEING COMMUNITY LEADERS, KIND OF LIKE IT SAYS FLAT WAS OUR MAIN GOAL LEADERSHIP, THE PARENT GUARDIAN INVOLVEMENT.

THAT WAS SOMETHING THAT WE REALLY WANTED.

UM, AS FAR AS THE LIST OF KIDS THAT WE GOT, WE MET WITH EVERY SINGLE STUDENT AND THEIR PARENTS.

UM, WE WENT OVER KIND OF THE GUIDELINES AND FUNDAMENTALS OF WHAT THE CAMP WAS GOING TO BE.

CAUSE WE WANTED TO MAKE SURE IT WAS GOING TO BE A GOOD MATCH.

UM, SO FROM THAT, WE GOT A LIST OF THINGS ABOUT 55 KIDS.

UM, THEY SAYING WE WANTED MAXIMUM ADMISSION WITH, YOU KNOW, AS THE CAMP PROGRESSES, I'M HOPING THAT WE CAN HAVE MORE AND MORE KIDS COME THROUGH THE PROGRAM.

BUT OBVIOUSLY THIS FIRST TIME WAS, YOU KNOW, LEARNING EXPERIENCE LEARNING CURVE, BUT I CAN TELL YOU THAT IT WAS EXTREMELY SUCCESSFUL.

SO WE HAVE SOME OF OUR BEST AND BRIGHTEST OVER HERE THAT HAVE COUPLE OF THINGS THEY WANT TO SHARE WITH YOU.

UM, SO THAT'D BE, I WILL BRING YOU ON UP.

HI, I'M EVIE.

MY EXPERIENCE AT CAMP WAS REALLY FUN AND FULL OF COOL SURPRISES.

WE GOT TO GO TO MANY PLACES LIKE THE SCIENCE MUSEUM, SURGE, SHOWBIZ, ET CETERA.

WE GOT TO LEARN QUITE A BIT OF BOXING.

COACH KIRK SHOWED US SOME SWEET MOVES.

ALSO KNOWN AS BOXING MOVES.

MANY DAYS, WE WOULD SIT IN A CIRCLE AND TALK ABOUT OUR WORDS KNOWN AS LEADERSHIP, EMPATHY, ATTITUDE, AND DETERMINATION.

MY WORD WAS EMPATHY.

HERE'S ONE WAY I USED IT THIS MONTH WHEN I WAS ON A LAKE TRIP, WE WENT TUBING AND I REALLY WANTED TO GO FAST, BUT A YOUNGER FRIEND OF MINE WHO WAS 5, 1, 2 TO GO, BUT SHE WAS WET, BUT SHE WAS NERVOUS ON HER FIRST TURN.

SHE WENT WITH MY MOM AND LET'S SAY, SHE DIDN'T REALLY LIKE IT AT ALL ON HER NEXT TURN.

SHE WENT WITH ME NOW, YOU ALREADY KNOW THAT I REALLY LOVE GOING FAST, BUT MY FRIEND FINNEY DID NOT.

SO WE WANT THE SPEECH SHE WANTED BECAUSE SHE WAS NEW TO TUBING AND I DIDN'T WANT HER TO NOT HAVE FUN.

SHE LOVED IT.

I LEARNED LOTS OF THINGS AT CAMPS, SUCH AS BOXING AND THAT MY COACHES THOUGHT I COULD BE A MOVIE STAR.

IF I DO GET TO BE ONE, COACH BROOKS WOULD BE WILLING TO BE MY GAUDY BARRED FUN.

RIGHT? I RECOMMEND THIS CAMP TO KIDS WHO HAVE GOOD PERSONALITIES.

I ALSO RECOMMEND THIS CAMP TO KIDS BECAUSE THEY WOULD HAVE A BLAST AND THEN THEY COULD LEARN NEW THINGS TO HELP THEM BECOME A BETTER LEADER OR A BETTER PERSON.

THE COACHES LAST OFFICER SLASH OFFICERS ARE GREAT PEOPLE TO HANG OUT WITH.

UH, ONE OF THEM WAS A LAW ENFORCEMENT OFFICER FROM THE OSBI AND THE OTHER ONE IS THE AMAZING MAYOR DAVIS OH, WE WERE SO GLAD TO HAVE THESE PEOPLE COME OUT AND TALK TO US, UH, ABOUT THE THINGS THAT THEY DO AND THE THINGS THAT, UM, MAKE THEM, YOU KNOW, WHO THEY ARE AND WHY THEY DID AND CHOSE THEIR JOB, UM, REALLY APPRECIATED, UH, THEM FOR COMING OUT HERE.

AND, UH, THANK YOU.

I REALLY THINK THIS WAS GOOD FOR US BECAUSE ONE, IT WAS GOOD FOR TRUST, WHICH YOU NEED IN THE FUTURE.

AND FOR TWO, IT WAS GOOD FOR GUIDING.

AND FOR OUR HOMEWORK, WE HAD AN ON THE WEEKEND, WE HAD HOMEWORK AND OUR HOMEWORK WAS OUR, WE HAD TO WRITE DOWN OUR BIGGEST MISTAKE BECAUSE YOU HAVE TO OWN UP TO YOUR MISTAKES AND, UH, SOMETHING WE DID FOR OUR WORD AND OUR PARENTS HAD TO SIGN THAT.

SOMEONE WITH LEADERSHIP MEANS THEY HAVE MEANS.

THEY THINK ABOUT THEIR ACTIONS AND WHAT, HOW IT AFFECTS PEOPLE.

SOMEONE WITH EMPATHY, THEY PUT THEIR SELF INTO SOMEONE'S SHOES BEFORE THEY JUDGE SOMEONE, SOMEONE WITH A GOOD ATTITUDE HAS GREAT BODY POSTURE, A GROWING MIND, AND THEY'RE HAPPY SOMEONE WITH DETERMINATION.

THEY WORK HARD, EVEN WHEN THEY'RE TIRED.

THAT'S MOST ABOUT THE ACRONYM LEAD COACH KIRK AND COACH BROOKE STARTED GREAT LEADERS BECAUSE THEY HELPED US GROW.

WE'RE AN FO AND FOCUS.

THE LEMONADE STAND HELPED ME WORK ON MY BUSINESS SKILLS.

WE HELPED OUR COMMUNITY BY RAISING MONEY FOR THE EDMOND ANIMAL SHELTER.

WE ALSO MADE OUR TELEVISION D W BY MAKING IT ON OUR EVENING NEWS TO SPREAD AWARENESS ABOUT THE GREAT IMPACT THIS CAMP HAS ON OUR COMMUNITY AND THE KIDS I'M BACK.

SO FOR CAMP APPAREL, WE HAD TO WORK REALLY HARD FOR IT THE FIRST TWO DAYS.

AND AFTER WE GOT OUR CAMP APPAREL, I FELT REALLY GOOD AND PROUD, AND WE GOT OUR CAMP APPAREL.

WHEN THE COACHES SAID WE WORKED IT IN THE CAMP, WE WORKED HARD ENOUGH AND THE CAMP APPAREL LOOKS LIKE THIS.

AND THIS WILL ALSO CONNECT TO THE 9, 8, 8 MOBILE RESPONSES, UH, AND, UH, OTHER SERVICES THAT WE'RE PROVIDING, THERE'LL BE A MEDICATION CLINIC THAT WILL, WILL BE DONE.

AND WE'LL ALSO CONNECT VIRTUAL SERVICES, INCLUDING INTEGRATION WITH PRIMARY CARE AND OUR PARTNER VARIETY OF CARE.

WE ARE A CERTIFIED COMMUNITY BEHAVIORAL HEALTH CLINIC.

THIS IS A NEW TERM IN FEDERAL LAW.

UH, THAT CAME INTO EFFECT WITH THE MENTAL HEALTH EXCELLENCE ACT OF 2014.

UH, SO WE WERE THE ONE OF THE FIRST, UH, CERTIFIED COMMUNITY BEHAVIORAL HEALTH CLINICS IN THE NATION.

WE WENT LIVE APRIL 1ST, 2016 WITH TWO OTHER ORGANIZATIONS IN THE STATE OF OKLAHOMA AND A, UH, A GROUP FROM OREGON THAT WENT FIRST.

UM, THERE WERE EIGHT TOTAL STATES THAT MOVED THIS PILOT DEMONSTRATION, UH, FORWARD THAT FIRST YEAR.

AND THAT'S NOW BEEN EXPANDED AND THE PILOT'S BEEN EXTENDED TWICE SO FAR AND LOOKS TO BECOME A PERMANENT, UH, WAY OF OPERATION IN THE STATE OF OKLAHOMA.

THE MENTAL HEALTH DEPARTMENT CREATED A STATE PLAN AMENDMENT.

SO NOW ALL OF THE OTHER CENTERS THAT WERE NOT CCBHC SAID INITIALLY HAVE NOW MOVED TOWARDS THAT CERTIFICATION.

WE'VE BEEN IN BUSINESS FOR 40 YEARS AND I'VE BEEN THERE 33, I'VE GOT A COUPLE OF STAFF WITH ME, GOT A KARCHER SHE'S OUR VICE PRESIDENT OF CLINICAL SERVICES.

AND WE'LL BE OVER ALL THINGS.

UM, A CRISIS EMILY CARMICHAEL IS WITH US SHE'S IN-HOUSE COUNSEL AND COMPLIANCE.

UM, UH, THERE'LL BE CONNECTED WITH SERVICES THAT THEY NEED WHILE ON THE SPOT.

SO THE 450,000, UM, A HUNDRED, 450,000 IS ONLY GOING TO COVER THE HVAC SYSTEM AND POTENTIALLY SOME ADA ACCESSIBILITY.

UM, AS YOU CAN SEE, THEY'VE SELECTED ADG AS THEY'RE DESIGNED FROM, THEY ARE ALSO WORKING IN, IN A COMBINATION OF THIS FACILITY.

THEY'RE ALSO DOING ONE UP IN LOGAN COUNTY.

UM, TIMBERLAKE HAS BEEN SELECTED AS THEIR GENERAL CONTRACTOR OF THE GENERAL MANAGER OR THE CONTRACTOR CONTRACT MANAGER AT RISK.

UM, AND THEY'RE CURRENTLY WORKING ON THE TRADE PACKAGES TO GO OUT.

THAT SHOULD BE ABOUT IN THE NEXT SIX TO EIGHT WEEKS.

UM, THE PROJECT HAS COME BACK INITIALLY.

THEY THOUGHT IT WAS GOING TO COME AROUND 980,000 AS WE'VE ALL.

AND YOU ALL CONTINUE HEARING EVERY TWO WEEKS, UM, COSTS ARE HIGHER.

AND SO IT'S COME BACK AT AROUND $1.5 MILLION.

UM, THIS ARPA FUNDING REQUESTS WOULD HELP THEM COMPLETE THE PROJECT AS DESIGNED.

UM, THEY DID RECEIVE APPROXIMATELY $133,000 THAT WILL GO TOUR TOWARDS IT, AS WELL AS YOU ASKED EARLIER, THIS DOES NOT GO TOWARDS STAFFING FURNITURE, FURNISHINGS, OR COMPUTERS OR ANYTHING LIKE THAT.

THIS IS JUST THE GENERAL LAYOUT OF THE BUILDING TO CONSTRUCT BOTH AREAS FOR PEDIATRIC AND ADULT.

UM, OUR STAFF HAS BEEN LOOKING AT GREAT LOCATIONS ACROSS OUR PARK SYSTEMS FOR A POTENTIAL SECOND SPLASH PAD LOCATION.

AND WE LANDED ON SUGGESTING TED ANDERSON PARK.

UM, WELL BACK UP THERE TO, OR SOME PARK IS, UM, TO ORIENT EVERYBODY HERE'S SOUTH BOULEVARD, HERE'S RANKIN, UH, ORVIS REISNER ELEMENTARY SCHOOL.

SO THIS PROJECT IS TO ADD DUAL LEFT TURN LANES IN ALL DIRECTIONS AND RIGHT TURN LANES WHERE WE CAN, UH, IT ALSO WILL INCREASE, WE'LL HAVE MEDIUMS THROUGH THE AREA SO THAT CARS WILL NOT BE ABLE TO PULL OUT IN OF OTHER CARS, BUT THEY WILL BE ABLE TO GO TO THE INTERSECTION AND MAKE PROTECTED TURNS TO GO BACK THE OTHER DIRECTION, MUCH SAFER MOVEMENT AT A GREEN ARROW, INSTEAD OF TRYING TO CROSS 2, 3, 4, OR FIVE LANES OF TRAFFIC.

UH, THE SITE PLAN SHOWS ONE BUILDING IS 12,000 700, 750 SQUARE FEET WITH A BRICK AND WOOD VENEER THAT IS 29 FEET TALL.

AND WE'LL SEE APPROXIMATELY 304 PEOPLE.

UH, THE SITE PLAN ALSO INCLUDES 101 PARKING SPACES, WHICH ARE ACCESSED FROM TWO DRIVES ONTO NORTH BROADWAY.

THE SITE PLAN MEETS ALL THE SENSITIVE BORDER STANDARDS.

UH, AND LANDSCAPING IS COMPLIANT.

MY WIFE AND I ACTUALLY LIVED IN A DUPLEX OFF OF ONE OF THE OFF OF ONE OF THESE STREETS OFF OF STATURE, UH, FOR SIX YEARS.

UM, AND I HAVE A FEW NOTES HERE, JUST MAKING SURE I COVER, YOU KNOW, WHAT MY NEIGHBORS AND I TALKED ABOUT.

BUT, UM, BUT, UM, SO WE NOT GOING TO NEIGHBOR'S DOORS AND TALK TO SOME FOLKS, AND EVERYONE WAS SHOCKED THAT WE WERE GOING TO PUT FOUR UNITS ON THIS, ON THIS LOT.

I UNDERSTAND THAT THE IMPLEMENTATION AND PRACTICE OF THESE POLICIES ARE A DIRECT RESULT OF RECOMMENDATIONS BY THE PRIOR CITY MANAGER AND HIS HR OFFICE.

AND I UNDERSTAND THAT THE DIVERSITY AND INCLUSION COMMITTEE AND THE DIVERSITY AND INCLUSION COMMISSION WERE PERHAPS PUT INTO PLACE BASED ON THOSE RECOMMENDATIONS, BUT ALL OF THIS WAS DONE WITHOUT THE KNOWLEDGE OR THE CONSENT OF THE PEOPLE OF EDMOND.

THE NEWLY HIRED CITY MANAGER IS ADVOCATING FOR THESE COMMITTEES AND COMMISSIONS.

HE'S AN ADVOCATE FOR PROGRESSIVE IDEOLOGY AND CAN NOT BE HELD ACCOUNTABLE FOR HIS ACTIONS.

HE IS AN UNELECTED OFFICIAL WHO ACTUALLY RUNS THIS CITY.

HE'S PAID 200 AND TWENTY-FIVE THOUSAND DOLLARS A YEAR PLUS FULL BENEFITS.

AND YOU CAN'T BE HELD ACCOUNTABLE.
