NOW I WOULD LIKE TO CALL THIS MEETING TO ORDER ON MONDAY, JUNE 24TH, 2024.

[A. City Manager's Update.]

FIRST NEXT ORDER OF BUSINESS IS OUR CITY MANAGER'S UPDATE.

THANKS, MAYOR.

UH, TALK ABOUT FEW THINGS PARK RELATED.

FIRST IS THE 10 ANDERSON SPLASH PAD.

WE TURNED ON THE WATER LAST WEEK AND PEOPLE ARE ALREADY ENJOYING THE IMPROVEMENTS, BUT WE WILL CELEBRATE THE OFFICIAL OPENING OF THE TED ANDERSON SPLASH PAD AND PARK RENOVATIONS.

THERE WILL BE A RIBBON CUTTING AT 11:00 AM JULY 1ST, AND THEN A PARTY AT THE PARK WITH FREE SNOW CONES, HOT DOGS, CHIPS, GAMES, AND GIVEAWAYS AND MORE.

THIS MILLION DOLLAR PROJECT INCLUDED CONSTRUCTION OF A SPLASH, SPLASH PAD, RESTROOM, AND THE PLANTING OF ADDITIONAL TREES.

ALSO WORK INCLUDED REPAIRING AND REPLACING EXISTING SIDEWALKS THROUGHOUT THE PARK TO IMPROVE SAFETY AND ACCESSIBILITY OF THE SPACE.

AND AS A COMPANION TO THIS PROJECT, THE ENTIRE PLAY STRUCTURE AT THE PLAYGROUND AREA HAS BEEN REMODELED.

THE NEW FACILITY PROVIDES A NEW PLAY STRUCTURE AND SAFETY.

SURFACING SYNTHETIC TURF HAS REPLACED THE WOOD CHIPS THAT WERE PREVIOUSLY USED FOR SAFETY RESURFACING.

IT'S ALL PART OF OUR ONGOING EFFORT TO INVEST IN OUR PARK SYSTEMS, LOOKING FOR WAYS TO BRING DIVERSE ATTRACTIONS AND OPTIONS TO OUR RESIDENTS.

UH, STEVENSON PARK, WE HAD THAT GRAND OPENING, UH, ABOUT A MONTH OR TWO AGO, SAW ANOTHER SUCCESSFUL PROJECT ALREADY.

THE NEW PARK IS VERY POPULAR, UH, PLACE FOR OUR RESIDENTS AND VISITORS AND PARKS HAS ADDED AN ADDITIONAL ATTRACTION.

THE SUMMER CONCERTS IN THE PARK SERIES NOW WILL BE FEATURED THE NEW AMPHITHEATER SITTING THERE AT THE PARK.

THE FIRST CONCERT AT SSON PARK WAS MAY 23RD, UH, WITH A GOOD TURNOUT.

THE CONCERT SERIES WILL TAKE PLACE EACH THURSDAY THROUGH JULY 24TH, EXCEPT THIS THURSDAY AND JULY 4TH.

THE SHOWS ARE SCHEDULED TO START AT 6:00 PM AND SHOULD END AROUND EIGHT 30.

INFORMATION ON EACH WEEK'S SHOWS SHOW CAN BE FOUND ON THE, ON THE PARK CONCERT, IN THE PARK WEBSITE, ON THE CITY'S WEBSITE OR IN THE PARK'S FACEBOOK EVENT PAGE.

RESIDENTS LOOKING TO ENJOY A LITTLE LIVE MUSIC ARE ENCOURAGED TO BRING THEIR CHAIRS, BLANKETS, OR SOMETHING TO SIT ON.

WE WOULD LOVE FOR YOU TO VISIT AN AREA RESTAURANT FOR YOUR CONCERT MEAL AND MAYBE ICE CREAM AFTERWARDS AND BRING IT TO THE PARK.

A PICNIC IS ALWAYS A FUN TIME, AND WE ENCOURAGE PEOPLE TO BE MINDFUL OF, UH, PICKING UP THEIR TRASH, UH, AND FOOD AFTER THEY'RE DONE.

LASTLY, UH, JUST TO NOTE, UH, ABOUT OUR BUSY PARKS.

UH, WE SHOULD NOTE THAT LAST MONTH, ARCADIA LAKE HAD ONE OF ITS BUSIEST WEEKENDS, IF NOT THE BUSIEST WEEKEND EVER.

MORE THAN 5,500 VEHICLES ENTERED THE ARCADIA LAKE FOR THE MEMORIAL DAY WEEKEND, UH, COMPARED TO ACCOUNT OF MORE THAN 3,100 ON MEMORIAL DAY IN 2023.

AND THOSE ARE JUST THE DAY USED VEHICLE ACCOUNTS, WHICH DO NOT INCLUDE CAMPING TOTALS.

AS WE LOOK FORWARD TO THE FURTHER DEVELOPMENT AT THE LAKE, WITH THE GUIDANCE OF THE AMBITIOUS MASTER PLAN FOR THE LAKE, IT'S JUST ANOTHER EXAMPLE OF WHY WE VALUE AND CONTINUE TO LOOK, LOOK AT WAYS OF BRINGING MORE AND MORE VALUE TO THE PARKS WE HAVE IN EDMOND.

AND LASTLY, I WANNA PROVIDE A CITYLINK UPDATE UPDATE THIS WEEK.

CLINK MOND RIDER GAINED A NEW TOOL TO USE A TRACKING MOBILE APP FROM PACIO GO THAT PASSENGERS CAN DOWNLOAD TO THEIR SMARTPHONE, SMARTPHONE TO VIEW ARRIVAL TIMES AND SHUTTLE LOCATIONS IN REAL TIME.

WITH THIS TECHNOLOGY UPGRADE, RIDERS CAN ACCESS INFORMATION ABOUT THEIR INDIVIDUAL ROUTES, SCHEDULES, AND STOPS.

RIDERS CAN ALSO SET SHUTTLE ARRIVAL ALERTS AND TAG FAVORITES, SAVING TIME AND REDUCING WEIGHT TIMES AT SHUTTLE STOPS.

ADDITIONAL ALERTS FOR ROOT CHANGES OR DELAYS, UH, SERVE TO KEEP ALL, UH, WRITERS INFORMED.

YOU CAN FIND THAT APP ON GOOGLE PLAY OR ON THE APP STORE.

AND LASTLY, ALSO BEGINNING JULY 1ST CITY LINK WILL BEGIN SERVING THE EDMONDS SENIOR CENTER AT MITCH PARK.

THIS SERVICE IS AVAILABLE TO CURRENT CITY LINK ACCESS PARATRANSIT SERVICES OR CAPS CLIENTS, AS WELL AS RESIDENTS THAT ARE NOT CURRENTLY A CAP CLIENT AND ARE WANTING TRANSPORTATION TO MITCH PARK.

SO, UH, MAYOR COUNSEL, THIS WAS THE PROJECT THAT INCLUDED, UH, NUMEROUS DOWNTOWN IMPROVEMENTS, INCLUDING THE WATER LINES IN THE ALLEYS.

UM, WITH THAT, WE HAVE A REPLACEMENT OF CONCRETE IN THE ALLEYWAYS, EAST AND WEST OF BROADWAY IN THE DOWNTOWN AREA.

UH, EVERYBODY KNOWS THAT THOSE ALLEYS WERE IN VERY BAD SHAPE.

SO DURING CONSTRUCTION, WE CAME ACROSS A LOT OF PAVEMENT THAT NEEDED, UH, REPAIR, THAT WE HAD TO, WE HAD TO GO FURTHER THAN WE THOUGHT TO TIE INTO GOOD PAVEMENT.

SO WE ENDED UP WITH, UH, ADDITIONAL QUANTITIES, UM, OF PAVEMENT REPAIR ON THAT PROJECT.

UH, WE HAD REALLY GOOD BID PRICES ON THE PROJECT, SO IT WAS A GREAT PROJECT TO DO THAT WITH.

UM, IT'S ALSO INCLUDED IN THE, IN THE TIF AREA, SO IS ELIGIBLE FOR REPAYMENT.

VERY GOOD.

UH, SEVERAL OF THOSE FACILITIES ARE EITHER GOING TO EXPAND IN SPACE THEY CURRENTLY HAVE OR ADD NEW SPACE.

UH, LATER THIS YEAR, IN THE CASE OF INTEGRIS, UH, TWO COMPANIES HAVE JUST BEEN AWARDED THROUGH THE DEPARTMENT OF COMMERCE, OKLAHOMA INNOVATION EXPANSION FUNDING FOR CAPITAL PROJECTS THAT, UH, THEY SUBMITTED AND RECEIVED FUNDING FOR THAT WILL INCREASE THEIR PRODUCTIVITY.

THAT WAS PELCO AND JETTA.

AND OTHER THINGS WE'RE DOING ARE MAPPING OUR CURRENT REAL ESTATE THAT CAN BE POTENTIAL SITES FOR DEVELOPMENT, UM, ALONG THE I 35 CORRIDOR AND GOING EAST.

SO I THINK THOSE ARE REALLY THE HIGHLIGHTS.

I CAN ANSWER ANYTHING THAT YOU MIGHT HAVE.

AND SO THERE ARE THREE ITEMS ON YOUR AGENDA THAT I'M GOING TO VISIT WITH YOU ABOUT THIS EVENING.

AND I'LL WALK THROUGH THOSE IN THE FORM OF A PRESENTATION IN JUST A MINUTE.

BUT I DID ALSO, AS WE REACH ANOTHER IMPORTANT MILESTONE IN THIS MULTI-GENERATIONAL COMMUNITY SPACE THAT IS DUE TO BREAK GROUND VERY SOON, WHICH I'LL HAVE INFORMATION ON LATER IN THE PRESENTATION.

I DID WANNA RECOGNIZE OUR PARTNERS WITH THE YMCA AND THE LIBRARY THAT ARE HERE THIS EVENING.

SO IF THEY WOULD JUST KINDLY JUST GIVE A WAVE SO WE CAN SEE WHO THEY ARE.

AND I'M, THERE'S A LOT OF TRUST WHEN IT COMES TO THESE PARTNERSHIPS, AND SO I'M TRUSTING THAT THEY DID THAT WITH THE SMILES THAT I SAW FROM YOU ALL.

SO, UM, I, I DID ALSO WANT TO TAKE A MOMENT TO RECOGNIZE SOMEONE THAT HAS ACTED AS AN OWNER'S REPRESENTATIVE ON THIS PROJECT FOR THE CITY OF EDMOND.

SO STEVE COMMONS, UH, WITH HIS OVER 40 YEARS OF EXPERIENCE IN LOCAL GOVERNMENT AND 15 WITH THE CITY OF EDMOND RETIRED THREE YEARS AGO, BUT HAS STAYED ON, UH, IN A CONSULTANT ROLE AND HAS ACTED AS AN OWNER'S REPRESENTATIVE ON THIS PROJECT.

STEVE WAS THE POINT ON THE MITCH PARK, YMCA, UH, O OVER 14 YEARS AGO, AND WAS A NATURAL FIT FOR THIS PROJECT AS WELL, AND HAS DONE A LOT OF WORK TO GET IT TO WHERE IT IS RIGHT NOW.

SO STEVE, THANK YOU VERY MUCH FOR ALL THE WORK THAT YOU'VE DONE ON THIS PROJECT AND YOUR DEDICATION TO THIS.

AS WE TALKED ABOUT, UH, WITH PROJECTS OF THIS NATURE, WHEN YOU'RE HAVING THREE DIFFERENT ENTITIES, UH, POOL RESOURCES, THE COMMUNITY ALWAYS WINS.

BUT WITH WHAT COMES WITH THAT WIN IS A LOT OF WORK BEHIND THE SCENES THAT STEVE, AS WELL AS THE PARTNERS FROM THE YMC AND THE LIBRARY HAVE BEEN WORKING ON FOR MONTHS.

AND IT'S MY PRIVILEGE TO STAND IN FRONT OF YOU THIS EVENING AND TALK ABOUT THOSE AGREEMENTS.

SO WHAT THESE AGREEMENTS WILL DO IS, UM, SERVE AS THE FOUNDATION FOR THE OPERATION AND MAINTENANCE OF THIS FACILITY.

YES.

SO, UM, ALWAYS LIKE TO START OUT A PRESENTATION WITH A PRETTY PICTURE.

'CAUSE THERE'S A LOT OF WORDS COMING, BUT THERE ARE PRETTY PICTURES.

SO HERE IS WHAT THIS FACILITY WILL LOOK LIKE AFTER MONTHS AND MONTHS OF DESIGN, UH, WITH OUR PARTNERS FROM GH TWO DESIGN, AS WELL AS OUR CONSTRUCTION MANAGER AT RISK CROSSLAND.

SO

[E. New Facility at I-35 and 15th Street:]

ITEM SIX E ONE IS, UH, THE FACILITY AND COST SHARING AGREEMENT BETWEEN THE THREE ENTITIES.

AND SO JUST SOME OF THE HIGHLIGHTS OF THIS AGREEMENT.

SO IT IS CONTINGENT ON THE TWO OTHER LEASE AGREEMENTS THAT ARE IN YOUR PACKET TONIGHT FOR, UH, APPROVAL.

AND THAT IT IS A YEAR TO YEAR AGREEMENT.

AND THE OVERSIGHT COMMITTEE THAT HAS BEEN ON THIS PROJECT SINCE OCTOBER OF 2022 WHEN DESIGN STARTED, WILL CONTINUE THROUGHOUT THE PROJECT.

AND THE FACILITY WILL HAVE JUST A LITTLE UNDER 43 OR 53,000 SQUARE FEET, WHICH WILL BE DEDICATED TO THE YMCA.

THAT WILL INCLUDE IT IN AN AQUATIC SPACE, THE GYMNASIUM, EXERCISE ROOMS, LOCKER ROOMS, AND AN INDOOR WALKING TRACK.

AND THEN THE LIBRARY SPACE WILL BE A LITTLE OVER 12,000 SQUARE FEET AND 6,600 SQUARE FEET OF SHARED SPACE FOR

[00:20:01]

PUBLIC ACCESS.

SO HERE'S A FLOOR PLAN OF WHAT THAT WILL LOOK LIKE.

I WON'T SPEND A LOT OF TIME WALKING THROUGH A FLOOR PLAN THAT LOOKS PRETTY SMALL TO SEE ON THE SCREEN, BUT THERE IS, THERE WILL BE MORE DEDICATED SPACE.

SO PEOPLE WILL ENTER RIGHT HERE, AND THERE WILL BE THE DEDICATED SPACE, THE SHARED SPACE, WHICH WILL BE THE LOBBY, THE LARGE MEETING ROOM SPACE, AND THEN A SMALLER CONFERENCE ROOM SPACE.

SO THIS RED HIGHLIGHT HERE IS AT THE APPROXIMATELY 12,000 SQUARE FEET DEDICATED FOR THE LIBRARY.

AND THEN THIS SPACE THAT'S OUTLINED IN BLUE HERE IS THE 53,000 SQUARE FEET DEDICATED TO THE YMCA, UM, MORE PRETTY PICTURES TO BREAK UP THE WORDS.

SO THIS IS THE LOBBY.

AND THEN AS PATRONS ENTER THROUGH HERE, THE DEDICATED LIBRARY SPACE WILL BE RIGHT HERE.

THE PUBLIC MEETING ROOM SPACE WILL BE RIGHT HERE VISIBLE THROUGH FROM THE LOBBY.

AND THEN THE, THE MORE DEDICATED Y-M-C-A-Y-M-C-A SPACE WILL BE RIGHT HERE.

AND THE NATATORIUM OR THE POOL AREA WILL BE RIGHT HERE.

UH, THIS IS A PICTURE OF WHAT THE PUBLIC MEDIUM ROOM SPACE WILL LOOK LIKE.

IT WILL, UH, BE ABLE TO BE DIVIDED INTO TWO SEPARATE SPACES AND HOLD APPROXIMATELY 150 PEOPLE.

UM, ITEM SIX E TWO IS THE LEASE AGREEMENT, UH, WITH THE METRO METROPOLITAN LIBRARY COMMISSION.

AND AS A REMINDER, A LITTLE BIT ABOUT THE WHY FOR THIS PROJECT.

THIS IS THE, NOT THE YMCA, THE WHY BEHIND WHY WE'RE DOING THIS PROJECT AS A COMMUNITY.

THIS IS THE BUSIEST LIBRARY CURRENTLY, THE DOWNTOWN LIBRARY IN EDMOND, THE BUSIEST LIBRARY IN THE STATE.

SO, UH, EDMOND HAS PROVEN TIME AND TIME AGAIN THAT ITS RESIDENCE VALUE, THE LIBRARY.

AND SO, UM, THAT'S WHY WE'RE HERE TO TALK ABOUT BUILDING AN ADDITIONAL SPACE.

SO AGAIN, A LITTLE OVER 12,000 SQUARE FEET.

UH, AND BEFORE I GET INTO THIS, I WILL SAY THERE HAS BEEN THIS PRESENTATION, NOT THE AGREEMENTS, BUT THE PRESENTATION, VERY SLIGHT CHANGES FROM FRIDAY AFTERNOON, THE PACKET THAT'S IN FRONT OF COUNCIL, AND THEN THE PACKETS THAT'S ON THE WEBSITE.

SO JUST PROVIDE A LITTLE MORE CLARIFICATION ABOUT WHAT'S IN THE ACTUAL THREE AGREEMENTS.

UM, SO AGAIN, THE LIBRARY WILL MANAGE AND OPERATE THE LIBRARY PORTION AND THE CONTRACT TERM, UM, ONCE IT BEGINS, WILL BE FOR 25 YEARS.

AND THEN AFTER, I'M SORRY, FOR 20 YEARS, AND THEN AFTER 20 YEARS, IT RENEWS ANNUALLY.

SO, UH, THE LIBRARY WILL PAY THE YMCA FOR THE LIBRARY PORTION OF ITS UTILITY SERVICES, AND THE CITY MAY USE THE FACILITY FOR PUBLIC FENCE FOR FREE IN ACCORDANCE WITH SCHEDULING RULES AND REGULATIONS, ET CETERA, ET CETERA.

THE LIBRARY, AND THEN THE LIBRARY.

BASICALLY THE DAY-TO-DAY OPERATIONS OF THE FACILITY.

WHAT THIS SAYS WILL BE THE RESPONSIBILITY OF THE LIBRARY.

AGAIN, THEY HAVE TO EQUIP IT AND THEY HAVE TO RUN IT.

THAT'S HOW THE AGREEMENT WORKS.

AND THEN THE EDMOND PUBLIC WORKS AUTHORITY AGREES TO CONTRIBUTE TO COST OF MAJOR REPAIRS EXCEEDING $5,000.

AND THEN ALSO JUST THINK OF THE OUTSIDE OR THE, THE SHELL OF THE STRUCTURE.

THAT'S THE RESPONSIBILITY OF THE EDMOND PUBLIC WORKS AUTHORITY, AS WELL AS MAINTAINING THE PARKING LOT AND REPAIRS OF THAT.

AND THEN VERY SIMILAR WITH THE YMCA, WHICH IS ITEM SIX E THREE FOR THAT LEASE AGREEMENT.

UM, AND AGAIN, THE RELATIONSHIP BETWEEN THE CITY AND THE LIBRARY.

AND THEN THE CITY AND THE YMCA VARIES JUST GIVEN THE PARTNERSHIPS THAT ARE INVOLVED.

SO THERE IS A PROMISSORY NOTE THAT HAD ALREADY BEEN AGREED TO BY BOTH ENTITIES THAT DICTATES THAT THE, THE YMCA WILL PAY BACK THEIR PROPORTIONATE SHARE OF THE BUILDING OVER 15 YEARS THROUGH A MONTHLY LEASE PAYMENT.

SO AGAIN, THAT'S WITH THE PRINCIPAL AND THE INTEREST.

AND IT'S CAPPED AT 13 MILLION.

SO THE INITIAL LEASE TERM WILL BE FOR 20 YEARS, AND THERE'LL BE OPTIONS TO RENEW FOR AN FOR TWO ADDITIONAL 10 YEAR TERMS. AND THEN THE YMCA IS DUE TO PROVIDE AN ANNUAL AUDIT OF THEIR FINANCIAL ACTIVITIES, AND THEY ARE ALLOWED TO MAKE TENANT IMPROVEMENTS TO THEIR PORTION OF THE SPACE OF UP TO $50,000 WITH THE APPROVAL OF THE EDMOND PUBLIC WORKS AUTHORITY.

AND THEN AGAIN, THE YMCA MUCH LIKE THE LIBRARY WILL BE RESPONSIBLE FOR EQUIPPING, MAINTAINING, AND OPERATING THE FACILITY.

UM, AND THAT JUST SPELLS OUT THAT A LITTLE MORE CLEARLY.

AND THEN JUST LIKE WITH THE LIBRARY SIDE OF THE BUILDING, ANY, ANY REPAIRS THAT ARE OVER $5,000, THERE'LL BE, THERE'S A COST SHARE ASSOCIATED WITH THAT.

AND THEN NEXT STEPS.

'CAUSE AS I'M SURE YOU GET ASKED, WHAT ARE THE NEXT STEPS WITH THIS PROJECT AND WHEN, WHEN WE BREAK GROUND.

SO HAPPY TO ANNOUNCE THAT TOMORROW THE BIDS FOR THIS PROJECT WILL CLOSE AT 2:00 PM AND SO WE WILL BE EVALUATING THOSE.

AND THEN THAT KEEPS US ON TRACK FOR A LATE JULY, EARLY AUGUST GROUNDBREAKING, AND THEN EARLY 2026 FOR OPENING THE FACILITY, WHICH IS AN 18 MONTH TIMEFRAME FOR CONSTRUCTION.

AND THEN, UM, THIS HAS BEEN REVIEWED AND APPROVED BY THE BOARD OF DIRECTORS FOR THE METROPOLITAN LIBRARY COMMISSION, THE OKLAHOMA COUNTY, AND THE YMCA GREATER OKLAHOMA CITY, UH, APPROVE THESE AGREEMENTS AS WELL.

STAFF RECOMMENDS APPROVAL.

SO, UM, THE BACKGROUND, THE CITY OWNS A TWO SITE, 800 MEGAHERTZ, UH, PUBLIC SAFETY RADIO SYSTEM THAT WE USE TO COMMUNICATE WITH ALL OF OUR, UH, PUBLIC SERVICE, UH, FIRST RESPONDERS, AS WELL AS OUR ELECTRIC AND PUBLIC WORKS DEPARTMENTS.

WE HAVE TWO SITES.

UH, ONE IS AT THE CORNER OF MIDWEST AND DANFORTH, UH, WE CALL IT MID DAN, UH, LOCATED RIGHT NEXT TO THE WATER TREATMENT PLANT.

AND THE OTHER ONE'S AT UCO.

UH, AS I SAID, THE PRIMARY USERS ARE EVAN POLICE, EVAN FIRE ALL THE DIFFERENT PUBLIC WORKS AS WELL AS UCO, DEER CREEK FIRE AND OAK CLIFF FIRE.

WE ARE TIED TO THE OAK OAKLAND SYSTEM, THE OKLAHOMA WIRELESS INFORMATION NETWORK, WHICH COMPRISES A 43 SITE, UH, RADIO SYSTEM THAT COVERS APPROXIMATELY 70% OF THE POPULATION OF, UH, THE STATE OF OKLAHOMA.

THROUGH THAT, WE CAN TALK WITH THE HIGHWAY PATROL, WE CAN TALK WITH, UH, THE US MARSHALS, THE FBI, ALL THOSE DIFFERENT, UH, ENTITIES THAT WE MIGHT NEED.

AND THEN WE HAVE A WHOLE BUNCH OF STATE MUTUAL AID CHANNELS THAT ARE SET UP AS WELL AS REGIONAL MUTUAL AID CHANNELS THAT ARE SET UP.

SO SHOULD WE HAVE SOME LARGE SCALE DISASTER THAT WE NEED, UH, TO BE ABLE TO COMMUNICATE, WE CAN ALL SWITCH OVER TO THOSE DIFFERENT FREQUENCIES.

WHY ARE WE BUILDING A NEW TOWER? UH, UCO APPROACHED US APPROXIMATELY JUNE OF 21.

SO THEY WANTED TO EXPAND THEIR FOOTBALL STADIUM.

THEY WANNA PUT IN SOME SUITES AND REALLY, UH, UH, UPDO THAT OUR TOWERS SITTING RIGHT NEXT TO THAT, RIGHT IN THE WAY OF THAT.

SO WE STARTED, UH, THE SEARCH TO BUILD A NEW RADIO TOWER AND QUICKLY LEARNED THAT WE DIDN'T UNDERSTAND EVERYTHING THERE WAS.

SO THAT'S WHEN WE WENT AND HIRED ROB STOLTZ FROM SULTS TELECOM CEDAR OVER HERE.

AND, UH, HE CAME ON AS OUR RADIO TOWER CONSULTANT, HELPED US DEVELOP AN RFP, HELPED US GET, UH, THE DIFFERENT CITY DEPARTMENTS TOGETHER TO COME UP WITH WHAT OUR NEEDS WERE FOR THIS NEW TOWER.

UH, FEBRUARY 15TH OF THIS YEAR, WE RELEASED AN RFP AND WE, UH, RECEIVED BACK FOUR BIDS, UH, RANGING FROM 1.3 MILLION TO 2.9 MILLION.

UH, WE THEN HELD A WEEK OF PRESENTATIONS, WENT THROUGH, ASKED QUESTIONS, AND THEN STARTED NEGOTIATIONS WITH OUR LOWEST BIDDER.

UH, HERE ON THE BOTTOM, I'M SORRY, THE LEFT SIDE.

YOU CAN SEE THE CURRENT LOCATION DOWN AT THE BOTTOM OF UCO WE'RE, UH, UH, ANTICIPATING MOVING AT APPROXIMATELY TWO MILES TO THE NO NORTHWEST, UM, TO SIT THERE IN THE 3,600 BLOCK OF NORTH BOULEVARD, UH, MONON CITY OWNED PROPERTY THERE.

UH, THE HEIGHT OF THE TOWER WILL STILL GIVE US THE SAME, UM, COVERAGE THAT WE NEED ACROSS THE CITY, UH, THAT WE CURRENTLY HAVE.

NOW, UH, THIS IS A, A QUICK RENDERING OF, UH, WHAT THE TOWER BUILDER SUBMITTED TO US.

SO WE PLAN TO BUILD A 400 FOOT SELF-SUPPORTING TOWER, HAS A WIND LOAD OF 150 MILES AN HOUR, AND THAT'S SUSTAINED.

EVERY SINGLE ONE OF THE, UH, TOWER BUILDERS THAT SUBMITTED, UH, BIDS TO US, SAID THAT THIS THING WAS COMPLETELY OVERBUILT.

UM, AND WE DIDN'T NEED SOMETHING THIS STRONG AT THE SAME TIME.

THAT'S WHEN, UM, THE MARIETTA TORNADOES WERE HIT HAPPENING, THE BARNESVILLE TORNADOES.

AND WE SAID, NOW IF WE'RE GONNA PUT THIS IN THE MIDDLE OF A RESIDENTIAL AREA, WE WANNA MAKE SURE WE HAVE SOMETHING THAT'S EXTREMELY STRONG THAT'S NOT GONNA HAVE THIS ISSUE.

I THINK IT'S IMPORTANT TO REMEMBER THAT THIS AGREEMENT IS NOT CONNECTED WITH THE UNCOMMON GROUND SCULPTURE PARK AND PARK CONSERVANCY TRUST ACTIVITIES THERE.

THIS TRUST WAS ACTUALLY SET UP TO TAKE OWNERSHIP OF THAT, UH, WHEN IT'S COMPLETED, UH, BACK SET UP FOUR YEARS AGO.

AND THEN THE DECISION WAS MADE TO ADMINISTER THE PUBLIC ART PROGRAM CITYWIDE THROUGH, UH, THIS AGREEMENT.

UH, IT'S BEEN A SUCCESSFUL AGREEMENT.

LAST YEAR WE ADDED 13, UH, NEW PIECES TO THE CITY'S INVENTORY.

TWO OF THOSE WERE, UH, CIP PIECES FOR $18,000.

UH, THE PRIVATE FUNDS, UH, WHICH WERE MATCHED BY THE CITY PRIVATE FUNDS WERE $328,810.

THE PUBLIC FUNDS TO MATCH WERE 191,000, ONE 50.

SO THERE WAS $137,660 OVER AND ABOVE THE CITY'S MATCH THAT WAS CONTRIBUTED BY THE PRIVATE SECTOR, UH, UNDER THE PUBLIC PRIVATE DONOR PROGRAM.

UH, WHAT THAT MEANS IS THE CITY CAN PAY $30,000 UP TO ITS MAX FOR HALF OF A PIECE.

WE'VE HAD PIECES THAT WERE $80,000 PIECES THAT THE CITY PAID THEIR MAX OF 30.

BUT THEY ARE SO BIG AND IMPORTANT FROM BEHIND THE SCENES IN HELPING EDMOND AND THE COMMUNITY FROM A, FROM A CITY STATE REGION IN, IN THE COMMUNICATIONS.

SO WE WERE TALKING ABOUT THE TOWER BEING BUILT.

UH, EARS IS THEY HELP OUT WITH LIBERTY FEST, THEY HELP OUT WITH OTHER ACTIVITIES THAT GO ON.

THEY ACTUALLY DO OUR SIREN TESTING ON THE, FOR THE TORNADO SIDE.

THAT'S ACTUALLY EARS ACTUALLY RUNNING, HELPING TO RUN AND FACILITATE THAT.

AND, AND THIS GROUP OF VOLUNTEERS, UM, ARE REALLY IMPORTANT.

AND I, I TRIED TO TALK TO SOME PEOPLE FROM TEXAS, BUT THE CIGNA WASN'T STRONG ENOUGH.

I WAS ABLE TO SIT AND VISIT WITH A FEW FOLKS WHEN THEY CAME BY STEVENSON PARK, WHICH IS WHERE THEIR PICTURE OPPORTUNITIES WERE THERE, AND THEN THE MURALS AT SHERRY'S DRUG.

AND, UH, I'M EXCITED TO SEE THIS GROW, SO I THINK IT COULD BE SOMETHING REALLY FUN IN THE FUTURE.
