IS THE APPLICANT PRESENT.

ALL RIGHT.

THE, UH, APPLICANT IS REQUESTING APPROVAL OF A COMMERCIAL SITE PLAN FOR AN OIL CHANGE FACILITY ON BROADWAY, JUST SOUTH OF 33RD STREET.

UH, THE SITE IS ZONED F1 LIGHT INDUSTRIAL, WHICH ALLOWS THE OIL CHANGE USE, UH, THE SURROUNDING USES.

USES INCLUDE A CAR WASH, A COLLISION CENTER, A MOTORCYCLE SHOP TO THE NORTH, AND THEN BROADWAY, UH, SQUARE SHOPPING CENTER TO THE SOUTH.

UH, THE BUILDING WILL BE 918 SQUARE FEET, WHICH IS TWO SERVICE BAYS AND 15 AND A HALF FEET AT ITS TALLEST POINT.

UH, THE EXTERIOR INCLUDES FIBER, CEMENT, CEMENT PANELS, UH, METAL PANELS AND METAL ACCENTS.

UH, THE PLAN ALSO INCLUDES 18 PARKING SPACES.

THERE ARE THREE VARIANCES BEING REQUESTED TO LANDSCAPING.

UH, TWO OF THE TERMINAL ISLANDS DO NOT MEET THE REQUIRED 12 FEET IN WIDTH ON THE, UH, WEST SIDE OF THE BUILDING BY THE DUMPSTER.

SO IT'S THOSE TWO RIGHT THERE AND THERE.

UH, THE 10 FOOT PERIMETER BUFFER THAT IS REQUIRED ALONG BROADWAY WAS NOT PROVIDED.

UH, THE AREA ALONG BROADWAY IS A DETENTION FOR THIS SITE AND THE CAR WASH SITE.

AND WE'RE TALKING ABOUT THE AREA IN FRONT HERE.

THERE'S A REQUIRED 10 FOOT LANDSCAPE BUFFER.

UH, AND THE FRONTAGE PLANT UNITS HAVE NOT BEEN MET, UH, DUE TO THE OVERAGE OF PARKING.

THERE ARE MORE PLANT MATERIAL, THERE IS MORE PLANT MATERIAL REQUIRED.

UH, ALL OTHER STANDARDS HAVE BEEN MET AND STAFF RECOMMENDS APPROVAL SUBJECT TO APPROVAL OF THE VARIANCES.

UM, SO THE WIDTH OF THAT DETENTION AREA VARIES FROM 30 FEET AT THAT NORTH END TO 60 FEET OF THE SOUTH.

UM, SO THEY HAVE THAT DRAINAGE EASEMENT THAT TAKES UP BASICALLY THAT WHOLE AREA AND THEN THERE'S AN AXIS EASEMENT RIGHT ALONGSIDE IT.

SO IT ENDS UP ONLY LEAVING MAYBE FOUR FEET FOR THAT BUFFER THAT IT'S REQUIRED.

DID YOU GUYS HAVE A, AND INSIDE THAT EASEMENT, CORRECT ME IF I'M WRONG, RANDY, BUT DOES LAND THE LANDSCAPE PLANTED DOES NOT COUNT TOWARDS THE REQUIREMENT? AND I KNOW THERE'S A NUMBER SYSTEM OVER THE AVERAGE VEGETABLE TREES WITHIN AN EASEMENT DO NOT COUNT TOWARDS THE POINT TOTAL.

THERE'S A FLUME THAT WE HAD TO LIKE EXPAND THE ENTRANCE FOR, SO THAT ENDED UP TAKING OUT ONE OF THE TREES.

YEAH, IT'S PRETTY TRICKY WITH A LIMITED SPACE DUE TO IT BEING LIKE A RETROFIT SITE.

ANYONE ELSE HAVE ANY QUESTIONS OF THE APPLICANT AT THIS POINT IN TIME? UH, DO WE HAVE ANY OTHER MEMBERS OF THE GENERAL PUBLIC THAT WISH TO SPEAK EITHER FOR OR AGAINST THIS PARTICULAR PROJECT? AND I, I DO HAVE A QUESTION OF THE APPLICANT.

WHAT HAVE YOU ALL ATTEMPTED TO DO TO VISIT WITH CITY STAFF IN REGARD TO TRYING TO DO SOMETHING IN REGARD TO THE LANDSCAPING OR MEETING THE LANDSCAPING REQUIREMENTS? UH, FOR ALL THE VARIANCES? YES.

OKAY.

SO I GUESS, SO AS I SAID, THE 10 FOOT BUFFER, THAT'S, UH, PRETTY MUCH IMPOSSIBLE TO MEET JUST BECAUSE OF THE EXISTING DRAINAGE EASEMENT AND THE ACCESS AGREEMENT, WHICH TO MY KNOWLEDGE WOULD BE PRETTY DIFFICULT TO, UM, I GUESS CHANGE OR IN ANY WAY RELOCATE SINCE THE PROPERTY TO THE NORTH, UM, NEEDS TO ACCESS THAT THROUGH OUR PROPERTY.

UM, OTHER THAN THAT, UH, I MEAN WE POINTED OUT THAT IT WAS JUST THE, THAT, UH, DRAINAGE EASEMENT HAS ITS GRASS LINED.

SO, UM, IT BASICALLY PROVIDES A 30 TO 60 FOOT BUFFER FROM THE RIGHT OF WAY.

UM, WHICH WE CAN'T PUT TREES IN IT, BUT THERE'S AT LEAST, UM, I DON'T KNOW, A LOT OF GRASS.

AND AT THAT SOUTH END, THOSE TWO EXISTING TREES, ALTHOUGH IT DOESN'T COUNT FOR LIKE THE POINT SYSTEM, IT'S STILL MEETING THE SAME INTENT OF THE, UH, I GUESS BUFFER OR, UM, TRYING TO HIDE THE, UH, PROPERTY AS MUCH AS POSSIBLE.

AND THEN AS FAR AS THE, UH, CURB ISLANDS THAT WERE REQUIRED, WE ACTUALLY HAD THE DUMPSTER ENCLOSURE IN THAT SOUTHWEST CORNER BETWEEN THOSE TWO ISLANDS.

BUT, UH, THE CITY'S SOLID WASTE DEPARTMENT HAD US RELOCATED BECAUSE THEY THOUGHT IT WOULD BE A BETTER ANGLE FOR, UH, BACKING OUT AND ISSUES WITH TRAFFIC AND ALL OF THAT.

AND DID THE CITY HAVE ANY SUGGESTIONS FOR ANY WASTE TO BASICALLY INCREASE THE LANDSCAPING? UM, FOR THE LANDSCAPING? THEY DID HAVE US INCREASE, I BELIEVE THAT CURB ISLAND, THE NEW ONE WE'RE ADDING.

YEAH, RIGHT THERE.

UM, I BELIEVE THEY HAD US MAKE US MAKE THAT LARGER TO KIND OF TRY TO LIKE MAKE UP FOR IT.

UM, AND WE DID END UP INCREASING THE, UH, POINTS FOR THE OVERALL SITE THAT WE WOULDN'T BE ABLE TO MEET IN THE, UH, FRONTAGE.

AND YEAH, WE, WE WENT BACK AND FORTH WITH THE SOLID WASTE DEPARTMENT JUST TO MAKE SURE THAT THAT WAS, WE HAD A MEETING AND HE WANTED IT EXACTLY PLACED THERE FOR THAT REASON.

WHICH IF, I MEAN, I GUESS IF NECESSARY WE COULD EXPAND THAT EXISTING CURB ISLAND TO MAKE SURE IT'S, UH, 12 FOOT WIDE AND UH, POTENTIALLY TRY TO ADD ANOTHER ONE.

UM, THE, I'M, I'M NOT SURE WHAT HIS ROLE IS, BUT THE DIRECTOR OR WHOEVER'S IN CHARGE, HE DIDN'T SEEM TO THINK IT WAS A, A BIG PROBLEM AT THIS POINT.

SINCE WE HAVE, UH, THE OTHER TERMINALS.

I PERSONALLY WOULD LIKE TO SEE YOU GUYS ADD SOME, SOME LANDSCAPING TO GET TO THE POINTS THAT DOESN'T COUNT DOWN THERE.

IS THERE SOMETHING WHERE WE CAN SAY, YES, YOU MET IT.

IF IT WAS, IF THE, IF THE 10 FOOT LANDSCAPE EASEMENT WAS THERE, YOU WOULD'VE MET, YOU'RE PUTTING THE APPROPRIATE AMOUNT OF PLANTS THERE.

'CAUSE THEN TO ME, I LOOK AT THAT AND GO, YOU'RE STILL MEETING THE GIST OF THE ID EVEN THOUGH YOU CAN'T HAVE THE DEDICATED EASEMENT FOR LANDSCAPING THERE.

THAT'S MY THOUGHT ON THAT.

RIGHT.

WHICH WE, WE WOULD HAVE NO PROBLEM WITH ADDING MORE TREES.

IT WAS JUST MORE SO OF TRYING NOT TO GET INTO THAT DRAINAGE EASEMENT.

BUT I MEAN, IT SHOULD, IT SHOULD BE FINE.

I DON'T THINK IT'LL AFFECT, YEAH.

'CAUSE I MEAN I KNOW THE TAYLOR JUNIPERS, THEY'RE, THEY DON'T TAKE UP A LOT

UM, I THINK IT'S SOMETHING POTENTIALLY THAT, UH, YOU NEED TO HAVE WORKED OUT BEFORE.

UH, CITY COUNCIL ACTUALLY HEARS THAT.

UH, I THINK THEY'RE PROBABLY GOING TO HAVE THE SAME CONCERNS THAT WE HAVE.

UH, WHO DO WE HAVE AS FAR AS AN ARBORIST OR SOMEONE'S, IT WOULD BE, UH, AVA, UH, ZANDA IS THE, UH, YES, I BELIEVE THAT'S WHO I WAS GOING BACK AND FORTH WITH.

WOULD GOING, GOING WITH.
