THIS PROCLAMATION IS, I SAID, IS FOR PARK AND RECREATION MONTH, WHEREAS PARK AND RECREATION IS AN INTEGRAL PART OF COMMUN COMMUNITIES THROUGHOUT THIS COUNTRY.
EDMOND OKLAHOMA IS HOME DUTY 33 PARKS AND RECREATION VENUES, INCLUDING A VAST TRAIL SYSTEM, ARCADIA LAKE BURG GOLF FESTIVAL MARKETPLACE, BARNETT FIELD, AND TED ANDERSON, SPLASH PADS, PELICAN BAY AQUATICS CENTER SERVICE, BLAKE'S SOCCER COMPLEX, BERG PICKLEBALL CENTER, EDMOND 66 SOFTBALL PARK, EDMOND CENTER COURT, AND EDMOND SENIOR CENTER.
PARKS AND RECREATION PROMOTES TIME AT SPENT IN NATURE, WHICH POSITIVELY IMPACTS MENTAL HEALTH BY INCREASING COGNITIVE PERFORMANCES AND WELLBEING.
PARK AND RECREATION ENCOURAGES PHYSICAL ACTIVITIES BY PROVIDING SPACE FOR POPULAR SPORTS, HIKING TRAILS, SWIMMING POOLS, AND MANY OTHER ACTIVITIES DESIGNATED TO PROMOTE ACTIVE LIFESTYLES, PARKS AND RECREATION PROGRAMMING AND EDUCATION ACTIVITIES SUCH AS OUT OF SCHOOL TIME PROGRAMMING.
YOUTH SPORTS AND ENVIRONMENTAL EDUCATION ARE CRITICAL TO CHILDHOOD DEVELOPMENT, PARKS AND RECREATION INCREASES AND COMMUNITIES, ECONOMIC PROSPERITY THROUGH INCREASED PROPERTY VALUES, EXPANSION OF LOCAL TAX BASE, INCREASED TOURISM, AND THE ATTRACTION AND RETENTION OF BUSINESSES.

THERE'S A LOT OF STAFF THAT WORK EVERY DAY OUT IN THE ELEMENTS TO KEEP OUR PARK SAFE AND BEAUTIFUL, AND WE SO APPRECIATE THEM AND, AND WE'RE THANKFUL FOR ALL OF OUR CITIZENS THAT, THAT SUPPORT US AND, AND, UH, HELP US KEEP US ACCOUNTABLE AND, AND KEEP OUR PARKS BEAUTIFUL.

THE EDMOND FARMERS MARKET ACCOUNTED FOR 1.8 MILLION IN SALES FOR LOCAL FARMERS IN 2023, DEMONSTRATING THE CRUCIAL ROLE OF FARMER MARKETS AND LOCAL ECONOMIES.
THE EDMOND FARMERS MARKET IS AVERAGING 64 VENDORS IN 2024 WITH OVER 30 DIFFERENT TYPES OF VEGETABLE VEGETABLES TO BE FOUND DURING THE PEAK SEASON MONTH.
FARMER MARKETS SERVE AS SIGNIFICANT EDUCATIONAL SITES AND AS A BRIDGE BETWEEN URBAN AND RURAL COMMUNITIES CONTRIBUTING TO A BETTER PUBLIC UNDERSTANDING OF FARMING AND RANCHING.

UM, SO I WAS BEFORE YOU TWO WEEKS AGO TALKING ABOUT, UH, WE'VE REACHED ANOTHER MILESTONE IN THE JOINT USE YMCA AND LIBRARY.
THAT'S TO BE BUILT AT I 35 AND 15TH.
AND WE'VE REACHED ANOTHER MILESTONE IN THE PROJECT

AS WELL.UM, SO LATER IN THE AGENDA, I'LL BE SHARING WITH YOU THE DETAILS OF THE BIDS THAT CAME IN FOR THE PROJECT.
BUT BEFORE THAT, WHAT THESE TWO AGREEMENTS ARE, WHICH IS 61 AND 62, ARE THE AGREEMENTS THAT, UM, SPELL OUT THE YMCA IN THE LIBRARY, BEING WILLING TO CONTRIBUTE ADDITIONAL MONEY ON THE FRONT END OF THE PROJECT TO INCREASE THE PROJECT BUDGET.
SO, UH, WE WOULD NOT BE HERE THIS EVENING WITHOUT THE PLEDGE FROM THESE TWO ENTITIES.
AND THERE ARE SOME, UH, MEMBERS HERE FROM LEADERSHIP FROM THE YMCA AND LIBRARY IF THEY JUST GO AHEAD AND GIVE AWAY.
BUT, UM, WHAT THE PROJECT BUDGET FOR THIS WAS SET IN MARCH OF 2023 AND WORKING WITH OUR CONSTRUCTION MANAGER, CROSSLAND, UH, TO MAKE SURE THAT WE DELIVERED THE PROJECT THAT WAS CONTEMPLATED TO BE 70,000 SQUARE FEET AND COST $30 MILLION.
WE FELT LIKE ALL EFFORTS WERE MADE TO DO THAT.
AND WITHOUT THE PLEDGE OF ADDITIONAL DOLLARS ON THE FRONT END, WE WOULD NOT BE ABLE TO GET UNDER CONSTRUCTION HERE IN ABOUT A MONTH.
SO WHAT THESE AGREEMENTS ARE IS THE PLEDGE FROM THE YMCA FOR UP TO $1.5 MILLION ON THE FRONT END OF THE PROJECT, AND DOES NOT CHANGE THE LOAN AGREEMENT ON THE BACK END WE'RE THEY'RE TO REPAY THEIR PROPORTIONATE SHARE OVER A 15 YEAR PERIOD.
AND THAT $1.5 MILLION IS TIED TO THE INDOOR TRACK AS WELL AS THE PLAYGROUND.
AND THEN THE $140,000 FROM THE LIBRARY, WHICH IS TIES TIED TO THE RAISED FLOOR, WHICH WILL ALLOW FOR MUCH MORE FUNCTIONALITY IN THE, UH, LIBRARY PORTION OF THE BUILDING.
THOSE ARE THE TWO AGREEMENTS FOR YOU THIS EVENING.
AND THERE'S THE OTHER ITEM LATER IN THE AGENDA, WHICH I'LL SHARE MORE ABOUT AND HAVE SOME PICTURES AS WELL TO TALK ABOUT APPROVING THE BID FOR THE PROJECT.

UM, IT WAS, UH, IS PART OF THE, A FEDERAL PROGRAM NOW FOCUSING ON SAFETY OF A ROADWAY NETWORK ACROSS

THE UNITED STATES.UM, FOR THE, UH, THE YEAR THAT WE'RE LOOKING AT, THERE ARE $5 BILLION.
IT'S ALLOCATED OVER, UH, FIVE FEDERAL FISCAL YEARS.
UM, EDMOND WAS SUCCESSFUL WITH OUR GRANT APPLICATION IN RECEIVING, UH, $3.6 MILLION.
OUR LOCAL MATCH RE REQUIRED LOCAL MATCHES ABOUT 900,000.
WE HAVE FIVE YEARS TO, UH, SPEND THOSE FUNDS FROM THE TIME THE GRANT IS FULLY EXECUTED.
SOME PROJECTS THAT WE'RE ENVISIONING WITH, UH, THIS GRANT, UM, ARE THOSE HIGH PRIORITY PROJECTS THAT WERE IDENTIFIED AS PART OF THE EDMUND SHIFT, UM, LONG RANGE MOBILITY PLAN.
UM, SO WE'RE LOOKING AT SOME DEMONSTRATION PROJECTS, UM, ON THE HIGH INJURY NETWORK.
WE'LL TAKE A LOOK AT A MAP OF THAT HERE SHORTLY.
UM, WITH THE OPPORTUNITY TO STUDY THE FEASIBILITY OF PROTECTED BIKE LANES, SOME KEY CORRIDORS THROUGHOUT TOWN, UM, AND, UM, IDENTIFY OPTIONS AND DO SOME PUBLIC ENGAGEMENT AND FEEDBACK, UM, ON SOME OF THOSE CORRIDORS.
SO THIS IS A, UH, EXHIBIT FROM THE EDMUND SHIFT, UM, PLAN ITSELF.
THIS SHOWS WHAT, UM, THE HIGH INJURY NETWORK, UH, DISPLAYED AS A HEAT MAP.
WE WILL BE LOOKING, UM, WHAT THEY WERE CALLED DEMONSTRATION PROJECTS, WHICH ARE SUPPOSED TO BE TEMPORARY IN NATURE.
SO WE HAVE FOUR LOCATIONS THAT WERE DERIVED FROM THIS ANALYSIS.
THEY INCLUDE SANTA FE AND EDMOND ROAD, KELLY AND EDMOND ROAD, 15TH STREET BETWEEN BROADWAY AND BOULEVARD, AND THEN 15TH AND BRYANT.
SO WE'LL BE FOCUSING IN ON THOSE FOUR INTERSECTIONS FOR DEMONSTRATION PROJECTS.
THEY'LL ALSO BE DOING A SERIES OF CORRIDOR STUDIES.
THE FIRST OF WHICH WILL BE, WE USED TO BE CALLING IT THE BROADWAY CORRIDOR STUDY THAT HAS BEEN EXPANDED TO THE US 77 CORRIDOR STUDY.
SO THAT'LL GO FROM THE SOUTH CITY LIMITS AT COMFORT DRIVE NORTH ALONG BROADWAY, TURNING EAST AT, UM, AT DOWNTOWN ON SECOND STREET, AND OUT TO I 35.
SO WE'LL BE DOING A, A STUDY ON THAT SIGNIFICANT CORRIDOR.
UM, WE'LL BE PARTNERING WITH ODOT ON THAT.
AND THERE'S, THAT SCOPE OF WORK IS CLOSE TO BEING FINALIZED, SO YOU'LL BE SEEING SOMETHING ABOUT THAT VERY SOON FUNDED IN PART WITH THIS GRANT.
UM, WITH THAT AS THE OVERVIEW, I'M HAPPY TO TRY TO ANSWER ANY QUESTIONS YOU MIGHT HAVE ABOUT THE GRANT ITSELF.
IT'S A NEW PROGRAM, SO, UM, WE'LL, WE'LL SEE WHERE WE ARE IN TERMS OF BEING ABLE TO ANSWER THOSE QUESTIONS.

WE WEREN'T NECESSARILY A TREND CENTER, BUT IT'S A, IT'S A NATIONAL PHENOMENON THAT MATCHES THE NUMBER OF INJURIES AND FATALITIES FOR OUR YOUTH.
AGES 15 TO 25, UH, DYING OR HAVING A SEVERE INJURY IN A CAR CRASH.
CAR CRASH IS OUR NUMBER ONE, UH, CAUSE OF SEVERE INJURY OR DEATH IN THE UNITED STATES.
IT HAPPENS BECAUSE OF ONE SIMPLE THING.
IT'S BECAUSE WE'RE DIGITALLY DRUNK DRIVERS.
WE'RE CONNECTED TO OUR MOBILE AND TECHNOLOGY DEVICES, AND WE ALSO DO THAT WHILE WE'RE IN PEDESTRIAN MODE, EITHER WALKING OR ON A SCOOTER.
THOSE TWO THINGS LITERALLY COLLIDE.
SO THIS ISN'T JUST AN EFFORT IN EDMOND, BUT IT'S A NEED TO RECOGNIZE THE NUMBER OF SEVERE INJURIES AND FATALITIES.
I THINK ALL OF US, UH, THE THING THAT WE LAMENT THE MOST IS HAVING TO GO TO A FUNERAL OR TO BEDSIDE AT THE HOSPITAL FOR A YOUNG PERSON, UM, WHICH, UM, THEIR FUTURE IS, IS TAKEN FROM THEM.
AND ALL TOO QUICKLY IT HAPPENS TO BE BECAUSE THEY'RE JUST A YOUNG AND EXPERIENCED DRIVER WHO'S MIXING TECHNOLOGY.
WHILE MOST OF US DON'T SEE, UH, UH, WE'RE, WE'RE VERY WELL VERSED AND DON'T DRINK AND DRIVE DIGITAL.
YOU DRUNK DRIVING IS KILLING JUST AS MANY PEOPLE, UH, THESE DAYS.
UM, TWO THINGS THAT STAND OUT.
UM, ONE, IN MY DISTRICT IN WARD ONE, I GET A LOT OF, UH, FEEDBACK JUST AROUND SECOND STREET MOBILITY, HOW THAT INTERACTS WITH BROADWAY.

SO WE WOULD CERTAINLY BE TAKING A LOOK AT, UM, THE DOWNTOWN AREA AND THE, YOU KNOW, ACTIVE TRANSPORTATION NETWORK THAT CONNECTS DOWNTOWN TO THE, THE REST OF THE COMMUNITY.
UM, SO YEAH, ABSO ABSOLUTELY IT WOULD BE, UM, PART OF THIS PROGRAM.
SO I WOULD DEFINITELY KNOW, PROBABLY EVERY COUNSELOR HAS A FAVORITE SORT

I KNOW OUR STRATEGIC PLAN HAS A, A NEW ITEM IN THERE, UM, THAT I, THAT I WANTED TO PUT ON THERE IN REGARDS TO EVALUATING EACH OF OUR EDMUND PUBLIC SCHOOL SITES FOR DROP OFF SAFETY.
AND, UM, SO I HOPE THAT THIS IS DONE IN TANDEM.
AND THEN AS WE COME UP WITH OUR LIST OF WHAT SCHOOL SITES EITHER THAT ARE PHYSICALLY ALREADY THERE OR THAT ARE BEING PROPOSED BY EDMOND PUBLIC SCHOOLS, WE HAVE A RATING SYSTEM IN REGARDS TO ARE THEY GREEN, MEANING THAT THEY ARE GENERALLY SAFE AND CAN SOMEWHAT EFFICIENTLY DROP OFF KIDDOS.
ARE THEY YELLOW? BECAUSE THEY HAVE SOME SORT OF, UM, CONCERN THAT MAYBE SOME LOW HANGING FRUIT THEY CAN ADDRESS, AND THEN OF COURSE, RED, UM, THAT THERE ARE SOME CONCERNS IN AND AROUND SAFETY CROSSINGS, MOBILITY, SHOULDERS, AND THAT KIND OF STUFF.

UM, CONSTRUCTION IS ALMOST COMPLETE, SO WE WANTED TO BRING FORTH THIS NEW LEASE, UM, SO THAT WE COULD GET THE BALL ROLLING AS SOON AS CONSTRUCTION IS COMPLETED.
AS FAR AS CONSTRUCTION ON THE WEST THIRD PROPERTY, UM, THEY HAVE ALL THEIR REFERENCE, SO ALL THEIR TRADES ARE ALMOST COMPLETE.
UM, THE CEILING GRID GRID IS DONE PAINT, AC WATER METER INSTALLED.
UM, THEY'RE FINISHING UP THEIR FLOORING.
UM, THEY DO HAVE A COUPLE OF MECHANICAL UNITS THAT ARE ON BACK ORDER, BUT THEY'RE HOPING TO HAVE ALL THE SUBSTANTIAL COMPLETION BY EIGHT EIGHT.

URBAN MOBILE MEALS CAN MOVE BACK IN.

BUT REALLY THE UM, STORY BEHIND THIS IS, UM, WHAT EDMOND MOBILE MEALS HAS BEEN ABLE TO ACCOMPLISH IN THE LAST SIX MONTHS AND WHAT THEY'LL BE ABLE TO CONTINUE TO ACCOMPLISH GOING FORWARD.
JUST IN THE LAST SIX MONTHS, THEY HAVE HOME DELIVERED OVER 37,000 MEALS.
THEY HAVE PROVIDED 5,800 MEALS TO THE SENIOR CENTER.
UM, THAT ON AVERAGE IS 330 MEALS A DAY.
UM, THAT IS OVER A 30% INCREASE.
UM, THEY HAVE SEEN A 9% INCREASE IN CLIENTS.
UM, AND I KNOW I TALKED TO CHRISTIE TWIN, UM, TODAY, THEY LOST, UM, BECAUSE OF THE STORMS AND ELECTRICAL OUTAGE.
THEY LOST ALL THEIR FOOD IN AN OUTSIDE FREEZER WHERE THEY WERE STORING LAST WEEK, BUT THEY HAD NO INTERRUPTION IN SERVICE.
UM, SO THAT TELLS YOU SOMETHING ABOUT THIS ORGANIZATION, THAT THEY MAKE SURE THAT THOSE MEALS ARE DELIVERED NO MATTER WHAT.
SO I JUST WANTED TO GIVE YOU AN UPDATE ABOUT THAT ORGANIZATION AND, AND THE COLLABORATION.

UM, SINCE THE TIME OF HIS PASSING ON DECEMBER 11TH, 2018, THERE HAS BEEN A DESIRE TO HONOR FORMER MAYOR CHARLES LAMB BY NAMING A CITY PARK OR AMENITY AFTER HIM.
THE PARKS AND RECREATION ADVISORY BOARD FORMED A SUBCOMMITTEE IN NOVEMBER, 2023, WHICH ALSO INCLUDED CITIZENS AND SOME MEMBERS OF THE CIP ADVISORY BOARD TO CONSIDER AND RECOMMEND POTENTIAL SITES FOR THE NAMING HONOR, THE NEW CONSERVATION EASEMENT PARK HAS PROVIDED AN APPROPRIATE VENUE TO ACCOMPLISH THIS GOAL.
THE EDMUND LAND CONSERVANCY AND CHARLES LAMB'S FAMILY ARE SUPPORTIVE OF THIS ALONG WITH THE PARKS AND RECREATION.
PRIVATE FUNDRAISING IS PLANNED TO SUPPORT THE INSTALLATION OF A COMMEMORATIVE PLAQUE OR ART PIECE OUTSIDE THE ENTRANCE TO THE PARK.

SO A THREE-WAY PARTNERSHIP WAS FORMED, UH, TO CONSTRUCT ANOTHER FACILITY BETWEEN THE CITY OF EDMOND, THE METROPOLITAN LIBRARY COMMISSION OF OKLAHOMA COUNTY, AND THE YMCA GREATER OKLAHOMA CITY.
AND WHAT THAT PARTNERSHIP LOOKS LIKE IS THROUGH CONSTRUCT, OPERATE, AND MAINTAIN, WHICH THE OPERATIONS AND MAINTENANCE, UH, AGREEMENTS WERE ON YOUR LAST MEETING.
UH, IN JUNE, UH, A 71,000, UH, JUST SHORT OF 72,000 SQUARE FEET JOINT USE BUILDING OFF OF 15TH STREET IN I 35 CITY.
PURCHASED THE PROPERTY, UH, A WHILE BACK FROM HENDERSON HILLS BAPTIST CHURCH.
AND AGAIN, REALLY LIKE TO THINK OF THIS CI, THIS FACILITY ALL UNDER ONE ROOF AS A MULTI-GENERATIONAL COMMUNITY SPACE.
UM, HERE'S THE, HERE'S A AERIAL OF WHAT THE FACILITY WILL LOOK LIKE.
AGAIN, CONTAINED OFF, IT'S OFF OF 15TH STREET AND WE HAVE I 35 HERE JUST TO THE WEST.

AND THEN THE LIBRARY FACILITY, THE DEDICATED LIBRARY FACILITY WILL HAVE JUST A LITTLE OVER 12,000 SQUARE FEET WITH SPACES DEDICATED FOR ADULT AND CHILDREN AS WELL AS A MAKER SPACE.
AND THEN THE JOINT USE PART OF THE BUILDING WILL CONTAIN MEETING ROOMS IN A LOBBY.
SO ONE OF THE REASONS THAT THIS FACILITY WAS THIS LOCATION WAS CHOSEN, IS IT, IT'S NEAR THE GEOGRAPHIC CENTER OF THE CITY LIMITS OF EDMOND, WHICH ARE RIGHT ABOUT IN THIS AREA.
ANOTHER, ANOTHER GREAT, UH, FEATURE ABOUT THE THE PROPERTY TOO WAS THE PARTNERSHIP WITH HENDERSON HILLS.
SO THERE WILL BE ONE, UH, PRIMARY ENTRANCE INTO THE FACILITY.
AND THEN THIS PARKING THAT CURRENTLY EXISTS RIGHT HERE THROUGH THE PARTNERSHIP WITH HENDERSON HILLS, WHEN THE LAND WAS PURCHASED, UH, THEN SAVED MONEY ON THE PARKING SPACES THAT HAD TO BE BUILT FOR THE FACILITY.
UM, AND I JUST, I WANTED TO ASK A QUESTION ABOUT THAT 'CAUSE IT PREDATES ME.

WELL, WHY WASN'T THIS PUT TO A COMMERCIAL USE? IT'S SUCH GREAT FURNISHED PROPERTY.
AND THE ANSWER TO THAT IS, IS WE HAVE A PRIVATE PROPERTY OWNER THAT THIS CASE HAPPENED TO BE A CHURCH THAT DECIDED THEY WANTED SOMETHING AS A NEIGHBOR THAT WOULD BE A PUBLIC BENEFIT TO THE COMMUNITY FROM YOUNG, YOUNG KIDS TO SENIORS.
AND, UH, YOU KNOW, THEY DIDN'T NECESSARILY WANT A KFC OR WHATEVER THE, THEY DIDN'T, WHATEVER, WHATEVER IT COULD BE THAT POTENTIALLY THEY COULD HAVE SOLD IT TO.
SO THAT, THAT WAS, THAT WAS BROUGHT KIND OF THROUGH THEM AND, AND BY THEM AND WITH THEIR SUPPORT.

SO BEING ABLE TO GET THAT INVOLVEMENT REALLY HELPED, LIKE ANDY SAID, TO THE, TO THE FINAL DOLLAR VALUE ON THE PROJECT.
SO, UH, WE TOOK IT OUT TO BID.
AND AS YOU SEE UP THERE, THE FIRST GMP THAT WE'RE GONNA PRESENT IS THE 29,102.

SO I THINK IT'S ABOUT 29, 975 IS WHAT WE'RE LOOKING AT AFTER THE COMPLETION, UH, OF BID PACKAGE TWO AT THIS TIME.

AND THEN THE, I MEAN THAT'S PEACE PRESCHOOL, SO I THINK I KNOW EXACTLY LIKE THAT'S, THAT WAS PASTOR KEITH'S HOUSE WHEN HE, WHEN HE WAS THERE SO THE CHURCH KNOWS WHAT'S GOING ON 'CAUSE THEY WERE PART OF IT.

THE COMPREHENSIVE PLAN AND THE CURRENT ZONING DISTRICT ARE INCOMPATIBLE.
SO THIS APPLICATION WILL HELP CLEAR UP THAT DISCREPANCY AND WILL ALLOW FOR COMPATIBILITY WITH THAT CURRENT ZONING DISTRICT.
I'LL ALSO POINT OUT THAT THIS, UH, SUBURBAN INFILL CATEGORY IS IDEAL FOR, UM, PROVIDING A GRACEFUL TRANSITION BETWEEN THE SUBURBAN COMMERCIAL THAT YOU SEE ABUTTING TO THE EAST AND WEST AND THEN THAT SUBURBAN TO NEIGHBORHOOD TO THE SOUTH.

KNOWING MY KIDS WENT TO PRESCHOOL THERE AND STUFF AND I KNOW THEY HAD SOME CAPITAL NEEDS, WHICH IS PROBABLY BLENDED THE DISCUSSION OF WHY THEY, I SPECULATED THAT THEY SOLD IT AND I JUST WANTED TO MAKE SURE THAT THEY WERE IN CONGRUENT SINCE YOU'RE GONNA ALL BE NEIGHBORS AND IT SOUNDS LIKE THEY'VE ALL BEEN TALKED TO, SO APPRECIATE THAT.

THEY TOLD ME THEY WERE VERY BUSY PEOPLE AND THEY DIDN'T HAVE TIME TO TALK TO ME.
