SHOWN HERE ON THE MAP, THE ZONING MAP AMENDMENT TO PUD WAS APPROVED IN JANUARY OF 2023 TO ALLOW COMMERCIAL USES.

SURROUNDING AREA IS A MIXTURE OF SINGLE FAMILY HOMES, OFFICES, AND UNDEVELOPED LAND.

THE EDMOND CONFERENCE CENTER AND CREST GROCERY STORE ARE A FEW BLOCKS NORTH OF THE SITE.

THE SITE IS 15 ACRES AND THE PRELIMINARY PLAT SHOWS THAT IT'LL BE SUBDIVIDED INTO NINE LOTS.

THE SITE WILL TAKE ACCESS FROM BOTH SOONER ROAD AND COVELL ROAD.

THE APPLICANT WILL CONSTRUCT SOME ROAD IMPROVEMENTS TO MAINTAIN THE FUNCTIONALITY OF DRIVEWAYS AND NEARBY INTERSECTIONS.

SITE PLAN APPROVAL WILL BE REQUIRED BEFORE DEVELOPMENT CAN OCCUR.

THE STAFF FINDS THAT THE PRELIMINARY PLAT IS IN COMPLIANCE WITH THE PUD AND RECOMMENDS APPROVAL.

UM, SOMETIMES WHEN WE'D HAVE SOME VERY SUCCESSFUL AND WELL THOUGHT OUT, UH, UH, DECISIONS, UH, THE RESULTING RECORD OF THAT DOESN'T NECESSARILY REFLECT ALL OF THE GOOD FEELINGS EVERYBODY HAD AT THE CITY COUNCIL.

I JUST GOT THROUGH LISTENING TO THE CITY COUNCIL MEETING FROM JANUARY OF 20, 22, 23, ABOUT A YEAR AND A HALF AGO, WHATEVER, AND EVERYBODY WAS IN AGREEMENT.

AND, UM, I HEARD, I HEARD SO MANY NICE COMMENTS I ASKED, UH, I ASKED RANDY TO, UH, I MEAN, UH, KEITH TO, TO PROVIDE ME THE, UM, THE PUD AND THE PUDI GOT WAS DATED FOR JANUARY, WHICH, UH, SHOULD BE PART OF THE PACKET SINCE WE'RE SAYING IT'S IN COMPLIANCE WITH THE PUD.

WELL, IT TURNS OUT THERE WAS A SUBSEQUENT PUD ISSUED AFTERWARDS, ACCORDING TO MR. BOX, THAT WAS PART OF THE MOTION.

UH, THEY STARTED OUT MAKING THE MOTION, UH, TO APPROVE THIS, AND IT WAS SECONDED.

AND THEN ABOUT 30 MINUTES LATER, THEY ALL FINALLY VOTED ON THE MOTION BECAUSE THEY TALKED ABOUT THINGS THAT NEEDED TO BE INCLUDED IN THAT.

AND THEY FINALLY GAVE UP AND SAID, UH, MR. MURDOCH'S GOING TO BLEND ALL THAT STUFF TOGETHER AND PERFORM HIS MAGIC AND WE'LL HAVE A FINAL PRODUCT THAT WE CAN LOOK AT.

BUT YOU DIDN'T HAVE IT TO LOOK AT TONIGHT.

AND, UH, SO ANYWAY, I THINK BEFORE YOU ALL CAN BLESS SOMETHING, YOU OUGHT TO HAVE THE INFORMATION AVAILABLE, THE CORRECT INFORMATION AVAILABLE WITH ALL THE, THE CHANGES THAT HAPPENED AFTER YOU ALL DEALT WITH IT, UH, BEFORE YOU AND LOOK AT IT BECAUSE THIS IS REALLY A VERY COMPLICATED PROJECT.

IF YOU LOOK AT THE SITE PLAN, UM, THAT WAS INCLUDED IN THE PUD, UH, AS AN EXHIBIT, WHICH I'M SURE STAFF CAN PULL UP.

IT MATCHES IDENTICALLY TO THE PLAT IN TERMS OF WHERE THOSE STREETS ARE LOCATED, WHERE THEY AFFECT THE ARTERIAL STREET NETWORK.

UM, TO THE FORMER MAYOR'S POINT, THIS IS A, A PLAT, YOUR STAFF ANALYZED, THE PLAT AGAINST THE PUD CAME TO THE DETERMINATION THAT THE PLAT CONFORMED TO ALL OF THE REGULATIONS CONTAINED WITHIN THE PED AND THE SUBDIVISION REGULATIONS, WHICH IS WHY THEY RECOMMEND APPROVAL.

SO WE'VE MET ALL OF THE, THE BURDENS THAT NEED TO BE MET FOR A PRELIMINARY PLOT.

WHEN WE COME BACK FOR SITE PLAN, WE'LL HAVE ALL THE DETAILS NECESSARY FOR YOU TO ANALYZE HEIGHTS AND ALL THOSE.

BUT THE PUD MAKES CLEAR ON PAGE FOUR, SENSITIVE ORDER, THE SUBJECT PARCEL SHALL MEET ALL REQUIREMENTS OF THE CITY OF EDMUND'S SENSITIVE BORDER ORDINANCE IN PLACE AT THE TIME OF DEVELOPMENT PERIOD.
