UM, WHAT I'M GOING TO PROPOSE TODAY IS THAT WE DO NOT MEET ON JULY 22ND, 2024.

UM, BUT ALL THE REST OF THE MEETINGS WE MEET, UM, IN CONSULTATION WITH THE CITY MANAGER, THINKING THROUGH BENEFITS, UM, AND ADVANTAGES OF HAVING A ONE MEETING BREAK IN THE SUMMER.

I THINK IT WOULD BE HEALTHY FOR THE COUNCIL, HEALTHY FOR STAFF.

UM, WE DO SLOW DOWN A BIT IN THE SUMMER AND SO MATTERS THAT WOULD BE ON EITHER, UH, ON THAT, OTHERWISE WOULD'VE BEEN ON THE 22ND OF JULY.

CERTAINLY CAN BE ON THE JULY 8TH OR AUGUST 12TH AGENDA.

UM, GIVES COUNCIL MEMBERS AN OPPORTUNITY TO TAKE A VACATION WITHOUT MISSING A MEETING, UM, OR JUST HAVE A BREAK.

THESE MEETINGS TEND TO BE, UM, A LITTLE BIT DRAINING, BOTH PREPARATION AND DURING AND AFTER.

I JUST THINK IT WOULD BE A HEALTHY RECOMMENDED THING TO DO.

CITIES, UM, UH, THROUGHOUT THE COUNTRY AND DIFFERENT LOCALES WILL TAKE A BREAK IN THE SUMMER.

UM, JUST WANTED TO KIND OF KEEP YOU UP TO DATE ON WHAT'S HAPPENED SINCE THIS MASTER PLAN DRAFT WAS PRESENTED TO YOU LAST JULY 24TH.

UM, SINCE THE 24TH.

IT'S BEEN PRESENTED AND CONSIDERED BY THE ARCADIA LAKE COMMISSION, AND THEY APPROVED, UH, THEY RECOMMENDED APPROVAL UNANIMOUSLY.

UM, THE PARKS AND RECREATION ADVISORY BOARD ALSO RECEIVED IT AND TOOK ACTION UNANIMOUSLY TO RECOMMEND APPROVAL.

UM, ALSO THERE'S BEEN DISCUSSION AND PRESENTATION TO THE VISIT HAS BEEN VISIT EDMOND TOURISM ADVISORY BOARD, THE CAPITAL IMPROVEMENT PROJECT ADVISORY BOARD.

THEY RECEIVED PRESENTATIONS AND DISCUSSION ON IT.

NO, NO ACTION WAS TAKEN AT THOSE MEETINGS.

UM, AND IT'S BEEN POSTED ON THE FRONT PAGE OF THE CITY WEBSITE FOR THE LAST COUPLE WEEKS.

SO IF YOU GO THERE RIGHT NOW, IT'S RIGHT THERE, FRONT AND CENTER.

ANYBODY CAN CLICK ON IT AND SEE THE PLAN.

UM, WITH, WITH ALL OF THAT, UH, PUBLIC PRESENTATION, THERE HASN'T BEEN ANY CHANGES SUGGESTED TO THE DRAFT PLAN.

UM, JUST A COUPLE COMMENTS ON KIND OF WHAT'S NEXT.

UH, WE, WE HAVE A FEW THINGS KIND OF IN, IN THE QUEUE AND READY TO GO BASED ON THE PLAN.

UM, WE'RE LOOKING AT A NEW PLAYGROUND IN PAVILION AT CARL REMAN PARK WAITING ON, UM, ARMY CORPS APPROVAL FOR THAT.

THE ONLINE REGISTRATION SYSTEM IS SLOWLY ROLLING OUT.

UM, THAT'S, THAT'S OUR RECOMMENDATION FROM THE PLAN ENGINEER IS WORKING ON SOME INFRASTRUCTURE PROJECTS FOR, UM, SOME LIFT STATIONS, IMPROVING THOSE TO BE ABLE TO HANDLE FUTURE IMPROVEMENTS.

AND THEY'LL BE IN-HOUSE REPAIR OF SOME OF THE COURTESY DOCKS OVER, OVER THIS WINTER.

AND THEN FINALLY, UM, AN ITEM THAT WAS APPROVED A WHILE AGO THAT FOR, FOR TRASH REMOVAL IMPROVEMENTS IN THAT PROCESS SHOULD BE READY TO GO, HOPEFULLY THIS, THIS WINTER, BUT DEFINITELY BY, BY NEXT SEASON.

PLUMBING, MAINTENANCE AND REPAIR SERVICES FOR CITY DEPARTMENTS, INCLUDING RENEWAL OPTIONS FOR FACILITY MAINTENANCE WITH GO FORTH PLUMBING $40,000 ANNUALLY.

CONSIDERATION NUMBER NUMBER TWO IS, UH, APPROVAL OF CONTRACT RENEWAL FOR THE THIRD PARTY COLLECTION SERVICES FOR THE MUNICIPAL COURT WITH PURDUE, BRANDON AND FELDER COLLINS AND MOTT L L P FOR 65,000.

NEXT ITEM, UH, IS CONSIDERATION APPROVAL OF AMENDED AND RESTATED SPORTS PARTNERSHIP AGREEMENT WITH YOUTH SPORTS ASSOCIATION FOR THE LEASE AND OPERATION OF THE AC LAR SPORTS COMPLEX AND THE MITCH PARK BALLFIELD FOR $2,500 ANNUAL REVENUE.

THEN WE HAVE CONSIDERATION APPROVAL OF AGREEMENT WITH HALF ASSOCIATES INC.

FOR MASTER PLAN SERVICES AT AC KAGER SPORTS COMPLEX FOR 62,000.

AND THEN WE HAVE CONSIDERATION OF ACCEPTANCE OF BID, UH, APPROVAL OF CONTRACT AND APPROVAL OF RESOLUTION NUMBER 28 DASH 23, 28 DASH 23, APPOINTING PURCHASING AGENT FOR THE AC CAPITAL CONCESSION AND RESTROOM RENOVATION PROJECT WITH SHILOH ENTERPRISE FOR $470,000.

UM, THIS IS CURRENTLY A FOUR YEAR AGREEMENT.

THEY'RE IN THEIR SECOND YEAR OF OPERATIONS.

AND, UH, WE HAVE AN OPTION TO RENEW OR NOT RENEW EACH YEAR.

UM, THE AGREEMENT RUNS ON THE CALENDAR YEAR SO THAT THEY'RE, THEY'LL FINISH UP IN DECEMBER AND THEN, AND THEN WE'RE, UH, SUGGESTING RENEWAL.

AND FOR JANUARY, WE WORK TOGETHER WITH E Y S A, UM, TO MAKE A FEW AMENDMENTS TO THE AGREEMENT WITH A GOAL OF, UM, ALLOWING FOR A MORE OBJECTIVE EVALUATION OF PERFORMANCE.

SO, JUST A COUPLE SIMPLE THINGS THAT WE, THAT WE TRIED TO ADD.

UM,

ONE IS A CUSTOMER SATISFACTION SURVEY THAT WE WOULD WORK ON TOGETHER, PUT OUT TO ALL THE USERS.

AND THEY'RE, AND THEY'RE ALREADY DOING THIS, BUT THAT WOULD GIVE US ACCESS TO THAT INFORMATION, UM, TO HELP THEM KNOW HOW THEY'RE DOING AND COMPARE THAT TO SOME OF THE COMMENTS THAT, THAT WE GET.

UM, IT CAN ALSO GIVE US, AS AN OWNER AN IDEA OF THINGS THAT WE CAN DO BETTER TOO.

UM, ALSO IN, IN JANUARY WE HAVE IT IN THE AGREEMENT THAT WE'LL WORK TOGETHER TO COME UP WITH SOME PERFORMANCE GOALS.

THOSE WILL BE PRESENTED TO THE PARKS AND REC ADVISORY BOARD.

AND THEN AFTER THE SEASON, WE'LL GET BACK TOGETHER AND SEE HOW THAT WENT.

SO J JUST HOPEFULLY AN OPPORTUNITY TO TAKE AN OBJECTIVE LOOK AT, AT HOW THINGS ARE GOING.

AND THEN OUR LEGAL DEPARTMENT MADE JUST SOME ADMINISTRATIVE CHANGES THERE IN, IN THE AGREEMENT JUST TO CHANGE DATES AND CLEAN THINGS UP.

UM, THIS WAS PRESENTED TO THE PARKS AND REC ADVISORY BOARD, AND THEY UNI UNANIMOUSLY ARE RECOMMENDED APPROVAL BACK IN JULY.

I WILL JUMP TO THE NEXT ITEM AND THEN STOP AND SEE IF YOU, YOU HAVE ANY QUESTIONS.

UM, THE NEXT ONE IS, UH, FOR MASTER PLAN SERVICES WITH HALF, UM, AND THE AMOUNT OF $62,000.

UM, THIS, THIS HAS BEEN A LONG WORKED ON PROJECT.

WE'VE DONE A LOT OF STUDIES.

WE JUST WRAPPED UP THE TUS STUDY AND WE'RE GONNA TAKE THAT INFORMATION AND WE'RE GONNA GET IT RIGHT THIS TIME.

UM, THIS AGREEMENT, UM, COVERS A SERIES OF MEETINGS THAT THEY'LL HOLD TO DEVELOP A CONCEPT TO, TO RENOVATE AND, AND IMPROVE THE BALL FIELD AT AC CAPLINGER.

UM, THERE'S A, THERE'S A WHOLE SERIES OF, OF MEETINGS LISTED THERE.

UM, PROBABLY THE BIGGEST ONE IS A STAKEHOLDER MEETING WHERE WE'LL HAVE KIND OF A FOCUS GROUP OF, OF DIFFERENT, UM, REPRESENTATIVES THAT, THAT HAVE A STAKE IN THAT PROJECT.

AND THOSE ARE SOME OF THE, THE REPRESENTATIVES THAT'LL, THAT ARE ON THAT STAKEHOLDER GROUP WITH STAFF WITH E Y S A VISIT, EDMOND PARK AND REC ADVISORY BOARD, THE CAPITAL IMPROVEMENT PROJECTS ADVISORY BOARD, AND THEN SOME CITIZEN PARTICIPANTS THAT ARE, THAT ARE USING IT.

UM, SOME OTHER ONES INCLUDE.

AND, AND THIS IS PROBABLY A LESSON LEARNED FROM THE FIRST GO ROUND.

UM, SOME EARLY MEETINGS WITH OUR ENGINEERING DEPARTMENT TO WORK OUT WATER DETENTION PRIOR TO PRODUCING A, A CONCEPT.

UM, AND, AND THEN ALSO JUST, JUST OTHER MEETINGS THAT THEY'LL HAVE TO DEVELOP TWO CONCEPTS WHEN WE RECEIVE THOSE CONCEPTS.

UM, WE'LL HAVE KIND OF A PUBLIC PROCESS, SO IT'LL BE PRESENTED AT THE PARKS AND REC ADVISORY BOARD, THE C I P ADVISORY BOARD, AND IF COUNCIL DESIRES TO, TO THE COUNCIL TO COME TO AN AGREEMENT ON A CONCEPT.

KIND OF THE TIMEFRAME WE'RE LOOKING AT FOR THIS PROCESS IS, UM, OPTIMISTICALLY TWO TO THREE MONTHS.

UM, WE PUT THE END OF 2023.

IT SOUNDS CRAZY TO SAY, BUT THE END OF THREE MONTHS PUTS US AT THANKSGIVING RIGHT NOW.

IT'S HARD TO BELIEVE RIGHT NOW, BUT, UM, WE'LL, WE'LL BE SHOOTING FOR THAT AND, AND THEN TAKE IT THROUGH THE, THE PUBLIC PROCESS.

ONCE WE HAVE A MASTER PLAN, THEN, THEN THERE'LL BE ANOTHER CONTRACT TO, FOR CONSTRUCTION DESIGN ONCE WE HAVE AN AGREED UPON CONCEPT.

WE TOOK THIS AGREEMENT TO THE PARKS AND REC ADVISORY BOARD AND THE C I P ADVISORY BOARD.

UM, BOTH BOARDS APPROVED THIS AGREEMENT UNANIMOUSLY.

WE'RE EXCITED TO MOVE FORWARD ON THIS PROJECT.

SO I WANT TO GIVE YOU A LITTLE BIT OF INFORMATION ABOUT THAT AND DESCRIBE WHAT THE PROJECT IS.

HERE'S AC KALER, UH, BASEBALL COMPLEX.

THIS IS NINTH STREET.

AND HERE'S BRYANT.

THE BUILDING WE'RE TALKING ABOUT IS RIGHT HERE IN THE CENTER.

AND IT IS A COMBINATION OF A RESTROOM, UH, IN THE SOUTH PART OF THAT AND CONCESSION THERE IN THE NORTH PART OF THAT BUILDING.

AND THAT BUILDING WAS CONSTRUCTED IN 2010.

SO IT'S NOT TOO OLD.

HAS A LOT OF LIFE LEFT IN IT WHEN IT WAS ORIGINALLY CONSTRUCTED.

UM, THIS METAL WASN'T HERE, FOR EXAMPLE.

AND THIS WAS AN OPEN AIR CONCEPT, ALMOST KIND OF A PAVILION OVER TIME.

WE FOUND, OR IT WAS DISCOVERED THAT, UM, THAT WASN'T SATISFACTORY FOR A NUMBER OF REASONS.

UH, WILDLIFE GETTING IN THERE AND THAT SORT OF THING, UH, INTO BOTH PARTS OF THE BUILDING.

SO THE GOAL OF THIS REMODEL PROJECT IS, IS TO IMPROVE THE GUEST EXPERIENCE.

SINCE WE KNOW THIS BUILDING'S GONNA STAY HERE, REGARDLESS OF WHAT ELSE HAPPENS WITH THE FIELDS, UH, IT'S CERTAINLY WORTHY MAKE MAKING AN INVESTMENT INTO THIS BUILDING.

UM, BACK IN 2021, WE DID A FEASIBILITY STUDY TO DETERMINE THE FEASIBILITY OF PUTTING MORE MONEY INTO THAT STRUCTURE VERSUS RELOCATING IT.

AND THE DETERMINATION WAS MADE THAT WE NEEDED TO RELOCATE FOR DIFFERENT AREA.

SO SINCE THAT TIME, WE'VE BEEN LOOKING FOR PROPERTY IN THAT GENERAL AREA OF TOWN.

UH, THAT'S ONE OF OUR BUSIER STATIONS.

WE NEED TO STAY IN THAT GENERAL AREA.

UM, WE'VE BEEN NEGOTIATING WITH THE OWNERS OF THIS PROPERTY FOR ABOUT A YEAR, UM, AND FINALLY GOT IT TO A POINT WHERE WE FELT LIKE WE COULD COME AND SEEK APPROVAL TO MOVE FORWARD WITH A CONTRACT.

UM, IF WE GET YOUR APPROVAL TO MOVE FORWARD, THEN THE NEXT AGENDA ITEM IS ACTUALLY FOR A, UM, CONTRACT WITH AN ENGINEER AND OR ARCHITECT AND CIVIL ENGINEER TO GO OUT TO THE SITE.

UM, AND WE'VE GOT A 60 DAY INSPECTION PERIOD AFTER WE SIGN THE CONTRACT SO WE CAN BACK OUTTA THAT, THAT, UH, CONTRACT IF THAT, UH, SITE WON'T WORK FOR OUR FIRE STATION.

SO I WANNA GET SOME EXPERTS IN THERE TO TAKE A, A GOOD LOOK.

IT'S GOT SOME DETENTION ISSUES AND STUFF THAT WE NEED TO WORK THROUGH DURING THAT 60 DAY PERIOD.

SO AT YOUR LAST MEETING, YOUR AUGUST 14TH MEETING, THE FINAL PLAT IN THIS PSYCH PLAN WAS APPROVED FOR 1 0 3 BROADWAY, WHICH WILL BE A MIXED USE DEVELOPMENT LOCATED ON THE NORTHWEST CORNER OF BROADWAY AND HERD.

SO HERE IS BROADWAY, RIGHT HERE, HERE IS HERD.

SO CURRENTLY IT IS VACANT LAND.

UH, IT'S LAST USE WAS A TEMPORARY USE OF KATY BUGS, SNOW CONES, AND, UH, OTHER SWEET TREATS.

AND THEN ON THE TOP FLOOR, NOT SHOWN IN THIS BECAUSE, UH, THE PLAN HAS CHANGED JUST A LITTLE BIT, WILL BE A ROOFTOP TERRACE THAT WILL BE AVAILABLE TO BE LEASED OUT FOR PRIVATE EVENTS.

UM, UH, THE REST OF THE DEVELOPMENT IS GONNA CONTAIN EIGHT DIFFERENT LIVING UNITS.

SO THREE LIVE WORK UNITS, WHICH WILL BE ONE OF WHICH WILL BE RIGHT HERE.

AND THAT MEANS EXACTLY WHAT IT SAYS.

SO DOWN HERE YOU WOULD HAVE THE ABILITY TO WORK TO HAVE WHATEVER YOUR OCCUPATION IS, AND THEN YOU'D BE ABLE TO LIVE ON TOP OF THAT.

SO THIS PROJECT ACCOMPLISHES THAT, UH, THIS PROJECT WILL, UM, INVOLVE HIGH QUALITY MATERIALS, LOTS OF BRICK WILL BE USED.

AND, AND SPEAKING WITH THE DEVELOPER, THEY SORT OF LOOKED AT THE MATERIAL AND UH, THE PALLET THAT WAS USED WITH OLD NORTH AS SORT OF AN INSPIRATION FOR THE MATERIALS AND THE LOOK OF THIS PROJECT.

SO IT WILL BE A TOTAL OF $12 MILLION WORTH OF INVESTMENT WITH $9 MILLION WORTH OF CONSTRUCTION COSTS.

UM, IT'S JUST A LITTLE BIT ABOUT THE TAX INCOME AND FINANCING DISTRICT.

SO THIS IS A 20 YEAR PROPERTY TAX TIFF THAT WAS APPROVED IN OCTOBER, 2020 BY THE COUNCIL.

AND THE GOAL OF THAT JUST STATED SIMPLY IS TO SUPPORT THE CONTINUED REVITALIZATION IN DOWNTOWN EDMOND THROUGH A DEDICATED FUNDING STRUCTURE TO STIMULATE PRIVATE INVESTMENT.

HOW THAT WOULD OCCUR IS TO ASSIST OR SUBSIDIZE, DEVELOPS BY REINVESTING, RESULTING PROPERTY TAX INCREASES, PRIMARILY TIED TO PUBLIC INFRASTRUCTURE IMPROVEMENTS BACK INTO THE PROJECT.

SO THIS DEVELOPMENT IS CONTEMPLATING $9 MILLION WORTH OF CONSTRUCTION IMPROVEMENTS.

AND WHAT THE DEVELOPMENT AGREEMENT, UH, STATES IS THAT 90% ON A YEARLY BASIS OF THE TOTAL OF THE ADDITIONAL INCREMENT THAT'S GENERATED FROM THE PROJECT WOULD GO BACK TO THE DEVELOPER.

AND WE'LL WALK A LITTLE BIT THROUGH THE DEVELOPMENT AGREEMENT HERE IN JUST A MINUTE.

AND THE WHY BEHIND THIS IS THE BUT FOUR.

SO, BUT FOUR, HAVING A FUNDING MECHANISM LIKE THIS WHERE THE INCREASE IN PROPERTY TAXES IS ABLE TO BE LEVERAGED THROUGH THE CITY AND WORKING THROUGH PUBLIC-PRIVATE PARTNERSHIPS, QUALITY DEVELOPMENTS LIKE THIS WOULD NOT OCCUR, WOULD NOT OCCUR TO THE, UH, MAGNITUDE AND WOULD NOT OCCUR TO THE QUALITY OF ESPECIALLY SOMETHING LIKE THIS.

SO WOULD SOMETHING OCCUR POTENTIALLY, WOULD SOMETHING OCCUR TO THIS QUALITY? PROBABLY NOT.

SO THAT'S THE BUT FOR OF WHY THE TAX INCREMENT FINANCING DISTRICT WAS CREATED AND IT WAS CREATED FOR PROJECTS JUST OF THIS NATURE.

SO, UM, JUST ONE MORE SLIDE ON A LITTLE BACKGROUND ON THE TIFF.

SO HOW IT WORKS IS, UM, SO I'LL TURN YOUR ATTENTION TO THE RIGHT.

SO OVER A 20 YEAR PERIOD, ALL FIVE ENTITIES THAT RECEIVE PROPERTY TAX IN THIS AREA.

SO THOSE FIVE ENTITIES ARE THE EDMUND PUBLIC SCHOOLS, THE OKLAHOMA COUNTY,

OKLAHOMA COUNTY, FRANCIS TUTTLE, THE METRO LIBRARY SYSTEM IN THE OKLAHOMA COUNTY, OKLAHOMA COUNTY, OKLAHOMA CITY HEALTH DEPARTMENT WILL RECEIVE THE EXACT SAME DOLLAR AMOUNT THAT THEY RECEIVED WHEN THE TIF STARTED FOR THE NEXT 20 YEARS.

SO IF THE PUBLIC SCHOOLS RECEIVED A HUNDRED DOLLARS OUT OF THIS AREA, THEY'LL RECEIVE THAT SAME $100 FOR THE NEXT 20 YEARS.

ANYTHING ADDITIONAL THAT COMES IN ABOVE THAT $100 WOULD GO BACK, UH, TO THE CITY AND THE FUNDS HAVE TO BE EXPENDED WITHIN THE BLUE BOX WITHIN THE AREA.

SO THAT, THAT'S QUITE SIMPLY HOW THE TIF OPERATES FOR THE CITY OF EDMOND.

SO, AND AFTER THAT 20 YEAR PERIOD, THEN THE NEW TAX BASE WILL BE ESTABLISHED AND THE CITY WILL NO LONGER RECEIVE THE BENEFITS OF THE INCREASE IN THIS AREA.

AND IT WE'LL GO BACK TO ALL FIVE OF THOSE TAXING DUR JURISDICTIONS, AGAIN, THE BUT FLOOR.

BUT FOR THIS MECHANISM BEING IN PLACE, WE WOULDN'T RECEIVE, WE WOULDN'T HAVE PROJECTS LIKE THIS.

YOU WOULDN'T SEE THE OXLEY UNDER CONSTRUCTION, WHICH WILL BE 206 76 MULTI, UH, UH, AN APARTMENT COMPLEX, SORRY, ON MONDAY.

AND THEN YOU WOULDN'T HAVE PROJECTS LIKE THE LARK, WHICH WILL BE 41 COTTAGE STYLE HOMES AND YOU WOULDN'T HAVE PROJECTS OFF OF NINTH AND BOULEVARD LIKE THE EMBER, WHICH WILL BE 23, UM, COTTAGE STYLE HOMES, BUT A A LITTLE LARGER IN CREATING COMMUNITY WITHIN THAT SPACE.

SO THAT'S JUST A LITTLE BIT OF HOW THE TIFF FUNCTIONS.

SO WHAT'S CONTEMPLATED IN THIS DEVELOPMENT AGREEMENT IS AGAIN, IT'S $9 MILLION WORTH OF CONSTRUCTION COST.

WHAT THAT IS PROPOSED TO GENERATE OVER THE LIFE OF ABOUT 14 YEARS, WHICH IS HOW LONG IT WILL TAKE FOR THIS PROJECT TO BE CONSTRUCTED.

AND THEN FOR THE ADDITIONAL ASSESSMENT TO TAKE PLACE.

SO OVER THAT 14 YEAR PERIOD, UM, WE ANTICIPATE AN ADDITIONAL A HUNDRED THOUSAND DOLLARS TO BE GENERATED FROM THIS PROJECT.

AND OVER THAT 14 YEARS, THAT EQUATES TO I PRETTY STRAIGHTFORWARD MATH, $1.4 MILLION OF THAT $1.4 MILLION.

THE WAY OUR AGREEMENT IS STRUCTURED IN THE TIF WITH THE PUBLIC SCHOOLS IS 10% OF THAT ADDITIONAL INCREMENT GOES DIRECTLY BACK TO THE SCHOOLS.

SO THEY WILL RECEIVE THAT 10% OF THAT 1.4.

AND ALSO THIS MODELING WE LOOKED AT IS VERY CONSERVATIVE, SO NO INCREASE IN VALUE OVER 14 YEARS.

SO ONCE THE ASSESSMENT IS SET AFTER THE PROJECT IS COMPLETE, THE MODELING THAT WE DID DIDN'T SHOW ANY INCREASE TO THE PROPERTY VALUE OVER THAT TIME.

WE FEEL IT'S VERY CONSERVATIVE.

UM, IF THINGS CONTINUE TO GO THE WAY THEY ARE DOWNTOWN, THAT PROBABLY WON'T OCCUR.

IT'LL CONTINUE TO GO UP, WHICH MEANS MORE, MORE MONEY GENERATED.

AND WHO MAKES THAT DETERMINATION? ULTIMATELY, THE COUNTY ASSESSOR OR THE COUNTY ASSESSOR MAKES A DETERMINATION, CORRECT? YEAH.

AND THE INCREASE IN THAT PROPERTY TAX MEANS MORE MONEY FOR THE SCHOOLS, CORRECT? YEAH, YOU BET.

AND SO, AND THEY'RE ALREADY GETTING A LITTLE BIT MORE 'CAUSE THEY'RE GETTING 10% OF THAT.

SO I GUESS WHAT I'M ASKING IS, IN THIS PROCESS WE COULD REASSESS AS A COUNCIL IF WE WANTED TO, WHETHER OR NOT WE'D MOVE FORWARD WITH THAT BY THE VOTE WE TAKE TONIGHT, AND THEN A FUTURE CONVERSATION IF THIS WAS APPROVED ON IF AND WHERE WE EXPEND FUNDS.

THERE WAS, UM, ADDRESSED, UM, THE POLICE CHIEF CAME AND ADDRESSED SOME ADDITIONAL THINGS THAT THEY'RE WORKING ON, DIFFERENT TYPES OF SURVEILLANCE, UM, DIFFERENT, MORE AREAS TO BE SURVEILLED IN THE COMMUNITY.

I JUST WANT TO CAUTION YOU GUYS AND URGE YOU TO CONSIDER CAREFULLY ANY ADDITIONAL SURVEILLANCE IN THE COMMUNITY.

BECAUSE THE WAY HE WAS SPEAKING, IT SOUNDED LIKE THE, THIS IS LEADING TO CENTRALIZED SURVEILLANCE.

NOT ONLY WILL OUR COMMUNITY BE HAVING ACCESS TO THE INFORMATION, BUT THERE WILL BE CONNECTIONS TO OTHER COMMUNITIES WHO ARE TAKING PART IN THIS.

AND THERE WILL BE PERMISSIONS GIVEN AND NOT GIVEN TO DIFFERENT PEOPLE.

COMMUNITY SURVEILLANCE IS, AS WAS SPOKEN ABOUT IN THAT MEETING, IN THAT PRESENTATION.

IT IS AN ISSUE OF CONCERN FOR THE CITIZENS.

AND I WAS AT THE LAST MEETING AND I LISTENED TO THE SURVEY RESULTS AND I JUST, IT BOTHERED ME ON SO MANY LEVELS.

FIRST THING I WANNA SAY THAT I'VE LIVED IN EDMOND OVER 20 YEARS.

I DIDN'T GET INVOLVED IN CITY COUNCIL.

I'M, I'M ASHAMED, BUT I WORKED.

AND, UH, IT'S VERY DIFFICULT TO LIVE IN EDMOND, BUT WORK IN OKLAHOMA CITY.

OKLAHOMA CITY IS THE LARGEST PER CAPITA CITY.

I THINK IN THE UNITED STATES.

IT IS A LOT OF COMMUTERS.

AND I KNOW EVERY DAY FOR OVER 20 YEARS, I HAVE COMMUTED TO, UM, BAPTIST HOSPITAL, TO WORK DEACONESS HOSPITAL TO WORK SOUTH SIDE OKLAHOMA CITY TO WORK.

AND EVERY DAY I'M IN BUMPER TO BUMPER TRAFFIC GOING TO AND FROM WORK BECAUSE A LOT OF PEOPLE LIVE IN EDMOND AND WORK OUTSIDE OF EDMOND.

I I REMEMBERED HEARING THROUGHOUT THAT SURVEY RESULTS THAT WE WANT PEOPLE TO LIVE AND WORK IN EDMOND.

SOMETIMES IT'S JUST NOT POSSIBLE.

MY MY SECOND ISSUE AND, AND FOR MYSELF, I MEAN, MY SISTER AND BROTHER-IN-LAW, BOTH WERE, UH, LIVE IN EDMOND, WORK IN OKLAHOMA CITY.

MY PARENTS HAVE LIVED HERE.

MY MY KIDS LIVE HERE.

UM, THE WHOLE, WE NEED EVERYBODY TO LIVE IN.

EDMUND PHILOSOPHY IS, I'M SORRY, THAT'S JUST KIND OF, THAT'S, THAT'S KIND OF BOGUS.

BUT THE OTHER THING, AND I, I DON'T KNOW HOW TO SAY THIS WELL, BUT I KNOW IN A CITY ELECTION, LESS THAN 10% OF THE POPULATION GENERALLY VOTES.

AND I WOULD RESPECTFULLY REQUEST THAT.

AND, AND AS SOMEBODY WHO WASN'T INVOLVED IN COMING TO MEETINGS AND NOT KNOWING, I THINK I WAS UNDER THE IMPRESSION THAT WHEN MAJOR DECISION DECISIONS WERE MADE ABOUT MY CITY, THAT THE CITIZENS WERE INVOLVED IN THAT PROCESS.

WHETHER LIKE THE 81 MILLION THAT A LOT OF PEOPLE, INCLUDING ME, ARE STILL BOTHERED ABOUT, THAT THAT WOULD'VE COME OUT AS A VOTE WHEN DIFFERENT TIMES APARTMENT COMPLEXES WERE THOUGHT ABOUT FOR EDMUND.

THE PEOPLE VOTED AND THEY VOTED NO, THEY DIDN'T WANT 'EM, OR THEY DIDN'T WANT WHERE THEY WERE LOCATED.

BUT I WOULD LIKE THE CITY TO ADDRESS THE FACT THAT IF YOU TRULY WANT THE CITIZENS TO BELIEVE THAT YOU REPRESENT US, THAT IF MAJOR DECISIONS ARE MADE, ESPECIALLY IN LOOKING OUT THE HOUSING INSTEAD OF 1700 PEOPLE BEING IN A SURVEY, THAT MAYBE THE CITY COUNCIL COULD APPROPRIATE MONEY TO MAKE A SURVEY TO GO TO EVERY MAILBOX OF EVERY EDMOND CITIZEN.

SO THAT MAY BE THE RESULTS OF THOSE SURVEYS WOULD REPRESENT THE PEOPLE.

THE MAJORITY OF PEOPLE.

I DON'T KNOW HOW MANY PEOPLE IN THIS TOWN KNOW THAT THERE ARE SURVEYS ON THE CITY WEBSITE.

I DIDN'T KNOW.

I WOULD KNOW WHAT TO LOOK FOR, MUCH LESS WHAT'S AVAILABLE TO LOOK FOR.

AND THAT'S JUST MY, MY WISH AND HOPE MOVING FORWARD THAT THE COUNCIL WILL JUST REMEMBER THE CITIZENS, THE FEW PERCENTAGE OF CITIZENS THAT ACTUALLY SHOW UP AND VOTE.

MAYBE WE COULD GET MORE CITY INVOLVEMENT IF WE KNEW MORE WHAT WAS GOING ON.

THERE WAS A LITTLE FELLA HERE TONIGHT.

A LITTLE BOY SCOUT.

HE SAW US AT OUR FINEST AND HE SAW A LITTLE FUSSING, BUT HE GOT AWAY BEFORE WE COULD FIGURE OUT WHY HE WAS HERE.

I ASKED MR. MURDOCH AND HE INDICATED IT WAS PROBABLY FOR A MERIT BADGE OF SOME TYPE.

UH, MS. SAWYER, UH, THE LITTLE FELLA HAD TO LEAVE AND MS. SAWYER TRACKED THE MOTHER DOWN TO MAKE SURE THAT EVERYTHING WAS ALL RIGHT.

IT WAS JUST THE SCHOOL NIGHT AND HAD TO GET GOING.

UH, I HOPE WE CAN SOMEHOW LOCATE HIM OR IF HE COMES BACK OR IF HIS TROOP MASTER, UH, CAN INFORM US.

BUT HE SAT THROUGH A INTERESTING MEETING AND MAYBE HE DESERVES TWO MERIT BADGES.

I, I SPOKE WITH HIM BEFORE, UH, BEFORE IT STARTED, AND, UH, TALKED TO HIM ABOUT HIS PATH TO EAGLE.

HE IS, UH, OVER AT EDMOND NORTH, 14 YEARS OLD AND WAS HERE FOR HIS COMMUNICATIONS, MERIT BADGE.

UM, ALWAYS LIKE SEEING FELLOW SCOUTS OUT THERE.

BUT YEAH, I THINK, UM, ALWAYS, ALWAYS PEOPLE ARE WATCHING HOW DEMOCRACY WORKS, SO I APPRECIATE ALL THE DECORUM THAT WE CAN ALWAYS MUSTER TO, UH, TO SHOW HOW THAT, HOW THAT CAN DO SO IN A CIVIL MANNER.

WELL, I GUESS IF WE'RE GONNA TALK ABOUT, UM, BOY SCOUTS, UM, I WAS ASKED TO MEET WITH A COUPLE OF BOY SCOUTS, UM, THE OTHER DAY AND I FIGURED THEY'D ASK QUESTIONS LIKE, WHY'D YOU RUN FOR CITY COUNCIL? AND THEY, THEY ASKED A FEW OF THOSE THINGS AND WONDERED WHO THE MAYOR'S BOSS WAS.

AND I SAID, THE PEOPLE WHO ELECTED HIM.

AND, UM, BUT THEY ASKED ABOUT, UM, OUR

THEY ASKED ABOUT ABORTION.

THEY ASKED SOME REALLY, REALLY HARD QUESTIONS.

SO I JUST WANNA, UM, PUT OUT THERE THAT WE'VE, YOU KNOW, LET'S NOT DISCOUNT OUR YOUNG PEOPLE IN THIS COMMUNITY.

THEY'RE ASKING THE HARD QUESTIONS.

THEY WANT TO HAVE THE HARD CONVERSATIONS AND, UM, AND BE INVOLVED.

SO, UM, NOT GREAT THAT WE WERE TESTY AND FRUSTRATED, BUT AT THE SAME TIME, SOMETIMES THAT IS WHAT'S HAPPENING HERE.
