WE HAVE CARROT ON, ON HALL WITH US TODAY, BUT I'M GONNA READ THIS PROCLAMATION FOR PROCLAMATION FOR ARBOR WEEK.
WHEREAS ARBOR WEEK IS AN IMPORTANT TRADITION IN EDMOND, WHICH RECOGNIZES THE VALUE OF OUR LOCAL TREES AND FOREST RESOURCES AND BENEFITS THEY PROVIDE TO THE COMMUNITY AND THE VALUES OF THE EDMOND COMMUNITY.
AND EFFORTS BY THE URBAN FORESTRY COMMISSION AND THE CITY OF EDMOND HAVE RESULTED IN A FAVORABLE URBAN TREE CANOPY COVERAGE THROUGHOUT THE CITY AND THE CITY.
EDMOND CITY COUNCIL HAS PROMOTED IMPLEMENTATION AND CONTINUATION OF POLICIES AND PROGRAMS THAT SUPPORT TREE CANOPY FOR OVER 20 YEARS.
AND WHEREAS CONTINUING WITH ACTIVE URBAN FORESTRY PROGRAMS WILL PROMOTE, PRESERVE AND ENHANCED TREE CANOPY IN EDMOND FOR GENERATIONS TO COME.
PROVIDING ENVIRON ENVIRONMENTAL SOCIAL HEALTH, AESTHETIC AND ECONOMIC BENEFITS TO EDMOND RESIDENTS.

I AM THE CHAIR OF THE URBAN FORESTRY COMMISSION AND I'VE BEEN ON THIS COMMISSION KIND OF SINCE ITS TINY BEGINNING TO WHAT WE ARE TODAY.
SO I JUST WANNA SAY ON BEHALF OF THE URBAN FORESTRY COMMISSION, WE ARE VERY THANKFUL FOR THE CITIZENS OF EDMOND WHO LOVE THEIR TREES.
CUZ I KNOW A LOT OF PEOPLE MOVE HERE BECAUSE OF THEIR TREES.
AND FOR THE MAYOR AND THE CITY COUNCIL WHO ARE VERY PROACTIVE IN THE PRESERVATION OF OUR OLD GROWTH TREES AND THE, AND SUPPORTIVE OF THE WORK THE URBAN FORESTRY COMMISSION AND THEIR DEPARTMENT HAS DONE, WE ARE VERY PROUD OF THE PRESERVATION ACTIVITIES WE HAVE WORKED ON FOR THE OLD GROWTH CROSS TIMBERS, REMNANT FOREST, AND ALL THE NUMEROUS TREE PLANTINGS AND SEEDLING GIVEAWAYS TO REPLACE TREES INTO THAT WOULD HELP
AND I WAS THINKING, WHY CAN'T I SEE THIS
WE'RE GONNA BE PLANTING TREES IN AN OLDER PARK IN EDMOND, BEAUTIFY IT WITH THE TREE PLANTING.
AND THEN I JUST WANT TO THANK EACH ONE OF YOU, THE ONES THAT WORK FOR THE CITY, THE ONES THAT GIVE THEIR TIME.
UM, MY SPIRITUAL GIFT IS ENCOURAGEMENT.
SO IF I EVER OVERWHELM YOU WITH THAT, THAT'S JUST WHO I AM.

THAT'S THE ONE THING ABOUT TREES IS THEY ARE A RENEWABLE RESOURCE I'LL WEAR FOR THE NEXT COUNCIL.
I MIGHT TRY AND, UH, REMEMBER AND BRING IT.

I'M HERE WITH RILEY COY AND WE'RE REPRESENTING OKLAHOMA FORESTRY SERVICES AND WE'RE HERE ON BEHALF OF THE ARB DAY FOUNDATION TO RECOGNIZE THE CITY OF EDMOND FOR 24 YEARS.
SAID A LITTLE OVER 20, SO IT'S BEEN 24 YEARS IN A ROW THAT YOU'VE BEEN RECOGNIZED AS A TREE CITY USA.
AND ALSO TO RECOGNIZE EDMOND ELECTRIC FOR THEIR 23RD YEAR IN A ROW AS BEING A TREE LINE UTILITY COMPANY.
SO, UH, YOU CONTINUE TO BE A GROWING, THRIVING COMMUNITY AT THE LEADERSHIP LEVEL AND CERTAINLY AT THE CITIZEN LEVEL.
THE NINETIES, HOLY CREDIT, LET COME IN EVERY THAT LONG.
VOLUNTEERS THAT ARE COMMITTED TO IT LIKE THAT, IT REALLY MAKES, UH, I THINK FOR THE WHOLE SUPPORT SYSTEM TO BE THERE IN THE CITY.
BUT YOU DO SIT IN THE CROSS TIMBERS FOREST.
IT'S THE LARGEST AND MOST UNIQUE FOREST COVER TYPE THAT WE HAVE IN OKLAHOMA.
AND YOU CONTINUE TO BE THE LEADERS IN THE STATE IN HELPING PRESERVE AND PROTECT THAT IN ALL THAT YOU DO.
AND AS A MATTER OF FACT, ONE OF THE BIG THINGS THAT, THAT I SAW THIS LAST YEAR THAT YOU ACCOMPLISHED WAS THE EAST EDMOND 2050 PLAN.
I THINK THAT'S A MAJOR PLAN FOR THE FUTURE.
THIS PLAN IDENTIFIES PRESERVATION PROTECTION OF FORESTED AREA AS A MAJOR THEME FOR DEVELOPMENT IN THIS AREA.
AND IT'S STATING THAT THE CROSS TIMBERS FOREST COVER TYPE AND PRESERVATION OF THE EXISTING TREES ARE IDENTIFIED AS IMPORTANT FOR MAINTAINING THE IDENTITY OF EAST EDMOND.
THAT'S A BIG PART OF WHAT EAST EDMOND IS, AND ALL YOUR CITY IS.
IT'S, IT'S PART OF YOUR IDENTITY.
UH, THE THE COMMUNITY ENGAGEMENT PROCESS THAT I KNOW THAT WENT ALONG WITH THIS WAS VERY, UH, QUITE EXTENSIVE AND IT STRONGLY SUPPORTED THIS DIRECTION BY THE CITIZENS.
AND THEY REALLY UNDERSTAND THE REAL IMPORTANCE OF PRESERVING THIS OPEN SPACE.
SOME OF THE, THE GUIDING PRINCIPLES THAT CAME OUT OF THAT PLAN IS THE CITY WILL ENSURE THAT THE CRITICAL RESOURCES SUCH AS CROSS TIMBERS FOREST, URBAN TREE CANOPY, PRIME FARMLAND, DESIGNATED OPEN SPACE AND RIPARIAN AREAS ARE PROTECTED.
AND THE EXISTING RURAL CHARACTER CONTRIBUTES TO THE AREA'S SENSE OF PLACE.
AND IT'S JUST WONDERFUL THAT YOU AS A CITY REALIZE THE VALUE OF THIS NATURAL ASSET AND YOU'RE GONNA CONTINUE TO GROW FORWARD WITH THAT IN MIND.
AND I ALSO KNOW THAT IN THIS AREA, THERE'S GONNA BE SOME MORE RESEARCH BEING DONE AND IT'S REALLY GREAT TO SEE THIS COOPERATIVE EFFORT BETWEEN FOREST DEPARTMENT, UH, AND THE PLANNING DEPARTMENT TO PLAN THE SCOPE OF WORK FOR THIS DETAILED FOREST COMPOSITION AND ANALYSIS STUDY.
IT'S GREAT TO SEE THE INTERDISCIPLINARY APPROACH THAT YOU'RE TAKING AND FOR A, A CITY TO PLACE SO MUCH EMPHASIS ON FORCE AND OPEN SPACE PROTECTION IS SOMETHING YOU ALL SHOULD BE VERY PROUD OF BECAUSE IT'S JUST NOT THE CASE AS I TRAVEL ACROSS THE STATE, ACROSS THE COUNTRY THAT YOU JUST DON'T HAVE THAT LEVEL OF SUPPORT AND COMMITMENT AT ALL LEVELS HERE AS YOU DO IN EDMOND.
AND SO, FOR A CITY TO PLACE SO MUCH INTEREST ON THIS, IT'S REALLY SOMETHING THAT I HOPE YOU ALL ARE PROUD OF.
QUITE OBVIOUS THAT YOU'RE PROUD AND I HOPE THAT YOU ARE ALSO PROUD IN YOUR LEADERSHIP AT THE STATE.
AND SO WE ARE HERE TO RECOGNIZE NOT ONLY THE CITY, BUT I MENTIONED EDMUND ELECTRIC FOR THEIR PROFESSIONAL STAFF, NOT ONLY FOR UNDERSTANDING THE IMPORTANCE OF PROVIDING, UH, ELECTRICITY TO THE CITIZENS HERE, BUT ALSO THEY DO IT, UH, WHILE MANAGING THIS UTILITY CORRIDOR WITH THE TREE'S BEST INTEREST IN MIND AND SOMETIMES THERE'S SOME CONFLICT WITH THAT.
BUT EDMOND ELECTRIC DOES A WONDERFUL JOB OF BALANCING THAT.
UH, IN THIS PAST YEAR, EDMOND ELECTRIC TO SHOW WHAT THEY'VE DONE FOR THE EIGHTH YEAR IN A A ROW, THEY'VE SPONSORED AN ENERGY SAVING TREES PROGRAM.
AND THAT'S WHERE THEY PROVIDE TREES TO CITIZENS WHERE THEY COULD PLANT TO REDUCE THEIR UTILITY COSTS IN THE FUTURE.
AND SO IN THE SPRING AND FALL, ABOUT 540 TREES WERE PLANTED WITH THAT.
I THINK THAT'S QUITE AN ACCOMPLISHMENT.
EDMUND ELECTRIC WAS ALSO ONE OF THE SPONSORS OF THIS YEAR'S STATEWIDE TREE, UH, CITY RECOGNITION CEREMONY THAT WE HELD LAST WEEK IN OKLAHOMA CITY.
AND WE REALLY VALUE THAT PARTNERSHIP THAT WE HAVE WITH THEM.

SO THIS WE DID, THEY SAID, INSTEAD OF JUST BUILDING TENNIS ESCORTS ON THEIR PROPERTY SOMEWHERE ELSE, WHY DO WE JOIN WITH THE CITY OF AND BUILT THIS MEGATON COMPLEX? AND THIS IS A2 TWO ACRE SITE THAT WAS UN BY THE CITY, THE SCHOOL DISTRICT.
THEY OFFERED THE ABILITY FOR CONSTRUCTION ADMINISTRATION AND FOR KIND OF THE EFFORTS ASSOCIATED WITH GETTING THE PROJECT CONSTRUCTED.
I WAS SO IMPRESSED FROM DAY ONE HOW EVERYBODY HAD A VOICE.
THAT UNDERSTOOD EVERYBODY'S NEEDS FROM BOTH PARTIES.
WE BELIEVE THAT WE HAVE FIGURED SOMETHING OUT TO WORK TOGETHER, DO PROJECTS TOGETHER, AND WE GET SOMETHING BIGGER AND BETTER.
LIKEON THE CITY THEN TOOK OVER THE OPERATIONS AT THE END.
SO THE CITY IS REALLY THE OPERATING ENTITY FOR EVERYTHING.
WITH THE EXCEPTION SCHOOL DISTRICTS PARK, ALL 34 WERE BOOKED.
CAUSE WE HAVE HIGH SCHOOL PRACTICES, JUNIOR CLASSES, ADULT CLASSES, AND THE USTA LEAGUE, IT'S AMAZING.
ONE OF THE THINGS THAT WAS REALLY IMPORTANT IS JUST HAVING A SIGNIFICANT NUMBER OF OUTDOOR REPORTS.
IF YOU'RE WANTING TO BRING IN LARGE AMOUNT OF PROGRAMMING, YOU HAVE TO HAVE CERTAIN NUMBER OF OUTDOOR REPORTS AT ONE FACILITY.
BY COMING TOGETHER IN THE CITY, ALLOWED US TO REALLY PROVIDE A VENUE FOR OUR STUDENTS WHERE THEY HAVE LOCKER ROOMS AND CAN COME AND PRACTICE.
YOU WALK IN, EACH SCHOOL HAS THEIR OWN LOCKER ROOM.
EACH SCHOOL HAS THEIR OWN SCHOOL MASK OUT THERE.
THEY COME DOWN HERE AND PLAY AND ENJOY LEARN.
AND ONE FACILITY, LOT OF, UH, PROGRAMMING THAT WE DECIDE TO DO IS BASED ON WHAT U SSTA A'S MISSION IS.
WE OBVIOUSLY HAVE A TON OF U SSTA TURBOS JUST THIS YEAR WE HAVE RUN 40 TOURNAMENTS HERE AT THIS FACILITY AND JUST HAD THIS NATIONAL, WE JUST HAD A, A COLLEGIATE.
WE JUST HAD A HIGH SCHOOL HERE.
PEOPLE COME IN, THEY'RE STAYING IN OUR HOTELS, THEY'RE EATING, THEY'RE DOING SOME SHOPPING.
THIS IS THE TEST FACILITY REGIONALLY IN THIS AREA.
COUNTRY RIGHT NOW IS WELL RUN.
THE COMMUNITY IS JUST ECSTATIC ABOUT THAT.
THIS PARTNERSHIP BETWEEN THE CITY OF EDMOND AND THE EDMOND PUBLIC SCHOOLS IS, IS REALLY A TEMPLATE TO WHAT CITIES ALL ACROSS THE COUNTRY CAN, CAN USE TO SEE WHAT A PARTNERSHIP CAN DO.
AND I DON'T KNOW, DAVID, DO YOU WANNA SAY SOMETHING BECAUSE THIS IS, I KNOW THIS IS YOUR SECOND HOME, BUT

I WANTED TO TAKE A MOMENT TO, UH, UPDATE YOU AND, UM, THE REST OF OUR RESIDENCE AND USERS OF THIS TRAIL, SYSTEM OF A PROJECT HAPPENING HERE IN MITCH PARK, UM, TO REBUILD THE TRAIL SYSTEM IN THAT PARK.
YOU SEE HERE ON THE SCREEN AN IMAGE THAT INDICATES THE, UH, PHASING OF THIS PROJECT.
THERE WILL BE SOME SUBSTANTIAL, UM, TIMES WHERE THINGS ARE OUTTA SERVICE IN THIS PARK, AND WE WANNA MAKE SURE EVERYBODY'S INFORMED ABOUT THAT.
SO WHAT'S GONNA HAPPEN HERE IS THE TRAIL THROUGHOUT THIS PARK IS GONNA BE REBUILT AND THROUGHOUT THE COFFEE CREEK NEIGHBORHOOD, THE PUBLIC PARTS OF THE TRAIL

TO BRING NEW CROSSWALKS TO BUILD A NEW BASE UNDER THE TRAIL AND TO LAY NEW ASPHALT.SO BEGINNING TODAY, THE OUTER LOOP OF THE TRAIL SHOWN IN RED HERE IS, UH, CLOSED.
AND TO ORIENT, UM, EVERYBODY HERE TOWARDS THE LOWER PORTION OF THE SCREEN, YOU SEE COVELL IN THE VERY CENTER.
AND THEN THE ORANGE, YOU SEE CHEYENNE MIDDLE SCHOOL.
AND THEN FURTHER TO THE LEFT IS THE Y M C A AND, AND THE MAC, THEY'RE LOCATED THERE IN MITCH PARK.
UH, THEN ACROSS, UH, TO THE, TO THE RIGHT FURTHER RIGHT OF THE SCREEN, THAT LINE INDICATES THE TRAIL THAT GOES THROUGH THE COFFEE CREEK NEIGHBORHOOD.
SO, AS I WAS SAYING, THE OUTER LOOP IS CLOSED TODAY AND WE ANTICIPATE THAT TO BE CLOSED FOR A PERIOD OF THREE MONTHS.
IT'S WHAT THE CONTRACTOR'S PROJECTING.
THAT'LL GIVE THEM TIME TO COMPLETELY TAKE THAT OUT AND TO RELAY THE NEW TRAIL.
THE NEW TRAIL WILL BE TWO FOOT WIDER.
IT'S GOING FROM 10 FOOT TO 12 FOOT.
ONCE THAT'S COMPLETE, THE SECOND PHASE WILL START.
THAT WILL INCLUDE, UH, REMOVING AND REPLACING THE INTERIOR NETWORK OF THE TRAIL SHOWN IN THE LIGHTER COLOR ON THE SCREEN.
UM, THE TRAIL INTERIOR TO MITCH PARK AND THE TRAIL ACROSS THE STREET THAT GOES THROUGH COFFEE CREEK NEIGHBORHOOD.
SO WHILE THOSE HAPPEN, THERE'S SOME CLOSURES THAT WILL TAKE PLACE BESIDES JUST THE TRAILS THEMSELVES.
DOWN IN THE LOWER LEFT CORNER OF THIS, YOU SEE THE DISC GOLF COURSE THAT WILL UNFORTUNATELY HAVE TO BE CLOSED THROUGHOUT THE FIRST PHASE OF THE PROJECT.
NOW THERE IS A SCHEDULED EVENT, A MEMORIAL DISC GOLF TOURNAMENT THAT WILL TAKE PLACE AND WE'LL BE SET UP AND READY TO HOST THAT EVENT AS IT'S ALREADY SCHEDULED.
UM, ON THE LEFT HAND SIDE OR THERE OFFICE SANTA FE, YOU SEE THE PARKING LOT INDICATED THAT WILL BE CLOSED.
WE ANTICIPATE THAT TO BE CLOSED THROUGHOUT THE DURATION OF THE PROJECT AS WELL.
AND THEN IN THE CENTER OF THE PARK WHERE WE HAVE THE PAVILIONS, THE GROUP PICNIC SHELTERS, THOSE WILL BE CLOSED DURING THE PHASE TWO OF THE PROJECT.
SO AGAIN, REMEMBER PHASE ONE OUTER LOOP, THE NEXT THREE MONTHS, PHASE TWO, THE INNER LOOP, AND THE PARK THROUGH COFFEE CREEK.
THE THREE MONTHS AFTER THAT IS WHAT WE'RE CURRENTLY PROJECTING.

SO THAT'S JUST ABOUT AS MUCH LIFE AS YOU CAN GET OUT.
AND WE, AND WE'VE TRIED SOME TEMPORARY REPAIR WORK OUT THERE THAT DIDN'T, DIDN'T HOLD.
WE HAVE DONE SOME MAINTENANCE OVER THE YEARS AND RESURFACED IT, CRACK SEALED IT, THOSE SORTS OF THINGS THAT YOU DO TO ASPHALT SURFACES.
WHAT CAN WE EXPLAIN THE FUNDING FUNDING'S COMING FROM FOR THIS? I'D BE HAPPY TO.
FUNDING FOR THIS IS FROM THE, UH, FROM PARTLY PROVIDED FROM ARPA, WHICH IS UM HMM.

SO MONIES THAT WAS BUDGETED FOR THAT WE'RE PROPOSING TO MOVE FOR THIS PROJECT.
AND SO I'LL TALK A LITTLE MORE DETAILS ABOUT BOTH OF THESE THINGS, BUT I THOUGHT IT'D BE HELPFUL JUST TO GIVE ANOTHER VERY BRIEF PROJECT OVERVIEW.

SO AGAIN, IT'S A THREE-WAY PARTNERSHIP BETWEEN THE CITY, THE METRO LIBRARY SYSTEM, AND THE Y M C A.
AND THAT PROJECT, WHERE IT WILL BE LOCATED IS HERE IS I 35, HERE IS 15TH STREET.
UH, HERE IS HENDERSON HILLS BAPTIST CHURCH.
AND HERE IS THE INTEGRIS COMPLEX HERE.
SO THIS IS DESIGNATED AS THE PROJECT SITE THE CITY PURCHASED IN JANUARY 10 ACRES FROM HENDERSON HILLS BAPTIST CHURCH.
SO HOW THIS ARRANGEMENT WILL WORK IS THE CITY WILL OWN THE LAND AND THE CITY WILL BUILD THE BUILDING.
AND THEN THROUGH LONG-TERM LEASES WITH THE LIBRARY AND THE Y M C A, THEY WILL OPERATE THIS FACILITY.
SO, UH, AS WE TALKED ABOUT, WE'RE IN THE DESIGN PHASE RIGHT NOW.
THE BUILDING IS PLANNED TO BE 70,000 SQUARE FEET.
SO PICTURE ONE BIG LOBBY THAT YOU WALK INTO, THERE WILL BE OVERLAPPING FUNCTIONS, BUT THERE WILL BE DEDICATED Y M C A SPACE, THE TUNE OF ABOUT 50,000 SQUARE FEET, 15,000 SQUARE FEET FOR THE LIBRARY.
AND THEN THE THREE ENTITIES, THE THIRD B IN THE CITY WILL SHARE 5,000 SQUARE FEET THAT WE'RE PROGRAMMING RIGHT NOW.
SO THINK OF PUBLIC MEETINGS AND JOINT PROGRAMMING THAT WILL TAKE PLACE THERE.
SO A LITTLE BIT OF THE PROJECT BACKGROUND ON THIS.
SO IF ALL THE PUBLIC, IF ALL THE LIBRARIES IN THE STATE OF OKLAHOMA, THE ONE LIBRARY WE HAVE IN THE CITY LIMITS OF EDMOND IS THE BUSIEST.
SO THERE'S A NEED FOR ANOTHER LIBRARY.
AND ALSO THE MITCH PARK, Y M C A IS THE BUSIEST AND THE GREATER OKLAHOMA CITY, UH, DIVISION.
SO THERE'S 14 BRANCHES THERE, AND THIS IS THE BUSIEST ONE.
AND THEY ALSO TELL ME THAT THE RANKIN FACILITY, WHICH THEY STILL OPERATE OFF OF NINTH, IS THE FOURTH BUSIEST.
AND I KNOW THEY'VE DONE SOME NEEDS ASSESSMENTS THAT SAY THAT THE COMMUNITY IS IN NEED OF ANOTHER Y M C A.
UM, AND AGAIN, WHAT WE SAW WITH CENTER COURT IS WHEN ENTITIES COMBINE RESOURCES, THE COMMUNITY WINS.
SO WE REALLY LIKE TO THINK OF THIS PROJECT AS A MULTI-GENERATIONAL COMMUNITY SPACE.
SO PROGRAMMING ALL THE WAY FROM TODDLERS TO SENIORS, RIGHT? THIS WILL BE A VERY BUSY FACILITY THAT WILL HAVE LOTS OF THINGS HAPPENING ALL DAY LONG.
SO NOT AS, AS MY FRIENDS IN THE LIBRARY LIKE TO SAY, IT'S NOT A PLACE FOR BOOKS, IT'S A PLACE FOR PEOPLE MM-HMM.
SO, UM, THE PROJECT BUDGET HAS BEEN SET FOR THE PROJECT.
SO 4 MILLION FOR LAND, 3.1 FOR THE DESIGN, AND THEN $30 MILLION TO CONSTRUCT IT.
SO HOW THAT COST SPLIT IS, UH, PROPOSED IS THE CITY PAYS THE FULL COST OF LAND AND THE UPFRONT COST FOR THE DESIGN AND CONSTRUCTION.
AND THEN FOR THE Y M C A, UH, HOW IT WILL WORK IS FOR HALF THIS HALF THE SPACE THAT'S DEDICATED TO THEM, THE 50,000 SQUARE FEET.
UM, THEY WILL PAY THE CITY BACK OVER THE OVER 15 YEARS.

SO WHAT THAT'S LOOKING LIKE NOW IS OVER THOSE 15 YEARS, THE YMCA'S PROPORTIONATE COSTS WILL BE JUST A LITTLE UNDER $12 MILLION TO PAY BACK TO THE CITY IN THAT PERIOD.
AND THEN FOR THE METRO LIBRARY SYSTEM, HOW THE AGREEMENTS WORK, UH, FOR ALL THE LIBRARY SYSTEMS WITHIN THIS IS

THE CITY OWNS THE LAND, UH, THE CITY BUILDS THE BUILDING, AND THEN THE CITY OWNS THE BUILDING.AND THE WI AND THE METRO LIBRARY SYSTEM EQUIPS AND OPERATES THE FACILITY.
SO AS WE'RE MOVING FORWARD, THE GOVERNING DOCUMENT, THE GOVERNING DOCUMENT OF THIS THREE-WAY PARTNERSHIP WILL BE THE LEASE AGREEMENT.
SO WE'RE WORKING ON ALL THE TERMS OF THAT RIGHT NOW, AND THAT WILL COME BEFORE THE COUNCIL PRIOR TO THE CONSTRUCTION.
SO JUST A LITTLE BIT, SOME OF THE DETAILS THAT WILL BE IN THERE, AGAIN FOR THE LIBRARY AND THE WHY THEY HAVE TO BUY THE THINGS TO EQUIP THE SPACE, AND THEN THEY HAVE TO BE ABLE TO HAVE THE MONEY TO BE ABLE TO OPERATE THE SPACE.
SO THAT'S KIND OF A LITTLE BIT WHAT THAT LOOKS LIKE RIGHT THERE.
AND THEN THE, AGAIN, TO THE ITEM ON YOUR AGENDA THIS EVENING IS, UM, THE APPROVAL OF THE CONSTRUCTION MANAGER AT RISK CONTRACT WITH CROSSLANDS CONSTRUCTION.
SO WHAT'S ON YOUR AGENDA TONIGHT IS FOR PRE-CONSTRUCTION SERVICES FOR $50,000, AND THEN THE OVERALL FEE OF 3.75%, WHICH IS, WILL BE THE GUARANTEED MAXIMUM PRICE.
SO THE GUARANTEED MAXIMUM PRICE HAS BEEN SET AT $30 MILLION TO BUILD A FACILITY.
SO 3.75 OF THAT FOR CROSSLANDS CONSTRUCTION TO OVERSEE THE BUILDING OF THIS BUILDING WILL GO TO THEM.
AND THEN ALSO THIS SPELLS OUT THE CONDITIONS IN THE PROCESS.
SO HOW WE GOT TO THIS POINT WITH CROSSLANDS WAS WE WENT THROUGH A REQUEST FOR QUALIFICATION PROCESS, UH, HAD 11 VERY QUALIFIED FIRMS SUBMIT TO THAT.
UH, FIVE OF THOSE WERE INTERVIEWED AND SHORTLISTED BY THE OVERSIGHT COMMITTEE THAT CONSISTS OF MEMBERS OF CITY STAFF AND ELECTED OFFICIALS, AS WELL AS FROM THE Y M C A AND THE LIBRARY.
AND AFTER THOSE INTERVIEWS AND THROUGH THAT PROCESS, CROSSLANDS WAS CONS, UH, WAS SELECTED.
AND SO WE'VE BEEN IN NEGOTIATIONS WITH THEM EVER SINCE THAT SELECTION.
SO A LITTLE BIT ABOUT THE TWO COMPONENTS OF HOW THIS, HOW THIS CONSTRUCTION DELIVERY METHOD WORKS IS, UM, WHAT'S REALLY VALUABLE ABOUT THIS AND WHAT'S ON YOUR AGENDA THIS EVENING IS THAT FEE OF $50,000 FOR PRE-CONSTRUCTION SERVICES.
SO WHAT CROSSLANDS WILL DO IS PROVIDE COST ESTIMATES, UH, ON THE PROJECT AS WE GET THROUGH IT.
SO IF IT LOOKS LIKE THAT 70,000 SQUARE FEET, WE'RE NOT ABLE TO DO THE 30 MILLION, WE'RE NOT ABLE TO AFFORD THE $30 MILLION, THEN THEY'RE PROVIDING REAL-TIME ESTIMATES TO US TO LET US KNOW, UM, OF OPPORTUNITIES WE HAVE IN ORDER TO BUILD A WONDERFUL FACILITY.
BUT MAYBE WE CAN'T DO IT AT THAT.
MAYBE THERE HAS TO BE MODIFICATIONS MADE.
THEY ALSO, UH, IN THE CLIMATE THAT WE'RE IN WITH LEAD TIMES ON MATERIALS, IT'S INVALUABLE FOR THEM TO BE AT THE TABLE TO SAY, THAT'S A GREAT LOOKING MATERIAL, BUT IT'S GONNA COST YOU 20.
IT'S GONNA COST, UH, IT'S GONNA TAKE 24 MONTHS FOR YOU TO GET HERE.
HERE'S AN ACCEPTABLE MATERIAL THAT'S ONLY GONNA TAKE 12 MONTHS TO GET HERE.
SO HAVING SOMEBODY LIKE THIS THAT WILL BE RESPONSIBLE FOR BUILDING THE PROJECT IS INVALUABLE.
AND AGAIN, WITH VALUE ENGINEERING, SO SOMETHING MAY LOOK REALLY, REALLY NICE, BUT IT MAY BE, UH, MAY GET US OUTTA WHACK WITH OUR BUDGET.
SO THEY'RE ABLE TO PROVIDE ALTERNATIVES FOR SOME VALUE ENGINEERING.
AND THEN ALSO TOWARD THE END OF DESIGN, THEN THEY SET THE GUARANTEED MAXIMUM PRICE.
AND AGAIN, FOR US, WE'VE GOTTEN FAR ENOUGH DOWN THE ROAD THAT WE'RE ABLE TO SAY $30 MILLION IS, IS WHAT WE HAVE TO BUILD THIS BUILDING.
SO WE'RE ALREADY IN AGREEMENT ON WHAT THAT IS, BUT IT'LL BE OFFICIALLY, UM, MEMORIALIZED AT THE END OF THE DESIGN PHASE OF THIS.
AND THEN IN CONSTRUCTION, THEY TURN THEIR GENERAL CONTRACTOR HAT ON AND THEY HELP PROCURE THE SUBCONTRACTORS, UH, WITH COST MANAGEMENT, PROVIDING STATUS REPORTS THROUGHOUT THE PROJECT, AS WELL AS QUALITY CONTROL.
AND THEN THEY CLOSE OUT THE PROJECT.
SO I JUST WANTED TO HIGHLIGHT REAL QUICKLY, UM, THE DIFFERENCE IN THE DESIGN BID BUILD PROCESS, WHICH WE TRADITIONALLY USE AT THE CITY.
SO IF WE WERE TO GO, WHAT DESIGN BID BUILD BID BUILD IS, IS YOU FULLY DESIGN THE PROJECT AND THEN WE WOULD HARD BID THE PROJECT.
WE WOULD COST ESTIMATE THROUGH, ALONG WITH THE ARCHITECTS WHY THAT METHOD WORKS.
FOR SOME, LIKE FOR IF YOU'RE GONNA WIDEN A ROAD WHERE THERE'S NOT AS MUCH VARIATION IN ALL THE DIFFERENT PARTS OF A PROJECT, WHAT'S REALLY VALUABLE WHEN YOU'RE BUILDING A BUILDING THAT HAS ALL THESE COMPONENTS IS YOU'RE ABLE TO GET THE, THAT REAL-TIME COST ESTIMATION THROUGHOUT THE PROJECT.
SO YOU'RE ABLE TO SAY, THIS IS HOW MUCH MONEY WE HAVE TO DO THE PROJECT, AND YOU'RE ABLE TO MAKE SURE THAT IT COMES IN AT THAT OR UNDER THAT.

UM, WE'VE BEEN PRIMARILY WORKING EAST OF I 35 WITH THESE PROJECTS, CUZ THAT'S WHERE THE LARGEST AMOUNT OF OUR INVENTORY IS WITH THESE TYPE, THESE TYPE ROADS THAT QUALIFY FOR THIS, THIS PROGRAM THAT INCLUDES ROADSIDE DRAINAGE IMPROVEMENTS, WHICH IS KEY TO THE LONGTIME LONG-TERM SUCCESS OF THE ROADWAY.
UM, ANY CROSS DRAINAGE IMPROVEMENTS ARE ALSO ADDRESSED IN THESE PROJECTS.
THEY STABILIZE A SUBGRADE, WHICH HAS NOT BEEN DONE IN THE PAST WITH THESE ROADS.
THAT'S WHY THEY'RE FAILING AT THE RATE THEY ARE.

AND I'M NOT AGAINST, THIS IS QUALITY OF LIFE VERSUS NUTS AND BOLTS AS FAR AS THE QUALITY OF OUR TRAFFIC AND THE LIFE OF THOSE HARD THINGS LIKE WATER AND ALL THE THINGS THAT THE CITY DOES.
BUT I DO BELIEVE THAT IT'S GONNA COST MORE THAN THEY THINK IT'S GONNA TAKE LONGER TO PAY FOR IT.
AND THAT WE HAVE TO CONSIDER THE ECONOMY AND WHAT'S GOING FORWARD.
AND IT DOES SEEM LIKE THE DECISION HAS ALREADY BEEN MADE AND I'M TOO LATE.

MY UNDERSTANDING IS THE PAYBACK IS $8 MILLION A YEAR, AND THAT THAT'S A LOT OF MONEY FOR HOW MANY PEOPLE IN THE CITY OF EDMOND ARE GONNA BE USING THESE SERVICES.
AND IT'S NOT REVENUE GENERATING, IT'S OVERHEAD FOR THE CITY IF WE'RE GONNA BE MAINTAINING ALL THESE FACILITIES.
AND I DON'T THINK YOUR GOALS ARE BEING MET WHEN IT COMES TO THE, YOU'RE SAYING THAT ALL THE FACILITIES ARE GONNA BE ALL INCLUDED IN REGARD TO GETTING BACK TO THE CITY HALL.
MY UNDERSTANDING IS WE'RE STILL GONNA HAVE OTHER FACILITIES THAT ARE OUTSIDE OF THAT AREA.
IT'S NOT ALL GONNA BE UNDER ONE ROOF.

SO CURRENTLY 20 MILLION HAS BEEN SPENT ON KICKING BIRD AS WELL AS IMPROVEMENTS TO OUR INTELLIGENT TRAFFIC SYSTEM AS WELL AS THE FUTURE WIDENING TO THE DANFORTH AND KELLY INTERSECTION.
SO THOSE ARE, THOSE ARE SOME PROJECTS, ONE THAT'S ONGOING AND TWO THAT WILL MOVE FORWARD IN THE FUTURE.
SO I WILL SAY IT IS, WHILE THE CITY DOES MOVE FORWARD SOMETIMES WITH ISSUING DEBT, UH, WE HAVE FOR A NUMBER OF YEARS PRIOR TO THAT LIVE WITHIN OUR MEANS.
SO THE PUBLIC SAFETY CENTER WAS A PROJECT THAT WAS BROUGHT UP EARLIER.
SO THAT WAS FUNDED, UH, THAT WAS ROUGHLY ABOUT A 38 MILLION PROJECT WHEN YOU INCLUDE THE SOUTH SUPPORT FACILITY THAT IS ALSO A POLICE DEPARTMENT FACILITY THAT WAS A TEMPORARY SALES TAX OVER A FIVE YEAR PERIOD.
AND SO I THINK WHAT WE DID IS WE ASKED RESIDENTS, WOULD YOU SPEND, UH, A HALF CENT MORE? WOULD YOU, WOULD YOU, WOULD YOU VOTE TO TAX YOURSELF A HALF CENT MORE FOR FIVE YEARS TO PAY FOR THESE TWO BUILDINGS? AND RESIDENTS SAID YES.
AND THEN THAT FACILITY WAS COMPLETED AND THEN WE SPENT ABOUT A YEAR LOOKING AT DIFFERENT OTHER CAPITAL PROJECTS IF THAT TAX WERE TO BE EXTENDED, THERE WAS A SHORT TERM TASK FORCE THAT WAS APPOINTED FOR THAT.
AND THEN SO THREE OF THE PROJECTS THAT, THAT CAME OUT OF THAT, THAT THEN RESIDENTS WENT TO THE VOTE, WENT TO THE BALLOT BOX AND SAID, YES, I APPROVE THIS TAX TO BE EXTENDED FOR 10 YEARS AND REPURPOSED.
SO THREE OF THOSE PROJECTS, UH, ARE ON THE AGENDA THIS EVENING.
SO ONE OF THOSE WAS A PARKING GARAGE IN DOWNTOWN.
ONE OF THOSE WAS CONSOLIDATION OF CITY OFFICES AND THE OTHER ONE WAS A NEW LIBRARY.
SO, SO ALSO IN A DIFFERENT DIVISION, WASTEWATER TREATMENT PLANT.
UH, NEW WATER TREATMENT PLANT.
AND SOMETHING WE HAD TO HAVE, YEAH.
SORRY, I WASN'T THINKING ABOUT THE UTILITIES.

YOU'VE ALSO MADE A PROCLAMATION FOR VIETNAM RECOGNITION DAY, VETERANS DAY, MEMORIAL DAY.
THOSE PROCLAMATIONS ARE JUST WORDS AND FORGOTTEN OURS.
WE REQUEST THIS GOVERNMENT PROVIDE ALL MILITARY VETERANS, POLICE AND FIRE VETERANS.
AND FOR OUR FIRST RESPONDERS, THAT INCLUDES OUR WATERWORKS.
THEY ARE FIRST IN LAST OUT IN OUR ELECTRIC DEPARTMENT, FIRST IN, LAST OUT, ALL OF THEM.
WE NEED TO UNDERSTAND THAT THEY ARE ALL OUR FIRST RESPONDERS AND NEED TO BE HONORED.
AND THE WAY TO DO THAT, HAVE THE CITY RE HAVE A CARD MADE AND THAT THAT CARD GOES TO THESE VETERANS AND ALL OF THEM PLEASE FIRE ALL OF THEM SO THEY CAN USE OUR CITY LAKE.
HAVE FREE PRIVILEGES TO FISH, BOAT AND CAMP AT OUR LAKE IN APPRECIATION FOR THE SERVICE TO THE COMMUNITY.
TAXPAYERS PAY FOR THE UPGRADING AND BUILDING OF THE CITY PARKS AND DO ALL THAT.
AS TIME WE PAY BACK TO ALL THOSE WHO DO SO MUCH FOR THIS COMMUNITY.
WE DO THIS IN DEDICATION TO THE HEROES OF EDMOND WHO HAVE SERVED AND STILL SERVING OUR COMMUNITY.
WE CONSIDER THIS REQUEST AND MAKE IT HAPPEN.
SO AS TO HONOR ALL OF THOSE WHO GIVE THIS COMMUNITY SO MUCH.
THINK ABOUT THE RECRUITING FOR YOUR PLACE.
IT'D BE GREAT TO KNOW THAT THEY COULD GO FREE TO THE LAKE.

UM, I SECOND THE SUGGESTION BY MR. SCOTT REGARDING THE, THE USE OF CITY FACILITIES FOR THE VETERANS.
I THINK THAT, UM, YOU GUYS GIVE A LOT OF OUR MONEY OUT TO, UM, EDUCATION, SYSTEM ARTS, THE ARTS FACILITIES, UM, I THINK WE SHOULD GIVE MONEY TO.
I THINK EVERYBODY IN THE COMMUNITY CAN GET BEHIND GIVING MONEY TO THE VETERANS THAT ALLOW US THE PRIVILEGES.
LIKE WHAT I'M DOING RIGHT NOW.
AND, UH, REGARDING THE LIBRARY, IT, IT WAS SAID THAT THE CURRENT LIBRARY COULD NOT BE EXPANDED ANY FURTHER.
THERE'S A LOT OF GREEN SPACE ON THE OTHER SIDE OF THE PARKING LOT.
THERE'S LIKE STATUES IN IT AND STUFF.
YOU COULD BUILD ON THAT SPACE INSTEAD OF HAVING STATUES.
AND THEN YOU COULD EXPAND THAT LIBRARY SO THERE IS AN ALTERNATIVE.
AND THEN THE FUNDING THAT YOU SPOKE ABOUT, YOU GUYS, SOMEBODY UP THERE SPOKE ABOUT REGARDING, UM, THE PEOPLE APPROVED THE RAISING OF TAXES TO PAY FOR THINGS LIKE OUR POLICE DEPARTMENT, UH, WATER WORK STUFF.
AND SOMEBODY HAD MENTIONED THAT THE POLICE DEPARTMENT, THE ORIGINAL PLANS WERE, UM, DROPPED DOWN BY ONE THIRD IN COST.
AND, UM, THESE, THOSE THINGS ARE, ARE THINGS THAT THE COMMUNITY DOES REALLY NEED.
A WHY AND A LIBRARY THAT WE ALREADY HAVE AND COULD BE EXPANDED UPON.
THOSE AREN'T THINGS THAT WE REALLY SHOULD HAVE TO POUR THIS MUCH MONEY INTO RIGHT NOW.
WE SHOULDN'T BE GOING FORTH WITH A PLAN THAT DOES NOT TAKE INTO CONSIDERATION THE NEEDS OF THE COMMUNITY.

NEXT ITEM IS THE COMMENTS FROM THE MAYOR AND THE CITY COUNCIL.IT'S BEEN A GREAT WEEK FOR, UH, EDMOND YOUTH SPORTS HERE FOR OUR HIGH SCHOOL LEVEL.
UM, I THINK NEXT MONTH, NEXT COUNCIL MEETING, WE'RE GONNA TRY TO GET ALL OF THE EDMOND NORTH, UH, STATE CHAMPIONSHIP PEOPLE HERE.
ONE BACK TO BACK CHAMPIONSHIPS ON SATURDAY.
UM, GONNA HAVE THE NEW TROPE GAMES.
AND FROM THE COLLEGIATE LEVEL, UCL WRESTLING, UH, THEY WON THEIR NATIONAL CHAMPIONSHIP UP NORTH THIS PAST WEEKEND.
SO IT'S BEEN A GREAT, THEN YOU HAVE OUR TENNIS PROGRAM.
IT'S JUST, IT'S JUST A, UH, LOT OF GREAT THINGS THAT ARE GOING ON IN HERE.
ALSO TODAY, WE HAD THE HONOR TO, UM, ONE OF OUR FIREFIGHTERS GOT, UH, RECOGNIZED BY THE VFW AS THE BEST FIREFIGHTER AND PARAMEDIC OUT OF THIS REGION.
UH, WE HAD A POLICE OFFICER WHO WAS ALSO RECOGNIZED EARLIER THIS YEAR, UH, FROM THE VFW FOR A, UH, HIS ACCOLADES, UH, BY, BY THAT.
