THIS EVENT IS A HYBRID OPEN AIR EXPERIENCE THAT ALLOWED FAMILIES TO ENJOY A NIGHT OF CAMPING WITHOUT BEING TOO FAR FROM HOME.

AROUND THREE OH MEMBERS OF THE COMMUNITY.

GATHERED AT MITCH PARK, UNPLUGGED FOR THE AFTERNOON, ENJOYED OUTDOOR ACTIVITIES.

INCLUDED DINNER WITH AN ALFRESCO MOVIE IN THE PARK, QUA TIME AROUND A CAMPFIRE, AND THEN WRAPPED UP THE NIGHT BY TENT.

CAMPING AT MITCH PARK OUT AT ARCADIA LAKE, UH, IS GEARING UP FOR ANOTHER GREAT SEASON OF THEIR WALK THROUGH TRICK OR TREAT EVENT CALLED STORYBOOK FOREST.

ATTENDEES WILL GET TO WALK THE TRAILS AND EXPERIENCE DIFFERENT SETUPS THAT ARE EVERY KID'S FAVORITE STORY.

IN ADDITION TO THE CANDY, FAMILIES CAN ENJOY A HAYRIDE STORYTELLING AND S'MORES.

THIS SERVICE IS FREE AND TOTALLY VOLUNTARILY AND VOLUNTARY.

DURING THE LAST 20 WEEKS, THESE CADETS HAVE RECEIVED TRAINING IN STATUTES, ORDINANCES, AND COMMUNICATIONS, HUMAN RELATIONS AND OPERATIONAL SKILLS.

AFTER GRADUATION, THE SIX MEN AND ONE WOMAN THAT COMPRISE THIS CLASS WILL MOVE INTO THE 14 WEEK FIELD TRAINING PROGRAM.

THE COMMUNITY CAN EXPECT TO SEE THESE OFFICERS IN SOLO ASSIGNMENTS STARTING AROUND FEBRUARY 14TH, 2024.

AND LASTLY, IT SEEMS THAT FALL IS THE PRIME SEASON FOR MANY PUBLIC AND PRIVATE UTILITIES TO UNDERTAKE TREE AND VEGETATION TRIMMING, PROVIDING SAFE, EFFICIENT, AFFORDABLE POWER AS THE MISSION OF EDMOND ELECTRIC.

AND TO DO THAT MEANS ENSURING EQUIPMENT AND PROCESSES ARE MAINTAINED PROPERLY, AND SAFETY AND SAFELY.

SOMETIMES THAT DOES MEAN TRIMMING TREES.

TREES ARE A BIG PART OF WHAT MAKES EDMOND SPECIAL.

THEY SAVE ENERGY BY SHADING OUR HOMES, PROVIDING HABITAT FOR WILD CREATURES.

I DUNNO IF THAT'S YOU MAYOR, BUT ANYWAY, HELPING CLEAN OUR AIR AND BEAUTIFYING OUR NEIGHBORHOODS.

UNFORTUNATELY, TREES ARE ALSO A LEADING CAUSE OF STORM RELATED POWER OUTAGES IN EDMONDS SERVICE AREA.

SO, TO DO SO, EDMOND ELECTRIC FALLS A NATIONAL STANDARD PRACTICES ENDORSED BY THE INTERNATIONAL SOCIETY OF ARB CULTURE, THE NATIONAL ARBOR DAY FOUNDATION, AND THE NATIONAL ARBORIST ASSOCIATION.

UH, THE CITY'S AT EDMONDS VEGE VEGETATION MANAGEMENT PLAN INCLUDES STRATEGIC AND DEFINED PRACTICES TO O TO ENSURE ONLY TREES OF CONCERN ARE TRIMMED.

AND THE IMPACT TO THE GROWTH NEAR EDMOND ELECTRIC LINES AND EQUIPMENT IS MINIMAL.

THE KEY THING I WANNA HIGHLIGHT BEFORE ANY WORK IS DONE, EDMOND ELECTRIC REPRESENTATIVES WILL USE MULTIPLE NODES OF CONTACT, CUSTOMER CONTACT, INCLUDING MAILERS ARE SENT OUT IN ADVANCE OF WORK PLANNING TO BE, TO MAKE CUSTOMERS AWARE OF THE UPCOMING PRUNING.

A CITY UTILITY FORESTER LEAVES DOOR HANGERS DURING THE INSPECTION PROCESS WITH INFORMATION ABOUT THE WORK TO BE COMPLETED, AND THE CONTRACTOR NOTIFIES HIS RESIDENTS PRIOR TO THE WORK.

AGAIN, THE GOAL IS TO DO THE, THE TRIMMING NECESSARY TO ENSURE SAFE AND EFFICIENT DELIVERY SERVICES WHILE KEEPING THE RESIDENTS IMPACTED IN THOSE AREAS INFORMED TO WHAT'S HAPPENING AND WHY.

SO, THAT'S JUST A FEW THINGS, MAYOR, I JUST WANTED TO HIGHLIGHT, UH, THIS FALL IS A GREAT SEASON, SO WE ENCOURAGE EVERYBODY TO GET OUT AND ENJOY MANY OF THE EVENTS HERE IN EDMOND.

I DROVE OUT AND LOOKED AT IT ON SOME WORK THAT OG AND E HAD DONE TO MAINTAIN THEIR INFRASTRUCTURE AND THEIR, THEIR LINES.

AND IT'S A CRIME SHAME WHAT THEY DID.

JUST TO GIVE A BRIEF OVERVIEW OF OUR CURRENT SYSTEM, WE RUN SIX ROUTES EVERY 30 MINUTES, FIVE DAYS A WEEK.

AND WE RUN SIX ROUTES ON SATURDAYS FOR ONE HOUR.

WE ALSO HAVE A COMMUTER ROUTE.

ROUTE ONE GOES TO WALMART, GOES UP DAN UP BROADWAY TO DANFORTH.

ROUTE TWO COMES OUT AND GOES DOWN TO CREST.

ROUTE THREE GOES, UH, CURRENTLY DOWN SECOND STREET AND AROUND, UH, DOWN OUT TO VISTA LANE, AND THEN DOWN BRYANT, UM, BY EDMA MEMORIAL.

AND THEN BACK UP BROADWAY.

ROUTE FOUR GOES AROUND UCO AND OUT AND, UH, BY TARGET AND BACK IN TO FESTIVAL MARKET.

ROUTE FIVE IS A CIRCULAR ROUTE.

IT GOES FROM FESTIVAL MARKET DOWN, UH, BOULEVARD TO 33RD AND BACK UP BROADWAY.

AND FINALLY OUR SIXTH ROUTE.

WE RUN TWO BUSES ON THAT ROUTE.

IT RUNS OUT, UM, TO I 35, TO UM, SAM'S WALMART TO BOTH MERCY'S INTEGRIS HOSPITAL.

AND THEN BACK IN, UM, THE SHADED AREA IS OUR CURRENT PARATRANSIT, WHICH IS OUR DOOR TO DOOR SERVICE.

UM, THOSE INDIVIDUALS THAT LIVE WITHIN THREE QUARTERS A MILE FROM A FIXED ROUTE.

AND THAT AS, UM, JUST TO REMIND EVERYBODY THAT ALL OUR ROUTES FIXED AND DOOR TO DOOR ARE FAIR FREE.

OUR PROPOSED, UM, RIGHT NOW, ALL OUR, UH, SERVICE, UM, CONVERGE ON FESTIVAL MARKET AND HAVE, UM, FOR SEVERAL, SEVERAL YEARS, UM, EVERY 30 MINUTES MONDAY THROUGH FRIDAY.

AND ON SATURDAYS WE RUN FROM NINE 15 TO ALMOST SIX O'CLOCK AT NIGHT.

UM, NUMEROUS OCCASIONS.

ONE OF THE REASONS WHY WE'RE PROPOSING TO MOVE THIS IS NUMEROUS OCCASIONS THROUGHOUT THE YEAR.

WE HAVE TO MOVE THE TRANSFER CENTER BECAUSE OF ACTIVITIES THAT ARE HAPPENING AT FESTIVAL MARKET.

UM, AND AGAIN, ON

SATURDAYS BECAUSE OF OUR FARMER'S MARKET, UM, WE CANNOT PULL INTO FESTIVAL MARKET.

SO WE HAVE TO USE FIRST STREET RIGHT IN FRONT OF FESTIVAL MARKET TO UNLOAD AND LOAD PASSENGERS.

SO YOU CAN IMAGINE HAVING SIX BUSES ON SATURDAY MORNINGS IN THE MIDDLE OF FARMER'S MARKET IS QUITE CONGESTED.

UM, ALSO OUR CURRENT AREA THAT WE USE FOR PARKING MONDAY THROUGH FRIDAY.

UM, THERE'S SEVERAL TIMES THROUGHOUT THE DAY THAT WE CAN'T GET OUR BUSES IN BECAUSE PEOPLE ARE USING THAT, UM, UTILIZING THAT, UM, PARKING AREA.

EVEN THOUGH WE HAVE SIGNS DEDICATED FOR OUR BUSES, IT'S A GOOD PROBLEM TO HAVE AS BUSY AS DOWNTOWN IS HAVING.

BUT IT'S NOT SAFE FOR OUR PASSENGERS AND IT'S NOT SAFE FOR OUR DRIVERS.

OUR DRIVERS HAVE TO WORRY ABOUT ENOUGH THINGS AROUND THEM.

UM, AND WE'VE HAD SEVERAL ACCIDENTS, UH, RECENTLY OF VEHICLES BACKING INTO THE BUSES BECAUSE THEY DON'T SEE OUR BUSES BEHIND THEM WHEN THEY'RE BACKING UP IN THIS AREA.

SO THE BUSES, IF YOU'RE FAMILIAR WITH EMBARK DOWN IN OKLAHOMA CITY, THEIR BUSES COME IN IN A COVERED AREA AND DISEMBARK AND ONBOARD.

UM, AND THAT'S IN THE FUTURE IF YOU, UH, APPROVE THIS, UM, MOVE THE MINOR CHANGES TO ROUTE THREE.

UM, CURRENTLY WE HAVE THREE BUSES, AND I'M SURE IF YOU'VE BEEN ON SECOND STREET ANYTIME DURING THE DAY, YOU SEE LITTLE STACKED BUSES GOING DOWN SECOND STREET.

UH, ROUTE THREE, ROUTE FOUR, ROUTE FIVE AND ROUTE SIX ACTUALLY GET DOWN SECOND STREET.

UM, AND SO WE'RE PROPOSING TO MAKE ROUTE THREE AND OUT AND BACK VERSUS A LOOPED FEATURE.

SO IT WOULD LEAVE THE NEW, UM, TRANSFER CENTER, GO DOWN BROADWAY, UM, EAST ON 15TH, UP NORTH ON BRYANT, GO INTO BRYANT SQUARE AREA AND THEN REVERSE ITS ROUTE COMING BACK IN.

UM, THIS WILL SERVE THE SOUTH PART OF BROADWAY FROM SECOND, UM, TO 15TH STREET.

IT WILL ALSO SERVE PART OF 15TH THAT'S NOT CURRENTLY SERVED AS WELL.

IT SERVED WHEN WE'RE GOING WESTBOUND, BUT NOT EASTBOUND.

AND IT WILL ALSO MAKE IT A LITTLE BIT MORE EFFICIENT AND ON TIME.

ROUTE SIX, UM, CURRENTLY ROUTE THREE SERVICES, VISTA LANE RIGHT NOW.

UM, ROUTE SIX ONLY SERVICES THAT GOING EASTBOUND.

UM, WHEN IT'S GOING OUT TO I 35, WE'RE PROPOSING THAT IT SERVE BOTH OUTBOUND AND INBOUND.

TAKING THAT AWAY FROM ROUTE THREE, WHICH WILL MAKE ROUTE THREE MORE EFFICIENT.

UM, THE OTHER MINOR ROUTE CHANGES WOULD BE BECAUSE WE'RE MOVING FROM THE FESTIVAL MARKET AREA TO THE THIRD STREET, UM, AND STARTING SERVICES, UM, WE DON'T FIND THAT THIS WILL DELAY US ANY.

OCCASIONALLY WE MAY HAVE TO TURN RIGHT AND GO DOWN TO LIKE FIFTH STREET AND TURN AROUND, DEPENDING ON TRAFFIC ON BROADWAY AND MAKING THAT LEFT TURN OUT OF THE THIRD STREET AREA.

UM, AGAIN, THIS IS THE THIRD STREET PROPOSAL, UM, COMING OUT OF THE THIRD STREET TRANSFER CENTER AND GOING DOWN BROADWAY 15TH UP BRYANT TO THE BRYANT SQUARE AREA.

UM, THIS WOULD ALSO SERVE THAT SPRING CREEK AREA THAT'S NOT CURRENTLY SERVED WHEN GOING NORTHBOUND.

'CAUSE WE ONLY GO SOUTHBOUND CURRENTLY.

AND THEN SIX AGAIN, VISTA LANE WOULD GET SERVED TWICE, UM, VERSUS ON ROUTE SIX VERSUS JUST THE ONCE.

SO, UH, WHAT THIS IS IS THE, UH, BID PACKAGE THREE OR PHASE THREE OF THE PROJECT FOR A LITTLE OVER $17 MILLION.

AND SO I'LL GO INTO A LITTLE MORE DETAIL TO TALK ABOUT HOW WE'RE ON SCHEDULE AND UNDER BUDGET FOR THE PROJECT.

SO A CITY HALL, WHICH WILL BE CONSTRUCTED IN THE FOOTPRINT OF THE FORMER DOWNTOWN COMMUNITY CENTER.

UH, A PARKING GARAGE, WHICH WILL BE ON THE FOOTPRINT OF WHERE WE'RE STANDING, UH, JUST TO THE NORTH OF WHERE WE'RE AT RIGHT NOW.

AND THEN A MUNICIPAL CORD THAT WILL BE JUST A LITTLE EAST OF THAT.

SO AGAIN, A $44 MILLION CONSTRUCTION BUDGET.

AND THE 17, A LITTLE OVER $17 MILLION THAT'S BEING ASKED FOR APPROVAL THIS EVENING IS WITHIN THE PROJECT BUDGET.

SO WITHIN THE $44 MILLION PROJECT BUDGET, I KNOW IT SAYS INCREASE ON THE AGENDA BECAUSE THAT'S AN INCREASE OF WHERE WE PREVIOUSLY WERE WHEN THE TWO DEMO CONTRACTS WERE AWARDED.

SO WITHIN THE BUDGET.

SO AGAIN, THIS PROJECT IS, IS BEING BID AND CONSTRUCTED IN FIVE PHASES.

SO THE BUILDING DEMO WAS, IS COMPLETE AND WAS APPROVED BY YOU ALL, UH, AT A PREVIOUS MEETING.

THE SITE DEMO IS NOW COMPLETE.

SO WHAT WE'RE ASKING THIS EVENING IS FOR THE APPROVAL, UH, TO AMEND THE CONTRACT WITH FLINTCO, THE CONSTRUCTION MANAGER AT RISK.

AND I APPRECIATE PHILIP GUNDERSON BEING HERE WITH FLINTCO.

AND THE ESTIMATE THAT WAS SET FOR THAT PHASE OF THE PROJECT, IT WAS ABOUT $189,000 BELOW BID PACKAGE TWO, WHICH WAS THE SITE DEMO.

AND, AND AGAIN, THE, THE PRE-APPROVED FEES WITH, UH, FLINTCO FOR THEIR SERVICES TO OVERSEE THE PROJECT, UH, WAS FOR A LITTLE OVER $41,000.

AND IT WAS, UH, ROUGHLY 58, 50 $8,000 BELOW THE ESTIMATE.

THIS EVENING'S BID PACKAGE IS BID PACKAGE THREE, WHICH AGAIN IS CONSTRUCTING THE BUILDINGS, ASKING FOR APPROVAL THIS EVENING.

AND FOR $17,233,000 788.

YEAH, THERE YOU GO.

$68,000 ABOVE THE ESTIMATE.

SO IT'S TAKEN A LOT OF WORK TO GET US TO THIS POINT AND LOTS OF WORK BETWEEN CITY STAFF, FLINT CO, THE CONSTRUCTION MANAGER, AS WELL AS REESE THE ARCHITECT.

SO AS WE'RE GETTING ROLLING ESTIMATES THROUGH DESIGN TO ONLY MISS THAT ESTIMATE BY LESS THAN ONE PERCENTAGE POINT, I THINK IS REALLY, REALLY GOOD.

WHILE IT IS OVER, I THINK IN, YEAH, I THINK IN THIS BID CLIMATE, IT'S REALLY, REALLY, UH, EXCEPTIONAL TO ONLY MISS IT BY $68,000 WHEN YOU'RE TALKING A LITTLE OVER $17 MILLION.

SO, UM, AND THAT OVERAGE IS COVERED BY THE UNDER IN THE FIXED ONE AND TWO, CORRECT? YES.

UM, ONE OPTION WOULD BE LOOKING AT GOING OUT AND TURNING LEFT AND TYING IN THIS WAY DOESN'T LOOK LIKE THAT ONE WILL WORK.

AND SO STUDYING THIS OPTION OF GOING BEHIND THE STATION PROBLEM IS WE HAVE A SEVERE ELEVATION CHANGE AND WE HAVE, UH, A LARGE RETAINING WALL THERE.

SO AGAIN, THE NEED FOR PROFESSIONAL SERVICES, DESIGN SERVICES TO LOOK INTO THAT.

I WILL SAY WE DO ACCESS THE HIGHWAY HERE AND WITH DESIGN OF THE NEW ROADS ODOT PLANS TO PUT THE ACCESS DOWN HERE.

SO, SO ACCESS TO THE HIGHWAY IS NOT GONNA BE A PROBLEM, BUT IT'S AGAIN, THAT NORTHBOUND OPTION, UH, RESPONSE THAT WE'RE LOOKING FOR.

I WILL SAY THERE, GOING BACK, YOU WILL SEE THERE'S NOTHING IDEAL ABOUT GOING THROUGH THAT ON QUEUE PARKING LOT OR EASEMENT, IF YOU WILL.

UM, IT'S CERTAINLY NOT THE WAY THAT WE WOULD DESIGN A FIRE STATION.

STATION WAS BUILT IN THE EARLY NINETIES.

WE ANTICIPATE THAT IT'LL TAKE ABOUT TWO MONTHS FOR THEM TO DEVELOP PLANS, DOCUMENTS, COMPLETE THE VALUATION, AND THEN TWO MONTHS FOR BIDDING AND CONTRACTING.

AND THEN AS FAR AS CONSTRUCTION TIMELINE, WE NEED TO DETERMINE EXACTLY WHAT IT IS THAT NEEDS TO BE DONE BEFORE I CAN SPEAK ON THAT.

AND THEN JUST, UH, THIS IS MOVING FORWARD WITH THE PLAN TO USE INSURANCE FUND TO REBUILD THE FACILITY AS IT WAS, WHICH THERE'S A PICTURE RIGHT THERE OF WHAT IT LOOKED LIKE BEFORE.

UM, IF THIS IS APPROVED AS WE BEGIN TO DESIGN AND CONSTRUCT, WE'LL BE WORKING ON THE OPERATIONS PART OF IT AS A STAFF.

UM, EACH YEAR, THE ACOG HAS A PROGRAM WHERE THE CITIES WITHIN THE METRO AREA APPLY FOR FEDERAL GRANTS.

AND, UH, THIS IS HOW MOST OF OUR TRANSPORTATION IS FUNDED.

UM, THE CONSTRUCTION COST SHARED, UH, 80% IS USUALLY THE FEDERAL MATCH, 20% LOCAL MATCH.

UM, THERE'S A MAXIMUM OF SEVEN AND A HALF MILLION DOLLARS PER, PER PROJECT AND A MAXIMUM OF 56% TO ANY CITY WITHIN THE GROUP.

UM, LAST YEAR, UH, THIS LAST SPRING, EDMOND WAS ONCE AGAIN, UH, 56%.

WE HAD SEVEN AND A HALF MILLION DOLLARS FOR OUR INTELLIGENT TRANSPORTATION SYSTEM, AND 7.4 MILLION FOR OUR DANFORTH AND KELLY, UH, PROJECT, AS WELL AS A HALF MILLION DOLLARS FOR SOME WAY FINDING SIGNS.

SO EDMOND'S BEEN VERY SUCCESSFUL AND AT THIS IN THE PAST.

AND, UH, WE HOPE TO CONTINUE TO BE IN THE FUTURE.

UH, ALL, ALL CONSTRUCTION, UH, THAT GOES THROUGH THIS FEDERAL PROGRAM IS ADMINISTERED BY ODO.

UH, JUST GONNA KIND OF RUN THROUGH THE PROJECTS REALLY QUICKLY.

UM, SO BROADWAY AND COPY CREEK ROAD, UM, LATE 1990S, THERE WAS A, A REALLY BAD ACCIDENT BETWEEN A VEHICLE AND A TRAIN AT THIS INTERSECTION.

SO A TRAFFIC SIGNAL WAS INSTALLED, UM, SINCE THEN, IT'S, UH, OH, WHY CAME TO YOU .

SO, UH, SINCE THEN, IT'S GOT KIND OF AN UNUSUAL, UH, TRAFFIC SIGNAL THAT WHEN THERE'S A TRAIN ON THE TRACKS, THE LIGHT COMES ON AND SAYS YOU CAN'T TURN LEFT WHEN YOU'RE GOING NORTHBOUND.

SO IT, IT CAUSES A, A BIT OF A, A, A CONGESTION, UH, THAT COMBINED WITH THIS, UH, SECTION OF, OF LAND HERE THAT'S GOING THROUGH THE DEVELOPMENT PROCESS, WHICH WILL CREATE, UH, QUITE A FEW HOMES OVER THERE.

UM, THIS INTERSECTION NEEDS SOME IMPROVEMENT.

SO, UM, WE'RE GOING TO INSTALL LEFT TURN LANES THROUGH LANES.

UH, BASICALLY IT'LL, A SIGNAL WILL WORK WITH THE, WITH THE TRAIN TO KNOW WHEN THE TRAIN'S THERE, UH, AND BE ABLE TO KEEP TRAFFIC

MOVING, UH, EVEN WITH THE TRAIN BEING IN THAT, THAT AREA.

UH, COVAL ROAD AND COLTRANE ROAD.

SO THIS PROJECT IS, UM, IT'S ANY, ANY OF YOU THAT'S BEEN ON COLTRANE IN THIS AREA DURING HEAVY RAIN, YOU KNOW THAT COLTRANE IS BASICALLY THE DRAINAGE WAY.

SO, UM, THIS PROJECT IS, IS PRETTY MUCH BUILDING A LOT OF BRIDGES, A LOT OF REINFORCED CONCRETE BOX STRUCTURES, AND A LITTLE BIT OF ROAD.

UM, THAT'S WHY THIS PROJECT'S SO EXPENSIVE.

SO IF WE GOT THE SEVEN AND A HALF MILLION DOLLARS ON THIS PROJECT, IT WOULD BE AN 80 20 SPLIT THE OTHER WAY.

SO WE'RE LOOKING INTO THIS PROJECT, WE'RE SEEING IF WE CAN BREAK IT DOWN INTO OTHER PROJECTS AND PHASES, ANYTHING THAT WE CAN DO TO TRY TO GET THAT INITIAL COST DOWN.

UM, BUT IT, IT WOULD INCLUDE, YOU KNOW, LEFT TURN LANES OR REGULAR TRAFFIC SIGNAL CONNECTED TO RT ITS AND, AND EVERYTHING ELSE, AND WIDENED FROM THE TWO SECTIONS.

UH, THE LATEST SECTION HERE THAT HAS BEEN WIDENED, UH, LET'S SEE, THE DANFORTH ROAD AND SOONER ROAD INTERSECTION IMPROVEMENT.

SO THIS IS AN AREA THAT WE'RE WORKING WITH ODOT ON QUITE A BIT.

UM, THEY HAVE IDENTIFIED A PROJECT TO REPLACE THIS BRIDGE, THIS OVERPASS, UH, WITH A FIVE LANE BRIDGE, AS WELL AS, UH, CHANGING THE INTERCHANGE THERE TO MAKE IT, UH, LET'S SEE.

THE NORTHBOUND ON ON RAMP AND OFF RAMP WILL BE OVER IN THIS AREA HERE, UH, SOUTHBOUND OFF RAMP AND ON RAMP WILL COME THROUGH THIS AREA HERE.

UH, THERE'LL BE A TRAFFIC SIGNAL AT THIS ON RAMP, OFF RAMP INTERCHANGE WITH SOONER ROAD.

SO ANYTHING THAT WE DO WITH THIS SIGNAL, IT'S SO CLOSE TO WHAT THEY'RE DOING.

WE NEED TO MAKE SURE THAT SIGNALS ARE ALL COORDINATED, EVERYTHING CAN WORK TOGETHER.

UM, THIS IS, SO THIS PROJECT IS, UH, RIGHT NOW WE'RE DOING A, A TEMPORARY MEASURE SIMILAR TO WHAT WE DID AT, UH, COVELL AND COLTRANE.

UH, JUST WIDENING THE PAVEMENT A LITTLE BIT, PUTTING AN IN TURN LANE, AND HOPE TO GET A SIGNAL THERE IN THE NEXT SIX MONTHS OR SO.

UH, THIS PROJECT WILL WIDEN ALL THE WAY TO, UH, SCHOOL STREET, WHICH, UH, UM, WE'RE STILL LOOKING AT FINAL DESIGN ON THIS TO SEE WHERE, WHERE SIGNALS WILL BE.

BUT CERTAINLY HERE AT, UH, SOONER ROAD WITH, UH, DEDICATED RIGHT TURN LANE ONTO SUAH ROAD FROM DANFORTH, UH, BOULEVARD, IMPROVEMENTS AT MAIN STREET.

SO WE CURRENTLY HAVE A PROJECT UNDER DESIGN THAT IS, UH, BOULEVARD IMPROVEMENTS AT SECOND STREET, AND IT IS THIS LITTLE KIND OF RED AREA THROUGH HERE.

UH, AS WE WERE DESIGNING, UH, OUR NEW CITY CENTER, WE CAME ACROSS, UH, THE NEED FOR MORE PEDESTRIAN SAFETY IN THE AREA.

UH, SO WE IDENTIFIED A TRAFFIC SIGNAL HERE AT MAIN STREET AS WELL AS, UH, LEFT TURN LANES THAT WILL BE ON BOULEVARD.

UM, SO WITH THAT PROJECT, WE'RE GOING TO, UH, COMBINE THE BOULEVARD PORTION OF THIS PROJECT WITH THE, THIS OTHER BOULEVARD PROJECT HERE, SO THAT THEY'LL BE BUILT AT THE SAME TIME.

IT WORKS OUT BETTER WITH UTILITY RELOCATIONS.

EDMOND ELECTRIC HAS A LOT OF, UH, FACILITIES THERE THAT WE WOULD'VE TO MOVE TWICE IF WE DID THE PROJECTS INDEPENDENTLY.

SO WE'RE GONNA PUT THOSE TOGETHER.

UM, AND I GUESS I SHOULD SAY MOST OF THESE PROJECTS THAT ARE ON, UH, THE SCHEDULE ARE, ARE, WERE, UH, APPLYING FOR GRANTS ON, IT'S USUALLY ABOUT TWO TO THREE YEARS, ROUGHLY FROM FROM TIME CONSTRUCTION'S GETTING READY TO START.

SO LAST YEAR AT THIS TIME, WE WERE TUNING IN KELLY AND DANFORTH.

UM, IT IS ON FEDERAL FISCAL YEAR 2025, WHICH MEANS NEXT FALL.

UH, PROBABLY THE BEGINNING OF 2025 IS ROUGHLY WHEN WE'LL START TO SEE CONSTRUCTION OUT THERE.

UH, 2023, ELC DELIVERED THAT, UH, PROPOSAL TO CITY COUNCIL.

AND SINCE THAT TIME, ELC AND CITY STAFF HAVE BEEN WORKING TO VET AND REVIEW AND MAKE SOME EDITS AND TWEAKS TO THAT TO ENSURE THAT IT PROVIDES THE CONSERVANCY AND PROTECTION THAT IS DESIRED OVER THAT.

UH, SOME OF THE FOLKS FROM ELC ARE HERE THIS EVENING WITH ME, SPECIFICALLY BARRETT MATTHEWS AND DERRICK SMITHY WORKED, UH, VERY MUCH WITH THOSE TWO AND OTHER MEMBERS OF, UH, ELC AND THE COMMUNITY TO, UH, TO HELP DEVELOP THIS.

AS PART OF THAT MOU, THE CITY AGREES TO A TIMELINE, A TIMELINE RELATED TO THOSE PERMITTED IMPROVEMENTS THAT I SHOWED YOU, THE GRAPHICS OF THE FIRST ONE OF THOSE BEING THAT THE CITY INTENDS TO START, UH, DESIGN OF THE PERMITTED IMPROVEMENTS IN 2023.

SO NOT MUCH TIME LEFT, BUT WE WILL HAVE OPPORTUNITY TO GET STARTED IN REVIEWING SOME OF THE THINGS WITH THE PARK AND RECREATION ADVISORY BOARD AND, UH, SOME OF THOSE PRELIMINARY STEPS, DESIGN IS EXPECTED TO BE COMPLETED WITHIN 18 MONTHS, AND WORK IS TO BE COMPLETED WITHIN 36 MONTHS.

SO FOR, UH, FOR PERSPECTIVE, IF, UH, WE WERE TOLD TODAY TO GO BUILD THIS BRIDGE, FOR EXAMPLE, I WOULD, UH, PLAN ON IT TAKING 15 MONTHS JUST FOR THE DESIGN, UH, COMMUNITY ENGAGEMENT FEEDBACK AND, AND BIDDING AND CONTRACTING BEFORE ACTUAL

CONSTRUCTION STARTS.

ANOTHER ASPECT OF THIS MOU IS, UH, ASKING FOR THE CITY TO AGREE TO FINANCIAL TERMS SPECIFICALLY TO ALLOCATE THE NEARLY $1.6 MILLION TO THE BENEFIT OF THIS PROPERTY.

UH, INITIALLY TO START WITH DEVELOPMENT OF THE BRIDGE, DEVELOPMENT OF THE TRAILS AND SOME OF THOSE OTHER FEATURES IDENTIFIED ON THE PERMANENT IMPROVEMENTS.

THERE'S ALSO SOME MONEY SET ASIDE IN THIS, UH, BUDGET AS, UH, PROPOSED FOR SOME MAINTENANCE AND RESTORATION OF THE PROPERTY.

AND OF COURSE, WE DON'T KNOW WHAT THE PRICE TAG OF THE BRIDGE WILL BE, FOR EXAMPLE, WE HAVE A CONCEPT OF THAT AND AN IDEA AND AN ESTIMATE OF THAT.

BUT WE'LL, UH, SEE HOW FAR THAT THAT FUND FUNDING GETS DOWN THE PRIORITIES AS THE WAY THE, UH, MOU APPROACHES THAT.

SO, UM, THAT 1.6, NEARLY $1.6 MILLION IS THE BALANCE OF THE TAX THAT WAS COLLECTED, THE TEMPORARY SALES TAX THAT WAS COLLECTED.

I SAY THE BALANCE BECAUSE THAT SALES TAX WENT TO PAY FOR THE PURCHASE OF THE PROPERTY.

AND, AND, UH, THE, THE PROCESS IS RELATED TO THAT REMOVAL OF ASBESTOS THAT WAS IN ONE OF THE STRUCTURES THERE, DEMOLITION OF THE STRUCTURE.

IT PAID FOR SOME CONSULTING FEES TO ASSIST, UM, ELC IN, IN CREATING SOME OF THE, THE IMAGES THAT YOU'VE SEEN HERE THIS EVENING AND IS RELATED TO THAT.

THIS WAS RECENTLY REVIEWED BY THE PARKS AND RECREATION ADVISORY BOARD AND THEY RECOMMENDED APPROVAL OF IT AT THEIR RECENT MEETING.

SO WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS TO THE BEST OF MY ABILITY OR ELABORATE ON ANY OF THAT FURTHER IF NEED BE.

AND I'M SURE THERE'S, UH, REPRESENTATION FROM OUR PARTNERS HERE WITH ELC WHO, UH, MAY HAVE COMMENTS TO MAKE AS WELL.

SO, UM, THIS WILL BE 26,000 SQUARE FEET OF A PROJECT.

SO, AND A, UH, $9 MILLION CONSTRUCTION COST OF THAT.

SO FOUR STORY BUILDING THAT WILL LOOK LIKE THIS AND HAVE RESTAURANT ON THE FIRST FLOOR OFFICE ON THE SECOND AND THIRD, AND THEN HAVE A PRIVATE EVENTS SPACE ON THE FOURTH.

AND THEN AS WELL TUCKED INTO THIS PROJECT ARE EIGHT DIFFERENT LIVING UNITS OF VARIOUS SIZES.

WELL, AS PART OF THAT PROJECT WAS ADDING STREET SCAPE ALONG THE STREET HERE, IMPROVING THE SIDEWALK, AND THERE'LL BE SOME OUTDOOR DINING ASSOCIATED WITH THAT RESTAURANT.

SO AGAIN, THAT WAS APPROVED ON AUGUST 23RD, 2023.

UM, SO WHAT WE'RE PROPOSING THIS EVENING IS AN AMENDMENT TO THAT DEVELOPMENT AGREEMENT TO CONSTRUCT STREET SCAPE DIRECTLY SOUTH OF THERE.

SO, UH, WHEN I SAY STREET SCAPE, SO THERE'S A RENDERING OF WHAT THAT WILL LOOK LIKE.

IT WILL BE ADDING BRICK PAVERS.

SO STREETSCAPE MEANS ADDING PARKING ALONG THE SOUTH SIDE OF HERD AS WELL AS TREES, UH, SIDEWALK AND LANDSCAPING.

SO HOW THIS IS STRUCTURED IS THAT THE DEVELOPER WE'RE DESIGNING CONSTRUCT A STREET SCAPE AND THE CITY WILL REIMBURSE FROM BUDGETED FUNDS ONCE THE WORK IS COMPLETED.

SO IT'S WRITTEN AS A KNOCK TO EXCEED.

SO HOW THAT WILL WORK IS THE DEVELOPER WILL GO OUT AND SEEK BIDS.

UH, THEY'RE REQUIRED TO RECEIVE, TO GET THREE BIDS.

IF THEY ARE NOT ABLE TO OBTAIN THREE BIDS FOR WHATEVER REASON, THEY'RE TO PROVIDE JUSTIFICATION OF WHY NOT.

AND THEN PRIOR TO ANY WORK BEGINNING, THEY HAVE TO PRODUCE TO THE CITY AN EXECUTED CONSTRUCTION CONTRACT.

SO IT'S NOT TO EXCEED $600,000 OR THE ACTUAL COST OF THE CONSTRUCTION.

SO, UH, HOW DO WE ARRIVE AT $600,000? THAT'S WITH CITY STAFF, WORKING WITH THE DEVELOPER AND THE DEVELOPER'S TEAM TO UNDERSTAND EXACTLY WHAT THE SCOPE OF THE PROJECT IS AND PROVIDE CONSTRUCTION ESTIMATES.

SO THAT HAS BEEN VERIFIED NOT ONLY BY THE DEVELOPER AND CITY STAFF, BUT AS WELL AS TWO CITY CONTRACTORS.

UM, SO HERE'S JUST A CURRENT CONDITION OF WHAT THIS LOOKS LIKE.

SO AGAIN, UH, NO SIDEWALK, NO, I, SORRY, I FORGOT I LEFT OUT LIGHTING AS WELL.

THERE WILL BE LIGHTS ADDED ON THE STREET AS WELL.

AND THEN WHAT WE'RE PROPOSING ON THE SOUTH SIDE OF THE STREET IS FOR THEM TO DO THIS WORK.

AND AGAIN, THIS WAS A BUDGETED PROJECT AND WAS APPROVED WHEN THE FISCAL YEAR 2024, UH, BUDGET WAS APPROVED.

SO WE THOUGHT IT MADE MORE SENSE WITH THE DEVELOPER ALREADY BEING IN THE AREA FOR THEM TO DO IT CHEAPER AND TO DO IT QUICKER THAN THE CITY CAN DO IT.

ADDITIONALLY, UH, THE CITY IS IN NEGOTIATIONS WITH, UM, ANOTHER DEVELOPER JUST TO THE NORTH OF THIS, TO POTEN WITH THE POTENTIAL OF ADDING, UH, ANOTHER

200 LIVING UNITS IN A PROJECT THAT'S CALLED THE BROADWAY LOSS.

SO JUST DIRECTLY NORTH OF THIS.

SO AGAIN, WE FEEL THAT THEY, UH, THERE ARE, THERE'S GOING TO BE, AND THEN IF WE CONTINUE TO BE SUCCESSFUL IN DOWNTOWN, THERE WILL CONTINUE TO BE STRAINS ON PARKING.

AND SO TAKING THE, TAKING THE CHANCE TO ADD PARKING WHILE THERE'S DEVELOPMENT GOING ON ACROSS THE STREET MADE A LOT OF SENSE TO CITY STAFF.

UM, SO AS FAR AS RECOMMENDATIONS, UH, IT WAS RECOMMENDED FOR APPROVAL AT THE LAST CAPITAL IMPROVEMENT PROJECTS ADVISORY BOARD.

THEY ALSO HEARD THE ITEM AT THEIR SEPTEMBER MEETING.

THERE WAS SOME FEEDBACK AND THAT THEY HAD FOR MYSELF AS WELL AS SOME OTHERS ON STAFF TO GO BACK AND, UH, PROVIDE SOME MORE INFORMATION.

UH, WE WERE ABLE TO DO THAT.

UH, WHAT, HOW DOES THE COST OF THIS COMPARE TO OTHER RECENT STREETSCAPE PROJECTS? THE ANSWER IS IT'S VERY COMPARABLE.

UM, AND THEN THE CONCEPT TO ADD PARALLEL PARKING IN THIS AREA AND TO ADD THE PARKING, THE LIGHTING, THE LANDSCAPING WAS ALSO SUPPORTED BY THE CENTRAL EDMUND URBAN DISTRICT BOARD AS WELL AS SUPPORTED BY STAFF.

SO WHAT I THINK WHAT WE FOUND IS, UM, IF THE BASE IS NOT CORRECT, WHEN YOU PUT DOWN THOSE PAVERS, THEN IT LEADS TO TROUBLE LATER.

SO CITY STAFF AGAIN WILL BE WORKING HAND IN HAND WITH THE DEVELOPER INSPECTING THE WORK THAT THEY'RE DOING, MAKING SURE THAT THE PAVERS ARE PUT DOWN CORRECTLY.

SO, AND THE REASON WHY I'M BRINGING THAT UP IS I HAVE RECEIVED FEEDBACK FROM PEOPLE I KNOW, UM, ABOUT THE PAVERS.

AND THEY USED VARIOUS DEVICES TO HELP THEM, ASSIST THEM WALKING.
