I THINK WE HAVE A, UH, MS. CHRISTIE PATTERSON WILL GIVE US THAT PRESENTATION OR COMMENTS.

GOOD EVENING EVERYONE.

UM, I'M JUST GONNA GIVE YOU A BRIEF UPDATE ON WHERE WE'RE AT WITH THE NORTH CARE PROJECT.

UM, AS YOU REMEMBER, NORTH CARE BOUGHT THEIR PROPERTY LOCATED AT KELLYANN 15TH, UM, OVER A YEAR AGO IN 2022.

UM, I WAS HERE SHORTLY AFTER THAT WITH, UM, A, UH, RECOMMENDATION FROM STAFF TO AWARD CARES FUNDING THAT WE WERE AWARDED FROM OKLAHOMA COMMERCE IN THE AMOUNT OF $450,000.

BEFORE I COULD ENCUMBER THAT MONEY, I HAD TO GO THROUGH A DESKTOP ENVIRONMENTAL REVIEW AND SEVERAL OTHER DOCUMENT REVIEWS BEFORE WE THEY WOULD EVEN GIVE THE OKAY TO MOVE FORWARD.

AND THAT'S WHERE WE'RE AT RIGHT NOW.

BUT TO GIVE YOU A LITTLE BIT OF A UPDATE OF WHERE THE PROJECT IS, UM, CAUSE I KNOW EVERYBODY'S ANTICIPATING IT GREATLY.

UM, NORTH KERRY HAS SELECTED TIMBERLAKE, UH, CONSTRUCTION FOR THE CONSTRUCTION MANAGEMENT, UH, MANAGER.

THEY HAVE COMPLETED ANOTHER NORTH CARE FACILITY IN GUTHRIE.

AND SO IT MADE SENSE JUST TO MOVE FORWARD WITH THEM FOR THIS PROJECT.

BID PACKAGES HAVE BEEN COMPLETED IN THE LATE, IN LATE 2022.

ADG IS THEIR ARCHITECT FOR THEIR DESIGN OF THE PROJECT AND BID PACKAGES, UM, WERE COMPLETED AND REVIEWED AT THE END OF LAST YEAR.

UM, THEY HAVE STARTED THE PERMIT PRO PROCESS WITH THE CITY OF EDMOND, AND THE BIDS HAVE GONE OUT TO THE TRADES AND ARE OPEN FOR ANOTHER 21 DAYS BEFORE THEY WILL BE AWARDED.

THE ESTIMATED CONSTRUCTION DATE OR RE REHABILITATION OF THE BUILDING IS MARCH OF 2023.

UM, THEIR ESTIMATED COMPLETION OF CONSTRUCTION WILL BE DECEMBER OF THIS YEAR, UM, WITH ESTIMATED OPENING SOON AFTER THEY GET WITH THE CERTIFICATE OF OCCUPANCY.

UM, BECAUSE OF NORTH CARE'S GRANT THAT THEY HAVE THAT, UM, TO, FOR OPERATIONS OF THE CENTER, THEY HAVE TO BE OPENED IN OPERATING BY THE END OF JANUARY.

SO THEY ARE LOOKING AND, UH, NEGOTIATING A TEMPORARY LOCATION HERE IN EDMOND TO GO AHEAD AND START, UM, THAT PROCESS AT THE END OF JANUARY.

UM, JUST A REMINDER, WE HAVE AWARDED ANO ANOTHER MORE OR $8 MILLION IN APER FUNDING TO HELP COMPLETE THAT PROJECT.

UM, THE INITIAL BIDS CAME BACK HIGHER THAN ANTICIPATED, ALMOST DOUBLE WHAT WE INITIALLY THOUGHT.

TOTAL CON TOTAL REHAB IS AROUND 1.5 MILLION.

SO THIS, UH, METAL THAT'S SHOWN UP ON THE TOP.

THIS WAS A ADDED, ADDED SOON AFTER CONSTRUCTION WAS STARTED TO ENCLOSES THE BUILDING.

UM, GOT SOME INTERIOR PHOTOGRAPHS HERE, WHAT IT CURRENTLY LOOKS LIKE.

UM, NOT BAD, BUT WHEN YOU REALIZE, YOU KNOW, WE SEE SOME DAYLIGHT COMING THROUGH, SOME SUNLIGHT COMING THROUGH.

IT'S A VERY, STILL VERY OPEN BUILDING, BUT THERE'S ALSO NO INSULATION.

SO IT'S, WE'RE, UH, SEE THAT THE EFFECTS OF IT BEING ENCLOSED SOME AND NO VENTILATION, NO BREEZE, THAT SORT OF THING.

UM, JUST NOT A GOOD SITUATION.

SO, UM, LET'S SEE.

I ALSO NOTICE SMALL THINGS LIKE SINKS ARE GREAT, BUT JUST THE WAY THE SOAPS ARE ARRANGED AND THE HAND DRYERS ARE ARRANGED, THINGS JUST DON'T FUNCTION.

IT DOESN'T PROVIDE THE GUEST EXPERIENCE THAT WE WOULD LIKE AT OUR COMPLEXES AT OUR FACILITIES.

UM, SO WHAT WE'VE ASKED, UH, CURRY TO DO AND WHAT'S PROPOSED FOR YOU THIS EVENING IS TO, UH, ONE OF THE LARGEST ITEMS TO INCREASE VENTILATION AND POTENTIALLY ADD AIR CONDITIONING TO THE, UH, RESTROOM CONCESSION STAND BUILDING.

SO ALL THE, UM, CEILING UP THE BUILDING AND, AND INSULATION THAT NEEDS TO GO ALONG WITH THAT TO DO IT PROPERLY.

ONE OF THE BIG THINGS ALSO ENCLOSES THE SEEDLING, UM, TO HELP CONTROL THAT ENVIRONMENT AND TO MINIMIZE OUR ENERGY INPUTS, UM, UPDATE OUR PLUMBING FIXTURES, UH, THROUGHOUT THE BUILDING.

UH, MAKE SOME OTHER JUST MODIFICATIONS TO IMPROVE THE OVERALL GUEST EXPERIENCE.

AND THEN TO REPAINT THE INTERIOR AND EXTERIOR METAL COMPONENTS THAT NEED REPAINTED.

SO THIS IS WHAT'S BEFORE YOU THIS EVENING, IS FOR US TO GO THROUGH THIS DESIGN PROJECT.

AS YOU KNOW, WE'VE, UH, WE NEED MANY IMPROVEMENTS TO THIS FACILITY.

WE KNOW THE BUILDING'S GONNA STAY THOUGH, REGARDLESS OF THOSE IMPROVEMENTS DUE TO THE INVESTMENT, THE RELATIVELY YOUNG LIFE OF THE BUILDING, IT'S GONNA STAY THERE.

SO WHATEVER ELSE HAPPENS OUT THERE, WE'LL WORK AROUND IT.

UM, AND HERE'S KIND OF WHAT'S, WHAT ELSE IS GOING ON AT THIS COMPLEX.

WE ARE GOING THROUGH A, UM, FEASIBILITY STUDY, OR WE'RE FIXING TO START THAT.

THIS WILL BE TO YOU IN THE VERY NEAR FUTURE TO, UH, AND IF THAT'S APPROVED, WE'LL PROCEED WITH THE FEASIBILITY STUDY.

THIS IS ONE OF THE COMPLEX.

WE'LL BE LOOKING AT HOW TO BEST MAXIMIZE THE USE OF THIS FACILITY AND HOW SHOULD IT BE SET UP AND PROGRAMMED.

UM, AND SO AT ONCE THAT'S COMPLETED, ONCE WE KNOW HOW MANY FIELDS WE NEED TO HAVE, WHAT TYPE OF FIELDS WE NEED TO HAVE, WE'LL GO THROUGH THE DESIGN PHASE OF THAT.

AND, UM, THEN HOPEFULLY LOOK FORWARD TO ADDITIONAL IMPROVEMENTS OUT HERE IN THE FUTURE.

SO WE'LL GET YOU AN UPDATED TIMELINE AS SOON AS WE KNOW SOME OF THAT PRELIMINARY INFORMATION, BUT I DON'T HAVE THAT RIGHT NOW FOR THE ACTUAL CONSTRUCTION.

AND OUR, OUR VENDOR, OUR CURRENT VENDOR IS GONNA BE INVOLVED IN THIS DESIGN PRO PROCESS, I ASSUME? YES.

AND, UM, WHEN BUSINESS OWNERS AND CITY LEADERS GOT TOGETHER AND WERE BRAINSTORMING ABOUT AN ART WALK STYLE EVENT FOR DOWNTOWN EDMOND, UM, WE KNEW THAT IT WAS RIGHT IN LINE WITH OUR MISSION OF PROVIDING ACCESS TO CREATIVITY, UM, AND TO THE ARTS, TO OUR COMMUNITY.

UM, AND SO PASSION IS WHAT WE RUN ON.

AND SO WE JUMPED AT THE OPPORTUNITY, UM, TO TAKE ON THIS PROJECT, AND WE HAVE LOVED DOING IT SINCE THEN.

UM, SO IN 2020 VIBES WAS DEVELOPED AND CARRIED OUT, UM, THE FIRST SE SEVEN MONTH SEASON IN 2021.

AND NOW WE'VE COMPLETED OUR SECOND SEASON OF FIRST THURSDAY EVENTS APRIL THROUGH OCTOBER.

AND I'M EXCITED TO SHARE A LITTLE BIT ABOUT THE IMPACTS AND GOOD VIBES THIS PAST SEASON BROUGHT TO OUR COMMUNITY.

SO IF YOU GO BACK TO THAT MAYBE SECOND SLIDE, UM, EDMOND FINE ARTS IS BIG FANS OF THE IDEA THAT NUMBERS TELL ALL, AND IN THE CASE OF VIBES, THAT COULD NOT BE MORE TRUE FOR JUST A SECOND SEASON EVENT SERIES PARTICIPATION ECONOMIC NUMBERS INCREASED EXPONENTIALLY AND ALMOST DOUBLED IN MANY INSTANCES.

YOU CAN SEE A FEW OF OUR FAVORITE STATISTICS UP ON THE SCREEN, BUT ALLOW ME TO SHARE A FEW MORE IN DEPTH AS WELL.

SO FOR VISUAL ARTISTS IN 2022, WE HAD 85 VISUAL ARTISTS APPLY TO PARTICIPATE IN 74 OF THOSE WERE ACCEPTED AND DID PARTICIPATE EACH MONTH, AVERAGE MORE THAN 45 VISUAL ARTISTS AT VIBES, THEY WERE PARTNERED WITH VISUAL WITH THE DOWNTOWN BUSINESSES AND SET UP THROUGHOUT THE 15 BLOCKS OF DOWNTOWN.

THAT VIBES ENCOMPASSES BASED ON SURVEY RESPONSES FROM THESE ARTISTS.

IT'S ESTIMATED THAT THEY AVERAGED $350 IN SALES.

EACH VIBE THEY PARTICIPATED IN THAT AMOUNT IS UP FROM JUST JUST $200 IN 2021.

AND IN TOTAL VIBES, VISUAL ARTISTS EARNED MORE THAN $93,000 IN SALES OVER THE SEVEN MONTHS.

AS ALWAYS, ARTISTS KEEP 100% OF THEIR SALES AND

UNIQUE TO VIBES.

WE DO NOT COLLECT ANY COMMISSION FROM THOSE ARTISTS FOR PERFORMING ARTISTS.

WE HAD 43 APPLY AND 40 WERE ACCEPTED AND DID PARTICIPATE IN EACH MONTH AVERAGE 13 PERFORMING ARTISTS THAT WERE PARTICIPATING EITHER OUTDOORS, UM, OR IN DOWNTOWN BUSINESSES AS WELL.

IN TOTAL, ALMOST $28,000 WAS PAID TO PERFORMING ARTISTS DURING THE VIBE SEASON.

IN OUR DOWNTOWN BUSINESSES THAT PARTICIPATED.

THERE WERE 46 TOTAL THROUGHOUT THE SEASON.

AND THEY SAY THAT HAVING VIBES EVENTS EACH MONTH OF THOSE SEVEN MONTHS IS LIKE ADDING A ADDITIONAL THIRD ADDITIONAL SATURDAY TO THEIR MONTH, UM, BASICALLY ADDING A FIFTH SATURDAY, WHICH EXPONENTIALLY INCREASES THEIR SALES.

UM, THEY SAID THINGS LIKE VIBES IS WHAT MAKES OUR BUSINESS AND WE LOVE THIS EVENT.

AND THE GOAL OF VIBES USING ITS PLACEMAKING STRATEGY, POSITIONING, VISUAL AND PERFORMING ARTISTS AND SPECIAL FEATURES THROUGHOUT DOWNTOWN EDMOND, UM, DID HELP DRIVE ADDITIONAL AND NEW TRAFFIC TO OUR ALREADY EXISTING BUSINESSES, WHICH YOU GUYS KNOW WE DON'T BRING IN ADDITIONAL, UM, OUTSIDE VENDORS OR FOOD TRUCKS.

THAT WAY WE ENSURE THAT EVERY DOLLAR IS SPENT AT ONE OF OUR LOCAL BUSINESSES.

IN TOTAL VIBES GENERATED OVER $78,000 EACH MONTH FOR OUR DOWNTOWN BUSINESSES IN THE EVENT SEASON, HAD AN ECONOMIC IMPACT OF MORE THAN HALF A MILLION DOLLARS FOR THE CITY OF EDMOND.

SO, JUST AS A REMINDER, WE'VE COMPLETED TWO PHASES OF WORK HERE IN EDMOND.

UM, FIRST WAS PHASE ONE, A MENTAL HEALTH SYSTEM ASSESSMENT, UM, GUIDED BY THE EDMONDS COMMUNITY MENTAL HEALTH WORK GROUP, AND OVER 50 STAKEHOLDERS FROM THE COMMUNITY, FROM SCHOOLS, FROM FAITH, FROM PEOPLE WITH LIVED EXPERIENCE, FAMILY MEMBERS, UM, MENTAL HEALTH PROVIDERS AND HOSPITAL SYSTEMS THAT COULD GO ON AND ON OF PARTNERS THAT HELPED THE COMMUNITY IN THIS PHASE REALLY ASSESS, UH, THE STATUS OF MENTAL HEALTH IN EDMOND AND WHAT IS NEEDED GOING FORWARD.

HEALTHY MINDS CONDUCTED FOCUS GROUPS, STAKEHOLDER INTERVIEWS, AND COMPLETED A SIGNIFICANT AMOUNT OF DATA ANALYSIS, UH, TO GET TO SOME KEY FINDINGS IN THIS REPORT.

UM, PHASE TWO, WE WORKED WITH MANY STAKEHOLDERS TO THEN, UM, FINALIZE A REPORT FOR YOU, UH, WHICH

AS, AS YOU HEARD, THERE WERE DOZENS OF VARIOUS RECOMMENDATIONS FOR THE COMMUNITY TO ACT UPON, BUT OVERALL, WE FOUND THAT IN EDMOND ACCESS TO BEHAVIORAL HEALTH SERVICES, UM, DOES STILL HAVE MULTIPLE BARRIERS, ESPECIALLY FOR CERTAIN POPULATIONS SUCH AS YOUNG PEOPLE, CHILDREN, AND THEIR FAMILIES.

UH, SOME OF THESE BARRIERS INCLUDE A LACK OF AVAILABILITY OF A FULL ARRAY OF, UM, LOCAL SERVICE PROVIDERS, WHICH, UM, WE ARE VERY PLEASED TO NOW HAVE NORTH CARE AS AN INTIMATE PARTNER IN EDMOND, PROVIDING A LARGE ARRAY OF MENTAL HEALTH SERVICES AND ARE VERY EXCITED AS PART OF THIS NEXT PHASE TO SUPPORT NORTH CARE IN BUILDING OUT THAT CONTINUUM OF SERVICES IN THE COMMUNITY.

ANOTHER KEY FINDING, UH, WAS SPECIFIC TO CHILDREN AND YOUTH WITH BEHAVIORAL HEALTH CONDITIONS IN EDMOND WHO ARE ESPECIALLY VULNERABLE TO BARRIERS TO ACCESS AND ALSO STIGMA.

UM, A MAJOR THEME THROUGHOUT THE REPORT WAS THE NEED TO WORK WITH THE COMMUNITY AND EDUCATE, UH, DIFFERENT ORGANIZATIONS AND COMMUNITY RESIDENTS ABOUT MENTAL HEALTH AND HOW THEY CAN SUPPORT ONE ANOTHER AND SUPPORT THIS PLAN GOING FORWARD.

UM, JUST TO HIGHLIGHT, WE WON'T SPEND A LOT OF TIME HERE, BUT AS A REMINDER, AND THE REPORT IS PART OF THE DATA ANALYSIS.

UM, WE ACTUALLY SAW THAT IN ANY GIVEN YEAR, IT'S ESTIMATED THAT MORE THAN 10,000 ADULTS IN EDMOND ARE LIVING WITH A SERIOUS MENTAL ILLNESS AND OR A SUBSTANCE USE DISORDER.

AND WHEN WE SPEAK ABOUT CHILDREN, AND WE KNOW ABOUT 10% OF CHILDREN IN EDMOND HAVE SERIOUS EMOTIONAL DISTURBANCE.

UM, AND IN THIS CASE, THESE ARE OUR RESIDENTS AND OUR COMMUNITY MEMBERS AND OUR FAMILIES, AND OUR AND OUR FRIENDS WHO ARE SUFFERING WITH SOME OF THE MOST COMPLEX, UH, MENTAL HEALTH CHALLENGES AND THEREFORE NEED ACCESS TO A LARGE ARRAY OF SERVICES.

SO SOME OF THE KEY RECOMMENDATIONS IN THE REPORT WAS TO EDUCATE THE BROADER COMMUNITY ABOUT THE STRATEGIC PLAN AND TO ENGAGE THEM IN SUPPORTING IMPLEMENTATION.

WE WANNA HELP REALLY SUPPORT THE SUCCESSFUL C C B H C MODEL THAT NORTH CARE IS BRINGING TO EDMOND.

IT'S A FANTASTIC ASSET AS A RESULT OF A LOT OF WORK, UH, WRITING GRANTS, TRYING TO GET FUNDING INTO THE COMMUNITY AND NORTH CARE AND THE CITY'S LEADERSHIP TO BRING THIS SERVICE TO EDMOND.

UH, WE WANNA MAKE SURE THAT, UH, THIS IS IMPLEMENTED WELL AND THAT THE SYSTEMS WORKED AS THEY'RE DESIGNED FOR THE COMMUNITY.

ALSO, COMMUNITY CRISIS COORDINATION.

EDMUND HAS WONDERFUL RESOURCES, UH, WHEN IT COMES TO RESPONDING TO MENTAL HEALTH CRISIS.

UM, IN MANY COMMUNITIES, INCLUDING EDMUND, IT'S IMPORTANT THAT ALL OF THOSE SERVICES ARE WELL COORDINATED, THAT ALL THE RIGHT AGREEMENTS ARE IN PLACE, AND THAT PEOPLE WHO ARE EXPERIENCING MENTAL HEALTH CRISIS GET WHAT THEY NEED, UM, AS QUICKLY AS POSSIBLE.

UM, EXPAND THE CAPACITY OF LOCAL PROVIDERS FOR PREVENTION AND INCREASE STUDENT ACCESS TO MENTAL HEALTH SERVICES IN SCHOOLS HERE IN EDMOND.

SO FOR OUR PHASE THREE, WHAT WE'LL DO IS QUICKLY WORK, WORK TOWARDS GETTING A TEAMING STRUCTURE IN PLACE, SOME SORT OF GOVERNANCE STRUCTURE TO MAKE SURE THAT ALL OF THE KEY FINDINGS IN THE PLAN ARE ACTIVATED AND ALL THE RIGHT PARTNERS ARE AROUND THE TABLE.

UM, NUMBER TWO, WE'LL ALSO BE PRIORITIZING ALL OF THOSE ACTION ITEMS THAT WERE IN THE PLAN.

UM, WE NEED TO MAKE SURE THAT WE START WITH OUR MOST READY PIECES OF THE PLAN, WHICH INCLUDE MAKING SURE THAT YOUR NEW, UH, CCBHC SYSTEM GETS UP AND GOING WELL, AND YOUR CRISIS SERVICES BEGIN TO ROLL WELL WITH NORTH CARE.

UH, THE FACILITY HAS BEEN CLOSED FOR, FOR A NUMBER OF MONTHS AND HAS BEEN GOING UNDERGOING, UH, RENOVATION AND, UH, REPAIR WORK.

UH, OUR STAFF CONTINUES TO MONITOR THE SITE.

UH, THERE HAVE BEEN NO ISSUES WITH REGARD THROUGH OUR POLICE DEPARTMENT.

UH, THE FIRE DEPARTMENT, UH, CONTINUES TO, UH, CHECK ON A, THE FACILITY ON A PERIODIC BASIS, I BELIEVE OVER THE HOLIDAYS THERE, DURING THE VERY COLD WEATHER THAT WE HAD, THERE WAS A BROKEN PIPE, UH, ON THE THIRD FLOOR, WHICH CAUSED SOME, UH, WATER PROBLEMS THERE FOR A WHILE.

SO, UH, THEY'RE CONTINUING TO MAKE GOOD PROGRESS.

UH, WE'VE VISITED WITH 'EM AGAIN TODAY.

SO THE DEVELOPMENT WILL FEATURE A MIX OF HOUSING STYLES AND SIZES.

AND SO YOU'LL SEE AN EXAMPLE OF THIS RIGHT HERE.

SO EIGHT OF THESE HOMES WILL LOOK LIKE THIS EXAMPLE, A 2000 SQUARE FOOT UNIT WITH TWO BEDROOMS AND TWO BATHS AND TUCK UNDER GARAGES, WHICH YOU CAN SEE RIGHT THERE.

SO AGAIN, THAT'LL BE EIGHT OF THOSE JUST TO GIVE YOU A LOOK AND FEEL ABOUT WHAT THIS WOULD BE.

UM, AND THEN FOUR OF THE HOMES WILL LOOK LIKE THIS, WHICH ARE NEARLY 1500 SQUARE FEET WITH THREE BEDROOMS AND TWO AND A HALF BATHS.

AND THEN THEY WILL HAVE ATTACHED GARAGES.

SO, UM, THROUGH THE DESIGN YOU CAN CREATE A SENSE OF A GREAT SENSE OF COMMUNITY IN PLACE.

AND SO WITH THE, THROUGHOUT THIS DEVELOPMENT, WHAT YOU SEE IS, UH, HEAVILY LANDSCAPED AREAS AND LOTS OF COMMON AREAS THROUGHOUT THE DEVELOPMENT.

AGAIN, IT'S, UH, BETWEEN EIGHTH AND NINTH AND WHITTLER AND BOULEVARD 23 COTTAGE STYLE HOMES.

SO JUST A LITTLE BIT ABOUT THE AGREEMENT BACKGROUND.

SO, UM, IN FEBRUARY OF 2022, THE DEVELOPMENT AGREEMENT WAS APPROVED, UH, BY THIS BODY FOR THIS PROJECT.

DETAILS OF THE AGREEMENT ARE AS FOLLOWS.

SO THE DEVELOPER PAYS THE FULL COST TO BUILD THE 23 SINGLE FAMILY COTTAGE STYLE HOMES.

AND THEN AFTER THAT OCCURS, THE CITY WILL REIMBURSE THE DEVELOPER A PORTION OF THE INFRASTRUCTURE COST FOR THE INCREASE IN PROPERTY TAX IN THE PROJECT AREA.

SO AT THAT TIME, WHICH IS ABOUT A YEAR AGO NOW, UH, THE TOTAL PROJECT COST WAS ANTICIPATED TO BE 14 MILLION.

AND THEN THE MAXIMUM CITY REIMBURSEMENT FOR THE PROJECT WAS $900,000 THIS EVENING, BRINGING BACK THE SAME STRUCTURE OF THAT AGREEMENT.

BUT NOW THE TOTAL PROJECT COST IS $16 MILLION AND THE MAXIMUM CITY REIMBURSEMENT IS $1.65 MILLION.

SO MORE ON THAT ON THE UPCOMING SLIDES.

AND THEN JUST A LITTLE BIT MORE ON THE AGREEMENT BACKGROUND.

SO WHY THE AMENDMENT? UM, AS LOTS OF BUSINESSES AND, AND OUR PERSONAL LIVES WE'RE DEALING WITH RIGHT NOW, THE HIGHER COST DUE TO INFLATION.

BUT WHAT THAT MEANS IS THE HIGHER THE PROJECT COSTS MEANS THE HIGHER THE ASSESSED VALUE WHEN THE HOMES ACTUALLY GET DONE, WHICH MEANS THERE'S HIGHER TIFF REVENUE FOR THE PROJECT WHEN IT ACTUALLY DOES GET COMPLETED.

AND TO TALK A LITTLE BIT ABOUT THE PROJECT DELAYS, THE CITY HAS HAD A SEWER PROJECT ON NINTH STREET THAT, THAT IS NOW WRAPPING UP OR IS COMPLETE.

I KNOW IT'S VERY CLOSE TO BEING COMPLETE.

I'LL LET OUR INTERIM CITY ENGINEER CORRECT ME IF I'M WRONG ON THAT.

SO, UH, TO ANSWER THE QUESTION, WHY INCENT AND SORT OF WHAT THE, UH, MECHANISMS OF THAT WILL LOOK LIKE? SO, UH, THIS PROJECT IS WITHIN THE DOWNTOWN TIFF AND IN THE ADOPTED TIFF POLICY GUIDE, ONE OF THE GOALS OF THE TIFF IN DOWNTOWN IS FOR NEW RESIDENTIAL LIVING UNITS AND FOR THOSE TO BE HIGH DENSITY DEVELOPMENT FOR DOWNTOWN.

UM, SO A LITTLE HOW THE AGREEMENT IS STRUCTURED.

SO, UM, IT'S ANTICIPATED THAT ONCE THESE 23 HOMES GET BUILT, THEY WILL GENERATE AN ADDITIONAL, UH, 2.7 MILLION AVAILABLE OVER THE LIFE OF THE TIFF.

AND WHAT THIS SAYS IS THE CITY IS WILLING TO REIMBURSE THE DEVELOPER UP TO 1.65 MILLION.

AND HOW WE ARRIVED AT THAT COST IS WORKING WITH THE DEVELOPER AND THEN PRICING THE INFRASTRUCTURE IMPROVEMENTS.

AND WHAT THOSE IMPROVEMENTS WILL BE IS PRIMARILY PAVING, SO PAVING, THINK ALLEY AND STREET SCAPE, AS WELL AS STREET LIGHTING, LANDSCAPING, AND THEN, UM, WATER SEWER AND STORM WATER.

SO HOW THE UH, AGREEMENT IS STRUCTURED IS THE FASTER THE HOME GET GETS BUILT, THEN THE FASTER THE DEVELOPER GETS REIMBURSED.

SO FOR YEARS ONE THROUGH 10, 90% OF THE MONEY THAT'S GENERATED OFF THE PROJECT WILL THEN BE GIVEN BACK TO THE DEVELOPER.

AND THEN YEARS 11 ON 75% OF THAT WILL BE BE GENERATED.

AND IT'S ANTICIPATED THAT, UM, AFTER 13 YEARS, THE MAXIMUM REIMBURSEMENT WILL BE REACHED.

AND THAT'S ALL I HAVE.

SO AGAIN, VER THE, THE STRUCTURE OF THE DEAL IS EXACTLY THE SAME AS IT WAS ALMOST A YEAR AGO WHEN THIS COUNCIL APPROVED IT.

THE ONLY THING THAT'S CHANGED THAT THE PROJECT HASN'T GOT STARTED, AND BECAUSE OF THAT, THE COST HAVE GONE UP FOR THE PROJECT, WHAT THAT ALSO MEANS IS THAT THERE'S MORE MONEY WILL BE GENERATED ONCE THESE HOMES ARE COMPLETED AND HIT THE TAX ROLL.

SO, HAPPY TO ANSWER ANY QUESTIONS.

UH, RESIDENTIAL IS TO THE SOUTH AND WEST AND UNDEVELOPED PROPERTY DIRECTLY EAST THAT IS PROJECTED AS MIXED USE IN THE FUTURE.

UH, THE P U D IS ONE TRACT AND CITES THE E ONE

RETAIL GENERAL COMMERCIAL AS THE BASE DISTRICT STANDARDS FOR THE SITE.

AND LIMB AND LIMITS WERE PUT ON WHERE CERTAIN USES CAN BE LOCATED ON THE SITE.

FOR EXAMPLE, DRIVE-THROUGHS ARE LIMITED TO THE NORTH 200 FEET OF THE SITE.

UH, CONVENIENT STORE AND FUEL SALES ARE, UH, LIMITED TO THE HARD CORNER OF SUN AND COVE IN A 300 BY 300 FOOT AREA.

IN ADDITION, THE P U D LIMITS BUSINESS HOURS FOR COMMERCIAL TENANTS ABUTTING THE SOUTH PROPERTY LINE, UH, TO OPERATIONS, UH, NOT OPERATING BETWEEN 5:00 AM AND 11:00 PM SORRY, THAT'S AMENDED.

WELL, I THINK IT'S A FAR CRY FROM THAT NOW.

UM, MULTIPLE CONCESSIONS HAVE BEEN MADE.

UH, I THINK IT'S IMPORTANT TO START AT THE FACT THAT WE, WE AGREED TO MEET THE SENSITIVE BORDER STANDARD UPFRONT.

UH, AND SINCE THAT TIME, WE HAVE ADDED ADDITIONAL ITEMS INTO THE P D THAT NOW EXCEEDS WHAT THE SENSITIVE BORDER STANDARD WOULD REQUIRE.

UH, IN ADDITION, UH, WE HAVE AGREED TO, TO SEVERAL THINGS THE NEIGHBORS ASKED FOR.

WE'VE AGREED TO THAT.

UH, WE AGREED TO A 30 FOOT BUFFER ON THE SOUTH, AND AS OF PLANNING COMMISSION, WE AGREED TO THE 30 FOOT BUFFER ON THE WEST AS WELL, UH, WITH THE CAVEAT THAT DETENTION CAN BE PLACED THERE.

AND OF COURSE, AS STAFF MENTIONED, WE, WE HAVE THAT DRIVE THAT'S BEEN LOCATED AT THE SAME PLACE SINCE OUR VERY FIRST SITE PLAN.

THE DRIVE IS LOCATED THERE FOR A COUPLE REASONS.

ONE, AS STAFF POINTED OUT, IT MEETS YOUR DRIVEWAY SEPARATION REQUIREMENTS, WHICH IS A TRAFFIC SAFETY MATTER, AND ADDITIONALLY, IT IS ACROSS FROM ANOTHER DRIVE THAT EXISTS.

AND AS TRAFFIC MANAGEMENT DICTATES, YOU WANT TO ALIGN THOSE DRIVES FOR, TO REDUCE THE POINTS OF CONFLICT, UM, WE FURTHER LIMITED THE, THE USE OF A CONVENIENCE STORE AT THAT NORTHEAST CORNER.

UM, TRY TO NEGOTIATE USES, TRY TO NEGOTIATE, UM, WHERE CERTAIN THINGS COULD HAPPEN WITHIN THE, THE SITE.

WE ARE NOT IN THE I 35 CORRIDOR, BUT, UH, SEEING THAT THOSE TYPES OF STANDARDS REQUIRE CERTAIN LEVEL OF DESIGN AND AESTHETICS, WE AGREED TO ADHERE TO BOTH THE ARCHITECTURAL REQUIREMENTS AND THE LANDSCAPING REQUIREMENTS.

UM, ALL OF THE CHANGES THAT HAVE BEEN GOING ON DIDN'T STOP IN, IN FACT, THIS MORNING.

IN CONVERSATIONS WITH, UH, COUNCILMAN MOORE, UM, WE HAVE AGREED THAT THE, THE DELTA AND POINTS BETWEEN THE BASE ZONING, DISTRICT LANDSCAPING REQUIREMENTS AND THE I 35 HEIGHTENED LANDSCAPING REQUIREMENTS, THO THOSE ADDITIONAL POINTS WILL BE LOCATED ON THE SOUTH AND WESTERN PORTION OF, UH, THE P U D

SO THAT WE'RE ADDING EVEN MORE, UM, BUFFERING AND LANDSCAPING WHERE OUR USE IS ADJACENT TO, UH, THE SINGLE FAMILY RESIDENTIAL.

THIS IS AN AREA OF EDMOND OBVIOUSLY THAT'S UNDERGONE A LOT OF CHANGE, A LOT OF PUBLIC INVESTMENT IN BOTH STREET AND INFRASTRUCTURE.

UH, AND WE THINK THAT THIS DEVELOPMENT IS EXACTLY WHAT THE CITY HAD IN MIND WHEN THEY DEDICATED THOSE PUBLIC DOLLARS TO, UH, THIS AREA.

SO, UH, WITH THAT, I'D BE HAPPY TO ANSWER ANY QUESTIONS, BUT I THINK WE'VE COME A LONG WAY FROM WHERE THIS PUD WAS WHEN WE FILED IT AND NOW HAVE A P U D THAT HAS, UH, A WHOLE BUNCH OF RESTRICTIONS THAT, OF COURSE, WILL MAKE THIS EVEN MORE COMPATIBLE THAN IT WAS, BUT ALSO STILL ALLOW THE DEVELOPER TO, TO BRING FORWARD TO THE CITY, UH, A DEVELOPMENT THAT'S COMPATIBLE, BUT ALSO A DEVELOPMENT THAT WILL BE SOMETHING THAT THE CITY WILL ENJOY AND THE RESIDENTS WILL USE AND GENERATE SALES TAX.

WE WOULD LIKE TO ASK THAT, UM, 45% OF THE I 35 CORRIDOR REQUIRED LANDSCAPING B TREES WITHIN THAT 30 FOOT LANDSCAPE BUFFER ALONG THE SOUTH AND WEST BOUNDARY WITH THE NEIGHBORHOOD WITH A MINIMUM OF 20 LIVE TREE UNITS FOR EVERY 250 SQUARE FEET OF REQUIRED LANDSCAPED BUFFER AREA.

NOW, THOSE ARE SPECIFIC, SPECIFIC TERMS THAT COME FROM THE I 35 CORRIDOR REQUIREMENTS, BUT THAT'S WHAT OUR OBJECTIVE IS.

WE'D LIKE TO GET THE MAXIMUM AMOUNT OF TREES PROVIDED FOR WITHIN THE BUFFER SO THAT WE GET THE, UH, THE SCREEN THAT WE THINK IS NEEDED AND APPROPRIATE.

UM, BUT THEY DID, UM, INCLUDE AN EXCEPTION, UH, THAT THE, THEY WOULD BE ABLE TO PROVIDE DETENTION WITH THE, WITHIN THAT AREA, WHICH WE'RE OKAY WITH.

BUT WE, THEY SINCE THEN, SINCE THE PLANNING COMMISSION MEETING, THEY'VE SUBMITTED LANGUAGE, A REVISED LANGUAGE THAT WOULD ALLOW THIS ACCESS DRIVE TO ENCROACH INTO THAT LANDSCAPE BUFFER.

AND SO WE WOULD LIKE THAT NOT TO BE THE CASE.

THERE IS LANGUAGE IN THE P U D THAT SAYS THAT THE OPERATING HOURS FOR COMMERCIAL TENANTS THAT ARE ABUTTING THE SOUTH BOUNDARY WOULD BE LIMITED TO 5:00 AM TO 11:00 PM THERE'S NO SIMILAR REQUIREMENT FOR THE WEST BOUNDARY, EVEN THOUGH WE'VE GOT A HOME RIGHT HERE.

SO WE WOULD LIKE THAT SAME REQUIREMENT APPLY TO THE WEST BOUNDARY FOR THE COMMERCIAL TENANTS THAT ARE ABUTTING THE WEST BOUNDARY, THAT THEIR OPERATING HOURS WOULD ALSO BE LIMITED TO BETWEEN 5:00 AM AND 11:00 PM.

SO THOSE ARE THE ITEMS THAT WE, UM, WE ARE REQUESTING THE COUNCIL REQUIRE BE INCLUDED AS PART OF THIS P U D.

SO, UH, OUR POINT IS THAT WE WOULD LIKE TO NOT HAVE AN ACCESS POINT DIRECTLY UP AGAINST THE RESIDENTIAL PROPERTY ALONG THAT WESTERN BOUNDARY.

AND WE BELIEVE THAT IT'S APPROPRIATE THAT THERE BE A, UH, 30 FOOT BUFFER.

NOW, THE APPLICANT IN THEIR LANGUAGE THAT THEY SUBMITTED AFTER THE PLANNING COMMISSION, THEY MADE REFERENCE TO, WELL, THEY WOULD BEGIN A TURN TO THE EAST AFTER IT COMES IN, BUT IT, THE LANGUAGE IS SO VAGUE THAT YOU REALLY, IT'S REALLY WOULD BE UNENFORCEABLE.

THEY, THEY'RE NOT SPECIFIC ABOUT HOW THAT WOULD BE DONE OR, UH, AND THE, AND EVEN THE CONCEPTUAL PLAN THAT THEY MAKE REFERENCE TO IS, IS JUST THAT IT'S A CONCEPTUAL PLAN.

THERE IS A VARIANCE TO THE PARKING AND DRIES BEING ON A SEALED SURFACE INSTEAD UTILIZING THE EXISTING GRAVEL DRIVE AND PARKING AREAS.

UH, THE APPLICANT HAS PROVIDED AN ENGINEER'S REPORT STATING THAT THE DRIVE MEETS THE FIRE CODE STANDARDS FOR ACCESS AND THAT THE APPLICANT WILL BE, UH, PAVING THE HANDICAP PARKING AREAS FOR ACCESS AS WELL.

UH, THE PROJECT RECEIVED APPROVAL, UM, OF A VARIANCE FROM THE STORMWATER ADVISORY BOARD FOR THE CONSTRUCTION OF THE CULVERTS UNDER THE DRIVE.

IS THIS AN EXAMPLE OF SOMETHING THAT, THAT EVEN THE PARKING ITSELF THAT COULD COME OUT OF THAT EXERCISE? YEAH.

SO HOW WOULD WE ENSURE THAT OUR FIRE DEPARTMENT, UM, AND OUR ENGINEERS, I MEAN WE CAN'T, IT'S NOT LIKE WE CAN OR CAN WE IMPROVE THIS BASED ON WHAT THE APPLICANTS ENGINEERS HAVE, HAVE PROVIDED US, UH, WITHOUT SOME ASSURANCE FROM OUR FIRE DEPARTMENT AND OUR ENGINEERS THAT IT'S APPROPRIATE.

CAN WE DO THAT? IS THAT, CAN, CAN I ADD ONE THING TO THAT TOO? THAT ALWAYS GETS ME, WHAT, WHAT, UH, WHAT METHODS DO WE HAVE IN PLACE THAT IF AT SOME POINT IT'S NOT, AND THIS COULD BE THE SAME CASE WITH A, WITH A PRIVATE ROAD OR PAVED ROAD TOO, BUT IF IT'S OUT OF, IF IT'S OUT OF STANDARD OR NOT SAFE OR, AND I WE'RE PROBABLY THINKING BIG POTHOLES, THINGS LIKE THAT.

IF I READ THE MEMO CORRECTLY, I BELIEVE THE STAFF IS SUPPORTING THE VARIANCE REQUESTS.

UM, THIS USED TO BE PRIOR TO WHAT'S OUT THERE NOW, IT'S KIND OF AN EMBANKMENT WITH, UH, FIVE 40 INCH INCH PIPES GOING UNDERNEATH THERE.

PREVIOUSLY IT WAS JUST AN AT GRADE, IT WAS A LOW AT GRADE WATER CROSSING AND THAT'S WHAT THEY'VE USED SINCE THE 1980S.

UH, SO THE, THE STRUCTURE THAT'S OUT THERE NOW HAS ONLY BEEN THERE FOR THE LAST, I DON'T KNOW, PROBABLY AROUND NEXT LAST FOUR YEARS.

AND THAT WAS DONE KIND OF WHAT TOM WAS TALKING ABOUT, THE DEVELOPER THAT WENT OUT THERE AND PUT IT IN THERE PRIOR TO APPROVAL.

UM, BUT TO KIND OF OFFSET THAT, WHAT WE ARE GOING TO DO IS PUT THOSE CONCRETE END SECTIONS ON BOTH SIDES, UH, THAT WAY IT KEEPS, APPLIES PIPES IN PLACE AND IT CAN, UM, HELP ALLEVIATE ANY KIND OF EROSION TO THE STREET ABOVE IT.

UM, I DO THE PAVEMENT DESIGN ON THAT.

I DO PRIMARILY MY AREA'S EXPERTISE IS TRANSPORTATION AND DO A LOT OF TURNPIKES ODOT TYPE WORK AND DIFFERENT THINGS LIKE THAT.

AND, UM, THESE GRAVEL PAVEMENTS ARE USED IN SEVERAL OTHER PLACES.

UH, THEY ARE LOW IMPACT DEVELOPMENTS.

THEY'RE VERY PERMANENT PAYMENT.

WE TRIED TO KEEP THE NATURAL LANDSCAPING WITH THE TREES AND EVERYTHING ELSE AS MUCH AS WE POSSIBLY COULD.

AND IT, IT, AND IT TURNED OUT PRETTY WELL CAUSE IT SAVED THEM, UH, SOME ADDITIONAL DOLLARS AND HAVE SOURCED CONSTRUCTION COSTS AS WELL.

UM, I'M TRYING TO THINK OF ANY OTHER STUFF HERE, BUT, UM, YOU KNOW, I, I THINK THAT'S PROBABLY ABOUT IT.

SO TO JUST KIND OF GO A LITTLE BIT DEEPER INTO, INTO WHAT WE'RE DISCUSSING WITH THIS TYPE OF CONDITION IN, WITH YOUR PROFESSIONAL EXPERIENCE, DOES IT, IT DOES REQUIRE JUST THIS, THIS TYPE OF ROAD STILL REQUIRES ONGOING MAINTENANCE, RIGHT? IT DOES.

AND YEAH, IT WOULD, AND I WOULD PROBABLY RECOMMEND, I MEAN, IT IS, THE GOOD THING IS SPINNING OUT THERE FOUR YEARS AND IT'S BEEN COMPACTED, UM, ADDING GRAVEL EVERY NOW AND THEN TO, IT WILL DO NOTHING BUT INCREASE IT TO THE, TO CAPACITY OF IT.

IT'S, IT'S VERY COMPACTED.

YOU PUT THE IN SECTIONS IN THERE, THE PIPES AREN'T GONNA GO ANYWHERE.

UM, RIGHT NOW THERE ARE, THERE IS NO INSECTION IN THERE RIGHT NOW.
