PRESENTATION, UH, FOR PRESENTATION ON I, IMPLEMENTATION OF THE CITY'S FAMILY VIOLENCE WAIVER POLICY.

WELCOME, ADAM.

HOW ARE YOU DOING TODAY? HI.

HI, MAYOR COUNCIL.

I'M MADELINE SAWYER, ASSISTANT CITY ATTORNEY.

UM, I'M HERE TONIGHT BECAUSE MR. IME ASKED ME TO TALK BRIEFLY ABOUT THE IMPLEMENTATION OF A NEW POLICY WITHIN OUR UTILITY CUSTOMER SERVICE DEPARTMENT.

IT IS THE DOMESTIC VIOLENCE WAIVER POLICY.

UM, AS I'M SURE EVERYBODY HERE KNOWS, OKLAHOMA IS CONSISTENTLY AMONG ONE OF THE WORST STATES IN THE NATION FOR DOMESTIC VIOLENCE STATISTICS.

AND THE INTENTION OF THIS POLICY IS TO MITIGATE, UM, AT LEAST ONE OF THE BI BARRIERS, IN THIS CASE, THE FINANCIAL BARRIER ASSOCIATED WITH LEAVING AN ABUSIVE SITUATION.

UM, SURVIVORS OFTEN DON'T HAVE ACCESS TO THE RESOURCES THEY NEED TO LEAVE A SITUATION LIKE THAT.

EVEN IF THEY DO HAVE THAT ACCESS, IT'S NOT SOMETHING THAT CAN BE DONE SAFELY.

AND WITH THIS POLICY, WHAT WE'RE ABLE TO DO IS UPON SUBMISSION OF THE COMPLETED FORM, THAT CAN BE CERTIFIED IN ONE OF THREE WAYS THAT, UM, THAT SURVIVOR IS THE, THE DEPOSIT ASSOCIATED WITH STARTING, STOPPING, TRANSFERRING UTILITY SERVICES WAIVED FOR THAT PERSON, THAT APPLICANT.

UM, THE THREE WAYS THAT THEY CAN BE, YOU KNOW, CERTIFIED IS IF THERE'S A PROTECTIVE ORDER SIGNED BY A JUDGE.

IF OUR POLICE DEPARTMENT HAS RESPONDED TO A DOMESTIC VIOLENCE SITUATION AND THEY CAN VERIFY THAT, THAT, YOU KNOW, THAT CALL'S BEEN MADE, THEY CAN LOOK INTERNALLY, UM, OR ONE OF THE DOMESTIC VIOLENCE AGENCIES, THE Y WCA OR PALOMAR, UM, CAN SIGN OFF ON THAT FORM.

THERE'S, I BELIEVE YOU HAVE A COPY OF THE FORM IN YOUR PACKET, BUT THERE'S NO DETAILS REQUIRED OF THE SURVIVOR.

UM, THEY DON'T HAVE TO PROVIDE ANY OF THAT INFORMATION TO US.

WE JUST TRUST WITH THE SIGNATURE FROM ONE OF THOSE THREE AGENCIES, UM, WE KIND OF TAKE THEM OTHER WORD.

SO THAT IS REALLY ALL THAT THERE IS TO IT.

UH, MY NAME IS CHRISTIE PATTERSON.

I'M THE HOUSING AND COMMITTEE DEVELOPMENT MANAGER FOR THE CITY OF EDMOND.

AND TONIGHT BE PRESENTING TO YOU WHAT WE HAVE DONE THIS PAST FEDERAL FISCAL YEAR.

UM, AS YOU REMEMBER, I WAS BACK HERE IN JULY PRESENTING WHAT WE'RE GOING TO DO THIS NEXT FEDERAL FISCAL YEAR, UH, WHICH STARTED OCTOBER 1ST, BUT THIS IS WHAT WE DID IN THE FEDERAL FISCAL YEAR OF 2021.

UM, JUST A REMINDER, GRANTEES ARE, UM, REQUIRED TO REPORT ON THEIR ACCOMPLISHMENTS WITHIN 90 DAYS OF THE END OF THE FISCAL YEAR, OUR FISCAL YEAR FOR FEDERAL IN SEPTEMBER 30TH.

SO WE HAVE UNTIL ABOUT THE MIDDLE OF DECEMBER, UM, TO REPORT OUR, UM, WHAT WE ACCOMPLISHED FOR THAT YEAR.

WE DO HAVE A 15 DAY COMMENT PERIOD THAT STARTS TOMORROW, UM, REPORT ON THIS CAPER, AND THIS KICKS THAT, UM, TIME OFF.

SO JUST TO RECAP, WE WERE ALLOCATED $527,493 FOR FEDERAL FISCAL YEAR.

WE STILL HAD ABOUT 50,000, 51,000 LEFT IN, UM, OUR CARES FUNDING FROM THE PREVIOUS YEAR.

AND WE ALSO HAD, UM, OTHER FUNDS AVAILABLE TO US FROM PREVIOUS YEARS THAT WE ALLOCATED A HUNDRED THOUSAND DOLLARS TO, WHICH GAVE US A GRAND TOTAL OF $678,330.

THIS IS JUST A SNAPSHOT OF WHAT THE PROPOSED BUDGET WAS AND WHAT OUR ENDING BUDGET WAS.

AND I'VE GOT A FEW SLIDES THAT KIND OF, THAT BREAKS DOWN IT EVEN FURTHER.

UM, THE SIGNIFICANT DIFFERENCE IN THIS YEAR'S FROM PREVIOUS YEARS IS THAT WE DID NOT HAVE A HUGE AMOUNT OF NEED FOR REHABILITATION OF OWNER OCCUPIED HOMES, AND WE HAD NO, UM, APPLICATIONS FOR HOME BUYERS ASSISTANCE.

UM, I CONTRIBUTE THAT TO THE LOW INTEREST RATE THAT WE HAD LAST YEAR, AND THAT EVERYBODY WAS ABLE TO GET INTO A HOME WITHOUT ANY HOME BUYER'S ASSISTANCE.

UM, WE HAD RELATIVELY LOW NEIGHBORHOOD TREE PROGRAM, UH, NEEDS AS WELL, BUT OUR PUBLIC SERVICES AS ALWAYS, UM, THEY PRODUCE OR THEY SERVE OUR PUBLIC, UM, TO THE FULLEST.

AND WE ALLOCATED, UM, THE, UM, OVER A HUNDRED THOUSAND DOLLARS THAT WE ALLOCATED TO PUBLIC SERVICES WERE SPENT.

UM, MOST OF THEM SPENT WITHIN THE FIRST SIX MONTHS.

UM, JUST TO NOTE THAT THIS DOES NOT INCLUDE THE OKLAHOMA COMMERCE CARES FUNDING THAT WE ARE CURRENTLY STILL SPENDING.

THIS IS ONLY OUR ENTITLEMENT THAT WE, WE RECEIVED DIRECTLY FROM HUD.

SO WHAT AREA DID WE SPEND THE MONEY? UM, SO WE, UM, HELPED OR ASSISTED, UM, SEVEN RESIDENTS, UM, THROUGH A VARIETY OF HOUSING AND NON HOUSING ACTIVITIES.

UM, WE HAD FOUR REHABILITATIONS THAT WE STARTED AND COMPLETED.

UM, WE HAVE SINCE, UM, ACTUALLY HAD TWO THAT STARTED IN A CONJUNCTION TO THIS, BUT THEY'RE NOT COMPLETED YET.

THEY'RE STILL ONGOING, SO THEY'LL BE CONSIDERED COMPLETE IN THIS NEXT FEDERAL FISCAL YEAR.

WE HAD TWO EMERGENCY REPAIRS.

THOSE WERE HVAC SYSTEMS THAT WE HELPED PUT IN.

UM, AND THEN WE HAD ONE, UM, ASSISTANCE OF A TREE REMOVAL THAT WAS CAUSING, UM, A HEALTH IS SAFETY ISSUE, UM, TO THE RESIDENTS.

DO, LIKE I'VE SAID BEFORE, OUR COLLABORATION WITH OUR NONPROFITS THROUGH THE COMMUNITY AND OUR PUBLIC SERVICES, UM, ARE PHENOMENAL WHEN WE, UM, GOT THE CARES MONEY, AS WELL AS ANY ANNUAL ALLOCATION THAT WE GIVE GIVE, THEY'RE ALWAYS THERE, UM, TO HELP ALLOCATE THOSE FUNDS OUT TO THE COMMUNITY.

THIS IS JUST KIND OF, OF A SNAPSHOT OF WHERE OUR PUBLIC SERVICES GO.

YOU CAN SEE THAT THE MAJORITY DID GO TO THE EDUCATION SERVICES, WHICH WAS THE, WITH THE EDNA PUBLIC SCHOOL FOUNDATION, UM, WITH THEIR MENTAL HEALTH PROGRAMMING, THEIR SOCIAL AND EMOTIONAL, UM, EDUCATION SERVICES.

UM, WE HAD RENTAL ASSISTANCE.

WE ALSO CONTRIBUTE TO FAIR HOUSING, METRO FAIR HOUSING, NUTRITIONAL AS ASSISTANCE, BOTH WITH, UM, EDMUND MOBILE MEALS AS WELL AS PROJECT 66.

AND THERE WAS ADDITIONAL YOUTH SERVICES WITH THE PUBLIC FOUNDATION.

UM, WE SUPPORTED THEM IN OPENING A FOOD PANTRY AT THE EDMUND PUBLIC SCHOOL, UM, ADMINISTRATION BUILDING.

AND THEY ALSO OPENED UP, UM, IT WAS A, UH, BOY SCOUT EAGLE PROJECT.

UM, AND THEY ALSO BUILT A LITTLE FOOD PANTRY OUTSIDE ED, UH, IDA FREEMAN AS WELL.

AND WE SUPPORTED IN THOSE MATERIAL COSTS.

SO JUST A LITTLE BREAKDOWN.

UM, EDMUND PUBLIC SCHOOL FOUNDATION.

AGAIN, IT HELPS BRIDGE THAT GAP BETWEEN, UM, WHAT THE SCHOOLS, UM, BUDGET CANNOT SUSTAIN, UM, WITH THEIR

PROGRAM READY SCHOOL READINESS, THEIR EARLY BIRDS, UM, THAT IS THE PRE-K, UM, PRIOR TO PRE-K AS WELL AS PRE-K PROGRAMMING, THEIR MENTAL HEALTH.

AND THEN THE SOCIAL EMOTIONAL LEARNING FOR THOSE SCHOOLS.

MOST OF THEM, TITLE ONE SCHOOLS, UM, THOSE STUDENTS THAT BENEFITED FROM THIS ARE ON THE FREE AND REDUCED MEALS, AND THAT'S HOW WE CAPTURED THOSE.

UM, JUST A REMINDER, THIS IS, UM, LOW TO LOW AMOUNT INCOME BASED ASSISTANCE.

UM, AS YOU CAN SEE WITH THE PIE CHART.

AND WHEN WE, WHEN WE TALK ABOUT, UH, MODERATE INCOME THAT IS 80% BELOW THE AREA OF MEDIAN INCOME FOR 2021 FOR A SINGLE PERSON THAT WAS ANYTHING BELOW 41,000.

AND FOR A FAMILY OF FOUR, THAT'S, UM, 52,700.

SO BELOW THAT IS WHAT WE WOULD SERVE.

HOPE CENTER PROVIDED RENTAL ASSISTANCE, UM, AS WELL AS, UM, PRESCRIPTION COST.

AND, UM, AGAIN, THIS WAS, UH, THE MAJORITY, THIS WAS ACTUALLY EVENLY, UH, PLACED.

THEY DID NOT, UH, USE A LOT OF, UH, THE ENTITLEMENT MONEY THIS TIME AROUND BECAUSE THEY'RE STILL USING CARES MONEY.

UM, SO THAT'S WHERE THE, THAT'S WHY IT'S LOWER THAN WHAT IT TYPICALLY IS FOR RENTAL ASSISTANCE.

METRO FAIR HOUSING.

UM, WE PARTNER WITH METRO FAIR HOUSING TO CONDUCT INVESTIGATIONS AND ASSIST OUR CITIZENS WITHIN ED CITY LIMITS.

UM, THERE'S JUST A QUICK BREAKDOWN OF WHAT THEIR 30, I THINK IT WAS REALLY 31, UM, RESIDENTS THEY ASSISTED LAST YEAR, UM, FOR A VARIETY OF COMPLAINTS.

ANYWHERE FROM, UM, INCOME SOURCE OR RIGHTS AGE DISCRIMINATION, ET CETERA.

EDMUND MOBILE MEALS, OF COURSE, SINCE, UH, SERVES THE MAJORITY OF OUR SENIOR HOME BOUND AND DISABLED RESIDENTS WITH NUTRITIONIST MEALS.

UM, THEY, I JUST WANTED TO TOUCH BASE ON THEM THAT AS OF TODAY, THEY HAVE 304 ACTIVE CLIENTS, UM, AND THEY SERVE APPROXIMATELY 248 MEALS A DAY, WHICH IS ROUGHLY ABOUT 1200 MEALS A WEEK.

UM, SO THERE, OF ALL OUR NON-PROFITS, UM, PROBABLY SERVE BESIDES THE EDMUND PUBLIC SCHOOL FOUNDATION, SERVE THE MAJORITY OF OUR RESIDENTS IN, UM, EDMUND PROJECT 66, AGAIN, FOOD PANTRY THAT ENABLES, UH, FAMILIES, UM, TO HAVE, UH, GOOD NUTRITION, FOOD CHOICES.

UM, AND, UM, THEY QUICKLY WENT BACK TO, THEY ARE BACK TO IN PERSON SHOPPING AGAIN.

UM, THEY WERE DOING JUST THE BOXED, UM, DISTRIBUTION THERE FOR A WHILE BECAUSE OF COVID, BUT THEY'RE BACK TO IN PERSON PERSON DISTRIBUTION.

AND THEN OUR LAST NON-PROFIT, UH, PUBLIC SERVICE THAT WE WORK WITH IS UR SPECIAL THAT PROVIDES CLOTHING DISTRIBUTION THREE TIMES A YEAR TO THOSE SCHOOL AGED CHILDREN, THREE TO NINE WITH NEW CLOTHING, UM, AND COATS AND BOOTS DURING THE WINTERTIME.

SO THAT IS ALL I HAVE FOR YOU ON THE REPORT OF THE CAPER, AND I HAVE, WE'LL TAKE ANY COMMENTS THAT YOU HAVE.

UH, BUT WE ALSO KNOW WITH RAIL DEVELOPMENT, WE HAVE FUTURE DEVELOPMENT OPPORTUNITIES WITH THE RTA REGIONAL TRANSIT AUTHORITY AND THE HEARTLAND FIRE, WHICH IS THE AMTRAK THAT WE BRING SERVICE BACK FROM DALLAS ALL THE WAY TO KANSAS CITY.

UM, HIS BUSINESS HAS OPERATED SUCCESSFULLY AND GENERATED ECONOMIC DEVELOPMENT FOR THE CITY OF EDMOND.

UM, IN 2021, MR. FROST PURCHASED A SMALL ONE ACRE VACANT LOT IMMEDIATELY ADJACENT TO THE EXISTING BUSINESS, THE ONE MR. ENZ JUST DESCRIBED AND WOULD LIKE TO CREATE A SMALL RV, UH, AND BOAT STORAGE FACILITY ON THE PROPERTY.

UM, WHEN THIS MATTER WAS HEARD BEFORE THIS COUNCIL BACK IN JANUARY OF THIS YEAR, UH, MY UNDERSTANDING IS THE COUNCIL UNANIMOUSLY DEFERRED A, A VOTE ASKING THAT MR. FROST ENDEAVOR TO ADDRESS SOME NEIGHBOR CONCERNS.

MR. FROST HAS SPOKEN WITH SEVERAL NEIGHBORS AND WILL CONFIRM THEIR SUPPORT OF HIS ENDEAVOR, EVEN THOUGH THERE IS STILL SOME PUSHBACK FROM SOME NEIGHBORS.

IT ACTUALLY IS NOT AN EXTENSION OF, UH, MR. FROST'S EXISTING BUSINESS.

IT IS IN FACT AN ENTIRELY NEW AND DIFFERENT USE THAT IS PROPOSED.

THE PROPOSED BOAT AND RV STORAGE FACILITY WOULD BE AN INTRUSION INTO THE RESIDENTIAL NEIGHBORHOOD AND WOULD HAVE AN ADVERSE, UH, IMPACT ON IT.

AS YOU CAN SEE, THERE ARE RESIDENCES DIRECTLY TO THE WEST ACROSS RHODE ISLAND, TO THE NORTHWEST AND DIRECTLY TO THE NORTH.

UH, THOSE ARE, UH, EXISTING.

EACH OF THOSE THREE ARE AMONG THE 26 THAT HAVE, UH, MADE WRITTEN OBJECTIONS TO THIS, UH, REZONING APPLICATION.

THERE IS AVAILABLE COMMERCIAL PROPERTY, THESE PROPERTIES ALONG MEMORIAL ROAD.

IF MR. FROST DID HAVE A DESIRE TO EXPAND HIS BUSINESS OR START A NEW USE, HE COULD, UH, TAKE ADVANTAGE OF THESE AVAILABLE PROPERTIES THAT ARE FRONTING ON MEMORIAL ROAD AND HAVE BEEN RECOGNIZED BASED ON THEIR, UH, ORIENTATION TOWARDS MEMORIAL AS APPROPRIATE FOR COMMERCIAL DEVELOPMENT.

UM, THE, UM, RHODE ISLAND AVENUE, AS YOU ALL ARE AWARE, THE CITY'S MINIMUM STANDARD FOR A LOCAL RESIDENTIAL STREET FOR PAVING IS 26 FEET WITH CURB AND GUTTER.

UH, WE DON'T HAVE THAT HERE WITH RHODE ISLAND.

UH, TODAY.

THE EXISTING PAVING WI AT THE DRIVE, WHICH IS ABOUT RIGHT THERE, UH, THAT GOES INTO MR. FROST'S PROPERTY.

THE EXISTING PAVING THERE IS ABOUT 20 FEET, TWO INCHES.

AND THEN AT THIS DIRECTLY IN FRONT OF THE SUBJECT PROPERTY, THE AVAILABLE EXISTING PAVING IS 18 FEET NINE INCHES, AND THERE'S NO CARBON GUTTER.

SO IT, IT IS BELOW THE MINIMUM STANDARDS FOR EVEN A LOCAL RESIDENTIAL STREET.

IT'S INADEQUATE TO HANDLE, UH, COMMERCIAL TRAFFIC TRAILERS AND RVS.

UH, THE ONLY POINTS OF ACCESS FOR THIS ENTIRE NEIGHBORHOOD ARE RHODE ISLAND HERE AT MEMORIAL, AND THEN JORDAN HERE TO THE WEST, AND THEN THIS DOES A U ESSENTIALLY UP AT THE NORTH END OF THE NEIGHBORHOOD.

SO THIS LOT IS JUST NOT COMPARABLE TO THESE LOTS THAT FRONT ON MEMORIAL, THIS IS WHERE OF COURSE MR. FROST HAS HIS EXISTING, UH, AUTOMOTIVE BUSINESS.

THIS, AS I UNDERSTAND IT, IS A REAL ESTATE OFFICE, AND THIS IS REMAINS, UH, AS

THIS AREA AND THE AREA, INCLUDING THE SUBJECT PROPERTY IS DESIGNATED AS SUBURBAN ONE NEIGHBORHOOD.

THE PROPOSED BOAT AND RV STORAGE USE IS CLEARLY OUTSIDE THE BOUNDARIES OF WHAT MIGHT MEET THE SUBURBAN NEIGHBORHOOD CRITERIA.

UH, STORAGE, RV AND BOAT STORAGE IS A, AN CLASSIFIED AS AN INDUSTRIAL USE UNDER EDMUND ZONING ORDINANCE.

IT REQUIRES THE F1 INDUSTRIAL DISTRICT IS THE, UH, IS THE WHITEST IN DIS DISTRICT WHERE THAT USE BECOMES A PERMITTED USE.

AND AS I MENTIONED, IT WOULD CREATE A NEGATIVE PRES PRECEDENT THAT WOULD LIKELY RESULT IN ADDITIONAL, UH, COMMERCIAL AND INDU INDUSTRIAL INTRUSION INTO THE NEIGHBORHOOD.

IF THIS, UM, REZONING REQUEST IS ALLOWED TO GO FORWARD IN A, UM, RV AND BOAT STORAGE USE, UH, IS ESTABLISHED ON THIS, UH, PROPERTY, IN OUR VIEW, IT WILL CREATE LONG TERM AND LASTING PROBLEMS FOR THIS NEIGHBORHOOD.

IT DOESN'T EXTEND ALL THE WAY TO SOONER, BUT IT ENDS AT THIS POINT.

UM, THE, UM, THERE ARE A NUMBER OF, UH, RESIDENTS FROM THE AUGUSTA FARMS NEIGHBORHOOD THAT ARE PRESENT HERE.

UM, IF I COULD ASK STAFF TO PUT THE PLAN MAP UP, I'D LIKE TO MAKE A COUPLE OF POINTS ABOUT THAT.

THE AUGUSTA FARMS NEIGHBORHOOD.

THERE, YOU CAN I THINK, SEE IT A LITTLE BETTER.

THAT WRAPS AROUND THE SUBJECT PROPERTY.

IT, UH, IS A 30 ACRE SINGLE FAMILY RESIDENTIAL DEVELOPMENT THAT BEGAN IN 1995.

IT IS PLANTED AS 19 RESIDENTIAL LOTS AND THEN HAS AN AREA THAT'S DEVOTED TO STORM WATER DETENTION.

UH, IT IS VERY MUCH CHARACTERIZED BY A RURAL FEEL WITH MUCH OF THE NATIVE FOREST PRESERVED.

IT IS SERVED BY PRIVATE WATER WELLS AND SEPTIC SYSTEMS. THERE ARE NO PUBLIC WATERLINES AND FIRE HYDRANTS OR PUBLIC SANITARY, UH, SEWERS TO SERVE.

THE NEIGHBORHOOD LOCATED TO THE SOUTH OF AUGUSTA FARMS IS THE, UH, SHILOH VALLEY NEIGHBORHOOD, WHICH IS ALSO RURAL RESIDENTIAL NEIGHBORHOOD.

THE, UM, EDMUND PLAN 2018, AS YOU ALL KNOW, WAS ADOPTED BY THE COUNCIL IN, UH, MARCH OF 2019.

AND, UH, AND IT DESIGNATES THIS ALL OF THIS AREA THAT IS WEST OF SOONER AND SOUTH OF COVILLE AS RURAL NEIGHBORHOODS.

SO THAT DESIGNATION WAS MADE LESS THAN FOUR YEARS AGO.

AND ONE OF THE STATED GOALS OF THE EDMUND PLAN 2018 WAS TO REDUCE THE NEED TO FREQUENTLY AMEND THE, UH, PLAN MAP.

UH, AND AS YOU ALL KNOW, ANY, UH, AMENDMENT OF THE ZONING ORDINANCE THAT IS INCOMPATIBLE WITH THE COMPREHENSIVE PLAN, UH, REQUIRES FIRST A REQUEST TO AMEND THE COMPREHENSIVE PLAN AND BEFORE THE ADOPTION OF THE NEW EDMUND PLAN 2018, AS I UNDERSTAND IT, THEY, UH, THOSE APPLICATIONS TO AMEND THE COMPREHENSIVE PLAN WOULD RUN ALONG IN TANDEM WITH THE REZONING APPLICATION.

AND YOUR NEW PROCESS, AS I UNDERSTAND IT, IS NOW THE APPLICANT MUST FIRST, UH, MAKE APPLICATION FOR THE PLAN AMENDMENT AND THEN THE REZONING APPLICATION WOULD TRAIL AFTER THAT.

SO THERE ACTUALLY IS NOW, AS MR. BOX REFERENCED A P U D APPLICATION THAT IS PENDING THAT WILL COME BEFORE THE PLANNING COMMISSION ON DECEMBER 6TH.

SO WE'VE, WE'VE ALREADY INITIATED THE DISCUSSIONS WITH THE APPLICANT ABOUT THAT.

UH, P U D, UM, THE PLAN STATES THAT IF YOU'RE GOING TO AMEND THE COMPREHENSIVE PLAN, IT SUGGESTS THAT YOU LOOK AT THE GOALS OF THE PLAN AS YOU'RE CONSIDERING A POSSIBLE AMENDMENT.

AND WE WOULD LIKE TO JUST SHARE WITH YOU SOME OF THE GOALS THAT ARE SET FORTH IN THE COMPREHENSIVE PLAN THAT TO US SUGGEST A LESS INTENSE CATEGORIZATION WOULD BE APPROPRIATE FOR THIS PROPERTY.

UH, AND THEY ARE THE G U ZERO SIX FROM THE PLAN.

EDMUND WILL CLEARLY DEFINE THOSE CHARACTERISTICS ASSOCIATED WITH A VERBAL DEVELOPMENT PATTERN IN LIFESTYLE AND WILL TAKE ACTIONS TO PROTECT THEM FROM DEGRADATION G L U ZERO TWO.

FROM THE PLAN.

EDMUND WILL HAVE A VARIETY OF HOUSING TYPES AND DENSITIES THAT MEET THE NEEDS OF ALL MEMBERS OF OUR COMMUNITY, ENSURE COMPATIBILITY WITH NEARBY STRUCTURES AND CONTINUOUSLY IMPROVE THE QUALITY OF NEIGHBORHOODS.

UH, THE, THAT WOULD BE, UH, THE S TWO SUBURBAN CATEGORY DOES CONTEMPLATE COMMERCIAL USES, BUT IT CONSID, IT CONTEMPLATES THEM AT A SMALLER SCALE WITH A LOWER IMPACT, WHICH IN OUR VIEW IS MORE APPROPRIATE WHERE IT IS DIRECTLY ADJACENT TO A RURAL RESIDENTIAL NEIGHBORHOOD AS AUGUSTA FARMS AND THEN SHILOH VALLEY ARE, WE PROVIDED YOU ALL WITH A COPY OF THE PROTEST PETITION THAT HAS BEEN SUBMITTED TO THE CITY, UH, THAT INCLUDES, UH, A TOTAL OF 58 SIGNATURES AND MOST OF THOSE CAME FROM THE, UH, AUGUSTA FARMS NEIGHBORHOOD.

UM, AND THEN ALSO FROM THE SHILOH VALLEY.

I KNOW MANY OF THE PEOPLE FROM SHILOH VALLEY ALSO WERE EXPRESSING THEIR CONCERNS.

SO IN OUR VIEW, UH, THE MORE APPROPRIATE STEP DOWN WOULD BE TO THE S TWO SUBURBAN, UH, NEIGHBORHOOD, WHICH IS WHAT YOU SEE HERE.

IT GOES FROM THE MIXED USE CAMPUS TO THE S SUBURBAN S TWO NEIGHBORHOOD.

WE THINK THAT WOULD BE A MORE APPROPRIATE STEP DOWN FOR THIS 15 ACRES THAT IS THE SUBJECT OF THIS APPLICATION.
