THIS IS, WE HAVE THREE ITEMS I WANT TO MENTION BRIEFLY THIS EVENING.
I'LL HAVE TO REMIND MYSELF TO SLOW DOWN BECAUSE THE MARKETING STAFF WAS SAYING YOU GOT EXCITED.
YOU TALK FAST, JUST SORT OF SLOWED DOWN SECOND AND BRYANT INTERSECTION FOR A LITTLE BIT FASTER, A SECOND AND BRYANT INTERSECTION IMPROVEMENTS.
IF YOU HAVEN'T BEEN OUT THERE OVER THE LAST COUPLE HOURS, I SAY THE LAST COUPLE OF HOURS, CAUSE IT SEEMS LIKE EVERY FEW HOURS TO CHANGE THE TRAFFIC, UH, ACTION GOING ON THERE.
AND THAT'S, THAT'S A GOOD THING BECAUSE WE'RE COMING TO THE CLOSE THAT PROJECT CONSTRUCTION ON THE INTERSECTION OF SECOND STREET AND BRYANT SHOULD BE SUBSTANTIALLY FINISHED, UH, AND OPEN FOR ALL DIRECTIONS OF TRAFFIC.
UH, BY LABOR DAY, THE BULK OF ALL REMAIN WORK IS IN THE SOUTHWEST PORTION OF THE INTERSECTION.
IN THAT AREA, THE CONTRACTOR IS INSTALLING, UH, PLACEMENT OF DRAINAGE STRUCTURES AND ASPHALT SUB-SURFACE.
UM, ACTUALLY THEY HAVE FINISHED THAT THE ASPHALT SUB SOURCES SUBSURFACE AND ALL HE ASKED AND ALL THE CONCRETE HAS BEEN INSTALLED.
THE FINAL CONCRETE SERVICES HAVE ALL BEEN INSTALLED IN ALL DIRECTIONS AND PERMANENT POLLS HAVE BEEN SET.
SIDEWALK WORK CONTINUES WITH THE SUBSURFACE MATERIAL INFORMS RECENTLY INSTALLED IN THE NORTHWEST CORNER OF THE INTERSECTION.
I KNOW IS THERE THIS, THIS, UH, LUNCHTIME TODAY? AND IT WAS INTERESTING.
I WAS TALKING TO PEOPLE, A COUPLE OF STORES AND THEY'RE EXCITED TO SEE IT EXCITED TO SEE THE CHANGES.
AND THEY SAID IT'S BEEN A LONG TIME AND THEY'RE APPRECIATIVE OF THE EFFORTS.
SO WE'RE EXCITED TO HAVE THAT PROJECT COME TO CONCLUSION.
KICKING BIRD GOLF COURSE WORK CONTINUES ON THE INTERIORS OF BOTH THE CLUBHOUSE AND SPECIAL EVENTS CENTER.
THIS WORK INCLUDES A SIGN OF THE FIRE SUPPRESSION SYSTEM METAL, STUD FRAMING, PLUMBING AND DOCK WORK AT THE CLUBHOUSE.
THE FIREPLACE ON NORTH PATIO IS UNDER CONSTRUCTION.
THE WATER METERS ARE BEING SET.
WINDOWS HAVE BEEN INSTALLED IN THE SPECIAL EVENTS CENTER AS WELL AT THE DRIVING RANGE.
AND THIS IS PROBABLY IF YOU DRIVE BY THERE, YOU SEE LOCK 2D OVER THERE.
THE LIGHT POLES HAVE BEEN SET LED, LIGHT FIXTURES INSTALL.
THE DRIVING TEST TEES WERE LASER LEVEL AND TOP SOIL.
THE SAND MIX HAS BEEN APPLIED TO ALL THREE TIERS.
THE LARGE DRAINAGE VALET CROSS THE DRAIN DRIVING RANGE IS NOW FILLED IN AT THE SHORT GAME PRACTICE FACILITY.
GREENS MIX HAVE BEEN PUT IN ALL THE GREENS AND ELEVATIONS HAVE BEEN FLAGGED.
ALL THE TEE BOXES ON THE COURSE HAS BEEN SOLID EXCEPT FOR A WHOLE SIX AND 11.
FINALLY, ALL THE PARENTS HAVE BEEN SPRUNG A SPRIG EXCEPT FOR WHOLE LEVEL, WHICH WILL BE SODDED.
ONCE ALL MATERIALS ARE REMOVED, WE'RE STILL ON PACE FOR A SPECIAL EVENTS CENTER OPENED IN MARCH, 2023 AND ALL TURF AREAS WILL BE DETERMINED, UH, AS QUICKLY AS WE COME OUT OF SUMMER AND WINTER.
AND THEY'RE READY FOR THE WEAR AND TEAR THAT FINALLY, UH, I KNOW THIS IS A PROJECT, MANY ARE LOOKING FOR, WITH SOME PARK UPGRADES AND THE FOURTH STREET, UH, FORT STREET STREETSCAPES.
UH, WE HAD OUR PRE-CONSTRUCTION MEETING LAST WEEK WITH THE CONTRACTOR.
THEY WILL BEGIN MOBILE MOBILIZING AT THE END OF THIS WEEK.
AND ONCE THEY START CONSTRUCTION, UH, THEY HAVE 240 DAYS TO COMPLETE.
SO PROBABLY SPRING LATE SPRING, EARLY SUMMER OF NEXT YEAR, WE'LL HAVE A COMPLETED STUDENTS IN PARK.
ONE OF THE GOALS OF THE PROJECTS IS TO CREATE A MORE PASSIVE OPEN SPACE, WHICH WILL BE ACHIEVED BY CONSTRUCTING AN EVENT LAWN AND CENTRAL LAWN.
OTHER ELEMENTS OF THE PARK UPGRADES INCLUDE A NEW, LARGER PAVILION, A LARGER SPACE FOR THE PLAYGROUND WITH NEW EQUIPMENT RESURFACE BASKETBALL COURT, INCREASED SIDEWALKS TO IMPROVE ASSESSABILITY AND A WATER FEATURE TO COMPLIMENT COMPLIMENT THE CENTER LAWN.
ONE OF THE UNIQUE FEATURES WILL BE REPURPOSING AND KEEPING THE BELOVED ROCKET SHIFT INTO YA'LL ICONIC ART PIECE.
I KNOW COUNSELOR REWARDS OUT THERE ALL THE TIME, PLAYING THERE FOR MANY.
THIS PARK IS AFFECTIONATELY KNOWN AS A ROCKET SHIP PARK.
AND WHILE THIS SLIDE WILL BE REMOVED, THE TOP WILL BE, WE WILL BE REFURBISHED AND PLACED IN THE PROMINENT SPARK SPOT IN THE REST OF THE PARK.
UM, THERE WILL BE SOME ADDITIONAL DRAINAGE, UH, AND SOME PARKING GOING IN THERE AS WELL TO CREATE A VERY WELCOMING AREA TO THAT PART OF TOWN MAYOR.
THOSE ARE THE MAJOR ITEMS. I DO HAVE A POINT OF PERSONAL PRIVILEGE.

FIRST OF ALL, ON ITEM KENNEDY IS APPROVAL OF RESOLUTION NUMBER 20 DASH 22, AUTHORIZING THE CALLING AND HOLDING HIM AT ELECTION IN CITY OF EDMONTON.
INSTEAD OF OKLAHOMA ON THE EIGHTH DAY OF NOVEMBER, 2022, FOR THE PURPOSES OF SUBMITTING TO THE REGISTERED QUALIFIED VOTERS, IT SAID CITY QUESTION RELATED TO A REFERENDUM ON A ZONING ORDINANCE FOR REAL PROPERTY, GENERALLY LOCATED NORTH OF MEMORIAL ROAD IN WEST OF THE WEST SIDE 35 FRONTAGE ROAD.
SECOND ITEM IS APPROVAL OF ELECTION PROCLAMATION AND NOTICE AUTHORIZE THE CALL AND HOLD ELECTION.
ON THE EIGHTH DAY OF NOVEMBER FOR THE SAME PURPOSES INDICATED IN THE RESOLUTION, YOU MIGHT RECALL ON OUR DISCUSSION BACK IN JULY, UH, THE, ALL THE PROTESTS WERE RELATED TO THAT REFERENDUM PETITION HAD BEEN RESOLVED THE MATTER CONCLUDED AT THE DISTRICT COURT LEVEL.
AND THE NEXT STEP FOR THE CITY COUNCIL IS TO SUBMIT THIS MATTER TO THE VOTERS, UH, AT THE NEXT AVAILABLE ELECTION YOU HAD PREVIOUSLY DISCUSSED THAT YOU WANT TO DO THAT ON NOVEMBER 8TH.
UH, SO TONIGHT WE'RE HERE FOR THE FORMAL, UH, ACCIDENT ON TO DO THAT.
UH, THE PROPERTY OWNER, UM, MR. FRANK BATTLE IS AWARE THAT HIS COUNSEL'S PRESENT THIS EVENING AND WOULD ASK THE COUNCIL, I BELIEVE TO NEW FORD AND THE SECOND ELECTION ON NOVEMBER 8TH.
UM, THERE'S ALSO DISCUSSION ABOUT IF THERE WAS A WAY NOT TO HAVE TO HAVE THE ELECTION RESEARCH, THAT ISSUE DISCUSSED THAT WITH OTHER COUNCIL.
AND, UH, THE ONLY OPPOSITE THAT WE HAVE AVAILABLE UNDER THE LAW, ONCE THE REFERENDUM PETITION PROCESS HAD BEEN INITIATED AND CONFIRMED AND THE APPROPRIATE NUMBER OF VOTES, UH, SIGNATURES HAVE BEEN DETERMINED.
AND THEN THE NEXT STEP FOR THE COUNCIL WOULD BE TO SET IT FOR AN ELECTION.
SO OUR STAFF RECOMMENDS THAT WE MOVE FORWARD THROUGH THESE RESOLUTION AND THE ELECTION PROCLAMATION, AND THEN I'LL AFFORD THE INFORMATION THEY'LL CALL THE COUNTY ELECTION BOARD LATER THIS WEEK AND GET THE MATTER SET FOR AN ELECTION.
AND THAT WAS THE ONLY OUTSTANDING QUESTION WE HAD ABOUT WAS THERE ANY OTHER WORKAROUNDS THAT WE COULD HAVE DONE? ALL RIGHT.

AND THEY CHALLENGED THAT WAS FILED WITH THE OKLAHOMA COUNTY DISTRICT COURT HAS NOW BEEN, UH, CONCLUDED THE COURT, HAVING DETERMINED THAT THEY, UM, THAT THE REFERENDUM WOULD GO FORWARD.
AND SO OUR UNDERSTANDING IS THE NEXT STEP FOR THE, FOR THE CITY IS TO, UM, SCHEDULE THE REFERENDUM ELECTION, UH, AS REQUESTED BY THE PEOPLE.
AND JUST FOR, I THINK YOU ALL RECEIVED THIS INFORMATION AT YOUR MEETING IN JULY, BUT THERE IS NO LONGER A CONTRACT TO PURCHASE THE PROPERTY BY THE APARTMENT DEVELOPER THAT WAS ORIGINALLY INVOLVED IN THE, IN THE PROJECT.
AND THAT THE OWNER'S PRESENT PLAN IS TO, UH, DEVELOP THE PROPERTY WITH A COMMERCIAL BUYER.
THERE IS A NEW NOW SEPARATE CONTACT TRACT WITH A DEVELOPER THAT INTENDS TO DEVELOP THE PROPERTY FOR COMMERCIAL USE THAT WOULD INCLUDE NO APARTMENTS AS PART OF IT.
UH, SO, UH, THAT'S THE CURRENT STATUS OF THE CONTRACTS.
I'M, I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

UM, WE EXPRESSED CONCERN AND, AND QUITE FRANKLY, UM, CHALLENGED THAT SETTING AS OF, UH, THE NOVEMBER BALLOT, BECAUSE THE STATUTES ARE VERY CLEAR THAT SAY THAT A REFERENDUM PETITION A VOTE OF THE PEOPLE AS, AS RESULT OF A REFERENDUM SHALL BE PLACED ON THE NEXT MUNICIPAL ELECTION OR A SPECIAL ELECTION AS SET BY THE CITY COUNCIL BY LAW TITLED 26 O S SECTION ONE DASH 1 0 1 SPECIFICALLY SAYS THAT THE FIRST TUESDAY FOLLOWING THE SUCCEEDING FIRST MONDAY IN NOVEMBER IS TO BE KNOWN AS THE GENERAL ELECTION.
IT IS THE GENERAL ELECTION AND SETTING A MUNICIPAL REFERENDUM ON A GENERAL ELECTION IS NOT ALLOWED BY LAW.
AND I THINK IT'S, IT'S VERY CONCERNING.
UM, WELL HE COMPLAINED ABOUT IT IN 2006.
AND IN FACT, AFTER THE ELECTION, DURING DISCUSSIONS, THERE WERE A NUMBER OF CITY STAFF WHO SAID, YEAH, WE PROBABLY SHOULD NEVER HAVE DONE IT ON THE GENERAL ELECTION.
AND YET HERE WE ARE, AGAIN, 20 YEARS LATER DOING IT ALL OVER AGAIN.
SO MY CONCERN IS THAT YOU ARE SETTING A REFERENDUM IMPROPERLY ON A GENERAL ELECTION AS OPPOSED TO A SPECIAL ELECTION.
ANYONE ELSE FROM THE AUDIENCE? SO WHAT OUR LEGAL STAFF LIKE THE ADDRESS THAT I APPRECIATE MS. LEE'S OPINION AND THE COUNCIL WANTS TO DELAY IT TO ANOTHER TIME.
MY UNDERSTANDING IS THAT YOU WANTED TO PLACE IT ON THE EARLIEST POSSIBLE OPPORTUNITY AND THAT'S, WHAT'S CALLED A SPECIAL ELECTION ON NOVEMBER 8TH, AND THAT'S WHAT IT'S CALLED.
SO I DON'T DISAGREE THAT IT'S A GENERAL ELECTION ON NOVEMBER 8TH, BUT AS FAR AS THE CITY OF EDMOND GOES, IT'S A SPECIAL, SO COUNSEL, WOULD YOU LIKE TO DO THIS IS THIS ACTION HAS BEEN PROTRACTED FOR QUITE SOME TIME.
WE'VE PROVEN I WAS JUST GOING TO MAKE A COMMENT.
UM, I APPRECIATE OUR CITY ATTORNEY'S LEGAL OPINION AND GUIDING US.
I MEAN, I, I RESPECT HIS OPINION.
IT IS PROPERLY PLACED ON THERE.
THIS IS THE FIRST OPPORTUNITY WE'VE HAD TO PLACE THIS ON A BALLOT BECAUSE THERE'S BEEN PROTRACTED LITIGATION

OVER THE REFERENDUM.SO NOW THAT THAT'S FINALLY SCHEDULED, I DO THINK IT'S IN THE BEST INTEREST OF OUR COMMUNITY AND THE PROPERTY OWNER TO GET THIS ON THE BALLOT, AS SOON AS POSSIBLE TO GET THIS RESOLVED, NOTHING CAN HAPPEN WITH THIS PROPERTY UNTIL THIS REFERENDUM ISSUE IS RESOLVED.
AND SO TO DELAY IT FURTHER, I THINK IS NOT.
I AGREE WITH I RESPECT OUR, OUR CITY ATTORNEY'S LEGAL OPINION.
UM, AND I THINK IT'S AGAIN IN THE BEST INTEREST OF OUR COMMUNITY AND THE LANDOWNER THAT WE MOVE FORWARD AS QUICKLY AS WE CAN.

THIRD IS THE APPROVAL OF THE PURCHASE OF THREE PACK, 15 AND TWO LIGHT PACK, 1000 DEFIBRILLATORS FROM STRYKER MEDICAL ON STATE CONTRACT NASPA SW 3 0, 0 FOR $107,290, 85 CENTS A SET FORTH ACCEPTANCE OF BED FOR LANDSCAPE INSTALLATION, AND THEN NORTH KELLY MEDIUMS FOR THE COMMUNITY IMAGE FOR $61,400.

SO WHAT PHASE ONE WAS PROPOSED TO BE AND WHAT WE HAD BID.
AND NOW WE'RE ASKING YOU TO REJECT IS THE I'LL, I'LL PROVIDE A VISUAL AFTER THIS THAT I THINK WILL HELP TELL THE STORY A LITTLE BIT, BUT I WANT TO JUST TO PROVIDE THE VERBAL FIRST.

SO AGAIN, ABOVE OUR ESTIMATES, UM, RELOCATION AT TEE-BALL FIELDS TO NICHE PARK, WHICH WAS TO OCCUR.
SO, UM, THE GROWTH OF PARTICIPANTS.
SO IN SPRING 2022, WE SAW 1,250 PARTICIPANTS AT AC CALENDAR, WHICH WAS A RECORD.
30% OF THOSE PARTICIPANTS WERE T-BALL PARTICIPANTS.
SO AS WE BEGAN, AGAIN, GOING BACK TO 2018, WE FEEL LIKE CONDITIONS HAVE CHANGED.
AND SO THAT'S WHY, WE'RE WHY WE'RE RECOMMENDING THE REJECTION OF BIDS.

I WOULD SUGGEST THAT THE COUNCIL DROPPED THE ZERO TOLERANCE POLICY FOR VIOLATIONS AND CONTINUED AND CONTINUED OFFENDERS BE BARRED FROM FUTURE MEETINGS.
THE COUNCIL SHOULD ALSO EVALUATE WHETHER THE PUBLIC COMMENT SECTION SERVES ANY PURPOSE, WEIGHING THE INFORMATION RECEIVED IN THESE SESSIONS VERSUS THE, UM, OPPORTUNITY TO HAVE TRANSPARENCY WITH YOUR COMMUNITY FROM ATTENDING AND VIEWING COUNCIL MEETINGS.
I OBSERVED THAT A GROUP OF PEOPLE ARE CONTINUALLY VIOLATING THESE STANDARDS AND BERATING, BELITTLING PROVOKING, AND ANTAGONIZING MEMBERS OF THE COUNCIL AND OTHER CITY STAFF.
I FIND THIS OFFENSIVE AND IT APPEARS TO BE ATTEMPT TO CREATE DRAMA, NOT SO DISCONTENT AND CREATE DIVISION WITHOUT ANY CONSIDERATION OF THE GENERAL DECORUM RULES IN PLACE OR ANY CONSIDERATION OF THE FACTS.
SO I'D JUST LIKE TO ADDRESS A FEW THINGS AND I'LL PROBABLY RUN OUT OF TIME.
UM, A COUNCIL MEMBER WAS CALLED OUT TO APOLOGIZE AND RESIGN.

THE CITY MANAGER'S SALARY IS IN LINE WITH LEVELS IN NORMAN, OKLAHOMA CITY.
AND THERE ARE SEVERAL ASSISTANT MANAGERS IN OKLAHOMA CITY

I'VE ATTENDED SEVERAL MEETINGS THROUGH THE PAST YEARS AND I POST THE VETERANS MEMORIAL OUT ON
A FEW WEEKS AGO, I SPOKE AGAINST A POPULATION GROWTH AND MORE DEVELOPMENT.
ALSO TWO WEEKS AGO AT THE MEETING, IT WAS MENTIONED ABOUT THE TENNIS TOURNAMENT, THE BIKE RIDE AND THE RODEO FOR TOURISM.
I THINK THE CITY IS MOVING IN THE RIGHT DIRECTION ON TOURISM.
I WANTED TO SUPPORT ALL THE TOURISM THAT WE CAN MUSTER PEOPLE COME HERE.
THEY SPEND MONEY IN OUR RESTAURANTS, RETAIL HOTEL, AND THE CITY GETS SALES TAXES.
AND THE BEST PART OF ALL THE PEOPLE LEAVE.
I HAVEN'T HEARD ANYTHING ABOUT THIS, BUT MAYBE A 10 PLAN 2050, BUT I WOULD LIKE TO PROPOSE A 1 CENT SALES TAX FOR A SET AMOUNT OF TIME TO RAISE FUNDS, TO BUY A QUARTER SECTION OF LAND AT THE MINIMUM OUT IN MR. MORRIS WARD TO CREATE SOMETHING CALLED EDMUND FAIRGROUNDS.
WE COULD HAVE MULTIPLE PURPOSE BUILDINGS OUT THERE AND AN AMPHITHEATER TO HOST CAR SHOWS, BOAT SHOWS, CRAFT SHOWS, AND MORE.
WE COULD ALSO HAVE CONCERTS FOR COUNTRY MUSIC, JAZZ, ROCK, AND ROLL, WHATEVER.
AND THIS TAX WOULD BE IN CONJUNCTION WITH STRICT CONTROLS ON GROWTH.
WE ALSO NEED TO UTILIZE LAKE ARCADIA, MAURA WITH WATER, SPORTS EVENTS, SAILING, SEA DUES, UH, WATER SKIING BOAT.
WE HAVE 35 AND 66 IN OUR TOWN.
SO WE NEED TO MAXIMIZE THE POTENTIAL.
TOURISM WILL HELP CREATE IMPROVEMENTS FOR OUR QUALITY OF LIFE.
CREATE FUNDS FOR IMPROVEMENT IN OUR QUALITY OF LIFE.
THE SALES TAX REVENUE FROM THE TOURISTS WILL HELP WITH FUNDING FOR STREET, SEWER LINES, FIRE POLICE, AND OTHER CITY SERVICES.
I KNOW EDMOND IS GOING TO GROW, BUT I WANT IT TO GROW CAREFULLY REGULATED AND MANAGED AND EDMUND FAIRGROUNDS OR CALL IT BY ANOTHER NAME WOULD BE A GREAT ADDITION TO OUR CITY, TO THE CITY LEADERS, TO PROMOTE GROWTH, UH, GROWTH IN TOURISM AND NOT PROMOTE GROWTH WITH ALL THE NEGATIVE PROBLEMS THAT I'VE TALKED ABOUT TWO WEEKS AGO.
OUR QUALITY OF LIFE HAS PARAMOUNT, NOT GROWTH.
MAYOR DAVIS MEMBERS OF THE CITY COUNCIL.

I'D LIKE TO SHARE WITH YOU SOMETHING THAT I'VE BEEN THINKING ABOUT FOR THE PAST FEW WEEKS.
THE OXFORD DICTIONARY DEFINES THE WORD WOKE AS BEING ALERT TO INJUSTICES IN SOCIETY, ESPECIALLY SOCIAL INJUSTICES.
EACH TIME I WATCHED THESE MEETINGS ON VIDEO AND THAT'S BEEN FOR THE LAST MONTH, TWO MONTHS, I SEE PEOPLE USING THAT WORD ALMOST LIKE A SLUR.
AND YOU KNOW, IT'S LIKE, IT'S SOME HORRIBLE THING TO STAY AWAY FROM, BUT I WAS RAISED ALWAYS TO PAY ATTENTION TO THE NEEDS OF OTHERS AND YOU KNOW, TO BE WELL-INFORMED THOUGHTFUL, COMPASSIONATE, HUMBLE, UNKIND.
IF BEING WOKE MEANS BEING EAGER TO MAKE THE WORLD A BETTER PLACE FOR ALL PEOPLE, THEN I'M HAPPY TO CARRY THAT TITLE.
I'M HAPPY FOR THE CITY LEADERSHIP THAT STRIVES TO MAKE EDMOND A BETTER PLACE TO LIVE FOR THE LEAST AMONG US MAYOR DAVIS, YOU ARE BY FAR THE MOST ACTIVE AND INVOLVED MAYOR WE HAVE EVER HAD IN OUR CITY.
I SEE YOU OUT AND ABOUT AT SO MANY PLACES AND EVENTS INTERACTING WITH SO VERY MANY PEOPLE AND IT MAKES ME FEEL SO HAPPY TO HAVE A LEADER WHO IS THAT IMPASSIONED.
AND, YOU KNOW, AS A PERSONAL ANECDOTE, I, YOU KNOW, AS A DISABLED VETERAN, UM, YOU KNOW, HOW MUCH THE ENDEAVOR GAMES MEANS TO ME.
AND, UM, YOU KNOW, WHEN I SAW YOU AT THE ENDEAVOR GAMES CYCLING EVENT, YOU KNOW, I THOUGHT, WELL THAT'S CAUSE HE LIKES CYCLING.
HE RIDES HIS BIKE A LOT, BUT YOU KNOW, I WAS REALLY HAPPY TO HAVE YOU THERE CHEERING US ON AND YOU KNOW, THEN THE NEXT DAY CAME AND I SAW YOU AT THE SWIMMING EVENTS.
AND THEN I SAW YOU SPEAKING AT THE BANQUET THAT NIGHT.

YOU KNOW, I SERVED 16 YEARS AS A COUNCILMAN AND THE MAYOR AND I GUARANTEE YOU, WHAT YOU'RE DOING IS JUST ADVANCING THE PROGRAMS AND THE POLICIES THAT WE STARTED OR PROMOTED YEARS AGO, YOU'RE NOT DOING ANYTHING WRONG AND YOU'RE NOT PROMOTING A WOKE.

YOU'RE AN ELECTED BODY BY ALL THE PEOPLE, UH, OR AT LEAST THE MAJORITY OF THE PEOPLE THAT SHOWED UP TO VOTE.

UM, AND I WANTED TO JUST HIGHLIGHT THEM AND, AND THEM, UM, BEING A GOOD PARTNER IN THE CITY, PROVIDING GOOD EMPLOYMENT.
AND THEY'RE DOING A PROGRAM WITH THE DEPARTMENT OF CORRECTIONS RIGHT NOW, WHERE THEY EMPLOY INCARCERATED WOMEN.
THEY HAVE 22 WOMEN IN THEIR PROGRAM.
UM, THEY'RE LEARNING SKILLS THAT THEN, UM, EQUIP THEM TO, AND MANY OF THEM ARE, ARE, HAVE FULL-TIME EMPLOYMENT WITH PELCO AFTER THEIR INCARCERATION ENDS.
SO I JUST WANTED TO SHOUT OUT TO PELCO AND HOW MUCH WE APPRECIATE THEM AND OUR COMMUNITY AND WHAT THEY'RE DOING FOR, UM, FOR WOMEN IN PARTICULAR.

AND THERE ARE SOME OTHER STATES THAT HAVE RECOGNIZED AND NOTICE THAT, UM, WHEN THERE IS A DOMESTIC ABUSE ISSUE, ONE OF, ONE OF THE TOUGHEST THINGS FOR, UM, FOR A PERSON TO GET OUT OF THAT SITUATION, MAYBE, UH, EVEN OPENING A UTILITY ACCOUNT, UH, MOVING, MOVING AWAY, TRYING TO GET OUT OF THAT SITUATION AND AN OPENING UTILITY COUNT.
A LOT OF TIMES, UH, FUNDS ARE LOCKED UP OR NOT ACCESS TO, TO A BANK ACCOUNT.
UH, AND SO WHAT I WOULD LIKE TO DO IS PROPOSE THAT IN A FUTURE MEETING AND HOPEFULLY A NEAR FUTURE MEETING THAT WE INVESTIGATE, UH, WHAT'S CALLED IN OTHER STATES THAT FAMILY VIOLENCE WAIVER FOR OUR UTILITY UTILITY DEPOSIT OR TRANSFER OR, OR ON OFF.
