I JUST WANT TO DO A, A SPECIAL RECOGNITION, UH, FOR EMILY HARMON AND BRAD RAINEY FOR, UM, IF YOU DIDN'T KNOW, THE CITY WAS RECOGNIZED THIS PAST WEEK, UH, THE CITY OF EDMOND WAS THE RECIPIENT OF THE 2024 OKLAHOMA LOCAL AGRICULTURAL SUMMIT OUTSTANDING SUPPORT ORGANIZATION AWARD.

AND THAT WAS THE AWARD WAS GIVEN FOR THE EDMOND FARMER'S MARKET.

AND I TELL YOU, IF YOU HAVEN'T BEEN TO OUR FARMER'S MARKET LATELY, YOU'RE MISSING OUT ON A JEWEL BECAUSE YOU CAN GET EVERYTHING THERE FROM FRESH SEEDS THAT YOU CAN GROW YOUR OWN GARDEN TO THE FULLY DEVELOPED PRODUCE THERE.

AND, UM, IT'S REALLY NICE WHEN YOU SEE PEOPLE GETTING MAD BECAUSE THEY GOT THERE LATE AND THE WATERMELON'S GONE .

BUT THIS OR THIS AWARD RECOGNIZES AN INDIVIDUAL OR ORGANIZATIONS WHO PROVIDES SUPPORT TO AGRICULTURAL PRODUCERS AND MADE A SIGNIFICANT IMPACT TO SUPPORT THE GROWTH OF OUR LOCAL FOOD SYSTEM.

THIS SERVICE IS INCLUSIVE AND THEY CONSTANTLY SEEK OPPORTUNITIES TO COLLABORATE.

ALSO, LAST WEEK THERE WAS THE, UM, AGRICULTURAL SUMMIT THAT WAS HELD OUT AT OUR, UH, CONFERENCE CENTER OUT ON COVELL.

AND WE HAD PEOPLE ALL OVER THE SATAN REGION, BASICALLY WHO WERE THERE APPRAISING WHAT THEY SEE US DOING IN EDMOND FOR THE LOCAL AGRICULTURAL, UH, COMMUNITY.

UH, THIS, IF YOU DIDN'T KNOW, THIS IS WHERE YOUR FOOD COMES FROM, THIS IS PART OF THE FOOD CHAIN PROCESS.

AND FOR US, FOR EVAN TO BE RECOGNIZED FOR THE MARKET SQUARE, I JUST WANTED TO TAKE THAT MOMENT AND THANK YOU ALL VERY MUCH FOR THE WORK YOU ALL DO AND, AND PUTTING EDMOND ON THE MAP FOR THAT AND HELPING WITH THE EDUCATION OF OUR AGRICULTURAL COMMUNITY.

WE THE CITY MANAGER'S REPORT.

THANK YOU, MAYOR.

UH, JUST A FEW THINGS WE WANT TO COVER THIS EVENING, OR I WANT TO COVER THIS EVENING.

FIRST, I WANT TO TALK A LITTLE BIT ABOUT, UH, STATE SALES TAX GROCERY EXEMPTION.

AS MANY OF YOU RA READ RECENTLY, THE LEGISLATURE AND THE GOVERNOR SIGNED INTO LAW THE GROCERY TAX EXEMPTION ON STATE SALES TAX.

AS PART OF THAT LEGISLATION IS ALSO INCLUDED A PROHIBITION ON CITIES, TOWNS, AND COUNTIES FROM HOLDING SALES TAX ELECTIONS UNTIL JUNE, 2025.

SO, FOR EXAMPLE, IF A CITY WERE TO HOLD AN ELECTION DURING THAT PERIOD, THE CITY WOULD NEED TO EXEMPT LOCAL SALES TAX COLLECTION ON GROCERIES.

IF AFTER JUNE 30TH, 2025, A CITY WANTED TO COLLECT THE GROCERY, THE LOCAL GROCERY SALES TAX, THEY WOULD NEED TO HOLD AN ADDITIONAL ELECTION TO, TO NEW THEN TO DO SO.

PRESENTLY, THE PROHIBITION IMPACTS BOTH INCREASES IN RENEWALS OF LOCAL SALES TAX RATES.

IN ESSENCE, A CITY WOULD NOT BE ABLE TO HOLD A SALES TAX RENEWAL ELECTION DURING THIS PERIOD WITHOUT EXEMPTING THE LOCAL GROCERY SALES TAX POTION PORTION OF THE SALES TAX.

IN ADDITION, THE CURRENT LAW STATES THAT CITIES, TOWNS, AND COUNTIES CAN CANNOT CALL FOR AN ELECTION DURING THEIR PROHIBITION PERIOD AS WELL.

THE CITY WOULD HAVE TO WAIT UNTIL JULY 1ST, 2025 TO BE ABLE TO CALL AN ELECTION.

UH, THAT WOULD RESULT IN PROBABLY THE EARLIEST, UH, CITY OR TOWN OR COUNTY COULD HAVE AN ELECTION TO BE LATE 2025.

UM, SO WE HAVE BEEN WORKING WITH OUR PARTNERS AT OML AND OTHER CITIES AS WELL AS OUR CONTRACT, UH, LOBBYISTS TO, UH, TO

HAVE DISCUSSIONS WITH OUR LEGISLATURE, UH, ABOUT POSSIBLY REMEDIES FOR THAT.

UH, SOME OF THOSE REMEDIES COULD INCLUDE ENABLING A CITY, A TOWN, OR A COUNTY THAT SIMPLY NEEDS TO RENEW, RENEW AN EXISTING SALES TAX, BUT NOT AT A HIGHER RATE, UH, TO HOLD AN ELECTION DURING THAT PERIOD, OR AT THE VERY LEAST, ALLOW US TO CALL THE ELECTION DURING THAT PROBATION PERIOD.

UH, THESE, THESE CONCERNS AREN'T JUST OURS AT THE CITY OF EDMOND, EVEN THOUGH WE ARE A SALES TAX HEAVY STATE, A CITY, IT IMPACTS MANY CITIES, TOWNS, AND COUNTIES ACROSS THE STATE.

FOR US PARTICULARLY, THIS IS IMPORTANT BECAUSE, UH, AS MANY PEOPLE KNOW OR, OR IF WE DON'T KNOW, WE HAVE, UH, A 1 CENT AND A HALF CENT, UH, SALES TAX AT A SCHEDULED, UH, 10 SUNSET IN 2027.

SO AS WE'VE BEEN DISCUSSING THAT OVER THE LAST SEVERAL MONTHS, UM, ABOUT IF AND WHEN TO HOLD AN ELECTION, UH, WE, WE HOPE TO HAVE THE GREATEST FLEXIBILITY TO HAVE THAT DETERMINATION.

SO THAT'S WHY THIS IS AN IMPORTANT ISSUE FOR US.

ON THE ISSUE OF WHERE WE STAND TODAY WITH EDMOND SALES TAX AND USE TAX.

LET ME JUST GIVE YOU A BRIEF UPDATE IF, IF PEOPLE WEREN'T AVAILABLE TO WATCH THE WORKSHOP.

UH, DURING LAST YEAR'S BUDGET DEVELOPMENT, WE PROJECTED A CONSERVATIVE 2% COMBINED SALES AND USE USE TAX GROWTH OF, OF 2%.

OUR PRESENT YEAR TO DATE FOR COMBINED SALES AND USE TAX COLLECTIONS UP OVER THIS TIME LAST YEAR IS 0.48%.

UH, AS WE, AS WE ARE PAST THE HOLIDAYS, WHICH IS OUR HIGH SEASON FOR COLLECTIONS, UH, WE THINK IT'LL BE INCREASINGLY DIFFICULT TO REACH OUR PROJECTED 2% GROWTH RATE THIS BUDGET YEAR.

CONSEQUENTLY, WE WILL BE LOOKING THROUGH OUR BUDGET PROCESS AND THROUGH OUR CURRENT BUDGETS TO, UH, HOLD COSTS AT AN EVEN LEVEL TO HELP US GET THROUGH THIS TIME.

UH, THIS IS NOT A UNIQUE SITUATION JUST FOR US.

AS I'VE TALKED TO OTHER CITIES, CITY MANAGERS AND CITIES AND TOWNS ACROSS THE STATE, SALES AND USE TAX GENERATION HAS ALSO SLOWED FOR THEM AS WELL.

SO IT'S SOMETHING TO WATCH FOR AND SOMETHING WE'LL BE LOOKING AS WE LOOK TO CON TO CONSTRAIN, CONSTRAIN OUR CURRENT COSTS, UH, AS WELL AS LOOKING FORWARD IN THE COMING BUDGET YEAR.

UH, ABOUT A MONTH AGO, OR MONTH AND A HALF AGO, WE CAME TO COUNCIL.

WE TALKED ABOUT A DEVELOPMENT ADVISORY FORUM.

UH, WE SHARED WITH COUNCIL AND THE PUBLIC THE EFFORT TO REACH OUT TO OUR DEVELOPMENT COMMUNITY AND INVITE THEM TO PARTICIPATE IN AN EXTERNALLY FACILITATED SET OF MEETINGS TO ENABLE THEM, OUR DEVELOPERS, BUILDERS, ARCHITECTS, ENGINEERS TO PROVIDE FEEDBACK, INPUT, AND SUGGESTIONS ABOUT HOW WE CAN PARTNER TO IMPROVE AND ENHANCE OUR DEVELOPMENT PROCESS WITH THE CITY.

UM, DEVELOPERS, BUILDERS, TRADES ARCHITECTS, ENGINEERS AND REAL ESTATE INVESTORS WERE INVITED TO PARTICIPATE.

OUR FRIENDS AT FRANCIS TUTTLE FACILITATED THE INITIAL MEETING WITH OVER 30 PEOPLE FROM THE DEVELOPMENT COMMUNITY PARTICIPATING.

WE'RE GRATEFUL FOR OUR FRANCIS TUTTLE, UH, PARTNERS, AND WE RECEIVED A LOT OF FIELD FEEDBACK AND SUGGESTIONS.

FEEDBACK THAT CAME OUTTA THAT FIRST MEETING INCLUDED POSITIVES ABOUT THE PORTAL SYSTEM HAS NOTHING TO DO WITH STAR TREK, BUT JUST THE PORTAL SYSTEM.

UH, THE FRIENDLINESS AND ACCESSIBILITY OF OF STAFF, THE WILLINGNESS OF STAFF TO CONSIDER DEVELOPMENT AGREEMENTS.

UH, AMONG OTHER THINGS, AREAS TO WORK ON, UH, INCLUDE A WIDE RANGE OF TOPICS GENERALLY FOCUSED ON TIMELINESS, CONSISTENCY IN REVIEWS, OUT OF DATE STANDARDS AND ORDINANCES, AND REVIEWS BEING MORE HOLISTIC IN THEIR REVIEW, UH, INSTEAD OF JUST INDIVIDUAL SPECIFIC ITEMS. OUR NEXT SESSION IS THIS THURSDAY THE 14TH AT FIVE 30 OVER AT FRANCIS TUTTLE.

INVITATIONS HAD GONE OUT TO OUR DEVELOPMENT COMMUNITY PARTNERS, AND WE HOPE MANY WHO PARTICIPATED PREVIOUSLY WILL RETURN AS WELL AFTER THAT MEETING, UH, THAT WILL DIVE DEEPER INTO CONCERNS AND SUGGESTIONS THAT FRANCIS TELL TEAM WILL MEET WITH CITY STAFF TO DE TO DETAIL THE FEEDBACK THEY RECEIVED AND KEY COMMON AREAS OF SUGGESTIONS FOR IMPROVEMENTS.

FROM THAT POINT, THE STAFF WILL BEGIN WORK EFFORTS TO UNDERTAKE THOSE SUGGESTED IMPROVEMENTS WITH THE HOPE THAT MANY IN OUR DEVELOPMENT COMMUNITY WILL CONTINUE TO PARTNER WITH US AS WE MOVE FORWARD.

UH, AN UPCOMING, UH, KEY DATE IS COMING FORWARD ON A KEY PROJECT THAT'S BEEN TALKED ABOUT FOR A NUMBER OF YEARS IS CALLED SMART CHOICE.

UH, THE NEXT STEP IN OUR SMART CHOICE PROGRAM, WHICH IS TO UPGRADE OUR ELECTRIC AND WATER METERS IN BOTH RESIDENTIAL AND COMMERCIAL PROPERTIES, IS A NEW CUSTOMER ONLINE PORTAL.

OUR TARGET START DATE IS THE BEGINNING OF QUARTER TWO OF THIS YEAR.

THIS NEW WEB PORTAL WILL ALLOW CUSTOMERS TO ACCESS THE PREVIOUS DAY'S HOURLY USAGE FOR THEIR WATER AND ELECTRIC SERVICE.

ADDITIONALLY, HISTORICAL, HISTORICAL HOURLY USAGE WILL BE AVAILABLE TO VIEW AND GRAPH.

VARIOUS TOOLS WILL HELP CUSTOMERS TRACK COMPARE AND MONETARY USAGE SO THEY CAN BETTER CONTROL THEIR UTILITY COSTS.

ON A, UH, EXCITING NOTE, WE HAD OUR, UH, 38TH EDMOND CLASS OF THE YOUTH LEADERSHIP EDMOND LAST WEDNESDAY, UH, FOR THEIR CITY GOVERNMENT DAY YOUTH LEADERSHIP.

EDMOND IS A PROGRAM FOR HIGH SCHOOL JUNIORS THROUGH THE CHAMBER OF COMMERCE, 41 STUDENTS FROM ALL THREE OF OUR PUBLIC HIGH SCHOOLS, AS WELL AS A FEW FROM PRIVATE SCHOOLS.

LEARNED ABOUT FIRE DEPARTMENT, POLICE DEPARTMENT, TRAFFIC ENGINEERING DISPATCH, AND ANIMAL SERVICES.

AFTER A CRASH COURSE, HOPEFULLY THEY WEREN'T CRASHING, BUT A CRASH COURSE IN LOCAL GOVERNMENT.

THE STUDENTS MET WITH MAYOR DAVIS TOWARD FIRE STATION NUMBER FIVE, PARTICIPATED IN FIRE EXTINGUISHER TRAINING, SAW OUR COMPUTER SYSTEMS AT WORK SUPPORT COMPLETED IN AN EDMOND, COMPETED IN THE EDMOND JEOPARDY GAME.

MET ONE OF OUR ADOPTED DOGS FROM THE ANIMAL SHELTER AND VISITED OUR 9 1 1 CENTER AND HEARD FROM ONE OF OUR DETECTIVES ABOUT CYBER SAFETY STAFF.

WERE IMPRESSED WITH THE ENGAGEMENT OF THE STUDENTS AND LOVE HEARING ALL THE QUESTIONS AND IDEAS FROM OUR FUTURE LEADERS.

UH, JUST A COUPLE OF UPCOMING, UH, EVENTS WE WANNA HIGHLIGHT TO PUT ON YOUR CALENDARS AND THE PUBLIC'S CALENDARS.

FIRST IS MARCH 22ND AT 12:00 PM IS THE NORTH CARE URGENT RECOVERY CENTER RIBBON CUTTING.

IF YOU REMEMBER, THE CITY OF EDMOND PROVIDED, UH, 1.45 MILLION IN FINANCIAL ASSISTANCE TO NORTH CARE THROUGH ARPA FUNDS AND THROUGH COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR THE RENOVATION OF A NEW URGENT RECOVERY CENTER.

THIS LOCATION WILL FEATURE OUTPATIENT SERVICES AND URGENT RECOVERY UNIT DESIGNED TO SERVE ADULTS AS WELL AS CHILDREN AND FAMILIES.

THIS FAMILY IS A CERTIFIED COMMUNITY BEHAVIOR HEALTH CLINIC, WHICH MEANS IT IS SPECIFICALLY DESIGNATED CLINIC THAT PROVIDES A COMPREHENSIVE RANGE OF MENTAL HEALTH AND SUBSTANCE ABUSE SERVICES AND SERVES ANYONE WHO WALKS THROUGH THE DOOR REGARDLESS OF THEIR DIAGNOSIS AND OR INSURANCE STATUS.

SO THAT'S A BIG EVENT FOR US.

APRIL 3RD, FOUR TO SEVEN WILL BE OUR SOLAR TOWN HALL.

IT'S A HOT DATE THAT NIGHT HOSTED BY EDMOND ELECTRIC.

THIS IS AN OPPORTUNITY FOR THE CITIZENS OF EDMOND TO LEARN ABOUT EDMOND SOLAR 1 0 1.

THIS IS A MEET AND GREET FOR EDMOND BUSINESSES INTERESTED IN BEING A VENDOR FOR THE CITY OF EDMOND TO MEET WITH STAFF TO LEARN ABOUT THE TYPES OF SERVICES, SUPPLIES, AND PURCHASE NEEDS FOR THE CITY.

OUR HOPE IS MORE OF A LOCAL, MORE OF OUR LOCAL BUSINESSES WILL HAVE AN OPPORTUNITY TO PARTNER WITH THE CITY, UH, TO BE A VENDOR FOR US.

UH, THEY'RE STILL A LITTLE BIT MORE WORK TO DO ON THE FIRST FLOOR, BUT OVERALL THEY HAVE MADE A LITTLE BIT OF PROGRESS ON IT.

UH, WE WALKED THROUGH THE SECOND AND THIRD FLOORS.

UH, THE ONLY CHANGES THEY HAVE MADE ON THE SECOND AND THIRD FLOORS WERE THEY INSTALLED LIGHTING, WHICH WAS DESPERATELY NEEDED.

SO IT'S NOT AS DARK IN THERE ANYMORE, BUT WE DID NOT GO PAST THE FIRST FLOOR ON OUR INSPECTIONS.

YOU RECEIVED AN INQUIRY FROM ME BECAUSE I HAD A RESIDENT OR SOMEBODY REACHED OUT TO ME AND SAID THAT THERE WAS AN IN-HOUSE PERSON THAT HAD SET UP A TENT.

UM, NOW THERE WAS SECURITY ON SITE.

DID SECURITY TAKE CARE OF THAT? DID THEY PREVENT THAT FROM HAPPENING? DID THEY TALK TO THAT PERSON? WHAT, WHAT WAS THE STATE WHEN YOU WENT OVER THERE TO INSPECT THAT UPON RECEIVING YOUR, UH, CONCERN, SIR, WENT OUT AND MADE AN INVESTIGATION AND DID IDENTIFY WHAT APPEARED TO BE A HOMELESS ENCAMPMENT ON THE PROPERTY ON THE WEST SIDE OF THE PROPERTY.

ATTEMPTED TO MAKE CONTACT WITH THE CAMPER, IF YOU WILL, AND WAS UNABLE TO, UH, WENT AROUND TO THE FRONT OF THE BUILDING TO SPEAK WITH SOMEONE, MANAGEMENT OR STAFF.

AND AT THAT TIME I WAS MET BY A GENTLEMAN THAT WAS WEARING A SECURITY GUARD AND I ADVISED HIM OF, YOU KNOW, THE, THE ISSUE AND HE ASSURED ME THAT HE WOULD TAKE CARE OF IT.

SO PRIOR TO A CITIZEN HAVING TO CALL ME THEM, ME HAVING TO CALL YOU, THEN YOU GOING ON THE PROPERTY, THE SECURITY THAT WAS EMPLOYED AS THE GENTLEMAN WAS SETTING UP AND DOING WHATEVER, DIDN'T INTERACT OR DIDN'T CALL THAT IN OR DIDN'T TALK TO YOU GUYS AS FAR AS CODE ENFORCEMENT OR ANYTHING? ON MARCH 6TH, WHICH I BELIEVE WAS A WEDNESDAY, UM, MR. FRANKS ATTENDED IN MY OFFICE CONTRACT HAD BEEN SIGNED PREVIOUSLY.

UH, AND THEN MY CLIENT WAS ALSO HAD BEEN ALSO OUTTA TOWN, BUT HE'S WAS THERE AT MY OFFICE.

THE CONTRACT WAS ACTUALLY SIGNED IN FULL ON MARCH 6TH.

I SAID THAT WRONG.

IT WAS BROUGHT TO ME ON MARCH 6TH BY MR. FRANKS.

AND I MISSTATED, I HAD TO SEND IT TO MY CLIENT WHO WAS OUT OF TOWN AT THE TIME FOR A COUNTER SIGNATURE.

UM, ONE THING THAT YOU JUST WANNA MAKE SURE THAT EVERYONE UNDERSTANDS THAT, THAT THIS TAX FUNDS TOURISM AND, UM, WHEN INDIVIDUALS AND GROUPS SPEND THE NIGHT IN EDMOND, THAT IS WHEN THEY PAY THAT.

COUNCIL MEMBERS, I WANNA THANK YOU FOR YOUR SERVICE TO WE THE PEOPLE.

UM, THE LAST TIME I SPOKE, I ADDRESSED THE ISSUE OF COMMUNITY PREPAREDNESS.

UM, YOU GUYS TAKING CARE AND PROTECTING YOUR COMMUNITY.

I'M GONNA GO AHEAD AND SPEAK SOME MORE ABOUT THAT.

UM, I HAVE A FRIEND WHO WAS HIT BY A PERSON WHO WAS AN ILLEGAL, WHO HAD GOT A SPONSOR, GOT A DRIVER'S LICENSE, GETTING ALL THE BENEFITS OF AN AMERICAN CITIZEN WHO WAS IN OUR COMMUNITY.

AND THERE ARE MANY OF THOSE HERE IN OUR COMMUNITY.

I SAW WHEN THEY FIRST STARTED COMING IN, THEY HAD THE BANS ON THEIR WRISTS.

STILL, I HAVE PICTURES OF IT.

WE WANT TO KNOW WHAT YOU GUYS ARE GONNA DO.

WHY YOU GUYS ARE TYING THE HANDS OF YOUR OFFICERS AND NOT ALLOWING THEM TO GIVE TICKETS TO PEOPLE WHO ARE LEGALLY AT FAULT.

THE OFFICER TOLD US THAT HE WAS ABLE TO USE OFFICER DISCRETION TO NOT GIVE A TICKET TO THE PERSON THAT HIT ONE OF OUR CITIZENS.

THIS PERSON HAD A PAPER DRIVER'S LICENSE AND A SPONSOR WHO CAME TO SPEAK FOR THEM.

THE OFFICER WENT AND SPOKE WITH THEM.

I LY ASKED THE OFFICER, WAS THE PERSON THAT WAS STRUCK WERE THEY OBEYING THE LAW IN THE WAY THEY WERE PARKED? THE OFFICER ANSWERED MY QUESTION.

YES.

I SAID, WAS THE PERSON WHO STRUCK THE ILLEGAL, WHO STRUCK THE PERSON WHO WAS PARKED? WERE THEY, DID THEY BREAK THE LAW IN WHAT THEY DID? WAS THERE AN INFRACTION? YES.

AND I SAID, WELL, WHY IS THAT PERSON NOT GETTING A TICKET? OH, THERE'S OFFICER DISCRETION.

I SPOKE WITH THE LADY YESTERDAY FROM OKLAHOMA CITY WHO HAD A SIMILAR INCIDENT, BUT THIS PERSON DIDN'T EVEN HAVE A DRIVER'S LICENSE.

THIS PER THIS PERSON COULDN'T SPEAK ANY ENGLISH THAT HIT THEM.

AND THEY GOT THE SAME EXCUSE OFFICER DISCRETION.

IF IT, IF IT HAD BEEN HER THAT HAD STRUCK SOMEBODY ELSE, THAT HAD STRUCK THE ILLEGAL, SHE WOULD'VE GOT HER CAR TOWED A TICKET AND EVERYTHING ELSE.

BUT THE OFFICERS, EXCUSE THOSE.

WELL, THERE'S A LOT OF PEOPLE OUT HERE ON THE SOUTH SIDE THAT DON'T HAVE DRIVER'S LICENSE, SO, SO WE DON'T GIVE 'EM TICKETS FOR THAT.

ARE YOU GUYS GONNA STAND UP AND PROTECT US? IS EDMOND A WELCOMING CITY FOR MIGRANTS, NEWCOMERS, WHICH ARE ACTUALLY ILLEGAL INVADERS IN OUR COUNTRY? THANK YOU.

COUNCIL MEMBERS, MY NAME IS SHARON FERNANDEZ.

I'M SPEAKING TONIGHT TO BACK UP THE PATRIOTS WHO HAVE ALREADY PRESENTED THEIR CONCERNS.

I HAVE PERSONALLY BEEN TO PASS COUNCIL MEETINGS AND WAS SHOCKED AS TO HOW THE COUNCIL RESPONDS TO CITIZEN CONCERNS AND GRIEVANCES.

THIS COUNCIL HAS IGNORED THE CITIZENS WHOM THEY ARE SUPPOSED TO REPRESENT.

YOU HAVE TAKEN AWAY OUR RIGHTS TO FREE SPEECH AND IN DOING SO, HAVE PLACED DOUBTS THAT THE COUNCIL IS UNDER THE INFLUENCE OF BUREAUCRATS RATHER THAN THE PEOPLE YOU ARE SUPPOSED TO REPRESENT.

I'VE RISEN TO SPEAK MY CONCERN DURING NEW BUSINESS.

IN THE PAST, THE COUNCIL IGNORED MY REQUEST TO SPEAK AND NO COUNCIL MEMBER SPOKE UP FOR MY RIGHT TO VOICE MY CONCERN.

THIS PROVES TO ME AND OTHER ELDERS THAT THIS COUNCIL DOES NOT TAKE CARE, DOES NOT CARE ABOUT ITS CITIZEN.

AND INSTEAD, ADVOCATES FOR DEI AGENDA WHERE THE PEOPLE OF THE COMMUNITY ARE NOT PRIORITIZED IN DECISION MAKING.

PLEASE VOTE TO PLACE ARTICLE 11 ON THE AGENDA FOR CONSIDERATION OR BE CLEARLY IDENTIFIED AS REPRESENTATIVES WHO FAIL TO UPHOLD THEIR SWORN DUTIES.

THE RESULTS OF THIS FAILURE TO ADDRESS THIS IMPORTANT ISSUE WILL BE NOTED AND REMEMBERED.

SHOULD ANY OF YOU DECIDE TO RUN AGAIN, YOU ARE ALL SUPPOSED TO REPRESENT THE WILL OF YOUR CONSTITUENTS.

PLEASE DO NOT FAIL TO UPHOLD YOUR DUTIES.

FOR THREE YEARS, THE COUNCIL HAS REFUSED TO PLACE ARTICLE 11 ON THE AGENDA FOR CONSIDERATION.

YOU'VE REFUSED AND IGNORED CITIZENS' PLEAS FOR COMMON SENSE ACTIONS TODAY.

UNDER YOUR NEW RULES, YOU CAN NO LONGER HIDE YOUR INTENTIONS FROM THE PEOPLE WHO ELECTED YOU.

THE AMENDING OF ARTICLE 11 IS ON THE TABLE FOR ACTION.

PLEASE PLACE ARTICLE 11 ON THE AGENDA FOR ACTION AT THIS TIME AND GIVE YOUR CONSTITUENCY HOPE THAT OUR COUNCIL MEMBERS WILL LISTEN TO THEIR CONSTITUENTS AND ANSWER THEIR CONCERNS.
