UH, THE APPLICANT IS REQUESTING TO REZONE THE PROPERTY ON THE NORTHWEST CORNER OF THATCHER ON BROADWAY FROM, UH, D ONE P U D TO THE C B D CENTRAL BUSINESS DISTRICT.

UH, THE SITE IS IN THE CENTRAL EDMOND URBAN DISTRICT AND ADJACENT TO OTHER CBD ZONE PROPERTIES TO THE SOUTH.

UH, THE IMPETUS FOR THE REZONING IS TO ALLOW THE OPERATOR TO HAVE AN EVENT CENTER USE, WHICH IS NOT ALLOWED IN THE D ONE DISTRICT.

UH, THE BUILDING WAS CONSTRUCTED AS AN OFFICE SPACE, UH, IN THE 1990S AND THE SITE HAS 19 PARKING, PARKING SPACES AND AN ENTRY ONTO THATCHER AND ONTO BROADWAY.

UH, PROPERTIES TO THE WEST AND NORTH ARE ZONED A SINGLE FAMILY AND DEVELOPED WITH HOMES.

UH, THE AFGHAN HAS LETTERS FROM THE SURROUNDING OWNERS REQUESTING THAT A SITE PROOF FENCE NOT BE PROVIDED INSTEAD, UH, LEAVING THE EXISTING TREES AND LANDSCAPING AS THE SCREEN.

UH, THE AFRICAN HAS ALSO MET WITH SOLID WASTE ON SITE AND ARE CURRENTLY WORKING OUT AT DUMPSTER LOCATION FOR THE BUILDING.

UH, THE EDMOND PLAIN DESIGNATES THE AREA'S URBAN NEIGHBORHOOD, WHICH HAS C B D IN THE YELLOW CATEGORY, MEANING IT SHOULD BE CONSIDERED WITH SOME CARE.

UH, IN THIS CASE, THE SITE ALREADY ALLOWS LIMITED RETAIL USE AND THE POTENTIAL EXISTS FOR THE PROPERTIES FACING THATCHER TO INTENSIFY OVER TIME, UH, THE CENTRAL EDMOND URBAN DISTRICT BOARD REVIEWED AND RECOMMENDED APPROVAL AT THEIR APRIL 11TH MEETING, AS DOES STAFF.

UH, DO WE HAVE ANY QUESTIONS? THE CITY STAFF BY MEMBERS OF THE COMMISSION AT THIS POINT IN TIME.

HEY, RANDY, WITH THE, YOU KNOW, THE BEING IN THE CENTRAL URBAN EBON DISTRICT IS THERE, IS THERE, I MEAN, I KNOW THAT MAKES A SEVERE LIMITATION ON THE NUMBER OF PARKING SPOTS, BUT WITH THE USE BEING AN EVENT CENTER, DO WE HAVE A TRUE MINIMUM WITH, SINCE IT'S IN THAT AREA, DOES THAT BLUR THAT LINE? I ASSUME IT, IT BLURS THAT LINE A LOT.

THERE'S NO, UH, SPECIFIC PARKING REQUIREMENT CALLED OUT FOR AN EVENT CENTER IN THE URBAN DISTRICT.

SO WE'VE KIND OF USED JUST THE GENERIC, UH, WHICH THEY MEET.

UH, BUT I WILL IMAGINE THERE WILL BE TIMES WHEN THERE'S GONNA BE PARKING ON THATCHER.

I KNOW WHEN IT APPEARED BEFORE THE C B D, UH, THAT AT THAT POINT IN TIME THERE WAS A NOTATION THE FENCE WOULD BE REQUIRED.

WE HAVE TWO LETTERS, I BELIEVE FROM HOMEOWNERS IN REFERENCE TO THAT, BUT IT APPEARS THAT THERE'S MULTIPLE PIECES OF PROPERTY ABUTTING.

SO WHAT'S THE CITY'S POSITION FROM ENGINEERING IN REGARD TO THAT REQUIREMENT? SO, AND THIS IS KIND OF AN ODD CASE BECAUSE THE BUILDING'S ALREADY EXISTING, UH, AND THERE'S, THIS ISN'T A SITE PLAN, WHICH IS THE POINT IN TIME WHEN THE FENCING REQUIREMENT WOULD COME INTO PLAY.

UH, WE AGREE WITH THE ADJACENT PROPERTY OWNERS THAT IT WOULD SEEM SILLY TO REMOVE THE EXISTING TREES AND LANDSCAPING, WHICH PROVIDE A SCREEN TO THEN JUST PUT UP A SITE PROOF FENCE.

SO, UH, WE ARE NOT GONNA, LIKE, THERE'S NO REAL TRIGGER FOR US TO GO AND IMPLEMENT THE FENCING.

NOW, THE SOLID WASTE CONTAINER IS A LITTLE BIT DIFFERENT STORY BECAUSE, UH, COMMERCIAL BUSINESSES ARE REQUIRED TO HAVE SOME SORT OF DUMPSTER.

HOW DOES THAT AFFECT THE DECISION IF THE HOMEOWNERS COME BACK AFTER AND GO, WE DIDN'T KNOW IT WAS OUTDOORS.

IS THERE SPECIAL PERMITTING THAT'S GONNA HAVE THAT OR IS THIS GONNA BE ALLOWABLE WITH WHAT THEY'RE REQUESTING TODAY? THE ZONING SIDE, THAT WOULD BE ALLOWABLE.

UH, IF THERE IS A PROBLEM THAT ARISES IN THE FUTURE, WE COULD WORK THAT THROUGH OUR CODE ENFORCE ENFORCEMENT TO GET A FENCE PUT UP AT THAT TIME.

SO THE, THE, SINCE IT'S NOT WORKED OUT WHERE THE, UH, GRO OR THE GARBAGE WILL GO, SO DOES YOU HAVE TO COME BACK WITH THE SITE PLAN TO US PRIOR TO FOR THAT? IT'S NOT A BIG ENOUGH CHANGE ON SITE TO REQUIRE TO MEET THE SITE PLAN REQUIREMENTS THAT WOULD HAVE THEM SUBMIT ONE, BUT SHE IS WORKING, YOU CAN CORRECT ME IF I'M WRONG.

SHE'S WORKING DIRECTLY WITH SOLID WAYS TO FIND THE BEST LOCATION ON THE SITE FOR THEM.

BRINGS US TO CASE NUMBER S P 23 0 0 0 6 PUBLIC HEARING CONSIDERATION OF A SITE PLAN APPLICATION FOR THE SPLASH PAD AT HEAD ANDERSON PARK.

UH, THE CITY OF EDMOND IS THE APPLICANT AND WE ARE PRESENT NOW REAL QUICK, UH, I'LL LET RYAN DO THE LONG EXPLANATION.

I'LL SET IT UP.

UH, AS YOU SAID, IT'S A SITE PLAN APPLICATION BY THE CITY FOR A SPLASH PAD AT 10 TED ANDERSON PARK, LOCATED ON RINCON JUST NORTH OF 29TH STREET.

UH, THE SITE PLAN INCLUDES THE SPLA SPLASH PAD AND SOME PUBLIC RESTROOMS SOUTHWEST OF THE EXISTING PARKING LOT.

UH, THERE ARE NINE PARKING SPOTS EXISTING, UH, ENDEARING PEAK USE, WHICH WOULD BE IN SUMMER.

THE SCHOOL PARKING IS ALSO AVAILABLE TO THE SOUTH AS WELL AS THE CHURCH BACK TO THE, UH, WEST.

UH, THE EXISTING PARK PLAY EQUIPMENT WILL REMAIN, UH, THE SPLASH PAD AT BARNETT FIELD AS YOU SURE YOU KNOW, IS VERY POPULAR.

AND THE PARKS MASTER PLAN HAS ANTICIPATED OTHERS THROUGHOUT THE CITY AND STAFF RECOMMENDS APPROVAL.

IN, UH, 2016, THE VOTERS OF EDMOND APPROVED A HALF CENT SALES TAX.

AND ONE OF THE ITEMS THAT THEY EXPRESSED, UH, THROUGH THAT VOTE THAT THEY WANTED TO SEE IS INCREASED SPLASH PAD FACILITIES.

UM, SO HERE AS WE BEGIN TO LOOK AT WHERE AND HOW TO PROVIDE THAT, THERE'S SOME OF THE CONSIDERATIONS WE LOOKED AT, UM, WHERE WE MIGHT HAVE SPACE AVAILABLE WATER AND SEWER CAPACITY.

UM, ALSO HERE IN A MINUTE YOU'LL SEE A SLIDE ABOUT THE DIS DISTRIBUTION OF OUR PRIVATE SWIMMING POOL CONSTRUCTION PERMITS THAT WE CONSIDERED IN LOCATING THIS.

UM, SO KIND OF ORIENT ABOUT THE PROJECT WE'RE LOOKING AT.

UH, IF YOU MAY BE FAMILIAR WITH OUR SPLASH PAD, THAT'S VERY POPULAR AT KELLY, UM, AND MAIN STREET THERE AT BARNETT FIELD.

THIS SPLASH PAD IS IN DESIGNED TO BE A SMALLER SCALE, SMALLER AMOUNT OF WATER USE TO SPECIFICALLY FIT THE LOCATION.

UM, WE'VE SELECTED, AND THIS HAS BEEN PREVIOUSLY VETTED THROUGH THE, UH, PARK AND RECREATION ADVISORY BOARD AND WHO RECOMMENDED APPROVAL AS WELL AS THE C I P, UM, BOARD REGARDING THE FUNDING.

SO EARLIER I MENTIONED THE SWIMMING POOL PERMITS.

WE LOOKED AT, UH, WHERE DO PEOPLE HAVE ACCESS TO SWIMMING POOLS? AND ONE INDICATOR WE HAVE, UH, DATA ON IS WHERE WE'VE HAD SWIMMING POOL PERMITS POOLED.

SO IF A PERSON OR BUSINESS WANTS TO BUILD A SWIM POOL, THEY, YOU KNOW, PULL A PERMIT.

THOSE ARE INDICATED IN BLUE WHERE THOSE HAVE BEEN POOLED.

AND THEN THE, UM, RED IS INDICATED THAT EACH, THAT'S A DOT FOR EACH, UH, RESIDENTIAL ADDRESS HERE IN EDMOND.

SO WE KIND OF WANTED TO FIND A SPOT IN

AND, UM, THAT'S PROVIDED HERE ON THE NORTH.
