HAVE CONSIDERATION OF APPROVAL OF SOME ADMINISTRATIVE ITEMS WE HAVE, WHICH ARE UNDER OUR GENERAL CONSENT.

WE HAVE EIGHT ITEMS HERE THAT ARE UNDER CONSENT, BUT WE DO HAVE TWO ITEMS, ITEM NUMBER SIX, FOUR, A SIX, AND FOUR A EIGHT THAT ARE GONNA RECEIVE STAFF PRESENTATIONS.

SO COUNSEL, IF THERE'S ANY, IF YOU DON'T WANT ANY POOL BESIDES THOSE TWO, UH, WE CAN START OFF WITH THE FOUR A SIX WITH THE CONSIDERATION OF APPROVAL OF THE CITY COUNCIL STRATEGIC PLAN FOR 2024.

JANE IS GONNA GIVE THAT TO US MAYOR AND COUNCIL.

UH, WE WANTED TO HIGHLIGHT THE PROCESS THAT YOU ALL WENT THROUGH TO ARRIVE AT THIS FINAL DRAFT OF THE 2024, UH, CITY COUNCIL STRATEGIC PLAN.

UM, SO JUST AS A REMINDER, ON NOVEMBER 7TH, YOU ALL HELD A, UH, STRATEGIC PLANNING SESSION.

IT WAS ABOUT A FIVE TO SIX HOUR LONG WORKING MEETING IN WHICH, UH, STAFF PROVIDED YOU WITH UPDATES ON THE PROGRESS MADE TOWARDS THE 2023 GOALS.

UM, WE TALKED ABOUT SOME OTHER THINGS, GENERAL FINANCIAL STANDINGS.

WE ALSO HAD SOME CONSULTANTS THERE TO ANSWER QUESTIONS AS WELL AS STAFF.

UM, SO FOLLOWING THAT SESSION, UM, STAFF TOOK ALL OF THAT INPUT AND CREATED A DRAFT 2024 STRATEGIC PLAN.

UM, WE WORKED WITH YOU ALL INDIVIDUALLY ON THE WORDING, UM, TO GET IT TO WHERE WE THOUGHT YOU WERE ALL WERE COMFORTABLE.

AND THEN FOLLOWING THAT, WE SENT OUT, UM, THE PRIORITIZATION FORMS, UM, TO GO THROUGH THAT PROCESS.

UM, THERE'S AN EXAMPLE OF WHAT THAT FORM LOOKED LIKE ON THE RIGHT HAND SIDE OF THE SLIDE.

ESSENTIALLY, EACH OF YOU WERE ASKED TO RANK EACH OF THE GOAL, EACH OF THE GOALS ON A SCALE FROM ONE TO 10, WITH 10 BEING THE HIGHEST PRIORITY.

UM, AND THEN ONCE WE HAD ALL OF YOUR ANSWERS BACK, WE COMPILED THOSE, AVERAGE OUT THE SCORES, AND THEN BROKE ALL THE GOALS INTO TIER BASED OFF OF THOSE AVERAGE SCORES.

UM, SO IN TOTAL FOR YOUR 2024 PLAN, THERE ARE 46 GOALS COMPARED TO 36.

ON THE 2023 PLAN.

UH, THERE WERE TWO GOALS THAT WERE MERGED INTO ONE, AND THEN FIVE GOALS CAME OFF OF THE 2023 PLAN.

UM, THOSE WERE SUBSTANTIALLY COMPLETE.

YOUR ROLE IN THEM WAS DONE OR THE PROJECT WAS FINISHED.

UM, AND THEN YOU ADDED 16 NEW GOALS TO THE STRATEGIC PLAN.

SO, UM, THE BREAKDOWN OF THE PRIORITIZATION, SO WE DO THIS IN FOUR TIERS.

UM, WE TRY TO MAKE THE DIVISIONS AS, AS EVEN AS POSSIBLE.

SO THERE'S NOT A DISPROPORTIONATE NUMBER OF GOALS IN ANY ONE TIER.

SO THE TIERS FOR THIS YEAR, FOUR STAR, WHICH

IS THE HIGHEST, UM, ANY GOAL THAT SCORED AN AVERAGE OF 94% OR ABOVE, THERE ARE 10 GOALS IN THAT TIER 13, IN THE THREE STAR 13 IN THE TWO STAR AND 10 IN YOUR ONE STAR GOAL TIERS.

UM, IT IS IMPORTANT TO NOTE THAT JUST BECAUSE SOMETHING SCORED LOWER ON AVERAGE DOESN'T MEAN IT'S NOT IMPORTANT TO YOU IF IT'S ON THE STRATEGIC PLAN.

IT'S IMPORTANT.

UM, PRIORITIZATION JUST HELPS US UNDERSTAND WHAT'S HIGHEST PRIORITY, WHAT DO WE NEED TO TACKLE FIRST? AND WE AS STAFF THEN IN TURN INCORPORATE THE STRATEGIC PLAN AND YOUR PRIORITIZATION INTO OUR OWN INTERNAL STRATEGIC PLANNING.

SO IF IT'S ON THERE, IT'S IMPORTANT.

THIS JUST HELPS US UNDERSTAND WHERE YOUR GOALS ARE AT.

UM, SO WHAT IT LOOKS LIKE FROM HERE, UH, UPON YOUR APPROVAL OF THE STRATEGIC PLAN, WE'LL WORK WITH OUR MARKETING DEPARTMENT TO CREATE THE FINAL DOCUMENT, AND THAT WILL BE PRINTED.

WE'LL ALSO MAKE THAT AVAILABLE ON THE WEBSITE.

WE HAVE TO GO THROUGH A BID PROCESS FOR PRINTING.

UM, BUT AS SOON AS YOU ALL APPROVE IT AND WE GET THE DESIGN DONE, WE SHOULD BE ABLE TO POST IT ON THE WEBSITE SHORTLY.

AND I'M HERE TO PRESENT, UM, ON TWO ITEMS ON THE AGENDA TONIGHT.

UM, ONE IS THE FINAL CONCEPT FOR THE RENOVATION OF AC CAPLINGER PROJECT AND ALSO A, A CONTRACT WITH THE CONSTRUCTION MANAGER AT RISK TO HELP GET THIS PROJECT MOVING FORWARD.

I JUST WANNA ACKNOWLEDGE THAT JAMES HAARD, HAZZARD FROM HALF IS HERE WITH US.

HE WAS THE CONSULTANT THAT LED US THROUGH, UM, THE MASTER PLANNING PROCESS FOR THE PROJECT.

UM, GET TO THE NEXT SLIDE HERE.

UM, JUST TO GET YOUR BEARINGS, THIS IS THE PROJECT LOCATION.

POINT POINTER'S NOT WORKING, BUT, UH, THAT'S THE, THE COMPLEX AS IT LIES RIGHT NOW TO THE SOUTH WHERE YOU SEE ALL THE TREES IS FER PARK TO THE LEFT BRYANT AND TO THE NORTH, THE READINESS CENTER.

JUST A LITTLE BIT OF BACKGROUND BEFORE WE GET TO THE CONCEPT.

UM, FIELDS HAVE BEEN AROUND FOR, FOR A LITTLE WHILE.

UM, LOOKS, THIS IS KIND OF THE ORAL HISTORY FROM SOME STAFF THAT HAVE BEEN HERE FOR, FOR A REALLY LONG TIME, BUT BUILT IN THE 1970S.

UM, THEY'VE SERVED THEIR USEFUL PURPOSE, THE FIELDS, THE COMPLEX IS IN NEED OF REPLACEMENT, ESPECIALLY SOME OF THE INFRASTRUCTURE THERE.

UM, THERE WAS A MASTER PLAN COMPLETED IN 2018, AND IT'S BEEN ATTEMPTED TO MOVE THIS FORWARD FOR, FOR QUITE A WHILE.

UM, AFTER THE LAST ATTEMPT, UM, WE TOOK A PAUSE AND COMPLETED A, A KIND OF A CITYWIDE, UH, SPORT FIELD UTILIZATION STUDY WITH VICTUS, WHICH WAS PRESENTED TO YOU THIS SUMMER.

AND, UM, THIS KIND OF CONFIRMED THAT, UM, BOTH, BOTH THE FIELDS AT AC CAPLINGER AND MITCH PARK WERE HIGHLY RECOMMENDED AND RATED AS, AS PROJECTS THAT WE SHOULD PURSUE AND OF EXISTING FACILITIES.

THEY RATED THE HIGHEST OF OUR EXISTING SPORTS FACILITIES.

SO AFTER WE COMPLETED THAT, WE RE-ENGAGED HAFT TO REVISE OR CREATE ALMOST A NEW MASTER PLAN IN SEPTEMBER OF 2023.

AND, UM, WE, WE CAME UP WITH THE FINAL PLAN, AND THEY'VE BEEN APPROVED BY THE STAKEHOLDER GROUP, WHICH I'LL TALK A LITTLE BIT MORE ABOUT THE PARKS AND REC ADVISORY BOARD AND THE CAPITAL IMPROVEMENT ADVISORY BOARD ALL IN DECEMBER.

THEY'VE ALL LOOKED IT OVER AND, AND HAVE APPROVED.

AND DURING THIS TIME WHILE THIS PLAN WAS GOING ON, UM, WE PUT, UH, AN ADVERTISEMENT OUT FOR A CONSTRUCTION MANAGER AT RISK.

AND AFTER INTERVIEWS WE'RE RECOMMENDING CROSSLAND CONSTRUCTION FOR, FOR THAT ROLE.

SO HOW DID WE GET TO THE FINAL CONCEPT? UM, WE HAD, WE HAD LOTS OF ENGAGEMENT IN MEETINGS.

WE, UM, WE HAD A OWNER'S GROUP, UM, COUNCILMAN ROBBINS SERVED ON THAT WITH US.

THAT WAS KIND OF CITY MANAGEMENT STAFF.

WE HAD AN ADVISORY GROUP, WHICH CONSISTED OF CITY STAFF.

IT WAS GONNA BE, UM, APPROVING SOME OF THE PLANS.

WE HAD ENGINEERING AND STORMWATER AND FIRE DEPARTMENT AND IT, THEY'RE, THEY'RE ALL INVOLVED AT GIVING FEEDBACK.

AND THEN, AND THEN THE STAKEHOLDER GROUP, WHICH CONSISTED OF THE OPERATOR STAFF AND SEVERAL CITIZEN PARENT REPRESENTATIVES ON THE, ON THAT GROUP.

UM, THERE WERE SEVERAL DETAILED SURVEYS THAT WERE GIVEN AND A CHANCE FOR DISCUSSION AND, AND, UH, LOTS OF OPPORTUNITIES TO GIVE FEEDBACK AFTER THE FIRST ROUND OF MEETINGS HAVE DELIVERED TWO CONCEPTS.

AND THEN AFTER THAT, THERE WAS A LOT OF DISCUSSION AND BACK AND FORTH, AND THAT'S HOW WE ENDED UP ON THIS FINAL CONCEPT.

THAT'S KIND OF A COMBINATION OF THOSE TWO.

THE CONCEPT DELIVERS ON ALL THE ITEMS DESIRED BY, BY ALL OF THE GROUPS.

NOT EVERYONE GOT EXACTLY WHAT THEY WANTED, EVERYTHING THAT THEY WANTED, BUT I THINK THERE WAS AGREEMENT ON, ON THE, THE CONCEPT.

UM, SO HERE IS, IS THE CONCEPT, AND I'LL JUST POINT OUT A FEW THINGS.

THERE WE GO.

UM, KIND OF GET BEARINGS.

THIS MULTICOLORED ROOF IS THE EXISTING CONCESSION STAND, UM, THAT IS BEING RENOVATED RIGHT NOW AND SHOULD BE DONE, UM, BY MARCH, BY BY THE START OF THE SPRING SEASON.

UM, THAT'S THE ONE THING THAT'S GONNA STAY EVERYTHING, AND I'LL SHOW YOU SIDE BY SIDE OF OLD AND NEW, BUT EVERYTHING ELSE IS ESSENTIALLY GONNA BE REPLACED.

UM, JUST SOME THINGS TO HIGHLIGHT.

UH, SO THE EXISTING, EXISTING CONCESSION STAYS.

UM, THE CURRENT COMPLEX HAS 12 FIELDS.

THIS HAS 10, BUT THESE ARE MUCH BIGGER, MORE FLEXIBLE FIELDS FOR A VARIETY OF DIFFERENT ACTIVITIES.

UM, THE AMOUNT OF PARKING INCREASES, THAT WAS ONE OF THE MAJOR ITEMS THAT'S, THAT WAS BROUGHT UP.

SO THIS ESSENTIALLY STAYS THE SAME MILLEN OVERLAY AND THEN BRINGS IT UP TO THE CURRENT CODE.

YOU CAN SEE EXPANSION HERE IN, IN PARKING WHERE WE'LL ADD SOME SPACES AND THEN A MAINTENANCE YARD.

CURRENTLY, THE MAINTENANCE YARD IS KIND OF OUT IN THE MIDDLE OF EVERYTHING.

AND THIS ADDS IT OFF TO THE SIDE WHERE, UM, STAFF CAN, CAN PARK AND FREE UP SOME SPACES TOO.

UM, THERE'S DROPPING OR DROP OFF LANES ADDED ON BOTH SIDES THAT DON'T EXIST.

NOW.

THEY CAN ALSO HELP WITH TRAFFIC FLOW.

UM, THE ORIENTATION OF THE FIELDS YOU'LL SEE ARE, THEY'RE COMPLETELY REORIENTED.

UM, IT'S A MORE EFFICIENT LAYOUT, MUCH LESS OF A DISTANCE TO GET FROM, YOU KNOW, THIS FIELD, THE FAR OUT FIELD TO THE RESTROOM.

THERE'S ALSO AN ADDITIONAL RESTROOM HERE THAT WILL BE NEW AND ADDED TO THE COMPLEX ALONG WITH AN OFFICE FOR, UM, STAFF AND, AND UMPIRES.

ONE OF THE, I THINK ONE OF THE BIG ITEMS THAT WAS BROUGHT UP A LOT WAS, UM, SYNTHETIC TURF.

SO THE BROWN AND THE INFIELD REPRESENTS SYNTHETIC TURF.

THE GREEN GRASS IS NATURAL GRASS.

SO THIS INCLUDES SYNTHETIC TURF INFIELDS FOR ALL OF THE FIELDS.

THIS INCREASES PLAYABILITY ON A DAY LIKE TODAY.

IF WE HAD BASEBALL SEASON, WE PROBABLY COULD HAVE PLAYED TODAY DESPITE ALL THE RAIN.

AND THAT'S WHAT THAT ALLOWS AND MUCH LESS MAINTENANCE TO GET IT READY FOR GAMES.

UM, LOTS OF SHADE ADDED BEHIND EACH, UH, HOME PLATE OR BLEACHERS WITH SHADE COVERS.

THERE'S SHELTERS, UM, A PLAY STRUCTURE RIGHT HERE WITH SHADE OVER IT IN, IN THE CONCEPTUAL DESIGN.

UM, THOSE ARE KIND OF THE HIGHLIGHTS.

THIS RIGHT HERE IS, UM, JUST A SPOT FOR POTENTIAL BATTING CAGES IN THE FUTURE, BUT IS NOT PART OF THIS PROJECT.

SO JUST, UH, REAL QUICK, I'LL SHOW YOU KIND OF SIDE BY SIDE OF KIND OF CURRENT VERSUS PROPOSED, AND YOU CAN KINDA SEE HOW THE LAYOUT IS ALL CHANGED.

SO JUST SOME AGREEMENTS TO MOVE THIS PROJECT FORWARD.

IF, IF YOU APPROVE OF THIS TONIGHT, UM, ON THIS AGENDA, WE HAVE THE CONSTRUCTION MANAGER AT RISK.

UM, RIGHT NOW, OVER THE NEXT MONTH, WE ANTICIPATE THEY'LL BEGIN PRE-CONSTRUCTION SERVICES.

SO THEY'LL TAKE A LOOK AT THE, UM, OPINION OF COSTS THAT WE GOT FROM HALF AND CONFIRM THAT LOOK AT A PROJECT TIMELINE.

UM, SO WE'LL HOPEFULLY APPROVE THAT TONIGHT.

AND THEN IN A MONTH WE'LL BRING BACK THE DESIGN AGREEMENT WITH HALF TO DO, UM, COMPLETE DESIGN PERMITTING, CONSTRUCTION DOCUMENTS ALL THE WAY THROUGH THE PROJECT.

UM, BUT WE WANT TO LET THE CONSTRUCTION MANAGER AT RISK TAKE A LOOK AT EVERYTHING FIRST, AND THEN, AND THEN WE'LL MOVE ON TO THAT.

AND GO AHEAD.

UM, SO JUST ESTIMATED COST AND TIMELINE RIGHT NOW.

UM, THE OPINION OF COST FROM THE, FROM THE ARCHITECT WAS 15.32 MILLION.

THAT INCLUDES, UM, A 20% CONTINGENCY, SO A PRETTY LARGE CONTINGENCY AS WELL AS SOME, MAYBE SOME ALLOWANCES IN THERE, NOT ALLOWANCES, BUT JUST IN THE BUDGET ESTIMATE FOR WHAT WE KNOW ABOUT THE SITE.

IT'S JUST A, A CHALLENGING SITE.

AND THAT ALSO INCLUDES THE FEE FOR THE CONSTRUCTION MANAGER AT RISK.

UM, WE ANTICIPATE A $1.3 MILLION CONTRACT FOR COMPLETE DESIGN OF THE FACILITY, WHICH WE WOULD BRING BACK TO YOU IN A MONTH.

UM, SO OVER THE NEXT THREE WEEKS, AS WE PREPARE FOR THAT COUNCIL MEETING, WE'LL LOOK TO FINALIZE THE PROJECT BUDGET AND TIMELINE WITH THE CONSTRUCTION MANAGER AND BRING THAT DESIGN CONTRACT TO YOU.

AND THEN WE CAN FULLY MOVE ON THE PROJECT.

WE'RE ESTIMATING SIX MONTHS FOR THE COMPLETE DESIGN.

UM, IT IS A LITTLE BIT FASTER BECAUSE DESIGN WORK'S BEEN DONE IN THE PAST AND WE'RE USING THE SAME CONSULTANT FOR THAT.

AND THEN KIND OF TIMELINE, WE'RE LOOKING AT HOLDING THE SPRING 2024 SEASON, HOPEFULLY HAVING SOME BIG BEAUTIFUL SIGNS OF WHAT IT'S GONNA LOOK LIKE IN THE FUTURE COMING SOON.

AND THEN WHEN THAT'S OVER, UM, ATTEMPTING TO START CONSTRUCTION BY FALL, HOPEFULLY SOONER THAN THAT, BUT HOPEFULLY BY FALL BEGIN CONSTRUCTION AND THEN AT LEAST A YEAR FOR CONSTRUCTION.

BUT SOME OF THOSE THINGS WE'RE GONNA FINALIZE OVER THE NEXT THREE WEEKS WHEN WE WORK WITH THE CONSTRUCTION MANAGER AT RISK.

WE'LL GO TO THE NEXT ONE.

SO SOME OF THE FUNDING, UM, AND SOME OF THIS INFORMATION WAS PROPOSED, UH, TO THE CAPITAL IMPROVEMENTS ADVISORY BOARD.

UM, RIGHT NOW IN THE BUDGET, WE HAVE $8 MILLION FOR THE PROJECT.

UM, THAT WAS RELATED TO WHAT WE, UH, MAYBE ATTEMPTED BEFORE, WHICH IS A PHASED APPROACH.

UM, I BELIEVE IT WAS EITHER FOUR OR SIX FIELDS THAT THAT WENT OUT TO BID A COUPLE YEARS AGO.

SO WE'RE LOOKING TO DO THE WHOLE THING ALL, ALL AT ONE TIME AND GETTING IT DONE, GET IN, GET OUT AND THERE'LL BE DISRUPTION, BUT SHORTEN THE DISRUPTION INSTEAD OF PROLONGING IT OUT OVER SEVERAL YEARS.

AND SO OUT OF THAT 8 MILLION, LOOKING AT, UM, USING SOME OF THAT FOR DESIGN AND THEN HOPEFULLY, UM, DEMO IF, IF WE CAN MOVE FAST ENOUGH IN THIS FISCAL YEAR.

AND THEN CARRYING, UM, OVER MONEY INTO THE NEXT FISCAL YEAR TO, FOR CONSTRUCTION.

UM, ALSO WHEN WE PRESENTED TO CIP, WE TALKED ABOUT PELICAN BAY, THAT CURRENT, WE'VE TALKED ABOUT THIS QUITE A BIT, BUT, UM, CURRENTLY HAS NO FUNDING AND WE KNOW SOME WORK NEEDS TO BE DONE THERE.

UM, SO WE'RE PROPOSING AROUND $5 MILLION.

WE'LL FINALIZE SOME OF THESE THINGS WHEN WE, WE COME BACK IN IN FEBRUARY.

RIGHT NOW WE'VE DONE LEAK DETECTION.

WE'RE GONNA BE MAKING SOME REPAIRS TO REDUCE THE AMOUNT OF LEAKS TO GET READY FOR THE NEXT SEASON.

AND THEN THIS WEEK, THE FULL ASSESSMENT OF THE FACILITY AND CONCEPTUAL DESIGN WILL, WILL BEGIN THIS THIS THURSDAY.

SO SOME OF THE MONEY WOULD COME FROM THERE.

UM, THE FORMER BICKHAM SOFTBALL COMPLEX, UH, WAS, UM, I GUESS REMOVED OR USED FOR THE EXPANSION OF THE WASTEWATER TREATMENT FACILITY.

THERE'S SOME MONEY BUDGETED THERE.

UM, AND THE NEXT, IN THIS FISCAL YEAR, AND THEN IN A FEW FISCAL YEARS FOR CONSTRUCTION, WE'RE CURRENTLY WORKING WITH, UM, OUR WATER RESOURCES TEAM ON, UH, SOME CONCEPTS THERE TO, TO MAKE SOMETHING REALLY NEAT THAT, THAT WE HOPE TO PRESENT TO YOU SOON.

BUT WE'RE WORKING TOGETHER IN PARTNERSHIP TO, UM, TO SEE IF WE CAN COME UP WITH SOME GOOD IDEAS THERE.

UM, SMAR, WHICH IS STANDS FOR CONSTRUCTION MANAGER AT RISK, IS A, IS DIFFERENT THAN WHAT, UM, I'LL CALL IT TRADITIONAL, I'LL CALL IT AGE OLD TYPE OF DEVELOPMENT.

MOST CITIES AND TOWNS DO, WHICH IS DESIGN, A HUNDRED PERCENT DESIGN, THEN YOU GO TO BID AND THEN YOU CONSTRUCT.

UH, SO YOU KNOW, THE TRADITIONAL WAY YOU DESIGN THE WHOLE THING, THINK YOU HAVE A BUDGET, YOU GO OUT TO BID, FIND OUT IS IT GONNA FIT THE BUDGET OR NOT.

AND IF IT'S NOT GONNA FIT IN THE BUDGET, THEN IT HAS TO EITHER COME BACK AND REDESIGN THE PROJECT TO SCALE IT DOWN, OR THE CITY HAS TO DECIDE DO I FUND IT OR WHETHER THE BID COMES IN.

CONSTRUCTION MANAGER AT RISK TAKES A DIFFERENT APPROACH, WHICH STILL HIRES DESIGN FIRM AN EARLY ON, GETS THEM DESIGNING THE PROCESS.

BUT ABOUT 30% OF DESIGN YOU BRING ON YOUR CONSTRUCTION MANAGER, YOUR CONTRACTOR, GET THEM ON BOARD AND COOPERATIVELY, THEY WORK TOGETHER TO DESIGN A PROJECT TO MEET A PROJECT BUDGET THAT A CITY COUNCIL OR A STATE OR WHOEVER SETS FOR THE PROJECT.

UH, AND THROUGH THAT WHOLE PROCESS, UM, LET'S JUST SAY THAT WE SET THE BUDGET AT 16.5.

IT'S 16.5, AND BETWEEN THE DESIGN CONSULTANT AND THE CONTRACTOR, THEIR EFFORT IS TO MAKE SURE THAT PROJECT COMES IN AT OR BELOW THAT AMOUNT.

THAT MAY MEAN THE DESIGN CHANGES TO THE PROCESS.

THAT MAY MEAN, UH, LIKE IN THE COURSE OF OUR CITY CENTER COMPLEX AND OUR YMCA LIBRARY PROCESS, THE OVERSIGHT COMMITTEE REVIEWS PROPOSED CHANGES TO MAKE SURE IT STAYS WITHIN BUDGET AND THEN THE PROJECT MOVES FORWARD.

BUT THE GOAL IS YOU DON'T WAIT ALL THE WAY THROUGH A HUNDRED PERCENT DESIGN, LOCK YOURSELF IN, THEN FIND OUT THE BID THAT YOU DON'T HAVE ENOUGH MONEY THIS WAY.

YOU, YOU SET THE PROJECT, YOU SET THE CONSTRUCTION BUDGET LIMIT, AND THAT'S THE PROJECT LIMIT.

AND SO WE CAN HAVE MUCH BETTER CONTROL, VALUE ENGINEER THROUGH THE WHOLE PROCESS.

VERSUS TRADITIONALLY WHAT MIGHT HAPPEN IS YOU MAY THINK THE BUDGET'S THIS, FIND OUT WHAT THE BID IS, END UP SPENDING MORE AND MORE AND MORE.

SO WE THINK IT'S A BETTER WAY TO DO THE PROJECTS.

YOU'LL SEE THIS MORE AND MORE FROM CITY STAFF RECOMMENDING TO CITY COUNCIL.

AT THAT TIME, THE COUNCIL AND MAYOR DID NOT RESPOND TO OUR REQUEST IN THE NEXT COUNCIL MEETING AND GAVE NO REASON WHY.

AN EVENT HAPPENED IN IOWA ON JANUARY 4TH, 2024, AND ANOTHER ONE IN TEXAS.

THE TEXAS SHOOTER SHOT UP, SHOT AT SEVEN PEOPLE AND ALL WERE INJURED.

THE SHOOTER DIAL BUTLER WAS A HIGH SCHOOLER AND DIED OF SELF, SELF-INFLICTED RUINS.
