THIS PROCLAMATION IS TO CELEBRATE WHAT YOU ALL DO, WHAT OTHER COMMUNICATORS DO ACROSS OUR CITY, ACROSS OUR STATE.

SO THIS PROCLAMATION IS THE ROLE OF GOVERNMENT COMMUNICATIONS PROFESSIONS IS TO INFORM, EDUCATE, AND ENGAGE THEIR COMMUNITIES.

A ROBUST COMMUNICATION AND GOVERNMENT CREATES TRUST AND INSPIRES RESIDENTS TO TAKE ACTION AND TO BE INVOLVED.

GOVERNMENT COMMUNICATIONS CREATE RELATIONSHIPS AND CALLS TO ACTION, BUILD AWARENESS AND UNDERSTANDING THROUGH STORYTELLING, ENGAGED AND FOSTER ENGAGEMENT ON CIVIC ISSUES AND USE OF ALL CHANNELS TO INCLUDE PEOPLE IN CRITICAL DECISIONS.

AND IS, IT IS ESSENTIAL TO HAVE STRONG COMMUNICATIONS IN GOVERNMENT BECAUSE IT IS A FUND, A FOUNDATIONAL ELEMENT OF LIVING IN A DEMOCRACY WHERE CITIZENS HAVE THE FREEDOM TO MAKE THEIR VOICE HEARD.

WHEREAS THIS DAY, THE CITY OF EDMOND IS PROUD AND HAS DEEP GRATITUDE AND RECOGNITION FOR GOVERNMENT COMMUNICATORS, PROFESSIONALISM, DEDICATION, HARD WORK, COMMITMENT, ENTHUSIASM, AND SACRIFICE.

NOW THEREFORE, I DARRYL A DAVIS MAYOR OF THE CITY OF EDMOND, OKLAHOMA, DO HEREBY PROCLAIM FEBRUARY 24TH, 2024 AS GOVERNMENT COMMUNICATORS DAY IN THE CITY OF EDMOND, OKLAHOMA, UNDER MY HAND AND SEAL BILL.

AND I DIDN'T KNOW IF YOU WANTED TO SAY SOMETHING HE GOT THEIR LITTLE SWAG ON AND EVERYTHING.

I JUST WANTED TO SAY THAT IT'S, IT'S A REAL HONOR AND PRIVILEGE.

WE WORK VERY HARD TO TRY TO MAKE SURE THAT THE CITIZENS OF, UH, EDMOND ARE INFORMED AND FEEL INFORMED, AND, AND THAT THEY UNDERSTAND THAT, UM, WHAT WE'RE TRYING TO DO HERE AS A GROUP, UH, IS IMPORTANT AND IS FOR THEIR BENEFIT.

AND WE APPRECIATE NOT JUST, UH, DAVE, RENA AND DWIGHT WHO'S IN THE BACK, MAKING SURE THIS IS STILL GOING ON.

AND CASEY, WHO SET THE FOUNDATION, BUT ALSO WORKING WITH PD, WITH FIRE, WITH EDMOND ELECTRIC AND THE WATER RESOURCES GROUPS.

THEY HAVE COMMUNICATORS THAT PARKS THAT, THAT, THAT REACH OUT TO MAKE SURE THAT WE ARE KEEPING THE, THE, UH, RESIDENTS OF EDMOND CONNECTED AND INFORMED.

AND, UH, WE CONSIDER THIS A PRIVILEGE AND WE'RE GRATEFUL FOR THIS HONOR AND RECOGNITION.

I WANNA SAY IT'S A BITTERSWEET DAY, BUT, UH, UH, WANNA RECOGNIZE ONE OF OUR FINEST, LISA.

GOOD PASTURE.

LISA, YOU WANNA RAISE YOUR HAND OUT BACK THERE? WE WON'T MAKE HER COME DOWN AND SPEAK UNLESS SHE REALLY WANTS TO.

BUT, UH, SHE'S BEEN WITH THE CITY 34 YEARS WHEN THE BUFFALO OR ROAMING, UH, AND EDMOND THERE.

BUT IN ALL REALITY, SHE'S BEEN A KEY, UH, ASSISTANCE FOR LITERALLY EVERY EMPLOYEE.

'CAUSE EVERY EMPLOYEE GETS TO SEE THE BENEFIT OF WHAT SHE'S DONE, WHETHER IT'S FROM THEIR HIRING, I WON'T SAY TO THEIR FIRING, BUT HIRING TO THEIR, TO, UH, PERSONAL REVIEWS TO MANY DIFFERENT THINGS.

AND THIS PAST YEAR HAS BEEN GREAT.

WE DID SOME MAJOR CHANGES TO OUR BENEFITS PROGRAMS, TO OUR PAY PLANS THAT LONG AFTER SHE'S GONE, THAT MANY OF OUR EMPLOYEES WILL BENEFIT AND FUTURE EMPLOYEES WILL BENEFIT.

SO I KNOW SHE'S LOOKING FORWARD TO SOME TIME OFF AND ENJOY HER HORSES AND DOGS.

AND I KNOW SHE FOLLOWS, AT LEAST ONE OF HER GRANDKIDS IS A BIG GOLFER AROUND THE SOUTHWEST TO GO WATCH HIM PLAY.

AND WE'RE EXCITED TO SEE HER FUTURE.

WE'RE SAD TO SEE HER GO.

UH, THIS WILL BE HER LAST COUNCIL MEETING AS A FULL-TIME EMPLOYER.

WE'RE PROBABLY GONNA KEEP HER FOR A LITTLE BIT TO HELP US IN THE TRANSITION, UH, BETWEEN NOW AND THE NEW FUTURE HR DIRECTOR.

BUT WE JUST WANNA TAKE A MOMENT TO THANK LISA FOR ALL SHE DOES.

SHE'S A KEY PERSON FOR ME, FOR ALL THE GOOD STUFF THAT WE DO, BUT ALSO THOSE CHALLENGING TIMES WHEN WE'RE MAYBE DOING SOME DISCIPLINARY ACTIVES AND DIFFERENT THINGS.

BUT SHE'S BEEN INVOLVED WITH UNION NEGOTIATIONS, SO SHE HAS LITERALLY HAD HER HAND PRINTS ON LITERALLY EVERY PERSON AND PERSONNEL ISSUE HERE IN THE CITY.

SO I JUST WANNA RECOGNIZE HER.

CONSIDERATION OF APPROVAL OF RESOLUTION NUMBER THREE DASH 24 3 DASH 24, SUPPORTING THE CITY'S APPLICATION TO THE EXPANSION AND SUSTAINABILITY OF THE COMPREHENSIVE C COMMUNITY MENTAL HEALTH SERVICES FOR CHILDREN.

UM, HI THERE, THERE'S GONNA BE, UH, SOME STAFF COMMENTS.

I'M CHRISTIE BATTERSON.

I'M THE STAFF LEAD FOR OUR MENTAL HEALTH INITIATIVE.

UM, THE RESOLUTION THAT YOU HAVE BEFORE YOU IS AN EXCITING TIME.

AS YOU KNOW, WE'VE SPENT THE LAST SEVERAL YEARS WITH OUR MENTAL HEALTH ASSESSMENT.

NOW THE IMPLEMENTATION OF, OR STARTING PHASE FOUR, UM, WE HAVE SEVERAL PARTNERS IN OUR COMMUNITY THAT HAVE BEEN INVOLVED SINCE THE ASSESSMENT AND OUR CONTINUING AND IMPLEMENTATION.

THIS GRANT IS CALLED A SYSTEM OF CARE FUNDING OPPORTUNITY FROM THE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICE ADMINISTRATION.

THAT'S UNDER THE DEPARTMENT OF HEALTH AND, AND HUMAN SERVICES.

UM, IT'S ONLY OPEN TO STATE, LOCAL, AND TRIBAL ORGANIZATIONS, WHICH IS WHY WE ARE THE PRIMARY LEAD ON THIS PROJECT.

UM, IT IS $1 MILLION PER YEAR FOR FOUR YEARS.

UM, THE PURPOSE OF IT IS TO PROVIDE RESOURCES TO IMPROVE MENTAL HEALTH OUTCOMES FOR CHILDREN AND YOUTH.

ZERO TO 21 AT RISK FOR IT WAS SERIOUS EMOTIONAL DISTURBANCES IN THEIR FAMILIES OR THOSE YOUTH WITH SERIOUS MENTAL ILLNESS.

UM, A SYSTEM OF CARE MODEL IS TO BUILD INFRASTRUCTURE AND BUILD ON CAPACITY.

UM, OUR COMMUNITY PARTNERS IN THIS, OF COURSE, IS OURSELVES AS A LEAD, UM, ON THE APPLICATION, NORTH CARE, EDMOND FAMILY COUNSELING AND THE EDMOND PUBLIC SCHOOL SYSTEM, WE ARE GONNA BE FOCUSING ON YOUTH FROM SIX TO 21 YEARS OF AGE.

UM, AND PRIMARILY WHAT WE ARE GONNA BE DOING IS ADDING STAFF, FINDING THE GAPS THAT ARE PRESENT IN OUR COMMUNITY.

EVEN THOUGH WE'VE DONE OUR MENTAL HEALTH ASSESSMENT, THERE ARE

STILL SOME GAPS THAT WE NEED TO IDENTIFY.

AND THEN WE'RE GONNA BE PROVIDING THAT PROGRAMMING THROUGHOUT COMMUNITY PARTNERS, UM, FOR THOSE YOUTH INDIVIDUALS THAT NEED IT.

UM, IT ALSO HAS A JUVENILE COURT, UM, PART, PART OF IT AS WELL.

SO IT'S AN ENCOMPASSING COLLABORATION THROUGHOUT THE COMMUNITY.

UM, THIS RESOLUTION SHOWS THAT OUR COMMITMENT, WE DO HAVE COMMITMENTS FROM THE THREE PRIMARY CARE PARTNERS.

UM, AND, UM, WE ARE TRYING TO KEEP OUR BUDGET UNDER $1 MILLION RIGHT NOW, , SO WE'RE ABOUT 195,000 OVER.

UM, AND IN ORDER TO GET UNDER THE, EACH COMMUNITY PARTNER IS, HAS A MATCH IN KIND SERVICES.

UM, FOR US TO STAY UNDER THE MILLION, WE WOULD NEED TO P UM, PROVIDE A MATCH OF 195,000.

WE HAVE HC CONSIDERATION, APPROVAL TO PURCHASE OF, UM, VEHICLE UTILITIES, VEHICLES, EQUIPMENT BEDS, TOPPERS AND ACCESSORIES FOR ALL DEPARTMENTS FROM VARIOUS STATE CONTRACTS FOR FISCAL YEAR 23 AND 24.

HELLO SIR.

HOW ARE WE DOING TODAY? GOOD, HOW ARE YOU? GOOD.

ARE YOU GONNA GIVE US A STAFF COMMENTS ON THIS, UH, EXPENDITURE? YES, SIR.

UM, THESE FUNDS ARE FOR REPLACEMENT OF VEHICLES THAT ARE ALREADY IN SERVICE.

SO THIS IS NOT ADDITIONAL VEHICLES.

THIS IS NOT ADDING TO THE FLEET.

THIS IS REPLACING EXISTING FLEET VEHICLES THROUGHOUT THE CITY.

UM, IT IS FUNDED FROM THE FLEET REPLACEMENT FUND DIRECTLY.

THE FUNDS ARE ALREADY RESERVED FOR THAT PURPOSE.

AND SO NORMALLY WE DO THIS IN JULY, RIGHT AFTER THE NEW BUDGET YEAR STARTS.

WE WAITED THIS YEAR TO MAKE SURE WE COULD ACTUALLY GET THE VEHICLES WE WERE GOING TO ORDER BEFORE WE WENT THROUGH THIS PROCESS.

AND THINGS ARE STARTING TO FREE UP A LITTLE BIT WHERE WE CAN GET THE VEHICLES WITHOUT HAVING TO CARRY THEM ACROSS TWO FISCAL YEARS AT A TIME.

SO, UH, WE'RE BRINGING THIS TO YOU NOW.

ARE YOU GETTING BACK ON TRACK FOR VEHICLES THAT YOU NEED? UM, WE'RE ABOUT 25 OR 30 BEHIND TOTAL.

UH, WE HAD A SITUATION WHERE ANOTHER CITY, UH, CANCELED THEIR TRASH TRUCK ORDER AFTER THEY WERE ALREADY IN THE QUEUE TO BE BUILT.

UM, THEY MATCH OUR SPECS AND THEY'RE DUE TO HIT THE GROUND IN 30 DAYS.

WE WOULD BE ABLE TO GRAB THOSE TWO AND NOT HAVE TO WAIT TWO YEARS FOR THE NEXT REPLACEMENTS TO SHOW UP.

SO WE'D LIKE TO TAKE ADVANTAGE OF THAT WHILE WE CAN.

WE STARTED WITH THE, UH, WORKING WITH THE ASSOCIATION OF CENTRAL OKLAHOMA, UH, GOVERNMENT'S ACOG BACK IN 2017 TO PARTNER ON, UM, ELECTRIC VEHICLE CHARGING STATIONS.

WE STARTED GETTING GRANTS FROM THEM BACK THEN.

THE FIRST ONE WAS AT THE HILTON GARDEN INN.

SINCE THAT TIME, WE HAVE ADDED 10 ADDITIONAL, UH, CHARGING STATIONS AROUND THE CITY.

UM, WE HAVE NINE LEVEL TWO CHARGES, WHICH ARE SLOWER CHARGES.

THEY'LL CHARGE, GIVE A FULL CHARGE IN ABOUT FOUR TO SIX HOURS.

AND WE HAVE ONE LEVEL THREE DC FAST CHARGER, WHICH WILL GIVE YOU A FULL CHARGE IN ABOUT 30 MINUTES L LOCATED AT THE FESTIVAL MARKETPLACE.

AND SO INITIALLY WHEN WE STARTED THIS PROGRAM IN THIS, UH, PARTNERSHIP WITH ACOG, UM, THE PREVIOUS CITY COUNCIL HAD DECIDED THAT TO PROMOTE EVS AND TO PROMOTE THE CHARGING STATIONS, UM, THEY WOULD NOT CHARGE A FEE FOR THEIR USE.

SINCE THAT TIME, THE USE HAS GONE UP A LITTLE BIT, YOU KNOW, SO THEY'RE BEING MORE POPULAR.

UH, PEOPLE KNOW THEY'RE OUT THERE, THEY'RE ON ALL THE POPULAR APPS, CHARGEPOINT APP, AND ALL THE, UM, OTHER, UH, APPS THAT ARE OUT THERE.

AND SO THE USE HAS GONE UP.

SO WE STARTED LOOKING AT A FEE FOR THE TO ASSIST FOR USE OF THE STATION.

UM, WE HAD TO MAKE SOME ASSUMPTIONS BASED ON THE USAGE, WHAT WE PROJECTED TO USAGE.

WE ESTIMATED A 10 YEAR LIFE FOR THE INFRASTRUCTURE FOR THE CHARGER.

UM, WE LOOKED AT, UH, THE UTILIZATION FACTOR THAT'S KINDA STANDARD ACROSS THE NATION FOR THE TYPES OF CHARGING STATIONS.

AND WE LOOKED AT OUR WHOLESALE POWER PRICES, UH, WHICH ARE AROUND 6 CENTS PER KILOWATT HOUR.

SO BASED UPON THAT, BASED ON A 10 YEAR RECOVERY FOR THE OPERATION, THE INSTALLATION OPERATION AND MAINTENANCE OF THOSE STATIONS, WE ARE LOOKING AT A FEE OF 25 CENTS PER KILOWATT HOUR FOR A LEVEL TWO AND 32 CENTS PER KILOWATT HOUR FOR A LEVEL THREE CHARGING STATION.

I WILL POINT OUT THAT THERE IS A 3 CENTS PER KILOWATT HOUR TAX, UH, UNDER STATE LAW THAT WE HAVE TO APPLY TO THE LEVEL THREE CHARGING STATIONS.

IT'S NOT INCLUDED IN THIS RATE, BUT IT WOULD BE COLLECTED AT THE STATION AND REMITTED TO THE STATE OF OKLAHOMA AS REQUIRED BY LAW.

UH, IF APPROVED, THESE RATES WILL BECOME EFFECTIVE ON APRIL 1ST.

UM, WE WILL UPDATE THE INFORMATION NOT ONLY ON THE CITY WEBSITE, BUT WE WILL ALSO WORK AT THE VARIOUS APPS, GOOGLE, ET CETERA, THAT HAVE INFORMATION ABOUT THE FEES JUST ASSOCIATED WITH THE CHARGING STATIONS TO MAKE SURE THOSE ARE ALL UPDATED.

UM, THE FEE CAN BE REVIEWED ANNUALLY AS PART OF THE BUDGET PROCESS.

ANYTIME WE FEEL LIKE WE NEED TO BRING IT BACK TO COUNCIL, IF SOMETHING CHANGES, WE CAN DO THAT.

AND THAT WOULD BE THE PROCESS TO CHANGE THIS RATE.

NOW WE WILL ALSO CONTINUE TO WORK WITH ACOG TO SEEK ADDITIONAL GRANTS FOR FUTURE CHARGING STATIONS.

WE ARE LOOKING AT, I BELIEVE, THREE FOR THE CITY CENTER COMPLEX.

WE'RE LOOKING AT THE YMCA LIBRARY PARTNERSHIP, UM, CITY PARKS, THINGS LIKE THE SPLASH PAD.

AND THEN WE'RE ALSO LOOKING AT SOME PUBLIC-PRIVATE PARTNERSHIPS AROUND THE CITY AS WELL.

SO WE'LL CONTINUE THIS PROGRAM WITH ACOG.

IT'S BEEN A GOOD PROGRAM FOR US AND WE FEEL IT'S BEEN VERY BENEFICIAL FOR THE CITY.

UM, MS PRESENTATION WILL BE SIMILAR TO THE ONE THAT I GAVE LAST MONTH, BUT TODAY WE'RE LOOKING AT THE PROJECT BUDGET AND GETTING THAT SET AND THEN, UM, ENTERING INTO THE DESIGN CONTRACT TO GET THE PROJECT COMPLETELY DESIGNED SO IT CAN BE CONSTRUCTED.

SO, UM, BEFORE I GET TOO FAR INTO IT, JUST WANTED TO SHOW YOU SOME PICTURES THAT I SHOWED YOU LAST MEETING.

UM, AND THERE'S JUST KIND OF A SIDE BY SIDE, SO YOU CAN SEE HOW THE LAYOUTS CHANGE AND THE PARKING EXPANDS, UM, SOME RENDERINGS OF, OF WHAT IT'LL LOOK LIKE PROVIDED TO US BY THE ARCHITECT OF IF JUST FLIP THROUGH THESE ENTRYWAY.

SO WHERE WE'RE AT NOW, AT THE, AT THE LAST MEETING, YOU ALL APPROVED THAT CONCEPT THAT I JUST SHOWED YOU.

AND THEN WE ALSO ENTERED INTO AN AGREEMENT WITH THE CONSTRUCTION MANAGER AT RISK, UM, WHICH WAS CROSSLAND CONSTRUCTION.

AND, UM, WHAT WE ASKED THE CONSTRUCTION MANAGER AT RISK TO DO WAS TO, UM, TAKE A LOOK AT THE OPINION OF COSTS FROM THE ARCHITECT AND MAKE SURE THAT THAT'S LINING UP BEFORE WE GET INTO THE PROJECT.

UM, SO THE CONSTRUCTION MANAGER AT RISK TOOK A LOOK AT IT AND THEIR ESTIMATES FOR CONSTRUCTION, UM, DID ALIGN WITH WHAT THE ARCHITECT, UH, PROJECTED FOR COSTS.

UM, THEY RECOMMENDED ADDITIONAL DESIGN CONTINGENCY BECAUSE WE ARE SETTING A PROJECT BUDGET IN THE CONCEPTUAL PHASE.

SO THAT'S KIND OF A BREAKDOWN UP THERE OF, UM, OF HOW THE PROJECT BUDGET BREAKS DOWN.

16.1 MILLION FOR CONSTRUCTION AND THAT HAS CONTINGENCIES INCLUDED AND ADDED IN THERE DESIGN OF 1.3 MILLION.

SO THAT'S THE CONTRACT WITH HALF THAT'S IN FRONT OF YOU FOR APPROVAL.

UM, 0.1 OR A HUNDRED THOUSAND MILLION FOR, UH, THIRD PARTY QUALITY CONTROL AND ART THAT THAT WILL BE NEEDED FOR THE PROJECT, TOTALING A TOTAL PROJECT BUDGET OF 17.5 MILLION.

SO IF EVERYTHING IS APPROVED TONIGHT, WE WILL, UH, KICK OFF THIS WEEK TO BEGIN DESIGN AS SOON AS POSSIBLE.

THE DESIGN ESTIMATE'S SIX MONTHS, WE'LL LOOK TO HOLD THE SPRING SEASON.

UM, UISA IS PLANNING ON THAT RIGHT NOW AND BEGIN CONSTRUCTION LATE SUMMER AND AT LEAST ONE YEAR FOR CONSTRUCTION.

UM, WE'LL STILL HAVE MITCH PARK AVAILABLE AND LOOKING TO DO OUR BEST TO SQUEEZE IN WHAT WE CAN, BUT 12 FIELDS WILL BE DOWN, UM, FOR THE CONSTRUCTION PERIOD SO THAT THERE'S, THERE'S NO EXTRA 12 FIELDS TO REPLACE THAT.

SO IT WILL BE A DIFFICULT YEAR THERE AS, AS FAR AS FOR OPERATING BASEBALL THAT YEAR.

BUT WE WANNA PROVIDE A, A GREAT PRODUCT IN THE MOST EFFICIENT WAY, FASTEST WAY POSSIBLE, WHICH IS, WHICH IS WHY WE'RE SUGGESTING THIS.

SO WE'RE HOPING TO HAVE THE PARK AVAILABLE FOR THE FALL 2025 SEASON AND TRY NOT TO GO AN ENTIRE CALENDAR YEAR WITHOUT BASEBALL.

SO, UM, CURRENTLY IN THIS YEAR'S BUDGET, WE HAVE $8 MILLION FOR THE PROJECT.

WE'RE SPENDING JUST UNDER A HALF MILLION TO RENOVATE THE RESTROOM AND THAT'S ON SCHEDULE AND HOPEFULLY SHOULD BE OPEN WITH WITHIN A MONTH OR SO.

UM, WE NEED AN ADDITIONAL $10 MILLION TO GET US TO THAT PROJECT BUDGET, AND THIS IS KIND OF WHERE WE'RE PROPO PROPOSING SHIFTING FUNDING FROM, WHICH I ALSO WENT OVER IT THE

LAST TIME I PRESENTED THE RECTANGULAR FIELD PROJECT OF SHIFTING MONEY FROM THAT PROJECT.

THAT PROJECT IS CURRENTLY, UM, WORKING ON CONCEPTUAL PLANS THAT'S NOT QUITE READY FOR, FOR CONSTRUCTION YET.

SO SOME OF THAT MONEY FOR 2025 WOULD BE SHIFTED TO THE AC CAPLINGER PROJECT AND ALSO THE INDOOR SPORTS COMPLEX PROJECT OF TAKING SOME MONEY FROM THAT.

SO 2.1 PLUS 7.9 FROM RECTANGULAR FIELDS GIVES US THE $10 MILLION GAP TO GET US, UM, TO GET OUR PROJECT BUDGET SET AND FUNDED.

SO I'VE KINDA MENTIONED THIS, BUT NEXT STEPS WE NEED TO COMPLETE THE DESIGN.

SO AS, AS SOON AS WE, WE GET THE DESIGNER UNDER CONTRACT, THEY'LL FINISH DESIGN, GET THE PROJECT OUT TO BID.

UM, WE'RE ANTICIPATING TWO BID PACKAGES, ONE FOR DEMOLITION, ONE FOR CONSTRUCTION OF, OF THE PARK.

UM, WE'LL USE THE CONSTRUCTION MANAGER TO TO VET AND RECOMMEND AWARD.

AND UM, WE'LL HAVE IT ON THE CITY COUNCIL AGENDA.

THAT'D BE THE NEXT THING TO SET THE GUARANTEED MAXIMUM PRICE AS YOU'VE DONE WITH SOME OF THE OTHER PROJECTS.

IT ENTAILS IMPROVING, UM, SOME MAINTENANCE, UH, NEEDS.

I MEAN THE MAINTENANCE NEEDS SOME TRAILS IN HAYFORD PARK.

OUR EXISTING TRAILS JUST, UM, LOOKING TO MAINTAIN, FIX SOME CRACKS, THOSE SORTS OF THINGS.

WE'RE NOT LOOKING TO REALLY REBUILD OR WIDEN THESE TRAILS.

JUST, UH, KIND OF SOME UPKEEP.

AND THEN THE OTHER PART OF THIS PROJECT IS DEVELOPED THIS 22 ACRES SOUTH OF FER PARK IN, UH, AS, AS THE EDMUND LAND CONSERVANCY INDICATED IN THE MEMORANDUM OF UNDERSTANDING AND THE CONSERVATION EASEMENT THAT WAS RECENTLY, UM, GRANTED ON THIS PIECE OF PROPERTY.

SO, UH, FOLLOWING WHAT'S LAID OUT AND WE'LL TOUCH ON IT, UH, HERE BRIEFLY IN A MOMENT IN THOSE DOCUMENTS, WE'LL DEVELOP THAT, UH, PIECE OF PROPERTY ACCORDING TO THAT.

UH, AND ACTUALLY THAT'S WHAT THE NEXT SLIDE IS ABOUT.

UH, SO HERE ON THE NORTH, IT'S FER PARK.

UH, DESIGN, THERE'S SOME FENCING THAT'S IDENTIFIED, A SMALL OUTDOOR CLASSROOM, SOME SIGNAGE, THOSE SORTS OF THINGS.

AND OF COURSE A BRIDGE CONNECTING, UH, PEDESTRIAN BRIDGE, CONNECTING FER PARK TO THIS 22 ACRES SOUTH OF SPRING CREEK.

UH, SO ALL OF THAT IS, UM, WOULD BE DESIGNED WITH THIS AS WELL.

SO THE GOAL OF THIS PROJECT IS TO, UM, RELATED TO EACH DIFFERENT ONE TO DEVELOP THE PRESERVE AT HAER PARK AS IT'S IDENTIFIED IN THE MEMORANDUM OF UN OF UNDERSTANDING.

WITH ELC, WE'VE WORKED WITH THEM VERY CLOSELY STILL EVEN TO GET TO THIS POINT.

UH, THERE'S SOME OF THE IMPROVEMENTS THAT ARE OUTLINED IN THAT MEMORANDUM OF UNDERSTANDING AND THE CONSERVATION EASEMENT.

A GOAL OF THIS IS ALSO PROVIDE SOME COST SAVINGS.

WE HAVE THESE VERY SIMILAR PROJECTS THAT HAPPEN TO BE GOING ON, UH, COINCIDING AT THE SAME POINT IN TIME HERE NEAR THIS AREA.

SO IF, AS YOU RECALL, OF COURSE, THERE WAS A TEMPORARY, UH, TAX TO BUY THAT LAND IN SOUTH OF HARE PARK, THAT MONEY THAT, THAT WAS GENERATED IN EXCESS OF WHAT IT TOOK TO PURCHASE THAT PROPERTY IS SET ASIDE AND IN RESERVES.

SO ONE OF THE ITEMS ON TONIGHT'S AGENDA MOVES MONEY FROM THE RESERVES TO WHERE IT CAN BE SPENT TO FUND THE DESIGN PORTION OF THE CONTRACT.

THERE WILL STILL BE FUNDS LEFT THERE TO, UH, CONSTRUCT THE IMPROVEMENTS THAT ARE GONNA BE DESIGNED NEXT YEAR IN THE PARK TAX FUND.

WE'VE IDENTIFIED SOME FUNDING FOR THE TRAIL IMPROVEMENTS AND ALSO THE VISTA LANE SIDE PATH TRAIL PROJECT THAT I MENTIONED.

YES, THIS EVENING I'M BEFORE YOU SEEKING APPROVAL FOR OUR FINAL CHANGE ORDER FOR THE KICKING BIRD GOLF CLUBHOUSE AND GOLF COURSE PROJECT.

WHAT IS VERY IMPORTANT, UM, THIS EVENING I AM DISCUSSING THE FINAL JOINT CHANGE ORDER FOR THE GOLF COURSE ITSELF.

UH, MANY TIMES I'VE BEEN BEFORE YOU, I'VE BEEN SPEAKING ON BEHALF OF THE CLUBHOUSE AND ALL THOSE CHANGES, BUT THIS IS IN REGARDS TO THE ACTUAL GOLF COURSE AND IRRIGATION PROJECT.

UH, INITIALLY THE GOLF COURSE PROJECT WAS AWARDED 4.4 MILLION AND WE HAD THREE PREVIOUS CHANGE ORDERS.

THOSE CHANGE ORDERS INCLUDED LASER LEVELING OUR EXISTING TEE BOX AND, AND SODDING THEM.

WE ALSO CHANGED SANDLIN PROVIDERS WAY BACK AND, UM, REROUTED OUR WATER LINE, WHICH WAS ACTUALLY LOCATED UNDER OUR OLD CLUBHOUSE.

SO WE HAD TO ROUTE IT OUTSIDE OF THE NEW FOOTPRINT.

SO WE DID THAT PROJECT AND THEN ALSO FOR THOSE OF YOU THAT DRIVE BY ON BRYANT, WE HAD A CORRUGATED STEEL PIPE THAT WAS IN OUR NUMBER EIGHT POND AND WE NEEDED TO REPLACE THAT WITH A CONCRETE PIPE, UM, WILL LAST A LOT LONGER AND THAT WAS PART OF AN ALBERTSON EXPANSION WAY BACK IN 1992.

SO WE DID THAT CHANGE ORDER NUMBER THREE AS WELL.

AND WHAT I HAVE BEFORE YOU THIS EVENING IS AGAIN CHANGE ORDER NUMBER FOUR, WHICH IS TO CLOSE OUT THE PROJECT, UH, CHANGE ORDER NUMBER FOUR, WE HAD SOME LARGE VARIANCES WITH OUR TEE BOX PROJECTS, OUR GREEN SURROUNDS AND OUR SORTED AREAS WHICH CAUSED THE OVERAGES.

THEY WERE IDENTIFIED EARLY IN THE PROJECT AND WE ACTUALLY BUDGETED THESE FUNDS UNDER THE CIP UH, RESERVES AND THOSE WERE APPROVED AT OUR, AT THEIR LAST MEETING, UM, TO FUND THESE OVERAGES.

BUT THE GPS READINGS THAT WERE UTILIZED WITH THE PROJECT IDENTIFIED 123,000 OF ADDITIONAL SQUARE FEET OF ADDITIONAL TEE BOX CONSTRUCTION, 117,000 ADDITIONAL SQUARE FEET OF SOD.

YOU ALSO NOTICED THAT DURING THE PROJECT WE DID IDENTIFY SOME PROJECTS THAT NEEDED TO BE COMPLETED WHILE WE HAD THE CONTRACTOR OUT ON SITE.

IT WAS GONNA BE BETTER FOR THE CITY AT THIS TIME.

AND I WILL SHOW SOME PICTURES OF THAT HERE IN A LITTLE BIT WHERE WE DID SOME TOPSOIL MANAGEMENT ON OUR DRIVING RANGE T FOR 16,000.

OUR NUMBER EIGHT POND SLOPES ON THE FAIRWAY APPROACH AND THE GREEN SURROUNDS THAT YOU CAN ACTUALLY SEE DRIVING DOWN BRYANT.

NUMBER NINE, LOWER LEFT SIDE FAIRWAY IMPROVEMENT FOR 5,000.

NUMBER 10 WAS AN EAST ROUGH TOPSOIL IMPROVEMENT FOR SEVEN.

WE HAD TO CREATE A DIVERSION SWALE BETWEEN HOLES 14 AND 15 TO HELP US WITH OUR NEW BUNKERS.

ON 14 WE'RE GETTING QUITE A BIT OF RAIN RUNOFF THAT WAS FLOODING THOSE BUNKERS.

AND SO WE BUILT THE SWALE IN BETWEEN HOLES 14 AND 15 TO HANDLE THAT RAIN RUNOFF.

AND SO THOSE ADDITIONAL PROJECTS WERE 101,000.

WE WERE INTENDING THAT WAY BACK IN MAY OF 2022 TO MAYBE HAVE ABOUT A $500,000 OVERAGE.

BUT WE WERE WORKING WITH THE CONTRACTOR, THE ARCHITECT, BRAD AND HIS STAFF, AND WE LOOKED AT WAYS THAT WE COULD HOPEFULLY TRY TO SAVE SOME MONEY THROUGHOUT THE PROJECT AS IT WAS ONGOING.

AND SO A FEW AREAS THAT WE TRIED TO, OH, SEE WHERE MY POINTER IS, UM, DO SOME IN-HOUSE PROJECTS THAT COULD HELP US.

I'M JUST TRYING TO SHOW YOU UP HERE WERE SOME AREAS WHERE WE WERE GOING TO SOD THE ENTIRE DRIVING RANGE T AND AS WE GOT INTO IT, WE LOOKED AT AREAS TO WHERE WE COULD POTENTIALLY SPRIG THESE AREAS JUST LIKE WE DID WITH OUR FAIRWAYS TO SAVE US ON SOME OF THAT SODDING EXPENSE.

AND SO WE LOOKED TO IDENTIFY THOSE AREAS AS SO WE COULD KEEP THE CHANGE ORDER HOPEFULLY WELL UNDER THE 500,000.

TO KIND OF SHOW YOU WHAT WE DID, AND I KNOW I IDENTIFIED THESE IN PREVIOUS PRESENTATIONS, BUT WHEN WE WENT TO LOOK TO DO THE FAIRWAY IMPROVEMENT PROJECT, BRAD HAD COME TO ME AND THOUGHT THAT ONE OF THE WAYS WE COULD DIFFERENTIATE OURSELVES WAS TO PUT THE NEW TMA 31 FAIRWAY GRASS IN OUR FAIRWAYS.

AND SO GOLF COURSE MAINTENANCE DID THE ENTIRE SPRINGING PROCESS ON THEIR OWN WITH A VERIFY THE FAIRWAY AND THEN BUYING A SPRINGER AND SPRINGING IN THE TMA 31 RATHER THAN SODDING IT.

THAT SAVED US A 10TH OF THE COST.

IF WE WERE TO HAVE SOUGHTED OUR FAIRWAYS, WE WOULD'VE LOOKED AT SPENDING WELL OVER A MILLION DOLLARS AND WE DID IT FOR ABOUT $150,000 TOTAL COST, INCLUDING THE SPRINGING MACHINE.

AND THIS IS KIND OF THE END RESULT, AS YOU CAN SEE.

SO REALLY WELL, WHEN WE TALK ABOUT AREAS OF DISTURBANCE, THOSE AREAS, YOU CAN ALMOST SEE WHERE THE DIFFERENCE IN COLOR OF THE TURF IS.

WE'RE LOOKING AT AREAS WHERE WE CAME IN AND WE WOULD TEAR THESE AREAS OUT AND THEN HAVE TO SOD THAT BACK IN WITH EITHER ASTRO BERMUDA OR THE OMA 31 AND THEN BRAD AND HIS CREW.

THEN WE WOULD CUT A LINE AND THEY WOULD SPRING BACK ALL THE WAY TO THE TEE BOX TO PUT IN THE FAIRWAYS, GET A LOT OF QUESTIONS AND SOMETIMES WE'RE QUOTED AS TO HOW MUCH DID THIS GOLF COURSE PROJECT COST.

I WANTED TO TAKE THIS OPPORTUNITY TO SHARE WITH EVERYONE, INCLUDING THE ARCHITECT FEES.

WE'RE LOOKING AT A $22 MILLION COST ON THIS PROJECT.

THE CLUBHOUSE AND ITS CHANGE ORDERS WERE 14.6 MILLION.

THE GREENS IN IRRIGATION UPON APPROVAL THIS EVENING WOULD BE 5.16 FF AND E WAS 964,000.

THE ARCHITECT FEES WAS 1,000,176 BORROWING FEES FOR THE BOND OR, OR WAS FOR 129,000.

THEN WE HAD OUR INITIAL HAZMAT FEE OF $2,375 FOR THE PROJECT.

HOPEFULLY I WON'T BE UP HERE MANY MORE TIMES BEFORE YOU UNTIL WE HAVE TO DO MAYBE SOME FEE INCREASES AND STUFF.

BUT I WOULD LIKE TO TAKE THE OPPORTUNITY ALSO TO SHARE WITH YOU KIND OF WHAT WE'RE SEEING, NOT KIND OF WHAT WE'RE SEEING, BUT WHAT WE'VE SEEN THROUGH THE FIRST SIX MONTHS OF THE GOLF COURSE BEING OPEN.

UM, WE'RE EXTREMELY HAPPY TO REPORT THAT SINCE WE'VE OPENED, UM, WE'VE DONE $2.76 MILLION IN REVENUE FOR THE FIRST SIX MONTHS.

TO GIVE YOU AN IDEA, THE BEST PRIOR YEAR TO US SHUTTING DOWN WAS 1.25 MILLION, 151,000 IN SALES.

TAX REVENUE IS GENERATED ON TOP OF THAT 2.076.

SO WE'RE SEEING A, WE'RE RECOGNIZING AN $822,000 DIFFERENCE IN REVENUE THROUGH THE FIRST SIX MONTHS OF OUR OPERATION.

ONE OF THE THINGS THAT WE'RE KEEPING A GOOD EYE ON, AND IT'S TO BE EXPECTED WITH THE GRAND OPENING OF A GOLF COURSE, BUT THE NUMBER OF ROUNDS PLAYED AT THE GOLF COURSE SO FAR THROUGH THE FIRST SIX MONTHS, AND THESE ARE PAID ROUNDS PLAYED, WE WERE AT 29,363 ROUNDS WITH THE CURRENT RENOVATION.

PREVIOUS BEST WAS 22,738.

UH, SO 6,625 MORE PAID ROUNDS OF GOLF AT KICKING BIRD PROFIT SO FAR FOR THE FIRST SIX MONTHS AT 680,000 VERSUS 216.

IT IS IMPORTANT TO NOTE, AND WE UNDERSTAND THIS, THOSE OF YOU THAT HAVE PLAYED OUT AT KICKING BIRD, OUR GREENS HAVE TAKEN A BEATING.

YOU MAY HAVE HEARD THAT FROM SOME OF THE GOLFERS THAT HAVE PLAYED OUT THERE, THERE, BUT WHEN YOU'RE LOOKING AT HOW DO WE MAINTAIN THE GOLF COURSE, KEEP IT IN THE GOOD CONDITION THAT JUSTIFIES THE FEES THAT WE'RE CHARGING, WE REALLY LOOK TO BUDGET AT KICKING BIRD FOR 42,000 PAID ROUNDS OF GOLF AND WE WILL MOST LIKELY HIT 60,000 ROUNDS THIS YEAR.

NOW AGAIN, IT'S BECAUSE WE'VE GRAND OPENED THE GOLF COURSE.

EVERYBODY'S EXCITED TO SEE IT.

ONE OF OUR CHALLENGES MOVING FORWARD IS HOW DO WE KEEP THAT EXCITEMENT YET KEEP THE NUMBER OF ROUNDS AT AROUND 42,000.

WE'VE HOSTED A COUPLE NEW EVENTS THIS YEAR ALREADY WITH THE WALTER HOPPER, SOUTH CENTRAL SECTION PGA JUNIOR CHAMPIONSHIP, 129 GOLFERS FROM OKLAHOMA, ARKANSAS, SOUTHERN KANSAS.

I'VE BEEN WORKING WITH JANET WITH THE EEDA AND IT'S ECONOMIC IMPACT FOR THAT EVENT WAS $237,000.

AND THEN WE HAVE HOSTED THE MEN'S REGIONAL PREVIEW OCTOBER 15TH THROUGH THE 17TH 21 DIVISION TWO TEAMS ALL THE WAY FROM MINNESOTA THROUGH TEXAS.

UH, AND THAT WAS AN ECONOMIC IMPACT OF 201,000.

AND YOU MAY RECALL FROM THE ARCADIA LAKE MASTER PLAN, THIS IMAGE THAT ILLUSTRATED A CONCEPT FOR HOW THIS PIECE OF PROPERTY COULD BE USED POTENTIALLY IT INCLUDED, UH, SOME PARK AMENITIES, SOME DRIVEWAYS TO UH, DRIVE INTO THE SITE AND ACCESS THE SITE AND PARK, UH, A A BICYCLE TRACK AND JUST SOME OTHER TYPICAL PARK USES THAT YOU MAY FIND.

SO WHAT WE WOULD LIKE TO DO AT THIS TIME IS UNDERSTAND, UM, WELL, LEMME BACK UP JUST ONE BIT.

THE, THE, UH, THE ARTIST OF THE PIECE REALLY LIKES THIS SITE AND REALLY PREFERS THIS SITE AND PREFERS TO LOCATE THE ART PIECE IN THE SOUTHWEST CORNER OF THIS SITE IF IT WORKS.

SO WHAT WE WOULD LIKE TO UNDERSTAND IS CAN ALL THESE THINGS THAT NEED TO HAPPEN ON THIS SITE HAPPEN AND FIT AND EVERYTHING FUNCTION THE WAY IT SHOULD? SO, UH, WE KNOW ON THIS SITE WE HAVE A NEED TO, LEMME SEE EXPAND THE SUBSTATION THAT'S AT THE CORNER.

THERE'S ALSO A NEED TO BUILD SOME, UH, OVERHEAD UTILITY LINES POTENTIALLY THROUGH THIS AREA.

UM, AND WE WANNA UNDERSTAND HOW THAT INTERACTS WITH THE VIEW TO THE SCULPTURE AND HOW ALL THESE OTHER THINGS CAN FIT SO THAT THE ARTIST CAN KNOW IF HE CAN PROCEED WITH DEVELOPING HIS PORTION OF THIS.

OF COURSE, ALL IF, UH, TO PROVIDE BETTER INFORMATION TO YOU CITY COUNCIL, IF THIS PROJECT WERE TO MOVE FORWARD, THE TIMELINE TO GET THAT INFORMATION WE'RE LOOKING AT OVER THE NEXT FEW MONTHS, SPENDING SOME TIME WORKING WITH THE CONSULTANTS, WITH THE DESIGNER OF THE AND THE ARTIST TO FIGURE OUT, UM, HOW DOES THIS ALL FIT? HOW DOES IT LOOK? WE'RE GONNA WORK WITH THE PARKS AND RECREATION ADVISORY BOARD TO VET THAT.

AND ONCE WE KNOW AND IF WE CAN DETERMINE THAT, YES, EVERYTHING CAN KIND OF FIT ON THE SITE, THEN THERE'LL BE SOME PUBLIC ENGAGEMENT AND OUTREACH ABOUT, UM, THE DIFFERENT, THE ACTUAL USAGE FOR THAT PROPERTY.

AND THEN IT WILL BE READY TO COME BACK FOR YOUR REVIEW IN JULY.

SO WHAT WILL COME BACK TO YOU WILL BE JUST A, IT'LL BE A COMPREHENSIVE LOOK AT HOW EVERYTHING FITS, HOW EVERYTHING FUNCTIONS.

THIS TAKES IT TO THE NEXT PHASE OF UNDERSTANDING, UNDERSTAND LOGISTICALLY HOW WILL THEY BE ABLE TO ACCESS THAT WILL BE THE SAME AND WHERE DO ALL THESE DIFFERENT PIECES GO AND HOW, AND, AND THERE'S ALSO A NEED FOR SCREENING OF THE SUBSTATION.
