AND SO THIS EVENING THERE ARE A TOTAL OF SIX ITEMS THAT, UH, IS ON THE AGENDA FOR APPROVAL THIS EVENING.

AND I WILL RUN THROUGH, UH, EACH OF THOSE ITEMS, UM, WITH THROUGH A SERIES OF SLIDE AND WELCOME ANY QUESTIONS THAT YOU ALL OR FEEDBACK YOU ALL MAY HAVE.

SO THIS EVENING, AS I MENTIONED, SIX ITEMS, UH, WITH THREE DIFFERENT COMPONENTS.

AND THOSE SIX ITEMS ARE FOUR, A FOUR, FOUR A FIVE, FOUR A SIX, AND THEN FOUR B ONE FOUR B2, AND FOUR B THREE.

AND ALL OF THESE, UM, RELATE IN SOME WAY TO THE, UH, UPCOMING CITY CENTER COMPLEX PROJECT.

SO THE FIRST ITEM, UM, IS $254,000 FOR TO DESIGN MOBILITY IMPROVEMENTS, UH, NEAR AND UH, AT THE INTERSECTION OF MAIN AND BOULEVARD.

AND ON YOUR AGENDA, THIS IS ITEM FOUR, A FOUR AND ITEM FOUR B ONE.

SO WHAT THE PROJECT WOULD DO, AND I HAVE FOR EACH OF THESE, THERE'LL BE WORDS AND THEN THERE'LL BE A PICTURE.

SO, UH, IT WILL BE ADDING DEDICATED LEFT TURN LANES FROM MAIN STREET ONTO BOULEVARD, AND THEN, UM, FROM MAIN STREET INTO THE NEW PARKING GARAGE THAT'S ASSOCIATED WITH THE CITY CENTER COMPLEX PROJECT.

ALSO STORMWATER IMPROVEMENTS ALONG MAIN STREET.

AND THEN ADDITIONALLY ADDING A TRAFFIC SIGNAL AT THE INTERSECTION OF BOULEVARD AND MAIN STREET CROSS CROSSWALK IMPROVEMENTS, EASY FOR ME TO SAY AT THAT INTERSECTION AND DEDICATED LEFT TURN LANES FROM BOULEVARD ONTO MAIN STREET.

SO WHAT'S PROPOSED IS THAT DESIGN WILL OCCUR IN CONJUNCTION WITH THE CITY CENTER PROJECT, BUT THEN THE CONSTRUCTION OF THESE IMPROVEMENTS, UH, WILL TAKE PLACE IN TWO PHASES.

AND I'LL, IT'LL BE A LITTLE MORE CLEAR ONCE I GET TO THE VISUAL HERE IN A MINUTE.

SO PHASE ONE OF THAT WILL BE THE MAIN STREET IMPROVEMENTS, UH, WHICH WILL OCCUR CONSTRUCTION OF THAT DURING THE CITY CENTER COMPLEX PROJECT.

AND THEN PHASE TWO WILL BE THE BOULEVARD IMPROVEMENTS TO OCCUR WITH SECOND BOULEVARD PROJECT.

AND THEN THE FUNDING FOR THIS.

SO THE 200, WHEN I SAY FUNDING, THE $254,000 FOR THIS DESIGN IS OUTSIDE THE APPROVED 44 MILLION BUDGET FOR THE CITY CENTER COMPLEX.

OH.

SO AS I MENTIONED, AND THIS IS IN THE PACKET, THIS IS ON THE WEBSITE.

THIS IS AVAILABLE FOR ANYBODY TO CONSUME AS WELL.

SO I JUST, THE POINT OF THIS PRESENTATION IS TO GO INTO A LITTLE MORE DETAIL INTO WHAT WAS PROVIDED IN, INTO THE PACKET.

SO, UH, JUST TO ORIENTATE EVERYBODY WHERE WE'RE AT.

SO HERE WE ARE, UH, THIS EVENING OF THE CITY COUNCIL CHAMBERS.

SO THIS IS LITTLER JUST RIGHT OUTSIDE THE DOOR.

AND THEN HERE IS BOULEVARD, AND THEN THE EAST WEST STREET HERE IS MAIN STREET.

SO THE PHASE ONE IMPROVEMENT.

SO ALL OF THESE IMPROVEMENTS WILL BE DESIGNED UNDER THIS 2 54.

IT'S PROPOSED THAT THEY'RE CONSTRUCTED AS TWO SEPARATE PACKAGES.

SO THE FIRST PACKAGE, WHAT WILL BE IS AGAIN, THE FUTURE CITY HALL WILL BE ON THE FOOTPRINT OF WHERE THE DOWNTOWN COMMUNITY CENTER IS.

THE PARKING GARAGE WILL BE ON THE FOOTPRINT OF WHERE THE PLANNING AND PUBLIC WORKS BUILDING CURRENTLY SITS, AND THEN WHERE THERE IS A PARKING LOT HERE TO THE EAST.

AND THEN THE MUNICIPAL COURT WILL BE, THE NEW MUNICIPAL COURT WILL BE ALONG BOULEVARD.

SO WHAT WILL OCCUR ALONG MAIN STREET, AS I MENTIONED, WILL BE ADDITIONAL, UH, LEFT TURN BAYS THAT WILL BE ADDED.

SO IF SOMEONE IS HEADED EASTBOUND ON MAIN STREET, AND THEY'RE TRYING TO MAKE A LEFT-HAND TURN

BACK, UH, TO THE NORTH ON THE BOULEVARD, A DEDICATED LEFT TURN WILL BE ADDED.

AND THEN IF SOMEONE IS HEADED WESTBOUND INTO THE PARKING GARAGE, THERE WILL BE A DEDICATED LEFT HAND TURN THAT WILL BE ADDED RIGHT THERE TO.

AND THEN ALSO PROPOSED IS STORMWATER IMPROVEMENTS.

THERE IS PONDING THAT OCCURS HERE, WHICH IS UP NEAR, UH, NEAR RUSSELL DOHERTY.

SO AS PART OF THIS PROJECT, THAT WILL OCCUR AS WELL.

PHASE TWO OF THIS, WHICH IS AGAIN, PROPOSED TO BE DESIGNED AT THE SAME TIME, THAT'S WHAT'S ON YOUR AGENDA THIS EVENING.

WE'LL BE ADDING A TRAFFIC SIGNAL RIGHT HERE ON BOULEVARD, AND THEN ALSO ADDING LEFT TURN BASE FOR SOMEONE TO, UH, LEAVE BOULEVARD AND THEN GO ONTO MAIN STREET.

AND THEN IT WILL ALSO OCCUR SOUTHBOUND HERE, AS WELL AS CROSSWALK IMPROVEMENTS.

SO THIS FULL $254,000, WHICH IS PROPOSED TO BE REALLOCATED FROM ANOTHER PROJECT THAT'S GONNA BE FUNDED WITH OTHER SOURCES, WHICH IS THE RADIO TOWER THAT IS CURRENTLY, UH, STARTING DESIGN.

SO THAT PROJECT WILL OCCUR THAT RADIO TOWER FOR OUR EMERGENCY MANAGEMENT SERVICES WILL BE FUNDED FROM THOSE DEPARTMENTS THAT USE THAT.

SO POLICE, FIRE, ELECTRIC WATER RESOURCES.

SO REALLOCATING THE FUNDING IS THE, A PART OF THE AGENDA ITEM.

AND THEN THE SPENDING OF THE MONEY IS THE B PART OF THE AGENDA ITEM.

AND THEN THE SECOND PART OF THIS IS $787,000, SEVEN $87,978 FOR ADDITIONAL DESIGN SERVICES WITH THE CITY CENTER COMPLEX.

SO ON THE AGENDA, THAT'S ITEM FOUR, A FIVE, AND THEN, UH, FOUR B2.

SO TO BREAK DOWN THAT 7 87, UM, $171,000 OF THAT IS FOR A, AN ADDITIONAL CONSULTANT TO BRI TO BE BROUGHT ON FOR, UH, IT SECURITY AND AUDIOVISUAL NEEDS.

SO AS WE'VE GOTTEN FURTHER INTO THIS, UH, DESIGN OF THIS, UM, WE REALIZED THAT THERE'S SOME VERY HIGHLY SPECIALIZED SPACES AND THEY REQUIRE SOME MORE EXPERTISE, UH, TO HELP DESIGN SOME OF THAT.

SO WITH OUR RECENT, UH, WATER ADMINISTRATION PROJECT AND OUR WASTEWATER ADMINISTRATION PROJECT, WHAT WE FOUND IS IF WE BRING IN THIS TEAM, WE'RE, WE REALLY ARE HAPPY WITH THE RESULTS.

SO THEY WILL BE SOLELY FOCUSED ON THESE THREE THINGS AND WILL BE A COMPLIMENT TO THE ADDITIONAL TEAM THAT IS DESIGNING THE COMPLEX.

SO, UM, WE FOUND SUCCESS AGAIN WITH OTHER PROJECTS AND ARE RECOMMENDING THAT THIS EVENING.

AND THEN THE, UH, NEARLY $617,000, $17,000 ADDITIONAL IS FROM WHAT WAS ORIGINALLY SCOPED IN THE DESIGN.

SO THE DESIGN CONTRACT WAS APPROVED IN JULY, 2022 WITH REESE ARCHITECTS FOR A LITTLE OVER $2 MILLION.

SINCE THAT TIME, UM, IN WORKING WITH THE OVERSIGHT COMMITTEE AND WORKING WITH STAFF, WHAT WE FOUND IS THAT THE SCOPE OF THE PROJECT HAS CHANGED, AND WITH THAT CHANGE HAS COME ABOUT 27% MORE TIME THAT THAT HAS EITHER BEEN ALLOCATED TO THE PROJECT OR WILL BE ALLOCATED TO THE PROJECT.

AND I'LL, I'LL HIT SOME OF THE DRIVERS OF THAT.

BUT PRIMARILY IT'S CAME DOWN TO SITE SELECTION.

AND THEN, UH, WHEN WE ORIGINALLY STARTED THIS PROJECT, AND WHAT THE ORIGINAL SCOPE SAID WAS TWO BUILDINGS INSTEAD OF THREE.

AND I'LL WALK THROUGH WHY THAT'S CHANGED.

AND THEN ALSO, UH, BETTER UNDERSTANDING THE PROGRAMMING NEEDS, WHICH THEN LED TO ADDING 10,000 MORE SQUARE FEET TO THE PROJECT.

AND THEN ALSO DESIGNING THE LARGER AREA FOR BEST AVAILABLE REFUGE AREA.

SO IN THE FUNDING FOR THIS, 7 87, 9 87 IS INSIDE THE APPROVED 44 MILLION FOR THE PROJECT.

SO, UM, WHAT I MEAN IS, SO PICTURES A LITTLE SMALL.

HOPE EVERYBODY CAN SEE IT.

WHEN WE FIRST STARTED THIS, SO PRE-DESIGN, WHICH IS ON THE LEFT, AND THEN THE PROJECT FOOTPRINT THAT'S NOW BEEN AGREED UPON, WHEN WE ORIGINALLY STARTED THIS PROJECT, WE BELIEVED THAT IT WOULD BE TWO BUILDINGS.

SO ALL THE FUNCTIONS AND OF CITY STAFF.

AND THEN THE MEETING SPACES, PUBLIC MEETING SPACES WOULD BE IN A BUILDING AND THERE WOULD BE A GARAGE.

WHERE THAT WAS PROPOSED TO BE WAS IN THE FOOTPRINT OF WHAT WE NOW CALL LITTLER LAWN.

AND THEN THE DOWNTOWN COMMUNITY CENTER, ONCE WE GOT INTO FURTHER DESIGN WITH THE DESIGN TEAM THAT WE HIRED AND BETTER UNDERSTAND OUR PROGRAMMING NEEDS, THESE SITES SIMPLY ARE NOT LARGE ENOUGH TO ACCOMMODATE ALL THE NEEDS OF THE PROJECT.

AND THEN, SO WHERE WE ARRIVED AT, THAT WAS 56,000 SQUARE FEET.

AND THEN AFTER WORKING WITH REECE FOR SEVERAL MONTHS, UM, IT WAS DECIDED THAT THE BEST PROJECT FOOTPRINT FOR THIS WAS TO ALSO USE THE DOWNTOWN COMMUNITY CENTER, BUT THEN TO ALSO USE THE PLANNING AND PUBLIC WORKS BUILDING AND THEN THE SURFACE PARKING LOT THAT'S HERE.

SO, UM, AFTER ALL THAT, IT ADDED, IT'S NOW 85,000 SQUARE FEET FOR THE FOOTPRINT.

AND THEN TO FURTHER HIGHLIGHT SOME OF THE THINGS THAT HAVE COME FROM THE THREE BUILDINGS INSTEAD OF TWO, ONCE, UM, YOU STARTED TO LOOK AT, OKAY, THE FOOTPRINT HAS EXPANDED, COULD WE, AND THE INDIVIDUALS THAT ARE COMING FOR SERVICES, UM, ARE THAT ARE COMING FOR SERVICES FOR MUNICIPAL COURT ARE DIFFERENT THAN SOME PEOPLE THAT MAY BE COMING INTO CITY HALL.

AND WE REALLY TRIED TO FIGURE OUT IS THERE A WAY TO PUT THEM ALL IN THE SAME BUILDING AND THE THE FOOTPRINTS SIMPLY WOULDN'T ALLOW FOR THEM TO, TO FIT IN THERE AND A FUN AND TO EFFECTIVELY FUNCTION AS WELL AS THEY COULD.

SO THAT LED TO SOME OF THAT.

AND THEN WITH THE PROGRAMMING COMPONENT I TALKED ABOUT, WE WERE

RELYING ON A PROGRAM INITIALLY WHEN WE STARTED DESIGN FROM 2018.

AND AS WE DUG FURTHER INTO THE PROGRAMMING, WE REALIZED THE NEEDS OF DEPARTMENTS AND THE PUBLIC MEETING ROOM SPACES, THE NEEDS HAD CHANGED.

SO WHAT THAT DID IS TOOK A FOOTPRINT THAT WAS PROPOSED TO BE 64,000 SQUARE FEET AND MADE IT 74,000 SQUARE FEET.

SO WHEN YOU ADD THAT TOGETHER, AND THEN THE BEST AVAILABLE REFUGE AREA, UM, THE, THIS IS NOT SUPPOSED TO BE A STORM SHELTER.

WHAT THIS IS INTENDED TO DO AND IS PROPOSED TO BE THE NEW COUNCIL CHAMBERS IS IN THE EVENT OF INCLEMENT WEATHER.

AND THERE IS NOWHERE ELSE TO GO.

AND WE DO HAVE TO SHELTER IN PLACE, FOR LACK OF A BETTER WORD, THAT SPACE WILL BE THE COUNCIL CHAMBERS.

ORIGINALLY IT WAS PROPOSED TO BE THE LARGER SET OF BATHROOMS, AND WORKING THROUGH THE DESIGN CONSULTANT, WE REALIZED WE NEEDED A LARGER FOOTPRINT THAN THAT LARGER FOOTPRINT REQUIRES, UH, MORE TIME DESIGNING THAT.

AND SO THAT'S WHAT HAS LED TO THE LARGER AREA AND THE ADDITIONAL COST.

SO THAT'S THE 7 87, 9 78 IS WOR, UH, MONTHS AND MONTHS OF WORKING WITH THE DESIGN CONSULTANT AND THEN THEM PROPOSING A FEE TO US FOR WHAT THAT WAS, AND THEN COMING TO SOMETHING THAT'S MORE AGREEABLE TO BOTH PARTIES.

AND THEN THE LAST ONE ON THE AGENDA THIS EVENING IS ANOTHER COMPONENT WITH THE PROJECT.

SO IT'S 160, UH, THOUSAND $420 AND 70 CENTS TO RELOCATE SOME OF THE COX COMMUNICATION FACILITIES ASSOCIATED WITH THIS PROJECT.

SO THIS IS ITEM FOUR, A SIX AND FOUR B3.

SO THERE'S REALLY TWO COMPONENTS TO THIS.

SO COX COMMUNICATION HAS ABOVE GROUND FACILITIES, AND I TOOK THIS REALLY PRETTY CRUDE PICTURE TODAY TO TRY TO SHOW YOU WHAT THAT LOOKS LIKE.

SO HERE'S THE SOUTH WALL OF THE DOWNTOWN COMMUNITY CENTER.

COX HAS FACILITIES ON THIS RIGHT HERE.

THOSE, IT WILL SIMPLY NOT FIT FOR THIS POLE AND THE, AND THE ADJACENT POLES TO EXIST WITH THE NEW PROJECT.

SO ALL THAT INFRASTRUCTURE HAS TO BE UNDERGROUND.

AND SO TO DO THAT, COX IS PROPOSING TO DO THAT FOR THAT COST THAT YOU SEE UP THERE, UH, A LITTLE OVER $160,000.

ADDITIONALLY, WHAT WILL HAPPEN TOO IS THERE'S CITY IT INFRASTRUCTURE ON THOSE OVERHEAD LINES THAT WILL ALSO BE BURIED AS WELL.

SO WE ARE, WE ARE WORKING THROUGH THE, THROUGH THE SCOPE OF THAT.

UM, AND IN FUTURE THERE WILL BE AN AGREEMENT THAT SPELLS ALL THIS OUT.

BUT IN ORDER TO KEEP THE PROJECT TIMELINE ON TRACK, STAFF WANTED TO BRING THIS FORWARD THIS EVENING SO THE WORK COULD TAKE PLACE.

AND THE FUNDING FOR THIS, IT WAS ALWAYS PROPOSED THAT THERE WOULD BE UTILITIES THAT WOULD HAVE TO BE UNDERGROUND.

AND SO THAT'S ALWAYS BEEN PROPOSED AS PART OF THIS 44 MILLION PROJECT.

HAPPY TO ANSWER ANY QUESTIONS ABOUT THESE THREE ITEMS, COUNSEL ANY QUESTIONS NOW, AND I APPRECIATE YOU HIGHLIGHTING, UM, ALL BUT THE ROAD WORK THERE AGAIN IS UNDER THE ORIGINAL SCOPE, PHYSICAL SCOPE OF THE PROJECT, THE 44 MILLION.

SO THESE CHANGES ARE NOT INCREASING THE OVERALL COST OF THE PROJECT.

CORRECT.

AND THEN NEXT STEPS ON THIS PROJECT.

SO THE FIRST PHASE OF THE, OF CONSTRUCTION FOR THIS PROJECT WILL BE THE DEMOLITION OF THE DOWNTOWN COMMUNITY CENTER AND THE PLANNING AND PUBLIC WORKS BUILDING.

UH, SO CURRENTLY THAT IS OUT TO BID ON OUR WEBSITE AND BEING ADVERTISED.

UH, BIDS ARE DUE ON JULY 11TH, ASSUMING THAT A GOOD BID IS RECEIVED.

THAT BID WILL BE BROUGHT IN FRONT OF THE EDMOND CITY COUNCIL FOR APPROVAL AT YOUR JULY 24TH MEETING.

AND THEN DEMO IS PROPOSED TO START THE WEEK OF JULY 31 THROUGH AUGUST 4TH WITH A CONSTRUCTION FENCING GOING UP.

AND THEN THE DEMO BEGINNING AND APRIL, 2025 IS PHASE THREE BUILDINGS OPENED.

WHAT IS THAT? UH, THAT STRIP, THAT'S THE NARROW DARK STRIP FROM WHERE THE IMPROVEMENTS THERE ARE ON LITTLER GOING OVER TO BROADWAY.

MAYOR, I'D HAVE TO, I'D HAVE TO LOOK INTO THAT A LITTLE BIT MORE.

BUT THE, THE 2 54 DESIGN IS JUST TO DESIGN MM-HMM.

FROM LITTLER OVER BACK TO THE EAST.

SO THERE'S NO PROPOSED IMPROVEMENTS TO BE MADE, UH, ON MAIN STREET, UH, WEST OF LITTLER WITH THIS PROJECT.

SO WHAT, WHAT THE MAP SHOWS, UH, IS THIS AREA BETWEEN THE ALLEYWAY HERE AND LITTLER,

AND MAINLY THAT'S TO TIE IN THE STORM SEWER THAT WILL BE PART OF THIS PROJECT.

SO THE REASON I ASK IS I'M TOLD CIP COMMITTEE LAST WEEK, CLOSING OF MAIN STREET WAS AGAIN BROUGHT UP AND, AND SEEMED TO BE A DONE DEAL.

I DON'T KNOW THAT I WASN'T THERE.

I'M GOING BY WHAT PEOPLE TOLD ME THAT WERE AT THE MEETING.

THAT THEIR DEBT WOULD BE FULLY PAID AS FAR AS THE CITIZENS ARE CONCERNED, AND THAT WE AS A CITI, WE AS A, WE AS A COMMUNITY WOULD THEN THEREFORE FOR THEIR RESIDENTIAL UTILITY SERVICES IF THEY'RE SERVICED BY THE CITY OF EDMOND, UH, WOULD PAY THAT BENEFIT TO THEM AS, UM, FOR THE REST OF THEIR LIFE.

UM, SO THAT'S WHAT'S ON THE TABLE FOR DISCUSSION AND ADOPTION.

MY UNDERSTANDING, UH, WE WOULD BE THE FIRST CITY IN THE, IN THE STATE OF OKLAHOMA AND POTENTIALLY THE FIRST IN THE COUNTRY, IF NOT ONE OF A FEW, TO BE ABLE TO DO THAT, UH, AND PROVIDE THAT FOR, UH, THE SURVIVING DESIGNATED, UH, SPOUSE OF THAT PERSON.

AND MY UNDERSTANDING IS BE SOME SORT OF MOU WITHIN THE CONTRACT AND IN CONSULTING WITH AGS OFFICE, UM, YOU KNOW, WHERE OTHERS MIGHT WANNA DO THAT IN SOME WAY, SHAPE, OR FORM FOR OTHERS, IT HAS TO BE PEOPLE THAT WE HAVE ON THEIR CONTRACT AS AS A CITY.

UH, STAFF IS REQUESTING APPROVAL OF A RESOLUTION SUPPORTING THE CITY'S SS FOUR A GRANT APPLICATION STAFF FROM THE PLANNING DEPARTMENT AND THE ENGINEERING DEPARTMENT HAVE BEEN COLLABORATING TO PREPARE THE APPLICATION AND THIS OVERVIEW.

SO JUST A COUPLE OF, UH, BULLETS ABOUT THE PROGRAM ITSELF.

THIS IS A RELATIVELY NEW PROGRAM CREATED BY THE US DEPARTMENT OF TRANSPORTATION UNDER THE, UH, BILATERAL INFRASTRUCTURE BILL.

IT'S CALLED SAFE STREETS AND ROADS FOR ALL ABBREVIATED SS FOUR A.

IT INCLUDES APPROXIMATELY 5 BILLION OVER FIVE YEARS, UH, FOR, UH, 22 THROUGH 26.

UH, THIS YEAR EDMOND IS GONNA REQUEST, UH, 12.7, UH, MILLION.

UM, IT'S AN 80 20 LOCAL MATCH GRANT, WHICH MEANS THAT OUR COMMITMENT TO THAT WILL BE 3.2 MILLION.

SO THAT'S A TOTAL OF ABOUT ALMOST 16 MILLION WORTH OF PROJECTS.

UM, WE HAVE FIVE BEERS TO SPEND THE FUNDS AND, UM, AWARDS ARE TYPICALLY ANNOUNCED IN THE WINTER.

SO WE HAVE A FEW MONTHS TO WAIT TO SEE HOW SUCCESSFUL WE ARE.

UM, IN TERMS OF THE PROJECTS THAT ARE INCLUDED IN THE APPLICATION, THESE ARE THE, THESE ARE SOME OF THE HIGHEST PRIORITY PROJECTS FROM THE RECENTLY ADOPTED EDMOND SHIFT MOBILITY PLAN.

UM, AND SO THEY INCLUDE DEMONSTRATION PROJECTS ON THE HIGH INJURY NETWORK, PROTECTIVE BIKE LANES, ENHANCING NEIGHBORHOOD CONNECTIONS, ESPECIALLY ACROSS ARTERIALS AND COLLECTORS, UH, CREATING AND ENHANCING NETWORKS TO AND FROM, UH, SEVERAL OF OUR, UH, LOCAL SCHOOLS, UH, WORKING ON THE CORE NETWORK.

THAT'S A SEPARATED FACILITY, UM, AROUND THE KIND OF THE INNER PART OF, OF THE CITY OF, UH, SEPARATED FACILITIES FOR, UH, BIKES AND, AND, UH, PEDESTRIANS.

AND THEN, UH, THE MAGNITUDE OF A PROJECT LIKE THIS, WE'RE ACTUALLY REQUESTING PROJECT MANAGEMENT.

SO IF WE'RE SUCCESSFUL WITH OUR REWARD, WE WOULD LIKE TO HIRE, UH, STAFF TO, UH, HELP MANAGE THIS GRANT.

MYSELF AND THE CITY ENGINEER HAPPY TO ANSWER ANY QUESTIONS YOU MIGHT HAVE.

UM, CURRENT INFRASTRUCTURE THAT'S IN PLACE HAS BEEN IN PLACE SINCE THE 1950S.

WE'VE HAD A LOT OF, UM, GOOD COMMENTS ABOUT THE LOOKS OF THEM.

AND, UH, WE NEED, WE NEED ADDITIONAL NEW STORAGE IN THIS AREA.

UM, IN GENERAL, OUR WATER SYSTEM, WE, WE NEED ADDITIONAL STORAGE.

UM, WITH THIS SITE, WE LOOKED AT A FEW OPTIONS.

UM, AND SO WE, THE INTENT, WE'VE GOT GOT THIS PROJECT AS BEING DESIGNED CORRECT RIGHT NOW.

UM, AND WE ORIGINALLY WERE LOOKING AT A 1 MILLION GALLON STORAGE TANK.

UM, AS WE GOT INTO THE MASTER PLAN, WHICH WAS ALSO PART OF THIS PROJECT, UM, WE FIGURED OUT THAT WE CAN FIT A 2 MILLION GALLON TANK THERE AND REMOVE SOME OF THE OTHER TANKS FROM SERVICE MUCH SOONER.

UH, SO INSTEAD OF BUILDING A NEW PUMP STATION, BUILDING A NEW, UH, GROUND LEVEL STORAGE TANK, UH, WE'RE JUST PLANNING ON BUILDING A 2 MILLION GALLON ELEVATED TANK, WHICH IS WHAT WE'VE BUILT THROUGHOUT TOWN.

WE'VE GOT TWO THAT ARE CURRENTLY BEING USED THAT ARE COMPOSITE TANKS, CONCRETE PEDESTALS, STEEL, STEEL TANKS.

UM, WE'VE GOT ONE MORE UNDER CONSTRUCTION NEAR 33RD STREET RIGHT NOW.

SO THIS AREA OVER HERE IS WHERE WE PURCHASED PROPERTY FOR THE NEW WATER TOWER.

AND, UH, THIS GOES THROUGH SOME OF THE PROS AND CONS, ABOUT 1 MILLION GALLON VERSUS 2 MILLION GALLONS.

WE JUST GET A LOT MORE ECONOMY OF SCALE IN THE 2 MILLION GALLON TANK.

UM, BEING ABLE TO BUILD THE ELEVATED TOWER, WE HAVE NEEDS OF, OF BLENDING WELL WATER WITH, WITH OUR SURFACE WATER AT THIS LOCATION.

SO IF WE'RE ABLE TO, UH, BUILD A NEW 2 MILLION GALLON ELEVATED TANK, WE CAN REMOVE THE, THE OLD, UH, BEAUTIFUL GROUND, ELEVATED GROUND STORAGE TANK, AS WELL AS THE OLD 1957 ELEVATED TOWER.

UM, THIS IS KIND OF A VISUAL OF WHAT IT'LL LOOK LIKE IN THE FUTURE.

UH, IN THE BEGINNING WE'LL PUT UP THE, THE NEW TOWER, UH, AND THEN WE'LL TEAR DOWN, UH, THE OLD GROUND LEVEL TANK AND THE OLD PUMP STATION.

AND SOMEWHERE 15, 20 YEARS FROM NOW, WE'LL, WE'LL CONSTRUCT, UH, THIS PUMP STATION AND THIS, THIS ADDITIONAL STORAGE.

SO THE OTHER ITEM THAT'S ON THE AGENDA TONIGHT IS IT'S CALLED THE DANFORTH, UH, WATER TOWER RELOCATION.

SO, UM, OUR WATER MASTER PLAN INDICATED WE NEEDED ADDITIONAL, UH, STORAGE IN THE NORTHEAST PART OF OUR SYSTEM.

UH, IT WAS BASED ON HOW QUICKLY, UH, THAT AREA DEVELOPS IN NORTHEAST EDMOND.

SO WE PURCHASED LAND IN 2018, UH, FOR ELEVATED STORAGE TOWER AT THIS THIS POINT.

UM, SO SINCE THEN, KIND OF THIS RED, RED AREA OUT HERE, RED CIRCLED AREA IS THE INFRASTRUCTURE THAT IS, UH, WATER SYSTEM THAT IS, UH, PRETTY VULNERABLE TO WATER MAIN BREAKS.

UM, OR, UH, WE'VE ALREADY HAD ONE MAIN BREAK OUT THERE.

LUCKILY WE DIDN'T HAVE MANY HOUSES AT THE TIME.

NOW WE'VE STARTED TO GET QUITE A FEW HOUSES OUT THERE.

SO, UH, WE NEED TO DO TWO THINGS.

WE NEED TO, UM, BASICALLY PUT A WATER HAMMER ARRESTER ON OUR WATER SYSTEM, UM, AND, UH, ALSO PROVIDE FOR FIRE FLOWS, UH, IN THE EVENT, UH, BOTH INCREASED FIRE FLOWS UNDER NORMAL, NORMAL TIMES, BUT ALSO FIRE FLOWS, UH, WHENEVER WE HAVE A MAIN BREAK IN THE AREA SINCE WE'VE BEEN UNABLE TO LOOP THOSE LINES OUT THERE SO FAR.

SO HOW WATER TOWER FUNCTIONS, UH, YOU KNOW, WE'VE GOT THESE GROUND LEVEL RESERVOIRS, WE'VE GOT BOOSTER PUMPS, UH, THEY PUMP OUT INTO THE SYSTEM.

AND THEN WE HAVE THESE WATER TOWERS THAT ARE BASICALLY KIND OF RELIEF VALVES ON THE SYSTEM.

THEY STORE WATER, BUT THEY ALSO RELIEVE WATER HAMMER AND SURGES AND THINGS LIKE THAT, THAT, THAT BREAK PIPES.

UM, SO CURRENTLY, YOU KNOW, THIS IS THE I 35 WATER TOWER FOR THAT NORTHEAST SYSTEM.

WHAT WE WANT TO DO IS WE WANT TO PUT A WATER TOWER, A SMALLER SIZE LIKE THAT OUT, OUT IN THE NORTHEAST AREA.

UM, SO WE DON'T WANNA PUT THE 2 MILLION GALLON TANK OUT THERE NOW BECAUSE THE WATER QUALITY AND WATER AGE ISSUES, WE DON'T HAVE ENOUGH DEMAND OUT THERE.

SO, UM, WE NEED ABOUT A HALF A MILLION GALLONS OF STORAGE THAT WILL ALSO ACT AS A SURGE SUPPRESSOR ON, ON THE WATER SYSTEM.

SO LUCKILY WE, SINCE WE BUILT THE DANFORTH, UH, WATER TOWER, UH, THOMAS, UH, WE NO LONGER USE THIS TOWER THAT'S AT THE SOCCER COMPLEX.

IT IS EMPTY, UH, VALVES ARE CLOSED.

WE STILL GENERATE SOME REVENUE OFF THE, UH, T-MOBILE, UH, SERVICES ON TOP OF IT.

SO WE ARE GETTING OUT OF, OUT OF THOSE LEASES.

AND AS PART OF THIS PROJECT, UM, WE'VE MASTER PLANNED IT TO WHERE THE FUTURE TANK WILL, WILL GO IN THE MIDDLE OF THE SITE.

UH, WITH THIS PROJECT, WE'RE GONNA MOVE THIS, THIS TOWER OVER TO THIS CORNER OF THE SITE SO THAT WE'LL BE ABLE TO GET IT IN, IN SERVICE, GET IT ONLINE, AND THEN IT'LL BE OUT OF THE WAY FOR WHEN, EVENTUALLY, YOU KNOW, 15 YEARS FROM NOW WHEN WE NEED ADDITIONAL STORAGE THAT WE CAN BUILD.

UM, PART OF THIS PROJECT IS TO KIND OF CONNECT IN WITH THE OFFSITE, UH, WATER LINES TO, UH, CONNECT IN WITH THE SYSTEM AS WELL AS CONNECTING TO THE SANITARY SEWER THAT WE ALSO NEED FOR CHLORINE TESTING AT THE SITE.

AND THEN OF COURSE IT GOES ON TO THE NORTHEAST THROUGH MY, MY NEIGHBOR'S PROPERTY.

FROM THERE ON THE EAST SIDE, ABOUT WHERE THAT SECOND DRIVEWAY IS, UM, THE SECOND PROPERTY OVER, I THINK MY NEIGHBOR'S PROPERTY TO THE EAST, THAT'S THE TOP OF THE HILL RIGHT IN THERE.

SO FROM THAT POINT, OUR BUILDING SITE WOULD BE ABOUT 450 FEET, AND THAT DRAINS INTO A SECONDARY CREEK THAT RUNS THROUGH MY PROPERTY THAT'S ABOUT THREE FEET WIDE AND ABOUT A FOOT AND A HALF DEEP.

UM, AND I WANNA START OUT SAYING THAT I HAVE 40 YEARS OF EXPERIENCE WORKING WITH BOTH EFFECTIVE AND STRUGGLING ORGANIZATIONS AS WELL AS SEVEN YEARS OF WORKING AS A CITIZEN AT LARGE WITH THE CITY.

UM, AND I'VE SAID THIS TO YOU BEFORE, SO YOU KNOW, THE PROJECTS THAT I'VE WORKED ON.

UM, SOME OF THIS STUFF MAY BE OBVIOUS TO YOU ALREADY, UM, BUT I WOULD BE UNAWARE OF THIS.

UM, BUT I'M STRESSING THE IMPORTANCE AND TIME SENSITIVITY OF SETTING AN AGENDA AS A CALL TO ACTION.

AND WHAT ARE THE ISSUES? UM, THERE SEEM TO BE ISSUES WITH ACCOUNTABILITY AND FEEDBACK BETWEEN CITY COUNCIL, MANAGER AND STAFF.

WE NEED TO DEVELOP A PLAN AND COMMUNICATED TO THE PUBLIC.

AND THERE, IT APPEARS TO ME THAT THERE NEED, THERE'S SOME TOUGH DECISIONS AS TO POLICIES, PROCEDURES, AND PERSONNEL THAT HAVE TO BE EVALUATED.

AND THIS IS NOT TIME TO HOPE THAT THIS WILL BLOW OVER AND SOLVE ITSELF.

IT SEEMS TO BE GETTING WORSE.

UH, STAFF NEEDS, MEANING CITY STAFF, UM, THAT WOULD BE NOT NEEDS, BUT REQUIRES TO ACKNOWLEDGE AND COOPERATE.

IF THEY'RE FIDOS WITHIN THE CITY ORGANIZATION, THEY NEED TO BE UNDERSTOOD, EVALUATED, AND POSSIBLY REORGANIZED.

MAYOR AND CITY COUNCIL NEED TO LEAD THE CHARGE.

IN ADDITION TO THE COMMENTS THAT MAYOR DAVIS HAS ALREADY MADE.

CITY MANAGER NEEDS TO COMMUNICATE A PLAN AND TARGETS.

SO FROM THE OUTSIDE, AND THIS IS AS A CITIZEN, THIS IS REALLY ALL I KNOW.

EVERYTHING LOOKED FINE AS FAR AS THE PRO PRO PROGRESS OF THE PARK.

UM, PLANNING COMMISSION APPROVED, UH, CITY COUNCIL APPROVED.

THEN TWO DAYS LATER IT FELL APART.

WHY? UH, I THINK WE NEED TO KNOW WHY.

UM, AND THE ONLY PUBLIC COMMENTS I'VE SEEN WAS FROM FOUR FORMER MAYORS, DAN SHATTERED AND AN EDITORIAL BY MARK NASH.

AND IT LOOKS LIKE THE FORMER MAYORS AND MS. SHATTERED ARE POINTING THE FINGER AT CITY MANAGEMENT AND STAFF.

BUT I'D LIKE TO CHALLENGE, CHALLENGE THAT GROUP TO RESPOND IN MORE DETAIL IN POINTING OUT, RATHER THAN JUST POINTING FINGERS AND USING BROAD GENERALIZATIONS.

AND CITY MANAGEMENT AND STAFF NEED TO BE RESPONSIVE TO WHATEVER COMMENTS MIGHT BE THERE.

UM, SO IN CONCLUSION, THE CURRENT SI SITUATION, UH, QUESTIONING THE EFFECTIVENESS OF CITY MANAGEMENT AND STAFF, THE CITY HALL WILL CONTINUE TO BE AN OPEN ISSUE.

LET'S BE THOUGHTFUL ABOUT THIS AND GET TO THE REAL ISSUES HERE.

WE HAVE A NEW MANAGER IN PLACE HERE AND SOME OF THE ISSUES WERE BROUGHT UP WERE HERE BEFORE HE GOT HERE, BUT AT THE SAME TIME, IT'S INCUMBENT ON ALL CURRENT PARTIES TO DEAL WITH THE CURRENT SITUATION.

WE CERTAINLY WANT AN EFFECTIVE CITY MANAGER, BUT WE DON'T WANT A REVOLVING DOOR OF CITY MANAGERS IF THE ISSUE IS, UH, FURTHER DOWN WITH CERTAIN POLICIES, PROCEDURES, OR PERSONNEL IN THE CITY.

SO ONE OF THE MOST CHALLENGING THING IS IN AN OR 14 SECONDS, UM, ONE OF THE MOST CHALLENGING POSITIONS IS FOLLOWING A CITY MANAGER WHO'S BEEN HERE A LONG TIME.

AND, UM, WE NEED TO TAKE THAT INTO ACCOUNT AS WELL.

I CAME TO THIS LAST COUNCIL MEETING REPRESENTING ELDERS AND VETERANS OF THIS COMMUNITY.

I CAME BECAUSE IN THE PAST TWO AND A HALF YEARS, CITIZENS HAVE MADE NUMEROUS REPEATED REQUESTS OF THE CONCERNS AND GRIEVANCES BE PLACED ON THE CITY AGENDA FOR AN OPEN DISCUSSION IN ACTION.

NONE OF THOSE REQUESTS WERE PLACED ON THE CITY AGENDA, AND NO ONE ON THE COUNCIL TOLD US WHY THEY WERE NOT PLACED ON THE AGENDA FOR DISCUSSION.

BECAUSE OF THIS COUNCIL'S LACK OF RESPECT AND TRANSPARENCY BY, UH, IN ANSWERING THOSE QUESTIONS, WE DEMANDED THE CITY MAYOR, THE CITY MANAGER, TO HOLD AN OPEN TOWN HALL AND FINALLY ADDRESSED 10 MAJOR QUESTIONS THAT THIS COUNCIL HAS REFUSED TO PLACE ON THE AGENDA.

BOTH OFFICIALS REFUSE TO COME BEFORE THE CITIZENS TO ANSWER THOSE 10 QUESTIONS.

TODAY I HOLD THE CITY COUNCIL'S PUBLISHED GUIDEBOOK THAT PROVIDES THE BASIC ROLES AND RESPONSIBILITIES I STATE TO THE COUNCIL, THE FIRST TWO OF THOSE 10, COUNCIL THE COUNCIL'S CORE VALUES.

ONE TRUTH.

WE SEEK THE TRUTH AND ALLOW FOR FOUR, FAIR AND THOROUGH DELIBERATION.

THE PUBLIC HAS THE RIGHT TO KNOW WHAT THEIR GOVERNMENT IS DOING.

THEIR DUTY IS TO THE PEOPLE AND OPEN AND TRANSPARENT GOVERNMENT THAT IS ADMINISTRATED FAIRLY FOR TWO AND A HALF YEARS UNDER LEADERSHIP OF THIS MAYOR AND CITY MANAGER.
