UH, THE FIRST ONE IS A PROGRESS REPORT BY THE EDMAN LAND CONSERVANCY FOR THE CREATION OF A CONSERVATION EASEMENT ON PARK PROPERTY LOCATED SOUTH OF E HAYFORD PARK MAYOR AND COUNCIL, I WANT TO WELCOME UP, UH, TAYLOR HILDEN BRAND.

HE IS ONE OF OUR PARKS BOARD MEMBERS, AND HE IS, UH, REPRESENTING THE EDMUND LAND CONSERVANCY NIGHT.

HE'LL GIVE YOU AN UPDATE ON THIS PROJECT.

SO THIS IS AN FYI, SO WE'LL TRY TO GET THROUGH THIS AS FAST AND FUN AS POSSIBLE.

UM, GOT A CLICKER I HAVEN'T TESTED YET.

LET'S SEE IF THIS THING WORKS.

SO, UH, WANTED TO GIVE YOU A QUICK TIMELINE RECAP.

THIS IS PROBABLY NOT NEWS TO YOU, BUT THE ECOLOGICAL ASSESSMENT.

IT WILL BE THE NEXT THING.

IT PROBABLY IS NEWS WILL BE FUN TO GO THROUGH THAT AND JUST SOME PROJECT NEXT STEPS.

THERE WAS AN EMAIL THAT WAS, UH, SENT OUT PREVIOUS TO THIS THAT KIND OF GIVES A RECAP, BUT THIS IS, UM, HOPEFULLY NOT A SURPRISE.

SO BACK IN OCTOBER, THERE WAS THE, UH, VOTE WHERE THE CITIZEN SAID, YES, WE WANT THIS TO BE PARKLAND.

AND SO IN MARCH OF THIS YEAR, YOU TASK THE EL WITH DEVELOPING A CONSERVATION EASEMENT, DRAFTING SOME LANGUAGE THAT, UH, PUTS THAT UNDER A CONSERVATION EASEMENT.

AND SO IT WAS AROUND THE MAY TIMEFRAME WHEN THAT, UH, WORK GROUP WAS FINALIZED.

THAT'S WHERE I CAME IN AS A MEMBER OF THE PARKS BOARD, WORKING CLOSELY WITH THEM AS THIS LAND WILL BE WITHIN THE, THE PARKS BOARD PURVIEW AFTER THE FACT.

AND SO BETWEEN JUNE AND AUGUST, THAT WORK GROUP HAS, UH, BEEN HARD AT WORK TRYING TO DRAFT THAT LANGUAGE, TRYING TO FIND SOME DRIVING PRINCIPLES THAT WAS WHAT WAS PRESENTED TO YOU LAST TIME.

AND, UM, QUICKLY BECAME APPARENT THAT WE NEEDED A PICTURE ALONG WITH SOME WORDS.

AND SO, UH, THE, THE NEED FOR A CONSULTANT IS SOMETHING THAT YOU APPROVED BACK IN SEPTEMBER WHERE WE MORE OR LESS REQUESTED A MASTER PLANNING CONSULTANT, AND THAT WAS APPROVED.

SO BETWEEN THAT TIME AND NOW WE'VE BEEN WORKING WITH THEM, GETTING THEM UP TO SPEED.

THE MEMBERS OF THE ELLC HAVE WORKED REALLY DILIGENTLY TO TRY TO MAKE THAT GO AS FAST AS POSSIBLE.

SO ALSO IN THE MONTH OF OCTOBER, PRETTY AWESOME.

THERE WERE SOME, UH, PROFESSORS AT UCO WHO CONDUCTED AN ECOLOGICAL ASSESSMENT, UM, OF THAT SITE TO KNOW WHAT IS THERE AND REALLY TO IDENTIFY THE, THE, THE VALUE OF WHAT'S BEING PRESERVED.

AND SO THERE'S A COUPLE OTHER WORDS ON THERE, BUT BASICALLY , WE'RE REACHING OUT TO HOMEOWNER OR THE LANDOWNERS IN THE AREA, JUST REALLY TRYING TO MAKE THINGS HAPPEN THERE.

AND WE'RE MEETING TOMORROW.

YOU CAN'T REALLY SEE IT, BUT THAT'S OKAY.

THAT SAYS THAT WE'RE MEETING WITH THE CONSULTANT TOMORROW TO REALLY DRAFT WHAT I'M GONNA CALL LIKE THE Q4 Q1 PLAN SINCE CHRISTMAS IS LIKE TOMORROW IT SEEMS LIKE OUTSIDE.

AND SO JUST TRYING TO GET A SCHEDULE OF EVENTS LINED OUT, WHICH WE'LL TALK ABOUT TOWARDS THE END.

SO, TALKED ABOUT THE ECOLOGICAL ASSESSMENT.

SUPER EXCITED ABOUT THIS, BUT YOU GUYS, OKAY, THERE WERE SIX UCO PROFESSORS WHO VOLUNTEERED THEIR TIME, WHO WALKED THROUGH POISON IVY AND LOTS OF TREACHEROUS THINGS TO IDENTIFY LOTS OF PLANTS, ANIMALS, AND IT WAS JUST REALLY A GIFT TO THE CITY, UM, IN THE SENSE OF THEIR, THEIR TIME AND RESOURCES.

SO IT WAS ACTUALLY REALLY AMAZING TO HAVE RECEIVED THIS.

AS SOON AS THEY BECAME AWARE OF THE PROJECT, WE COULD NOT HOLD THEM BACK IN.

SO THEY WERE OUT THERE WITH, UM, THEIR TEAMS IDENTIFYING THINGS, SOME REALLY COOL STUFF.

THEY OKAY.

IDENTIFIED OR EXPECTED TO OBSERVE ALMOST 650 DIFFERENT SPECIES, WHICH IS AMAZING TO ME.

I HAD NO IDEA THAT 22 ACRES COULD POSSIBLY HOUSE THAT MUCH DIVERSITY, AND IT DOES.

SO THERE'S A 28 PAGE REPORT.

NOT GONNA GO THROUGH IT, BUT BASICALLY THEY LIST THE SCIENTIFIC NAMES OF ALL OF THESE, UH, AMPHIBIANS AND BIRDS AND MAMMALS.

THEY EXPECTED A BOBCAT TO BE THERE, WHICH I THINK, UH, CASEY MIGHT BE ABLE TO.

UH, THERE WAS A PARKS BOARD MEMBER WHO ACTUALLY IDENTIFIED THAT, UH, ON THE, ON THEIR CAR.

ANYWAY, .

SO LOTS OF BIODIVERSITY IN HERE, WHICH IS REALLY AMAZING.

AND THE REPORT ALSO HAD SOME RECOMMENDATIONS ON IT.

I'LL FLY THROUGH 'EM REAL QUICKLY FOR YOU.

THERE'S SOME NON-NATIVE PLANTS, AKA JOHNSON GRASS AND LOTS OF, UM, POISON IVY.

IT REPRESENTS AROUND 22% OF THE PLANTS IN THERE.

SO THEIR RECOMMENDATION WAS TO ELIMINATE AND CONTROL THAT OVER TIME.

AND ALSO SOME TARGETED THINNING OF THE UNDER STORY, WHICH REALLY JUST MEANS IT'S BASICALLY INACCESSIBLE RIGHT NOW TO ANYONE WHO'S NOT A BIOLOGY PROFESSOR WHO HAS LIKE A MACHETE AND IS BARE GRILLS.

SO THAT'LL REDUCE THE FIRE DANGER, WHICH IS A BENEFIT TO EVERYONE, PARTICULARLY THE RESIDENTS, UH, IN THE SURROUNDING AREAS AND RESTORING GRASSLAND COMMUNITIES.

WHAT THIS MEANS IS THAT IT INCREASES BIODIVERSITY.

THERE'S SOME REALLY UNIQUE, I'M FORGETTING THE WORDS, VERY FANCY, LIKE SCIENTIFIC WORD.

THAT MEANS THE LOTS OF ANIMALS CAN THRIVE IN THESE DIFFERENT AREAS, AND IT'S A REALLY GOOD REPRESENTATION OF THIS AREA.

AND SO BY A TARGETED, UM, REHABILITATION OF THOSE AREAS, IT'LL NATURALLY LIKE ENSURE PRESERVATION FOR YEARS TO COME.

SO THOUGHT THAT WAS REALLY INSIGHTFUL.

AND OF COURSE, A TEAM OF PROFESSORS, UM, WOULD LOVE THE EDUCATIONAL VALUE.

AND HONESTLY, IT, IT, AFTER LISTENING TO THEIR PRESENTATION, I COULD NOT AGREE MORE.

THIS AREA REPRESENTS A PRETTY GREAT AREA OF OPPORTUNITY FOR THE UCO STUDENTS.

I THINK THEY IDENTIFIED WHERE AT LEAST TWO OF THEIR STUDENTS COULD DO THEIR, UH, THESIS PAPER ON SOME OF THE HABITATS AND DIFFERENT ENVIRONMENTAL AND CONSERVATION ACTIVITIES THAT COULD HAPPEN HERE JUST WITH THE INTERACTION OF SPRING CREEK AND ALL THAT STUFF.

SO REALLY NEAT, COOL PROGRESS THAT'S BEING MADE THERE.

UM, THAT, UM, THIS IS DR.

PARKS AND AN EARTH SNAKE.

I DON'T, I MEAN, THERE YOU GO.

HE'S JUST HOLDING HIS SNAKE.

SO THIS WAS DONE IN THE SUMMER.

SO AS A QUICK CAVEAT, THEY THINK THEY CAN FIND A LOT MORE OF ANIMALS AND THINGS, AND SO BEWARE LOTS OF THINGS.

SO THIS, THIS IS WHAT WAS PRESENTED TO THE EL IN OCTOBER, AND WE'RE GONNA USE THEIR RECOMMENDATIONS TO KIND OF FRAME THE EASEMENT LANGUAGE, BUT ALSO SOME OF THE MASTER PLANNING PROCESS.

I WANTED TO GO OVER THAT WITH YOU.

AND SO SOME OF THE NEXT STEPS PRETTY STRAIGHTFORWARD HERE, BUT WE'LL BE CONDUCTING A COMMUNITY LISTENING SESSION AFTER CHRISTMAS SINCE IT'S REALLY NOT HONORING TO THE COMMUNITY TO SAY, YOU HAVE A MILLION OTHER OBLIGATIONS, COME LISTEN TO THIS SIGNIFICANT UPDATE.

YOU KNOW, AND SO WE WANNA BE ABLE TO COORDINATE THAT WITH KIMLEY HORN CONSISTENT WITH THEIR RECOMMENDATIONS.

THEY FEEL LIKE JANUARY IS THE BEST TIME FOR THAT.

SO WE'LL BE KEEPING AN EYE ON THAT.

AND ONCE WE KIND OF COLLECT THAT FEEDBACK, THAT'LL HELP US PREPARE THE EASEMENT LANGUAGE IN PARALLEL WITH THE MASTER PLAN.

THAT'S AROUND, YOU KNOW, WE'RE STARTING THAT NOW AND EXPECT TO FINISH THAT IN THE FIRST QUARTER OF 23.

AND THEN WE'LL DELIVER BACK TO YOU A, UH, FINALIZED CONSERVATION EASEMENT, UM, WITH THE COLLABORATION OF THE PARKS AND REC BOARD.

IMPORTANT TO NOTE MASTER PLANNING WON'T BE DONE, UM, BUT THE ELS GONNA CONTINUE TO MONITOR THAT.

AND DEREK SMITHY, THE PRESIDENT OF THAT, AND BARRETT MATTHEWS IS ALSO HERE.

WE'RE, WE'LL BE IN CLOSE CONTACT FOR A WHILE JUST BECAUSE THEY, YOU KNOW, HAVE A VESTED INTEREST.

THE NEXT IS A PROGRESS REPORT ON WATER AND WASTEWATER PROJECTS.

HEY, CHRIS, EVERYONE'S FAVORITE TOPIC.

UM, GOOD EVENING MAYOR AND COUNCIL.

UH, TALK TO YOU ABOUT OUR ONGOING LARGE PROJECTS FOR WATER RESOURCES.

UH,

JUST A QUICK RECAP ON WHAT WE'VE DONE AND WHAT'S, UH, UPCOMING.

UM, 2013, OUR WATER AND WASTEWATER MASTER PLAN WAS COMPLETED.

2017 WAS THE FIRST LARGEST PROJECT IN EDMONDS HISTORY AT THE WATER RESOURCE RECOVERY FACILITY.

UH, 2020, WE STARTED THE FIRST PHASE OF WATER PLANT CONSTRUCTION, 2022, THE SECOND PHASE OF WATER PLANT CONSTRUCTION.

THEN 2022, ALSO THE INTAKE.

AND THEN TO BE DETERMINED ON LAST PHASES, THAT'S A VERY FREE CAP ON THE WATER RESOURCE RECOVERY FACILITY, OR SEWER PLAN, OR WASTEWATER PLANT, WHICHEVER YOU WANT TO CALL IT.

UM, IT'S 171 MILLION.

PROJECT STARTED IN NOVEMBER OF 2017.

UH, THE MAIN PURPOSE WAS TO MEET THE NEW DISCHARGE PERMIT REQUIREMENTS, PRIMARILY NITRATES.

UH, WE RENEGOTIATED THAT SCHEDULE SEVERAL TIMES, AND WE ARE MEETING THE NITRATE, UH, LIMITS UNDER THIS PERMIT.

UM, WE ARE ALSO, UH, INCREASING CAPACITY FROM 9 MILLION GALLONS TO 12 MILLION GALLONS A DAY ALLOWS EVAN TO GROW.

WE HAD TO ADD A LOT OF FACILITIES TO MEET THESE NUTRIENT REQUIREMENTS.

AND WHILE WE WERE DOING THE PROJECT, WE WANTED TO GET THE WHOLE THING DONE.

SO, UH, SO MOST PROCESSES WERE REPLACED.

IT'S BASICALLY WE'RE RE REUSING A FEW OF THE PIECES OF CONCRETE OUT THERE, PRIMARILY SOME BASINS.

UH, THE LAST PLANT EXPANSION BEFORE THIS ONE WAS IN 94, PREVIOUS TO THAT WAS 86.

AND THEN 1972 ORIGINAL, UH, THE FACULTY OF TREATMENT LAGOONS.

OH, OH BOY.

OKAY, WHERE'S THE LASER MIDDLE? UH, THESE GUYS, THESE LAGOONS, UH, REPLACING WITH THE AEROBIC DIGESTER PROCESS.

UH, BASICALLY RIGHT NOW, SPRING AND FALL, WE KNOW THAT WE HAVE NEIGHBORS, UM, BECAUSE THEY CAN SMELL THE PLANT.

IT'S, UM, IT'S CAUSED A LOT OF, UH, COMPLAINTS BECAUSE OF THOSE.

BUT, UM, WE DO OUR BEST TO MITIGATE 'EM.

AND WE CAN'T CONTROL THE WEATHER, BUT WE DO TRY TO ADDRESS THE CONCERNS AND LET THE NEIGHBORS KNOW WHAT'S GOING ON.

AND WE'RE, UH, HAVING A MEETING WITH THEM THIS WEEK.

UH, THIS PROCESS IS CURRENTLY SCHEDULED TO BE OPERATIONAL ON JUNE OF 23, WHICH IS THIS.

UH, ANOTHER, ANOTHER PROCESS IS THE DISINFECTION BUILDING.

CURRENTLY WE USE CHLORINE GAS, OBVIOUSLY WITH ALL THE NEIGHBORS IN THE AREA.

UH, WE'VE GOTTA MAINTAIN A RISK MANAGEMENT PROGRAM FOR THAT.

UM, IT'S NOT A GOOD LONG TERM, UH, PLAN FOR US.

SO WE WENT WITH UV DISINFECTION.

IT'S BASICALLY, UH, FEED SOME UV LIGHT TO THE BUGS AND IT STERILIZES THEM.

AND THEN THERE'S NO MORE E COLI.

SO, UH, THAT'S SCHEDULED TO BE COMPLETED IN AUGUST OF 23.

AND PROJECT COMPLETION SCHEDULED FOR THE END OF 23.

AND THEN THIS IS JUST AN OVERVIEW FROM THE OTHER SIDE.

UH, DWIGHT COMES OUT AND TAKES THESE PICTURES AND, UH, DOES A GREAT JOB.

AND WE'VE CATALOGED THE, THE PROGRESS AS WE'VE WENT.

THIS IS THE AERATION BASINS THAT ARE CURRENTLY UNDER CONSTRUCTION NOW.

SO ONTO THE WATER PLANT EXPANSION.

THIS WAS A VIEW OF THE WATER PLANT IN OCTOBER OF 2019, UM, WHERE THE NEW CONTROL BUILDING IS.

AND THEN, UH, LOTS OF DIRT.

SO THE FIRST PHASE WAS $38 MILLION.

UM, AND IT'S NEARLY COMPLETE.

WE WERE WORKING ON SOME STARTUP OF EQUIPMENT, AND I'VE GOT A PICTURE OF THAT COMING UP.

UH, SECOND PHASE, UH, WE'RE ALL WELL AWARE THAT THAT WAS SIGNIFICANTLY MORE EXPENSIVE THAN ANTICIPATED.

191 MILLION, UH, STARTED CONSTRUCTION IN JULY OF 22.

AND THEN THIRD PHASE, NOT CURRENTLY REDESIGNED, WHERE WE'RE NEGOTIATING A DESIGN CONTRACT ON THAT.

AND ONCE COMPLETED, WE'LL BE ABLE TO TREAT 30 MILLION GALLONS A DAY.

CURRENTLY, WE CAN DO 12 MILLION GALLONS A DAY OUT OF THE WATER PLANT.

AND EXPANDABLE IS 65 MILLION GALLONS A DAY.

IF YOU REMEMBER OUR CURRENT WATER PLANT, IT'S LOCKED IN AT 12 MILLION GALLONS A DAY, AND WE COULDN'T GET MORE OUT OF THE LAKE THROUGH THE EXISTING INFRASTRUCTURE.

SO FIRST PHASE, THIS IS IT.

IT'S, IT'S THE NICE, UH, PIECE OF SOD AND CONCRETE THAT RIGHT NEXT TO ALL THE DIRT OUT THERE.

SO, UM, BUT IT'S SHAPING UP REALLY NICE.

PRIMARY PURPOSE

IS TO GET RID OF THE LIME SOLIDS, UM, FROM THE TREATMENT PROCESS AND EXPECTED TO BE OPERATIONAL IN JANUARY.

UH, WE WERE HOPING FOR NOVEMBER.

THERE'S BEEN A LOT OF PUSHBACK, DELAYS ON, YOU KNOW, EVEN A PIECE OF STEEL OR, YOU KNOW, A PIECE OF PIPE, A WINDOW, UH, JUST THINGS LIKE THAT HAVE JUST SET US BACK.

BUT THEY'RE MAKING GOOD PROGRESS.

AND THIS WAS TAKEN LAST MONTH, SECOND PHASE, PRIMARILY MOVING DIRT RIGHT NOW.

UM, PURPOSE OF THE PROJECT IS OUR GRANULAR ACTIVATED CARBON FILTERS.

THAT'S, UM, THOSE KEEP US FROM HAVING TO DO CHLORINES.

AND, UH, IT REMOVES A LOT OF IMPURITIES OUTTA THE WATER.

UH, BACK WASH, RECYCLE FACILITIES, UH, ELECTRICAL INFRASTRUCTURE AND BACKUP POWER, AND THEN PUMPING AND STORAGE.

SO NEW PUMPING FACILITIES TO GET IT OUT TO THE CITY.

UM, JUST TO HIGHLIGHT THE ELECTRICAL INFRASTRUCTURE AND BACKUP POWER, ONE OF THE REASONS BACK IN, UH, THE POLAR VORTEX THAT CAME THROUGH IS, I LIKE TO CALL IT, BUT ONE OF THE THINGS THAT WE WERE ABLE TO DO THEN, AND WE WILL BE ABLE TO DO IN THE FUTURE IS, UH, GET OFF THE GRID TO HELP KEEP OUR CUSTOMERS FROM HAVING TO GO OUTTA POWER.

UH, WHICH WAS A NICE CONVENIENCE FOR EVERYONE BACK THEN WHEN WE WERE HAVING TO SHUT POWER OFF.

UH, THIS PHASE IS CURRENTLY EXPECTED TO BE OPERATIONAL FEBRUARY OF 27.

UH, THIRD PHASE, ESTIMATED 200 MILLION PLUS.

UH, REDESIGN WILL START IN 2023.

AND THAT WILL BASICALLY FINISH OUT THE PROJECT.

UM, IT'S OZONE TREATMENT LY SOFTENING, WHICH IS THE MAIN PROCESS.

AND THEN, UH, CHEMICAL BUILDINGS AND FILTERS INTAKE PROJECT.

THIS ONE'S VERY VISIBLE IF YOU GO OUT BY THE PARK OFFICE AND OVERLOOK AREA, WHICH IS RIGHT OVER IN HERE.

UH, THE CONTRACTOR'S CREATED A, A TEMPORARY PATH OUT TO THE OVERLOOK.

AND THEN THIS WILL BE WHERE THE SHAFT IS.

UH, BASICALLY THEY'RE GONNA DRILL DOWN IN 70 FEET DEEP AND 50 FEET ACROSS.

AND THEN WE WILL RUN A TUNNELING MACHINE OUT INTO THE LAKE AND BE ABLE TO PULL WATER IN.

SO THEY'LL BUILD A PUMP STATION ON TOP OF THIS.

AND THAT'S JUST ANOTHER VIEW.

UM, OUR OLD INTAKE IS, UM, LIMITED, 12 MILLION GALLONS A DAY.

NEW INTAKE, 30 MILLION GALLONS, EX EXPANDABLE TO 65 MILLION GALLONS A DAY, WHICH IS BASICALLY JUST CHANGING PUMPS OUT.

SO AM ONE THAT'S CAUGHT A LOT OF ATTENTION.

UM, NEAR 66 AND POST, THERE'S, UM, WE'RE UTILIZING CITY PROPERTY AT THAT CORNER.

WE'VE DRILLED A COUPLE WELLS AND BUILDING UP THE SITE WITH, UH, SOIL FROM THE WATER PLANT EXPANSION PROJECT.

AND THEN, UM, I KNOW WE'RE TALKING ABOUT IT IN THE ARCADIA LAKE MASTER PLAN, USING THAT SITE FOR SOME FUTURE USE AND WHAT CITY USES WE NEED IT FOR.

SO THERE'LL BE A LOT OF DISCUSSION ON THAT ONE.

AND THAT WAS TAKEN LAST MONTH.

THEY'VE MOVED QUITE A BIT OF DIRT IN THERE, BUT IT DIDN'T HAVE A NEW, UH, PICTURE, UH, PROJECTS.

ALL THESE PROJECTS ARE FUNDED THROUGH WATER AND WASTE WATER RATES AND LONG TERM DEBT SO THAT FUTURE CUSTOMERS ARE HELPING TO PAY FOR THEIR FAIR SHARE.

UH, WE'RE PRIMARILY USING STATE REVOLVING FUND LOANS AND TAKING ADVANTAGE OF FEDERAL DOLLARS JUST TOTALED UP.

SO, UM, THERE'S 24 MILLION IN, UH, FEDERAL FUNDING THAT'S APPLIED BASICALLY THROUGH GRANTS OR PRINCIPAL FORGIVENESS AND STILL WORKING, WORKING ON A COUPLE.

BUT, UM, IT, IT'S GOING GOOD SO FAR.

SO WE'RE WORKING THROUGH THE PROCESS ON A $5 MILLION, UH, GRANT THAT CAME THROUGH LAST FISCAL YEAR THROUGH IN H'S OFFICE.

SO THEY REACHED OUT TO THE CITY OF EDMOND FOR SOME HELP IN DIRECTION.

SO WE REACHED OUT TO THE COUNTY WHO HAS DONE PROJECTS SIMILAR TO THIS WITH US IN THE PAST.

AND, UH, SO WE'RE ABLE TO ENTER INTO THIS THROUGHWAY AGREEMENT, UH, WITH OKLAHOMA COUNTY, THE DEPARTMENT OF WILDLIFE AND CITY OF EDMOND.

SO FRIDAY NIGHT LIGHTS IS, UH, YOUTH FLAG FOOTBALL.

LAST FALL THEY HAD 800 KIDS ENROLL IN, UH, FLAG FOOTBALL.

AND DUE TO DEMAND OF OTHER SPORTS FACILITIES, THERE WAS ONLY ONE SPORTS FACILITY THAT COULD ACCOMMODATE THEM.

AND SO THEY PLAYED SOME OF THEIR GAMES AT, AT, UH, SERVICE BLAKE SOCCER COMPLEX.

SO A BIG THANK YOU TO EDMUND SOCCER CLUB FOR DOING THAT.

AND THEN THE OTHER KIDS HAD TO PLAY OUTSIDE EDMUND CITY LIMITS.

AND ALSO THERE WAS 144 OF THOSE 800 THAT HAD TO BE WAIT LISTED BECAUSE THERE WASN'T ROOM FOR THEM TO PLAY.

SO THEY DEVELOPED CONCEPTUAL PLANS FOR ADDING THREE OR FOUR SYNTHETIC TURF FIELDS IN THE NORTHWEST CORNER OF MITCH PARK.

SO AS YOU REMEMBER, THE COST ESTIMATES AT THAT TIME FOR THESE FIELDS WITH SEVEN AND A HALF MILLION DOLLARS FOR THREE FIELDS AND THEN $9 MILLION FOR FOUR FIELDS.

WHAT HAPPENED AFTER THAT, IF THEY'D FINISHED THEIR WORK? THERE WAS CONVERSATIONS WITH BOTH THE CITY COUNCIL AND THE PARK AND REC ADVISORY BOARD IN JULY AND AUGUST OF 2022.

AND SOME OF THE QUESTIONS THAT HAD HAD COME OUT FROM YOU ALL AND ALSO THE PARKS AND REC ADVISORY BOARD WERE, UH, WHERE THE OPERATION MAINTENANCE COST TO THESE, UH, FACILITIES INCLUDING, UH, THE REPLACEMENT OF THE TURF.

WHAT'S THE COMMUNITY APPETITE FOR? MORE OF A PAY FOR PLAY MODEL AS OPPOSED TO JUST A QUALITY OF LIFE MODEL THAT WE HAVE TRADITIONALLY HAD WITHIN THE COMMUNITY.

ALSO, UM, DID, DID STAFF HAVE THE OPPORTUNITY IN THAT SCOPE OF WORK TO VISIT WITH OTHER INTERESTED SPORTS PARTNERS AND WERE OTHER ENTITIES ENGAGED? UM, IS THERE THE OPPORTUNITY TO EVALUATE OTHER SITES WHERE NEIGHBORS TALKED TO ABOUT THIS? WAS THERE A TRAFFIC STUDY CONDUCTED? AND THEN ALSO THE CONVERSATION CENTERED AROUND OPEN SPACE VERSUS SPACE FOR SPORTS.

SO BASED UPON THAT FEEDBACK, WE WORKED WITH PDG TO SCOPE THE AGREEMENT THAT'S NOW IN FRONT OF YOU THIS EVENING AS A NEXT STEP IN THIS JOURNEY TO TALK ABOUT MULTI-USE SPORTS FIELDS.

SO THE SCOPE OF WORK THAT PDG THAT'S IN FRONT OF YOU THIS EVENING.

UM, SO REALLY THINK OF THIS AS HAVING TWO COMPONENTS.

SO ONE OF THE COMPONENTS WILL BE A FINANCIAL STUDY, WHICH WILL INCLUDE MARKET ANALYSIS, ECONOMIC IMPACT ANALYSIS AND FEASIBILITY REPORT TO INCLUDE OPERATION AND MAINTENANCE AND POTENTIAL COST RECOVERY.

SO MARKET ANALYSIS, THINK OF WHERE, WHERE ARE WE AT NOW AND WHERE THE GAPS IN, UH, FOR WHAT IT COULD BE THE ECONOMIC IMPACT DEVELOPMENT.

THINK ABOUT THIS AS SPORTS TOURISM.

IF THESE THREE OR FOUR SYNTHETIC FIELDS ARE TO BE CONSTRUCTED, WHAT ARE THE POTENTIAL IMPLICATIONS ON OUR LOCAL ECONOMY? SO THINK TOURNAMENTS WHEN YOU'RE THINKING OF THIS.

SO THIS IS LOCATED AT ROUTE 66 IN POST ROAD.

AND THEN WE'VE HAD, UH, GOOD INITIAL CONVERSATIONS ABOUT A POTENTIAL OTHER LOCATION BUT HAVEN'T DECIDED ON ONE AS OF YET.

I'D LOVE TO HEAR ANY, UH, THOUGHTS YOU ALL HAVE ON THAT THIS EVENING OR JUST AT ANOTHER POINT ABOUT WHERE THAT COULD BE.

SO THE NEXT STEP AFTER THE FEASIBILITY OF THE THREE LOCATIONS WOULD BE TO DEVELOP SOME PROS AND CONS FOR EACH SITE AND THEN, UM, TO TAKE THIS TO HAVE SOME PUBLIC ENGAGEMENT OF THESE THREE SITES AND THE PROS AND CONS.

SO, UM, HAVEN'T COMPLETELY FLUSHED OUT EXACTLY WHAT THAT WILL LOOK LIKE, BUT WHAT WE'RE LOOKING AT IS SOMETHING THAT COULD BE IN PERSON AS WELL AS DIGITAL.

SO TRYING TO REACH PEOPLE WHERE THEY'RE AT, SO GOING TO WHERE THEY'RE AT AND THEN ALSO FINDING 'EM ON THEIR PHONES CUZ WE KNOW YOU'RE ON YOUR PHONE.

UH, I'D FIRST I'D LIKE TO ANNOUNCE THAT THE LUMINOUS, UH, THAT SCHEDULED THAT WAS SCHEDULED FOR FRIDAY HAS NOW BEEN MOVED TO MONDAY BECAUSE OF THE PENDING, UH, COLD WEATHER.

UH, ALSO WANT TO MAKE A RESPO, I MEANT TO SAY IT IN THE VERY BEGINNING, BUT THIS PAST WEEK, UH, OUR M FIRE WAS HIGHLIGHTED WITH, UH, THE SAVING OF THREE LIVES IN THE PAST SIX MONTHS.

I KNOW PRETTY SURE HE'S PROBABLY SAVED MORE THAN THREE, BUT THESE PARTICULAR THREE INDIVIDUALS WERE DEAD.

AND THERE WAS A PROCEDURE THAT WAS USED TO, UM, FROM THEIR SUDDEN CARDIAC ARREST TO BRING THEM BACK TO LIFE AND NOT ONLY BROUGHT THEM BACK TO LIFE, THEY'RE BACK AT WORK.

AND IT'S A THREE PART PROCEDURE.

WE'RE THE ONLY CORRECT ME CHIEF, WE'RE THE ONLY FIRE DEPARTMENT IN THE STATE THAT HAS THIS CUTTING EDGE TECHNOLOGY.

AND I JUST WANTED TO HIGHLIGHT THAT WHAT WE'VE DONE UP HERE IS GIVEN THEM ALL OF OUR FIRST RESPONDERS, THE REPUTATION THAT WHEN THE COUNTY CAME SAID, HEY, WE NEED A SOMEONE TO TEST THIS OUT.
