GENERAL CONSENT ITEMS. WE WILL HAVE A COUPLE OF SHORT PRESENTATIONS.

THE FIRST ONE IS ON THE APPROVAL OF TRANSFER OF APPROPRIATIONS FOR THE KINGSBURG GOLF COURSE PROJECT.

THERE IS A LATER, UH, UH, PURCHASE IN THERE, SO WE WANTED TO GO AHEAD AND GET THE CONCEPT OUT FIRST BEFORE WE WENT FURTHER.

GOOD EVENING, MAYOR CITY COUNCIL.

BRIAN SORENSON, DIRECTOR OF GOLF AT KICKING BERG GOLF.

I WANTED TO REVIEW WITH YOU A COUPLE OF ITEMS THAT ARE ON YOUR AGENDA THIS EVENING.

UM, AND THIS NECESSITATES THE CONSTRUCTION AND INSTALLATION OF A BOOSTER PUMP STATION FOR OUR NEW PROJECT UP AT KICKING BIRD.

UM, HAVE A LITTLE PRESENTATION HERE FOR YOU.

BRIEF PRESENTATION JUST TO GIVE YOU A LITTLE TIMELINE OF HOW WE ARE WHERE WE ARE TODAY.

DURING THE INSTALLATION OF OUR IRRIGATION SYSTEM AT THE CLUBHOUSE IN OCTOBER OF 2022, THE WATER PRESSURE, THE IRRIGATION CONTRACTOR, FOUND TO BE A LITTLE BIT LOW AND NOT ADEQUATE TO RUN THE SYSTEM.

IT WAS AT THAT TIME THAT WE CONTACTED THE CITY OF EDMOND WATER RESOURCES AND INSTALLED A DATA LOGGER ONTO OUR ONSITE FIRE HYDRANT.

AND IT WAS DURING THAT TIME THAT THE READING SHOWED AN AVERAGE OF 42 PSI, WHICH WAS LEAVING US FAR BELOW THE 52 PSI THAT WAS REQUIRED FOR OUR FIRE SUPPRESSION SYSTEM.

WE HAD ADDITIONAL FLOW TESTS TAKEN ON OCTOBER THE 19TH WITH RESULTS OF 48 PSI STATIC PRESSURE, 45 RESIDUAL, AND THEN IN NOVEMBER 21ST, 44 PSI STATIC AND 40 PSI RESIDUAL.

IN CONSULTATION WITH OUR MECHANICAL CONSULTANT, OUR FIRE SUPPRESSION CONTRACTOR AND OTHERS, IT WAS DETERMINED THERE WAS NOT ENOUGH PRESSURE TO RUN ALL SYSTEMS AND THERE WAS GOING TO BE A NEED FOR A BOOSTER PUMP STATION.

AND THAT WAS IDENTIFIED TO BE THE BEST POSSIBLE SOLUTION FOR WHERE WE WERE AT THAT TIME.

THIS ADDITIONAL WORK, UNFORTUNATELY, WE'RE DISAPPOINTED, IS GOING TO, UM, RESULT IN A LITTLE OF A DELAY IN THE OPENING OF OUR FACILITIES.

BUT ONCE A FIRM PI, UH, ONCE A FIRM PUMP STATION COMPLETION, TIME IS CONFIRMED AND WE'RE CONFIDENT THAT ALL TURF AREAS WILL BE GROWN IN APPROPRIATELY, THE CITY WILL ANNOUNCE THE GRAND OPENING OF THE KICKING BIRD COMPLEX.

MANY OF YOU I'VE PRESENTED BEFORE HAVE, I'VE SHARED A NARRATIVE THAT HAS SAID MARCH FOR BUILDINGS IN MAY FOR TURF.

WELL, NOW THE SILVER LINING WITH THIS IS WE WILL BE OPENING ALL FACILITIES AT ONCE.

AND SO THAT'S WHAT WE'RE GOING TO DO.

AND ONCE WE DO HAVE A FIRM DATE, WE WILL BE MAKING A PUBLIC ANNOUNCEMENT AT THAT TIME.

UM, I WILL WANNA MAKE AN ANNOUNCEMENT.

THERE HAVE BEEN A FEW EVENTS THAT I HAD ALREADY HAD SCHEDULED AND I HAVE INFORMED THOSE EVENTS THAT WE WILL BE UNABLE TO HOST THEM DURING THE MONTH OF MAY.

BUT I WILL TELL YOU I WANT TO THANK THEM OPENLY FOR THEIR COOPERATION WITH THIS.

YOU KNOW, AS WE'RE AS DISAPPOINTED AS THEY ARE, JUST TO BRING YOU UP TO SPEED ON THE TOTAL CONSTRUCTION PROJECT COST, UH, WE STARTED WITH THE INITIAL CLUBHOUSE PROJECT COST OF $13,478,500.

THE INITIAL KICKING BIRD GREENS AND IRRIGATION PROJECT WAS $4,498,933 53 CENTS.

WE HAD GREENS AND IRRIGATION CHANGE ORDERS OF 341,000 975 97.

THE CLUBHOUSE CHANGE ORDERS ONE THROUGH 10 OF $487,859 AND 5 CENTS.

AND THIS CHANGE ORDER FOR THE INSTALLATION OF CONSTRUCTION OF A NEW BOOSTER PUMP STATION IS $564,000, $931 AND 48 CENTS.

THIS WILL BRING TOTAL ACTUAL CONSTRUCTION COSTS FOR THE PROJECT AT $19,372,200 AND 3 CENTS TO DATE, WE HAVE APPROVED FUNDING OF 19,000,040 $40,843 AND 75 CENTS.

SO BASICALLY THE FUNDING THAT'S NEEDED, AND THAT'S WHAT WE'RE COMING TO YOU BEFORE RIGHT NOW, IS FOR THE TRANSFER OF FUNDS FROM THE CIP P FUND.

AND THIS IS ON THE CASH BASIS.

AND IT'LL BE $331,356 AND 28 CENTS TO BE ABLE TO PURCHASE THIS BOOSTER PUMP STATION, WHICH I'M SURE YOU ALL HAVE BEEN INFORMED, BUT THIS WILL BE NECESSARY FOR US TO GET OUR OCCUPANCY PERMIT, GET

OPEN AND GET GOING.

THE CONTRACTOR'S VERY WELL AWARE OF THE TIMING OF THIS AND THE IMPORTANCE OF GETTING THIS DONE.

AND UPON APPROVAL THIS EVENING, I'M LITERALLY TO CONTACT HIM RIGHT AWAY SO WE CAN GET EVERYTHING MOVING DOWN THE ROAD.

CAUSE WE REALLY DO NOT WANT TO MISS THE MAJORITY OF OUR GOLFING SEASON.

SO, UM, AND THE ITEM BEFORE YOU TONIGHT AGAIN, IS THE TRANSFER OF APPROPRIATIONS ON THIS ITEM AND THEN THE PURCHASE OF THE BOOSTER PUMP STATION.

ARE YOU ALLOWED TO TALK ABOUT YOUR RESTAURANT PARTNER YET? UH, I'M GONNA BE COMING BEFORE YOU ON THE 13TH OF FEBRUARY.

UH, WE ARE VERY CLOSE TO HAVING AN OFFICIAL AGREEMENT WITH THE MULE LLC AND WE'RE SUPER EXCITED.

I'VE BEEN TALKING TO THEM AND WE'RE ALREADY TALKING ABOUT NAMINGS AND THAT'S GOOD SUBJECT STUFF TO TALK ABOUT.

SO REALLY EXCITED TO HAVING THAT PARTNER IN PLACE.

I ASSUME THEY KNOW ABOUT THIS AND THEY ARE AWARE, HOPEFUL WE ARE OKAY WITH IT.

AND WE'VE HAD TO MAKE A SLIGHT ADJUSTMENT TO THEIR AGREEMENT BECAUSE OF THIS.

AND WE'VE CHANGED THE POTENTIAL OPENING DATES AND WE'VE TOLD THEM THE SAME THING.

THEY'RE AWARE THAT WE WILL CERTAINLY MAKE AN ANNOUNCEMENT ONCE WE HAVE A FIRM DATE.

AND THAT'S ONE THING I WANT TO GET ACROSS THIS EVENING AS WELL.

WE MUST MAKE SURE THAT THE DATE WE PUT OUT IN PUBLIC IS FIRM AND CONFIRMED, BECAUSE AGAIN, WE'RE BOOKING MANY EVENTS WELL OUT AND SO WE WANT TO MAKE SURE.

AND, UM, WE'RE ALSO FACING THE NEED OF SEVERAL OF THOSE NEED TO BE UPDATED AND MODIFICATIONS MADE TO THOSE.

UH, WE'VE REALIZED THAT THE NEEDS OF SPORT, UH, PARTICIPANTS HAS CHANGED OVER THE YEARS.

AND IF YOU'VE BEEN INVOLVED WITH, UH, YOUTH SPORTS SPECIFICALLY AT THE COMPETITIVE LEVEL OF PLAY, YOU MAY HAVE NOTICED THAT THE FACILITY DEMANDS ARE DIFFERENT AMONG, UM, THOSE SEEKING TOURNAMENT LEVEL PLAY AND THOSE INVOLVED IN OUR RECREATIONAL PROGRAMS. THIS PROJECT EMBRACES, UH, BOTH TOURNAMENT LEVEL PLAY AND WILL BE COMPLETED IN PARTNERSHIP WITH, UH, VISIT EDMOND AND PARKS AND RECREATION.

WE RECOGNIZE THE DUTY TO PROVIDE AFFORDABLE HIGH VALUE RECREATIONAL SPORTS FOR CASUAL PLAYERS, BUT WE ALSO VALUE THE ECONOMIC IMPACT IN, IN PLAYER DEVELOPMENT OPPORTUNITIES THAT COME WITH, UH, HAVING HIGH QUALITY, UH, TOURNAMENT LEVEL FACILITIES.

I'D LIKE TO INVITE OUR, UH, DIRECTOR OF TOURISM, JENNIFER SETON, TO COMMENT ABOUT WHAT THIS PROJECT MEANS TO VISIT EDMOND, WELCOME.

WE AT VISIT EDMOND ARE EXCITED TO PARTNER WITH PARKS AND RECREATION AND BECAUSE, UM, THE, UM, INFORMATION AT HAND IS GOING TO HELP US AS FAR AS ENTERTAINING OUR CURRENT CITIZENS WITH RECREATION AND ATTRACTING TOURNAMENTS.

SO WE THINK IT'S AN IMPORTANT BALANCE IN BOTH OUR VERY, UM, STRATEGIC EFFORTS THAT WE ARE GOING TO UNDERTAKE.

SO THIS PARTNER, UM, IS QUALIFIED IN WHAT WE HOPE HAPPENS AFTER THIS, UM, ASSESSMENT IS THAT WE WILL BE ABLE TO, UM, BALANCE THE RECREATION AND THE, UM, TOURNAMENT QUALITY OF OUR FACILITIES AS WELL AS, UM, HELP, THIS WILL HELP GUIDE OUR NEW CITY COUNCIL MEMBERS AND OUR NEW PARKS AND RECREATION LEADER TO MAKE INFORMED DECISIONS.

AND ONE THING THAT I'M REALLY PROUD OF IS WHEN WE PUT THIS OUT FOR BID, WE GOT SIX VERY QUALIFIED, UM, CANDIDATES.

WE WERE ABLE TO, UM, INTERVIEW THEM AND LOOK THROUGH THEM AND WE INCLUDED A MEMBER OF THE PARKS BOARD, CHRIS ANDERSON, AND A MEMBER OF THE TOURISM BOARD, DARREN KENT.

AND SO WE WANTED YOU TO KNOW THAT IT WASN'T JUST STAFF THAT WERE, THAT HELPED MAKE US MAKE THIS DECISION.

SO, UM, OVERALL WE FEEL LIKE THIS OUTSIDE OPINION IS GOING TO REALLY BRING VALUE AS THEY LOOK BIG PICTURE.

WE'RE GOING TO BE ABLE TO COMPARE OURSELVES TO OTHER CITIES AND MAKE INFORMED DECISIONS.

UM, A LITTLE BIT SPECIFIC ABOUT THE AGREEMENT, UM, WE'LL HAVE VICTOR EVALUATE SOME STRENGTH AND WEAKNESSES OF OUR FACILITIES TO BENCHMARK OUR OFFERINGS AGAINST THOSE OF SIMILAR COMMUNITIES TO IDENTIFY EVENT OPPORTUNITIES, BEST

PRACTICES AND MARKET OPPORTUNITIES THAT EXIST TO, UH, HELP US FURTHER WITH INFORMED DECISIONS WORKING WITH ALL PARTNERS, THE CONSULTABLE VISIT WITH MULTIPLE SPORT USER GROUPS, TALK TO ORGANIZERS WHO HAVE HOSTED EVENTS HERE BEFORE AND IDENTIFY THINGS THAT ARE UNIQUE TO UNIQUE AND ATTRACTIVE TO EDMOND FOR SPORTS TOURISM.

ONCE THOSE STEPS ARE COMPLETE, THE CONSULTANT WILL LOOK MORE SPECIFICALLY AT ONE FACILITY TO HELP US UNDERSTAND, UM, EXPECTED RETURNS IF CERTAIN INVESTMENTS WERE MADE IN THAT FACILITY.

WE'LL ALSO BE EVALUATING OUR OPERATIONAL STRUCTURES, UM, WITH OUR SPORTS PARTNERS.

SO ALL OF THAT, UM, WILL BE WITH THE INCLUSION OF THE USERS AND THE, UH, STAKEHOLDERS WHO REPRESENT THE VARIOUS USERS AND THE GROUPS.

YOU'LL SEE THE CONSULTANTS PORTION OF THIS IS SLATED TO LAST, UH, TO, TO TAKE 12 MONTHS.

SO, UH, THE REQUEST IS FOR AN ADDITIONAL $94,995, UM, INCLUDED IN YOUR PACKET.

AND ON THE POSTED AGENDA IS, UM, ORIGINALLY, UM, UH, UH, SOME OF THIS WORK ABOUT 30 PLUS THOUSAND DOLLARS OF THIS ADDITIONAL SERVICE IS RELATED TO THE PROJECT FOOTPRINT INCREASING.

SO WHEN THE PROJECT WAS ORIGINALLY SCOPED, IT WAS SCOPED TO BE A MUCH SMALLER FOOTPRINT, BUT AS WE GOT INTO PROGRAMMING AND BETTER UNDERSTOOD THE NEEDS OF THE CITY HALL COMPLEX PROJECT, THAT SURVEY BOUNDARY HAS TO INCREASE.

AS THAT SURVEY BOUNDARY INCREASED, THERE'S ADDITIONAL COST TO PERFORM THAT SURVEY.

UM, ABOUT $63,000 OF THIS $94,000 OF ADDITIONAL SERVICES WAS, THAT WAS NOT INCLUDED IN THE ORIGINAL SCOPE OF WORK IS TO, UH, GET A BETTER UNDERSTANDING OF THE UNDERGROUND UTILITIES IN THE AREA.

UM, WE FOUND WITH THE STORMWATER PROJECT THAT WE, UH, COMPLETED IN DOWNTOWN A FEW YEARS AGO, THERE ARE UTILITIES THAT WE DO NOT KNOW ARE DOWN THERE AND IT'S A MUCH BETTER IDEA TO HAVE, UM, SOME TECHNOLOGY TO BETTER UNDERSTAND, TO HAVE A BETTER FOOT, AN IDEA OF THE FOOTPRINT OF WHAT'S DOWN THERE.

SO I OFFER THIS AS AN EXAMPLE OF A PROJECT WHERE WE DIDN'T DO THIS AND WE THINK IT'S A VERY GOOD USE OF MONEY TO BETTER UNDERSTAND THE ROADMAP OF THE UTILITIES THAT ARE DOWN THERE.

SO THEN WE CAN PLAN ACCORDINGLY.

WE HAVE MAPS AND GIS DATA OF THINGS THAT WE'RE AWARE OF, BUT THERE'S LOTS OF THINGS IN AN OLDER URBAN AREA THAT WE ARE UNAWARE OF.

AND SO WE WOULD LIKE TO HAVE A BETTER IDEA OF WHAT THAT IS.

THIS CAME AT THE SUGGESTION OF, UH, THE DESIGN ENGINEER AND WE FEEL IT'S AN APPROPRIATE USE OF MONEY, UH, CONSIDERING THE PROJECT BUDGET OF 44 MILLION TO SPEND A LITTLE EXTRA ADDITIONAL MONEY TO BETTER UNDERSTAND THE UTILITIES THAT ARE, THAT WE'RE WORKING WITH.

NEXT IS A CHANGE ORDER NUMBER 11 FOR BERG GOLF CLUBHOUSE PROJECT WITH LIVER BROTHERS INCREASE FOR $564,931 AND 48 CENTS INCREASE.

THE OTHER IS A, UM, APPROVAL OF CONTRACT AMENDMENT WITH GARVER LLC TO DESIGN A SECTION OF TRAIL ALONG SPRING CREEK BETWEEN CO-TRAIN AND I 35, WHICH IS REFERENCED AS CREEK BEND TRAIL FOR 85,000 INCREASE.

WE'RE GONNA HAVE A STAFF COMMENT ON THAT ONE.

YEAH.

STEVE, CAN YOU GIVE US AN UPDATE ON WHAT THIS REDESIGN WILL HANDLE FOR US ON THE CREEK MAN TRAIL? YEP.

SO ESSENTIALLY THE, THE TRAIL PROJECT'S BEEN GOING ON FOR A LONG PERIOD OF TIME AND

WE'VE HAD SEVERAL OTHER PROJECTS, UH, THAT HAVE KIND OF COME TO THE FOREFRONT.

UH, WE HAVE A WASTEWATER SANITARY SEWER PROJECT THAT IS, UH, NOW IN THE SAME CORRIDOR AS WELL AS A STORM SEWER PROJECT THAT WE NEED TO DO.

SO AS WE STARTED ACQUIRING RIGHT AWAY FOR THE, UH, THE WASTEWATER, UH, SANITARY SEWER, WE DECIDED JUST TO KIND OF ACQUIRE ALL THE LAND TOGETHER.

UM, AS WE KIND OF WENT THROUGH THE PROCESS AND THE ENVIRONMENTAL AND THE EXTRA STUDIES THAT WERE TAKING PLACE, UH, WITH THE CREEK BEND TRAIL, UH, WE FOUND THAT THERE MAY BE A COUPLE OF PLACES THAT WE CAN SHIFT THE TRAIL TO AND HAVE A, UH, A BETTER ALIGNMENT.

SO SOME OF THAT HAS TO DO WITH, YOU KNOW, KIND OF WHERE MORE BRIDGES WILL BE, UH, AND THE EXPENSE ASSOCIATED WITH THAT VERSUS, UH, PROPERTY OWNERS THAT ARE MORE WILLING TO, TO DEAL WITH THIS, THAT ACTUALLY WANT THE TRAIL IS IN AN AMENITY AND MAY, YOU KNOW, BE WILLING TO GRANT THE, UH, TRAIL EASEMENT FOR, UH, A LOWER COST.

SO WE'RE, WE'RE TRYING TO LOOK AT THE OVERALL, UH, CONSTRUCTION COSTS AND KEEP IT AS LOW AS POSSIBLE WHILE AT THE SAME TIME TRYING TO FINISH THIS TRAIL PROJECT BECAUSE IT'S BEEN A LONG TIME COMING.

AND THEN WE HAVE THE APPROVAL OF THE AGREEMENT WITH VICTUS ADVISORS FOR A SPORTS FACILITY ASSESSMENT FOR $56,235, AND THEN APPROVAL OF AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF EDMOND AND THE BOARD OF COUNTY COMMISSIONERS OF OKLAHOMA COUNTY FOR RURAL RURAL ROAD RECONSTRUCTION IMPROVEMENTS ON COFFEE CREEK ROAD BETWEEN AIR DEPOT BOULEVARD AND MIDWEST BOULEVARD FOR 630,000.

UM, THIS IS ON THE CHISHOLM CREEK, UH, PORSCHE MAIN.

YOU'LL NOTICE THAT THIS PARTICULAR PROJECT IS QUITE A BIT HIGHER, WELL, NOT QUITE A BIT HIGHER, BUT 25% HIGHER THAN WHAT PREVIOUS PROJECTS HAVE BEEN.

AND THAT'S DUE TO INCREASED COST IN MATERIALS PRIMARILY.

SO, UH, I THINK THAT'S SOMETHING WE'RE GONNA HAVE TO LIVE WITH GOING FORWARD.

OF COURSE, IT, UH, LESSENS OUR ABILITY TO BUILD THOSE ROADS AT THE LEVEL WE WERE, BUT WE'LL JUST HAVE TO DEAL WITH IT.

SO WE STARTED OUT WITH A, UH, A SEGMENT 8,000 FOOT SEGMENT OF THIS PIPELINE.

THE INTENT WOULD BE THAT THE CITY WOULD ENTER INTO A PUBLIC-PRIVATE PARTNERSHIP TO SEE THOSE, TO SEE THOSE THINGS REDEVELOPED.

AND SO WE WERE, THE, THE THOUGHT ABOUT CLOSING WHITTLER TO VEHICULAR TRAFFIC IS TO ALLOW FOR A MORE PERMANENT PLACE FOR THOSE USES THAT ARE IN WHITTLER LAWN TO BE IN THE STREET AND REPURPOSE THE USE OF THE STREET.

SO ALSO, UH, WE FEEL IT'LL HELP WITH SAFETY, BOTH FOR THE PUBLIC THAT'S GOING BACK AND FORTH FROM THE GARAGE, UH, FROM CITY HALL AND ALSO FOR THE EMPLOYEES.

AND THEN AS WELL, THE OPPORTUNITY TO HELP THE SUCCESS OF THE FUTURE REDEVELOPMENT.

ONE OF THE BIGGEST OVERARCHING THINGS FROM THE SURVEY IS WHAT PEOPLE WANTED WAS TO REDUCE THE IMPACT OF AUTOS IN THE DISTRICT, BOTH BY SPEED AND AMOUNT OF CARS, AND THEN ALSO THEY DESIRED MORE, UH, WALKABILITY AND TO SUPPORT BUSINESS.

WE FEEL BY CLOSING LITHLER THROUGH THIS STRETCH, IT ACCOMPLISHES THOSE THINGS THAT PEOPLE SAID THAT THEY WOULD LIKE TO SEE.

UM, JUST, AND THIS ONE GOT A LITTLE TINY, WHOOPS, A LITTLE BIT OF A PROJECT BACKGROUND.

THE NEED FOR THIS, UM, IS WE'VE GOT, AGAIN, A COUNCIL CHAMBERS IN A COURT THAT ARE TOO SMALL FOR A CITY OF ALMOST 95,000.

AND THEN ADDITIONALLY, WE HAVE A GROWTH OF EMPLOYEES.

WE'RE JUST SIMPLY OUTTA SPACE.

WE HAVE, UM, EMPLOYEES STUFFED INTO PLACES THAT IN WORKING CONDITIONS THAT I DON'T THINK ARE, ARE, ARE LESS THAN IDEAL.

WE HAVE THEM IN FORMER CLOSETS, WE HAVE THEM IN BASEMENTS.

AND, UH, SOMETIMES ONE OF THE FIRST CONSIDERATIONS THAT WE MAKE IS NOT, IS THERE A SERVICE TO THAT NEEDS TO BE PROVIDED TO THE COMMUNITY? IS DO WE HAVE SPACE TO OFFICE THE PERSON SO WE CAN PROVIDE THE SERVICE TO THE COMMUNITY.

AND BY BUILDING SOMETHING LIKE THIS, WE WON'T HAVE TO ASK THOSE QUESTIONS AGAIN.

SO, UM, ALSO, UH, SOME OF THE PROJECT BACK BACKGROUND, THESE PROJECTS WERE IDENTIFIED IN THE 27 TO BE FUNDED THROUGH THE 2017 REPURPOSED SALES TAX.

SO AT THE TIME, THE CITY COUNCIL APPOINTED APPOINTED A SHORT TERM CITIZEN TASK FORCE TO EXPLORE EXTENDING THE 2012 PUBLIC SAFETY CENTER TAX, UH, TAX THAT BUILT OUR LOVELY PUBLIC SAFETY CENTER THAT WAS A TEMPORARY TAX.

WHAT CAME OUT OF THAT IS THAT THE TASK FORCE RECOMMENDED TO EXTEND THAT FOR 10 YEARS AND TO REPURPOSE THAT, VOTERS APPROVED THAT IN 2016.

TWO OF THE PROJECTS ON THAT LIST, ONE BIG ONE WAS DOWNTOWN REVITALIZATION TO INCLUDE A PARKING GARAGE.

AND THEN ALSO INCLUDED THAT, INCLUDING THAT WAS CONSOLIDATION AS CITY OFFICES.

AND THEN ALSO, UH, MORE RECENTLY, UH, THE COUNCIL APPROVED ADOPTING THE, OUR FIRST, UH, TAX INCREMENT FINANCING DISTRICT IN EDMOND.

IT'S RIGHT HERE IN DOWNTOWN AND IT GOES FOR 20 YEARS.

AND SOME OF THE GOALS OF THAT WERE TO ADD MORE DENSITY AND TO GENERATE MORE ECONOMIC DEVELOPMENT THROUGH OFFICE LIVING UNITS, RETAIL, THINGS OF THAT NATURE.

SO WE REALLY SEE NOT ONLY IS THE CITY, UM, COMMITTING TO SPEND 44 MILLION IN THIS AREA, BUT WHEN YOU TALK ABOUT THE TIFF, SO CURRENTLY THIS PROPERTY RIGHT HERE IS OWNED BY THE CITY AND THERE'S ZERO PROPERTY TAX GENERATED FROM THAT PROPERTY.

SO IF THE CITY FINDS A DEVELOPMENT PARTNER PARTNER THROUGH A PUBLIC PROCESS THAT'S AGREED TO BY THE COUNCIL, WHAT YOU COULD SEE THERE IS THE POTENTIAL FOR SOMETHING.

IF SOMEONE MAKES A, AN UPWARDS OF $10 MILLION INVESTMENT TO BUILD A BUILDING RIGHT THERE, THEN THAT HITS THE PROPERTY TAX ROLES.

THAT MONEY FOR, FOR THE, FOR 20 YEARS, IS ABLE TO BE USED BY THE TIFF AND REINVESTED BY THE CITY IN THE AREA.

BUT THEN AFTER THE TIFF IS OVER, THEN IT HITS THE PROPERTY TAX ROLES BACK TO THOSE ENTITIES BEFORE THE TIFF WAS CREATED.

THAT GETS THAT.

SO THINK THE PUBLIC SCHOOLS THINK THE LIBRARY, THINK THE VOTE TAX AND THINK THE COUNTY.

SO AGAIN, MONEY TO BE ABLE TO BE REINVESTED BACK IN THE AREA THROUGH THE REDEVELOPMENT, EXACTLY WHAT WE WERE EXACTLY WHEN THE, THE TIFF WAS APPROVED FOR PROJECTS JUST LIKE THIS.

AND THEN AS MY ALLERGIES ARE GETTING ME, UH, BUILDING CONSOLIDATION.

SO WE FEEL BY CONSOLIDATING, UH, PEOPLE THAT ARE IN THREE TO FOUR BUILDINGS INTO ONE BUILDING, IT'S GONNA REDUCE PUBLIC CONFUSION.

IT'S GONNA ALSO HELP IMPROVE EMPLOYEE COLLABORATION.

YOU SAW THE ADJACENCIES AND THE CLOSER ADJACENCIES THAT WE HAD, THAT'LL, THAT'LL HELP BY PUTTING EVERYBODY UNDER ONE ROOF AND THEN ALSO CREATING A SAFER ENVIRONMENT, UM, FROM A SAFETY AND SECURITY PERSPECTIVE, BOTH FOR CITY EMPLOYEES AND THE PUBLIC.

SO ONE OF THE THINGS I TALKED ABOUT THAT WERE OUTTA SPACE RIGHT HERE IN THE GROWTH OF

EMPLOYEES, UM, ABOUT FOUR YEARS AGO, WE HAD TO MAKE THE DECISION.

WE DID HAVE OUR BUILDING AND FIRE CODE SERVICES, ENGINEERING AND PLANNING ALL WITHIN ONE BUILDING THAT'S JUST NORTH OF HERE.

DUE TO THE GROWTH IN ALL THREE DEPARTMENTS, WE HAD TO FIND A TEMPORARY USE FOR OUR BUILDING AND FIRE CODE SERVICES.

BECAUSE OF THAT, THEY HAD TO MOVE OUT OF THAT BUILDING AND WE HAD TO SPEND ABOUT $800,000 TO EQUIP A SPACE IN ORDER FOR THEM TO OFFICE OUT OF.

THAT'S NOT IDEAL, BUT WE KNEW WE HAD THE IMMEDIATE NEED.

AND BY, BY PUTTING EVERYBODY BACK UNDER ONE ROOF, WE'LL WE WILL, UH, WE'LL MAKE IT EASIER ON OUR RESIDENTS AND THEN WE'LL ALSO MAKE A BETTER ENVIRONMENT FOR OUR EMPLOYEES TO OFFICE IN JUST A LITTLE BIT WHERE WE'RE AT.

JUST REAL QUICKLY.

SO THERE'S BASICALLY FIVE PHASES IN, IN, IN BUILDING DESIGN.

SO FOR THIS PROJECT, WE ARE, WE HAVE JUST COMPLETED THE SCHEMATIC DESIGN PHASE.

SO WE'VE GONE THROUGH PRE-DESIGN SCHEMATIC DESIGN, AND THEN WE'LL JUMP INTO DESIGN DEVELOPMENT NEXT ON THE CONSTRUCTION DOCUMENTS.

AND THEN FINALLY ON THE CONSTRUCTION, JUST AS A HELPFUL VISUAL ABOUT WHERE WE'RE AT.

SO THE CITY HALL COMPLEX PROJECT WE SAW, UH, COUNCIL APPROVED AN AGREEMENT WITH RECENT ASSOCIATES IN JULY, 2020.

AND AS I SAID, 95% COMPLETE, MOST OF THE PARTS OF THE SCHEMATIC DESIGN ARE DONE.

AND REALLY WHAT WE FOCUSED ON WAS SITE LOCATION IN THE BUILDING PROGRAMS WITHIN THE BUILDING.

WE'LL MOVE ON TO DESIGN DEVELOPMENT AND WE'LL START TO DEVELOP MORE OF THE SPECIFICS OF THE INTERIOR AND THE EXTERIOR.

AND THEN LAST CONSTRUCTION DOCUMENTS.

UM, CONSTRUCTION.

ONE OF THE THINGS THAT'S REALLY UNIQUE ABOUT THIS PROJECT THE CITY'S NEVER DONE IS A NEW CONSTRUCTION DELIVERY METHOD CALLED CONSTRUCTION MANAGER AT RISK.

SO THAT WAS APPROVED WITH FLINTCO IN DECEMBER OF 2020.

AND WITH THEM ALREADY BEING INVOLVED IN SOME PRE-CONSTRUCTION SERVICES, WE'RE ABLE TO SET A TOTAL, UH, PROJECT CONSTRUCTION BUDGET.

AND SO ON THE NEXT SLIDE, I'LL GET TO THAT.

SO WHAT, WHAT THEY WILL DO IS THEY PROVIDE PRE-CONSTRUCTION SERVICES.

SO THEY'RE A MEMBER OF THE TEAM AND THEY'RE ABLE TO PROVIDE ROLLING ESTIMATES TO US AND ESTABLISH A SCHEDULE ON WHEN, ON A MUCH FIRMER SCHEDULE ON WHEN THE BUILDING'S GONNA BE DONE.

SO AS SOON AS WE MOVE TO THE CONSTRUCTION PORTION OF THIS PROJECT, THEN THEY'LL PUT THEIR GENERAL CONTRACTOR HAT ON AND THEY WILL FACILITATE ALL, ALL NATURE OF THE CONSTRUCTION OF THE PROJECT.

AND THE TARGET DATE IS TO HAVE THE CONSTRUCTION COMPLETE IN LATE 2024 FOR THIS PROJECT.

AND AGAIN, AS I MENTIONED, HERE'S THE PROJECT BUDGET FOR THIS BUILDING FOR THESE TWO BUILDINGS IN A PARKING GARAGE, 44 MILLION.

AND THEN HERE'S HOW WE GOT TO THESE FIGURES, AGAIN, JUST SHOWS THE VALUE OF HAVING YOUR GC ALREADY ON BOARD, COSTEST ESTIMATING ALONG WITH THE ARCHITECT, AND THEN THERE'S A FEW THINGS THAT ARE OUTSIDE OF THAT 44 MILLION CONSTRUCTION BUDGET.

ONE IS THE DESIGN, UM, WHICH IS OF COURSE ALREADY BEEN APPROVED.

AND THEN THE PLANS FOR THE GREEN SPACE.

WE KNOW WE'RE NOT AS FAR ALONG ON THOSE.

AND SO WE'RE, WE'RE KIND OF, AND KNOW THAT THEY'RE NOT AS CRITICAL TO THE PROJECT AS SOME OF THE OTHER COMPONENTS.

SO WE'RE FINDING OTHER WAYS TO FUND OUTSIDE OF THAT PROJECT.

SO WE'VE ALLOCATED A MILLION DOLLARS FOR THAT.

AND THEN WE ALSO THINK WE WILL GO THROUGH THE STUDY, BUT WE THINK THIS IS GONNA WARRANT A TRAFFIC LIGHT AT THE INTERSECTION IN BOULEVARD IN MAINE WHEN WE'RE COMPLETE WITH THIS PROJECT.

SO THAT'S OUTSIDE THE PROJECT AS WELL.

SO THE, WE'RE WORKING THROUGH DESIGN RIGHT NOW, BUT THE BUILDING RIGHT NOW IS 70,000 SQUARE FEET, 50 OF, THAT'S FOR THE Y FIFTEENS FOR THE LIBRARY.

AND THEN FIVE, FIVE IS TO BE SHARED BY THE THREE ENTITIES.

SO WE'RE TALKING ABOUT PROGRAMMING NOW, BUT THERE COULD BE PUBLIC MEETINGS, THERE COULD BE LOTS OF OTHER JOINT PROGRAMMING THAT OCCURS WITHIN THAT 5,000 SQUARE FEET.

AND JUST A LITTLE BIT OF THE PROJECT BACKGROUND OR THE WHY OF THIS.

CURRENTLY WE HAVE ONE LIBRARY IN THE CITY LIMITS OF EDMUND.

AND AS I SAID, WHENEVER UM, THE THREE ENTITIES COMBINE THEIR RESOURCES, THEN THE COMMUNITY WINS.

AND I'D REALLY LIKE TO THINK OF THIS AS A MULTI-GENERATIONAL COMMUNITY SPACE.

SO I THINK YOU WILL HAVE, UH, PEOPLE THERE IN THE MORNING, MAYBE FOR TODDLER SWIMMING LESSONS.

AND THEN THROUGHOUT THE DAY THE AGES AND THE FACES WILL CHANGE AS YOU COULD.

SO EVEN THOUGH IT MAY SAY 30%, WE'VE DONE A LOT MORE WORK ALREADY ON THIS JUST BECAUSE OF HIRING THE SPECIALTY CONSULTANT.

SO THEN WE'LL MOVE ON TO DESIGN DEVELOPMENT.

AND THEN LASTLY, CONSTRUCTION DOCUMENTS.

SO THIS ONE THE SAME AS THE CITY HALL COMPLEX WILL BE CONSTRUCTION MANAGER AT RISK DELIVERY METHOD, AND AGAIN, PRE-CONSTRUCTION AND GENERAL CONTRACTORS.

WE JUST HAD OUR INTERVIEWS, UM, LAST WEEK AND THEN LOOKING TO BRING A CONTRACT FOR COUNCIL'S APPROVAL EITHER ON THE 27TH OF THIS MONTH OR THE 13TH OF MARCH.

SO HOPEFUL, HOPEFUL IT'LL BE THE 27TH.

BUT, UM, SOMETIMES THOSE THINGS TAKE A LITTLE BIT TIME.

IT'S SUCH AN IMPORTANT PROJECT.

WE WANNA MAKE SURE WE GET THE CONTRACT RIGHT WITH THE, THE GENERAL CONTRACTOR.

SO LOOKING AT A CON UH, CONSTRUCTION COMPLETION OF SPRING OF 2025 AND THE PROJECT BUDGET FOR THIS 37 1, UH, 37.1 MILLION.

AGAIN, 4 MILLION FOR THE LAND, 3.1 FOR THE DESIGN, AND 30 TO, TO BUILD THE BUILDING.

AND HOW THAT COST SPLIT WILL LOOK IS THE CITY FUNDS THE FULL COST OF THE LAND.

THE CITY PAYS THE FULL UPFRONT COST FOR DESIGN AND CONSTRUCTION.

AND THEN FOR THE Y M C A PORTION OF THE BUILDING.

SO 50% OF THAT 50,000 SQUARE FEET FOR DESIGN AND CONSTRUCTION WILL BE PAID BACK BY THE Y M C A OVER 15 YEARS WITH INTEREST.

SO WHEN THE PROJECT'S COMPLETE, THE Y M C A TOTAL COST WILL BE JUST A LITTLE UNDER 12 MILLION.

UM, OF THE 37.1 IN THE TOTAL CITY COST WILL BE JUST A LITTLE OVER 25.3.

AND THE, THE AGREEMENTS WITH THE WI WITH THE METRO LIBRARY SYSTEM LOOK DIFFERENT BECAUSE THESE ARE UNIFORMED THROUGHOUT THEIR SYSTEM.

AND HOW THAT WORKS IS THE CITY OWNS THE LAND, BUILDS AND OWNS THE BUILDING, AND THEN THE, THE WINE, UH, THE METRO LIBRARY SYSTEM EQUIPS AND OPERATES THE FACILITY.

AGAIN, ALL THIS WILL BE SPELLED OUT IN THE GOVERNING DOCUMENT OF THE THREE-WAY PARTNERSHIP, WHICH WILL BE A LEASE AGREEMENT THAT'LL BE EXECUTED PRIOR TO CONSTRUCTION.

SO WE'RE, WE'RE HAVING THOSE CONVERSATIONS NOW WORKING ON THOSE THINGS.

JUST A LITTLE BIT OF EXAMPLE OF THE DETAILS THAT'LL BE IN THERE.

SO AGAIN, THE LIBRARY AND THE Y WILL BE RESPONSIBLE FOR THEIR FURNITURE'S FIXTURES AND EQUIPMENT.

IT'S ESTIMATED FOR, UH, THE LIBRARY'S A LITTLE UNDER A MILLION DOLLARS AND THEN TO OPERATE IT ON A YEARLY BASIS IS 1.5.

AND FOR THE WHY THEIR FFF AND E IS $2 MILLION AND A LITTLE UNDER $4 MILLION FOR THEM TO OPERATE IT ON AN ANNUAL BASIS.

UM, AND THEN WITH THE LIBRARY AND THE Y THEY'LL BE RESPONSIBLE FOR THE MONTHLY UTILITIES AND THE CITY WILL MAINTAIN THAT.

THE SHELL.

SO THE ROOF AND THE HVA SYSTEM.

OKAY, THE THINGS ON THE OUTSIDE OF THE BUILDING, THEY'LL MAINTAIN EVERYTHING ON THE INSIDE OF THE BUILDING.

AND THEN TURNING YOUR ATTENTION TO THE THREE ITEMS THAT ARE ON THERE THIS EVENING.

UM, AROUND TOWN.

UM, WE HAVE PROBLEMS. YOU KNOW, WE HAVE POTHOLES, WE HAVE CHILDREN OR JUMPING IN OUT OF CARS ON BUSY STREETS CUZ THERE'S NOT PROPER EGRESS FOR OUR PARENTS TO GET IN AND DROP THEIR KIDS OFF TO SCHOOL.

AND WE HAVE ROADS BEING TORN UP SO YOU GUYS CAN, I DON'T KNOW WHAT YOU'RE DOING, YOU'RE TEARING UP GOOD ROADS TO PUT STUFF IN AND THEN COVER 'EM BACK UP.

UM, I JUST WANNA THANK YOU BECAUSE YOU GUYS HAVE BEEN GETTING THE POTHOLES FILLED THAT ISSUE ADDRESSED AROUND TOWN.

WE HAVE SEEN THAT AND WE WANNA THANK YOU.

BUT THERE IS ONE AREA THAT HASN'T BEEN ADDRESSED AND THAT IS, UM, COMING INTO TOWN BROADWAY THAT COMES DIRECTLY INTO DOWNTOWN.

AND I'VE HEARD TALK AROUND TOWN THAT PEOPLE HAVE ASKED YOU GUYS ABOUT THAT AND WHAT YOU GUYS HAVE TOLD THEM IS THAT IT IS A FED A FEDERAL ROADWAY OR, OR SOMETHING LIKE THAT.

IT'S NOT YOUR GUYS' RESPONSIBILITY.

IT'S, YOU KNOW, YOU GUYS CAN'T DO ANYTHING ABOUT IT.

UM, IF IF THAT'S THE CASE, YOU KNOW, SOMEBODY ELSE TOLD ME THAT IT'S A STATE THING.

TWO YEARS AGO IT WAS TURNED OVER TO THE RESPONSIBILITY OF THE STATE INSTEAD OR FEDERAL.

BUT I DON'T THINK IT MATTERS WHOSE RESPONSIBILITY IT IS.

WHAT I THINK MATTERS THAT IT IS YOUR GUYS' RESPONSIBILITY AS OUR REPRESENTATIVES TO PETITION THE STATE OR THE FEDERAL GOVERNMENT TO GET SOMETHING DONE TO ADDRESS THAT.

UM, AND IN DISCUSSIONS WITH THEM, THEY HAVE IDENTIFIED A PROJECT, AND JIM, CORRECT ME IF I'M WRONG, THE THE PLAN IS NOW IN MAY OF THIS YEAR, THEY'LL START A RESURFACING PROJECT, UH, THAT'LL START FROM I 35 AND 66 MOVING WEST TO BROADWAY AND THEN BROADWAY DOWN TO COMFORT DRIVE THAT RE PAVEMENT AND CORRECT MY ENGINEERS, CORRECT ME, THIS IS WHERE THE CITY MANAGER GETS SIDEWAYS WITH ENGINEERS ABOUT, WITH, THEY'LL DO A RESURFACING, THEY'LL BE DOING DEEP PATCHING, WHICH MEANS FIXING SOME OF THOSE CHALLENGING AREAS THAT, UH, OUR AUTO DEALERSHIPS MAY BE UPSET THAT WE WON'T HAVE AS MANY ALIGNMENTS TO REDO.

BUT, UM, OUR GOAL, AND HELP ME OUT, STEVE, I THINK IT'S ABOUT SIX TO NINE MONTH PROJECT TO DO THAT RESURFACING FROM I 35 TO COMFORT DRIVE.

AND SO WITH ODOT, THEY HAVE AN EIGHT YEAR PLAN.

UH, THEY HAVE THAT MANY PROJECTS AROUND THE STATE AND WHEN THEY GO TO IN SESSION AND FOR APPROPRIATIONS, THEY'RE, THEY'RE LOOKING AHEAD FOR EIGHT YEARS OF FUNDING.

AND SO LAST YEAR WE'D BEEN TALKING TO THEM BEFORE, BUT LAST YEAR WE SHOWED UP ON THE EIGHT YEAR PLAN AS A PLACEHOLDER, UH, ON THE EIGHTH YEAR.

AND I DON'T THINK ANY OF US, ANY OF US AGREED THAT THAT WAS GONNA BE ACCEPTABLE, THAT WE COULD WAIT THAT LONG, UH, OR EVEN EVEN A COUPLE YEARS LONGER.

SO BETWEEN MEETINGS AND, UM, AND I THINK GOOD DIPLOMACY AND, AND, AND RELATIONSHIPS WITH OUR DELEGATES.

UM, WE WENT FROM YEAR EIGHT TO TO YEAR ONE.

AND TODAY THEY HAD THE UNVEILING OF THE RAP OUT IN FRONT OF THE, THE DEPARTMENT AND THE THREE, THERE'S THREE ATHLETES ON THE RAP ITSELF AND THEY WERE ACTUALLY THERE TO, WITH THE UNVEILING OF IT TODAY.

SO YOU'LL SEE THAT CRUISER, IT'S BEEN OUT FOR A COUPLE DAYS, BUT IT, IT'S OUT ON THE STREETS NOW.
