UH, JUST WANTED TO TAKE A FEW MINUTES TO TALK ABOUT, UH, SOME OF THE THINGS THAT ARE GOING ON IN THE CITY DURING THESE DOG DAYS OF, OF THE SUMMER HERE.

FIRST THING WE WANNA TALK ABOUT IS THE REOPENING OF THE ANIMAL SHELTER.

AS YOU KNOW, BECAUSE OF THE CONCERNS WITH A RECENT OUTBREAK, OUTBREAK OF DOG FLU ACROSS THE MITCHELL AREA, SINCE MID-JUNE, OUR OUR ANIMAL SERVICES SHELTER HAS BEEN CLOSED TO THE PUBLIC AND UNAVAILABLE, TAKEN STRAYS OR SURRENDERED ANIMALS.

NORA HAS BEEN ABLE TO OFFER ANIMALS FOR ADOPTION.

WE ARE PLEASED TO LET YOU KNOW THAT BEGINNING TUESDAY, AUGUST 1ST, OUR ANIMAL SERVICES SHELTER WILL REOPEN TO THE PUBLIC AND RESUME INTAKE OF STRAY ANIMALS, ADOPTIONS FOR ANIMALS AT THE SHELTER, REOPENED TODAY, BUT CURRENTLY BY APPOINTMENT ONLY TO BE SAFE.

THERE WILL BE A LIMITED NUMBER OF ADOPTION APPOINTMENTS AVAILABLE DAILY, AND THERE WILL BE A DESIGNATED SAFE PL SAFE SPACES FOR THE PRE-ADOPTION INTRODUCTIONS.

ALL DOGS AVAILABLE FOR ADOPTION HAVE BEEN MEDICALLY CLEARED.

ANYONE INTERESTED IN ADOPTING A DOG OR CAT FROM THE SHELTERS ASKED TO CALL THE SHELTER AT (405) 216-7615 TO GET MORE INFORMATION OR SET UP AN APPOINTMENT.

IF YOU'VE BEEN OUT ON THE ROADS AROUND TOWN, YOU'VE SEEN FURTHER PROGRESS ON THE ODOT OR OKLAHOMA DEPARTMENT OF TRANSPORTATION'S PROJECT TO RESURFACE S 77 SOUTH BROADWAY AND ROUTE 66 EAST SECOND STREET.

ODO T'S CONTRACTOR, UH, SPENT LAST WEEK GETTING MORE WORK COMPLETE STRIPING THE FINISHED RESURFACED AREAS.

UH, WE ASKED THEM TO ADDRESS SOME CONFUSION, WHICH WITH TURN LANES, BECAUSE OF THE ABSENCE OF LANE ARROWS PAID IN THOSE LANES, AND THEY HAVE BEGUN THAT TO ADDRESS THOSE ISSUES.

I KNOW MY CAR IS VERY APPRECIATIVE OF THE SMOOTHER RIDE, UH, MY MECHANIC MAY NOT BE.

SO THE O O CON CONTRACTOR IS NEARLY FINISHED WITH PAVING THE SOUTHERN LANES FROM WESTMINSTER TO POST ROAD ON ROUTE 66.

AFTER COMPLETION, THEY WILL SHIFT TRAFFIC TO THAT SIDE AND WORK ON THE NORTHERN LANES AND GREEN STRUCTURE.

SO A SPECIAL THANKS TO OUR ODOT PARTNERS.

THEY'VE BEEN GREAT TO WORK WITH, UM, AND THEY'VE BEEN REALLY ACCOMMODATING WITH, UH, CITY OF EDMOND, SO I APPRECIATE THEIR EFFORT.

LAST.

THE OTHER ONE IS, UH, A HIGH PRIORITY.

THE, FOR MANY OF OUR RESIDENTS IS THE MITCH PARK TRAILS PHASE.

ONE OF THE MITCH PARK TRAILS PROJECT IS COMPLETE AND OPEN, OPEN FOR PUBLIC USE.

THE TRAILS OPEN INITIALLY LAST MONTH, BUT SOME FINISHING WORK WAS NEEDED THAT WAS DONE.

SO THE TRAILS ARE NOW OPEN, BUT WITHIN THE NEXT 1690 DAYS, THE OUTER LOOP TRAILS WILL CLOSE AGAIN BRIEFLY FOR A SEAL COAT AND REPAINT JUST NORMAL PROCESS.

PHASE ONE INCLUDE THE REBUILDING AND WIDENING THE OUTER LOOP.

WORK ON PHASE TWO INCLUDE THE REBUILDING WORK ON PHASE TWO INCLUDES THE REBUILDING OF THE INTERIOR TRAILS IN MITCH PARK, AND THEN THE PUBLIC TRAILS EAST OF KELLY AVENUE AND SOUTH OF COFFEE CREEK ROAD.

THAT SECOND PHASE HAS STARTED WITH REMOVAL OF THE OLD TRAIL AND IS MOVING ALONG QUICKLY.

WHETHER PERMITTING INSTALLATION OF THE ROAD BASE SHOULD BEGIN NEXT WEEK.

THE $2.4 MILLION PROJECT BEGAN AT THE END OF MARCH AND IS ON TRACK TO FINISH IN EARLY FALL.

UM, WITH IT WRAPPING UP, I, IT ALWAYS GOES OFF WITHOUT STARTING THIS TO GO THROUGH AND SAY, YOU KNOW, WE ARE VERY LUCKY TO HAVE A GREAT STATE LEGISLATIVE DELEGATION AT THE STATE CAPITOL FROM EDMOND.

WE'VE GOT A LOT OF, UM, FOLKS THAT REPRESENT EDMOND THAT ARE IN THE RIGHT POSITIONS TO HELP US A TON.

SO WE ARE VERY GRATEFUL.

SO, UH, WE'LL KIND OF DO A QUICK LITTLE RUN THROUGH OF, UM, SOME OF THE HIGHLIGHTS OF SESSION AND SOME OF THE PRIORITIES THAT YOU ALL SET OUT ON YOUR AGENDA, UM, LAST YEAR.

HI, NAME IS BROOKS WRIGHT, AND, UH, LIKE I SAID, WORK WITH TYLER POLICY ASSIST PARTNER.

SO, UM, THE 59TH LEGISLATURE, UH, KICKED OFF FEBRUARY, UM, SIXTH OF THIS YEAR, AND THEN ADJOURNED ON MAY 26TH OF LAST FRIDAY, UM, BEFORE MEMORIAL DAY.

AND, UM, WE HAD A, A RAUS, UH, LEGISLATURE THIS YEAR THAT FOCUSED MOSTLY ON EDUCATION FUNDING.

UM, WE ACTUALLY SAW, UM, THE DEBATE AND, AND THE TIME IT TOOK TO GET THE EDUCATION BUDGET SPILL OVER.

UM, AND THE NEED TO START A SPECIAL SESSION, UM, WAS, WAS CALLED IN ORDER TO HOPEFULLY AVOID A, OR HELP WITH AN OVERRIDE OF THE GOVERNOR'S FIDO.

SO WE DID SEE THAT, BUT WE SAW, UM, HISTORIC FUNDING LEVELS FOR EDUCATION IN THE STATE OF OKLAHOMA THAT STARTED.

SO, UM, THE LEGISLATURE STARTED WITH 3,200 BILLS.

UM, THE GOVERNOR ENDED UP SIGNING 344 BILLS.

UM, AT THE END OF IT, THE GOVERNOR LET 36 BILLS BECOME LAW WITHOUT SIGNATURE, AND HE ENDED UP VE VETOING 50 BILLS WITH 19 OF THOSE OVERRIDDEN.

AND THE LEGISLATURE IS IN THE PROCESS OF OVERRIDING TWO MORE, UM, THAT STARTED TODAY.

SO, OR CONTINUED TODAY.

YEAH.

SO, UM, WE OBVIOUSLY HAD BOTH THE REGULAR SESSION AND THE SPECIAL SESSION TO DEAL WITH THE STATE BUDGET.

UM, THE LEGISLATURE CALLED THEMSELVES INTO SPECIAL SESSION ON MAY 16TH AT THE END OF SESSION, UM, TO ALLOW THEM ENOUGH TIME TO NOT ONLY PASS A BUDGET, BUT ALSO COME BACK AND OVERRIDE.

SO LEGISLATORS PASSED, UH, $12.9 BILLION IN APPROPRIATIONS, WHICH IS THE LARGEST AMOUNT IN STATE HISTORY.

UM, A COUPLE KIND OF KEY PRIORITIES FOR THE CITY OF EDMOND.

UM, O ODOT RECEIVED ABOUT A BILLION DOLLARS IN APPROPRIATIONS, WHICH IS THE TOP HIGHEST LEVEL THAT THEY'VE EVER RECEIVED.

IT IS IMPORTANT TO NOTE THAT 200 MILLION OF THAT IS SPECIFICALLY MARKED, UM, FOR PROJECTS AND COUNTIES UNDER 75,000 PEOPLE.

SO THE 68 SMALLEST COUNTIES.

WHAT THE HOPE IS THOUGH FOR THE METRO COUNTIES IS THAT THAT WILL MOVE SOME PROJECTS UP ON THE EIGHT YEAR PLAN.

UM, FOR THOSE FUNDING, UH, THAT $200 MILLION WAS A ONE-TIME APPROPRIATION.

SO, UM, IT MAY NOT BE THERE NEXT YEAR.

SO WE'LL SEE HOW THAT ADJUSTS WITH THE THE EIGHT YEAR PLAN.

UM, ADDITIONALLY, UM, THE LEGISLATURE CREATED A $215 MILLION, UM, PROGRAM FOR HOUSING INFRASTRUCTURE IN THE STATE.

UM, SPLIT BETWEEN A, WHAT THEY'RE CALLING THE HOME BUILDER PROGRAM, WHICH WILL PROVIDE 0% INTEREST LOANS THROUGH THE OKLAHOMA HOUSING FINANCE AGENCY TO HOME BUILDERS TO BUILD, UH, SINGLE FAMILY HOMES, AND THEN THE OTHER HALF TO GO FOR WHAT THEY CALL THE INCREASED HOUSING PROGRAM TO BUILD OUT AFFORDABLE HOUSING ACROSS THE STATE.

AND SO THAT'S SEPARATE FROM THE TAX CREDIT, AND THAT'S ALSO ONE-TIME DOLLARS THAT THEY PUT IN.

AS BROOKS MENTIONED, UH, EDUCATION WAS THE BIGGEST, UM, FIGHT THROUGHOUT THE SESSION AND DRUG ON THE ENTIRE SESSION.

UM, IT WASN'T REALLY FIGHT OVER WHETHER EDUCATION WAS GONNA GET MORE MONEY OR NOT.

IT WAS THE HOUSE STARTED WITH ONE NUMBER, THE SENATE PUT MORE SO THE HOUSE PUT MORE, AND THEN THE SENATE FINALLY PUT MORE.

SO IT WENT BACK AND FORTH THROUGHOUT SESSION.

BUT, UM, WE SAW $286 MILLION GIVEN FOR PAY RAISES, $214 MILLION TO GO INTO THE STATE FUNDING FORMULA.

UH, 125 MILLION TO GO INTO THE RED BUN FUND FOR SCHOOLS WITH LOEB, UM, AT LAUREN RATES.

UM, AND THEN $150 MILLION OVER THREE YEARS, UM, FOR SCHOOL SAFETY.

IN ADDITION TO A SCHOOL CHOICE TAX CREDIT, UM, GOVERNOR STIT ALLOWED, UH, THE FFY 24 BUDGET PACKAGE LARGELY BECOME, BECOME LAW WITHOUT HIS SIGNATURE ON JUNE ONE.

UM, HE DIDN'T SIGN IT WITHIN THE FIVE DAYS.

UH, THE TWO BILLS THAT BROOKS REFERENCED WITH THE O VETO OVERRIDES ARE DEALING WITH TRIBAL COMPACT ISSUES THAT WERE PART OF THE BUDGET, UM, THAT THE HOUSE WILL COME BACK ON MONDAY TO FINISH UP THE OVERRIDES.

SO, GETTING INTO SOME OF THE PRIORITIES OF PRIORITY BILLS FOR ADMIN.

YEAH.

UM, ONE OF THE MAIN BILLS THAT WE HAD THE PLEASURE OF WORKING ON WAS A BILL DEALING WITH, UM, RESTRICTIVE DEEDS.

UM, WE HAD, UH, BEEN ALERTED TO THIS FROM CITY STAFF THAT THIS WAS AN ISSUE THAT WE WOULD LIKE TO WEIGH IN ON AND, AND HELP FIX.

SO, UH, TYLER AND I GOT TO WORK, UM, ON PASSING THIS BILL AND OVERWHELM PASSED WITH OVERWHELMING AUTHORITIES IN BOTH THE HOUSE AND SENATE.

UM, YOU KNOW, WE WORKED TIRELESSLY WITH THE OKLAHOMA LAND TITLE ASSOCIATION AS WELL AS THE, UH, OKLAHOMA REALTORS ASSOCIATION ON GETTING THIS PASSED.

SO, UM, THIS ALLOW THIS BILL IS SIMPLY ALLOWS FOR REAL PROPERTY OWNERS TO FILE A FORM WITH THE COUNTY CLERK IF THEY IDENTIFY ON THEIR DEED, UM, WITH THEIR PROPERTY, THAT THERE'S SOME KIND OF, THAT, SOME KIND OF THIS LANGUAGE DEALING WITH, UH, RESTRICTIONS ON WHO CAN OWN, UM, THE PROPERTY FROM HISTORICAL DOCUMENTS.

THEY CAN FILE A FORM, UH, WITH THE COUNTY CLERK TO HAVE THIS DOCUMENT, UM, ESSENTIALLY STRICT, UH, STRICKEN OUT FROM THEIR DEEDED.

SO, UM, THE LEGISLATURE ALSO PASSED HOUSE BILL 24 16, WHICH WAS THE OMNIBUS HIGHWAY NAMING BILL, UM, INCLUDED IN THAT WILL RENAME THE INTERSECTION AT, UH, BROADWAY EXTENSION AND COMFORT DRIVE FOR SERGEANT CJ NELSON.

UM, THOSE SIGNS WILL START GOING UP.

UM, THAT BILL TAKES EFFECT ON NOVEMBER ONE.

SO THOSE SIGNS SHOULD BE GOING UP SOON.

ANOTHER BILL THAT THE, UH, CITY IDENTIFIED AS A PRIORITY THAT WE WORKED ON WAS HOUSE BILL 2165.

THIS WAS DEALING WITH, UH, REINSTATING, UM, FINES FOR, UH, TEENAGERS WHO ARE, OR ADOLESCENTS WHO ARE, UH, CAUGHT WITH, UH, VAPING.

UM, SO THIS WAS, UM, OBVIOUSLY A YEAR AGO THEY HAD TAKEN OUT THE FINES, UM, ASSOCIATED WITH THIS.

NOW THEY'VE PUT THEM BACK IN.

SO, UM, BUT THE CAVEAT IS IF A, UM, ADOLESCENT COMPLETES A TRAINING PROGRAM OR AN EDUCATION PROGRAM, THEY HAVE THE ABILITY TO GET THESE FINES, UM, TAKEN DOWN.

SO FOR FIRST OFFENSE, UM, IT'S A $50 FINE, AND THEN SUBSEQUENT OFFENSES, IT'S A HUNDRED DOLLARS FINE, BUT THEY HAVE THE ABILITY TO HAVE THESE FINES TAKEN AWAY IF THEY COMPLETE A EDUCATION PROGRAM.

AND THEN TWO OTHER ITEMS THAT I, WE WANTED TO MENTION, UH, BEFORE WE CLOSE IT OUT, UM, THERE ARE TWO UTILITY RELATED BILLS THAT WE DID WANT TO FLAG FOR YOU ALL.

ONE BECAME LAW AND ONE DID NOT, THE ONE THAT DID NOT BECOME LAW.

UM, THERE WAS A LARGE SCALE CONVERSATION AT THE BEGINNING OF SESSION THAT WE BELIEVE WILL COME BACK NEXT SESSION RELATED TO THE RIGHT OF FIRST REFUSAL FOR TRANSMISSION PROJECTS, UM, WHICH EDMOND ELECTRIC, UM, HAD SOME CONCERNS ON.

UM, WE BELIEVE THAT THAT WILL COME BACK.

THERE ARE SOME INTERIM STUDIES THAT ARE, WILL BE TAKING PLACE, UM, THIS SUMMER, UM, TO KIND OF DISCUSS THOSE.

AND SO WE'RE OBVIOUSLY WORKING WITH THE LEGISLATURES WHO ARE WATCHING THAT.

UM, SECOND ONE BILL THAT DID BECOME LAW IS HOUSE BILL 2, 2, 4 2, UM, WHICH REQUIRES CITIES TO WAIVE DEPOSITS FOR, UM, VICTIMS OF DOMESTIC VIOLENCE OR THOSE, UM, WHO HAVE STALKING OR HARASSMENT.

AND THERE ARE SOME REQUIREMENTS SUCH AS PROOF FOR PROTECTIVE ORDER.

UM, SENATOR PUGH WAS THE SENATOR AUTHOR ON THAT ONE.

UM, THAT IS SOMETHING THAT WAS ACTUALLY BASED ON WHAT EDMUND ALREADY DOES AS BEST PRACTICE.

SO WE SAW, UM, A PRACTICE HERE IN EDMUND GO STATEWIDE.

UM, THERE ARE SOME OTHER ISSUES THAT WE'RE OBVIOUSLY WATCHING AS WE GET INTO NEXT SESSION.

UM, TWO, JUST KIND OF OTHER PRIORITIES FROM THE AGENDA.

WE DID NOT SEE ANY SIGNIFICANT GUN BILLS THIS SESSION THAT ENDED UP BECOMING LAW.

AND THEN THERE WERE OBVIOUSLY, UM, NO CHANGES TO THE SALES TAX, UM, WITHIN THE STATE.

SECONDLY, WE WILL BE WATCHING, UM, SOME OF THE STUFF WE KNOW.

OBVIOUSLY ONE OF THE BIGGEST PRIORITIES FOR THE CITY IS MAINTAINING LOCAL CONTROL, UH, PARTICULARLY WHEN IT COMES TO ZONING AND PLANNING EFFORTS.

THERE WERE SOME EFFORTS THIS LAST SESSION, UM, THAT MADE IT ALMOST TO THE END, UM, THAT WE'LL BE COMING BACK NEXT SESSION.

AND SO WE'RE OBVIOUSLY GONNA BE WORKING WITH LEGISLATORS TO PROTECT YOUR ALL'S ABILITY TO, UM, PASS ZONING LAWS.

SO THAT IS OUR UPDATE.

SO WE'RE HAPPY TO TAKE ANY QUESTIONS.

AND THAT IS, UM, ASIDE FROM THE EDMOND HIGHWAY EDITION IN 1924, EVERY ADDITIONAL PLATT AND EDMOND FROM 1911 UNTIL 49 CONTAINED A RACIALLY RESTRICTED COVENANT.

ALL LOTS HEREIN PLOTTED, ARE RESTRICTED FOR THE USE AND OCCUPANCY BY THAT CAUCASIAN RACE OR BY AMERICAN INDIAN RACE THAT NO OTHER PERSON OR PERSONS OF ANY OTHER RACE SHALL USE OR OCCUPY ANY LOT OR LAND BUILDING OR LOT EXCEPT THE OCCUPANCY OF SERVANTS QUARTERS BY DOMESTIC SERVANTS OF A DIFFERENT RACE WHO MAY BE EMPLOYED BY AN OWNER TENANT OF PRINCIPAL DWELLING UNQUOTE.

WE'RE, WE'RE BACK IN THE QUEUE AGAIN THIS YEAR, HOPEFUL WITH THE UPCOMING OMINOUS BILL AT THE FEDERAL LEVEL, BUT THEY'RE ALSO WORKING WITH US AND WITH GUTHRIE ON FEDERAL FUNDING FOR THE GUTHRIE AIRPORT.

SO, YOU KNOW, FOR THE AMOUNT THAT THAT, THAT THEY ASK FOR US TO HELP FUND THEM, WE GET A TREMENDOUS VALUE.

AND THEN YOUR ANNUAL ACTION PLAN IS HOW YOU CARRY OUT THAT FIVE-YEAR PLAN.

THIS IS JUST A REFRESHER OF WHERE OUR TARGET AREA IS, AND DANFORTH IS OUR NORTHERN BOUNDARY.

UM, CITYWIDE WE HAVE ABOUT 25, 20 7%.

SO OUT OF OUR CONSOLIDATION PLAN THIS YEAR, WE'RE FOCUSING ON THREE GOALS.

UM, GOAL NUMBER ONE IS TO ELIMINATE BARRIERS AND IMPROVE ASSESS, UH, ACCESS TO AFFORDABLE ENERGY EFFICIENT AND FAIR HOUSING.

WE WILL DO THIS WITH OUR OWNER OCCUPIED REHABILITATIONS AND POTENTIALLY OUR RENTAL, UM, REHABILITATION AS WELL.

UM, WE WILL PRIORITIZE OFF OF A D A ACCESSIBILITY, UM, ENERGY EFFICIENCY AND ANY, UM, EMERGENCY REPAIRS THAT NEED TO BE BROUGHT UP TO CODE.

UM, AND THEN AS WELL AS EXPANDING HOMEOWNER OPPORTUNITIES BY PROVIDING DOWN PAYMENT ASSISTANCE, WE PROVIDE DOWN PAYMENT ASSISTANCE UP TO $14,999, UM, AND AS WELL AS HOME BUYER EDUCATION CLASSES.

GOAL TWO IS TO PROVIDE PUBLIC NEED THROUGH PUBLIC OR SOCIAL SERVICES.

WE WILL PROVIDE, UM, ALLOCATIONS TO FIVE NONPROFITS HERE IN THE CITY THAT WILL PROVIDES, UM, PROVIDE A VARIETY OF SERVICES SUCH AS RENTAL ASSISTANCE, UM, NUTRITION MEALS, UH, CLOTHING, ET CETERA.

AND I'LL SHOW YOU THOSE IN JUST A FEW MINUTES.

AND THEN, UH, THE LAST STRATEGY IS PRE, UH, PREVENT ELIMINATES SAFETY HAZARDS.

AND WE DO THIS THROUGH OUR NEIGHBORHOODS PROGRAM.

SO OUR ALLOCATION FOR THIS NEXT YEAR THAT STARTS OCTOBER ONE, IS $544,917.

WE HAVE PREVIOUS YEAR C D B G FUNDS THAT ARE BEEN, UM, IN HOLDING BECAUSE WE HAD CARESS FUNDING THAT WE SPENT FIRST, UH, AT A HUNDRED THOUSAND.

AND THEN WE STILL HAVE SOME C D B G CV FUNDING OR CARES FUNDING THAT WILL BE ALLOCATED TO EDMOND MOBILE MILL'S KITCHEN EXTENSION.

SO OUR TOTAL PROPOSED BUDGET IS $788,194.

THE BREAKDOWN OF HOW WE'RE GONNA BE DOING THAT IS HOUSING, UH, AND NON HOUSING, UM, ACTIVITIES.

AND THAT WOULD, UM, THAT WOULD BE 454,000 AND $196.

WE DO HAVE TWO MAXES THAT WE CANNOT, UH, SPEND OVER.

ONE IS OUR PUBLIC SERVICE ACTIVITIES.

WE CAN'T SPEND MORE THAN 15% OF OUR PROPOSED BUDGET.

UM, THAT COMES TO 80 1007 38.

AGAIN, WE HAVE CARESS FUNDING LEFT OVER.

AND THEN OUR PROGRAM ADMINISTRATION, WHICH, UH, NOT ONLY IS STAFF, UH, STAFF AND ADMINISTRATION FEES, BUT THAT'S ALSO OUR METRO FAIR HOUSING, UH, CONTRACT THAT WE HAVE.

UM, THAT IS A 20% MAX, SO WE CAN'T SPEND OVER THAT.

AND THAT'S $108,983.

SO JUST A LITTLE BREAKOUT, LIKE I MENTIONED, WE ARE GONNA BE DOING OWNER-OCCUPIED REHABILITATION, PRIORITIZING ON A D A ACCESSIBILITY, ENERGY EFFICIENCY, AND BRINGING HOMES UP TO CODE.

UM, AND, AND PROVIDING HOME BUYERS ASSISTANCE.

NEIGHBORHOOD TREES PROGRAM IF A TREE, UM, WE WORK WITH URBAN FORESTRY TO GO OUT AND ASSESS THE TREES TO SEE IF THEY, UM, CAUSE A THREAT TO THE HOME AND OR PER PERSONS.

AND WE WILL REMOVE THAT AT NO AT NO COST TO THE HOMEOWNER.

AND THEN AGAIN, UM, OUR FAIR HOUSING ADMINISTRATION, THAT'S METRO FAIR HOUSING, IS GONNA BE AWARDED $10,000.

AND OUR GENERAL GENERAL ADMINISTRATION IS $98,983.

UH, BUT THE GRAND TOTAL OF THAT IS JUST A LITTLE UNDER $7 MILLION.

AND AS I'M GONNA ALLUDE TO SEVERAL TIMES, THE PROJECT BUDGET FOR THIS, UH, CITY CENTER COMPLEX IS $44 MILLION.

AND ALL OF THESE COSTS WERE ANTICIPATED AND FALL UNDERNEATH THE $44 MILLION.

SO JUST A LITTLE BIT OF PROJECT BACKGROUND.

SO ON APRIL 4TH OF APRIL 5TH, 2016, UH, THE VOTERS OF EDMOND APPROVED AN EXTENSION AND REPURPOSING OF A SALES TAX THAT BUILT A PUBLIC SAFETY CENTER.

UH, THERE WAS A NUMBER OF PROJECTS THAT WERE LISTED THAT WAS GONNA BE FUNDED THROUGH THIS SALES TAX EXTENSION, WHICH IS A 10 YEAR TAX, A HALF CENT TAX.

TWO OF THOSE IDENTIFIED PROJECTS WERE A DOWNTOWN PARKING GARAGE AND CONSOLIDATED CITY OFFICES.

AND THEN MOVING FORWARD, IN JUNE OF 2022, COUNCIL APPROVED THE DESIGN CONTRACT WITH REESE.

AND THEN A FEW MONTHS AFTER THAT, IN DECEMBER OF 2022, COUNCIL APPROVED A CONSTRUCTION MANAGER AT RISK CONTRACT WITH FLINTCO AND THEN, UH, PROCEED.

AND THEN AFTER THAT,

IN MARCH, 2023, UH, THE COUNCIL TOOK THE ACTION TO APPROVE A $44 MILLION LOAN TO CONSTRUCT THE CITY CENTER COMPLEX.

AND AS A REMINDER, WHEN I SAY CITY CENTER COMPLEX, WHAT THAT IS IS THREE BUILDINGS THAT WILL BE CONSTRUCTED ON THE SOUTHWEST AND SOUTHEAST CORNER OF MAIN AND LITTLER.

SO AGAIN, AFTER A YEAR OF PROGRAMMING WITH REESE AND ALSO WITH FLINTCO, THE CONSTRUCTION MANAGER AT RISK, UH, THE CITY HALL IS GOING TO BE TWO STORIES.

UH, 59,000 SQUARE FEET HAVE A COUNCIL CHAMBERS THAT'S THREE TIMES THE ONE THAT WE'RE IN THREE TIMES MORE SEATING THAN THE ONE WE HAD TONIGHT, AS WELL AS CITY STAFF OFFICES TO ACCOMMODATE THE GROWTH WITHIN THE CITY AND PUBLIC MEETING SPACE AS WELL.

UH, THE SECOND BUILDING TO BE FUNDED THROUGH THIS 44 MILLION IS MUNICIPAL COURT, WHICH IS ONE STORY, 15,000 SQUARE FEET.

AND WE WILL BUILD A COURTROOM THAT HAS THREE TIMES MORE SEATING THAN WE CURRENTLY HAVE, AND AS WELL AS MORE CITY STAFF OFFICES TO ACCOMMODATE THE GROWTH.

AND THEN THE FINAL PIECE OF THE PUZZLE OF THE BUILDINGS THAT WILL BE CONSTRUCTED IS A PARKING GARAGE THAT IS, UH, THREE STORIES, 216 SPACES THAT WILL HAVE PARKING FOR CITY STAFF, AND THEN THE PEOPLE WHO ARE COMING TO DO BUSINESS WITH CITY HALL AND COURT, AS WELL AS THE GENERAL PUBLIC.

SO AREA PARKING.

AND THEN, UM, HERE'S THE LATEST RENDERINGS OF THE PROJECT.

SO ON THE LEFT, UH, THE STREET RIGHT IN FRONT HERE IS MAIN STREET, AND THIS IS WHAT THE MUNICIPAL COURT WILL LOOK LIKE.

AND THEN AS YOU MOVE JUST A LITTLE FURTHER TO THE WEST IS THE THREE STORY PARKING GARAGE.

AND THEN AS YOU MOVE FURTHER TO THE WEST, UH, DOWN MAIN STREET, THIS IS THE TWO STORY CITY HALL COMPLEX.

JUST WANTED TO PROVIDE THE LATEST RENDERINGS THAT WE HAVE WITH THE PROJECT.

A LITTLE UNDER $7 MILLION THAT WE'RE ANTICIPATED AND FALL UNDERNEATH THE PROJECT.

BUDGET, UH, CONSTRUCTION OF THIS PROJECT WILL, WILL OCCUR IN FOUR PRIMARY PHASES.

AND THE FIRST IS WITH YOU, IS BEFORE YOU THIS EVENING, WHICH WILL BE THE DEMOLITION OF THE DOWNTOWN COMMUNITY CENTER, AS WELL AS THE PLANNING AND PUBLIC WORKS BUILDING, WHICH IS THE BUILDING JUST TO OUR NORTH HERE.

AND THAT'S THE AGENDA ITEM, UH, AND FUTURE PHASES.

UH, THE NEXT PHASE THAT WILL COME BEFORE THE COUNCIL, THAT WILL BE PUBLICLY BID UNDER TITLE 61 WILL BE THE SITE PREPARATION THAT WILL OCCUR ON BOTH OF THE FOOTPRINTS.

AND THEN PHASE THREE, UH, WILL BE THE VERTICAL CONSTRUCTION.

UH, FIRST YOU GOTTA GET THE UTILITIES, AND THEN MECHANICAL, ELECTRICAL, THE PLUMBING, AND THEN WE GO VERTICAL WITH THE STRUCTURAL.

AND THEN THE FOURTH PHASE OF BUILDING THE BUILDINGS WILL BE THE ENVELOPE AND THE FINISHES.

AND AGAIN, EACH PHASE WILL BE BID SEPARATE, BROUGHT FOR COUNCIL APPROVAL WITH A GUARANTEED MAXIMUM PRICE NOT TO EXCEED WITH EACH OF THE PHASES.

SO ALL THIS WILL FALL UNDERNEATH THE 44 MILLION AND EACH WILL COME AS A PHASE AND AMENDMENT TO THE ORIGINAL CONTRACT WITH FLINTCO THAT WAS SIGNED IN DECEMBER, 2022.

UM, SO A LITTLE MORE DETAIL ABOUT THE ITEM ON THE AGENDA TONIGHT.

AGAIN, IT'S THE FIRST GUARANTEED MAXIMUM PRICE CONTRACT AMENDMENT.

UH, JUST PUT IT UP THERE AGAIN TO HIGHLIGHT IT.

A LITTLE UNDER $7 MILLION THAT WAS ANTICIPATED.

UH, THE BREAKDOWN OF THAT.

SO FOR THE ACTUAL CONSTRUCTION THAT WILL OCCUR WITH THIS PHASE, PHASE ONE WILL BE THE DEMO OF THE DOWNTOWN COMMUNITY CENTER AND THE PLANNING AND PUBLIC WORKS BUILDING.

SO THAT, THAT WAS PUBLICLY BID, UH, THROUGH THE CITY WITH FLINT CO.

AS THE CONSTRUCTION MANAGER, WE HAD BUDGETED $500,000, AND I'M HAPPY TO REPORT THE FIRST PHASE OF CONSTRUCTION WILL BE TO DEMO THOSE BUILDINGS AND MAKE THE UTILITY SAFE IS $189,000.

SO WE'RE OFF TO A GREAT START AS FAR AS CONSTRUCTION OF THIS.

UH, THESE THREE BUILDINGS ALSO INCLUDED WITHIN, UH, THE $6.99 MILLION IS THE CONSTRUCTION MANAGER FEE FOR THIS PORTION OF THE PROJECT, WHICH IS $352,000.

SO AS WAS, UH, AGREED TO IN THE ORIGINAL CONTRACT WITH FLINTCO, THAT WAS APPROVED IN DECEMBER OF 2022, UH, 3.95% OF THE TOTAL PROJECT BUDGET, UH, WILL GO, UH, TO FLINTCO FOR OVERSEEING THE CONSTRUCTION.

SO THIS IS JUST A PROPORTIONATE SHARE OF THAT 3.95% OF THE OVERALL 44 MILLION.

THAT IS NOT ABOVE THE 44, IT'S INSIDE THE 44 FOR THE PROJECT BUDGET.

AND THEN, UH, JUST A LITTLE UNDER THREE AND A HALF MILLION FOR WHAT'S CALLED GENERAL CONDITIONS AND PROJECT REQUIREMENTS.

SO THINK OF THIS AS THE CONSTRUCTION MANAGER OR FLINT CO'S OVERHEAD FOR THE ENTIRETY OF THE PROJECT.

AND WHAT THAT MEANS IS THE PERSONNEL ASSIGNED TO THE PROJECT, THE FIELD OFFICE, THE PERMITS THAT THEY HAVE TO PULL THE FENCING, THE SITE SAFETY CLEANUP, EVERYTHING THAT GOES, AND IT'S A NORMAL PART OF CONSTRUCTING A PROJECT THAT IS THIS SIZE AND SCOPE.

SO WHAT THIS WILL LOOK LIKE, UH, FOR THE GENERAL CONDITIONS IS IF COUNSEL APPROVES THIS, THIS EVENING, THE FULL 3.47 MILLION WILL BE ENCUMBERED.

AND THEN MONTHLY FLINT CODE WILL SEND US AN INVOICE THAT SAYS, HERE'S THE AMOUNT OF TIME THAT WAS SPENT ON THE SITE THIS MONTH.

HERE'S, HERE'S WHO DID WHAT, UM, HERE'S THE RENTAL COST FOR THE TRAILER, ALL OF THOSE THINGS LIKE THAT.

SO THEN WE WILL LOOK AT THAT, WE WILL VET THAT INVOICE,

AND THEN 1.27 MILLION IS FOR, IS FOR THE CONTRACTOR CONTINGENCY.

I, THERE WAS A MINOR ERROR IN THE, UM, I APOLOGIZE IN THE, THE AGENDA HEADING THAT SAID, OWNER'S CONTINGENCY IS ACTUALLY CONTRACTOR CONTINGENCY.

SO THIS IS THE RECOMMENDED AMOUNT TO COVER ANY UNEXPECTED COSTS THAT MAY OCCUR AGAIN INSIDE THE 44 MILLION.

BUT IT'S IMPORTANT TO POINT OUT THAT WHY WE MAY BE ENCUMBERING THIS MONEY NOW, NONE OF THIS MONEY WILL BE SPENT WITHOUT THE OWNER'S APPROVAL, WITHOUT THE CITY'S APPROVAL.

SO IF THERE IS SOMETHING THAT COMES UP AND THE DECISION IS MADE BY THE CITY TO GO AHEAD AND FUND THAT, WHATEVER THAT CHANGE MAY BE, THEN WE WILL HAVE THAT CONVERSATION AND THEN THERE WILL BE AGREEMENT TO MOVE FORWARD WITH THAT.

BUT WE'RE, UH, SEEKING FULL ENCUMBRANCE OF THAT MONEY THIS EVENING.

THEY'LL ALL BE BID SEPARATE AND THEN FLINTCO AS THE CONSTRUCTION MANAGER WILL VET THOSE BIDS, PROVIDE A RECOMMENDATION TO CITY STAFF, AND THEN CITY STAFF WILL LOOK AT THAT AND THEN BRING THAT FORWARD TO FOR COUNCIL APPROVAL.

WE'RE ESPECIALLY THANKFUL FOR THE NEW THREE YEAR CONTRACT THAT HAS GIVEN US SOME OF THE BEST PAY AND BENEFITS IN THE REGION.

WE FURTHER WANNA SAY THANK YOU TO THE CITY COUNCIL FOR THEIR SETTING, THE TREND OF FAMILY LEAVE BENEFITS AND CONSIDERATION OF THIS NEW BENEFIT FOR A SURVIVING SPOUSE OF A POLICE OFFICER OR FIREFIGHTER KILLED IN LINE OF DUTY.

AND PICTURE AN EXPLANATION ON THE NEXT SLIDE ABOUT WHAT THAT WAS.

UM, SO HOW THAT AGREEMENT, UH, WORKS WHEN IT WAS PASSED IS THE DEVELOPER MAKES THE IMPROVEMENTS FOR $110,000 AND THE CITY REPAYS OVER TIME FROM TAX INCREMENT FINANCING REVENUE.

UH, THE PAYBACK IS TO COME FROM FIVE PARCELS.

AND THE REASON THAT THE SECOND AMENDMENT IS HERE IS WITH YOU TONIGHT, WAS SIMPLY, UH, FURTHER CLARIFICATION NEEDED FROM THE FIRST AMENDMENT.

SO IN THE FIRST AMENDMENT, UM, IT WASN'T CLEAR EXACTLY, UH, WHAT PARCELS WERE GOING TO PAY BACK THE $110,000.

SO WALK A LITTLE MORE IN THAT.

SO TONIGHT'S AGENDA ITEM IS TO MOVE, UH, TIFF REVENUE FROM RESERVES TO REPAY THE DEVELOPER, UH, BECAUSE THE MONEY WAS NOT BUDGETED IN THE CURRENT FISCAL YEAR.

I CAN EXPLAIN THAT IN A MINUTE AND THEN TO CORRECT THE FIRST AMENDMENT, SO TO MAKE SURE THAT IT'S CLEAR EXACTLY WHAT PARCELS ARE GOING TO REPAY THE $110,000.

SO, UH, WHAT THE IMPROVEMENTS ARE, SO AGAIN, THIS IS FIFTH STREET.

SO FIFTH STREET BETWEEN BOULEVARD AND LITTLER.

AND SO WHAT THE DEVELOPER DID IS THROUGH THE FIRST DEVELOPMENT AGREEMENT, MADE INFRASTRUCTURE IMPROVEMENTS.

SO MADE IMPROVEMENTS TO THE SIDEWALK, UH, CREATED THIS LITTLE PLAZA TYPE AREA, BETTER CURBING TO MAKE SURE THAT THE WATER, UH, STORM WATER ACTUALLY GETS INTO THE GRATES.

UH, STRAIGHTENED UP THE PARKING AND ADDED SOME LIGHTING AND COST OF THAT WAS $110,000, WHICH WAS APPROVED ON IN, UH, LAST DECEMBER.

SO, UH, REPAYMENT, THE REPAYMENT PARCELS AGAIN FROM TIFF REVENUE, AND I'LL GET INTO THAT IN JUST A MINUTE, ARE PROPOSED TO BE THESE FIVE PARCELS, WHICH ARE OWNED ALL BY THE SAME DEVELOPER.

SO AGAIN, HERE IS FIFTH STREET, HERE IS BOULEVARD.

HERE'S THE PARK THAT WE SPENT SOME TIME TALKING ABOUT THIS EVENING.

AND HERE IS LER RIGHT HERE.

SO THE IMPROVEMENTS THAT HAVE TAKEN PLACE HAVE TAKEN PLACE IN THIS AREA RIGHT HERE, AGAIN FOR 110,000.

AND THEN THESE FIVE PARCELS, UH, THIS TRACK, THIS TRACK, THIS TRACK AND THEN PARK 17, WHICH IS THIS TRACK HERE, JUST ON THE OTHER SIDE OF THE PARK.

AND THEN THE PARKING LOT THERE WILL BE THE PARCELS THAT, UM, ARE TIED TO THE REPAYMENT OF THE $110,000.

UM, JUST A REMINDER, JUST SORT OF WHAT EXACTLY THE TIFF IS, IS KIND OF A HIGH LEVEL REFRESHER OF WHAT IT IS.

SO IT'S A 20 YEAR A VALOREM TAX INCREMENT FINANCING DISTRICT IN DOWNTOWN EDMOND.

IT WENT INTO EFFECT OCTOBER OF 2020.

SO WHAT THE COUNTY ASSESSOR DID IN CALENDAR YEAR 2020 IS TO SAY, SET THE BASE VALUE FOR THE WHOLE AREA OF THE TIFF.

SO WHAT HAPPENS OVER THE NEXT 20 YEARS IS THOSE ENTITIES THAT CURRENTLY RECEIVE PROPERTY TAX WITHIN THOSE BOUNDARIES, WHICH WHEN I SAY THOSE ENTITIES, THEY'RE THE COUNTY, THEY'RE THE SCHOOLS, THEY'RE THE LIBRARY, AND THEY'RE, UH, FRANCIS TUTTLE.

THEY WILL RECEIVE EXACTLY THE SAME AMOUNT THAT THEY RECEIVED IN YEAR 2020 FOR THE WHOLE AREA.

ANY OF THE INCREASE THAT HAPPENS IN THE AREA WILL COME, 90% OF THAT WILL COME BACK TO THE CITY.

AND WHAT'S UNIQUE ABOUT OUR AGREEMENT FOR THE TIF PROJECT PLAN THAT WAS APPROVED AS 10% OF THAT GOES BACK TO THE SCHOOLS.

AND WHAT'S, UH, ESPECIALLY UNIQUE ABOUT THAT IS IT DOESN'T GO INTO THE STATEWIDE FUNDING FORMULA.

IT GOES DIRECTLY TO THE PUBLIC SCHOOLS.

SO THE CITY HAS THE OBLIGATION THEN TO REINVEST THAT MONEY BACK IN THE TIFF AREA.

AGAIN, THAT'S COLLECTED OVER THAT 20 YEAR PERIOD.

SO, UM, JUST A LITTLE BIT OF A TIFF UPDATED AGAIN, HERE IS THE MAP ON THE RIGHT TO TALK ABOUT WHAT THIS AREA IS.

SO THATCHER ON THE NORTH DOWN TO 15TH ON THE SOUTH, UH, UNIVERSITY ON THE EAST AND THEN FRETS.

SO FOR EXAMPLE, FOR THOSE FIVE ENTITIES, UH, THAT RECEIVE PROPERTY TAX IN THIS AREA, IF THEY OVERALL ARE RECEIVING A DOLLAR, ALL FIVE OF THOSE ENTITIES, JUST AS A HYPOTHETICAL, THEY'LL RECEIVE THAT SAME DOLLAR FOR THE NEXT 20 YEARS.

IF WHAT COMES IN AS A DOLLAR 25, 20 5 CENTS OF THAT WILL THEN GO BACK TO THE CITY WITH THE 10% TO GO TO THE SCHOOLS.

IF THAT MAKES SENSE, JUST IN BIG NUMBERS.

SO OVER THE FIRST TWO YEARS THAT TIF, UH, WE WILL RECEIVE A YEARLY CHECK FROM THE COUNTY AND IF THERE'S INCREMENT REVENUE GENERATED.

SO FOR THE FIRST TWO YEARS, AND WHEN I SAY FIRST TWO YEARS CALENDAR YEAR 2021, CALENDAR YEAR 2022, THE CITY HAS RECEIVED $88,000 IN THE PUBLIC SCHOOLS, UH, ACCORDING TO THE AGREEMENT OF THE PROJECT PLAN, $10,000.

SO REMIND YOU, REALLY MORE REVENUE WILL START TO COME IN WHEN SOME OF THESE LARGER PROJECTS THAT ARE UNDER CONSTRUCTION, FOR EXAMPLE, THE OXLEY, WHICH WAS A CONCRETE PLANT, THEN STARTS TO HIT THE TAX ROLLS OVER THE NEXT TWO TO THREE YEARS.

THAT 276, UH, APARTMENTS, UH, ONCE THAT HITS THE LIVING UNITS, ONCE THAT HITS THE TAX ROLLS, THEN THERE WILL BE ADDITIONAL FUNDS TO COME INTO THE TIFF.

SO WE KNEW IT WOULD BE KIND OF SLOW GOING AS IT RELATES TO REVENUE IN THE FIRST FEW YEARS.

BUT ONCE THESE LARGER PROJECTS, UM, BEGIN TO BE ASSESSED, THEN THAT'S WHEN MORE REVENUE WILL BE GENERATED IN THE AREA.

AND THEN ALSO AS IT RELATES TO THE LARC, WHICH IS THE 41 LIVING UNITS, THAT'S JUST, UH, TO THE WEST OF THE OXLEY.

AND THEN THE CAMPBELL THAT'S BEING BUILT, UH, JUST DIRECTLY WEST OF U C O, SO IT'LL BE 61 LIVING UNITS AND THEN SOME RETAIL ON THE BOTTOM.

SO JUST, THAT'S KIND OF A HIGH LEVEL, JUST WHERE WE'RE AT WITH THE TIFF.

I THOUGHT IT'D BE A GOOD OPPORTUNITY JUST TO, UM, TO GIVE A REFRESHER ON THAT AND AN UPDATE.

UM, SO AGAIN, UH, ITEM EIGHT A IS APPROVING MONEY.

THAT $88,000 THAT THE CITY HAS RECEIVED, THAT WAS UNBUDGETED THIS YEAR, MOVING $47,000 OF THAT, A LITTLE OVER $47,000 TO REPAY THE DEVELOPER FROM THE FIVE PARCELS.

SO OF THE $88,000 THAT WOULD GENERATE IT OVERALL IN THE TIFF, THE FIRST TWO YEARS, $47,000 OF THAT WAS BY THE FIVE PARCELS THAT I HIGHLIGHTED IN THE MAP.

UH, SO THIS WOULD MOVE UNBUDGETED MONEY FROM A FUND BALANCE INTO A BUDGET ITEM TO PAY THE DEVELOPER.

AND THEN EIGHT B WOULD BE TO APPROVE THE SECOND AMENDMENT TO THE DEVELOPMENT AGREEMENT, WHICH WOULD CLARIFY

UM, AND THEN OF COURSE WE STILL HAVE OUR COMMUTER ROUTE THAT GOES DOWN TO OKLAHOMA CITY ONCE IN THE MORNING AND ONCE IN THE AFTERNOON.

AND WITH, UM, UH, OVER A LITTLE OVER 26,000 REVENUE HOURS.

JUST A LITTLE BIT ABOUT OUR OPERATION MAINTENANCE, R A T P DEV DOES OPERATIONS, SO THEY PROVIDE THE DRIVERS OF ALL OUR ROUTES AS WELL AS THEY DO ALL THE MAINTENANCE ON OUR VEHICLES.

UM, THEY STARTED DOING THE MAINTENANCE IN 2018.

THEY'VE PREVIOUSLY HELD THE CONTRACT.

UM, PRIOR TO THAT, UM, MAINTENANCE WAS DONE IN, IN INSIDE, INTERNAL, OUT AT OUR CROSS TIMBERS FACILITY.

WE CHOSE TO ADD THAT TO OUR CONTRACT BECAUSE WE HAD A LOT OF DEADHEAD MILES.

UM, AND WE WERE ALSO NOT GIVEN PRIORITY.

SO IF A BUS WENT DOWN, UM, OF COURSE PUBLIC SAFETY, AS YOU WOULD EXPECT ITS PRIORITY TO GET THEIR, THOSE VEHICLES UP AND RUNNING AGAIN.

AND BACK ON THE STREET.

THE BUS BUSES WOULD TAKE LOWER PRIORITY AND IN INEVITABLY WE WOULD HAVE TO COUNSEL COUNSEL RIGHT ROUTES.

CURRENTLY THE CONTRACT DOES GO UP ANNUALLY.

UM, AS YOU CAN SEE LAST YEAR, UM, OUR CONTRACT OPS AND MAINTENANCE COMBINED, THAT IS JUST FOR R A T P TO OUR A T P DEV TO SERVE WAS A LITTLE OVER $1.7 MILLION.

UM, AND THEN OF COURSE WE HAVE ADMINISTRATIVE FEES THAT ON TOP OF THAT WE PAY FOR FUEL.

UH, AND WE PAY FOR, UH, ANY, UM, REPLACEMENT VEHICLES AS WELL AS ANY IMPROVEMENTS THAT WE HAVE TO DO ON THE MAINTENANCE FACILITY ITSELF, AS WELL AS STAFF TIME.

OUR REVENUE SOURCES, UM, I WAS ASKED TO KIND OF SHOW WHAT OUR REVENUE SOURCES WAS.

UH, I DO HAVE AN ASTERISK ON 2021 AND 22.

AND THAT'S BECAUSE, UM, DURING THOSE YEARS, OBVIOUSLY WE GOT CARES FUNDING.

UM, RIGHT NOW WHEN WE GET RECEIVED FEDERAL FUNDS, IT'S A 50 50 MATCH, MEANING WE HAVE TO PUT, WE HAVE TO MATCH ANY FEDERAL FUND.

WE GET AT 50% DURING C O V I AND RECEIVING CARES FUND.

THAT WAS A HUNDRED PERCENT.

SO IN THOSE YEARS, OUR LOCAL SHARE WAS DECREASED SIGNIFICANTLY.

UM, WE ARE AT OUR MAX WITH FEDERAL FUNDS.

WE ARE A SUBRECIPIENT OF EMBARK.

UM, THEY RECEIVE A LITTLE OVER $18 MILLION ANNUALLY.

WE RECEIVE A LITTLE OVER $600,000 ANNUALLY.

UM, THAT IS BASED ON REVENUE MILES AND WITH A CONTRACT THAT WE HAVE CURRENTLY WITH CAPTA.

UM, WE ALSO RECEIVED STATE FUNDING, A REVOLVING FUND THAT RECEIVE EVERY ANNUALLY FOR OUR PARATRANSIT RIDER.

UM, IT IS ACTUALLY INCREASED.

UM, IT WENT FROM $85,000 IN 22 TO A LITTLE OVER $119,000.

SO THAT HAS INCREASED.

WE ALSO HAVE, UM, A REVENUE SOURCE WITH OUR, UM, ADVERTISEMENT ON OUR BUS, UH, BENCHES THAT WE RECEIVE WITH TYLER OUTDOOR ADVERTISING.

UM, BUT THE MAJORITY OF OUR FUNDING AND REVENUE SOURCE DOES COME FROM THE GENERAL FUND.

WE HAVE NO DEDICATED SALES TAX FOR TRANSIT.

THIS IS JUST SUCH A, A KIND OF JUST A CHART TO SHOW YOU HOW OUR COSTS HAVE GONE UP OVER TIME.

WE USED TO HAVE A CONTRACT WITH U C O, UH, PROVIDING SERVICE WITH BRONCO LEAK OR ROUTE FOUR, UM, AT WHEN 2020 HIT.

UM, THEY COULD NO LONGER PAY FOR THAT AGREEMENT.

SO THAT'S, THAT AGREEMENT WAS, UM, NOT RENEWED AFTER 2020.

AND ALSO WE USED TO GO TO SOCIAL SECURITY OFFICE ON KELLY, UM, THAT THAT DEVELOPER DECIDED NOT TO RENEW THEIR CONTRACT AS WELL.

AND SO WE LOST THOSE TWO SOURCES OF REVENUE IN AND WE STILL PROVIDED SERVICE TO ROUTE FOUR.

WE NEVER DECREASED IT.

UM, SO WE ENDED UP TAKING THAT, THAT COST SHARE ON.

UM, AND THEN YOU CAN SEE, UM, OUR MAINTENANCE IS RELATIVELY SMALL TO OUR OPERATIONS COST.

WE HAVE 12 BUSES, UM, AND THEY HAVE, UH, YOU KNOW, DRIVERS THAT HAVE TO BE RELIEVE THROUGH THE DAY.

AND THEN WE HAVE FOUR MANIFEST OF PARATRANSIT THAT RUNS DAILY.

I ALSO WANTED TO SHOW YOU, UH, WHAT WE, WHERE WE KIND OF FALL IN WITH THE OTHER SURROUNDING TRANSIT, UM, AUTHORITY OR TRANSIT AGENCIES THROUGHOUT THE STATE.

SO, UM, IT'S BEEN SIGNIFICANT INCREASE IN PARATRANSIT REQUESTS.

SO TO THAT POINT, AND IT'S GREAT THAT OUR CITIZENS HAVE ACCESS TO THAT AS THEY MIGHT LOSE MOBILITY OR THEY MIGHT HAVE, YOU KNOW, THINK ABOUT MY MOM WHO HAS A VISION ISSUE THAT IS ONGOING MM-HMM.

UM, SO WHAT DO WE NEED AS FAR AS TO PREPARE FOR OUR, AN AGING OR A SENIOR POPULATION ELDERS TO BE ABLE TO HAVE CONTINUED QUALITY ACCESS TO THAT PARATRANSIT SINCE WE KNOW IT'S INCREASED AND WE'LL BE INCREASING.

WHAT, WHAT DO WE NEED TO DO TO PREPARE FOR THAT MORE, MORE, UH, MORE BUSES AND, AND MORE FUNDING TO PAY FOR THOSE BUSES.

BUT WHAT I AM WORKING ON AT THE REQUEST LAST IN OCTOBER WHEN I CAME TO TALK MORE ABOUT A REGIONAL, UH, TRANSIT SYSTEM WITH EMBARK AND NORMAN AND MORE ESPECIALLY, UM, WITH, YOU KNOW, THE POTENTIAL OF RAIL COMING IS WORKING ON A REGIONAL, UH, KIND OF A REGIONAL PROGRAM.

I'M IN CONVERSATIONS WITH EMBARK AND WITH THE CITY OF NORMAN RIGHT NOW AND CREATING THAT REGIONAL PARATRANSIT SYSTEM SO THAT WE WOULD COLLABORATE TOGETHER AND GETTING PEOPLE AND EVEN POTENTIALLY GUTHRIE AS WELL WITH CAPITAL TROLLEY WITH GETTING THEM FROM GUTHRIE ALL THE WAY DOWN TO OKLAHOMA CITY IF THEY NEED IT.

OR YOU KNOW, SOMETIMES PEOPLE DO HAVE TO GET DIALYSIS UP HERE IN EDMOND.

SO WITH WORKING REGIONALLY, WE'LL BE ABLE TO GO OUT REGIONALLY WITH, FOR FUNDING POTENTIALLY, UM, AND, AND BE ABLE TO GET SOME MORE FEDERAL FUNDS TO OFFSET THAT COST.

UM, AND IN THESE ARTICLES IT SAID THAT THERE WERE FEDERAL BIDEN FEDERAL GRANTS THAT PAID FOR THESE EV CHARGING STATIONS.

BUT IT DID NOT SPECIFY WHO PAYS FOR THE COST OF THE ELECTRICITY THAT PEOPLE ARE PULLING UP AND USING TO CHARGE THEIR VEHICLES IN ALL THESE PUBLIC LOCATIONS.

IF THE CITIZENS' TAX DOLLARS IS BEING SPENT TO COVER THAT COST, WHY IS THERE NOT SOME SORT OF STIPEND FOR PEOPLE WHO DRIVE GAS VEHICLES? COULD WE GET SOMETHING FOR EVERYBODY? COULD WE GIVE FAIR AND EQUAL TREATMENT FOR EVERYBODY, NOT JUST PEOPLE THAT DRIVE ELECTRIC VEHICLES? AND, UM, ANOTHER, ANOTHER ISSUE.

HE SPOKE ABOUT THE, UM, AFFIRMATIVE ACTION, WHICH IS, UM, BASICALLY WHAT IS BEING DONE TO PROVIDE GOVERNMENT SERVICES, FUNDING AND SERVICES FOR JUST A CERTAIN CLASS OF CITIZENS AND NOT EVERYBODY.

THIS RECENT, UM, AFFORDABLE HOUSING INITIATIVE THAT HAS BEEN TAKEN UPON BY OUR LOCAL GOVERNMENT IS ONE OF THOSE ISSUES.

WE, WE, AS A CITY, AS A CITIZENRY, WE DON'T WANT TO HAVE TO FUND OTHER PEOPLE TO COME AND LIVE IN OUR COMMUNITY.

UNDERSTAND THERE IS A NEED FOR HOUSING, BUT ALL THESE APARTMENTS THAT ARE BEING THROWN UP EVERYWHERE, THEY'RE BEING THROWN UP ON THE PERIMETER OF EDMOND AS WELL.

SO IF PEOPLE WANNA COME HERE AND WORK, THEY CAN RENT APARTMENTS ON THE PERIMETER OF EDMOND AND THEY CAN COME INTO EDMOND AND WORK.

MANY PEOPLE, THEY GO FROM HERE, CLEAR TO OKLAHOMA CITY TO WORK.

WE CITIZENS DO NOT WANT TO HAVE YOU GUYS CONTINUE TO SHOVE THESE PROJECTS, DOWNS OUR THROAT TO USE TAXPAYER FUNDING FOR YOUR GUYS, FOR THE BUREAUCRATIC DESIRES FOR OUR COMMUNITY.
