ONE IS ITEM EIGHT BS OF PRESENTATION AND DISCUSSION FROM FRANCIS TUTTLE AND CITY STAFF ON THE DEVELOPER'S ADVISORY FORUM.

IT'S RANDY ENTS, A CM OVER DEVELOPMENT SERVICES.

I DON'T KNOW IF YOU RECALL, BUT IN FEBRUARY WE KICKED OFF A PROCESS AND WE EXPLAINED IT TO YOU THAT, UH, WE WERE CALLED IT THE DEVELOPERS' ADVISORY FORUM.

WE WERE GONNA REACH OUT TO OUR DEVELOPMENT COMMUNITY AND LOOK FOR WAYS TO IMPROVE OUR PROCESSES.

UH, WE'VE BEEN DOING THAT FOR THE LAST FEW MONTHS.

AND HERE TONIGHT IS TAMMY SHAW FROM FRANCIS TOTAL TO, TO KIND OF EXPLAIN, UH, THE PROCESSES.

WE WENT THROUGH IT AND THEN I'LL WRAP UP A FEW THINGS AT THE END.

THANK YOU FOR YOUR SERVICE.

THIS IS MY FIRST TIME GETTING TO DO THIS WITH YOU, AND I'M EXCITED TO SHARE JUST A LITTLE BIT ABOUT THIS PROJECT AND HOW WE APPROACHED IT.

SO NORMALLY FRANCIS TUTTLE, THE WORKFORCE AND ECONOMIC DEVELOPMENT DEPARTMENT FOCUSES ON TRAINING.

BUT WHEN THE CITY CAME TO US AND SAID, WE HAVE A NEED FOR A THIRD PARTY FACILITATOR TO HELP US GAIN INSIGHT FROM OUR DEVELOPMENT COMMUNITY, WE'RE ALL ABOUT IT.

SO THE APPROACH WE TOOK, WE HAD THREE DIFFERENT SESSIONS AND WE PLANNED THESE STRATEGICALLY WITH CITY LEADERSHIP WITH SCOTT AND RANDY.

THE FIRST, WELL, BEFORE WE DIVE INTO THAT, THE END GOAL IS THAT THE DEVELOPMENT COMMUNITY SAYS, I LOVE WORKING WITH THE CITY OF EDMOND.

IT'S SO EASY.

AND WE KNOW AND WE ACKNOWLEDGE TO THE COMMUNITY WHO IS GIVING FEEDBACK THAT NO GOAL THAT'S WORTH ITS WEIGHT IS INSTANTANEOUS.

SO JUST BECAUSE WE GOT FEEDBACK DIDN'T MEAN THAT WE WERE NECESSARILY GONNA BE AT THIS GOAL IMMEDIATELY.

UH, IF I KNOW THAT I WANT TO EAT MORE HEALTHY FOOD, I'M NOT GONNA SEE THE RESULTS OF THAT TOMORROW.

SO WE ARE STARTING THE PROCESS AND THE DEVELOPMENT COMMUNITY KNEW THIS IS WHAT WE'RE AIMING FOR.

SO THE FIRST ITERATION, THE FORUM

WE ASKED WAS QUICK INSIGHTS FROM THE COMMUNITY, AND THEN WE HAD A MORE INTIMATE SETTING FOR THE SECOND ONE WHERE THEY COULD TELL THEIR STORIES AND BE FACE TO FACE.

SO IN THAT FIRST FORUM, WE HAD 42 RSVPS, 30 WERE ABLE TO ATTEND.

THEY SAT IN A LARGE SQUARE.

THE CITY SAT OUTSIDE OF THAT SQUARE INTENTIONALLY SO THAT THEY COULD LISTEN WITHOUT REACTING OR GETTING INVOLVED AND JUST BE HEARING.

UM, AND FRANCIS TUTTLE, LOWER LEFT MOLLY SCALP TOOK COPIOUS NOTES AS CLOSE TO DICTATION AS WE COULD GET ON WHAT WE HEARD FROM THE COMMUNITY.

SO IN THAT SESSION, UH, VERY QUICKLY AS AN OPENER, THEY SUBMITTED WORDS THEY THOUGHT OF WHEN THEY WORK WITH THE CITY OF EDMOND.

AND THE BIGGER THE WORD, THE MORE COMMON IT WAS.

SO YOU SEE, WE ALREADY HAVE QUICK WINS AND THINGS WE'RE PROUD OF, LIKE FRIENDLY AND SLOW STOOD OUT AS AN OPPORTUNITY.

AND THAT WAS JUST AT THE VERY BEGINNING OF THE SESSION.

THE 30 ATTENDEES THEN JUST JOTTED DOWN FIRST INDEPENDENTLY WHAT THEY MIGHT WANNA SHARE IN THE QUICK WINS, THINGS THAT ARE WORKING AND THINGS THAT ARE NOT, AND THINGS THEY'VE SEEN IN OTHER PLACES.

AND THEY SPENT TIME SHARING THOSE RAPID FIRE IN ROUNDS SO THAT EACH PERSON IN THE COMMUNITY HEARD IT.

NOT JUST THE CITY, BUT THEY HEARD EACH OTHER.

AND THAT WAY SOMETIMES, YOU KNOW, WHEN YOU'RE GIVING FEEDBACK, YOU THINK YOUR PROBLEM IS A SHARED CHALLENGE.

AND THEY EITHER WERE AFFIRMED IN THAT, THAT THIS IS A COMMON PAIN POINT OR THAT IT WAS A REALLY UNIQUE SITUATION.

THEY MIGHT WANNA SEEK MORE FACE-TO-FACE.

ONE-ON-ONE TIME.

UH, AND THEY STARTED BY SHARING WHAT'S WORKING, NOT JUST TO MAKE THE ROOM FEEL GOOD, UH, BUT ALSO SOMETIMES WE CHANGED THINGS UNINTENTIONALLY BECAUSE WE DON'T KNOW THAT THEY'RE WORKING.

AND WE WANTED TO MAKE SURE THE CITY KNEW WHAT WAS GOING WELL SO THEY COULD MAINTAIN THAT.

IN THE SECOND ITERATION, THE SECOND FORUM WAS ABOUT A MONTH LATER, AND WE HAD 22 RSVPS, 19 ATTENDEES.

THEY SAT IN SMALL GROUPS.

A DEPARTMENT LEADER FROM THE CITY SAT WITH A INSTANCE TOTAL REPRESENTATIVE, AND THEY ROTATED THROUGH EACH GROUP.

THE DEVELOPMENT COMMUNITY WHO WAS THERE, HAD COPIES OF THE NOTES THAT WE TOOK FROM ROUND ONE SO THEY COULD REFER BACK TO THOSE AND NOT START FROM SCRATCH.

THEY WERE ABLE TO SAY, LET ME TELL YOU MY STORY.

HEY, I THINK YOU MISSED SOMETHING.

I'D REALLY LIKE TO ELABORATE ON THIS POINT AND DIG INTO THAT ROUND ONE FEEDBACK AND ENHANCE IT FROM THAT.

UH, THE CITY JUST LISTENED.

TELL ME MORE.

WHAT DID WE MISS? AND WE TOOK THE NOTES FROM ROUND ONE AND ROUND TWO AND COMPILED ABOUT 13 PAGES OF FEEDBACK.

AND WE BROUGHT THOSE TO THE CITY STAFF WHO SAT IN DEPARTMENTS.

AND THEY FIRST TALKED ABOUT MINDSET.

IT'S DIFFICULT TO RECEIVE FEEDBACK EVEN WHEN YOU'VE ASKED FOR IT.

IT'S JUST HUMAN NATURE TO BE, UM, A LITTLE BIT JUSTIFYING AND A LITTLE BIT DEFENSIVE.

SO WE TALKED ABOUT HOW DO WE RECEIVE THAT 'CAUSE WE WANNA GROW.

AND THEN THEY DUG INTO IT, THEY TALKED ABOUT IT, AND THEY CREATED PLANS.

AND RANDY'S GONNA SHARE WITH YOU WHAT THEY HEARD, WHAT THEY'VE ALREADY DONE, AND WHAT THEY'RE PLANNING TO DO BASED ON THIS FEEDBACK.

SO YOU CAN ALREADY TELL MY SLIDES ARE WORSE THAN TAMMY'S, BUT, UM, .

SO, UH, AS SHE SAID, AFTER THE, THE LAST MEETING WE DID, UH, ALL THE DEPARTMENTS PUT TOGETHER PLANS TO ADDRESS SOME OF THE ISSUES THAT WERE HEARD.

UH, AS THOSE PLANS WERE ASSEMBLED, IT BECAME KIND OF CLEAR THAT THOSE FILL INTO LIKE FIVE GENERAL CATEGORIES.

UH, IMPROVING PREDICTABILITY AND CONSISTENCY TO OUR PRO OF OUR PROCESSES, IMPROVING COMMUNICATION, UH, USING THE TECHNOLOGY WE ALREADY HAVE MORE EFFECTIVELY.

AND THERE WAS A GENERAL NEED NOTED TO UPDATE OUR STANDARDS AND ORDINANCES THAT WE OPERATE UNDER, SPECIFICALLY THOSE RELATED TO URBAN AND INFILL PROJECTS.

SO RELATED TO SEVERAL THINGS ARE CURRENTLY BEING WORKED ON RELATED TO PREDICTABILITY.

UH, THEY ASK THAT WE LOOK AT WAYS TO PRIORITI, PRIORITIZE SOME REVIEWS OVER OTHERS.

AND WE'RE WE'RE LOOKING AT WAYS WE COULD DO THAT.

UH, IT WAS ASKED THAT WE LOOK AT WAYS TO EXPEDITE THE REVIEW OF CHANGE ORDERS.

'CAUSE THAT'S A PARTICULARLY, UH, PRECARIOUS TIME FOR THE DEVELOPER.

SO WE'RE LOOKING AT WAYS THAT WE CAN MOVE THOSE SHORTEN THAT TIME PERIOD OF CHANGE ORDER REVIEW.

AND THEN WE'RE LOOKING AT WAYS WE CAN IMPROVE THE UPFRONT DISCUSSIONS, THE PRE-APPLICATION MEETINGS WE HAVE, AND, UH, BE MORE INTENTIONAL AND IN MEMORIALIZING THE COMMENTS THAT ARE MADE THEN SO THAT WHEN THE PROCESS OR THE PROJECT COMES FORWARD IN TWO YEARS, WE ALL REMEMBER WHAT WAS SAID AT THAT MEETING.

UH, AS FAR AS CONSISTENCY, A LONG-TERM GOAL, UH, IS, WAS TO ADD CAPACITY, UH, TO THE REVIEW, UH, PERSONNEL.

AND SO THAT'S GONNA BE A BUDGET IMPLICATION.

SO THAT'S GOING TO TAKE SOME TIME.

UH, BUT WE'RE GOING TO LOOK AT DOING THAT IN THE FUTURE.

ANOTHER THING WAS TO LOOK AT OPPORTUNITIES.

AND THIS IS SPECIFIC TO, UH, INSPECTIONS, TO DIVIDE REVIEW STAFF BY GEOGRAPHY.

UH, AND THAT WAY, UH, YOU'RE NOT DRIVING ALL THE WAY ACROSS TOWN MULTIPLE TIMES A DAY.

UH, YOU'RE GONNA SEE THE SAME INSPECTOR IF YOU'RE BUILDING ON THE EAST SIDE AS AND IF YOU'RE BUILDING ON THE WEST SIDE INDEPENDENTLY.

SO, UH, AS FAR AS COMMUNICATION, UH, WE'RE GONNA LOOK TO WAYS TO INCREASE THE OPPORTUNITY FOR DISCUSSIONS BETWEEN THE TWO GROUPS.

UH, PART OF THAT'S GONNA BE A QUARTERLY AND FORMAL MEETING BETWEEN CITY STAFF AND MEMBERS OF THE DEVELOPMENT COMMUNITY.

UH, MANY OF YOU ATTENDED THE, THE BUILDER'S BREAKFAST A COUPLE OF WEEKS AGO.

UH, THINK OF THAT.

IT'S GONNA BE AN OPPORTUNITY FOR PEOPLE TO GET TOGETHER AND JUST JUST HEAR EACH OTHER, HEAR BOTH SIDES.

UH, WE'RE ALSO, WE'VE ALREADY STARTED WORKING ON THIS, UH, TO CLEAN UP THE LETTERS THAT PROVIDE FEEDBACK TO THE APPLICANTS SO THAT WE, UH, GET RID OF SOME OF OUR STANDARD LANGUAGE THAT'S JUST A LITTLE BIT CONFUSING AND, UH, REPETITIVE IN THOSE LETTERS.

AND DON'T KIND OF COVER UP THE REAL ISSUES THAT THOSE, UH, LETTERS ARE POINTING TO, UH, USING TECHNOLOGY MORE EFFECTIVELY.

UH, WE AS A CITY HAVE AN ENORMOUS AMOUNT OF DATA IN OUR GIS SYSTEM THAT WOULD BE REALLY HELPFUL IN THE SITE PLANNING PROCESS.

UH, WE'VE ENGINEERING AND PLANNING TOOK A LOOK AND WORKED WITH OUR IT TO GET A LOT OF THAT OUT THERE.

NOW, AFTER HEARING FROM THE DEVELOPMENT COMMUNITY, WE'RE CONTINUING THAT TO SEE WHAT OTHER INFORMATION WE COULD PUT OUT THERE FOR CONSULTING ENGINEERS TO PICK UP AND USE.

UH, WE'LL CONTINUE TO LOOK AT, UH, INFORMATION THAT CAN BE SHARED, UH, AS WELL AS MAXIMIZING OUR PLL SYSTEM AND OTHER TECH TO MAKE REVIEWS EASIER.

UH, WE ARE ALSO LOOKING AT CREATING TRAINING FOR PORTAL USERS AND FOR THE PLL USERS INTERNAL SO THAT, UH, WE'RE ALL GETTING BETTER AT THAT UPDATE THE RULES.

IT'S PROBABLY THE HARDEST PART OF THIS, UH, BUT, UH, A LOT OF WHAT WAS MENTIONED WAS RELATED TO THE OUTDATED OR CHALLENGING ORDINANCES STANDARDS OR POLICIES THAT GOVERN THE DEVELOPMENT PROCESS.

UH, SPECIFICALLY THOSE RELATED TO URBAN AND INFILL DEVELOPMENT.

UH, LUCKILY WE ARE IN THE MIDST OF A CODE UPDATE AND THESE COMMENTS HAVE BEEN PROVIDED TO THE CONSULTANTS THAT ARE WORKING ON THAT.

UH, AND WORK HAS ALSO BEGUN ON UPDATING OUR CONSTRUCTION STANDARDS, WHICH SHOULD MAKE IT EASIER, UH, AND BRING THOSE INTO MORE TIMELY STANDARDS THAN WHAT WE CURRENTLY HAVE.

UH, ANOTHER THING WE'RE DOING IN SHORT ORDER IS BRINGING SOME OF THE DEQ REVIEWS, UH, IN-HOUSE, UH, WHICH SHOULD SHORTEN THE PROCESS AS OPPOSED TO HAVING THEM GO OUTSIDE THE CITY FOR A PARTIAL OR A PART OF THE REVIEW PROCESS.

HOW DOES THAT WORK RIGHT NOW? IS IT SOMETHING HAVE TO GO AND BE REVIEWED BY A DEQ STAFF OR DOES IT SUBCONTRACT IT OUT SOME WAY? OR HOW DO WHAT, WHAT'S GOING ON NOW? OR HOW DO WE, WHAT DO WE CHANGE? IT, IT, IT GOES TO DEQ NOW FOR THEIR REVIEW AND IT JUST, IT GETS IN THE BACK OF THEIR LINE AS WELL.

UH, BRINGING IT IN-HOUSE WILL ALLOW US TO SHORTEN THAT TIME PERIOD.

SO IT'LL ALLOW US, WILL CERTIFY US TO BE ABLE TO DO IT AND WE'LL SPOT CHECK IT OR SOMETHING.

MY, MY ENGINEER IS SHAKING HIS HEAD YES, SO I'M, I'M GOING TO SAY YES.

UH, THE NEXT STEPS FOR US ARE TO, UH, THEY SET UP THE REOCCURRING MEETINGS, CONTINUE TO WORK ON THE QUICK FIXES LIKE THE GIS DATA THAT WE HAVE OUT THERE, UH, CLEANING UP THE PORTAL INFORMATION SO THAT WHEN YOU'RE LOOKING FOR, UH, YOUR APPLICATIONS, YOU'RE NOT SEARCHING THROUGH ALL THE HISTORICAL APPLICATIONS, WE'RE ALMOST READY TO FLIP THE SWITCH ON THAT SO YOU CAN JUST SEE WHAT YOU CURRENTLY HAVE OUT THERE, WHICH WOULD BE VERY HELPFUL FOR PEOPLE TO USE IT.

AND THEN LOOK AT THOSE, UH, LONGER TERM, UH, SOLUTIONS THAT WILL REQUIRE, YOU KNOW, UH, BUDGET IMPACTS, THINGS LIKE THAT.

UH, I REALLY DO WANNA THANK TAMMY AND MOLLY AND THE FRANCIS TUTTLE STAFF THAT HELPED US IN THIS PROCESS.

I WANNA THANK THE DEVELOPMENT COMMUNITY WHO CAME WILLING TO WORK AND PROVIDE CONSTRUCTIVE FEEDBACK.

AND THEN THE DEPARTMENTS THAT WERE AT ALL THESE MEETINGS AS WELL AND, AND HAD THEIR EARS OPENED AND LISTENED AND WERE WILLING TO CREATE THOSE PLANS.

SO, UM, IN THE BEGINNING I SAW LIKE THE WORD CLOUD.

ONE OF THOSE WAS STAFFING.

AND I KNOW WE'RE ALL CHALLENGED, PARTICULARLY IN A, IN A TECHNICAL AREA, COMPETING WITH FIRMS, PRIVATE CONTRACTORS TO TRY TO MATCH COMPENSATION AND DO DIFFERENT THINGS.

EVERYTHING WE DO IS INTERRELATED.

SO ANOTHER CONVERSATION WE'RE HAVING IS IN AND AROUND DEVELOPMENT IMPACT FEES.

I NOTE THAT ONE OF THE DEVELOPMENT IMPACT FEES, I THINK IS CALLED GENERAL GOVERNMENT OR SOMETHING LIKE THAT ON ITS FACE.

WHEN I LOOK AT THAT I WAS LIKE, UH, YOU KNOW, PEOPLE DON'T REALLY HAVE A DESIRE TO, YOU KNOW, HAVE A LINE ITEM THAT SAYS GENERAL GOVERNMENT, BUT ARE THOSE THINGS RELATED? IS THERE AN ABILITY, DO WE KNOW MR. UH, CITY MANAGER TO SAY IF THE DEVELOPMENT COMMUNITY IS COMING FORWARD AND DOING DEVELOPMENTS THAT THEIR PART OF THAT COULD GO TO SPECIFICALLY THAT STAFFING POINT THAT THEY MENTIONED? YOU MIGHT REMEMBER THAT A COUPLE OF YEARS AGO WE RAN A PILOT PROGRAM USING A TWO PERSON RESPONSE VEHICLE TO, TO RUN TO, UH, INCIDENTS IN OUR CITY THAT ARE THE LOW ACUITY MEDICAL INCIDENTS THAT DON'T REQUIRE A PARAMEDIC AND DON'T REQUIRE FOUR PEOPLE TO RESPOND.

THEREFORE SAVING THE COST OF A, OF A, OF A LARGE APPARATUS GOING DOWN THE, THE ROAD TO A CALL THAT A SMALLER APPARATUS COULD HANDLE.

UM, AND SO THAT WE PILOTED THAT IT WORKED WELL.

UM, WE WENT AHEAD AND PUT ONE IN SERVICE FULL TIME AND LAST YEAR WE ADDED A SECOND.

UM, AND SINCE THE LAST ANALYSIS THAT I RAN, UH, THAT THOSE UNITS HAVE RUN OVER 4,500, UH, INCIDENTS IN THE LAST COUPLE OF YEARS AND SAVED OVER 1200 HOURS OF ON SCENE HOURS MAKING THOSE LARGER APPARATUS AVAILABLE FOR THE MORE SERIOUS CALLS, UM, AND FIRE INCIDENTS AND SO FORTH.

SO, UH, WE DID, WHEN WE WERE WORKING ON THE AGREEMENT WITH AMERICAN MEDICAL RESPONSE, WE DID WRITE IT INTO THAT AGREEMENT TO BE ABLE TO PURCHASE UP TO THREE AMBULANCES THROUGH THAT AGREEMENT AT THEIR DISCOUNTED COST.

UM, AND SO I'M COMING FOR YOU TONIGHT WITH PERMISSION TO MOVE ON TWO OF THOSE.

UM, AND THOSE WILL BE A MUCH MORE SUITABLE VEHICLE TO RUN OUR SQUADS IN.

WE'VE JUST BEEN GETTING BY WITH WHATEVER WE COULD PUT PEOPLE IN SMALL BRUSH, PUMPERS AND SO FORTH, BUT THIS IS A BE MUCH BETTER SOLUTION.

UM, AND WE DON'T WANNA BE IN THAT SITUATION AGAIN.

SO THIS WILL ALLOW US A CONTINGENCY, SHOULD WE FACE ANOTHER PANDEMIC, WE WILL HAVE THE CAPABILITIES TO BE ABLE TO BE A PART OF THAT SOLUTION AND BE ABLE TO TRANSPORT.

UM, AND IT WILL ALSO GIVE US SOME OPERATIONAL EFFICIENCIES TO HAVE A REHAB UNIT ON THE SCENE OF A FIRE OR A LONG, LONG-TERM EVENT.

UH, SO FAST FORWARD 40 YEARS AND YOU CAN JUST IMAGINE, UH, THE SERVICES, UH, THAT WE NEED TO TRAIN FOR OUT THERE.

UH, ONE OF THE THINGS THAT I'M MOST PROUD OF AT YOUR POLICE DEPARTMENT IS THE, IS THE TIME, UH, THAT YOU INVEST IN YOUR STAFF AND TRAINING.

SO OUR OFFICERS AVERAGE ABOUT 80 HOURS EACH ANNUALLY AT TRAINING.

A LARGE PORTION OF THAT OCCURS AT THIS TRAINING FACILITY.

IN ADDITION TO THAT, IN 2009, THE CITY OF EDMOND WAS GRANTED, UH, APPROVAL FROM THE COUNCIL ON LAW ENFORCEMENT EDUCATION AND TRAINING TO OPERATE ITS OWN POLICE ACADEMY.

AND SO WE'VE DONE SO FOR THE LAST 15 YEARS.

UH, INITIALLY THOSE WERE ABOUT EVERY TWO OR THREE YEARS.

UH, AS OF LATE THEY'VE BEEN ON AVERAGE ABOUT ONE A YEAR.

AND SO THOSE ARE FOUR TO FIVE MONTH LONG PROCESSES.

SO IN ADDITION TO IN-SERVICE TRAINING, SPECIAL TEAMS TRAINING, UH, WE HAVE ACADEMY TRAINING THAT'S GOING ON AT THAT FACILITY AS WELL.

AND IT JUST BASICALLY WASN'T DESIGNED TO HANDLE THAT KIND OF CAPACITY.

UH, AND SO THE PROPOSAL IN FRONT OF YOU FOR THE DESIGN SERVICES WILL HELP US EVENTUALLY CONSTRUCT, UH, AN ADDITIONAL BUILDING AT THAT FACILITY THAT WILL EXPAND, UH, BOTH RESTROOM, UH, AND BREAK, UH, FACILITIES FOR STAFF.

SO THEY SEE THE AREA, THEY SEE IT'S AN AFFLUENT AREA OR A MIDDLE CLASS INCOME AREA.

UM, THEY SEE SOME AREAS HAVE GATES AROUND THERE AND SOME DON'T, BUT IT ALSO GIVES THEM DIFFERENT INGRESS AND EGRESS AND, AND POTENTIAL FOR, HUH.

I WONDER WHAT'S AROUND HERE.

I SAW ON A MAP THAT IT SHOWED TWO SECTIONS WERE ZONED COMMERCIAL E AND FROM JUST READING THIS, IT TELLS ME THAT THERE'S ONLY ONE THAT'S COMMERCIAL E WHICH IS THE WHAT, THE WEST SIDE, WHICH I BELIEVE THERE'S AN OIL, UH, DISTRIBUTION CENTER THERE.

IT'S SMALL GATED.

UM, THINGS ARE GOING VERY WELL FROM STAFF'S PERSPECTIVE.

UM, WE ARE SEEING COMPLIANCE AFTER ONLY 60 DAYS.

UM, THEY ARE COMPLIANT MEETING THEIR CONTRACTUAL AGREEMENT.

UM, AND THAT'S VERY ENCOURAGING.

AGAIN, WITH OUR PREVIOUS AMBULANCE PROVIDER, WE WENT 43 MONTHS IN A ROW WITH NO COMPLIANCE.

AND SO TO BE, UH, COMPLIANT AFTER 60 DAYS IS VERY ENCOURAGING.

I ALSO WANT YOU TO KNOW THAT THIS HAS BEEN A VERY GOOD PARTNERSHIP FROM OUR PERSPECTIVE.

WE FOUND THE AMERICAN MEDICAL RESPONSE TO BE VERY, UH, OPEN, UM, AND, UH, SOLVING PROBLEMS. AND IT REALLY IS SHAPING UP TO TO BE A GOOD PARTNERSHIP.

WE'RE SEEING MUCH SHORTER ON SCENE TIMES FOR FIRE APPARATUS WHEN WE DO ARRIVE ON THE SCENE.

UM, BECAUSE WE HAVE DEDICATED AMBULANCES IN OUR CITY.

AND YOU MIGHT REMEMBER WITH OUR PREVIOUS PROVIDER, WE HAD NO DEDICATED AMBULANCES IN THE CITY OF EDMOND.

UM, THEY MAY OR MAY NOT POST AMBULANCES HERE.

UM, AND MANY TIMES THEY WERE COMING FROM OKLAHOMA CITY.

SO THIS HAS BEEN A GOOD, UM, AGREEMENT, A GOOD PARTNERSHIP SO FAR AND WE'RE VERY ENCOURAGED BY THAT.

THAT BEING SAID, IT HASN'T BEEN WITHOUT PROBLEMS. UM, AND SOME OF THE ISSUES THAT WE'RE EXPERIENCING HAVE TO DO WITH, UH, INNER FACILITY TRANSPORTS AT THE HOSPITALS.

UM, THE VOLUME OF THOSE INNER FACILITY TRANSPORTS IS MORE THAN WE KNEW.

UM, THAT'S NOT INFORMATION THAT WE HAD.

AND SO IT WAS EXPECTED THAT THOSE, UH, TRANSPORTS WERE TWO TO THREE A DAY AND IN REALITY IT'S EIGHT TO 10 A DAY AND MANY DAYS IT'S MORE THAN THAT.

SO THESE ARE THE, THE PATIENTS THAT ARE AT A HOSPITAL THAT NEED TO BE TRANSPORTED TO ANOTHER HOSPITAL.

UM, AND SO, UM, WE'VE BEEN MEETING WITH THE HOSPITALS ON SEVERAL OCCASIONS WITH AMR LEADERSHIP, DOING EVERYTHING THAT WE CAN TO MEET THOSE NEEDS ALSO.

UM, BUT WHEN WE ORIGINALLY CONTRACTED FOR THIS, WE WERE THINKING MORE IN TERMS OF 9 1 1 PRE-HOSPITAL EMERGENCIES, WHAT'S HAPPENING OUT ON THE STREETS, OUT IN THE FIELD.

UM, AND SO WE'RE WORKING THROUGH THESE THINGS.

HOWEVER, UM, ONE OF THE HOSPITALS, UH, CAME TO ME AND THE CITY MANAGER, UM, AND THEY HAVE BEEN LOOKING AT RUNNING THEIR OWN AMBULANCE SERVICE, UM, TO HANDLE THE TRANSPORTS FOR THEIR FACILITY, WHICH IS ENCOURAGING.

UM, AND IN SPEAKING WITH THE CITY ATTORNEY AND LOOKING OVER THE AGREEMENT AND THE CITY ORDINANCE, WE FEEL LIKE THERE'S SOME CLEANING UP OF THAT WE NEED TO DO TO ALLOW THAT.

UM, IN OUR WRITTEN DOCUMENTS, WE'VE MET WITH A MR, THEY'RE IN AGREEMENT TO THAT.

UM, AND SO THIS WILL ALLOW HOSPITALS TO EITHER RUN THEIR OWN AMBULANCE TRANSPORT UNIT OR TO CONTRACT EITHER WITH A MR OR WITH ANOTHER PROVIDER, UM, FOR THOSE SERVICES.

WE HAVE ONE HOSPITAL THAT HAS BEEN WORKING ON AN AGREEMENT WITH ANOTHER PROVIDER FOR ABOUT THE LAST TWO YEARS AND IS CLOSE, FEELS LIKE THEY'RE CLOSE TO GETTING THAT AGREEMENT SIGNED ANOTHER THAT WANTS TO RUN THEIR OWN.

AND THE THIRD, THIRD HOSPITAL IS LOOKING AT SOME OF THE OPTIONS THAT HAVE BEEN PRESENTED TO, TO THEM.

SO HAPPY TO ANSWER ANY QUESTIONS.

AND SO THAT HAS BEEN, AGAIN, THIS IS A RESPONSIVENESS OF A MR THAT HAS BEEN SUBMITTED TO THEM.

THEY IMMEDIATELY CONTACTED THAT CITIZEN AND I BELIEVE ANOTHER CITIZEN THAT CAME TO, TO LIGHT.

AND THEY ARE LOOKING INTO THAT WITH OUR UTILITY CUSTOMER SERVICE.

I DON'T HAVE A DEFINITIVE ANSWER AT THIS TIME, WE SHOULD HAVE THAT THIS WEEK, BUT IT DOES APPEAR THAT THERE WAS A PROBLEM WITH SOME PEOPLE THAT HAD THE MSA MEMBERSHIP AND WHEN THAT WAS TRANSITIONED OVER TO A MR, UM, MAYBE

SOME OF THE FAMILY MEMBERS IN THE HOUSE DIDN'T GET TRANSFERRED OVER ON THAT.

AND I GET SO MANY TOES UP TO SO MANY MILES.

SO IN REGARDS TO, YOU KNOW, SAY THAT THERE'S AN INCIDENT AT THEIR HOME WHERE THEY SLIP AND FALL OR THEY'RE SICK OR INJURED IN A CAR WRECK, THEY'RE TRANSFERRED TOWARD A HOSPITAL.

I THINK ONE OF THE QUESTIONS ASSISTANTS HAVE IS, OKAY, NOW I'M AT SAY OU, UH, JUST DOWN THE ROAD, BUT NOW I NEED TO GO TO MERCY FOR WHATEVER SPECIALTY OR MY INSURANCE WANTS TO SEND ME TO INTEGRIS.

UM, MOST OF THIS FUND IS USED IN, UH, TOWARD CONSTRUCTION, UM, THAT IN THE, UH, NEXT FIVE YEARS, WE HAVE ANTICIPATION.

WE HAD THE NEEDS OF ABOUT $46 MILLION IN ONE-TIME, CAPITAL, UH, FEES, AND ABOUT $3.5 MILLION IN RECURRING EXPENSES.

UH, THESE ARE THE PROPOSED FEES THAT WERE, UH, APPROVED AND RECOMMENDED BY THE STORM WATER DRAINAGE ADVISORY BOARD.

UH, BASICALLY IT IS A $3 INCREASE, UM, EFFECTIVE JANUARY 1ST, 2025, ANOTHER $3 INCREASE, JANUARY 1ST, 2026.

UM, AND THEN IN THE THIRD YEAR, UM, WE WOULD DO A ADDITIONAL, UH, COST OF SERVICE STUDY.

AT THAT POINT, UM, MR. WATER DRAINAGE ADVISORY BOARD RECOMMENDS APPROVAL.

UM, SO WE'VE HAD FIVE WORKSHOPS BETWEEN MARCH 11TH AND MAY 13TH, AND THEY WERE OVER THE, UM, TOPICS OF BUDGET PROCESS, ECONOMIC OUTLOOK, PUBLIC SAFETY, CAPITAL PROJECTS, BUILDING PLANNING, ENGINEERING, UTILITY, PUBLIC WORKS, AND ADMINISTRATIVE.

AND WE HAD OUR, UH, BUDGET PUBLIC HEARING ON MAY 28TH.

SO AT THE MAY 28TH, BUDGET HEARING COUNSEL ASKS THAT WE FUND ANOTHER A HUNDRED THOUSAND IN NONPROFIT GIVING.

SO WE HAVE ADDED THAT TO THIS BUDGET.

AND WE DESIGNATED 160,000 FOR THE MARIJUANA FUND.

SO IT HAS ITS OWN FUND NOW, AND IT WILL STAY THERE UNTIL COUNCIL DECIDES HOW YOU WANNA SPEND IT, BUT IT IS SEPARATE AND YOU'LL BE ABLE TO SEE IT.

UM, THIS YEAR WE, SO FOR 24 25, WE'VE BUDGETED AT A 0.5 GROWTH RATE.

AND, UM, I ACTUALLY HAVE MORE NEWER RESULTS.

WE GOT OUR SALES TAX COLLECTIONS IN TODAY WHERE WE HAD IT ANALYZED, BUT AS OF MAY, OUR SALES TAX COLLECTIONS, UH, GROWTH WERE DOWN 0.44%.

AND THEY, WE CAME BACK A LITTLE BIT AND OUR JUNE CHECK IT WAS UP 2.51%.

SO NOW FOR THE FULL YEAR, WE'RE DOWN 0.21%, BUT WE DIDN'T, DIDN'T BREAK EVEN ON SALES TAX COLLECTIONS THIS YEAR.

AND THAT'S A FULL 12 MONTHS OF COLLECTIONS.

AND THEN OUR USE TAX COLLECTIONS WERE UP ABOUT EIGHT POINT, UH, EXCUSE ME, 3.83% THROUGH MAY.

AND AS OF TODAY, WE ARE UP FOR THE FULL YEAR, 4.28%.

WE HAD A PRETTY GOOD MONTH FOR, UH, USE TAX IN JUNE.

WE WERE UP EIGHT, A LITTLE OVER 8%, AND THEN THE COMBINED SALES AND USE COLLECTIONS WE'RE UP 0.25% THROUGH MAY, AND NOW IT'S 0.49.

SO WE CAME UP JUST A LITTLE BIT, BASICALLY ENDED THE YEAR AT 0.5 GROWTH, WHICH IS WHAT WE'VE, WHAT WE'VE, UH, BASED NEXT YEAR ON.

AND JUST TO, AS A REMINDER, WE DID PROJECT GROWTH AT 2% FOR SALES TAX FOR THIS YEAR.

AND WE'VE COME IN AT, UH, NEGATIVE 0.21 AND WE PROJECTED USE TAX AT 5% GROWTH.

AND WE'VE COME IN AT, UH, 4.28, SO ALMOST MADE THE USE TAX, BUT OVERALL 0.49% IS HOW WE, HOW WE CAME IN.

UM, SO THE ONLY THING THIS, WE PRESENTED THIS AT THE BUDGET HEARING, IT CHANGED A LITTLE BIT.

AND, UM, OUR DIRECT COST BUDGET WAS, UH, 440 SOME MILLION, AND IT'S NOW 453.

IT CHANGED BY, UM, EIGHT, LET'S SEE, EIGHT POINT, UH, 6%, OR EXCUSE ME, 8.6 MILLION.

AND I'LL SHOW YOU THAT IN A MINUTE.

BUT THIS IS, THIS IS OUR FINAL BUDGET RIGHT HERE.

SO, UM, OUR FUNDS, TOTAL ESTIMATED REVENUE VERY CLOSE TO WHAT WE PRESENTED IN MAY 28TH.

AND IT'S $349 MILLION.

AND IT'S PRETTY TYPICAL OF WHAT WE SEE EVERY YEAR.

62% OF OUR REVENUE COMES FROM, UH, CHARGES FOR SERVICES.

AND THAT'S MOSTLY UTILITY CHARGES, BUT IT ALSO COMES FROM GOLF, UM, PLANNING, JUST ANY KIND OF FEES, ANY KIND OF REVENUE THAT WE BRING IN THAT WE CHARGE FOR A SERVICE IS WHAT THAT IS.

TAXES ARE WHAT WE RUN MOST OF OUR GENERAL FUND ON, AND IT'S 33% OF OUR OVERALL REVENUE.

UH, AND THEN INTEREST INCOME GRANTS, LICENSING AND PERMITTING.

MISCELLANEOUS, MISCELLANEOUS THINGS ARE LIKE, THEY'RE JUST ADMINISTRATIVE FEES FOR COURT OR, UM, LET'S SEE, THERE WAS A STATE ADMIN FEE THAT RAN THROUGH BUILDING.

IT'S THINGS LIKE THAT.

IT'S REALLY JUST MISCELLANEOUS TYPE THINGS.

SO 349 MILLION IS OUR REVENUE ESTIMATE.

AND THEN 453 5 0 6 9 1 7 IS OUR ACTUAL PROPOSED BUDGET FOR, UM, DIRECT COSTS AND UTILITY SERVICES.

AGAIN, MAKE UP MOST OF THAT, UH, COST.

AND THEN YOU CAN JUST SEE HOW IT GOES DOWN.

IT'S JUST GENERALLY SPEAKING, UM, JUST ALL THE DIFFERENT TYPES OF FUNDING THAT WE FUND.

SO PARK AND REC, REC WOULD BE, YOU KNOW, ANYTHING FROM BUILDING THINGS FOR OUR PARKS TO ACTUALLY, YOU KNOW, MAINTENANCE AND, AND IT'S, IT'S THOSE TYPES OF SERVICES THAT WE'RE TALKING ABOUT HERE.

UM, THE A HUNDRED 13TH, SO WE'RE ESTIMATING 113 MILLION IS JUST PRETTY FLAT FROM WHAT WE'VE HAD, UH, IN THE LAST YEAR.

70 MILLION OF THAT GOES TO GENERAL FUND.

32 MILLION GOES TO CAPITAL PROJECTS AND 9 MILLION GOES TO SPECIAL REVENUE.

AND THE SPECIAL REVENUE IS MAINLY POLICE AND FIRE PUBLIC SAFETY.

IT ALSO HAS, YOU KNOW, A FEW OTHER THINGS IN IT, BUT THAT IS THE BULK OF IT.

SO, UM, OF THAT 70 MILLION OF THE 113, SO THE 70 MILLION THAT GOES INTO GENERAL FUND, WE DO SPLIT THAT WITH PUBLIC PUBLIC SAFETY.

SO, UH, POLICE RECEIVES 36.8% OF THAT, SO ABOUT 26 MILLION.

GENERAL FUND KEEPS AROUND 23 MILLION.

AND THEN, UH, FIRE GETS THEIR SHARE OF AROUND 21 MILLION.

AND IT, UH, JUST SO YOU KIND OF KNOW

TOO, I'M SURE YOU GUYS KNOW THIS, BUT FIRE ALSO HAS A 0.25% DEDICATED TAX.

IT GIVES ABOUT 6 MILLION MORE TO THEM A YEAR.

AND THEN POLICE HAS A, A EIGHTH CENT OR A 0.125%, UH, DEDICATED TAX, AND THEY GET AN ADDITIONAL 3 MILLION.

SO POLICE WILL END UP AROUND 29 MILLION.

UH, AND FIRE ENDS UP AROUND, UM, 27 MILLION OR SO TO THEIR TOTAL BUDGET.

SO THIS, UM, AND WE CAN, WE CAN TAG TEAM HERE.

ANDY'S HERE, UM, OUR CHIEFS ARE HERE, BUT THIS IS REALLY OUR DIFFERENCE.

AND WHAT CHANGED? MAINLY IT WAS 8.6 MILLION FROM OUR, FROM OUR HEARING OR FROM OUR ACTUAL BUDGET THAT WE, UM, PRESENTED IN THE PAPER.

BUT MOST OF IT, IF I CAN GET THE RIGHT BUTTON, IS, UH, CAPITAL, CAPITAL PROJECTS.

AND IT WAS REALLY JUST CAPITAL PROJECTS THAT WE'VE ADDED.

SO, UM, I'LL KIND OF GO DOWN THROUGH HERE AND THEN IF YOU HAVE QUESTIONS FOR ANYBODY IN PARTICULAR, WE CAN GET THEM UP HERE.

BUT ANOTHER, UM, ITEM, AND IT JUST REALLY HAD NOT BEEN BUDGETED, BUT WE NEED TO DO IT, IS OUR FIELD SERVICES COLLECTION SYSTEM REPAIRS.

AND THAT'S JUST MANHOLES AND PIPE REPAIR, UH, KEEPING INFRASTRUCTURE IN THE SHAPE THAT IT NEEDS TO BE IN.

SO THAT'S ANOTHER 900,000.

EVERYTHING ELSE WAS PRETTY MUCH, UM, I MEAN, YOU CAN SEE THERE'S THE DONATIONS THAT WE ADDED BETWEEN MAY 22ND AND NOW PEOPLE WERE JUST REVIEWING THEIR BUDGETS AND THERE WERE LITTLE, SOME ADJUSTMENTS TO SUPPLIES OR, YOU KNOW, CONTRACT SERVICES THAT THEY NEEDED.

AND SO THAT'S WHAT THE REST OF THOSE THINGS ARE.

BUT, UM, THE ARPA DOWN HERE AT THE BOTTOM TWO, ALL THAT IS, IS THAT WE WERE ABLE TO FINISH SOME PROJECTS THAT WE HAD BUDGETED FOR IN 25.

WE THOUGHT WE WERE GONNA HAVE TO DO THEM IN 25, BUT WE FINISHED THEM.

SO THAT'S WHY THAT WENT DOWN IN 25.

YOU KNOW, WE HAVE A FINITE DOLLAR AMOUNT FOR THAT.

AND SO WE'RE, WE TRY TO BUDGET IT ALL OUT SO THAT WE'RE AT ZERO AT THE END OF 25.

'CAUSE WE'RE RUNNING OUTTA TIME DECEMBER 31ST OF 24.

WE HAVE TO HAVE ALL THAT ENCUMBERED.

THE AIRPORT, WE PLAN TO, UH, GIVE 150,000.

THEY DO HAVE A FEW THINGS.

WE DON'T TALK ABOUT THE AIRPORT VERY OFTEN, BUT THEY DO HAVE SOME EXCITING THINGS COMING UP.

AND, UM, IF ANYTHING MATERIALIZES THOUGH, WE WILL COME BACK TO YOU.

THEY'VE GOT, UM, SOME GRANTS FROM THE FAA AND SO THERE MAY BE SOME ADDITIONAL EXPENSE, BUT IT HASN'T MATERIALIZED THE LAST YEAR OR TWO.

SO WE WENT AHEAD AND BUDGETED OUR NORMAL, WHAT WE EXPECT TO SHARE THE COSTS WITH THEM.

AND THEN OUR COMMU, OUR COMMUNITY AGENCY REVIEW COMMITTEE, OR OUR CARC, WHICH IS ALL OF OUR SOCIAL AGENCIES OR MOST OF OUR SOCIAL AGENCIES, UH, 1.35 MILLION, AND THAT INCLUDES THE A HUNDRED THOUSAND DOLLARS ADDITIONAL.

SO, UM, AND I JUST WILL POINT OUT WHEN I, WHEN I PUT THE PACKET TOGETHER THAT YOU GUYS RECEIVED, I HAD THESE TWO MIXED UP, SO I FIXED IT HERE, .

SO TURNING POINT MINISTRIES WILL GET 30,000 ADDITIONAL FOSTERING SWEET DREAMS, 10 AND YOUR SPECIAL 10,000.

AND THEN, UM, ADDITIONAL MONEY FOR THE MUSEUM OF 45,000 AND THE HISTORIC PRESERVATION TRUST, WHICH IS A SCHOOLHOUSE ON SECOND STREET.

AND SO THERE WAS, THERE'S THE ADDITIONAL 100,000.

AND, UM, THE NEXT STEPS JUST ARE IF YOU, UH, WE, WE DO RECOMMEND THAT YOU ACCEPT THIS BUDGET, AND IF YOU DO, IT WILL BE FILED NO LATER THAN JULY 31ST WITH THE STATE AUDITOR.

THE, UM, AMBULANCES THAT WERE ABLE TO GET OFF CONTRACT WITH A MR. THAT'S ALL BECAUSE CITIZENS WENT IN AND THEY DEDICATED FUNDING, UH, TO THAT.

UM, AND WE SEE THE RESULTS OF THAT, OF BEST PAY, BEST BENEFITS, BEST TRAINING, GREAT MORALE, GOOD, UH, SUPPORT.

AND I THINK WE WANNA KEEP THAT GOING.

AS I LOOK AT THIS, WHAT I SEE IS CONTINUING NEEDS IN THE FUTURE TO BE ABLE TO ADDRESS SOME OF OUR OTHER CAPITAL CONCERNS, PRIMARILY THAT OF TRANSPORTATION ROADS.

UM, AS I LOOK, UH, YOU KNOW, WE CONTINUE TO SPEND, I THINK 4.5 TO MAYBE $5 MILLION ON OUR STREET AND REP PAVING AS, UM, INFLATION CREATES SOME PRESSURES THERE AND SOME OTHER THINGS, THAT DOLLAR JUST DOESN'T GO ON THE ROAD AS FAR AS IT USED TO.

AND SO I LOOK FORWARD TO FUTURE CONVERSATIONS, UM, AS WE'VE FORMED A, OR ARE LOOKING TO FORM A GEO BOND ADVISORY COMMITTEE AND OTHERS TO ONCE AGAIN, GO TO THE CITIZENS AND SAY, DO YOU WANT DEDICATED FUNDING TO THAT? WE'VE HAD GREAT RESULTS, I THINK, TO THINGS THAT WE'VE BEEN VERY, UM, INTENTIONAL ABOUT.

ONE OF THOSE EXPENSES I'LL DRAW YOUR ATTENTION TO IS RIGHT HERE SAYS LIBRARY SLASH YMCA A, UM, AS YOU KNOW, THE CITY OF EDMOND HAS COMMITTED $30 MILLION TO CONSTRUCT THAT FACILITY THROUGHOUT THE DESIGN PROCESS, WHICH THE HAPPY TO SAY THE PROJECT IS NOW OUT TO BID.

UH, IT HAS BEEN A CHALLENGE TO CONTINUE TO HOLD TO THAT PRICE, AND WE'RE VERY APPRECIATIVE OF OUR PARTNERS WITH THE YMCA CONTRIBUTING AN ADDITIONAL $1.5 MILLION DURING CONSTRUCTION FOR THAT, FOR THAT COST.

SO WHAT THIS IS, IS THE EXPENSE SIDE, AND THEN THERE'S ALSO THE REVENUE SIDE WHERE WE SEE THE MONEY COMING IN FROM THE YMCA IN ADDITION TO THE $1.5 MILLION THAT THE YMCA HAS DECIDED TO COMMIT TO THE PROJECT UPFRONT, OVER A 15 YEAR PERIOD OF TIME, THEY WILL PAY BACK THEIR PROPORTIONATE SHARE OF THE PROJECT, WHICH IS JUST A LITTLE OVER $12 MILLION.

I HOPE THAT'S FURTHER CLARIFICATION ABOUT THIS PROJECT.

AGAIN, VERY EXCITED THAT OUR PARTNERS AT THE YMCA WERE ABLE TO STEP UP AND PROVIDE ADDITIONAL FUNDING ON THE PROJECT.

SO THE WAY, UH, WE TALKED ABOUT LAST TIME, JUST BY A REMINDER AGAIN, IS THE PREVIOUS DOCUMENTS WE CONSIDER THOSE A PRECON CONVEYANCE AGREEMENTS, THE THINGS THAT DICTATED HOW THINGS WOULD OPERATE UP UNTIL THE POINT THAT THE PROPERTY WAS TRANSFERRED.

AND SO THE IDEA BEING THAT ONCE THE PARK HAS BEEN CONSTRUCTED, THAT IT'LL BE TRANSFERRED TO THE PARK CONSERVANCY TRUST.

AND THEN THE QUESTION IS, WELL, HOW DO THEY GET MAINTAINED AND OPERATED? AND WHO HANDLES THE PROGRAMMING GOING FORWARD? AND SO THAT'LL BE UNDER THE AUTHORITY OF THE OWNER OF THE PROPERTY AT THAT TIME, WHICH WILL BE THE PARK CONSERVANCY TRUST, AND THAT THAT ORGANIZATION WILL GET INTO AN AGREEMENT WITH THE SCULPTURE PARK OPERATIONS LLC, THAT WILL PROVIDE THE ONGOING OPERATION AND MAINTENANCE OF THE PARK.

BEFORE THAT HAPPENS, THESE THINGS HAVE TO HAPPEN.

THE DONOR HAS TO ESTABLISH A PARK ENDOWMENT, AND YOU'LL HEAR IN A MINUTE, AND YOU'VE HEARD BEFORE THAT THE ENDOWMENT WILL FUND A SIGNIFICANT PART, PART OF THE ONGOING OPERATION AND MAINTENANCE.

UH, THE CITY WOULD BE CONTENT OR THE PARK CONSERVANCY TRUST WOULD BE CONTENT THAT THERE'S SUFFICIENT FUNDS TO PAY FOR THE OPERATIONS OF THE PARK GOING FORWARD BY THE ENDOWMENT.

UH, THE DEVELOPMENT AGREEMENT HAS A WHOLE LIST OF THINGS THAT MUST TAKE PLACE DURING THE CONSTRUCTION AND ITS COMPLETION.

YOU MAY REMEMBER THAT IF WE'RE SUCCESSFUL TONIGHT, THAT WITHIN, UH, 120 DAYS AFTER PERMITS ARE ISSUED, CONSTRUCTION WILL COMMENCE AND IT MUST BE COMPLETED WITHIN 24 MONTHS OF THAT TIME PERIOD.

UH, IT WAS WITH HAL FRENCH THIS AFTERNOON, AND I THINK IT'S SAFE TO SAY THAT I SUSPECT THE PROPERTY WILL BE TRANSFERRED WELL BEFORE THAT DATE BASED ON HIS AMBITION AND PLANS.

SO, UH, AS YOU MAY ALSO REMEMBER, WITHIN 30 DAYS OF COMPLETION OF THE PARK, THE DONOR MAKES A DECISION.

DO THEY WANT TO TRANSFER THE PARK TO THE PCT OR DOES HE WANT TO PAY BACK $10 MILLION PLUS 4.66% INTEREST TO THE CITY OF EDMOND? AND AS WE JOKED LAST TIME, IT'S A FULL INTENTION THAT THE PROPERTY WILL BE TRANSFERRED TO THE PCT, BUT THAT'S A CONDITION PRECEDENT OF COURSE, BECAUSE IF THE PCT DIDN'T OWN IT, IT WOULDN'T NEED TO MAINTAIN IT.

SO, UH, THE TERM OF THE AGREEMENT IS A LITTLE BIT UNIQUE.

IT WILL COMMENCE A POINT OF TIME THAT THE PROPERTY'S TRANSFERRED AND IT WILL GO THROUGH THAT NEXT OR THAT CURRENT FISCAL YEAR.

ADMITTEDLY, THERE'S NO GUARANTEE IT'S GONNA BE TRANSFERRED ON JUNE 30TH OR JULY 1ST.

SO WE'RE GONNA BE IN THE MIDDLE OF A FISCAL YEAR WHEN THAT HAPPENS.

AND THEN THE TERM WILL RENEW FOR EACH CONSECUTIVE FISCAL YEAR UNLESS IT'S TERMINATED BY ANY PARTY.

UH, THE PCTI BELIEVE WORKING IN CONCERT WITH THE MANAGER OF

THE PROPERTY WILL PROVIDE A BUDGET TO THE CITY OF EDMOND 90 DAYS PRIOR TO THE BEGINNING OF A FISCAL YEAR.

SO THERE'S TIME FOR IT TO BE INVOLVED IN THE BUDGETING PROCESS SUCH LIKE WE SAW TONIGHT.

SO THAT'S PART OF THAT PROCESS AS WELL.

THERE'S A LIST HERE OF THE OBLIGATIONS OF THE MANAGER, BUT JUST I GUESS FOR SIMPLICITY SAKE AND BECAUSE RANDY ENTS MADE FUN OF HOW MANY WORDS WERE ON MY SLIDE? UH, I THINK IT'S SUFFICIENT TO SAY ANYTHING THAT HAPPENS TO THAT PARK WILL BE RUN BY THE MANAGER OF THE PARK.

SO THE PCT OWNS THE PARK AND IT'S CONTRACTING, AS WE SAID A MINUTE AGO, WITH THE MANAGER TO TAKE CARE OF EVERYTHING, TRASH MANAGEMENT, ONGOING OPERATIONS OF ACTIVITIES, FESTIVALS.

THERE'S BEEN TALK IN THE LAST 10 DAYS, AT LEAST FROM MY UNDERSTANDING, OF ABOUT A DOZEN NEW ACTIVITIES THEY WANT TO HAPPEN AT THAT PARK.

SO ALL THAT HAS TO HAPPEN, AND IT NEEDS TO BE MANAGED IN A WAY THAT WILL MAKE IT THE TYPE OF PARK THAT EVERYBODY'S EXPECTING.

SO THE DETAILS ARE IN YOUR AGREEMENT.

I MEAN, IT'S MUCH MORE VOLUMINOUS IN MY SLIDE, MR. UH, BUT IT CLEARLY SPELLS THAT OUT IN THE DOCUMENT.

AND SO, UH, THE COMPENSATION, AND THIS GOES TO THE BUDGET OF WHAT TAKES PLACE.

IT'S ON THE EXHIBIT TO THE AGREEMENT.

UH, AND THE IDEA IS, AND NOT JUST THE IDEA, BUT THE COMMITMENT IS, IS THAT'S A 70 30 SPLIT WHEN IT COMES TO THE ONGOING BUDGET OPERATIONS OF THE PARK.

NOW THAT'S TRUE, BUT I THINK IT'S FAIR TO SAY THAT THE 70 30 SPLIT, WHILE IT IS IDEAL IN THE WAY THAT IT'S LOOKED AT, AND IT'S MODELED AFTER SCISSOR TAIL PARK IN OKLAHOMA CITY, IF YOU'VE BEEN THERE, IT'S A SIMILAR SIZE PARK.

UH, BUT THE IDEA THAT THE CITY OF EDMOND WOULD PAY 70%, BUT IT'S IMPORTANT TO NOTE THE LAST BULLETED POINT ON THIS SLIDE.

AND THE OWNER, AND THAT'S THE PARK CONSERVANCY TRUST, THEIR RESPONSIBILITY FOR COMPENSATION SHALL NOT EXCEED THIS $899,000.

AND SO WHY IS THAT RELEVANT? WELL, BECAUSE WHEN THERE WAS CONVERSATION AT THE LAST CITY COUNCIL MEETING, THERE WAS CONCERNS ABOUT BINDING FUTURE COMP, UH, FUTURE COUNCILS FOR WHAT THEY MIGHT HAVE TO PAY FOR IN ADVANCE OR IN IN THE FUTURE.

UH, AND THE 70 30 COULD BE AN UNLIMITED NUMBER, BUT IT'S, IT'S IMPORTANT TO NOTE TWO THINGS.

ONE, THE CAP IS AT $899,000 UNLESS THE CITY DECIDES TO MODIFY THE AGREEMENT AT SOME POINT IN TIME IN THE FUTURE, NO MATTER WHAT THE BUDGET IS.

AND SECOND OF ALL, AND THIS IS MOST IMPORTANT, THE FRENCH FAMILY FOUNDATION IN FUNDING THE ENDOWMENT WILL MAKE UP THE DIFFERENCE.

SO IF THE 70% IS, OR IF THE 899,000 IS NOWHERE NEAR 70% OF THE BUDGET, THE FOUNDATION THROUGH THE ENDOWMENT WILL MAKE UP THE DIFFERENCE SO THAT IT'S MAINTAINED IN THE STANDARD THAT WE'RE EXPECTING IT TO BE DONE.

SO I THINK THAT KIND OF GOT LOST IN THE DISCUSSION LAST TIME A LITTLE BIT BECAUSE THERE IS CONCERN ABOUT AN UNENDING NUMBER.

I MEAN, YOU GUYS ARE DOING A LOT OF STUFF THESE DAYS.

YOU'RE BUILDING A $42 MILLION BUILDING ACROSS THE STREET, AND THE IDEA ABOUT CAPPING THOSE NUMBERS IS REALLY NOT REALISTIC.

BUT IN THIS CASE, I THINK IT'S IMPORTANT TO NOTE THAT THAT WAS A CRUCIAL PART OF THE DISCUSSIONS WITH THE FRENCH FAMILY FOUNDATION AS TO HOW IT'S GONNA BE MAINTAINED GOING FORWARD.

AND SO IF THERE'S ANY MISUNDERSTANDING ABOUT THAT, I WANTED TO MAKE SURE AND CLEAR THAT UP TODAY.

BUT WE ARE GUESS, NOT GUESSING.

WE ARE ASSESSING THAT TWO YEARS IN ADVANCE OF WHAT IT MIGHT BE.

SO I READ ALL OF THE AGREEMENTS AND STARTED TO COUNT UP THE COSTS.

THE OPERATIONS, MAINTENANCE, AND PROGRAMMING AGREEMENT WILL, IN ALL LIKELIHOOD BE APPROVED TONIGHT.

WE WILL COMMIT TO SPEND AT LEAST 1.3 MILLION FOR THE MAINTENANCE AND THE UTIL PLUS THE UTILITIES EVERY YEAR.

AND I SAY AT LEAST BECAUSE THAT FIGURE DOESN'T INCLUDE THE COST OF THE GENERAL LIABILITY AND PROPERTY LIABILITY ENTRANCE COSTS FOR THE PARK.

AND I WOULD EXPECT THE PROPERTY LIABILITY COST TO BE PRETTY PRICEY TO ENSURE ART PIECES WORTH THOUSANDS OF DOLLARS SITTING ON 53 ACRES OF LAND.

I TOOK MY GRANDCHILDREN TO STEVENSON PARK LAST WEEKEND.

WE HAD A BALL.

I'M HAPPY THAT WE HAVE PARKS.

I'M HAPPY TO MAINTAIN THE PARKS THAT WE CURRENTLY OWN, BUT I AM WORRIED THAT WE'RE BECOMING A LITTLE TOP HEAVY WITH PARKS AT THE TOP AND STREETS AND OTHER MAINTENANCE NEEDS AT THE BOTTOM.

AND I WONDER, AT WHAT POINT DO WE BECOME SO OUT OF BALANCE THAT EVERYTHING COLLAPSES? IT'S IMPORTANT TO ME THAT WE KEEP A PROPER BALANCE BETWEEN GROWTH, QUALITY OF LIFE, AMENITIES, AND MAINTENANCE.

BECAUSE WITHOUT PROPER MAINTENANCE SPACES THAT WERE ONES BEAUTIFUL AND USEFUL CAN BECOME EYESORE AND OF NO VALUE, A GEO BOND TAX HAS BEEN PROPOSED AS THE SOLUTION TO OUR STREET REPAIR AND MAINTENANCE WOES.

AND I JUST CAN'T AGREE BECAUSE INCREASED TAXES ARE NEVER THE BEST AND FIRST SOLUTION.

THEY SHOULD BE THE LAST RESORT.

A TAX RE SHOULD ONLY BE BE PROPOSED WHEN THE BUDGET HAS BEEN SCOURED.

AND THERE IS SIMPLY NO OTHER CHOICE.

BUT WAIT, OUR BUDGET WAS SCOURED AND 10 MILLION WAS FOUND AND GIVEN NOT TO OUR STREETS, BUT FOR THE SCULPTURE PARK, NOT TO REMEDY TO TODAY'S PROBLEM, STREETS AND ROADS, BUT TO FUND A BEAUTIFUL VISION FOR THE FUTURE.

A LAST, THERE WAS NO MONEY FOUND FOR OUR STREETS.

SO WE'RE EXPECTED TO VOTE IN FAVOR OF A TAX INCREASE IF WE WANT THEM REPAIRED.

AND THAT BRINGS ME TO MY SECOND CONCERN ABOUT THIS MAINTENANCE AGREEMENT AND ACTUALLY ABOUT ALL THE AGREEMENTS AND THE CITY MANAGER'S BUDGET MESSAGE, INCLUDING IN TONIGHT'S AGENDA PACKET.

I COULDN'T HELP BUT NOTICE THE WORDS CAUTION AND CAUTIOUS USED REPEATEDLY IN HIS MESSAGE TO THE COUNCIL.

IT SEEMS LIKE THE TIMING IS NOT RIGHT FOR THE ADDITION AND MAINTENANCE OF ANOTHER PARK.

AND SPEAKING OF TIMING, I CAN'T HELP BUT WONDER WHY THESE AGREEMENTS HAVE BEEN RUSHED THROUGH FOR APPROVAL SO QUICKLY.

ALTHOUGH NEGOTIATIONS, NEGOTIATIONS MAY HAVE BEEN IN THE WORKS FOR QUITE SOME TIME, THE PUBLIC WAS ONLY GIVEN ACCESS TO THE PROPOSED AGREEMENTS FOR THE FIRST TIME ON MAY 21ST.

THAT WAS 21 DAYS AGO.

AND TONIGHT, ALL OF THE AGREEMENTS WILL BE SIGNED AND IT WILL BE A DONE DEAL.

AND I'VE GOTTA ASK WHAT'S ON FIRE? WHAT'S THE RUSH? I FELT LIKE THERE'S NOT BEEN ENOUGH TIME FOR US TO REALLY COUNT THE COSTS, AND I'M AFRAID IN THE RUSH TO GET THIS DONE, SOMETHING HAS BEEN MISSED.

THE CITY OF EDMOND IS EXPERIENCING LITTLE TO NO FAN FINANCIAL GROWTH WHILE FACING INFLATION SUPPLY CHAIN ISSUES AND THE POSSIBILITY OF A RECESSION.

JOHN ADAMS ONCE SAID, FACTS ARE STUBBORN THINGS AND WHATEVER MAY BE OUR WISHES, OUR INCLINATIONS OR THE DICTATES OF OUR PASSIONS, THAT THEY CANNOT ALTER THE STATE OF FACTS AND EVIDENCE.

WE'VE BEEN NOMINATED FOR SEVERAL AWARDS ON OUR, ON OUR TOURISM AND HOW IMPORTANT THAT IS TO US.

AND IF YOU DON'T, IF YOU DON'T REMEMBER, DON'T KNOW, UH, FOR THE CITIZENS THAT WE HAVE THE MOST MILEAGE OF ROUTE 66 OF ANY CITY IN OKLAHOMA THAT GOES THROUGH OUR TOWN.

SOMETHING ELSE THAT'S VERY IMPORTANT TO US, ESPECIALLY WITH LIBERTY FEST COMING UP AND, UH, THINGS WITH NATURAL DISASTERS.

THE EDMUND AMATEUR RADIO IS HAVING THEIR GALA EVENT DINNER, 24 HOUR, UH, EVENT, UH, WHICH WE HELD AT A, UH, WHERE IS IT? MASONIC LODGE THIS YEAR.

UH, BUT THEY'RE VERY INSTRUMENTAL IN OUR DAY-TO-DAY SAFETY THAT YOU DON'T REALIZE BECAUSE THEY'RE IN THE BACKGROUND AND THEY'RE NOT ALLOWED TO BE OUT PUBLICITY IN THE FRONT, BUT THEY'RE HAVING THEIR EVENT.
