UH, WE GOT TO TAKE A MOMENT TO PRAY FOR THE TWO SHERIFFS THAT WERE SHOT.

IF YOU DID NOT KNOW, WE HAD TWO SHERIFFS, OKLAHOMA COUNTY SHOWERS THAT WERE SHOT THIS AFTERNOON.

IT'S MY UNDERSTANDING ONE HAS NOT SURVIVED AND THE OTHER ONE IS VERY CRITICAL.

UH, AND SO PLEASE KEEP THEM IN THE FAMILY AND THE, AND THE LAW ENFORCEMENT IN HER PRAYERS WITH THAT.

CAN I GIVE YOU AN UPDATE ON A FUTURE TRANSPORTATION INFRASTRUCTURE PROJECTS? AND THAT'S A LOT OF DIFFERENT MODES.

IT'S NOT EVERY MODE, BUT IT'S A LOT OF DIFFERENT MODES OF TRANSPORTATION THROUGHOUT THE CITY.

SO WE HAVE KIND OF A PRESENTATION TO GO THROUGH.

WE HAVE, OH, DOT HERE.

THIS IS GOING TO GIVE US A PRESENTATION AS WELL.

FOR SOME PROJECTS THEY HAVE GOING ON IN THE CITY WHEN WE GET THERE.

SO LET'S GO AHEAD AND WE'LL GET STARTED.

THIS IS KIND OF A BRIEF OVERVIEW.

UM, THERE'S A LOT OF DIFFERENT PROJECTS GOING ON.

WE HAVE SOME STREET WIDENING.

WE HAVE INTERSECTION PROJECTS THROUGHOUT TOWN.

THERE'S A, A LIST WE'RE GOING TO GO THROUGH HERE SHORTLY.

WE HAVE OUR OVERLAY PROJECTS, WHICH WE DO EVERY YEAR, JUST RECENTLY AWARDED ONE ABOUT A MONTH AND A HALF AGO.

AND THEY'RE ABOUT TO GET STARTED HERE SHORTLY.

I'LL GIVE YOU AN UPDATE ON THAT ONE.

WE HAVE ITS UH, RIGHT NOW OUR THIRD PHASE IS CURRENTLY UNDER CONSTRUCTION ON 15TH STREET AND WE HAVE A FOURTH PHASE IT'S UNDER DESIGN THAT WE'LL MOVE FORWARD WITH HOPEFULLY HERE IN THE NEAR FUTURE.

IF WE CAN GET FUNDING AS WELL.

WE HAVE, HE STIRRED OUR PUBLIC WORKS DIRECTOR HERE TO HELP GIVE US SOME UPDATES ON THE COUNTY AND CITY PROJECTS WE HAVE OUT IN THE EAST, GOOD COLLABORATIVE PARTNERSHIP THERE.

AND THEN WE HAVE SOME PEDESTRIAN AND MOBILITY SAFETY PROJECTS ON SECOND STREET IN DOWNTOWN.

WE'LL GO OVER.

SO WITH THAT, LET'S JUST, WE'LL JUMP RIGHT IN KIND OF.

AND THESE ARE IN THE YEAR THAT THEY'RE CURRENTLY FUNDED FOR CONSTRUCTION.

AND THE FIRST PROJECT WE HAVE IS A WIDENING OF SOONER ROAD.

THIS IS NORTH OF KOVAL.

UH, IT'S BASICALLY WHERE CONFERENCE CENTER DRIVE IS TO, TO THE HOTEL CONFERENCE CENTER AND WHERE THE CREST IS GOING ON THE WEST SIDE.

SO THIS WILL WIDEN THAT ROAD OUT TO FIVE LANES AND PROVIDE FOR A LEFT TURN AND A SIGNAL INTO THAT INTERSECTION AND UH, KEEP TRAFFIC MOVING WITHOUT HAVING TO BACK UP ON ONE LANE.

WHEN SOMEONE'S TRYING TO TURN IN THERE, SOMETHING THAT WAS VERY IMPORTANT, I BELIEVE TO CRESTON TO THE CITY AS WELL.

SO THAT ONE IS MOVING FORWARD.

WE HAVE IT UNDER DESIGN.

AND AS SOON AS WE KNOW THAT WE, UH, DON'T HAVE ANY UTILITIES IN THE WAY, HOPEFULLY, AND WE HAVE ALL THE RIGHT OF WAY WE NEED, THEN WE'LL BE ABLE TO MOVE FORWARD ON THAT QUICKLY AND GET THAT DONE.

HOPEFULLY BEFORE THEY'RE EVEN DONE, THIS INCLUDES THE REPAIR OF THE INJURY RIGHT THERE AND TO CONFERENCE CENTER DRIVE.

THAT IS CORRECT.

WE'RE GOING TO WIDEN OUT CONFERENCE CENTER DRIVE RIGHT NOW.

IT'S JUST ONE LANE EACH WAY.

SO WE'LL HAVE ONE LANE WHICH IS A, A KIND OF A THROUGH RIGHT.

WE'LL HAVE ONE THAT'S A LEFT AND THEN WE'LL HAVE ONE LANE IN.

SO ALIGN UP PERFECT WITH THE PROPOSED CREST DRIVE WITH SIGNAL LIGHTS, WITH SINGLETS.

YES.

AND CREST IS ACTUALLY DESIGNING THE SIGNAL FOR US AND GOING TO GIVE IT TO US TO BID.

SO IT DID SAVE US SOME FUNDING ON DESIGN COSTS.

OKAY.

THE NEXT PROJECT, WHICH HAS A LOT GOING ON, I HEAR IS DANFORTH AND KELLY.

THIS PROJECT IS WELL KIND OF GIVE YOU AN UPDATE WHEN WE DO THESE ROAD PROJECTS.

THERE'S A LOT OF THINGS WE LOOK AT.

THERE'S A LEVEL OF SERVICE.

IN OTHER WORDS, THE CONGESTION AT THE INTERSECTION ON THE ROADWAY, WE LOOK AT THE MOBILITY THROUGH THE INTERSECTION.

YOU CAN CARS TURN.

THIS ONE IS OUR NUMBER ONE ACCIDENT SITE IN THE CITY OF EDMOND.

IT CONTINUES TO BE THE NUMBER ONE ACCIDENT SITE IN THE CITY OF EDMOND, ALMOST YEARLY, UM, BY FAR.

SO THIS IS GOING TO BE NOT JUST FOR IMPROVING TRAFFIC MOBILITY, BUT IT'S TO IMPROVE SAFETY.

WE'LL BE ADDING MEDIANS IN THE AREA SO THAT CARS DON'T TURN ACROSS FIVE LANES OF TRAFFIC AT FIVE O'CLOCK AT NIGHT, TRYING TO TURN LEFT WHEN THEY COULD GO TO THE INTERSECTION AND MAKE A PROTECTED U-TURN AND GO BACK THE SAME DIRECTION SAFELY.

SO WE DO ALLOW THAT THE INTERSECTION, ONCE WE'VE HIT THE MEDIUMS, CARS CAN STILL GO THE OTHER DIRECTION.

THEY JUST GET TO MAKE A SAFE RIGHT TURN MOVEMENT AND THEN A LEFT TURN MOVEMENT WITH THE GREEN ARROW.

AND HOPEFULLY THEY DON'T HIT THEMSELVES OR HIT SOMEONE ELSE AND CAUSE ANY PROBLEMS. SO THIS ONE IS IN THE DESIGN PHASE.

CURRENTLY LAST MEETING, WE HAD A PROJECT AGREEING WITH AND TO START MOVING OR TO ORDER THEIR POWER POLES, UH, BECAUSE OF THE LONG LEAD TIME.

SO, UH, THAT ONE IS COMING.

IT JUST TAKES SOME TIME TO GET THERE.

THE THIRD PROJECT ON OUR LIST IS SECOND BOULEVARD.

THIS ONE WAS IDENTIFIED.

WE HAVE ITS ON SECOND STREET AND ITS IS GREAT WHEN WE CAN MOVE TRAFFIC.

IF WE HAVE ENOUGH LANES, WHAT HAPPENS IS THAT SECOND AND BOULEVARD, THERE IS SO MUCH NORTH, SOUTH TRAFFIC AND PEOPLE TURNING LEFT AND RIGHT ONTO SECOND STREET, THIS LOCATION, WE NEED ADDITIONAL CAPACITY.

THEREFORE WE'RE GOING TO BE ADDING IF YOU'RE GOING SOUTHBOUND, YOU'LL HAVE DUAL LEFT TURN LANES TO THREE LANES AND A RIGHT TURN LANE.

IF YOU'RE GOING NORTHBOUND DUE TO RIGHT AWAY CONSTRAINTS,

WE HAVE A LEFT TURN LANE AND A RIGHT.

AND THE ONLY WORK THAT WILL BE TAKING PLACE ON SECOND STREET IS TO ADD A RIGHT TURN LANE THERE BY THE CHURCH.

THEY GRANTED US RIGHT AWAY.

SO WE'LL BE ABLE TO PUT A RIGHT TURN AND GET THOSE PEOPLE OUT OF THE THROUGH AND GET THEM OUT AND MOVE CARS THROUGH THERE SAFELY, UH, UH, AS WELL.

SO THAT'S UNDER DESIGN AND IT IS CURRENTLY A FEW YEARS OUT BEFORE THE CONSTRUCTION IS SCHEDULED.

AGAIN, WE'LL HAVE TO STILL MOVE UTILITIES, WHICH IS GOING TO BE A CHALLENGE AND WE'VE ALERTED DIFFERENT UTILITIES ALREADY LIKE GETTING ELECTRIC.

THERE'S A LOT OF FACILITIES IN THIS AREA THAT, SO THEY'RE PLANNING FOR THAT.

AND WE'RE WORKING WITH THEM AS WELL TO TRY AND MINIMIZE THE RELOCATIONS AS MUCH AS POSSIBLE NEXT PROJECT.

THIS IS ANOTHER PROJECT WHICH KIND OF EQUATES TO LEVEL OF SERVICE AND GROWTH.

THIS IS DANFORTH AND SOONER THIS INTERSECTION IN THE AM RUSH HOUR OR THE PM RUSH HOUR IS JUST BACKED UP FOR A HALF MILE OR MORE ON THE EAST WEST DIRECTION.

THERE'S NO TURN LANES AT THE INTERSECTION.

THERE IS NO SIGNAL LIGHT AND IT JUST IS ALMOST AT A STANDSTILL.

SO THIS PROJECT WILL BE TO PUT A LEFT TURNS, RIGHT? TURNS TWO THROUGH LANES.

AND WE'LL WIDEN DANFORTH ALL THE WAY BACK TO THROUGH SCHOOL STREET, WHICH IS WHERE THE FRANCIS TUTTLE IS AND PROVIDE HER A SINGLE AT FRANCIS TUTTLE TO HELP THAT BE A SAFE MOVEMENT FOR ALL THE PEOPLE THAT ARE GOING TO THAT FACILITY AS WELL.

SO UNDER DESIGN RIGHT NOW, WE'RE KIND OF WORKING WITH ODAT ON THAT PROJECT AND MY BILL TO GIVE AN UPDATE, BUT WE NEED TO MAKE SURE WHAT WE'RE DOING MATCHES UP TO WHAT THEY'RE DOING, BECAUSE THEY'VE GOT A, AN INTERCHANGE PROJECT HERE IN A FEW YEARS OUT ON THEIR EIGHT YEAR TIP.

SO WE NEED TO MAKE SURE THAT OUR DESIGN MATCHES THEIR DESIGN AND WE'RE WORKING WELL WITH THEIR DESIGN FIRM TO MAKE SURE THAT HAPPENS.

SO YOU GETS, DID YOU WANT TO COMMENT ABOUT YOUR FUNDING SOURCES OR I THOUGHT WE COULD DO THAT AT THE END, BUT WE CAN EITHER DO THAT NOW OR WHATEVER.

RIGHT NOW OUR FUNDING SOURCES.

UM, WE CURRENTLY HAVE THE 2000 CIP, THE 2017 CIP, AND THEN WE USED TO GET A LOT OF AYCOCK FUNDING CRITERIA CHANGED A LOT AT AYCOCK.

SO IT'S MUCH MORE DIFFICULT FOR US TO GET ROAD WIDENING FUNDS.

WE CAN GET THEM FOR MULTIMODAL FACILITIES.

WE CAN GET THEM FOR TECHNOLOGY LIKE ITSMF, BUT THE FUNDING JUST ISN'T THERE BECAUSE OF THE, THE ROAD WIDENINGS.

SO WE'RE STILL APPLYING EVERY YEAR, AS YOU'LL SEE ON A LOT OF THESE PROJECTS, WE'RE APPLYING BECAUSE WE HAVE A LOT OF THOSE FACILITIES IN HERE AND I'LL KIND OF GET TO SOME OF THOSE WHEN WE GET TO THOSE SPECIFIC PROJECTS TO TRY AND GARNER THOSE POINTS FOR AYCOCK.

UM, FORTUNATELY THE STATE OF OKLAHOMA HAS SOME FUNDING FOR SOME OF OUR PROJECTS.

AND WE'LL TALK ABOUT THAT WITH THE FRONTAGE ROADS AND THE DANFORTH INTERCHANGE, AND THEY'RE GOING TO DO SOME GREAT WORK HERE ON THE STATE HIGHWAY 66 AND 77 OR SECOND STREET AND BROADWAY, AND BRING THAT BACK UP TO A GOOD STANDARD.

SO THAT'S REALLY THE FUNDING THAT WE HAVE.

UM, JUST IN GENERAL NUMBERS RIGHT NOW WE HAVE, I CAN JUST GIVE YOU THE TOTAL RIGHT NOW WE HAVE ABOUT $121 MILLION WORTH OF ROAD PROJECTS AND THAT'S RIDEAWAY UTILITIES, CONSTRUCTION.

UM, AND ABOUT 85 MILLION OF THAT IS NOT FUNDED.

SO LET'S KIND OF WHILE WE'RE HERE TO TALK ABOUT SOME OF THE PROJECTS NEEDS AND HOPEFULLY DEVELOP SOME GAME PLAN AND SEE WHERE WE NEED TO GO WITH THOSE.

AND IF WE NEED TO REPRIORITIZE THINGS OR WHATEVER THE COUNCIL NEEDS US TO DO IS WHAT WE'RE GOING TO TRY TO DO.

SO, ONE THING WITH AYCOCK TOO, THERE'S GUIDELINES THAT ONLY EACH COMMUNITY CAN RECEIVE SO MUCH FUNDS, UM, ANNUALLY OR EACH YEAR.

AND SO EVEN IF, EVEN IF IT DIDN'T EVEN IF IT DID FIT WHAT WE NEED FOR, FOR OUR PROJECTS, WE CAN ONLY GET SO MUCH ANYWAY.

AND THAT'S $7.5 MILLION.

THAT IS THE MAXIMUM, UM, ANY ONE ENTITY CAN GET AND THERE'S 35 MINUTES.

SO DISTRIBUTE TO EACH, TO EACH COMMUNITY, WHICH, WHICH IS FAIR AND IT IS FAIR.

SO WE AND THE CITY HAS DONE WELL IN THE LAST 30 YEARS ON AYCOCK FUNDING AND PROBABLY DO THE MATH ON THAT, BUT I'M SURE IT'S A HUNDRED OR $150 MILLION WORTH OF FUNDING AND STILL DO WITH OUR TRAIL AND SIDEWALK PROJECT.

WE DO ADA AND THINGS OF THAT NATURE.

SO THEN THOSE ARE ALL IN HERE.

SO WE ARE GETTING SOME FUNDING.

WE, WE APPRECIATE THAT.

UM, BUT THAT'S THAT NUMBER I'VE GIVEN US KIND OF TAKES THAT INTO ACCOUNT.

YEAH.

SO THE NEXT PROJECT WAS A PROJECT THAT REALLY CAME OUT OF SOME DISCUSSIONS HERE AT CITY COUNCIL, WHICH WAS BROADWAY IN COFFEE CREEK.

UM, DUE TO ALL OF THE CONGESTION, ALL OF THE DEVELOPMENT THAT'S OCCURRING WITHIN THOSE SECTIONS OUT THERE, UH, THE TRAIN, THE AT GRADE RAILROAD TRACKS, WHICH WAS, THERE'S NOT A FEASIBLE WAY TO GET AN OVERPASS OR UNDERPASS IN THAT LOCATION.

SO WE NEEDED TO WIDE THE INTERSECTION BECAUSE RIGHT NOW, IF YOU'RE, IF YOU'RE GOING NORTH AND A TRAIN IS COMING, EVEN THOUGH THERE'S A SIGN THAT SAYS DO NOT STOP WITH THE TRAIN THEY STOP AND IT BACKS UP CONTINUALLY.

UM, SO IT'S, IT'S A CHALLENGE ALSO, IF YOU'RE GOING WESTBOUND AND SAY YOU WANTED TO GO NORTH OR EVEN SOUTH CAN'T REALLY TURN THAT SIGNAL LIGHT GREEN, UM, WHEN THE TRAIN IS PASSING.

SO ONCE WE GET THE INTERSECTION DESIGN AND BILL WILL TIE INTO THE SIGNAL CONTROLLERS FOR THE TRAIN

SO THAT WE CAN EITHER TURN THE LEFT, TURN ARROW ON, IF YOU'RE GOING WESTBOUND AND GET YOU GOING SOUTH OR NORTH, THE TRUTH, THE THROUGH TRAFFIC WAS STILL HAVE TO WAIT.

UM, BUT THE TURNERS WON'T, AND THEN THE TURNERS ON THE NORTH SOUTH WILL HAVE TO WAIT, BUT THE THROUGH CAN KEEP GOING.

SO THAT'S THE GOAL IS TO GET THAT AREA FUNCTIONING BETTER AS A PART OF THAT DESIGN.

CURRENTLY, THAT LOCATION IS ON THE BICYCLE MASTER PLAN.

SO WE'VE WORKED WITH PLANNING AND WE WERE INCLUDING BIKE LANES ON COFFEE CREEK AND WE'RE INCLUDING EXTRA WIDE SHOULDERS ON BROADWAY BECAUSE IT TIES INTO A NON CURB AND GUTTERED ROAD.

SO WE THOUGHT THAT WAS THE BEST AVENUE AT THIS TIME, PROVIDE SAFE MOBILITY FOR THE BIKES, AT LEAST FOR THAT HALF MILE, AT LEAST THROUGH THE INTERSECTION.

AND THEN AS THINGS CONTINUE TO DEVELOP, WE'LL WORK TO SEE HOW WE FUNCTION THERE NORTH AS WE WIDE MORE ROADS.

BUT WE DO LOOK AT THOSE OTHER PLANS THAT WE HAVE, IF IT'S THE TRAILS PLAN OR THINGS OF THAT NATURE AND TRY AND ACCOMMODATE THOSE WITH THE ROAD WIDENINGS, UH, THERE'S BEEN A COUPLE IN THE PAST WHERE THERE PHYSICALLY WASN'T ANY RIGHT OF WAY TO BUILD SOME ON-STREET FACILITIES.

SO WE WERE HAVING TO DO SOME SIDEWALKS OR MULTIMODAL PATHS NEXT TO IT, UM, DUE TO MAJOR OVERHEAD POWER LINES, UH, LACK OF RUNAWAY, THINGS OF THAT NATURE DRAINAGE PROBLEMS. SO WE DO LOOK AT THAT AND TRY AND COORDINATE WITH OUR OTHER USER DEPARTMENTS TO MAKE SURE WE'RE INCLUDING EVERYTHING IN OUR ROADWAY DESIGNS.

AND WE'VE HAD, I'VE HAD SEVERAL RESIDENTS AT NORTH THERE AND IT SEEMS LIKE AS FAR AWAY EVERYBODY THINKS IT'S SO FAR AWAY, IT'S NOT.

AND WE TALK ABOUT CONNECTED CONNECTIVITY AND WALKABILITY.

IF YOU COULD JUST GET THEM TO BE ABLE TO WATCH SOMETHING TO WALK ON, THAT'S HALFWAY SAFE, JUST EITHER DOWN COFFEE CREEK TO KELLY OR FROM COFFEE CREEK TO COVELO RIGHT.

THEN THEY HOOK UP AND THEN THEY'RE DOWN AT MITCH PARK, RIGHT.

OR THEY CAN GO ANYWHERE.

THEY CAN GET ON DOWNTOWN, THEY CAN GO ANYWHERE, BUT IT'S SO NOT SAFE, RIGHT? SO WE'LL, WE'RE ADDRESSING A LOT OF THOSE HERE.

AND THEN SOME, AS WE GET INTO THE ADA FUNDING, WE DO HAVE SOME, SOME FUNDING IN THERE EACH YEAR, NOT A LOT FOR MISSING PEDESTRIAN LINKAGES SIDEWALKS THAT COULD HELP ALLEVIATE A LOT OF THOSE CONCERNS.

IT'S JUST A MATTER OF GETTING THOSE ALL LINKED TOGETHER.

THEY WORK WELL.

SO THE NEXT PROJECT, OUR LIST IS THIS IS RIGHT IN FRONT OF EDMOND, NORTH, UH, DANFORTH, UH, FROM THOMAS TO FRITZ.

AS YOU KNOW, THERE ARE NO DESIGNATED TURN LANES IN EDMOND NORTH, THERE ARE NO LEFT TURN LANES ON THE THOMAS DRIVE.

WE HAVE, UH, ITS IN THIS AREA.

SO WE'RE MAXIMIZING THE ROADWAYS AS BEST WE CAN.

BUT WHEN ONE, ONE PERSON WANTS TO TURN LEFT, IT JUST STOPS TRAFFIC.

SO THIS ROAD AGAIN IS WE'RE GONNA CONTINUE TO APPLY FOR AYCOCK FUNDING.

THIS IS ONE WHERE WE HAVE MULTIMODAL PATHS ON BOTH SIDES.

WE ACTUALLY HAVE A BUS TURNOUT AS WELL ON THIS PROJECT FOR PEOPLE THAT ARE RIDING THE BUS, UM, TO TRY AND GET ALL THOSE MODES OF TRANSPORTATION SAFELY IN THIS CORRIDOR.

UM, AND ALL THOSE POINTS HELP, BUT WE JUST HAVE TO CONTINUE TO APPLY EVERY YEAR EVERY TWO YEARS AND TRY AND GET THESE POINTS UP AS HIGH AS WE CAN.

IS THAT WHAT WE'RE CALLING A COMPLETE STREET SIMILAR? VERY, VERY SIMILAR.

UM, THERE'S NOT ON-STREET BIKE LANES RIGHT HERE, BUT WE HAVE THE 10 FOOT MULTIMODAL PATH.

WE HAVE THE, UM, THE SIGNALS WE'LL PUT IN NEW, UH, THE PROACT, THE ADA ISSUES AND ALL THE SIGNAL LIGHTS TO MAKE SURE THE ADA GRAHAM'S ARRIVED AND THAT THE CURRENT ADA ACCESSIBLE SIGNALS ARE THERE.

AND THEN AGAIN, THE BUS TRAFFIC FOR MAINLY OVER BY THE REASON LANDING, A LOT OF PEOPLE THAT RIDE THE BUS RIDE IN THROUGH THERE, AND WE'VE GOT ROOM FOR A BUS TURNOUT TO MAKE THAT SAFE, TO GET PEOPLE ON AND OFF THE BUS.

NOW WE GET INTO SOME OF THE MUCH BIGGER PROJECTS.

UM, LONG-TERM THIS IS COLDWELL FROM, WE CALL IT FROM BROADWAY TO BRYANT, BUT IT'S REALLY ABOUT NEAR WHERE THE ST MARY'S SCHOOL IS.

WE FOUR-LANE IT TO THEIR LIMITED, THE UNDERPASS.

AND THEN THIS WOULD TAKE IT THROUGH BRYANT ABOUT A THOUSAND FEET, 1500 FEET.

AND THAT'S WHERE IT CAN HURT ALL SORTS OF THINGS LIKE AIR QUALITY, THINGS LIKE THAT.

SO, YEAH, WE'RE STILL WORKING ON IT.

SO YOU CAN LOWER THE SPEEDS, WHICH IS GONNA INCREASE THE CONGESTION.

UM, BUT THAT DOESN'T HELP WITH MOBILITY.

SO IT'S KIND OF A CATCH 22.

SO WE'RE TRYING TO DO THE BEST WE CAN WITH BOTH AND LOWER THE GRADES OR RAISE THEM WHERE WE CAN WITHOUT IMPACTING MUCH.

WE BUILT A LOT OF RETAINING WALLS TO AGAIN, TRY AND LIMIT THE AMOUNT OF IMPACT WE HAVE TO THE ADJOINING PROPERTIES, WHICH THE SECTION EAST OF COLTRANE, LOTTA RETAINING WALL DOWN THERE THAT WE'RE ABLE TO BUILD.

SO WE DESIGNED AROUND ALL THOSE THINGS AND IT, IT'S KIND OF A, IT'S LIKE PUT A PUZZLE TOGETHER AND MAKE SURE IT FITS.

THE NEXT PROJECT IS COLDWELL FROM BRIAN'S COLTRANE.

BUT IT'S A, IT'S GOT SOME REALLY LARGE GAS LINES COMING INTO IT AND LEAVING IT.

SO THAT'S NOT SOMETHING THAT CAN BE SHUT DOWN OR MOVED EASILY.

UM, WE CURRENTLY HAVE VERY LITTLE RIGHT AWAY.

WE HAVE A COUPLE OF SECTIONS WHERE WHEN THE GOLF COURSE CAN WE HAVE 50 FEET ALONG THAT NORTHEAST CORNER, AND I'M GONNA EXPLAIN HOW THAT'S GOING TO HELP HERE IN AN INTERIM SECTION IN JUST A SECOND.

BUT THIS PROJECT IS EVEN MORE EXPENSIVE BECAUSE AS YOU KNOW THAT ROAD, IF WE GET A LARGE RAIN, IT GOES UNDER WATER AND WE HAVE TO CLOSE IT.

SO THAT INTERSECTION TO FUNCTION CORRECTLY, IT NEEDS TO BE RAISED SOMEWHERE BETWEEN FIVE AND SEVEN FEET.

AND WE HAVE TO PUT DRAINAGE STRUCTURES EAST AND WEST OF THE INTERSECTION AND NORTH WHERE THAT CHANNEL COMES THROUGH AND GOES THROUGH THE GOLF COURSE, VERY EXPENSIVE, UH, DRAINAGE IS JUST VERY EXPENSIVE TO BUILD ON THESE PROJECTS.

SO, AND THEN THE EASEMENTS NEEDED TO GET THAT WATER TO GO FROM POINT A TO POINT B MAKES IT MUCH BIGGER THAN THE 70 OR 90 FEET.

IT'S PROBABLY 120, 130 FEET IN SOME OF THOSE AREAS.

UM, SO WE'RE, WE'RE ACTIVELY A FEW MONTHS AGO.

THE COUNCIL, UH, ALLOWED US TO MOVE FORWARD WITH RIGHT AWAY ACQUISITION.

SO WE ARE LOOKING AT ALL THE RIGHT OF WAY NEEDED ON OUR ROADWAY PROJECTS AND TRYING TO ACQUIRE THOSE.

AND WE'RE WORKING WITH THOSE PROPERTY OWNERS RIGHT NOW TO TAKE THE RIGHT OF WAY.

THOSE ARE THE CORNERS OF THAT INTERSECTION ARE REALLY CRITICAL TO THE OVERALL FUTURE WIDENING.

UM, BUT THAT'S GOING TO BE A WHILE BEFORE WE CAN GET THOSE.

SO WITH THAT SAID, UM, RECENTLY WE AWARDED AN OVERLAY PROJECT TO HASKELL WHEN, AND I MENTIONED AT THE PUBLIC WORKS COMMITTEE AND THEN AT THE C COUNCIL STEADY PLAN THAT I AM GOING TO TRY MY BEST TO GET AN INTERIM IMPROVEMENT OUT HERE.

AND, UH, ALMOST FIELD ENGINEER, UH, FIX THIS RIGHT HERE, THE MATH THAT'S ON THE SCREEN, WHICH IS NOT IN YOUR PACKET BECAUSE WE JUST FINISHED IT TODAY IS WE HAVE WORKED WITH HASKELL LIMITED TO COME UP WITH A DESIGN THAT WE CAN DO OFF YEARS.

SO WE CAN GO THREE FEET TO THE WEST AND NINE FEET TO THE EAST, AND I CAN GET A RIGHT TURN LANE TO TURN, TO GO OUT TOWARDS THE INTERSTATE.

ALL OF THIS WORK CAN BE DONE, UH, FOR ABOUT $440,000, WHICH IS OUR CURRENT PRICE THAT WE'VE GOT FROM HASKELL LEMON, 125,000 OF THAT IS NEW ITEMS OF WORK, WHICH IS BELOW OUR LIMIT FOR THE STATE LAW.

AND THE REST IS OVERRUNS OF EXISTING ITEM, TACK, STRIPING, ASPHALT, SUBGRADE, THOSE KINDS OF THINGS.

I CAN'T LOWER THE DRAINAGE STRUCTURE AND I CAN'T PUT DREW TWO DRAINAGE STRUCTURES IN BECAUSE I'VE GOT A CONCRETE WALL AND A 12 INCH WATERLINE.

SO THERE IS LITERALLY NOTHING AT THIS POINT IN TIME THAT I CAN DO TO HELP THIS SOUTHBOUND LEG WITH THE LIMITED RIGHT-AWAY AND

THOSE WERE HIGH SCHOOLS, BUT SAME THING ON, IN FRONT OF THE MIDDLE SCHOOLS AND THE ELEMENTARY SCHOOLS, THERE'S JUST A LOT OF CARS GOING AND THE LANES WE CAN GET OUT THERE BEFORE THEY ACTUALLY OCCUPY A SCHOOL, UH, THE BETTER OFF WE ARE.

UM, SO THERE, THERE ARE A FEW OF THESE, AND THERE'S SOME EXISTING SCHOOLS OUT EAST THAT ARE HAVING SOME, UH, GROWING CONCERNS WITH TRAFFIC, UH, OUT SOME OF THOSE AREAS.

AND I'M SURE THERE'S GOING TO BE MORE SCHOOLS OUT THERE THAT, THAT ARE GOING TO HAVE SOME TRAFFIC CONCERNS IN A PERFECT WORLD.

SO THIS IS, UH, WHAT WE'RE EXPLORING TO COME BACK IN AND AGAIN, TRY AND DO SOME OF THOSE THINGS THAT RANDY TALKED RANDY, TALK ABOUT WHETHER IT'S UPGRADING TECHNOLOGY, DOING ADA RAMPS, SIDEWALKS, IF NEEDED, LIGHTING, SIGNAGE, ALL THOSE THINGS.

THEY'VE KIND OF GIVEN ME THE COST BASED ON LINKS, WHICH IS THIS FOUR TO $7 MILLION, DEPENDING ON IF YOU GO ABOVE GROUND OVERGROUND, THEY'RE LOOKING AT ALL THESE DIFFERENT OPTIONS.

WE ARE COMMUNICATING WITH THE BNSF AND THAT TAKES TIME TO GET THEM IN THE ROOM AND DISCUSS NEEDS REQUIREMENTS.

THE LAST MEETING WE HAD, THEY SEEM VERY OPEN TO ALLOWING A POSSIBLE UNDERPASS AT SOME POINT IN THE DOWNTOWN AREA.

AND THEN IT GOT INTO WHERE AND WHAT ARE YOU GOING TO DO? AND ARE YOU GOING TO MEET OUR DESIGN STANDARDS? AND WHAT ABOUT FUTURE SIGHTINGS AND WHAT ABOUT DOUBLE TRACKING? AND SO THERE WAS A LOT OF DISCUSSIONS AND THEN HOW WOULD WE BUILD ONE OF THESE? SO WOULD WE BUILD, UH, WOULD WE, AS THE CITY HAVE TO PAY FOR, WHAT'S CALLED A SHOE FLY DETOUR, WHICH IS A SIDE A SIDING FOR THEM TO MOVE THE MAIN LINE TO, TO DO PART OF THE, WHETHER IT'S AN UNDERPASS, THEN MOVE THEM BACK ONTO THE EXISTING TRACKS AND BUILD THE REST OF IT.

AND SOME OF THE OTHER ONES THAT ARE COMING.

UM, WE HAVE A LOT OF NEIGHBORHOODS THAT WERE BUILT NINETIES AND EARLY TWO THOUSANDS.

FOR INSTANCE, COFFEE CREEK.

WE HAVE NEVER TOUCHED A STREET IN COFFEE CREEK AND I WOULD ASSUME TO MILL AND OVERLAY THE STREETS IN COFFEE CREEK ALONE WOULD BE SIX OR $7 MILLION, MAYBE MORE JUST FOR THAT ONE NEIGHBORHOOD.

AND THOSE WERE ALL BUILT OVER ABOUT A 10 YEAR TIME PERIOD.

SO ONCE THE FIRST ONE STARTS GOING, THE REST OF THEM ARE GOING TO JUST, JUST CONTINUE TO BALLROOM SNIP SNOWBALL.

AND WE HAVE A LOT OF NEIGHBORHOODS LIKE THAT.

THAT'S WHY THE SILVER CLOUD FAIR CLOUD, WE HAD TO DO THAT IN THREE PHASES, FOUR PHASES, BECAUSE ONE PHASE WAS FOR THE WHOLE THING WAS I THINK, 4 MILLION.

SO WE DID A MILLION AND A MILLION AND A MILLION AND JUST FOUND LOGICAL BREAKING POINT.

SO AGAIN, TO GET CAUGHT UP WITH WHAT WE JUST BID, WE WOULD NEED AT LEAST TWO YEARS FUNDING AT FOUR AND A HALF MILLION DOLLARS TO DO THE REST OF THOSE THAT WOULD GET US CAUGHT UP THERE.

UH, BUT I'VE GOT A WHOLE LOT MORE PROJECTS THAT AS I'VE MENTIONED, THAT WE'RE GETTING CALLS ABOUT THAT WE GO AND LOOK AT THAT ARE DETERIORATING RAPIDLY, THAT AREN'T NECESSARILY ON OUR LIST, BUT THE WEATHER WE'VE HAD HAS JUST BEEN REALLY HARD ON.

SO THAT'S KIND OF THE, WHERE WE ARE ON OVERLAYS.

AS FAR AS OTHER PROJECTS.

AS I MENTIONED, WE HAVE TOTAL OF ABOUT $121 MILLION WORTH OF PROJECTS.

THAT'S OVERLAYS THE COUNTY PEDESTRIAN SAFETY EVENTS WIDENINGS, AND WE ONLY HAVE ABOUT $84 MILLION BUDGET.

SO, I MEAN, WE HAVE $84 MILLION SHORTFALL TO BUILD ALL THOSE THAT ARE CURRENTLY UNDER DESIGN THAT'S CURRENTLY ON THIS LIST.

SO I THINK THE NUMBER WAS ABOUT 70% UNFUNDED OUT OF THAT LIST WITH WHAT WE HAVE CURRENTLY DESIGNED, KNOCK TAKING INTO ACCOUNT THOSE OTHER PRIORITY PROJECTS THAT ARE GOING TO COME UP HERE SOON FOR TRAFFIC.

WELL, AND AT THE SAME TIME, THE, THE MONEY THAT YOU DO HAVE BUDGETED FOR THAT AS COMING FROM CIP WHERE THERE'S COMPETING INTEREST FOR GOOD QUALITY OF LIFE PROJECTS.

AND SO IT'S, IT'S NOT ONLY ARE, IS THERE A SHORTFALL FOR YOU, BUT WE'RE, WE'RE SHARING, SHARING IT KIND OF A TINY BUCKET.

IT'S NOT TINY, IT'S A LOT OF MONEY, BUT IT'S W BUT AS FAR AS THE NEEDS ARE CONCERNED, REALLY HAVING TO SHARE CORRECT MAYOR, CUSTOMER, WHERE YOU BRING UP A GREAT POINT.

I MEAN, IT'S, IT'S, WE HAVE TREMENDOUS NEEDS.

AND THIS ISN'T JUST BECAUSE OF GROWTH IS BECAUSE OF OUR EXISTING INFRASTRUCTURE.

THAT'S OUT THERE.

AND JUST OVER TIME AT AGES, UM, KIND OF LIKE ALL OF US OVER TIME, WE JUST NEED MORE HELP TO, TO KEEP UP DEFERRED MAINTENANCE.

SOME ARE BETTER AT IT THAN OTHERS.

UM, I'LL JUST LEAVE IT AT THAT, BUT, UM, SHE'S BACK DENIED.

WE ALSO KNOW IN A LOT OF ASPECTS THAT YOU JUST HEARD WITH WITHOUT A, WE ARE A PASS THROUGH CITY FOR PEOPLE GOING NORTH, SOUTH, EAST, AND WEST TO HAVE TWO STATE HIGHWAYS OF 77 66, THAT CUT THROUGH ARE, THERE'S A LOT OF TRAFFIC BETTER COMING TO EDMUND, BUT GOING THROUGH ADMIN, WE ALL KNOW THE TRAFFIC.

, WE'RE GRATEFUL FOR OUR PARTNERSHIP.

I'VE HAD A GREAT DISCUSSION WITH SECRETARY GATZ AND HIS TEAM.

AND I THINK WE HAVE SOME INNOVATIVE IDEAS COME DOWN THE ROAD THAT CAN FURTHER THAT OPPORTUNITY, BUT JUST ON OUR ROADS AND OUR OVERLAYS, UM, WE ALL TRAVEL THE ROADS AND WE SEE THERE, THERE COULD BE IMPROVEMENTS AND THAT'S THE CHALLENGE OF A MATURING ORGANIZATION.

SO ONE OF THE THINGS YOU'LL SEE ON THIS REPORT, WE IDENTIFIED SEVERAL DIFFERENT FUNDING OPTIONS FOR THE CITY TO CONSIDER DOWN THE ROAD.

SOME OF THOSE CAME OUT OF THE EDMOND 2050 PLAN.

UH, AND I THINK WHEN THE INTERESTING THINGS, AS I READ WHEN I FIRST CAME, WE HAVE IN 2050 PLAN AND SAID, EVEN IF YOU DEVELOP AS THE INVENTORY, 50 PLANNING CALLS OUT, I THINK RAN, IT CALLS FOR $9 MILLION SHORTFALL ANNUAL BASIS OF COSTS THAT THE CITY WOULD FACE BADASS TRANSPORTATION, A LOT OF THAT AS WATER AND WASTEWATER AND ASPECTS.

SO WE GOT TO FIND A WAY TO CHIP AWAY AT THAT.

THERE'S NOT GOING TO BE A SINGLE SILVER BULLET THAT SAYS, OH, YOU GET THIS TOOL, YOU'LL SOLVE ALL YOUR ISSUES.

IT'S GOING TO BE A COMBINATION OR EXISTING CIP FUNDING.

AND WE'RE GOING TO LOOK AT KATRINA, SOME FEDERAL AND STATE FUNDING OPPORTUNITIES.

OH, THAT'S BEEN GREAT.

WE'RE GOING TO OUR CONGRESSIONAL DELEGATIONS TO FIND OUT WHAT, UM, WHATEVER THE, THE I'LL CALL IT, THE FUNDING MECHANISM OF THE DAY FOR, FOR FEDERAL FUNDS, WITH, WITH A COG FETTER MEANS WITH OUR, OUR LOCAL DELEGATION HAS BEEN GREAT TO WORK WITH.

WE NEED TO BE LOOKING AT OUR DEVELOPMENT STANDARDS, MAKE SURE PUBLIC AND PRIVATE DEVELOPMENT OCCURS OUT THERE.

I'LL CALL THIS PAIN PAVING.

THAT'S A GREAT WORD, PAVING OR PAIN FOR THEIR FAIR SHARE OF THE IMPACT OF THE BRINGING, WHETHER IT'S, YOU KNOW, CITY SCHOOLS, PRIVATE DEVELOPMENT, MAKING SURE THAT THE BURDEN PLACE ON THE, ON THE D ON THE AREA IS THEIR FUNDING, THEIR APPROPRIATE SHARE TO DO THAT.

SHOULD WE LOOK AT TRANSPORTATION IMPACT OF PUBLIC, UH, SAFETY IMPACT FEES TO MAKE SURE THAT WHILE WE WANT NEW DEVELOPMENT TO OCCUR, BUT IT'S NOT ADVERSELY IMPACTING THE EXISTING ENVIRONMENT OF THIS AND OUR EXISTING RATE PAYERS TO, TO HAVE THAT HAPPEN.

AND THEN THE OTHER ONE, I THINK THAT'S BEEN, MUST DISCUSSED OVER THE NUMBER OF YEARS IN THE COMMUNITY.

I THINK IF, IF MY STAFF TELLS ME CORRECTLY, WE'RE THE ONLY ONE IN THE REGION THAT DOESN'T HAVE THIS TOOL, WHICH IS A GEO PROPERTY TAX.

UM, SO YEAH, I KNOW AS I TALKED TO HER ELLEN, ELLEN DELEGATION AND OTHERS, CONGRESSIONAL STATE, AND THEN OUR LOCAL PUBLIC, MOST PEOPLE ARE UNAWARE OF THAT.

THEY THINK WE ALSO HAVE THAT CAPABILITY, BUT WE DO NOT.

AND THAT LEAVES US SOMEWHAT AS A DISADVANTAGE TO CATCH UP AND THEN GET AHEAD OF SOME OF THESE CHALLENGES.

SO WE'RE THANKFUL FOR THAT.

IT WAS A TREMENDOUS AMOUNT OF WORK THAT STEVE AND JANE AND KEITH AND ANDY, AND PUT TOGETHER ON THIS.

YOU KNOW, YOU MIGHT BE DRIVING DOWN THE ROAD FRIDAY, MONDAY, JUST HEADS UP, YOU KNOW, CERTAIN WEEKS IN ADVANCE MONDAY MAY BE A DIFFERENT TRAFFIC CYCLE FOR THAT, BUT HERE'S WHAT WE'RE TRYING TO, TO MAKE, UM, EDMUND BETTER.

SO TONIGHT YOU'LL SEE, UH, ONE OF THE ITEMS ON THE AGENDA IS TO UTILIZE ONE OF OUR, UH, ENGINEERING CONSULTANTS WILL DAN TO DO SOME PRELIMINARY WORK ON SOME OF THESE DIFFERENT TOOLS TO SEE, WOULD THEY REALLY PROVIDE ENOUGH TRACTION TO BE WORTHWHILE, TO CONSIDER?
