THEY WON THE NCAA DIVISION TWO NATIONAL CHAMPIONSHIP IN THE CEDAR RAPIDS, IOWA ON MARCH 11TH.

THIS IS THE PROGRAM, 16TH TEAM NATIONAL CHAMPIONSHIP.

AND THEIR FIRST, SINCE 2007, THE TEAM HAD NINE WRESTLERS REACH ALL AMERICAN STATUS, TWO INDIVIDUAL NATIONAL CHAMPIONS AND ONE WRESTLER NAMED NATIONAL WRESTLER OF THE YEAR.

THEIR HEAD COACH IS TODD TYK AND OOH, GOT IT.

RIGHT.

AND WHAT I, WHAT WE'VE BEEN DOING LATELY IS BRINGING SOME OF THE GOODNESS THAT EDMOND HAS DOWN HERE AND WELCOME HIM TO CITY COUNCIL.

DID YOU ALL KNOW THAT THIS IS WATER CONSERVATION MONTH AND DRINKING WATER WHEATED SHOULDN'T HAVE.

LET ME TELL YOU ABOUT IT.

CAN YOU HEAR ME? YEAH.

WHEREAS THE CITY OF EDMOND, THIS PROCLAMATION IS FOR THE WATER CONSERVATION MONTH AND DRINKING WATER WHEAT.

THE CITY OF EDMOND, OKLAHOMA CONTINUES TO EXPLORE WAYS TO MANAGE RESIDENTIAL CONSUMPTION OF WATER AND POWER, AND TO INSPIRE ITS RESIDENTS TO CARE FOR OUR NATURAL RESOURCES.

AND WATER IS OUR MOST VALUABLE NATURAL RESOURCE IN DRINKING WATER SERVES AS A VITAL ROLE IN DAILY LIFE, SERVING AN ESSENTIAL PURPOSE TO HEALTH, HYDRATION, HYGIENE NEEDS FOR THE EQUALITY OF LIFE OUR CITIZENS ENJOY.

AND TAP WATER DELIVERS PUBLIC HEALTH PROTECTION.

FIRE PROTECTION SUPPORTS TO OUR ECONOMY AND THE QUALITY OF LIFE.

WE ENJOY THE HARD WORK PERFORMED BY THE ENTIRE WATER SECTOR, DESIGNING CAPITAL PROJECTS, OPERATORS, ENSURING THE SAFETY AND QUALITY OF DRINKING WATER OF

A MEMBER OF A PIPE CREW, MAINTAINING THE INFRASTRUCTURE COMMUNITIES RELY ON, RELY ONTO TRANSFERRED HOT TRANSPORT, HIGH QUALITY DRINKING WATER FROM A SOURCE TO CONSUMERS TAPS.

AND WE ALL ARE STEWARDS OF WATER INFRASTRUCTURE UPON WHICH CURRENT AND FUTURE GENERATIONS DEPEND.

AND WHEREAS ON THE 11TH ANNUAL NATIONAL MAYOR'S CHALLENGE OF WATER CONSERVATION, PRESENTED BY WYLAND FOUNDATIONS WITH THIS, WITH SUPPORT FROM TOYOTA, THE US EPA WATER SENSES, THE TORO COMPANY AND THE NATIONAL LEAGUE OF CITIES, IS A NONPROFIT CHALLENGE TO RESIDENTS TO ENCOURAGE POLLUTION REDUCTION IN SMART WATER USE.

AND WHEREAS WITH THE ENCOURAGEMENT OF THEIR MAYORS, ME RESIDENTS MAY REGISTER THEIR PARTICIPATION IN THE CITY'S CHALLENGE ONLINE BY MAKING SIMPLE PLEDGES TO DECREASE THEIR WATER USE AND TO REDUCE POLLUTION FOR THIS PERIOD OF ONE YEAR, THEREBY ASSISTING THEIR CITIES TO APPLY STATE AND FEDERAL WATER CONSERVATION STRATEGIES AND TO TARGET MANDATED REDUCTIONS.

AND FROM ONE APRIL, TWO 30 APRIL, THE CITY OF EDMOND WISHES TO INSPIRE ITS RESIDENTS IN ITS NEIGHBORING COMMUNITIES TO TAKE THE WILDLANDS MAYOR MAYOR'S CHALLENGE FOR WATER CONSERVATION BY MAKING IT A SIMPLE ON A SERIES OF ONLINE PLEDGES@MYWATERPLEDGE.COM, TO REDUCE THEIR IMPACT ON THEIR ENVIRONMENT AND TO SEE THE IMMEDIATE SAVINGS IN THE WATER, TRASH, AND ELECTRIC ELECTRICITY BILLS.

THE PROGRAM IS TO BE IMPLEMENTED FROM ONE THROUGH 30, UH, APRIL, 2023, THROUGH A SERIES OF COMMUNICATIONS AND OUTREACH STRATEGIES WHERE WHETHER NEW OR EXISTING, TO ENCOURAGE EDMUND RESIDENTS TO TAKE THE CONSERVATION CHALLENGE IN FROM MAY 7TH THROUGH MAY 13TH, 2023.

THE CITY OF EDMOND WISHES TO CONTINUE ENCOURAGING THE RESIDENTS AND NEIGHBORING COMMUNITIES TO HELP PROTECT OUR SOURCE WATER FROM POLLUTION AND PRACTICE WATER CONSERVATION IN RECOGNITION OF DRINKING WATER WEAK.

NOW, THEREFORE, I DARRYL A DAVIS, THE MAYOR OF CITY OF EDMOND, OKLAHOMA, ON BEHALF OF EDMUND CITY COUNCIL DUE, HEREBY PROCLAIM APRIL ONE THROUGH 30TH, 2023 AS THE WYLANDS MAYOR CHALLENGE FOR WATER CONSERVATION MONTH IN MAY 7TH THROUGH THROUGH 13 20 23 AS DRINKING WATER WEEK AND CALL UPON THE CITIZENS OF THE CITY OF EDMOND TO JOIN IN ACCEPTING THESE CHALLENGES GIVEN UNDER MY HAND AND SEAL CITY OF EDMOND ON ITS 10TH DAY OF APRIL, 2023.

THIS CHALLENGE, WE DID IT LAST YEAR AND I THINK WE CAME AT 11TH OR SOMETHING LIKE THAT IN THIS, IN THIS COUNTRY.

SOME OF YOU MIGHT NOT KNOW THE IMPORTANCE OF THE TELE 9 1 1 SAFETY, UH, THE, THE, UM, TORNADO SIRENS, OUR, OUR BROADBAND PEOPLE, ALL THAT, HOW IT HELPS US STAY SAFE AND ED AND EDMOND.

SO THIS IS, THIS PROCLAMATION IS TRYING TO BRING ALL THAT TOGETHER HERE.

UM, WHEREAS IN 1991, CONGRESSIONAL RESOLUTION NAMED THE SECOND FULL WEEK IN APRIL EVERY YEAR, NATIONAL TELECOMMUNICATORS WEEK, ANDER EMERGENCIES CAN OCCUR AT ANY TIME AS WE KNOW, OR ANY PLACE OR REQUIRE THE ASSISTANCE OF POLICE, FIRE, EMERGENCY MEDICAL SERVICES.

AND 9 1 1 IS THE HOTLINE FOR HELP FOR PEOPLE IN THE EMERGENCY SITUATIONS.

AND THE NINE ONE ONE CALL TAKERS VOICE IS THE FIRST ASSURANCE THAT HELP IS ON ITS WAY.

AND PUBLIC SAFETY COMMUNICATION PROFESSIONALS REGULARLY MEET THE CHALLENGES OF EXTREMELY STRESSFUL SITUATIONS WITH CALMNESS AND EFFICIENCY.

SO CREWS BEGAN WORK TO REMOVE AND REBUILD THE BASE IN THE RIGHT HAND LANE ALONG SOUTHBOUND

THE WORK LOAN IS, THE WORK ZONE IS, IS APPROXIMATELY TWO BLOCKS SOUTH OF 15TH STREET FROM THE CORNER WHERE THE STARBUCKS IS LOCATED.

THAT'S TODAY'S WORLD, WHERE WE SAY WHERE THINGS ARE BY.

THE STARBUCKS IS LOCATED TO APPROXIMATELY THE SECTION IN FRONT OF THE SUMO STAKES AND SUSHI BAR.

THE PROJECT WILL BE DONE IN TWO PHASES, SO THERE WILL ALWAYS BE A DRIVEWAY ENTRANCE AVAILABLE TO THE BUSINESSES ALONG THE PROJECT ROUTE.

AN O A ODOT REP MET WITH THE BUSINESSES IN THE AREA LAST WEEK TO KEEP THEM UPDATED ON THE WORK AND THE PLAN.

THIS PORTION OF THE PROJECT SHOULD BE DONE BY THIS THURSDAY WITH COOPERATIVE WEATHER.

AND IF THERE ARE NO UNINSPECTED UTILITY SUBSTRUCTURE ISSUES, UM, THE REPAVING OPERATION WILL BEGIN ON BROADWAY.

BUT LATER IN MAY, SOME REPAVING WORK IS SCHEDULED TO BEGIN ON THE EAST END OF SECOND STREET.

SO JUST UPDATES WILL BE POSTED ON THE CITY'S SOCIAL MEDIA CHANNELS.

AND YOU CAN FOLLOW PROGRESS ON THE ODOT WEBPAGE FOR THE US 77 AND STATE ROUTE 66 RE SERVICING IN EDMOND.

THE NEXT PROJECT IS THE COVELL CO-TRAIN, UH, ROAD PROJECT WORK TO REPAVE THE COVE ROAD BETWEEN COLTRANE AND BRYANT LANE IS NEARLY COMPLETE.

THAT PROJECT BEGAN MARCH 15TH.

THE ASPHALT WORK IS DONE.

TEMPORARY LANE MARKINGS ARE IN PLACE UNTIL STRIPING CAN BE COMPLETED.

WORK ON THAT WILL BE SCHEDULED SOON.

SOON.

THE WIDENING OF THE FOUR-WAY STOP AT THE INTERSECTION AT COVE AND COLTRANE WAS COMPLETED IN LATE 22, LATE 2022.

BUT NOW WE ARE GETTING CLOSER TO GETTING SIGNALS AT THE LOCATION.

SIGNAL LIGHTS WERE INSTALLED LAST MONDAY AND FLASHING RED.

NOW WE ARE STILL WAITING FOR DETECTION SYSTEM EQUIPMENT FROM OUR VENDOR.

THAT EQUIPMENT IS IN HIGHER DEMAND AND SHORT SUPPLY, BUT OUR VENDOR REPORTS THAT THESE SHOULD BE DELIVERED IN LATE APRIL OR EARLY MAY.

ONCE THE FINAL PIECES, PIECES OF THAT EQUIPMENT ARE IN HAND INSTALLED, TRAFFIC ENGINEERING WILL NEED TO COMPLETE A STUDY OF THE INTERSECTION TRAFFIC, PA PATTERNS, AND DEVELOP A TIMING PATTERN.

WHEN THAT PLANT IS FINISHED, THE LIGHTS AT THE INTERSECTION WILL BE ACTIVATED AND THE STOP SIGNS REMOVED.

SO HOPEFULLY THEY'LL CONTINUE TO IMPROVE THE TRAFFIC AT THAT LOCATION.

ALL RIGHT, WE WANNA TALK ABOUT TREES, UH, SPECIFICALLY ENERGY TREES.

I DIDN'T KNOW THAT WHAT IT IS, BUT IT IS.

EDMOND ELECTRIC AND EDMOND URBAN FORESTRY TEAMED WITH THE ARBOR DAY FOUNDATION TO BEGIN AGAIN, AGAIN, BRING OUR COMMUNITY TO THE ENERGY SAVING TREES PROGRAM.

THIS PROGRAM OFFERS FREE TREES ALONG WITH EASY TO USE ONLINE MAPPING TOOL TO MAKE THE GUESSWORK OUT OF PLANTING A TREE.

THIS YEAR, 275 GALLON TREES WERE AVAILABLE.

AN EDMOND RESIDENT SNAPPED THEM UP IN RECORD TIME.

RESIDENTS USE AN ONLINE PORTAL TO RESERVE THEIR TREE, AND BETWEEN MIDNIGHT ON SUNDAY, APRIL 2ND, AND 9:00 AM APRIL 3RD.

SO PEOPLE WERE UP BETWEEN NINE, UH, MIDNIGHT AND 9:00 AM ALL 270 TREES WERE CLAIMED.

ACCORDING TO THE ARBOR DAY FOUNDATION, ESTIMATES THOSE TREES RESULT IN A REDUCTION OF APPROXIMATELY 3 MILLION KILOWATT HOURS DUE TO THE SHADE AND, UH, AESTHETICS THAT YOU BRING TO THE COMMUNITY.

NOW, I WANNA TALK ABOUT SOMETHING THAT MANY OF US WATCHED ON TV, BUT ACTUALLY MANY OF US IN THE COMMUNITY EXPERIENCE.

THIS IS THE WILD, WILD, NOT WILDFLOWERS, WILDFIRES BACK ON MARCH 31ST.

UM, AND THIS IS ABOUT OUR FIRST RESPONDERS.

SO JUST A FEW STATISTICS WE WANT US TO, TO SHARE ABOUT THAT INCIDENT.

UH, EDON FIRE DEPARTMENT RESPONDED TO 17 DIFFERENT GRASS FIRE INCIDENTS THAT DAY, AND HAD CREW OPERATING AT FOUR FIRES IN DIFFERENT GEOGRAPHIC LOCATION.

THE FIRST FIRE LOCATION WAS WITHIN OUR CITY LIMITS.

THE SECOND WAS IN OKLAHOMA COUNTY, JUST NORTH OF OUR CITY LIMITS.

THE THIRD WAS IN OKLAHOMA, OKLAHOMA COUNTY, EAST OF OUR CITY LIMITS.

AND THE FOURTH WAS ASSISTING OAK CLIFF WITH FIRES IN LOGAN COUNTY.

UH, THE FIRST FIRE WAS, THE FIRE IN OUR CITY LIMITS WAS MOSTLY BETWEEN I 35 AND MIDWEST.

BETWEEN SORGHUM MILL AND THE NORTHERN BOUNDARY OF OUR CITY, WE DID NOT LOSE ANY STRUCTURES IN OUR CITYS, BUT APPROXIMATELY 30 STRUCTURES WERE THREATENED AND THE FIRE WAS STOPPED IN THE BACKYARDS OR PATIOS OF SOME STRUCTURES.

CERTAINLY MANY STRUCTURES WOULD'VE BEEN BURNED HAD WE NOT BEEN THERE TO RESPOND.

ED AND FIRE DEPARTMENT HAD CREWS ON THE SCENE THROUGHOUT THE ENTIRE NIGHT AND INTO THE NEXT DAY.

THIS FIRE STARTED WITHIN 10 FEET OF THE I 35.

SO IT HAS APPEARED TO BE CAUSED BY VEHICLES TRAVELING ALONG THE HIGHWAY.

THE FIRE IN THE AREA JUST NORTH OF OUR CITY LIMITS IN OKLAHOMA COUNTY, WA UH, WAS MOSTLY BETWEEN AIR DEPOT AND MIDWEST BOULEVARD.

BETWEEN OUR CITY LIMITS AND WATERLOO, WE DID NOT LOSE ANY STRUCTURES IN THIS AREA.

BUT AGAIN, THE FIRES THREATENED NUMEROUS STRUCTURES, MANY OF WHICH WOULD'VE LIKELY BURNED DOWN HAD WE NOT BEEN ABLE TO RESPOND.

CREWS WERE THERE THROUGHOUT THE NIGHT AND INTO THE NEXT DAY.

THE NEXT FIRE IS THE ONE IN OKLAHOMA COUNTY BETWEEN HIWASSEE, IS THAT HOW WE SAY IT? HEY, THAT'S

FIRE CREWS HAD CREWS ON A SCENE UNTIL AFTER MIDNIGHT, OKLAHOMA.

OKLAHOMA COUNTY EMERGENCY MANAGEMENT WAS ABLE TO, TO SECURE A HELICOPTER FOR THE AIRDROPS AND BULLDOZERS TO ASSIST WITH EX EXTINGUISHED EFFORTS.

UH, THE LAST ONE IS ST.

CRUZ AND RESOURCES TO ASSIST OAK CLIFF WITH THE NUMEROUS FIRES EARLY ON IN, IN THE INCIDENTS.

BUT WHEN FIRES BEGAN TO BREAK OUT IN OUR CITY, MANY OF THOSE RESOURCES WERE PULLED BACK INTO OUR CITY TO BATTLE THOSE FIRES.

UM, AS WE'RE ABLE, WE SENT ADDITIONAL RESOURCES BACK OUT FOR MUTUAL AID ASSISTANCE.

NUMEROUS STRUCTURES WERE LOST IN LOGAN COUNTY WILDFIRES.

SO I JUST WANTED TO TAKE A MOMENT TO THANK CHIEF GOODWIN AND HIS TEAM.

UH, I KNOW, UM, MANY OF US WERE, I MEAN, I THINK I WAS OUT AT LUNCH WATCHING THE SMOKE AND WONDERING WHAT'S GOING ON? AND I QUICKLY REACHED OUT TO HIM.

AND THE NEXT THING, I THINK ALL AFTERNOON, MOST PEOPLE WERE WATCHING THE NEWS.

BUT I THINK HER, I THINK HER STATISTIC AS AT THAT TIME WAS THAT SINCE, UH, MEDICAL MARIJUANA WAS APPROVED, UH, BY THE VOTERS OF OKLAHOMA IN 2018, THAT EDMUND HAS RECEIVED SOMEWHERE IN THE, IN THE RANGE OF TWO TO 3 MILLION, UH, IN SALES TAX REVENUE SINCE THAT TIME.

AND OF COURSE, THIS IS FROM, THIS IS FROM DISPENSARIES AND, AND RETAIL SALES OF THE PRODUCT IN OUR CITY LIMIT.

SO, UM, UH, THE FIRST KIND OF QUESTION THAT I HAD WAS, YOU KNOW, HOW MUCH, HOW MUCH INFORMATION DO WE KNOW, UH, OR ARE WE TRACKING OF, OF WHAT THIS SPECIFIC REVENUE IS? AND, AND IS THIS INFORMATION BEING PROVIDED TO, TO EVERY COMMUNITY IN OKLAHOMA? AND KIND OF DIGGING FURTHER INTO THAT, OBVIOUSLY A PART OF THIS IS, AND I THINK WHY IT'S WORDED AT REQUESTING CITY STAFF TO DEVELOP A PROCESS, I DO THINK THERE IS, UM, THERE'S THE NEED TO IMPROVE THAT WITH THE OKLAHOMA TAX COMMISSION ON, ON HOW WE KNOW EXACTLY WHAT REVENUES A LITTLE MORE SPECIFIC, MAYBE EVEN A SPECIFIC REPORT, UM, THAT'S PROVIDED TO US TO BE ABLE TO KNOW WHAT, WHAT THAT DOLLAR AMOUNT IS.

AND THAT DEVELOPMENT HAS 17 YEARS LATER ALMOST COMPLETED ITS PROCESS WHERE IT'S A MIX OF SINGLE FAMILY, MULTI-FAMILY OFFICE.

THERE'S A CHURCH UP THERE, LARGE BOX RETAIL, WHICH I DON'T THINK WILL LIKELY FIT HERE, BUT OTHER TYPES OF RETAIL WILL FIT HERE.

AND SO CLAY AND HIS TEAM HAVE DONE A MAGNIFICENT JOB OF IDENTIFYING POTENTIAL USES UP HERE, IDENTIFYING HARMONY WITH THE RELATED NEIGHBORS TO THE WEST, I MEAN TO THE EAST AND TO THE SOUTH.

UH, AND I THINK YOU'VE GOT A GREAT PROJECT THAT'LL SERVE THIS CORNER WELL IN THIS PART OF EDMOND.

WELL, UH, YOU MAY OR MAY NOT REMEMBER IN 2006 WHEN WE DID THE LOWE'S ON THE OTHER SIDE, THERE WASN'T EVEN A FULLY DEVELOPED INTERSECTION AT COVELL AND KELLY LOWE'S ACTUALLY PAID FOR THE ROAD TO BE DEVELOPED IN FRONT OF THEIR STORE.

SO A LOT HAS HAPPENED SINCE THAT TIME.

THE CITY OF EDMONDS INFRASTRUCTURE IS CERTAINLY IN PLACE FOR THIS TYPE OF PROJECT TO BE DEVELOPED OVER TIME, AS WE KNOW, IT DOESN'T HAPPEN OVERNIGHT.

UH, WE HAD A COMMUNITY CONNECTIONS MEETING A COUPLE MONTHS AGO AND THERE WAS A LOT OF DIALOGUE, UH, WITH THE NEIGHBORS ABOUT ACCESS POINTS GOING TO THE EAST AS WELL AS, UH, PROTECTION OF THE INTEGRITY OF THE NEIGHBORHOODS TO THE SOUTH AND THE EAST.

UH, RANDY ENTS MENTIONED IT JUST A MINUTE AGO.

UH, THERE'S A STUB THAT EXISTS AND I DIDN'T BRING A POINTER WITH ME, I APOLOGIZE.

BUT WHAT I REALLY WANTED TO SAY IS THE MOST HARMONIOUS DEVELOPMENT, THIS IS DETENTION TYPE FACILITY UP HERE.

RANDY MENTIONED ALL OF THIS BEING A BUFFER THAT'S ANYWHERE FROM OVER 70 FEET TO ALONG THIS SIDE AS WELL AS THIS BUFFER HERE WITH OTHER DETENTION AND WITH OTHER GREEN SPACE.

AND SO WHAT WE'VE SAID IN OUR P D DESIGN STATEMENT, I THINK IT'S IMPORTANT TO NOTE, IS THAT WE MAY HAVE NEED FOR TREE PRESERVATION.

WE CERTAINLY WILL IN THE SINGLE FAMILY.

WELL I THINK THOSE ARE ALWAYS IN, IN GOOD DEVELOPMENTS ALL THO THOSE HAVE TO BE COMPLIMENTARY, SYMBIOTIC, MAYBE EVEN.

AND SO THE IDEA WE COULD HAVE A GREAT PLAN AND IT LOOKS LIKE SEASIDE ON 30 A DOWN OUTSIDE OF DESTIN, BUT IF NOBODY CAN AFFORD TO BUILD IT OR COME HERE, IT'S A WONDERFUL DRAWING THAT NEVER HAPPENS.

RIGHT? AND SO THE EDMOND PLAN, AND I RANDY, I DON'T WANT TO QUOTE HIM INACCURATELY, BUT I THINK WHAT HE SAID IS THIS PLAN MEETS ALL OF THOSE INTENTIONS OF EDMOND PLAN 2018 WHEN IT COMES TO THIS AREA.

AND THAT'S NOT BY ACCIDENT.

UM, I, I MEAN, I THINK I KNOW THE ANSWER OF WHICH ONE WOULD PRODUCE MORE KIDS.

I I CAN JUST GIVE YOU THE EDMOND SCHOOL SYSTEM STATISTICS.

UH, THE EDMOND SCHOOL SYSTEM THROUGHOUT THEIR ENTIRE DISTRICT, NOT JUST THE CITY OF EDMOND CITY LIMITS AVERAGES, UH, 16 SCHOOL AGE CHILDREN PER 100 APARTMENT UNITS.

BY COMPARISON, A SINGLE FAMILY NEIGHBORHOOD AVERAGES 64 CHILDREN PER 100 HOUSES.

AND THEY AVERAGED EIGHT CHILDREN PER 100 UNITS.
