UH, AT THIS POINT, IT IS LIMITED TO A FUNERAL HOME USE ONLY, ALTHOUGH THE SITE IN QUESTION IS VACANT.

UH, THE SURROUNDING ZONING USES INCLUDE COMMERCIAL USES TO THE NORTHEAST AND SOUTH AND RESIDENTIAL TO THE WEST.

UH, BECAUSE OF THAT, THE P U D UH, INCLUDES A 45 FOOT BUILDING SETBACK, UH, TO THE WEST.

UH, THE USES INCLUDED ARE COMMERCIAL AND OFFICE, INCLUDING RETAIL SALES AND SERVICES.

HOWEVER, THINGS LIKE DISPENSARIES WERE NOT INCLUDED.

UH, THE P U D WILL ALLOW THE 3.7 ACRE SITE TO BE DEVELOPED, UH, AS I SAID, WITH COMMERCIAL OFFICE AND RETAIL.

UH, IT ALSO BUFFERS THE EXISTING NEIGHBORHOOD TO THE WEST BY PRESERVING THE EXISTING VEGETATION TO SCREEN THE COPPERFIELD NEIGHBORHOOD.

UH, IT ALSO SPECIFIES LIGHTING DETAILS THAT REQUIRE DOWN LIGHTING DIRECTED AWAY FROM THE WEST PROPERTY LINE.

UH, THE APPLICANT DID, UH, REQUEST TO INCLUDE SOME LANGUAGE ALLOWING FLEX OFFICE WAREHOUSE SPACE, UH, THAT DO NOT ALLOW OUTDOOR STORAGE TO THE P U D AND THEY WILL FURTHER LIMIT THIS USE TO THE WESTERN PORTION OF THE SITE, LEAVING THE KELLY FRONTAGE FOR RETAIL AND MORE TRADITIONAL OFFICE USES.

THE EDMUND PLAN 2018 DESIGNATES THE SITE AS SUBURBAN COMMERCIAL, WHICH ENCOURAGES RETAIL AND OFFICE USES IN SMALL TO MEDIUM ONE STORY STRUCTURES, OFTEN AT INTERSECTIONS OF ARTERIALS, UH, WHICH COMPLETELY DESCRIBES THIS P U D.

AND SO THROUGH THE P U D WAS THE WAY THAT THEY FELT THAT WE'D BE ABLE TO CLARIFY THAT, YES, WE CAN TAKE ACCESS TO THIS PROPERTY.

SO FUTURE TENANTS KNOW THAT THEY'RE NOT GOING TO BE REQUIRED FOR CROSS ACCESS BETWEEN THE NORTH OR THE SOUTHERN COMMERCIAL DISTRICT.

SO WE WORKED WITH THE ENGINEERING STAFF AND THE PLANNING STAFF WE CAME UP WITH WITH LANGUAGE.

WE WERE REQUIRED TO ALIGN OUR DRIVE, UH, WITH THE DRIVE ON THE OTHER SIDE OF KELLY.

SO I FEEL LIKE WE GOT THERE, BUT THAT WAS ONE OF THE MAIN REASONS WHY YOU HAVEN'T SEEN THIS PROPERTY DEVELOPED IS THERE WERE, UH, A LOT OF USERS AND TENANTS THAT DIDN'T WANNA MOVE FORWARD UNTIL THEY KNEW THAT GOING THROUGH YOUR SITE PLAN PROCESS AND EVERYTHING ELSE, THAT THEY, UH, WOULD BE ABLE TO DO THAT.

IN ADDITION TO THAT, WE USE THIS AS AN OPPORTUNITY TO ALLOW FOR MORE RETAIL USES OTHER THAN A FUNERAL HOME.

UM, THIS PLAN IS, OUR HOPE IS TO TELL THE STORY OF OUR HOUSING NEEDS AND THAT ARE VITAL TO OUR COMMUNITY, FOR OUR COMMUNITY TO CONTINUE TO GROW.

OVER THE PAST DECADE, 94% OF ALL BUILDING PERMITS HAVE ISSU THAT HAVE BEEN ISSUED, HAVE BEEN SINGLE FAMILY DWELLINGS.

UM, SO THAT KIND OF TELLS YOU THE BEGINNING OF THE BACKGROUND OF WHY A HOUSING NEED ASSESSMENT WAS DONE.

NOT ONLY WAS IT A RECOMMENDATION OF EDMOND PLAN 2018, CONCERNS BY MAJOR EMPLOYERS, INCLUDING EDMOND PUBLIC SCHOOL SYSTEM AND, UH, UH, OTHER HOSPITALS AND MAJOR WORKFORCES HAD ISSUES GAINING EMPLOYEES BECAUSE OF THE LACK OF HOUSING.

UM, AND SO THIS BECAME A CITY COUNCIL STRATEGIC GOAL.

UM, AND WE WERE, UM, ASKED TO PROVIDE A, UM, CONSULTANT TO PROVIDE THIS ASSESSMENT.

SO WHAT THE HOUSING NEEDS ASSESSMENT DOES, IT'SS GOING TO GAUGE FUTURE DEMAND FOR VARIOUS HOUSING TYPES, UM, OVER, OVER THE CITY, NOT IN ONE GEOGRAPHIC LOCATION, BUT THIS IS FOR THE CITY AS A WHOLE, PROVIDES A BETTER UNDERSTANDING OF HOUSING SITUATION AND MAJOR GEOGRAPHIC, UM, AREAS OF THE COMMUNITY, LIKE I SAID.

AND IT INCLUDES A DEVELOPMENT OF COMPREHENSIVE STRATEGY TO ADDRESS THOSE HOUSING NEEDS IN THE FUTURE.

SO WHAT ARE OUR PRIORITIES OF THE NEXT 10 YEARS? WHAT DO WE REALLY NEED TO MAKE OR DEFINE OUR GOALS TO BECOME REALITY? AND HOW WILL WE IMPLEMENT IS HOW, WHAT THE PLAN IS GONNA SHOW AND WHAT I'LL KIND OF GO OVER THIS EVENING.

SO THE PROCESS BEGAN IN NOVEMBER OF 2022 WITH DATA COLLECTION, THE CREATION OF A 13 MEMBER STEERING COMMITTEE.

WE CONDUCTED STAKEHOLDER INTERVIEWS, FOCUS GROUPS, AND PROVIDED TWO, UM, SURVEYS TO THE PUBLIC THAT PROVIDED FEEDBACK ON EXISTING CONDITIONS AND PRIORITIES.

SO, LIKE I SAID, IT, IT STARTED BACK IN NOVEMBER WITH A KICKOFF MEETING.

AND OVER THE NEXT SIX TO SEVEN MONTHS, WE WENT FROM STEP ZERO TO STEP THREE WITH ANALYZING THE DATA, UNDERSTANDING THE NEEDS, AND UNDERSTANDING WHAT, WHAT THE CITIZENS WANTED TO SEE.

AND WE'RE IN THIS FINAL STAGE RIGHT HERE, STEP FOUR.

IN PRESENTING THE REPORT, WE HAD A WORKSHOP WITH COUNCIL IN JUNE.

UM, AND, UH, WE ALSO HAD A VIRTUAL OPEN HOUSE SHORTLY AFTER THAT.

UM, AND, UH, AND WE'RE HERE TODAY TO KIND OF GIVE YOU, UH, THE FINDINGS AND THEN WE'LL BE AT COUNCIL ON MONDAY FOR ADOPTION.

SO WHO PARTICIPATED IN THE HOUSING NEEDS ASSESSMENT? LIKE I SAID, THERE WAS A 13 MEMBER STEERING COMMITTEE, UH, COMPOSED OF VARIOUS STAKEHOLDERS THROUGHOUT THE COMMUNITY, INCLUDING, UH, REAL ESTATE, UM, REALTORS, DEVELOPERS, UH, FINANCE INDIVIDUALS, ADVOCACY, SOCIAL SERVICES, FINANCE, ECONOMIC DEVELOPMENT, AS WELL AS MEMBERS FROM THE EDMOND PUBLIC SCHOOL FOUNDATION, SOME SMALL BUSINESS OWNERS AS WELL AS LARGE BUSINESS OWNERS.

UM, WE ALSO HAD, UH, STAKE STAKEHOLDER ROUNDTABLES, ABOUT FOUR OF THEM.

IT WAS OVER ABOUT 25 INDIVIDUALS, MORE OF A FOCUS ON REAL ESTATE AND DEVELOPERS, UH, UNIVERSITY, UM, INDIVIDUALS, SERVICE PROVIDERS AND RESIDENTS.

THERE WERE FOUR FOR FOCUS GROUPS, TWO ONLINE SURVEYS, UM, THAT RESULTED IN OVER 1700 RESPONSES, UM, FOR THE HOUSING PREFERENCE, UH, OR FOR THE HOUSING NEEDS SURVEY.

AND 450 RESPONSES ON THE HOUSING PREFERENCE.

AND I WILL SAY 93% OF THOSE INDIVIDUALS THAT RESPONDED TO THOSE SURVEYS LIVED INSIDE EDMOND CITY LIMITS.

UM, WE ALSO DID SOME, UH, PUBLIC OUTREACH AT THE FARMER'S MARKET HEARD ON, AND AGAIN, THE VIRTUAL OPEN HOUSE.

UM, WE ALSO, UM, SHARED CONTENT THROUGH OUR SOCIAL MEDIA ACCOUNTS AS WELL.

SO IN A NUTSHELL, WHAT THE ASSESSMENT SHOWED, THERE WERE SIX KEY THEMES OR KEY FINDINGS.

EDMOND'S HOUSING IS UNATTAINABLE FOR MOST.

64% OF EDMOND RESIDENTS CAN'T AFFORD THE AVERAGE NEW HOME.

THE MARKET IS COMPETITIVE.

UM, WE NEED APPROXIMATELY, AND I'LL TOUCH THIS IN A LITTLE IN A FEW SLIDES, WE NEED APPROXIMATELY 890 UNITS PER YEAR OVER THE NEXT 10 YEARS.

THERE ARE NOT ENOUGH AVAILABLE UNITS TODAY.

THE CITY'S POPULATION IS CHANGING.

UM, RIGHT NOW OUR TWO MAIN, UH, GROUPS OF POPULATION ARE OUR YOUNG PROFESSIONALS, WHICH 25 TO 35 YEAR OLDS.

AND OUR, UH, SENIORS 75 AND ABOVE ARE OUR FASTEST GROWING, UM, POPULATION.

BUT IT'S CHANGING FROM WHAT IT HAS BEEN.

TRADITIONALLY, THE HOUSING MARKET IS CREATING CHALLENGES FOR EMPLOYERS.

I'LL TOUCH IT ON THIS IN A LITTLE, IN A FEW SLIDES AS WELL.

BUT 70 PER 75% OF OUR WORKFORCE COMMUTES INTO EDMOND HOUSING.

CHALLENGES VARY ACROSS THE CITY.

WE HAVE OLDER HOUSING STOCK THAT WE NEED TO MAINTAIN AND WE NEED TO EDUCATE PEOPLE ON HOW TO MAINTAIN.

AND EDMOND'S MARKET TRENDS ARE UNUSUAL, ARE UNUSUAL OVER AGAIN.

OVER THE PAST DECADE, 94% HAVE BEEN SINGLE FAMILY DWELLINGS.

THIS IS, THIS SHOWS, UM, THIS, THERE IS A DEMAND IN ADMIN FOR HOUSING FOR ALL TYPES AND PRICE PO PRICE POINTS, THOSE FOR SALE AND THOSE FOR RENT.

DIVERSIFYING THE HOUSING STOCK WILL HELP MEET THAT NEED OVER THE NEXT 10 YEARS.

NEW HOUSING DEMAND WILL BE DRIVEN PRIMARILY BY NEW DEVELOPMENT AS THE CITY HAS LOW FOR SALE OR FOR RENT VACANCY.

40% OF THE DEMAND IS FOR AFFORDABLE WORKFORCE HOUSING.

AND WHEN WE SAY AFFORDABLE OR ATTAINABLE WORKFORCE HOUSING, YOUR HOUSING COSTS ALL YOUR RENT OR MORTGAGE, YOUR UTILITY INSURANCE, MAINTENANCE OF YOUR HOME OR APARTMENT HAS TO BE 30% OR BELOW.

SO 40% OF THE DEMAND IS AFFORDABLE.

WORKING WORKFORCE HOUSING, 80% OF AMER OF AVERAGE MEDIAN INCOME OR BELOW CAN'T AFFORD THAT.

SO FOR A FAMILY OF FOUR, THEIR AVERAGE ANNUAL INCOME IS 68,800.

AND THEY CANNOT AFFORD THAT.

UM, AVERAGE MEDIAN RENT OR MORTGAGE IN EDMOND.

CURRENTLY THERE ARE 200 2200 UNITS DEDICATED TO AFFORDABLE HOUSING.

THERE IS A NEED FOR, UH, FOR THOSE THAT ARE ELIGIBLE, THE NEED IS OVER 7,800 UNITS.

THIS AGAIN, JUST SHOWS OVER THE PAST DECADE, AGAIN, THAT SINGLE FAMILY HOME, UM, PERMITS THAT HAVE BEEN ISSUED.

THIS WAS DURING THE RECESSION, UM, AND THERE'S BEEN NO MULTI-FAMILY, UM, THIS PAST YEAR.

SO EDMONDS HOUSING MARKET IS CREATING CHALLENGES FOR, FOR, FOR EMPLOYERS.

UM, WE'RE NOT THAT FAR OFF OF OKLAHOMA CITY M S A.

AND WHEN WE, THE CONSULTANT LOOKED AT THE DATA, THEY LOOKED AT THE METRO AREA, UM, WHEN COMPILING THE DATA AND COMPARING IT.

SO YOU CAN SEE, UM, OUR, OUR ECONOMY IS GROWING FASTER THAN THE OKLAHOMA M SS A AREA.

UM, AND IT'S EVEN FASTER THAN THE STATE LEVEL AND NATIONAL LEVEL.

38,000 JOBS ARE EXPECTED TO CONTINUE HERE IN EDMOND.

AND AGAIN, 75% OF THOSE WORKERS EMPLOYED WITHIN EDMOND LIVE OUTSIDE.

AND THIS ISN'T JUST YOUR, YOUR SERVER OR YOUR BARISTA AT STARBUCKS, THESE ARE TEACHERS, PUBLIC SERVANTS, NURSES, UH, FRONTLINE WORKERS.

MANY HAVE TWO OR THREE JOBS IN ORDER TO SUSTAIN THEIR LIVELIHOOD.

HERE IN EDMOND, 28% OF THE HOUSEHOLDS IN EDMOND ARE COST BURDEN HOUSEHOLDS.

17% OF THOSE ARE HOMEOWNERS.

47% OF THOSE ARE RENTERS.

THE AVERAGE TEACHER MAKES 48,000 A YEAR.

HER MAX ALL IN HOUSING COSTS ARE ALL IN HOUSING COSTS WOULD BE 1200 A MONTH.

AN RN THAT MAKES 78,000 A YEAR, THEIR ALL IN HOUSING COSTS WOULD BE AROUND 1900 MAX.

THIS SHOWS WHERE THE POVERTY, UM, KIND OF RESIDES WHEN THEY MAPPED IT OUT.

AS YOU CAN SEE, IT'S MAINLY HERE IN THE CENTRAL PART OF EDMOND.

UM, PROGRAMS HAVE BEEN CREATED TO HELP ADDRESS HOUSING COSTS, TO HELP REDUCE THOSE.

THERE'S SEVERAL PROGRAMS THAT MY DEPARTMENT ALREADY DOES TO HELP, UM, OFFSET THOSE HOUSING COSTS ASSESSMENTS.

HERE'S THE MEDIAN HOME VALUE, RIGHT IN THAT AREA WHERE YOU SAW THAT THE, UM, LOW INCOME INDIVIDUALS MAY LIVE, OR HOUSEHOLDS MAY LIVE.

THIS AVERAGE HOME PRICE OR MEDIAN HOME VALUE IS 192,000.

AND YOU CAN SEE THE FURTHER EAST, FURTHER NORTH YOU GO, THE HIGHER THE MEDIAN HOME VALUE GOES.

SO WHAT DID WE LEARN? THERE'S A BROAD SUPAR SUPPORT FOR MORE HOUSING VARIETY IN EDMOND AND SUSTAINABLE DEMAND FOR HOUSING ACROSS ALL PRICE POINTS.

EDMOND NEEDS 8,900 HOMES OVER THE NEXT 10 YEARS.

RIGHT NOW WE DO ON AVERAGE 400 TO 500 UNITS PER YEAR.

SO WE NEED AN ADDITIONAL 400 PER YEAR TO MAKE THAT DEMAND OF 8,900.

SO WHAT'S NEXT IN RESPONSE TO THESE FINDINGS? EDMUND HOUSING ASSESSMENT PROPOSED A STRATEGIES, POLICIES AND TOOLS THAT THE CITY AND THEIR PARTNERS CAN USE TO HELP ENSURE HOUSING OPTIONS ARE AVAILABLE IN THE COMMUNITY FOR HOUSEHOLDS, FOR ALL TYPES, ALL AGES, AND ALL INCOME LEVELS.

NO SINGLE PROGRAM ADDRESSES ALL THE HOUSING CHALLENGES FACING EDMOND SIX HOUSING, UH, SIX HOUSING GOALS AND FOUR STRATEGIES WERE CREATED TO PROVIDE THE CITY WITH PROGRAMS, POLICIES, AND BEST PRACTICES OVER THE NEXT SEVERAL YEARS TO ADDRESS THE COMMUNITY KEY HOUSING CHALLENGES, INCREASED HOUSING SUPPLY, CREATE MORE ATTAINABLE OPTIONS FOR YOUNG FAMILIES.

UM, ONE OF THE FOCUS GROUPS WAS THE YOUNG PROFESSIONAL GROUP OUT OF THE CHAMBER, AND THERE WAS SEVERAL OF THEM THAT SAID THAT THEY COULD NOT AFFORD TO LIVE INSIDE EDMOND CITY LIMITS CREATE MORE OPTIONS FOR AGING IN PLACE.

AND THOSE WHO WANT TO DOWNSIZE, I'M SURE WE'RE ALL AWARE OF OUR AGING POPULATION.

IT'S ONE OF THE FASTEST GROWING POPULATION.

UM, YOU CAN ASK EDMOND MOBILE MEALS, HOW MANY MEALS THEY ADD WEEKLY, UM, TO HELP OFFSET THE COST FOR THOSE SENIORS SUPPORT AFFORDABLE AND MODERATE INCOME HOUSING OPTIONS THAT SUPPORT OUR AREA, BUSINESSES AND INSTITUTIONS.

AGAIN, REMEMBERING THAT 75% COMMUTE IN, UM, INTO EDMOND IMPROVE CONDITION OF THE OUR OLDER PRE 1990S.

AND, YOU KNOW, WE'RE NOT TALKING ABOUT THE EVEN EARLIER 1990S, 19 HUNDREDS, AS SOME PEOPLE LIKE TO SAY, UH, HOUSING STOCK WHILE PRESERVING AFFORDABILITY AND EXPAND SUPPORT FOR ALL TYPES OF NEW CONSTRUCTION, INCLUDING MULTIFAMILY.

SO THE FOUR STRATEGIES TO MEET THESE CHALLENGES ARE REDUCE BARRIERS TO EXPAND PRODUCTION FOR ALL HOUSING TYPES, FOR SALE AND FOR RENT.

DIVERSIFY TYPES OF AND PRICE POINTS FOR HOUSING FACILITATE THE IMPROVEMENT IN OLDER HOUSING STOCK CONDITION WHILE PRESERVING THE AFFORDABILITY AND SUPPORT EMPLOYERS, ECONOMIC AND WORKERS THROUGH WORKFORCE HOUSING.

SO FROM THAT, THERE'S 19 PRIORITY TACTICS.

WE CAN'T TACKLE ALL 19 AT ONCE, UM, AS MUCH AS I WISH WE COULD.

UM, BUT WE'VE BEEN, WE'VE IDENT IDENTIFIED THEM WITH THE HELP OF, UH, FOCUS GROUPS AND OUR STEERING COMMITTEE AND BUILDING CAPACITY FOR FUTURE ACTIONS.

WE'VE, UH, IDENTIFIED FIVE EFFORTS, UH, UNDERSTANDING THE CITY'S HOUSING NEEDS AND INPUT, AGAIN FROM THE CITY, UH, STEERING COMMITTEE AND CITY STAFF.

AND THESE PRIORITIES HAVE BEEN SELECTED TO ADDRESS THE CRITICAL NEEDS OF THE COMMUNITY NOW AND SETTING THE GROUNDWORK FOR OUR FUTURE ENDEAVORS.

UM, ENSURE THE NEW ZONING CODE ALLOWS FOR MORE HOUSING DIVERSITY.

AS YOU ALL MAY BE AWARE, WE'RE IN THE, LIKE HALFWAY THROUGH ABOUT EIGHT MONTH, EIGHT MONTH NINE KICKED OFF AT THE SAME TIME OF UPDATING OUR ZONING CODE.

UM, THAT SHOULD LAST ANOTHER YEAR APPROXIMATELY, MAYBE A LITTLE LONGER FORM A HOUSING TASK FORCE.

WE CURRENTLY HAVE, UM, ASSISTANT PARTICIPATION COMMITTEE THAT I'M PROPOSING TO MOVE TO A HOUSING, UM, HOUSING COMMITTEE OR HOUSING COMMISSION, ESTABLISH A HOUSING FUND, ESTABLISH A BASELINE FOR HOUSING AND NEIGHBORHOOD CONDITIONS THAT CAN BE UPDATED AND THEN CREATE AN EDUCATION PLAN.

ONE OF OUR PARTNERS WAS THE EDMOND BOARD OF REALTORS THAT SPONSORED, HELPED SPONSOR THIS, UM, HOUSING NEEDS ASSESSMENT.

AND THEY ARE GOING TO TAKE THE SPEARHEAD OF BEING OUR FACES OF EDMOND AND EDMOND TALKS HOUSING TO HELP EDUCATE THE PUBLIC ON OUR HOUSING NEEDS, UM, WITH THEM.

AND THE COLLABORATION OF OTHER STAKEHOLDERS IN THE COMMUN COMMUNITY IS HOW WE'RE GONNA TACKLE THAT.

AND WE'RE ALREADY WORKING TOWARDS THAT.

UH, CURRENTLY I'M A STAFF OF TWO , UM, TO TAKE THIS ON, WHICH IS GONNA REQUIRE US GOING AFTER ADDITIONAL FUNDING.

I'M GOING TO, WE'RE GONNA NEED MORE STAFF, UM, ESTABLISHING THAT BASELINE, UH, USING FUNDING TOOLS TO HELP PAY FOR INFRASTRUCTURE IMPROVEMENTS.

UM, STREAMLINING THE REVIEW PROCESS, UPDATING THE ZONING CODE, AND THEN MOVING INTO MORE, UM, MORE WORK WITH THE

AND THE STANDARD ANSWER I GOT BACK THEN WAS, UH, THIS IS A MARKET ISSUE AND, UH, THE MARKET WILL DETERMINE THE HOUSING NEEDS OF OUR COMMUNITY AND, UH, THE CITY JUST NEEDS TO STAY THE HECK OUT OF IT.

THAT WAS SORT OF, OF SORT OF THE RESPONSE.

UH, MAYBE THAT MIGHT NOT HAVE BEEN THAT TACKY, BUT, UH, IT WAS PRETTY CLOSE TO THAT.

BUT, UM, I NOTICED A LOT OF THINGS THAT HAPPENED DURING THIS PANDEMIC, UH, THAT REALLY, UH, SORT OF SURPRISED ME.

UM, UH, AND I'VE HEARD THIS NATIONALLY THAT, UH, UH, ONE OF THE BIGGEST INVESTMENTS FOR INVESTMENT FIRMS IS THE HOUSING MARKET.

IN FACT, IN SPECIFIC WITH THE SINGLE FAMILY HOUSING MARKET.

AND THERE'S BEEN PROJECTIONS THAT SINGLE FAMILY HOMES, UH, UH, WILL PROBABLY BE OWNED BY MAJOR CORPORATIONS AS MUCH AS 30% IN THE NEXT FEW YEARS BECAUSE OF THE FINANCIAL TRENDS, BECAUSE IT'S A LUCRATIVE MARKET AND IT'S, IT'S GOT A LOT OF THINGS.

AND, UH, THIS PARTICULAR OWNER PASSED AWAY AND IT WAS BOUGHT BY THIS GROUP, UH, AND HE MADE $72,000, 70 SOME THOUSAND DOLLARS, DOUBLED HIS MONEY OR 50% IMPROVEMENT ON HIS MONEY.

SO MARKETS COME AND GO, OKAY? AND WE'VE SEEN THAT.

UM, ANYWAY, I GOT TO LOOKING A LITTLE BIT FURTHER IN.

THIS PARTICULAR COMPANY HAD BOUGHT OVER A 140 HOMES IN OKLAHOMA COUNTY, UH, IN A THREE MONTH, FOUR MONTH PERIOD, UH, ALL IN, UH, MAY THROUGH, UH, MARCH THROUGH, UM, UH, JUNE OF, UH, 2021.

AND, UH, I FOUND OUT, UH, 13 OF THOSE HOMES WERE IN EDMOND.

AND I'VE BEEN TRACKING THOSE 13 HOMES IN EDMOND EVER SINCE 2021.

UH, THE HOUSE IN OUR NEIGHBORHOOD FINALLY GOT RENTERS TWO YEARS AFTER THAT WAS BOUGHT, UH, OF THE OTHER 13, 12 HOMES.

ONLY ONE HAS ACTUALLY BEEN SOLD.

IT WAS SOLD, UH, FOR A $7,200, $72,000 PROFIT.

THEY BOUGHT IT AT 135 AND SOLD IT FOR $207,000.

ALL THE REST OF THE HOMES HAVE BEEN, UH, VACANT.

THIS IS A TEXAS, OKLAHOMA GROUP THAT WE BELONG TO.

UM, THE THE POINT I THOUGHT WAS SORT OF INTERESTING ABOUT ALL OF THIS IS, I UNDERSTAND THAT HAPPENS.

I WAS SURPRISED BY THE, UH, THE FACT THAT THEY ACTUALLY TOOK THAT MANY HOMES OFF THE MARKET.

AND WHEN YOU TAKE HOMES OFF THE MARKET, YOU CAUSE A SHORTAGE.

AND THAT'S DRIVEN UP THE PRICE.

AND THEY, THEY, THEY CERTAINLY KNOW WHEN, WHERE TO TAKE ADVANTAGE OF THAT, WHEN THEY CAN.

AND SO WE'RE GETTING CAUGHT UP IN THE COST OF OUR HOUSING BEING INCREASING SIGNIFICANTLY AS A RESULT OF INVESTMENT PRACTICES.

AND EVERYBODY SAYS, WELL, THAT'S GREAT.

YOU KNOW, EVERYBODY WANTS TO SELL THEIR HOUSE FULL MORE MONEY.

BUT WE'RE, WE'RE TRYING TO REACT TO THAT.

UM, IN THIS MARKET, IN THIS LOCATION, ONE OF THE BEST INVESTMENT FOR PEOPLE IN OUR COMMUNITY USED TO BUY A RENT HOUSE.

WE HAVE MEMBERS OF OUR E N A BOARD AND THEY HAVE RENT HOUSES, OKAY? I MEAN, EVERYBODY DOES.

MY DAD DID.

UH, I HAVEN'T GOTTEN INTO THAT YET.

AND WHEN THERE ARE ON THE MARKET, IT'S A CLOSED MARKET BEFORE IT EVER GETS OUT TO WHERE A REALTOR CAN ACTUALLY HAVE SOMETHING TO SHOW AND SELL.

UH, WE ALSO HAVE A SITUATION IN OUR COMMUNITY WHERE, UH, HOUSES, UH, DON'T SELL.

YOU KNOW, I MEAN, THEY REALLY, PEOPLE LIVE A LONG TIME THIS MONTH.

WE'VE LIVED IN THE HOUSE WE BOUGHT IN 1978 FOR 45 YEARS.

WE'VE HAD MEMBERS OF OUR, OUR NEIGHBORHOOD WHO LEFT IT IN, LEFT AS AN INHERITANCE TO THEIR CHILDREN, THE HOUSE WHO, UNTIL LAST WEEK, THEY LIVED IN THAT HOUSE 45 YEARS.

THEY'RE ALL HOUSES IN MODEST NEIGHBORHOODS, CHISOLM CREEK, KELLY PARK.

UH, MY NEIGHBORHOOD HAPPENED TO BE ONE OF THE, THE MORE, UH, HIGHER END I GUESS, BUT IT WASN'T ALL THAT EXPENSIVE HOUSES, BUT THEY'RE, THEY'RE, THEY'RE REASONABLE HOUSES.

UH, SO IT'S A TIGHT MARKET.

AND, UM, OKLAHOMA CITY AND MORE HAVE BEEN DEALING WITH THIS, AND THEY'VE COME UP WITH A PLAN WHERE THEY HAVE MORTGAGE COMPANIES ACTUALLY DO PROJECTS WHERE PART OF THE, OF THE HOUSING IS RESERVED FOR LOW INCOME FOLKS SO THAT YOU GET NORMAL HOUSING THAT IS SUBSIDIZED BY FEDERAL SUBSIDIES FOR THE LOW INCOME FOLKS, AND THEY RESERVE A CERTAIN ONE.

THERE'S, UM, OKLAHOMA CITY, MOORE'S DONE A COUPLE OF PROJECTS LIKE THAT.

THEY ARE THE LOW INCOME HOUSES.

SO I'M JUST SAYING THERE'S A LOT OF THINGS, AND I KNOW WE'RE JUST SETTING UP SOME COMMITTEES FOR THIS, FOR FUTURE STUDY, BUT, UM, UH, IT'S REALLY DIFFICULT FOR THE CITY AND A AND A DANGEROUS STEP IN A WAY FOR THE CITY TO GET INVOLVED IN, TRY AND PREDICT WHAT THE HOUSING MARKET WE'RE GOING TO DO.

UH, YOU KNOW, WE, WE'D LIKE TO THINK THAT, UM, WE'RE STILL A FREE AND FREE ENTERPRISE ECONOMY

I THINK WHAT IS CHRISTIE HAVE TO, HOW MUCH DID WE POSSIBLY LOAN OR SHARE? 14,000, $14,000 FOR A NEW HOMEOWNER? WE DID FOUR OF 'EM LAST YEAR.

WE'VE ONLY HAD ONE.

OKAY, BUT LAST YEAR IN YOUR REPORT, WE DIDN'T SAY FOUR.

AND THAT'S WHAT SOME OF THESE PROGRAMS THAT OKLAHOMA CITY AND MOORE HAVE DONE, WHERE THEY HAVE PROGRAMS WHERE THEY HAVE A, UH, THEY, THEY REQUIRE THE NEW HOMEOWNERS, UH, THE, THE, THE WANT TOBE FIRST TIMERS TO ACTUALLY GO AND, UH, GET AN, GET A FINANCIAL ASSESSMENT AS TO WHAT THEY CAN AFFORD.

SO THAT HELPS NARROW DOWN THE PROBLEMS FOR THEM.

OKAY? SO ANYWAY, THE OTHER PART, I, ONE LAST COMMENT, UH, WE'RE, WE'RE AN EDMOND WITH, WITH AN EXTRA EDMOND ON THE SIDE.

I USED TO CALL IT THE GREATER EDMOND AREA.

THE PEOPLE THAT LIVE IN WITH THE EDMOND MAILING ADDRESS GO TO EDMOND SCHOOLS, UH, THAT ARE OUTSIDE THE BOUNDARIES OF MUNICIPAL EDMOND.

THEY HAVE A SIGNIFICANT IMPACT ON OUR HOUSING MARKET AND OUR WORK ECONOMY.

AND FOR NOT SAYING WE CAN'T AFFORD TO HAVE PEOPLE WITH LOW INCOME, UH, FOR THE LOW INCOME JOBS LIVE IN EDMOND, IT IS SORT OF WRONG BECAUSE THERE IS A LOT OF HOUSING ON THE PERIPHERY OF EDMOND THAT PEOPLE WHO BELIEVE THEY BELONG TO EDMOND, WHO PARTICIPATE IN OUR COMMUNITY A LOT, JUST AS MUCH AS, AS THE PEOPLE THAT LIVE IN, IN THE BOUNDARIES OF EDMOND THAT PARTICIPATE IN OUR LABOR MARKET.

AND TO SAY THAT THEY'RE NOT CLOSE ENOUGH TO, TO WORK IN OUR EDMOND AREAS, AND WE NEED TO FIND HOUSING THAT'S A COUPLE OF BLOCKS CLOSER.

IT'S JUST SORT OF STRANGE.

OKAY? SO ANYWAY, I'LL JUST LEAVE IT AT THAT.

BUT, UH, THERE IS A SIGNIFICANT PROBLEM BEING CREATED BY FORCES BEYOND OUR CONTROL AS A RESULT OF THESE INVESTMENT COMPANIES THAT ARE COMING THERE.

AND THE FACT THAT WE DON'T HAVE ZONING THAT ALLOWS THAT TYPE OF DENSITY IS A PROBLEM REGARDLESS OF WHAT HAPPENS AT PENN AND MEMORIAL OR WHAT HAPPENS AT COVE.

OKLAHOMA, COMPARED TO THE ABILITY TO BUY HOUSING AT THIS POINT IN TIME, WE HAVE SOME INCREDIBLE UNUSUAL SCALES COMPARED TO OTHER CITIES REGARDING WHAT PEOPLE HAVE TO HAVE.

NATIONAL COMPANIES HAVE RECOGNIZED IT THROUGHOUT THE STATE OF OKLAHOMA.

THEY'RE COMING IN HERE AND BUYING HOMES, AND THERE'S NOTHING WE CAN NECESSARILY DO AT THIS POINT IN TIME THAT I'M AWARE TO PREVENT IT.

AND SO IT'S ONLY GONNA GET WORSE.

BUT AGAIN, THESE ARE ISSUES SERIOUSLY THAT, THAT, UH, THEY, THEY'RE LOOKING AT.

AND AGAIN, THIS IS A STUDY TO IDENTIFY WHAT THE ISSUES ARE AND WHAT THE PROBLEMS ARE AND SEE WHAT WE CAN POTENTIALLY GO AHEAD AND DO AND WHAT THE CITY CAN LOOK AT DOING TO PERHAPS MAKE THINGS A LITTLE EASIER FOR PEOPLE LIKE YOU.

AND I'M NOT SAYING THAT, AND I DON'T THINK WE'RE SAYING WE'RE JUST GOING TO BASICALLY THROW OPEN THE YELLOW BRICK ROADS AND SAY, COME TO EDMOND AND LIVE FOR FREE.

THAT'S NOT GOING TO HAPPEN.
