UH, THE FIRST ITEM

[2. Consideration of Approval of Meeting Minutes: 1/2/2024]

ON THE AGENDA IS CONSIDERATION AND APPROVAL OF THE MINUTE MEETINGS MINUTE, UH, MEETING MINUTES FROM ONE TO 2024.

HAS EVERYONE HAD AN OPPORTUNITY TO REVIEW THOSE? DO WE HAVE ANY ADDITIONS OR DELETIONS OR CORRECTIONS? I'LL MAKE A MOTION TO APPROVE.

SECOND AND THE MINUTES ARE APPROVED BY VOTE OF 3 2 0.

THAT BRINGS US TO THE NEXT ITEM

ON THE AGENDA, WHICH IS OUR PUBLIC HEARING CONSENT DOCKET.

THERE ARE TWO ITEMS ON THAT.

UH, THESE ITEMS WILL BASICALLY BE VOTED ON WITHOUT ANY DISCUSSION UNLESS THERE'S A MEMBER OF THE GENERAL PUBLIC THAT NEEDS TO HAVE THOSE ITEMS PULLED.

THE TWO ITEMS ARE CASE NUMBER PR 21 DASH 0 0 0 3 0 CONSIDERATION OF THE EXTENSION OF THE FINAL PLATT FOR THE LAKES AT CROSS TIMBERS PHASE TWO, LOCATED ON THE SOUTH SIDE OF COVELL ROAD IN CASE NUMBER PR 23 DASH 0 0 0 1 9.

CONSIDERATION FOR A FINAL PLATT OF THE EDMUND CORNER MANSION LOCATED ON THE NORTHWEST CORNER OF JACKSON AND AYERS.

UH, IS THERE ANY REASON FOR ANY OF THE MEMBERS OF THE COMMISSION THAT WE NEED TO PULL THOSE AND HEAR THEM SEPARATELY? SCENE NONE.

IS THERE ANY MEMBER OF THE GENERAL PUBLIC THAT WISHES TO HAVE EITHER OF THOSE ITEMS SPECIFICALLY PULLED? UH, SCENE NO REQUESTS? DO I HAVE A MOTION ON THESE TWO ITEMS TOGETHER, PLEASE? I'LL MAKE A MOTION TO APPROVE.

ITEM FOUR, A PUBLIC HEARING DISCUSSION DOCKET CASE NUMBER S SP 23 DASH 0 0 0 2 2 PUBLIC HEARING AND CONSIDERATION FOR A SITE PLAN APPLICATION FOR THE ABBEY AT COFFEE CREEK, LOCATED ON THE NORTH SIDE OF COFFEE CREEK, WEST OF KELLY AVENUE.

AND THE APPLICANT IS PRESENT.

MR. BRIAN? THANK YOU.

UH, YES.

THE APPLICANT IS REQUESTING APPROVAL OF A SITE PLAN FOR A MIX OF TOWN HOMES AND DUPLEXES JUST BEHIND THE NORTHWEST CORNER OF COFFEE CREEK.

AND KELLY DEPICTED HERE IN THE YELLOW OUTLINE.

THE SITE IS ZONED PUD, WHICH ALLOWS THESE USES AND SPECIFIES THE REQUIREMENTS RELATED TO SITE PLAN COMPLIANCE.

THE REVIEWED SITE PLAN INCLUDES TWO NEW BUILDINGS.

THEY'RE APPROXIMATELY 7,500 SQUARE FEET IN SIZE, APPROXIMATELY 26 FEET IN HEIGHT.

THE EXTERIOR WILL BE PREDOMINANTLY BRICK WITH AND LAP SIDING WITH STONE STUCCO AND METAL ACCENTS.

THE SITE PLAN ALSO INCLUDES A COMMON AREA CONTAINING A PAVILION AND A FENCE TO DOG PARK.

ACCESS TO THE AREAS CURRENTLY EXIST ALONG PRIVATE STREETS THAT CONNECT TO KELLY AND COVELL.

16 PARKING SPACES ARE PROVIDED TO SERVE THE COMMON AREA.

THE SITE PLAN PROVIDES THE REQUIRED SENSITIVE BORDER BUFFERS TO BOTH THE NORTH AND THE WEST SIDES OF THE SUBJECT PROPERTY.

NO VARIANCE ARE REQUESTED.

STAFF RECOMMENDS APPROVAL.

UH, DO MEMBERS OF THE COMMISSION HAVE ANY QUESTION OF CITY STAFF AT THIS POINT IN TIME? SO KEN, DO YOU KNOW, I MEAN, WHY ARE WE HAVING TO LOOK AT A SIDE PLAN ON THIS? IS THE PUD CURRENTLY HAS FILED THE PLATT? NOT WHAT'S GOING ON? NOT COMPLIANT.

SO WE'RE HAVING TO DO A PUD TO MAKE IT COMPLIANT.

IS THAT 'CAUSE ARE WE GONNA DO THAT ON EVERY ONE OF THESE LOTS WHEN THEY COME IN? OH, NO.

WE ARE NOT GONNA HAVE TO DO THAT ON EVERY ONE OF THESE LOTS.

MY UNDERSTANDING IS THE PUD UH, REQUIRES SITE PLAN FOR THE FIRST, UM, THE FIRST BUILDINGS ARE LOTS THAT ARE PROPOSED.

OKAY.

AND THEN THE REST OF THOSE WOULD USE THAT SAME APPROACH AS, AS THEY GO THROUGH THE, THE BUILDING PROCESS.

GOTCHA.

IT JUST SEEMS ODD THAT WE HAVE THESE INDIVIDUALS PLATTED, A LOTTED EVERY INDIVIDUAL LOTS, BUT YET WE'RE HAVING TO DO A SITE PLAN TO INTERMINGLE US AS OPPOSED TO A NORMAL RESIDENTIAL OR MULTI-FAMILY COMPLEX.

THAT'S WHY I WAS ASKING, SO, OKAY.

UH, DO ANY OTHER MEMBERS OF THE COMMISSION HAVE ANY QUESTIONS OF CITY STAFF? IF NOT, WOULD THE APPLICANT CARE TO ADD ANYTHING FURTHER? GREG MASSEY WITH THE RED PLAINS PROFESSIONAL, UH, REPRESENTING THE APPLICANT, UH, I'D BE MORE THAN HAPPY TO ANSWER ANY OTHER QUESTIONS, UM, THAT PLANNING COMMISSION WOULD HAVE.

UH, AND AGAIN, AS EXPLAINED, UH, PER THE PUD, AND I THINK THIS IS PRETTY CONSISTENT, UH, THROUGH ALL OF THE, UM, LOWDEN LOW TO MEDIUM DENSITY APPLICATIONS WITH CITY OF EDMOND ON, UH, PUDS, THAT THE FIRST SET THAT GOES IN HAS COME FOR SITE PLAN APPROVAL.

AND UNLESS THERE ARE, UH, CHANGES IN THE REMAINDER OF THE DEVELOPMENT, UM, THEN THAT WILL TAKE CARE OF IT GOING FORWARD.

SO, UH, I'M KIND OF LIKE YOU DIDN'T REALLY WANT TO HAVE TO BE HERE.

UH, AND AGAIN, UM, I'M GLAD TO FINALLY HAVE THIS PIECE OF PROPERTY MOVING FORWARD, UH, WITH DEVELOPMENT THAT WILL BENEFIT THE CITY AND THE ADJACENT RESIDENCE.
