IT BRINGS US TO OUR SECOND ITEM, CASE NUMBER, SP 23 DASH 0 0 0 1 7 HERE, PUBLIC HEARING AND CONSIDERATION FOR A SITE PLAN APPLICATION FOR EDMOND NORTH SELF STORAGE LOCATED ON THE EAST SIDE OF THOMAS DRIVE, SOUTH OF COVELL ROAD.

JOHN ELL IS THE APPLICANT AND IS THE APPLICANT PRESENT MR. S? OKAY.

THE APPLICANT IS REQUESTING APPROVAL OF A COMMERCIAL SITE PLAN FOR THE EXPANSION OF A SELF STORAGE FACILITY ON THOMAS DRIVE, UH, DIRECTLY SOUTH OF THE EXISTING EDMOND NORTH SELF STORAGE.

UH, AND THE EXTERIOR WILL BE A MIX OF BRICK VENEER AND METAL PANELS.

UH, A NEW GATED DRIVE WILL SERVE THE SITE AND WILL BE LINED UP WITH OREGON TRAIL, UH, BACK TO THE WEST ACROSS THOMAS DRIVE.

UH, PARKING AND CROSS ACCESS EASEMENTS WILL, UH, BE SHARED WITH THE EXISTING LOT TO THE NORTH.

THAT WILL BE BRICK WITH EFIS AND METAL ACCENTS.

UH, THE PLAN ALSO INCLUDES 16 PARKING SPACES, UH, THAT ARE CONNECTED TO SAINTS WITH TWO NEW DRIVEWAYS.

UH, THE LANDSCAPING IS COMPLIANT AND NO VARIANCES ARE REQUESTED AND STAFF RECOMMENDS APPROVAL.

AND I JUST HAVE ONE COMMENT ON, UM, A PRINTOUT, UH, MORE SPECIFIC TO THIS PROJECT THAT WAS ON THE WEBSITE ON THE PLANNING COMMISSION WEBSITE.

IN PARAGRAPH 12, IT SAYS, A PUBLIC SIDEWALK WILL BE INSTALLED FROM THE NORTH PROPERTY LINE TO THE SOUTH EXTENTS OF THE PRO PARKING LOT WITH A POTENTIAL FUTURE PHASE CONTINUING THE SIDEWALK TO THE SOUTH PROPERTY LINE.

I'D ASK THAT THE COMMISSION CONSIDER MAKING SURE THAT THAT SIDEWALK BE EXTENDED THE FULL LENGTH OF SAINTS FOR THAT PROPERTY LINE.

UM, IN THE PAST TWO YEARS, I DON'T KNOW THE NAMES OR THE DATES, BUT RESIDENTS OF OUR NEIGHBORHOOD HAVE CONTACTED, UH, THE CITY OF EDMOND AND HAVE BEEN TOLD THAT WHEN WE'VE ASKED ABOUT IF THERE'S GONNA BE SIDEWALKS, WE'VE BEEN TOLD THAT WHEN THAT PROPERTIES, THOSE OTHER PROPERTIES ARE DEVELOPED, SIDEWALKS WILL BE REQUIRED.

UM, WE'RE ALREADY ADDING TWO MORE SUBDIVISIONS AND WE'RE CONNECTING TO DANFORTH CROSSINGS, UH, SAFETY OF HOMEOWNERS THAT WALK AND JOG.

UM, EVEN OKLAHOMA CHRISTIAN SCHOOL KIDS THAT, UM, FOR THEIR CROSS COUNTRY TEAM USE SAINTS TO JOG ON.

THE FASTER I THINK THAT WE CAN GET, UM, A CONTINUOUS SIDEWALK, THE SAFER IT'LL BE FOR ALL THE RESIDENTS.

AND SO OUR BACKYARD, JUST THE, THE LITTLE BIT OF BACKGROUND THAT I CAN GIVE IS I HAD THE OPPORTUNITY TO BUY ANOTHER HOME IN ARBOR CREEK.

UM, THAT WAS FURTHER TO THE RIGHT.

UM, THAT IS I BELIEVE THE LAND OF THE KNIGHTS OF THE COLUMBUS.

AND THEN IN TALKING TO THE PEOPLE THAT HAD HELPED BUILD THIS NEIGHBORHOOD, UM, WE HAD TALKED ABOUT THIS LAND WAS ALREADY PURCHASED BEHIND THIS HOUSE AND IT WORKED OUT JUST PERFECT BEFORE I COULD WHERE I COULD BUY THIS.

UM, THE MAIN THING THAT I'M CONCERNED WITH IS THE TREE ROW THAT'S BEHIND THAT HOUSE.

UM, IF WE LOSE ANY OF THESE TREES, WE WERE REALLY OKAY WITH.

WE, WE KNOW WE DON'T OWN THAT LAND AND WE PROBABLY HAD THE OPPORTUNITY TO BUY IT.

UM, BUT TO HAVE MAYBE AN OFFICE COMPLEX SINGLE FLOOR, UM, THAT'S CLOSING AT A CERTAIN TIME AT WHERE THIS IS, IF IT'S RESIDENTIAL AND IF IT'S TWO FLOORS TO KEEP THAT ESTABLISHED TREE ROW.

AND I KNOW THAT, UH, ONE OF THE THINGS THAT WAS ON ONE OF THE SEND OUTS WAS THAT THE FORESTRY COMMISSION WAS GOING TO LOOK AND MAKE SURE THAT, UH, WE KEEP A LOT OF THAT TREES.

I WOULD REALLY, UH, JUST, IT WOULD, IT WOULD BE A HUGE BENEFIT TO BE ABLE TO KEEP ALL THE TREES THERE TO KEEP A SEPARATION IF THIS IS GOING TO HAVE SOME SORT OF RESIDENTIAL.

AND THEN IF IT ALSO IS HALF OFFICE, HALF RESIDENTIAL AND THERE IS ANY SORT OF LIGHT POLLUTION FROM IT, UM, THAT WOULD BE A GOOD BARRIER TO BE ABLE TO BREAK THAT.

UM, AND LASTLY, IF THIS IS RESIDENTIAL ON THE TOP, BECAUSE OF THE WAY THAT THIS IS BROKEN OUT, IT, IT WOULD LOOK DIRECTLY INTO THE BACK OF MY HOUSE, OUR, AND THREE OF OUR NEIGHBORS.

AND SO I'D JUST LIKE TO BE THAT, UH, HAVE THAT CONSIDERED AS WELL.

I STRONGLY DISAGREE WITH ANY CONSTRUCTION IN THAT LOCATION DUE IN PART TO THE HEIGHT AND ALSO HOW IT'S GOING TO ENCROACH ON THE NEIGHBOR BEHIND US THAT JUST SPOKE.

UM, THE TREES ARE A BIG DEVELOPMENT AND THERE'S BEEN NEW MARKINGS THAT WERE FOUND TODAY THAT ALL OF THOSE TREES ARE GONNA BE REMOVED.

WE WOULD NEED CLARIFICATION NUMBER ONE OF THAT.

BUT I STRONGLY DISAGREE WITH ANYTHING BUILT THERE IN A HIGH STRUCTURE OTHER THAN A SINGLE STORY.

AND DUE TO SOME OF THE LANDSCAPING REQUIREMENTS GRADING, WE ARE REQUESTING FOR THE SIDEWALK TO REMAIN AS PROPOSED.

BUT IF THE PLANNING COMMISSION MAKES A MOTION TO INSTALL THAT SIDEWALK, WE WILL HAVE TO FOLLOW THE PLANNING COMMISSION'S RECOMMENDATIONS OR MOTION.

AS FAR AS THE TREES GO, WE HAVE A 70 FOOT, UM, BUFFER FROM THE NORTHERN PROPERTY LINE, AND THAT'S THE LANDSCAPE PLAN.

THE EXISTING TREE LINE WILL REMAIN.

WE'RE ADDING SOME ADDITIONAL TREES WHERE THERE ARE NO TREES CURRENTLY.

SO WE ARE PROVIDING THE BUFFER AND THE RESIDENTIAL THAT WE'RE SPEAKING OF ON THE SECOND FLOOR IS, THIS IS GONNA BE A DOCTOR'S OFFICE, AN ORTHOPEDIC DOCTOR.

IT'S JUST A CLINIC, IT'S NOT A SURGERY CENTER.

AND HIS FAMILY WILL BE LIVING ABOVE THIS CLINIC.

SO IT'S NOT FOR RENT, IT WILL BE THE PROPERTY OWNER STAYING ON IN THAT RESIDENCE.

SO, UM, TYPICALLY THE SECOND STRUCTURE, JUST TO KEEP THE, TO DESTROY IT AND REPLACE IT WHEN THE SECOND STRUCTURE'S CONSTRUCTED.

AND SO THEY HAVE THIS BUILDING IN CONTRACT FOR THE SOLE PURPOSE OF HAVING A PRIVATE REPAIR FACILITY, UH, WHERE THEY WOULD HAVE VEHICLES AT THE SPRINTER VAN PLACE DOWN BY THE VOLVO, MERCEDES PLACE, BRING 'EM UP HERE, SERVICE 'EM, TAKE 'EM BACK AND DEAL WITH THE PUBLIC THERE.

SO THE SOLE PURPOSE IS FOR INDOOR SERVICE, BUT THERE'S NOT A DISTINCTION IN THE ZONING THAT DIFFERENTIATES VEHICLE SALES AND SERVICE.
