YEAH, WE'LL SHARE SOME BUDGET NUMBERS AND, AND PROJECTIONS, AND THAT'S IMPORTANT, BUT IT'S, IT'S JUST AS IMPORTANT AND NOT IMPORTANT TO HAVE TIME FOR COUNCIL MEMBERS TO HAVE ALCOHOL DISCUSSION WITH PD AND POLICE AND PLEA, UH, PD AND FIRE TODAY AND OTHERS DOWN THE LINE. COUNSEL, APPRECIATE THE OPPORTUNITY TO TALK TO Y'ALL AND KIND OF REPRESENT WHAT, UH, YOUR POLICE DEPARTMENT'S DOING AND, UH, WITH THE MONEY THAT YOU'RE ALLOCATING. SO I THINK IT'LL BE, UH, INFORMATIVE AND, UH, HOPEFULLY WE CAN GET A DISCUSSION GOING AND GET A LITTLE FEEDBACK. UH, BEFORE I GET STARTED, I WILL SAY THAT WELL, I APPRECIATE THE OPPORTUNITY TO REPRESENT THE POLICE DEPARTMENT. I ALSO BROUGHT THE TWO EXPERTS. UH, THE TWO DEPUTY CHIEFS ARE IN THE ROOM, SO, SO TIM DORSEY OVER OPERATIONS AND LARRY CAMPBELL OVER ADMINISTRATION. UH, SO IF Y'ALL GET TOO DEEP ON, ON ANY PARTICULAR TOPIC, I MIGHT HAVE TO BRING ONE OF THEM UP HERE TO GIVE YOU THE REAL ANSWER, BUT, UH, THEY'RE IN THE ROOM AND I, AND I APPRECIATE EVERYTHING THEY'VE BEEN TO CONTRIBUTE TO THIS PRESENTATION. LITTLE TECHNICAL DIFFICULTIES. ALL RIGHT, HERE YOU GO. WELL, I THINK ANY DISCUSSION ABOUT A BUDGET IN THE CITY SHOULD START WITH THE MISSION OF THAT DEPARTMENT. UH, THAT'S WHAT THE MONEY IS PROVIDED FOR, IS TO PURSUE THAT MISSION. AND THE POLICE DEPARTMENT'S NO DIFFERENT THAN WHAT YOU SEE ON THE SCREEN. YOU PROBABLY SEE ON THE BACK OF OUR CARS WHEN IT SAYS TRUSTWORTHY SERVICE. UH, BUT THEN THE REST OF IT, TRUSTWORTHY SERVICE. AND WHAT ASPECTS, AND, AND LIKE I SAYS, PROTECTION OF LIFE, PROPERTY, PUBLIC PEACE, AND INDIVIDUAL RIGHTS. UH, THAT'S WHAT YOUR POLICE DEPARTMENT EXISTS TO DO. AND, AND HOPEFULLY THAT'S WHAT THIS MONEY GOES TOWARDS. ANNUAL BUDGET. SO THE NUMBERS UP THERE, AS YOU SEE ARE, ARE WHAT FISCAL YEAR 22 AND FISCAL YEAR 23 WERE BUDGETED, AND THEN THE PROPOSED MONIES FOR FISCAL YEAR 24. UH, ONE THING I DID IS I PUT IN PARENTHESES TWO DIFFERENT NUMBERS, UH, THAT ADD UP TO THAT OVERALL APPROPRIATION. AND WHAT I WANTED TO TOUCH ON THERE IS DURING A RECENT, UH, COUNCIL WORKSHOP, WE HAD A PRESENTATION FROM A CONSULTANT THAT WAS TALKING ABOUT COST PER CITIZEN ON YOUR PUBLIC SAFETY DOLLARS. AND HOW THEY COMPARED, I THINK PRIMARILY IT WAS MORE, UH, BROKEN ARROW AND WAS IT OVERLAND PARK OR OLATHE, KANSAS. UM, AND THEY, THEY QUOTED Y'ALL ABOUT THREE 19, UH, A PERSON $319 PER CITIZEN. AND WHY THAT, THAT NUMBER IS ACCURATE. UH, I THINK IT'S IMPORTANT FOR YOU TO UNDERSTAND OUR BUDGET'S A LITTLE BIT DIFFERENT THAN THOSE THREE CITIES. AND THAT THE WAY MONEY IS ALLOCATED TO THE POLICE DEPARTMENT, UH, THROUGH THE TWO ORDINANCES THAT EXIST, UH, THE PERCENTAGE OF THE GENERAL FUND AND THEN THE 8 CENT CAPITAL, UH, WE WORK OUT OF THAT MONEY. AND BECAUSE WE DO, WHERE OTHER CITIES WOULD NORMALLY HANDLE, HANDLE MONEY THAT'S ALLOCATED TO HUMAN RESOURCES ARE, UH, INFORMATION TECHNOLOGY THROUGH THE GENERAL FUND BUDGET. THE WAY EDMUND DOES IT IS OUR DEPARTMENT EITHER ALLOCATES OR TRANSFER MONEY OUT TO TAKE CARE OF THAT. AND, AND WHERE THAT, WHERE THAT BECOMES IMPORTANT IS IN THOSE NUMBERS THAT YOU RECEIVED FROM YOUR CONSULTANT, THAT WAS THE OVERALL NUMBER. WHEREAS IN MORE, OR BROKEN ARROW OR NORMAN, YOU WOULD ONLY SEE THAT NUMBER TO THE LEFT. AND SO WHEN YOU'RE NOT EQUATING, WHEN YOU'RE NOT ADDING IN NEARLY 20% OF A BUDGET, THE NUMBER IS GONNA LOOK LARGER. EVEN WITH A THREE 19, I WOULD ARGUE THAT WE'RE STILL WITHIN RANGE OF WHAT THOSE OTHER CITIES ARE. BUT IF YOU TAKE THOSE TRANSFERS AND ALLOCATIONS OUT, WE'RE, WE'RE DEAD IN THE MIDDLE WHERE THOSE OTHER CITIES ARE. SO I JUST WANTED YOU TO KNOW THE ACTUAL USE OF FUNDS IS VERY COMPARABLE, UH, TO WHAT OUR OTHER CITIES THAT, THAT WE LOOK AT. ANY QUESTIONS ABOUT THAT? YOU'LL SEE THAT FROM 22 TO 23, THERE WAS A LITTLE OVER 9% TOTAL INCREASE. AND THEN THE PROPOSED BUDGET FOR 24 IS A LITTLE OVER A 4% INCREASE, UH, FROM LAST YEAR'S [00:05:01] APPROVED BUDGET. SO WHAT DO WE DO WITH THAT MONEY? WELL, HOPEFULLY WE'RE TARGETING, UH, AREAS INSIDE OF YOUR STRATEGIC INITIATIVES. AND SO WHAT YOU SEE, THERE ARE TWO SPECIFIC INITIATIVES OFF OF, OF YOUR MOST RECENT STRATEGIC PLAN, AND THAT'S PEOPLE AND PARTNERSHIPS AND QUALITY OF LIFE. AND SO I HOPE THE KIND OF GUIDE THE DISCUSSION, UH, WITH WHAT THE POLICE DEPARTMENT IS, IS DOING THE HIGH LEVEL STUFF THAT WE'RE DOING IN THOSE TWO PARTICULAR AREAS. AND WOULD ASK FOR ANY INPUT OR COMMENT OR QUESTION AS WE GO THROUGH 'EM. THIS IS A PICTURE OF OUR MOST RECENT, UH, ACADEMY GRADUATE. I THINK THE MAJORITY OF YOU WERE ABLE TO ATTEND THAT. UH, WE CURRENTLY HAVE ANOTHER PROCESS ONGOING, UH, THAT WE HOPE TO START IN JUNE. AND SO WE'LL GRADUATE THAT WITHIN THE FISCAL YEAR THAT'S UPCOMING. AND THEN OUR PLAN IS TO START A, AN ADDITIONAL ACADEMY IN THE SPRING OF 2024. UH, WE ARE CURRENTLY NINE VACANT POSITIONS IN THE POLICE DEPARTMENT. THAT'S A LITTLE ABNORMAL FOR US. OUR ANNUAL ATTRITION OVER THE LAST FIVE YEARS HAS BEEN A LITTLE OVER 4%. UH, BUT WE DID SEE FIVE RETIREMENTS INSIDE OF TWO MONTHS RIGHT AROUND THE FIRST OF THE CALENDAR YEAR. AND WHY FIVE RETIRE, FIVE RETIREMENTS A YEAR HAS BEEN KIND OF OUR AVERAGE FOR THE LAST 10 OR MORE YEARS. UH, TO HAVE 'EM ALL ON THAT SHORT PERIOD OF TIME WAS, THAT WAS A LITTLE DIFFERENT FOR US. UH, BUT WE ARE HAVE NOT NINE VACANCIES CURRENTLY. UH, WE DID ALSO SEE OUR LOWEST ATTRACTION RATE FOR OUR LAST OPENING PROCESS FOR A POLICE OFFICER. UH, THAT IS NOT UNIQUE TO EDMOND. THAT IS SOMETHING THAT'S KIND OF JUST SHOWED UP ON OUR DOORSTEP. IT'S, IT'S BEEN PRETTY WIDESPREAD THROUGHOUT THE INDUSTRY, THROUGHOUT THE COUNTRY, REALLY. UH, BUT IT IS SOMETHING THAT WE EXPERIENCED THIS LAST TIME. UH, WE ATTRACTED 109 APPLICANTS FOR OUR OPENING. UH, I THINK THAT'S SIGNIFICANTLY LOWER THAN WHAT WE NORMALLY WOULD ATTRACT. UH, FOR COMPARISON, IN 2018, WE ATTRACTED 276 APPLICANTS. AND SO WE ARE WORKING, UH, NOT ONLY WITHIN THE POLICE DEPARTMENT, REALLY WITHIN THE CITY, UH, TO KIND OF REEVALUATE OUR PROCESSES AND WHAT WE CAN DO TO BE, UH, MARKETED BETTER. UH, WE HAVE VERY GOOD COMPENSATION. WE WORK FOR A GREAT CITY. UH, BUT WE ARE HAVING TO DEAL WITH THE REALITIES THAT OUR PROFESSION DEALING WITH ON ATTRACTING TALENT. AND SO IT'S NOT JUST A POLICE DEPARTMENT ISSUE, IT IS A COMMUNITY ISSUE. AND SO, HUMAN RESOURCES, MARKETING, FIRE, POLICE, WE'RE ALL WORKING TOGETHER TO SEE WHAT WE CAN DO TO, TO, UH, BETTER HIGHLIGHT THE VALUE THAT A POSITION WITH THE CITY OFFERS. COMMUNITY PARTNERSHIPS. THIS ISN'T AN EXHAUSTIVE LIST, BUT THESE ARE THREE BIG ONES. UM, PARTICULARLY NORTH CARE WITH WHAT THEY'RE DOING IN THE AREA OF MENTAL HEALTH AND THE SUPPORT THAT COUNCIL'S PROVIDED, UH, BY FUNDING BOTH THE NEEDS ASSESSMENT AND NOW THE IMPLEMENTATION PLAN. THE POLICE DEPARTMENT'S HEAVILY INVOLVED IN THAT. UH, EDMOND PUBLIC SCHOOLS, AS YOU KNOW, THAT, UH, THE CITY HAS INVESTED SIGNIFICANT RESOURCES IN THAT OVER THE LAST FIVE YEARS, INCREASING OUR SCHOOL RESOURCE OFFICER STAFF FROM SIX TO 11, UH, AND KIND OF THE SERVICES WE'RE PROVIDING THERE. AND THEN ONE OF OUR MOST RECENT AND, AND, UH, MAYBE CLOSEST PARTNERS AT EDMOND HOUSING COMMUNITY DEVELOPMENT WITH CHRISTIE PATERSON SPECIFICALLY, AND THE STUFF THAT SHE'S WORKING ON. UH, I THINK OUR COMMUNITY'S DOING A REAL GOOD JOB OF RE REFRAME REFRAMING HOMELESSNESS AND MENTAL HEALTH AS A COMMUNITY ISSUE AND NOT A LAW ENFORCEMENT OR CRIMINAL JUSTICE ISSUE. AND SO THAT PARTNERSHIP WITH COMMUNITY DEVELOPMENT IS REALLY PAYING DIVIDENDS AND KIND OF HIGHLIGHTING AND, AND REDIRECTING THE FOCUS OF THAT IS THE POLICE DEPARTMENT STILL HAS A ROLE AND WE STILL HAVE PERSONNEL THAT, THAT ADDRESS THE ISSUES THAT WE NEED TO ADDRESS, UH, BUT FOR OUR PERSONNEL TO UNDERSTAND THAT OUR COMMUNITY DOESN'T EXPECT THEM TO QUOTE UNQUOTE, SOLVE THE HOMELESSNESS PROBLEM OR TO SOLVE MENTAL HEALTH ISSUES. BUT JUST TO BE A A PARTNER IS, IS REALLY HELPFUL. AND I THINK OF THE NEXT TWO YEARS AS NORTH COAST FACILITY GETS ONLINE AND, AND AS CHRISTIE CONTINUES TO BE SUCCESSFUL IN, IN ACQUIRING RESOURCES TO ADDRESS THOSE ISSUES IN OUR COMMUNITY, THAT'S GONNA BE ONE OF OUR, YOU KNOW, KIND OF FLAGSHIP PARTNERSHIPS. POLICE COMMUNITY ENGAGEMENT. UH, IT IS NOT BY HAPPENSTANCE AT ALL THREE EVENTS THAT ARE REPRESENTED. THERE ARE DOWNTOWN EVENTS. UH, WE UNDERSTAND THAT ESPECIALLY WITH THE INCREASED DENSITY THAT WE EXPECT OF THE NEXT TWO TO FOUR YEARS IN DOWNTOWN, THAT POLICING SERVICES ARE GONNA NEED TO, TO MODIFY, UH, AS FAR AS HOW WE DELIVER THAT SERVICE AND WHAT SERVICES ARE EXPECTED. UM, I THINK WE'VE DISCUSSED WITH A FEW OF YOU OFFLINE THAT EFFECTIVE MAY 1ST, RANDY PAYNE, WHO'S OUR COMMUNITY RELATIONS OFFICER, THAT'S PRIMARILY BEEN ASSIGNED TO THE TRAINING STAFF, UH, WILL BE HOUSED BACK IN OUR BUILDING. AND SO WE'RE GONNA RUN SOME PILOT PROGRAMS WITH HIM AS FAR AS ENGAGEMENT WITH BOTH THE BUSINESS COMMUNITY, UH, AND WITH THE, THE PEOPLE THAT ARE FREQUENTLY DOWNTOWN, UH, JUST TO SEE HOW WE CAN BE A BETTER PARTNER, UH, TO ADDRESS THE ISSUES THAT THE VISITORS AND BUSINESS OWNERS ARE EXPERIENCING. AND SO WE'RE LOOKING FORWARD TO THAT. CRIME AND TRAFFIC SAFETY, YOU'RE GONNA SEE, I BELIEVE IN, IN THIS YEAR'S PROPOSED BUDGET, THE ADDITION OF A CIVILIAN CRIME ANALYST. THE POLICE DEPARTMENT CURRENTLY HAS A [00:10:01] CRIME ANALYST POSITION, UH, THAT'S HOUSED WITH A, OR POPULATED BY A SWORN MEMBER OF OUR STAFF. SO GUN TOTER BADGE CARRIER. UH, AND HE DOES A TREMENDOUS JOB, BRUCE LEEANN. UH, BUT IF YOU LOOK AT THE INTERNATIONAL ASSOCIATION OF CRIME ANALYST, THEY HAVE METRICS FOR HOW TO DETERMINE STAFFING LEVELS BASED ON THE SIZE OF YOUR CITY AND CALLS FOR SERVICE AND OFFENSES YOU'RE EXPERIENCING USING THEIR DATA. WE SHOULD ALREADY HAVE TO. AND THEN THE REAL REALITY IS THAT WHILE BRUCE DOES A LOT OF ADMINISTRATIVE STATISTICS FOR ME AND FOR THE DEPARTMENT AS FAR AS KEEPING UP WITH GRANTS THAT WE HAVE TO, UH, REPORT FOR AND PROVIDING ANNUAL DATA, UH, THE STRATEGIC AND TACTICAL DATA, WHICH IS REALLY WHAT OUR OFFICERS AND DETECTIVES COULD, COULD MOST READILY USE TO DETERMINE WHERE TO BEST PUT THEIR RESOURCES ON A DAY-TO-DAY, IN A MONTH-TO-MONTH BASIS, THAT'S REALLY KIND OF SECONDARY FOR US, UH, JUST BECAUSE OF THE LACK OF RESOURCES TO, TO BE ABLE TO APPLY TO IT. AND SO THE, THE ADDITION OF A SECOND ANALYST WOULD GO DIRECTLY TOWARDS THAT. AND WHERE THAT'S IMPORTANT IS WHEN WE TALK ABOUT EDMOND, A LOT OF US THINK THIS JURISDICTIONALLY, WE'RE LOOKING AT THE BOUNDARIES AND SQUARE MILES AND ARTERIAL ROOTS, AND, AND THAT'S DEFINITELY APPLICABLE. HOW MANY UNITS OR VEHICLES HAVE TO GO THERE? UH, HOW MANY CALLS ARE THERE? WHAT TYPE OF CALLS? AND SO I JUST THROW THIS UP TO SHOW WE USE DATA TO DRIVE BOTH OUR ASSIGNMENT OR RESOURCES. WHO, HOW MANY ON WHAT SHIFT, UH, WHAT AREA A TOWN ARE THEY GONNA WORK? AND SO TO HAVE A PERSON THAT CAN, CAN DIVE DEEPER INTO WHAT THIS IS REALLY TELLING US, UH, I THINK WE'LL ASSIST US NOT ONLY TODAY, BUT INTO THE FUTURE ARCADIA LAKE FACILITY. WHAT WE DIDN'T WANT TO DO IS BUILD A FACILITY AND THEN TWO YEARS LATER, FIGURE OUT, OH, WELL, WE SHOULD HAVE THOUGHT ABOUT ADDING THEM, OR WE SHOULD HAVE THOUGHT ABOUT PARTNERING HERE. AND SO WE'RE TRYING TO BE REALLY PURPOSEFUL, UH, WITH THE USE OF THE PROPERTY. UH, I THINK WE'RE PRETTY CLOSE TO, TO HAVING A PLAN TO MOVE FORWARD ON THAT. AND SO WE'D REALLY LIKE TO MOVE 'EM OUT OF THAT AND GET 'EM INTO A, AN ADEQUATE FACILITY TECHNOLOGY. SO THERE'S TWO FORMS OF TECHNOLOGY HERE THAT I'M, THAT I'M POINTING OUT AND I'VE INCLUDED IN, IN THIS YEAR'S BUDGET. UH, THE ONE ON THE LEFT ARE AUTOMATED LICENSE PLATE READERS. NOW THAT TECHNOLOGY'S BEEN AROUND FOR QUITE A WHILE, UH, THE DIFFERENCE IN WHAT WE'RE PROPO, WHAT I'M PROPOSING IS TO, TO CONTRACT WITH A COMPANY CALLED FLOCK SAFETY. UH, YOU MAY BE FAMILIAR WITH THEM WITH THE COVERAGE THEY'VE RECENTLY RECEIVED IN TULSA AND OKLAHOMA CITY AND MORE IN OTHER METRO, UH, OR STATEWIDE CITIES. I THINK THERE'S ABOUT 25 CITIES IN THE STATE, UH, THAT ARE EITHER USING THEM OR IN THE PROCESS OF IMPLEMENTING THEIR TECHNOLOGY. AND, AND WHAT IS UNIQUE ABOUT FLOCK, UH, IS THEY STORE THE DATA. AND SO WE DON'T STORE THE DATA. AND BECAUSE OF THE WAY THEY STORE THE DATA, IT'S ACCESSIBLE TO ALL FLOCK CUSTOMERS. AND SO, YOU MIGHT REMEMBER RECENTLY WE HAD A SHOOTING INCIDENT AT THE Y M C A, UH, MITCH PARK, Y M C A IN JANUARY. AND THE VEHICLE THAT WAS USED, UH, IN THAT CRIME WAS CAUGHT ON A FLOCK CAMERA IN OKLAHOMA CITY. AND SO WE WERE ABLE TO USE THAT TO AUGMENT THE INVESTIGATION. THAT'S JUST ONE EXAMPLE OF HOW THIS TECHNOLOGY WORKS, IS INTENDED TO BE AN INVESTIGATIVE TOOL, NOT A PRETEXTUAL OR PREEMPTIVE TOOL. SO IT'S AFTER AN INCIDENT HAPPENS THAT WE'RE ABLE TO GO BACK AND SEE, OKAY, WHERE WAS THIS VEHICLE AT? UM, IN ADDITION TO THAT, ASIDE FROM JUST BEING ABLE TO SEARCH TAGS, UH, BECAUSE OF THE TECHNOLOGY THAT'S BUILT INTO IT, WE CAN SEARCH FOR TYPE OF CAR COLOR, A CAR, UM, WHICH REALLY HELPS IN NARROWING DOWN, YOU KNOW, WHAT WE MAY BE LOOKING FOR. UH, OR MORE RECENTLY, UH, A COUPLE OF TECHNOLOGY CENTERS HAVE BEEN GRANTED THE AUTHORITY, UH, TO RUN POLICE OFFICER TRAINING ACADEMIES. UH, SO MORE NORMAL TECHNOLOGY, UH, METROTECH ARE, ARE TWO EXAMPLES OF THOSE. BUT THE FACT THAT WE CAN TRAIN IN-HOUSE, UH, LETS US NOT ONLY MEET THE 600 HOUR REQUIREMENT BY THE STATE, BUT ALLOWS US TO, TO PUT THAT ADDITIONAL THREE TO 400 HOURS THAT WE DO INTO AN ACADEMY. UH, SO THIS, THIS IS A GREAT FACILITY IN, IN ADDITION TO OUR TRAINING ACADEMIES, WE ALSO USE IT FULL-TIME FOR OUR INSERVICE TRAINING. UH, YOU MAY KNOW THAT, THAT YOUR SWORN POLICE OFFICERS GET ACCESS TO AT LEAST FOUR TRAININGS A YEAR. UH, SO 32 HOURS A MINIMUM IS WHAT WE OFFER IN-HOUSE. AND WE AVERAGE ABOUT 80 HOURS, UH, PER OFFICER A YEAR AS FAR AS TRAINING GOES. SO WE'RE HEAVILY INVESTED IN A TRAINING COMPONENT FOR OUR EMPLOYEES. AND, AND I THINK IT'S REFLECTED IN HOW THEY PERFORM FOR YOU. UH, BUT ONE THING WE DON'T HAVE AT THE POLICE TRAINING CENTER, UH, IS A SIGNIFICANT ABILITY, UH, TO, TO TRAIN DEFENSIVE TACTICS AND TO UTILIZE EVOLVING TECHNOLOGY AND, AND FIREARM SIMULATORS AND TO DO ANY INDOOR, UH, TRAINING WITH OUR CARS. SO EVERYTHING WE DO THERE HAS TO BE OUTSIDE. UH, AND THAT'S NOT ALWAYS CONDUCIVE TO THE TRAINING ENVIRONMENT. UH, SO WHAT I'M PROPOSING IS THE ADDITION, UH, OF A BUILDING RIGHT HERE TO THE NORTH SIDE OF THE TRAINING CENTER. AND CONCEPTUALLY WE'RE THINKING LIKE A, YOU KNOW, LIKE A 60 BY A HUNDRED METAL BUILDING, UH, WITH THE SAME KIND OF FACADE ON THE FRONT, UH, SIMILAR TO WHAT THE FIRE DEPARTMENT HAS , THAT'S OUR, THAT IMAGINE THAT. UH, SO IF YOU HAVE AN ACADEMY GOING ON AND YOU NEED AN IN-SERVICE CLASS, WHEN NOW YOU'RE OUTTA TRAINING SPACE, UH, THE SECOND SLIDE IS THE SIMULATOR. YOU MAY HAVE SEEN OUR SIMULATOR OUT THERE. THAT'S ENTIRE NEED OF AN UPGRADE, BUT IT'S A SINGLE FLAT SCREEN, UH, IN THAT CLASSROOM. AGAIN, BETTER THAN MOST, MOST PEOPLE DON'T HAVE A SIMULATOR. BUT YOU SEE THE ADVANCEMENTS IN TECHNOLOGY, UH, WHERE NOW YOU CAN IMMERSE SOMEONE IN, IN A 270 DEGREE, UH, ENVIRONMENT, UH, MUCH BETTER FOR THEM. THE SAME TYPE OF SIMULATORS CAN BE SET UP. AGAIN, WE TALKED ABOUT VEHICLES OR WE COULD USE EITHER A VEHICLE ON, ON, UH, RAILS TO ROLL IT IN THERE OR WE COULD ACTUALLY BRING OUR CARS IN. UH, AND SO THE OFFICERS COULD TRAIN FROM THE VEHICLE IN A MORE LIFE-LIKE ENVIRONMENT. THAT'S WHAT THAT LARGER BUILDING WOULD ALLOW US TO DO. UH, AND THEN LAST, THE PHYSICAL FITNESS COMPONENT OF IT. UH, YOU'VE INVESTED HEAVILY IN OUR PHYSICAL FITNESS CAPABILITIES IN THE PUBLIC SAFETY CENTER. UH, AND THEN WE ALSO HAVE A GYM AT THE SOUTH FACILITY. UH, BUT WE DON'T REALLY HAVE A FACILITY AT THE TRAINING RANGE, UH, WHICH IS WHERE WE DO A LOT OF, UH, PHYSICAL TRAINING. AND SO TO BE ABLE TO OFFER, UH, THOSE RESOURCES TO CADETS WHEN THEIR ACADEMY WOULD, WOULD REALLY HELP US OUT. THIS IS THE ACTUAL HANDGUN OR THE, THE 50 YARD, UH, FIRING RANGE. UH, AND THE REASON THAT'S UP THERE IS AS PART OF THE PROPOSED, UH, ADDITION TO THE BUDGET WOULD BE TO REPLACE OUR TARGET SYSTEM. UH, IT'S ANTIQUATED AND, AND KIND OF ON ITS LAST LEGS. UM, AND THEN THE STORAGE BUILDING'S THERE, THE METAL BUILDING. UM, WE'RE VERY LIMITED ON WHAT WE CAN STORE AND HOW WE STORE OUT THERE. UH, BUT WE FEEL NOW THAT THE MARKET IS WHERE IT'S GONNA BE. UH, AND WE'RE REALLY TWO YEARS BEHIND. WE SHOULD REPLACE IT ANYWAY, UH, INTO OUR PROPOSAL IS TO INCLUDE THIS, THIS, THIS, UH, PIECE OF PROPERTY. UH, WE THINK THAT THE USE OF 'EM WOULD, WOULD, UH, REALLY GO TO IMPROVING THE WAY WE DELIVER SERVICES INSIDE THE POLICE DEPARTMENT THAT WILL RESULT IN ULTIMATELY THE WAY WE DELIVER SERVICES OUTSIDE THE POLICE DEPARTMENT. THE BOATS AROUND 150,000 PLUS OR MINUS. AND WE THINK ALL THE IMPROVEMENTS AT THE TRAINING CENTER ARE PROBABLY AROUND 2.3 TO 2.5 MILLION. SO TOTAL PRICE TAG SOMEWHERE BETWEEN 2.5 AND 3 MILLION. SO, UH, I WANNA START OUT WITH, UH, OUR CURRENT FISCAL YEAR BUDGET IS AT 38 MILLION, A LITTLE $38 MILLION. AND, UM, THAT'S HIGHER THAN IT TRADITIONALLY IS. ALSO, THAT WILL BE REVISED AS WE GET THROUGH. THE ACTUALS WILL BE MUCH LOWERED THAN THAT. AND THAT'S BECAUSE WE WERE PLANNING TO FUND FIRE STATION SIX IN THIS FISCAL YEAR. WE WON'T BE AWARDING CONTRACT ON THAT UNTIL AFTER JULY ONE, SO THAT THAT MONEY WILL, WILL ROLL INTO NEXT YEAR'S BUDGET. AND SO, UH, OUR ACTUAL BUDGET WILL END UP BEING LESS THAN THAT. BUT IN GENERAL, IN GENERALLY WITH ANY OF OUR BUDGETS, OUR PERSONNEL COSTS, THAT'S OUR HIGHEST COST. UM, AND THOSE RANGE ANYWHERE FROM 76 TO 80% OF OUR OPERATING BUDGET. AND WHEN I SAY OPERATING BUDGET, I'M TALKING ABOUT, UM, OUR BUDGET LESS CAPITAL. SO, YOU KNOW, IT'S, IT'S, IT'S OUR PERSONNEL COST, IT'S OUR EQUIPMENT COST THAT OUR CAPITAL ITEMS, UM, IT'S OUR SERVICES AND THEN OUR ALLOCATIONS. OKAY. UM, AGAIN, SIMILAR TO OUR CURRENT BUDGET, UM, OUR PERSONNEL COST ARE 79% OF OUR OPERATING BUDGET FOR THIS PROPOSED BUDGET. ALSO, I WANTED TO STOP FOR JUST A MINUTE. THIS, THIS PICTURE HERE IS THE PICTURE OF OUR MOST RECENT GROUP OF RECRUITS THAT STARTED FOUR WEEKS AGO. AND, UM, PRETTY EXCITED ABOUT THAT. IF YOU'LL LOOK AT THAT PICTURE THERE, YOU'LL SEE A LOT OF DIVERSITY IN THAT. AND THAT IS NOT SOMETHING THAT WE'VE TRADITIONALLY HAD A LOT OF DIVERSITY IN THE DEPARTMENT. WE'VE BEEN FOCUSING ON THAT REALLY HARD OVER THE LAST SEVERAL YEARS, MAKING SURE THAT ALL OF OUR PROCESSES ARE FAIR AND DON'T DISCRIMINATE IN ANY WAY. AND AFTER THAT, WE TRY TO HIRE THE, HIRE THE BEST PEOPLE. UM, AND WHAT WE'VE SEEN IS, AS WE'VE FOCUSED ON THAT OVER RECENT YEARS, OUR, OUR ACADEMIES HAVE BECOME MORE DIVERSE. SO OUR EFFORTS ARE WORKING. WE'RE NOT TRYING TO FORCE DIVERSITY, UM, BUT WE ARE TRYING TO MAKE SURE THAT OUR PROCESSES ARE FAIR AND WE'RE REALLY EXCITED ABOUT THAT. SO WE'RE FOUR WEEKS INTO THE ACADEMY. THESE 12 INDIVIDUALS ARE ALL STILL WITH US. THAT'S, THAT'S ENCOURAGING. UM, FIRST FOUR WEEKS WERE A WHOLE LOT [00:50:01] OF BOOK WORK. SO JUST TO KIND OF UPDATE YOU ON WHERE WE'RE AT WITH THAT, WE ARE STILL ON SCHEDULE AS I CAME TO YOU LAST YEAR, UM, WANTING TO GET, HIRE AN ARCHITECT AND GET BUSY WITH THAT. WE'VE DONE THAT. AND THAT'S WHERE THINGS ARE LOOKING AT THIS TIME. THIS IS AN ACTUAL PICTURE OF, OF UH, WHAT SIMILAR TO WHAT IT'S GONNA LOOK LIKE. UH, THE ARCHITECTS WE'RE WORKING WITH ARE THE SAME ONES THAT DESIGNED FIRE STATION TWO THAT WE, UH, RENT ARE RELOCATED THERE AT 15TH AND KELLY. SO THAT PROJECT IS GOING VERY WELL. UM, WE BUDGETED 7 MILLION FOR THAT ORIGINALLY BE BASED ON WHAT THE MARKET WAS DOING. I WAS ENCOURAGED, UM, FINGERS CROSSED WHEN THE ORIGINAL COST ESTIMATES CAME BACK, IT CAME IN AT ABOUT 5.7 MILLION. SO WE'LL SEE WHAT HAPPENS BETWEEN NOW AND WE WHEN WE ACTUALLY START CONSTRUCTION, BUT UM, WE ARE ENCOURAGED WITH THAT PROCESS. UH, ANOTHER ONE IS LAND PURCHASES. FOR FUTURE FIRE STATIONS. AND SO, UM, THE RED DOTS THERE ARE, ARE LOCATIONS OF OUR CURRENT STATIONS, PLUS STATION SIX, WHERE IT'S GONNA BE LOCATED. AND COUNCIL MEMBER MOORE, YOU SEE, WE DON'T HAVE A WHOLE LOT OUT THERE ON THE EAST SIDE. UM, THAT'S WHERE WE'RE, I SEE THE ARCADIA LAKE AREA IN 66. THERE YOU GO. THERE YOU GO. PUT A DOG RIGHT THERE. UH, THIS CURRENT YEAR, THAT DOESN'T LOOK LIKE THAT'S GONNA HAPPEN FOR A FEW REASONS. ONE BEING WE'RE KIND OF HOLDING OFF AND SEEING WHAT IS GONNA HAPPEN WITH DEVELOPMENT, WHAT'S GONNA HAPPEN WITH THAT, THOSE TURNPIKE ON RAMPS AND OFF RAMPS. ARE THEY GONNA HAPPEN OR NOT? AND HOW WILL THAT SPUR DEVELOPMENT? UM, CURRENTLY WE'VE GOT LAND, UH, AT POST AND HIGHWAY 66. THE CITY OWNS LAND THERE. THAT WOULD BE A GOOD LOCATION FOR A CENTRALLY LOCATED EAST EDMOND STATION. UM, BUT IF DEVELOPMENT, SIGNIFICANT DEVELOPMENT OCCURS IN, IN THIS AREA AND DOWN HERE, THEN IT MIGHT MAKE MORE SENSE TO HAVE A NORTHEAST FIRE STATION AND A SOUTHEAST FIRE STATION. SO THAT'S KIND OF WHERE WE'RE LOOKING. ALWAYS KEEPING OUR EYES OPEN FOR LAND. AND I WILL BE BUDGETING FOR THE PURCHASE OF LAND IN THIS COMING BUDGET. UM, IN ADDITION, UH, FIRE STATION THREE. I'VE SPOKE WITH YOU ALL ABOUT THIS BEFORE AND WE'LL GET TO THAT, BUT WE'RE GONNA NEED TO RELOCATE THAT STATION AND I'LL TALK ABOUT THAT IN A FEW MINUTES IN THE PRESENTATION. SO, UM, SOME OTHER SIGNIFICANT EXPENDITURES AS APPARATUS. UM, THERE'S A LOT GOING ON IN THE FIRE SERVICE RELATED TO APPARATUS THAT IS HAVING A DRAMATIC EFFECT ON OUR BUDGET AND EVERY OTHER FIRE DEPARTMENT'S BUDGETS, UM, PUMPERS THAT I, THAT WE WERE PAYING $540,000 FOR JUST A FEW YEARS AGO ARE NOW UP OVER $900,000 FOR THE SAME APPARATUS. UM, AND IT ADDITION, THE DELIVERY OF THOSE APPARATUS IS NOW CL CLOSE TO FOUR YEARS FROM WHEN YOU ORDER THEM. THEY'RE 44 MONTHS. SO, UM, WITH ALL OF THAT, I'VE HAD TO, UM, GET OUR FLEET REPLACEMENT FUND FULLY FUNDED. MET WITH BOB MASTERSON HERE A WHILE BACK, AND, AND WE TALKED ABOUT IT. TOOK A LOOK AT OUR PLAN AND, AND REALLY I'M GONNA BE BUDGETING ABOUT $6 MILLION INTO OUR FLEET LEASE FUND TO JUST TO GET THAT FULLY FUNDED AND TO ACCOUNT FOR SOME OF THESE DRASTIC INCREASES THAT WE'VE SEEN. AND ONE IS, AND AGAIN, THESE ARE CITY'S SOME OF THE CITY'S GOALS THAT WE TRY TO U UTILIZE ALSO. SO WE'RE SEEKING GRANT OPPORTUNITIES AND TRYING INNOVATIVE I IDEAS. UM, OUR CHILDREN'S SAFETY VILLAGE OUT THERE AT FIRE ADMINISTRATION, YOU ALL ARE, I'M SURE ARE FAMILIAR WITH THAT. WE TOUCH, UH, THOUSANDS OF CHILDREN, LITERALLY THOUSANDS OF CHILDREN EACH YEAR WITH THE FIRE SAFETY MESSAGE, WITH BICYCLE SAFETY, WITH WATER SAFETY, WITH, UH, ELECTRICAL SAFETY, JUST ALL KINDS OF SAFETY MESSAGES. SAFER GRANT IS STAFFING FOR ADEQUATE FIRE AND FIRE AND EMERGENCY RESPONSE GRANT. UM, WE ARE APPLYING FOR THAT RIGHT NOW FOR THE STAFFING TO OPEN FIRE STATION SIX. SO WE'RE GONNA NEED 12 PEOPLE TO STAFF THAT STATION. SO WE'RE APPLYING FOR THAT GRANT. UM, THE WAY THAT WORKS IS IF WE'RE AWARDED THAT GRANT, THEN THE, THE FEMA WILL PAY FOR 75% OF THE SALARIES AND BENEFITS, UM, FOR THE FIRST AND SECOND YEAR OF THOSE FIREFIGHTERS. AND ON THE THIRD YEAR THEY'LL PAY FOR 35%. SO IT'S PRETTY SIGNIFICANT, UM, IF WE'RE ABLE TO GET THAT FOR THOSE 12 POSITIONS. SO WHETHER WE GET IT OR NOT, IT'S SOMETHING WE HAVE TO DO AND WE CAN, WE CAN FUND THAT. UM, BUT THERE ARE FEDERAL RESOURCES AVAILABLE THAT WE TRY TO, WE'RE GONNA PLAN AND WE, WE SUBMIT FOR EVERY GRANT WE POSSIBLY CAN. WE GET SOME OF THOSE. CHIEF YOUNGER SHOWED YOU A PICTURE OF A DRONE THERE ON HIS, UH, WE, WE PURCHASED A DRONE LAST YEAR. OURS IS A LITTLE DIFFERENT IN THAT IT'S A TETHERED DRONE. SO OUR CHIEF'S VEHICLE PULLS UP THE DRONE'S IN THE BACK, THEY PULL IT OUT, THEY OPEN THE BOX AND THEY LAUNCH IT. IT DOESN'T REQUIRE A PILOT. IT GOES UP. AND WE'RE ABLE TO, TO UTILIZE THAT DRONE WITHOUT A PILOT. AND WE USE IT ON OUR, ON OUR STRUCTURE FIRES. WE CAN USE IT ON GRASS FIRES. THE ONLY DIFFERENCE IS IT DOESN'T GO OUT. IT JUST GOES UP. FUTURE FIRE STATIONS, WE'VE TALKED ABOUT LAND FOR THOSE FUTURE FIRE STATIONS. AND NOW I WANT TO TALK ABOUT THE RELOCATION OF FIRE STATION THREE. UM, STATION THREE THERE. THAT'S THE ACTUAL PICTURE OF IT. AND THAT IS ONE OF OUR OLDEST STATIONS. UM, IT'S NOT OUR OLDEST STATION, BUT IT'S, IT'S, UH, IT WAS CONSTRUCTED IN 1984, SO IT'S 39 YEARS OLD. UH, IT UNDER UNDERWENT, UH, PRETTY SIGNIFICANT RENOVATION IN 2005. BUT THIS IS JUST BY MODERN STANDARDS. IT'S JUST, IT'S JUST NOT MEETING THE NEEDS OF A FIRE STATION ANYMORE FOR SEVERAL REASONS. ONE IS SOME SAFETY ISSUES. THEY HAVE TO, WE HAVE TO BACK INTO THAT STATION, SO WE HAVE TO, THEY HAVE TO PULL INTO, UH, DANFORTH AND YOU KNOW HOW CROWDED DANFORTH IS RIGHT THERE BY THE SOCCER FIELDS. SO EVERY TIME THEY RETURN TO THE STATION, THEY'VE GOT TO GET OUT, STOP TRAFFIC BACK IN. AND WHAT, WHAT ALL MODERN FIRE STATIONS NOW ARE, WE'RE BUILDING THEM WITH, THEY'RE PULL THROUGH. YOU DON'T STOP IN TRAFFIC TO BACK INTO THE STATION. BUT ALSO SOME THINGS OPERATIONALLY, LIKE, UM, WE ARE HIRING MORE FEMALE FIREFIGHTERS NOW. UM, AND WE ARE, SOME OF OUR FACILITIES JUST ARE NOT CO-ED FRIENDLY AT ALL. AND THIS IS ONE OF THEM. UM, IT'S NOT CO-ED FRIENDLY, SO WE JUST, WE REALLY CAN'T ASSIGN A FEMALE FIREFIGHTER TO THAT STATION. AND SO WE'LL BE LOOKING, YOU'LL REMEMBER WE DID PARTNER WITH AN ARCHITECT TO DO A FEASIBILITY STUDY TO LOOK AT, UM, WHAT ARE OUR OPTIONS? IS THERE ANY WAY WE CAN RENOVATE THAT IT, WE CAN RENOVATE THAT STATION, BUT WE'RE STILL VERY LIMITED. WE'LL NEVER BE ABLE TO GET THE NUMBER OF PEOPLE THAT WE NEED AT THAT STATION, AND WE'LL STILL ALWAYS HAVE TO BACK IN. AND THE COST OF RENOVATING IT, JUST, YOU KNOW, AND, AND WHEN WE EVALUATED THAT AND GOT WITH OTHERS IN THE CITY, IT JUST DID NOT SEEM FEASIBLE TO DO THAT. SO WE ARE LOOKING FOR LAND, UH, AGAIN, MR. MURDOCH'S HELPING ME WITH THAT. WE'RE TRYING TO, WE HAVE LOCATED SOME LAND IN THE AREA THAT WE'RE INTERESTED IN, BUT YOU KNOW, IF WE CAN NEGOTIATE THE RIGHT PRICE ON, ON A PROPERTY, WE NEED TO KEEP IT IN THAT GENERAL VICINITY. UM, MOVING IT TOO FAR ONE WAY OR ANOTHER JUST DOESN'T MAKE SENSE. AS I MENTIONED THAT, THAT IS ONE OF OUR BUSIEST STATIONS. IT ACTUALLY, IT WAS THE BUSIEST STATION LAST YEAR. UM, SO IT NEEDS TO STAY IN THAT GENERAL AREA. UH, STRATEGIC PLAN. WE'LL DO A FIRE STATION RENOVATION STUDY THIS YEAR FOR FIRE STATION ONE THAT IS ACTUALLY OUR OLDEST STATION. AND THAT STATION IS 47 YEARS OLD. IT WAS CONSTRUCTED IN 1976, SO IT'S GETTING RATHER OLD. IT HAS UNDERGONE SEVERAL RENOVATIONS OVER THE YEARS. UM, THIS IS ONE THAT I BELIEVE MIGHT ACTUALLY BE WORTH RENOVATING. IT MIGHT BE A GOOD CALL TO RENOVATE THIS ONE. IT'S IN A GREAT LOCATION. THE SITE ISN'T AS LIMITING. WE'RE ABLE TO ACTUALLY PULL THROUGH ON, AT THIS STATION. WE HAVE ACCESS ON TWO DIFFERENT ROADS. UM, AND MY HOPE IS THAT WE'LL GET OUR ARCHITECTS IN TO STUDY THAT AND SHOW US THAT, YEAH, WE CAN, WE CAN RENOVATE THIS TO A MODERN FIRE STATION THAT MEETS OUR NEEDS AND ALLOWS US TO STAY AT THAT PROPERTY. SO WE'LL DO THAT RENOVATION STUDY THIS YEAR AND THEN WORK THAT INTO A LONG-TERM PLAN OF WHEN TO ACTUALLY DO THAT. UM, AND THEN ALSO AGAIN, AS OUR CITY HAS GROWN, AS OUR DEPARTMENT HAS GROWN, UH, WE'VE ALREADY OUTGROWN OUR ADMINISTRATION OFFICES. UM, AND THAT'S ONLY GONNA CONTINUE TO GET WORSE AS WE ADD MORE STAFF. WE'VE GOT, WE'VE HAD TO MOVE SOME OF OUR STAFF OUT OF THIS BUILDING INTO THE WAREHOUSE BEHIND AND TAKE UP CLASSROOM SPACE IN THE, IN THE, IN THE ROOM BEHIND. UH, WE'VE GOT A LOT OF OUR STAFF THAT ARE DOUBLING UP IN OFFICES. AND SO WE ACTUALLY GOT WITH AN ARCHITECT THIS, UH, HERE JUST A FEW MONTHS AGO, HAD THEM COME IN. THEY DID A SPACE STUDY, UM, TO THE EAST OF, OF THIS BUILDING ON THE EAST SIDE OF THE BUILDING, I SHOULD SAY. UM, THERE'S AN OPEN YARD THERE. THIS, THIS BUILDING WAS ACTUALLY DESIGNED AT ONE POINT WITH THE IDEA THAT IT WOULD BE EXPANDED OUT TO THE EAST. AND SO, UM, BRINGING THEM IN AND [01:10:01] DOING A LITTLE STUDY AND SEEING IF THAT WAS FEASIBLE, UM, WE CAN, WE CAN ADD OUT TO THE EAST AND ADD A LOT OF OFFICE SPACE AND THAT WILL FREE UP OUR WAREHOUSE SPACE AND OUR CLASSROOM SPACE IN THE BUILDING BEHIND TO BE ABLE TO STORE MORE OF OUR, OUR MATERIALS AND OUR APPARATUS. SO, UM, WE'LL BE LOOKING AT GETTING THAT IN OUR PLAN IN THE COMING FIVE YEARS. SO, AND THEN ALSO, UM, THIS COMING YEAR LOOKING AT PURCHASING AN AMBULANCE. NOW, WE'VE TALKED ABOUT THIS BEFORE. AND SO WITHOUT PURCHASING AN AMBULANCE TO GET INTO THE TRANSPORT SIDE OF THINGS, I WOULD LIKE TO HAVE AN AMBULANCE AS A CONTINGENCY. UM, YOU KNOW, WE'VE BEEN THROUGH SOME ROUGH TIMES, UH, HERE RECENTLY, WELL, FOR THE LAST COUPLE OF THREE YEARS ACTUALLY, WITH AMBULANCE TRANSPORT IN THE CITY. AND SHOULD WE FACE ANOTHER PANDEMIC IN THE FUTURE, UM, I WOULD LIKE TO HAVE SOME CONTINGENCY TO BE ABLE TO TRANSPORT SOMEONE THAT NEEDS TO GET TO THE, THAT WE NEED TO GET TO THE HOSPITAL, UM, AND NOT HAVE TO WAIT ON AN AMBULANCE. SO THAT TYPE OF VEHICLE WE WOULD USE, AND THAT WOULD PROBABLY BE WHAT WE WOULD USE PLACE OUR SQUADS IN. SO STILL A SMALLER RESPONSE VEHICLE THAT WOULD SERVE A DOUBLE PURPOSE AS A SQUAD. BUT SHOULD WE EVER NEED TO HAVE, WE HAVE A CRITICAL PATIENT WITH A LONG DELAY FROM A, THE TRANSPORT COMPANY, WE WOULD BE ABLE TO TRANSPORT THAT PERSON TO THE HOSPITAL. IT'S, IT'S POSSIBLE NOW, UM, THE STATE LAW HAS CHANGED DURING THE PANDEMIC, WE WEREN'T ABLE TO DO THAT. WE'D BE IN VIOLATION OF LAW IF WE TRANSPORTED SOMEONE TO THE HOSPITAL. BUT NOW IF WE HAVE THE APPROPRIATE VEHICLE, WE CAN APPLY FOR A, A LICENSE TO ALLOW US TO DO THAT IN CERTAIN CIRCUMSTANCES. SO WE'LL PROBABLY BE MOVING FORWARD WITH THAT, START WITH ONE, AND IF THAT WORKS WELL, THEN WE'D BE LOOKING AT ADDING ANOTHER ONE IN A FUTURE YEAR, AND THEN WE'LL CONTINUE TO WORK COLLABORATIVELY. UH, WE ARE PARTNERED WITH, UH, OKLAHOMA STATE BUREAU OF INVESTIGATION WITH THEIR INTERNET CRIMES AGAINST CHILDREN, UH, IAC, UH, GROUP, AND WE DO SIGNIFICANT WORK THERE. I THINK THE LAST DATA I SAW SHOWED THAT OVER THE LAST THREE YEARS WE'VE HAD RIGHT AROUND A 250% INCREASE IN THE NUMBER OF CASES THAT WE'VE WORKED ON. THAT PART OF IT'S BECAUSE WE'VE INCREASED OUR CAPACITY. UH, BUT THE OTH OTHER PART IS JUST YOU'RE, YOU'RE HAVING AN INCREASE IN THOSE CRIMES. UH, SO THAT WILL CONTINUE. UH, WE'LL NEED TO BE ABLE TO LOOK AT THAT. UH, WE MENTIONED STAFFING FORMULAS FOR PATROL OFFICERS. UH, WE, WE HAVE A LITTLE LESS SCIENTIFIC, BUT, BUT PRETTY SOLID STAFFING FORMULA FOR INVESTIGATORS AS WELL. UH, A TYPICAL INVESTIGATOR WILL HANDLE ABOUT A HUNDRED CASES IN A YEAR. UM, NOW KINDS OF CASES VARY DEPENDING ON THEIR LENGTH. UH, BUT WE, WE ARE USING THOSE, UH, DATA ELEMENTS TO KIND OF LOOK AT WHAT STAFFING WE NEED AND WHAT RESOURCES WE NEED TO MAKE SURE WE'RE GONNA BE ABLE TO SERVE THE COMMUNITY IN THAT AREA. VERY GOOD.
