GONNA HEAR TWO PRESENT PRESENTATIONS IN THIS WORKSHOP, DOWNTOWN PEDESTRIAN AND RAILROAD SAFETY, AND THE PELICAN BAY UPDATE WORK SHOP.ANDY, YOU'RE GONNA START US OFF.
ANDY CON'S, ASSISTANT CITY MANAGER OF ADMINISTRATION.
UM, UH, SO WE'RE FIRST GONNA HEAR FROM KENT CAER FROM KIMLEY HORN.
SO THE CITY INITIATED A FEASIBILITY STUDY AND SELECTED KIMLEY HORN TO DO THAT FEASIBILITY ABOUT INCREASING SAFE MEASURES FOR PEOPLE TO CROSS THE RAILROAD TRACKS IN DOWNTOWN EDMOND.
WE KNOW THAT THERE'S CHALLENGES NOW AND WE KNOW THAT THERE'S GONNA CONTINUE TO BE CHALLENGES WITH THE NUMBER OF LIVING UNITS THAT ARE BEING ADDED ON ONE SIDE OF THE TRACKS AND ALL THE AMENITIES THAT ARE BEING ADDED ON THE OTHER SIDE OF THE TRACKS.
SO I'D LIKE TO IN INTRODUCE KENT CASER TO TALK THROUGH THE FEASIBILITY AND THE FINDINGS OF THE FEASIBILITY STUDY.
SO, AS ANDY WAS SAYING, UM, I'M GONNA GIVE YOU A BRIEF PRESENTATION OVERVIEW OF THE FINDINGS.
UH, I THINK YOU HAVE A COPY OF THE REPORT, WHICH I'LL REFERENCE, UH, IN A COUPLE OF INSTANCES.
SO, UH, ABOUT A YEAR AGO WE WERE APPROACHED ABOUT STUDYING THE, UM, THE RAIL CROSSING.
IT HAD BEEN AN ISSUE THAT WAS ADDRESSED THROUGH COUNCIL, TO MY UNDERSTANDING, UH, FOR THE SAFETY CONCERNS OF, UH, PEDESTRIANS, BICYCLISTS, AND THAT, UH, MODE OF TRANSPORTATION AS IT RELATES TO THE DEVELOPMENT ACTIVITIES THAT ARE TAKING ON AROUND THE COMMUNITY, AS WELL AS THE INCREASED RAIL ACTIVITY THAT'S THAT'S TAKING PLACE AS, AS YOU WELL KNOW.
SO OUR OVERALL STUDY OBJECTIVES WERE TO LOOK AT SOME SAFETY MITIGATION MEASURES, UH, DUE TO PEDESTRIAN AND TRAIN ACTIVITY.
THERE WERE THREE PRIMARY OBJECT, UH, EXCUSE ME, ALTERNATIVES THAT WE HAD LOOKED AT GOING OVER, GOING UNDER AND GOING AROUND.
AND I'LL EXPLAIN EACH OF THOSE IN A LITTLE BIT MORE DETAIL.
SO IN CONCEPT A LITTLE BIT, I THINK YOU'RE VERY FAMILIAR WITH THIS PARTICULAR AREA, BUT YOU CAN SEE WHERE, UH, THERE WE, WE FOCUSED ON MAIN STREET AS AN EXAMPLE.
IT COULD HAVE BEEN ANY ONE OF THE CROSSINGS, BUT THAT ONE WAS DEEMED PROBABLY MOST PRUDENT GIVEN THE LOCATION OF NOT ONLY DOWNTOWN, UH, BUSINESSES, BUT ALSO WHERE RECENT DEVELOPMENT ACTIVITY WAS TAKING PLACE.
SO THOSE WOULD, UH, TOP LEFT HAND CORNER WOULD BE THE OVER AND UNDER, UH, LOCATIONS THAT WE LOOKED AT CONCEPTUALLY.
AND THEN THE AROUND OPTION WAS A WAY IN CREATING KIND OF A PARK TRAIL TYPE OF AN ENVIRONMENT, UH, WHICH WOULD GO DOWN SOUTH CIRCLE BACK UNDER, AROUND THERE AT, UH, SECOND STREET, EDMOND STREET, AND THEN COMING BACK UP.
AND THERE'S A COUPLE OF EXAMPLES IN THE ILLUSTRATION.
AGAIN, THEY'RE A LITTLE BIT MORE DETAILED IN THE, UH, THE REPORT THAT I THINK YOU HAVE.
SO A LITTLE BIT ON THE DATA COLLECTION, ONE OF THE FIRST STEPS THAT WE ENGAGED IN WAS CONTACTING, UH, THE PUBLIC PROJECT MANAGER FOR BURLINGTON NORTHERN SANTA FE.
UH, HIS OFFICE IS OUT OF FORT WORTH, TEXAS, BUT HE IS OVER TEXAS AND OKLAHOMA.
HE'S BEEN WORKING, I THINK HE WAS ALSO THE SAME ONE THAT WORKED WITH THE CITY ON THE QUIET ZONE PROJECT.
SO HE WAS VERY FAMILIAR WITH THEIR AREA.
WE HAD A REALLY GOOD DEBRIEF, UH, WITH THIS INDIVIDUAL AS WELL AS REFERENCES TO ALL THE, THE PERTINENT DESIGN MANUALS THAT WOULD APPLY TO ANY DESIGN, WHETHER IT GO OVER OR UNDER SOME OF THE KEY TAKEAWAYS.
UH, THEY SHARED WITH US THEIR RIGHT OF WAY MAPS THAT THEY HAD BOTH, UH, AT ALL THE DIFFERENT CROSSINGS THAT WE WERE LOOKING AT.
UM, THERE'S A FUTURE MAIN TRACK THAT IS AT LEAST ON THE BOOKS, I'LL SAY IT THAT WAY.
UH, THAT WOULD BASICALLY BE EAST OF THE EXISTING, UH, SIDING TRACK THAT IS THERE NOW.
UM, KEY PIECE OF INFORMATION WAS THE AMOUNT OF DOWNTIME BECAUSE THERE'S, AT THIS TIME IT WAS 36 TRAINS A DAY.
THEY WOULD ONLY ALLOW A FIVE HOUR WINDOW OF TIME FOR ANY TYPE OF CONSTRUCTION ACTIVITY TO TAKE PLACE IN WHICH IT PREVENTED, UH, TRACK ACTIVITY.
ANY TUNNELS THAT WE WOULD, UH, BE, UM, CONSTRUCTING WOULD'VE TO EXTEND 25 FEET BEYOND, UH, THE NEAREST TRACK.
SO THOSE ARE SOME KEY THINGS THAT KIND OF GOES INTO THE MORE OF THE DESIGN CONSIDERATIONS, BUT MORE IMPORTANTLY, IT REALLY AFFECTS WHERE OUR COST, UH, ESTIMATES WERE COMING IN AT.
SO A LITTLE BIT OF SOME ORIENTATION, UH, AGAIN, YOU'VE GOT TWO TRACKS THAT ARE THE MAIN TRACKS.
ONE IS A SIDING TRACK, ONE'S A MAIN TRACK, AND THEN THERE'S THE OTHER SPUR THAT FED THE, UH, ORIGINAL MILL, UM, FACILITY.
OBVIOUSLY THIS IS UNDER CONSTRUCTION.
THIS IS THE MILL HOUSE DEVELOPMENT PROJECT.
AND SO WE WERE ABLE TO CAPTURE SOME OF THE INFORMATION THAT CAME FROM COUNCIL MEMBER, UM, DECISIONS, UH, FOR IT TO GO FORWARD.
SO THAT'S WHERE A LOT OF THESE SCHEMATICS CAME FROM.
BUT THAT WAS ONE OF THE DRIVING FORCES ON THE

WEST SIDE OF THE THE TRACKS.WE ALSO LOOKED AT THE EXISTING INFORMATION THAT, UH, INCLUDED A LOT OF THE DOWNTOWN MASTER PLANS, BIKE PEDESTRIAN STUDIES, AS WELL AS THE PARKING STUDIES FOR ANY OF THE CONCEPTS OR NEEDS THAT WERE IDENTIFIED IN THOSE PREVIOUS REPORTS.
SO AS I GET INTO WHAT THE PREFERRED ALTERNATIVE WAS, WHICH WAS GOING OVER, LEMME STEP BACK AND JUST KIND OF EXPLAIN A LITTLE BIT ABOUT SOME OF THE OTHER ALTERNATIVES, JUST SO YOU KIND OF UNDERSTAND WHAT WAS INTO CONSIDERATIONS.
I'LL FIRST TALK ABOUT THE ONE THAT WENT AROUND.
IT WAS KIND OF A, A BIKE, UH, PEDESTRIAN PATH AND IT WOULD HAVE TO LEVERAGE THE EXISTING OVERCROSSING THERE AT EDMUND ROAD.
UM, THAT IS A LITTLE BIT OF A OUT OF DISTANCE TRAVEL FOR ANY PEDESTRIANS.
UH, AND THERE'S ALSO SOME, I'LL SAY, CHALLENGES RELATIVE TO THE EXISTING PUMP STATIONS THAT'S ALREADY THERE.
AND SO MOSTLY BECAUSE OF THE OUTER DIRECTION TRAVEL, IT DIDN'T SEEM LIKE IT WAS PRUDENT THAT PEDESTRIANS WOULD GO THAT FAR OUT OF THE, OUT OF THEIR TRAVELS IN ORDER TO, UH, JUST AVOID THE, THE, THE TRAIN OF JUST MERELY WALKING ACROSS THE TRACKS.
BUT WE DID WANNA PUT THAT OUT THERE, ESPECIALLY FOR WHEN WE LOOK AT SOME OF THE COST CONSIDERATIONS.
THE OTHER ONE WAS THE UNDERGROUND OR THE, UH, TUNNEL.
UH, SO THERE IS A VERY SPECIFIC CRITERIA, UM, UH, THAT THE B N SS F WAS PUTTING FORWARD TO US.
WE TALKED ABOUT THE 25 FOOT DISTANCE BEYOND THE, THE FURTHER OUT, UH, TRACK ACTIVITIES, WHICH IT INCREASES THE LENGTH OF THE TUNNEL IT WOULD NEED TO BE AS WELL.
BUT THERE'S ALSO SOME OTHER FACTORS.
ONE OF 'EM, UH, ADVENT, AS YOU KNOW, IS RELATIVELY FLAT.
THERE'S NOT A LOT OF OPPORTUNITIES FOR DRAINAGE.
SO ANY TYPE OF, UH, PEDESTRIAN TUNNEL THAT WOULD GO IN WOULD'VE TO HAVE ITS OWN PUMPS VERY SIMILAR TO WHAT HAPPENS ON ON EDMOND ROAD, UH, AT THE TRACKS RIGHT NOW.
SO THAT PROBLEM DOES NOT GO AWAY AND THERE'S DIDN'T FEEL LIKE THERE WAS ENOUGH, UM, EXISTING UTILITIES TO BE ABLE TO TAKE ON ANY DRAINAGE THERE.
OTHER FACTORS, UH, THAT WOULD GO INTO A TUNNEL WOULD BE THE OVERALL SIZE.
WE KNOW THAT THERE'S A LOT OF ERGONOMICS IN TERMS OF WHAT PEOPLE FEEL SAFE WITH.
UH, SO YOU KNOW, AGAIN, IT WOULD PROBABLY INCREASE THE OVERALL WIDTH, PERHAPS THE HEIGHT AND SOME OF THOSE FACTORS LIKE THAT.
SO ALL THOSE THINGS BEING IN CONSIDERATION, IT WAS A COLLECTIVE DECISION FOR US TO GO FORWARD WITH A PEDESTRIAN OVERCROSSING.
THIS PARTICULAR SCHEMATIC, UH, KIND OF GIVES A LITTLE BIT OF THE SCALE.
WE DID LOOK AT A FEW DIFFERENT OPTIONS, UH, MAINLY ON THE WIDTH OF THE OVERALL, UH, PEDESTRIAN, UH, BRIDGE.
IT'S ABOUT 130 FEET, UH, BETWEEN THEIR, UH, WHAT WE CALL A BENT, UH, BUT IT'S THE MAIN STRUCTURES THAT HOLD UP THE, UH, THE BRIDGE CROSSING ITSELF.
AND THEN YOU CAN SEE ON EITHER SIDE THERE'S THE ELEVATOR SHAFTS WITH, UM, WITH STAIRCASES A LITTLE BIT OF FROM THE COST CONSIDERATIONS OVERALL, YOU CAN SEE THAT THE PEDESTRIAN TUNNEL GOING UNDER IT WOULD HAVE A RANGE SOMEWHERE BETWEEN FIVE AND $8 MILLION AS OPPOSED TO THE OVERCROSSING, UH, WHICH IS BETWEEN FOUR AND $5 MILLION.
THOSE COST ESTIMATES WERE BASED ON SOME, I'LL SAY RECENT STUDIES AND CONSTRUCTION PROJECTS THAT WE HAVE ACTUALLY BEEN ENGAGED WITH AND FACTORED UP TO BE REPRESENTATIVE OF 2024 CONSTRUCTION DOLLARS AND DOES INCLUDE, UM, UH, CONS, UH, ENGINEERING AND INSPECTION AT 22%.
AND, UM, MISCELLANEOUS AT 25% UNKNOWNS CONTINGENCIES.
AND THEN WE ALSO HAVE THE THIRD OPTION THERE, WHICH IS THE PEDESTRIAN TRAIL GOING AROUND AND IT WAS A TWO TO $3 MILLION.
SO A LITTLE BIT OF SOME CONCEPTS.
WE WANTED TO KINDA GIVE, UH, YOU AN OPPORTUNITY TO KIND OF SEE WHAT THINGS WOULD LOOK LIKE.
WE USE A PARTICULAR SOFTWARE MODELING PROGRAM CALLED SKETCHUP AND YOU CAN SEE THAT WE'RE TRYING TO MATCH THE EXISTING BRICK, UH, FACADE THAT'S OUT THERE RIGHT NOW.
AND THEN THEY PUT AN OVERALL PEDESTRIAN.
UM, WELL WHAT YOU'RE LOOKING INTO RIGHT NOW WOULD BE THE ELEVATOR SHAFTS AND THE STAIRCASE.
ONE OF THE OPTIONS THAT I DIDN'T EXPAND UPON PREVIOUSLY, BUT THE STAIRCASE HERE SHOWS THAT IT'S KIND OF IN, IN ALIGNMENT WITH THE OVERALL BRIDGE STRUCTURE.
IT CAN ALSO BE WRAPPED AROUND THAT'S, THAT'S JUST A DESIGN ASPECT AND THEN GOING ACROSS TO THE OTHER SIDE.
SO NOW WE'RE KIND OF GIVING YOU A PERSPECTIVE OF WHERE, UH, THE DEVELOPMENT ACTIVITIES, UH, IS ON THE WEST SIDE AS WELL AS THE EXISTING DOWNTOWN FACADE.
AND IT ALSO REFLECTIVE OF THE NARROWER, UM, OVERALL BRIDGE STRUCTURE THAT IT, UH, THAT WAS PLANTED 130 FEET.
AND THEN FROM THE OTHER SIDE, UH, KIND OF GIVING YOU A CONCEPT OF WHERE, AND NOW I WILL SAY THAT THE, WHERE THE ELEVATOR SHAFTS ARE ON THE WEST SIDE IS

EXACTLY THERE AT THE UH, RIGHT OF WAY LINE.UH, THAT IS, UM, BOTH THE MILLHOUSE DEVELOPMENT AS WELL AS THE DRAWINGS THAT CAME FROM BOTH THE CITY AND UH, B N S F CAME WITH THE EAST SIDE.
UH, ELEVATOR SHAFT IS BROUGHT IN TO WHAT WE BELIEVE TO BE THE NARROWEST.
IT CAN BE, UH, BASED ON UH, WHERE FUTURE TRACK, UH, CONSTRUCTION WOULD WOULD BE LOCATED.
AND THAT'S WHAT BASICALLY WAS THE RESULT OF IT.
SO I DON'T REALLY HAVE CONCLUSIONS.
I HAVE REALLY MORE OF SOME FINDINGS AND OVERALL THERE ARE OPTIONS THAT CAN BE CONSIDERED.
THEY ALL ARE EQUALLY, UH, HAVE GOOD ATTRIBUTES TO THEM.
UH, WE BELIEVE THAT THE OVERCROSSING WAS PROBABLY THE MOST PREFERRED FOR BOTH COST AND STRUCTURAL, UH, CONSIDERATIONS.
AND UM, IT WOULD ADDRESS SOME OF THE SAFETY ISSUES SHOULD THEY NEEDED TO BE.
WITH THAT, I THINK I'M READY TO TAKE ANY QUESTIONS THAT Y'ALL MIGHT HAVE.
YES, I THANK YOU FOR THE VERY MUCH FOR THE PRESENTATION.
DID THE RAILROAD HAVE A RECOMMENDATION WHAT THEY WOULD PREFER? OVERCROSSING IS WHAT WAS STATED ON THE JUNE, UH, MEETINGS THAT WE HAD WITH THEM.
SO ON THE, UM, I KNOW ONE OF THE, UH, ADVANTAGES OF THE REGIONAL TRANSIT COMING IN ON THE RAIL WOULD BE A DECREASE OF THE AMOUNT OF TIME THAT THEY WOULD BE STOPPING IN DOWNTOWN.
WAS THERE ANY CONVERSATION IN REGARDS TO THIS DESIGN WITH THAT GROUP, WITH OUR TWO MEMBERS THAT ARE ON THAT, ON THAT BOARD AND ANY FEEDBACK AS TO, BECAUSE I'M SURE WE'RE NOT THE ONLY ONE THAT'LL HAVE TO LOOK AT STUFF LIKE THIS.
UM, I WOULD SAY THAT THERE WAS SOME LIMITED DIALOGUE THAT TOOK PLACE.
WE'RE ACTUALLY PART OF THAT STUDY IN A VARIETY OF DIFFERENT WAYS.
AND IT'S WHAT RESULTED OUT OF THOSE DISCUSSIONS WAS THERE WAS STILL A FAIR AMOUNT OF UNKNOWNS AND WHETHER OR NOT THE ACTUAL, UM, REGIONAL RAIL ACTUALLY TOOK PLACE WAS STILL AN UNKNOWN IN TERMS OF FUNDING AND WHERE IT WENT.
SO WE WENT FORWARD WITH WHAT WE HAD, BUT WE DID HAVE SOME DISCUSSIONS WITH THEM.
'CAUSE POTENTIALLY WE WOULD HAVE AN INCREASE IN PEDESTRIAN ACTIVITY IN AND AROUND WHERE WE WOULD HAVE A DOWNTOWN DEPOT, YOU KNOW, PEOPLE GOING ACROSS FROM SAY THE OXLEY OR DIFFERENT HOUSING OPTIONS.
AND SO I WAS JUST TRYING TO KIND OF CONFIGURE IN MY HEAD IN RELATION TO WHERE WE'RE, WHERE WE'VE AUTHORIZED SOME INITIAL LAND AND THIS AND SOME OTHER THINGS AND HOW IT ALL FIT TOGETHER IS LIKE A BIGGER PIECE.
IF MY MEMORY SERVES ME CORRECT, THE UM, STATION WAS GONNA BE PLANNED ON THE SOUTH SIDE OF EDMOND ROAD.
ANY OTHER COMMENTS? WELL, SO WITH RESPECT TO THE SAFETY ASPECT, UM, I THINK THIS WAS MORE ASSESSING OPTIONS JUST AS KNOWING THERE WERE SOME SAFETY CONCERNS, BUT YOU ALL DIDN'T REALLY DELVE INTO NECESSARILY OTHER COMMUNITIES WHERE THEY HAVE THIS SITUATION WITH THE DEVELOPMENT ON EACH SIDE.
AND I MEAN, I'M JUST, I DON'T KNOW, WONDERING HOW BIG OF A CONCERN THE SAFETY CONCERN IS POTENTIALLY, OR GOOD QUESTION.
AND WE DID NOT LOOK INTO ANY SAFETY ASPECTS OF IT.
WE'RE AWARE OF SOME, UM, UH, CRASH STUDIES OR ALL SAY FATALITIES THAT HAVE TAKEN PLACE IN THE COMMUNITY THAT WAS NEAR ON THE TRACKS, BUT IT WASN'T DEEMED TO BE CLOSE TO WHERE WE'RE AT.
THERE WILL BE PEDESTRIAN, INCREASED PEDESTRIAN ACTIVITIES, BUT WE DIDN'T GO INTO ANY PROJECTIONS.
WHERE YOU GONNA, JUST GONNA KIND OF WRAP IT UP.

AND FOR THE SEASON WE MET OUR BUDGETED GOALS FOR ATTENDANCE.
UM, EVEN THOUGH WE HAD RECORD BREAKING RAIN JUNE AND JULY, I'M SURE Y'ALL REMEMBER THAT.
UM, SO WE HAD A LOT OF CANCELLATIONS, CLOSURES JUST COLD.
I THINK WE HAD WHAT, THREE COLD FRONTS IN JUNE, JULY, AND AUGUST.
SO, UM, DESPITE THAT WE STILL WERE ABLE TO MEET OUR OBJECTIVES.
UM, AND WE WERE JUST PACKED, UH, MORE PACKED AS THE SUMMER WENT ON.
AND THE WARMER IT GOT, UM, IT SEEMS, UH, FOR SWIMMING LESSONS AND JUNIOR GUARD, THIS WAS OUR FIRST SUMMER DOING OUR JUNIOR GUARD CAMP, WHICH IS 10 TO 15.
AND IT TEACHES THEM BACKBOARDING AND LIFESAVING SKILLS AND C P R THAT COMBINED WITH OUR SWIM LESSONS, WE HAD 918 ENROLLMENTS, WHICH IS A 79% INCREASE FROM LAST YEAR, WHICH IS GREAT.

SO WE WANNA MAKE SURE WE KEEP OUR RETENTION UP AND IT MAKES IT A LOT EASIER.
BUT YEAH, I CUT IT OFF AND WE JUST HAD ALL A FLOOD OF PEOPLE WANTING TO WORK FOR US.

UM, TILES WERE POPPED OFF EVERYWHERE.
WE LOST SOME TILES THIS SUMMER TOO.
IT ALSO, UM, IS A CONCERN WITH PEOPLE GETTING CUT ON ON THOSE SHARP EDGES.
SO THAT WAS KIND OF PREVALENT THROUGHOUT THE POOL.
AND THEN, UM, YOU CAN SEE JUST KIND OF CRACKS AND THIS IS KIND OF THAT NORTH WALL THERE.
SO THE GOOD NEWS IS, UM, WITH SOME OF THE CHANGE ORDERS THAT YOU APPROVED, WE HAD A GOOD CONTRACTOR AND WE WERE ABLE TO SCRAMBLE AND KIND OF GET THAT ADDRESSED.
SO WE DID NOT OPEN IN THAT CONDITION.
WE DIDN'T OPEN IN AN UNSAFE CONDITION WHERE YOU COULD GET CUT OR ANYTHING LIKE THAT.
WE WERE ABLE TO GET ALL THOSE, ALL THOSE THINGS DONE KIND OF RIGHT AT THE LAST MINUTE.
IT WAS KIND, KIND OF A MIRACLE.

CAME OUT AND EVALUATED THE POOL.
AND THIS IS JUST KIND OF A SUMMARY OF WHAT THEY FOUND.
DO YOU HAVE EXPANSIVE SOILS? IS THERE GROUND, IS IT A GROUNDWATER PROBLEM? UM, BASICALLY WHAT THEY DESCRIBED THE UNDERGROUND IS, LET'S FIND THAT PICTURE OF THE SLIDE.
UM, THAT'S ALL KIND OF ROCK THERE.
THAT'S BASICALLY WHAT THEY DESCRIBED IS WHAT IT IS LIKE UNDER THE POOL.
THERE'S, THERE'S ROCK UNDERNEATH THERE, WHICH, UM, ISN'T NECESSARILY A BAD THING FROM WHAT I COULD TELL IN THE REPORT.
BUT THE PROBLEM IS, IS WE HAVE WATER LEAKING, UM, SOMEWHERE, PROBABLY MULTIPLE PLACES.
AND SO IT GETS KIND OF PULLED UP IN THAT ROCK.
IT DOESN'T HAVE ANY ORDER TO GO.
AND IT'S OKAY DURING THE SEASON WHEN YOU HAVE THE WEIGHT OF THE WATER IN THE POOL, BUT ONCE IT GETS DRAINED YOU HAVE THAT KIND OF PRESSURE PUSHING ON THE POOL.
AND THAT'S THEIR THEORY OF WHY WE'RE, UM, SEEING CRACKING AND IT'LL JUST KIND OF GET, GET WORSE.
UM, THE STUDY DOESN'T IDENTIFY LIKE THIS IS WHERE YOUR POOL IS LEAKING, IT JUST IDENTIFIES POSSIBILITIES OF, OF WHERE IT COULD BE LEAKING.
BUT THAT'S REALLY DIFFICULT AND, AND I, AND I WOULD SAY IT'S NOT NECESSARILY UNCOMMON IN AN OLDER OUTDOOR POOL.
UM, WE RECEIVED SOME POOL TOURISM THIS SUMMER FROM OUT OF COUNTY.
UM, YOU KNOW, GUTHRIE HAD AN OLDER POOL WITH LOTS OF WATER LOSS THAT THEY, THEY COULDN'T KEEP UP WITH AND THEY, THEY WERE CUSTOMERS OF, OF PELICAN BAY THIS SUMMER.
UH, SO THOSE, THOSE ARE JUST SOME OF THE TAKEAWAYS FROM THE STUDY.
THEY, THEY GAVE SOME THINGS THAT LIKE, HEY, YOU CAN DO THIS NOW TO GET OPEN.
UM, BUT UM, I'LL, I'LL SKIP OVER THAT.
SO THEY JUST KIND OF TALKING BACK AND FORTH.

THE GUTTERS NEED TO BE ALSO CUT OUT AND REPLACED AND THEN THE POOL RE PLASTERED AND PAINTED.
UM, AND THIS IS KIND OF THE ESTIMATE AT THREE AND A HALF MILLION TO DO THAT.
THE DESIGN WOULD BE LONGER AND MORE EXPENSIVE TO, TO DO THAT JUST 'CAUSE YOU'RE KIND OF LIKE MATCHING OLD PIPES WITH, WITH NEW THINGS AND, AND THEY HAVE CONCERNS WITH THAT AND IT JUST, IT TAKES MORE TIME.
AND THEN ANOTHER OPTION IS JUST REPLACEMENT OF THE POOL.

SO THAT'S KIND OF THE POOL BASIN IT ALL OF THE ABOVE PLUS THE ENTIRE CONCRETE POOL BASIN OF JUST TAKING IT OUT AND BASICALLY STARTING NEW THAT IS LESS OF A DESIGN TIME.UM, OBVIOUSLY MORE CONCRETE AND INVOLVED IN THE CONSTRUCTION PART OF IT.
AND THEY JUST THREW OUT A BALLPARK OF $5 MILLION THERE.
I WOULDN'T TRUST THAT NUMBER UNTIL WE, WE GET AND DECIDE, YOU KNOW, EXACTLY WHAT WE WANT TO DO WITH THE FACILITY.
THAT'S REALLY, IT SOUNDS VERY LOW TO ME.
BUT I MEAN THAT'S JUST WHAT THEY SUPPLIED ME, BUT I KIND OF AGREE WITH YOU.
BUT I GUESS WE'D HAVE TO SEE, WE'D HAVE TO GET IN AND OKAY, WE'RE GONNA REPLACE IT.

SO, UM, YOU COULD LOOK AT A NEW POOL IN ANOTHER LOCATION.
OBVIOUSLY THAT'S, YOU KNOW, THAT I, I'VE JUST THREW, WE THREW $12 MILLION OUT THERE BASED ON ANOTHER PROJECT THAT THEY DID.
BUT THAT'S ACQUIRING LAND AND DESIGN.
THAT'D BE A MUCH, MUCH LONGER PROCESS THAN THAN THAT.
UM, AND THEN, AND THEN I GUESS AN OPTION TWO IS JUST DON'T HAVE IT.
THAT, THAT, THAT COULD ALSO BE AN OPTION ON THE TABLE, WHICH, WHICH I PERSONALLY WOULDN'T WANNA SEE, BUT IT COULD BE AN OPTION.

IT'S, IT'S GOING GOOD EXCEPT, YOU KNOW, THE, THE WATER LOSS.
UM, RIGHT NOW WE, WE JUST PUT OUT AN R F Q JUST TO UM, GET THE BALL POSSIBLY ROLLING ON, ON HIRING A CONSULTANT IF THAT'S, IF WE GO IN THAT DIRECTION.

YOU KNOW, IF, IF WE WANTED TO PURSUE, UM, WHAT THE PARK BOARD IS RECOMMENDING, UM, I THINK WE WOULD LOOK TO START DESIGNING AND THEN IF WE WERE GONNA DO CONSTRUCTION, HAVE IT BE LIKE RIGHT AFTER THE SEASON AND, AND TRY TO MAKE IT THROUGH ANOTHER SEASON.
