SO LET ME READ THIS, THIS PROCLAMATION BY THE MAYOR, WHEREAS EMERGENCY PREP PREPAREDNESS MONTH OCCURRING ANNUALLY IN SEPTEMBER, CREATES AN IDEA OPPORTUNITY FOR EVERY RESIDENT OF EDMOND TO JOIN CITIZENS ACROSS THE UNITED STATES IN PREPARING THEIR HOMES, BUSINESSES, AND COMMUNITIES FOR ANY TYPE OF EMERGENCY, INCLUDING NATURAL TECHNOLOGICAL AND HUMAN CAUSE PLANNING NOW BEFORE A DISASTER IS THE BEST WAY TO IMPROVE COMMUNITY RESILIENCE FROM DISASTER.
WE COMMIT AS A COMMUNITY TO THE CITIZENS' PARTICIPATION IN PLANNING FOR AND RESPONDING TO DISASTERS.
WHEN RESIDENTS WORKING TOGETHER WITH THE GOVERNMENT TAKE RESPONSIBILITY FOR PREPARING THEIR FAMILIES AND THEIR COMMUNITIES, THE CHANCE OF SURVIVAL AND RETURN TO NORMALCY FOLLOWING A DISASTER HAS GREATLY INCREASED.
THE CITY OF EDMOND PARTNERS WITH THE FEDERAL, STATE, LOCAL, TRIBAL TERRITORIAL, PRIVATE NON-PROFIT AND COMMUNITY AGENCIES AND ORGANIZATIONS TO EDUCATE COMMUNITIES ON LOCAL HAZARDS AND NATURAL DISASTERS, AND HOW TO PREPARE FOR THEM.
EDMOND IS COMMITTED TO THE EQUITABLE DISASTER RELIEF AND RECOVERY SERVICES AND NON-DISCRIMINATION TO ALL COMMUNITIES IN THE EVENT OF AN EMERGENCY OR DISASTER.

UM, WITH THESE INTER INTERLOCAL AGREEMENTS OR MUTUAL AGREEMENTS, UH, WE FUND ALL OF THE LABOR MATERIAL EQUIPMENT AND SUBCONTRACTOR COST TO RECONSTRUCT THESE ROADS.
AND THE COUNTY, UH, PROVIDES THE, THE LABOR AND EQUIPMENT AND, AND, AND THEIR FORCES TO DO THE CONSTRUC RECONSTRUCTION OF THESE ROADS.
THE ONE THAT'S BEFORE YOU TONIGHT IS A SECTION OF AIR DEPO BETWEEN DANFORTH AND COBELL.
AND LET'S SEE, THIS IS A MAP OF OUR, THIS IS OUR SIX YEAR PROJECT MAP THAT WE'RE WORKING OFF OF.

UM, THIS SECTION FROM ABOUT THIS PROPERTY LINE UP TO THE INTERSECTION WAS RECONSTRUCTED WHEN THE CROSS TIMBERS FACILITIES WERE REBUILT.
SO IT'S NOT IN NEED OF RECONSTRUCTION.
UM, SO WE'LL THE PROJECT EXTENT WILL BE FROM HERE DOWN TO DANFORTH, ABOUT 1800 FOOT SOUTH OF THE COVAL INTERSECTION.
SCOPE OF WORK IS THAT THEY'LL, THEY'LL GRIND THE EXISTING PAVEMENT INTO THE BASE.
UH, THEY'LL ESTABLISH OR REESTABLISH THE ROADSIDE DRAINAGE.
THEY'LL REPLACE ANY CULVERTS THAT NEED TO BE REPLACED.
THEY'LL CONSTRUCT A SIX INCH ASPHALT PAVEMENT SECTION.
UH, THEY'LL COMPLETE IT WITH SHOULDER WORK, THE SOD AND STRIPING.
AND THE ESTIMATED COST FOR THIS PROJECT IS 600 NOT TO EXCEED 626,000.
ESTIMATED TIME FOR COMPLETION TYPICALLY IS 45 TO 60 DAYS.
WEATHER PERMITTING, THE COUNTY HAS NOT GIVEN ME AN EXACT START DATE.
THEY HAVE SOME OTHER PROJECTS THEY'RE FINISHING UP, BUT THEY HOPE TO START IN THE MONTH OF SEPTEMBER, PROBABLY MID-SEPTEMBER BEFORE THEY GET STARTED ON IT.
THIS IS KIND OF A REPRESENTATION OF WHAT THAT ROAD CURRENTLY LOOKS LIKE.
UM, A COUPLE OF DIFFERENT SECTIONS OF IT.
SO YOU CAN SEE THE ALLIGATOR AND, AND THESE PLACES ARE DEFLECTED.
SO, UH, THE ROAD'S IN REALLY BAD SHAPE.
WE'VE DONE SOME SKIN PATCHING OVER THE YEARS TO TRY TO LIMP IT ALONG, BUT, UH, THOSE ARE STARTING TO FAIL AS WELL.
AND ONCE THEY'RE DONE, THIS IS WHAT IT LOOKS LIKE.
UH, THESE ARE THE, THIS IS POST ROAD BETWEEN COVE AND COFFEE CREEK.
THEY JUST COMPLETED THAT PROJECT THIS WEEK OR LAST WEEK.
UM, AND THEY HAD DONE THE MILE SOUTH OF THERE, UH, A COUPLE MONTHS BEFORE THAT.
COUNTY DOES A GREAT JOB IN, IN BUILDING THESE ROADS AND, AND AT A REASONABLE COST.
AND THIS WAS TAKEN UP AT THE PUBLIC WORKS COMMITTEE MEETING AT THEIR MEETING ON THE 14TH AND THEY RECOMMENDED APPROVAL AS WELL.

WE'VE HISTORICALLY, EXCUSE ME, CASH FUNDED PROJECTS.
UM, SO OVER THE NEXT FIVE YEARS, OUR PROJECT LIST IS OUTSTRIPPING OUR ABILITY TO CASH FUND THOSE.
SO WE ARE LOOKING TO ISSUE DEBT TO COVER THOSE PROJECTS.
UM, ONE OF THE THINGS THAT, UH, WANT TO BE ALL OF OUR CITIZENS BE AWARE OF, EVEN WITH THIS $22 MILLION DEBT ISSUE, WE WILL NOT SEE A RATE INCREASE ASSOCIATED WITH THIS, THIS DEBT SERVICE.
UH, WE EXPECT A DEBT SERVICE TO RUN ABOUT 2.2 TO $2.5 MILLION, WHICH WE CAN EASILY FUND UNDER OUR EXISTING REVENUE STREAM.
UH, I DO WANNA SAY THAT IT, THAT IS RELATED TO BASE RATES.
OUR FUEL COST ADJUSTMENT IS A SEPARATE PIECE THAT FLUCTUATES MONTH TO MONTH, AND IT'S REALLY DRIVEN BY WHOLESALE POWER PRICES AND THE SPP MARKET.
SO THERE'S TWO PIECES TO OUR RATES, OUR BASE RATES AND OUR FUEL COST ADJUSTMENT.
SO FUEL COST ADJUSTMENT UNFORTUNATELY WILL CHANGE.
UM, WE EXPECT AN ADDITIONAL DEBT SERVICE ISSUE IN 2030.
THIS IS JUST PROJECTS OVER THE NEXT FIVE YEARS.
SO IN 2030, WE'LL LOOK AGAIN AT WHAT WE HAVE.
WE HAVE A 10 YEAR PROJECT LIST, BUT WE'RE JUST LOOKING AT THIS INITIAL FIVE YEAR WINDOW RIGHT NOW.
SO THE FIRST PROJECT IS DOWN DOWNTOWN MAINLINE FEEDERS.
IF YOU'VE WALKED AROUND DOWNTOWN, YOU'VE WALKED THROUGH THE ALLEYS, YOU KNOW THAT WE'VE GOT, I DON'T KNOW, PROBABLY 60, 70, 80-YEAR-OLD FACILITIES IN THE, UH, REAR EASEMENTS THROUGH THE ALLEYS, THINGS LIKE THAT.
WITH THE GROWTH IN DOWNTOWN AND NOT REALLY SUITABLE FOR HANDLING THE NEW LOAD THAT'S GOING IN, WE'RE SEEING MUCH MORE HIGH DENSITY LOAD IN SMALLER FOOTPRINTS.
AND SO WE WANT TO START TRANSITIONING THOSE OLD OVERHEAD, UH, SYSTEMS TO FRONT LOT UNDERGROUND.
UM, WE LOOKED AT USING THE ALLEYWAYS FOR UNDERGROUNDING, BUT UNFORTUNATELY WITH THE SIZE OF THE EQUIPMENT AND THINGS LIKE THAT, IT WOULD BLOCK THE ALLEYWAYS, WHICH ARE NEEDED FOR ACCESS TO PARKING, ACCESS FOR DELIVERIES, THINGS LIKE THAT.
SO WE NEED TO START LOOKING AT USING THE FRONT.
THIS IS NOT AN OVERNIGHT SOLUTION.
WE'RE TALKING 1520 YEAR WINDOW.
THIS IS JUST TWO MAIN LINE CIRCUITS THROUGH THERE TO START BRANCHING OFF TO SERVE THAT WHOLE DOWNTOWN AREA.
SO THIS WOULD BE THE START OF THE PROJECT FOR THE ENTIRE DOWNTOWN.
SECOND PROJECT IS A NEW COFFEE CREEK SUBSTATION.
SEVERAL YEARS BACK WE PARTNERED WITH WATER RESOURCES TO BUY 44 ACRES, RIGHT, UH, BY BETWEEN VALE AND COFFEE CREEK.
UM, IT SITS RIGHT ON THE OG E TRANSMISSION LINE.

SO THIS WILL ADD CAPACITY FOR THE ENTIRE AREA.
GARBAGE SUBSTATION IS DOWN OFF OF POST ROAD.
AND SECOND, UH, ONE OF THE PRIMARY FEATURES FOR THAT IS THE WATER TREATMENT PLANT.
THE WATER TREATMENT PLANT EXPANSION.
WE'RE EXPECTING ABOUT 19 MEGAWATTS WORTH OF CAPACITY.
TO GIVE YOU AN EXAMPLE, THE TRANSFORMERS AN NARROW 25 MEGAWATT CAPACITY.
SO WE'LL USE UP IN ESSENCE ONE ENTIRE TRANSFORMER FOR THAT NEW LOAD AT THE WATER TREATMENT PLANT.
SO WE'RE LOOKING TO EXPAND THAT SUBSTATION AND, AND BE ABLE TO SERVE THE WATER TREATMENT LOAD AND, AND ALSO ADDITIONAL LOAD OUT IN THAT AREA OF TOWN.
UM, ONE OF THE THINGS THAT WE HAVE AN ISSUE WITH, WITH ALL OF PUBLIC WORKS IS SPACE IN THE CROSS TIMBERS FACILITY.
WE MOVED INTO THAT FACILITY IN

WE DO NOT REALLY HAVE THE SPACE AT CROSS TIMBERS TO CONTINUE ADDING VEHICLES WITHOUT 'EM BEING, UM, OUT IN THE OPEN EXPOSED TO, UH, THE ELEMENTS.
UM, AND SO WE'RE LOOKING AT A NEW FACILITY.

THE ROADS, I THINK WE HAVE A PRETTY CLEAR THING THAT THEY CAN GET EDUCATED ON AND, AND VOTE FOR THE WATER RATES.
UH, THE LAST TIME I JUST EXPRESSED AN INTEREST IN PARTICULARLY AROUND WATER BREAKS AND THINGS THAT WHEN SOMEBODY REPORTS IT, THAT THEY CAN BE GIVEN A LEVEL OF COMMUNICATION THAT MERITS THE HALF A BILLION DOLLAR OF INVESTMENT THAT THEY'RE BEING ASKED TO HELP SUPPORT.
AND I KNOW OUR CITY MANAGER WAS ASKED TO GET WITH THAT AND GET BACK TO ME, HASN'T YET.
UM, SO AS I LOOK AT THE PRICE TAG OF 150 MILLION, THEN THE QUESTION I'M I'M ASKING IS, UM, WHERE ARE WE AT WITH THE COMMUNICATION? SO LAST WEEK I WENT AROUND MY NEIGHBORHOOD, I FOUND A WATER LEAK THAT WAS TRICKLING DOWN.
AND SO I JUST WENT IN AND REPORTED IT.
AND WHAT I FOUND WAS, IS THAT I RECEIVED EIGHT EMAILS AND A PERIOD OF LIKE 48 HOURS, BUT FOUR WERE THE SAME.
ONE SPAMMING ME WITH THE SAME MESSAGE.

UM, THE REASON THAT THE BUILDING LOOKS THE WAY IT DOES IS BECAUSE WE'VE DONE A VERY INTENTIONAL, UM, INVESTIGATION OF THE HISTORIC FABRIC OF DOWNTOWN EDMOND, IN PARTICULAR 1 0 1 AND 1 0 2 WEST FIRST STREET BUILDINGS.
UM, YOU'LL REMEMBER WE'RE HERE.
SO WE WANTED TO MAKE SURE THAT OUR BUILDING REFLECTED THE HER, UH, HISTORIC HERITAGE AND THE, UM, FABRIC THAT IS DOWNTOWN EDMOND WITHOUT MIMICKING IT OR CREATING A FALSE HISTORIC REPLICA.
SO THESE ARE SOME KIND OF KEY CRUCIAL TWO STORY MASONRY BUILDINGS IN DOWNTOWN EDMOND THAT KIND OF CREATE THE HISTORIC CHARACTER AND FABRIC THAT WE LOVE.

SO HERE, 17 YEARS LATER, UH, THERE'S A NEW STUDY, UH, THAT TAKES INTO CONSIDERATION ANY DEVELOPMENT THAT'S HAPPENED IN THE LAST 17 YEARS.
AND IT COMES TO THE SAME CONCLUSION.
AND ONE THING THAT WAS SAID AT SCHWAB THAT IS KIND OF DIFFICULT IS, AND I UNDERSTAND THE POLICY, UH, THAT THE CITY HAS, BUT WE HAVE A VARIANCE PLAN FOR A REASON.
UH, AND THERE'S A REASON THAT WE CONSIDER VARIANCES.
AND THERE'S A COMMENT MADE THAT IF EVERYBODY WENT AND DID THIS, THEN WHEN THERE WOULD BE RISE IN THE FLOODWAY.
AND I GUESS THAT'S PROBABLY A TRUE STATEMENT, BUT IT'S NOT EASY TO GO THROUGH THE PROCESS FOR A VARIANCE.
IT'S NOT EASY TO GET THE MODELING RIGHT AND GET THE INFORMATION RIGHT.
AND ONLY PEOPLE THAT COME THROUGH THAT PROCESS TO GET APPROVED FOR A VARIANCE MEET THAT CRITERIA.
AND SO IT'S NOT FAIR TO SAY, WELL, IF EVERYBODY DID IT, WE'D HAVE ALL THIS RISE BECAUSE WE DON'T HAVE A PROCESS THAT ALLOWS EVERYBODY TO DO IT.

SO WE HAVE A PROCESS IN EDMOND WHERE WE LOOK AT VARIANCES IN WHY WE WOULD HAVE THEM.
ONE OF THEM SAYS, IS THIS THE MINIMUM AMOUNT NECESSARY TO AFFECT AND ALLOW IT? AND, AND CLEARLY AS KEITH SAID, THIS IS THE SMALLEST AMOUNT THAT WE COULD ASK FOR.
ONE OF THE COMMISSIONERS AT THE SWAB MENTIONED THAT WE MUST BE TRYING TO DEVELOP EVERY SQUARE INCH OF OUR PROPERTY.
AND IF THERE'S ONE THING THAT'S TRUE ABOUT THIS DEVELOPMENT IS THAT THEY'VE BEEN VERY THOUGHTFUL AND CONSIDERATE AS TO WHAT THEY COULD DEVELOP OUT HERE FOR THE PURPOSE OF OUR COMMUNITY IN EDMOND.
AND IF THEY TRIED TO COME IN AND DEVELOP EVERY SQUARE INCH, THIS PROJECT LOOKS A LOT DIFFERENT THAN WHAT IT DOES TODAY.
SO I JUST TAKE ISSUE WITH THAT.
ANOTHER QUESTION IS, IS THERE A GOOD CAUSE FOR DOING IT? AND SO ONE OF THE PROBLEMS WITH THIS SITE TO HAVE A LARGE SCALE BUILDING IS THE SLOPES DON'T ALLOW YOU TO MANAGE 'EM.
WHEN YOU HAVE A LARGE FOOTPRINT, LIKE A SPORTS COMPLEX OR SOMETHING LIKE THAT, IF YOU HAD 3000 SQUARE FOOT BUILDINGS, YOU COULD PUT RETAINING WALLS EVERY 50 FEET LIKE YOU DO IN A RESIDENTIAL LOT.
BUT THE ABILITY TO PUT A LARGE SCALE BUILDING MAKES THAT DIFFICULT.
AND AS YOU SAW FROM THE SLIDE, THAT WAS ONE OR TWO AGO.
CAN YOU GO BACK A LITTLE BIT, JANE? THAT ONE, RIGHT? UH, ONE FORWARD.
SO YOU SEE THE BUILDING FOOTPRINT AND KEITH IDENTIFIED IT.

AND CLEARLY THERE'S NO EVIDENCE OF THAT, THAT THE DEVELOPER WHO'S OWNED THIS PROPERTY FOR 20 YEARS IS THE ONE THAT'S THE APPLICANT.
AND THE LAST QUESTION, DOES IT CONFLICT WITH ANY EXISTING LAWS OR ORDINANCES? AND I HAVEN'T BEEN TOLD OF ANY THAT IT CONFLICTS WITH.

UM, THE DRAFT PLANS WERE REVIEWED MULTIPLE TIMES BY THE PARK AND RECREATION ADVISORY BOARD.
UH, THERE WAS A PUBLIC MEETING, UH, WHERE WE NOTIFIED RESIDENTS WITHIN 3000 FEET OF THE PROPERTY TO COME AND HEAR ABOUT THE PROJECT.
WE HAD THAT MEETING IN MAY OF 2024.

THE BEACON OF VISION WOULD ADD TO THE APPEAL OF AN ALREADY POPULAR PORTION OF ROUTE 66 BETWEEN EDMOND ON ARCADIA.
THE ROUND BARN REGISTERS ROUGHLY 30,000 ANNUAL VISITORS WHO SIGN THE GUEST BOOK.
ACTUAL VISITOR NUMBERS ARE MUCH GREATER.
IN 2023, OVER 128,000 TRAVELERS MADE PURCHASES AT POP'S GAS STATION OR RESTAURANT.
ROUGHLY BETWEEN 250,300 80,000 PEOPLE WERE ESTIMATED TO VISIT POPS.
SO ON ANY GIVEN DAY, A STEADY STREAM OF TOURISTS ARE SEEN VISITING THE GIANT POP BOTTLE SCULPTURE IN ARCADIA ON ROUTE 66.
SO LOCATED ONLY ABOUT A MILE WEST OF POPS.
WE HOPE THE BEACON DIVISION WILL EXPERIENCE SIMILAR SUCCESS.
SO THIS IS A HISTORICAL MONUMENT HONORING WILEY POST.
IT'S IMPORTANT TO PRESERVE HISTORY.
THAT'S A PRIMARY OBJECTIVE OF THIS MONUMENT.
WILEY POST'S BRIEF LIFE SHINED THE BRIGHTEST DURING THE DARKNESS OF THE DUST BOWL AND THE GREAT DEPRESSION.
HOWEVER, THIS MONUMENT IS MUCH BIGGER THAN WILEY POST.
THIS MONUMENT IS REALLY AN AVATAR FOR SOMETHING MUCH BIGGER.

BUT SOME OF THE FAVORITE PLACES FOR PEOPLE TO GO THROUGH CAN ONLY CAUSE PEOPLE TO STOP IN EDMOND AND, AND SPEND THEIR SALES

INDEPENDENT OF THAT, UH, NOW THE CITIZENS COULD LOOK AT PUMP TRACK AND THE PHASES OF LAKE ARCADIA AND ALL THE GREAT THINGS I THINK THAT WOULD DO.
BUT THIS WAS IN MOTION BEFORE THAT IT'LL CONTINUE REGARDLESS.
AND, UM, JUST KIND OF SET THE RECORD STRAIGHT AS I KNOW PEOPLE HAVE SORT OF CONNECTED THIS PARTICULAR GREAT PIECE OF ART TO THAT AND IT'S, IT'S SEP IT'S IT'S SEPARATE, BUT THEY CAN WORK IN TANDEM.

I'M ROSS VANDERHAM, THE CITY TREASURER AND THE EMPLOYEE PENSION BOARD MEMBER.
UH, WE ALSO HAVE CORY AS A BOARD MEMBER, KATHY AND CHARLIE BURETTE AS WELL HERE.
UM, THE ORDINANCE IN FRONT OF YOU, UM, THAT WAS DRAFTED BY THE CITY ATTORNEY AMENDS THE CURRENT PENSION ORDINANCE THAT, UH, SPECIFICALLY WILL SET IN PLACE A COLA LOOK BACK TO JU UH, JULY 1ST, 2014.
THE REASON THAT'S IMPORTANT IS BECAUSE THAT WAS THE LAST COLA RETIREES RECEIVED WAS IN 20 14, 10 OVER 10 YEARS AGO.
AND PRIOR TO THAT IT WAS 1997.
SO IN 27 YEARS, THE RETIREES OF EDMOND HAVE RECEIVED TWO COLAS.
AND IF APPROVED DENIED THIS WOULD BE THE THIRD IN 27 YEARS.
I DO HAVE TO CLARIFY THAT THIS GROUP, THESE ARE THE CIVILIAN EMPLOYEES, FULL-TIME EMPLOYEES OF THE CITY.
THERE ARE NO PART-TIME OR SEASONAL EMPLOYEES INVOLVED.
NO FIRE, UH, UNIFORM FIRE OR POLICE.
THERE ARE SEPARATE STATE, UH, SYSTEM THAT YOU FRANKLY DON'T HAVE ANYTHING TO SAY ABOUT.
UM, AND, AND THEN THE CITY MANAGERS ALSO IS NOT A PART OF THIS PLAN.
ALL OTHER FULL-TIME EMPLOYEES ARE, AND I AM ASSUMING THAT'S AROUND 550 WHATEVER.
AND THE FUNDING OF THIS PLAN N HAPPENS BECAUSE WE HAVE AN ACTUARIAL VALUATION DONE EVERY YEAR TO FULLY FUND TO DETERMINE HOW MUCH MONEY THAT HAS TO GO INTO THE PLAN TO FULLY FUND IT.
AND OUR ACTUARIAL COMES UP WITH A A RATE.
AND THEN THAT RATE IS SPLIT CURRENTLY BY THE CITY EMPLOYEES PAYING 6% OF THEIR SALARY INTO THE PLAN AND ROUGHLY JUST UNDER 12% FOR THE CITY PUTTING INTO THE PLAN.
SO IT'S A TWO TO ONE RATIO CURRENTLY.
UM, BUT THAT'S DONE EVERY YEAR TO DETERMINE HOW MUCH MONEY CAN WE PUT INTO THIS PLAN TO KEEP IT FULLY FUNDED, WHICH IS CRITICAL FOR ALL OF THE EMPLOYEES THAT WE HAVE CURRENTLY.
I ALSO WANT TO TALK ABOUT, UM, THAT HOW MUCH MONEY IN BENEFITS DO WE PAY OUT? WE HAVE 221 RETIREES CURRENTLY.
WELL, WHAT DID THAT COST US? WHAT DID THAT COST? THE PLAN LAST YEAR, THE COST OF, OF THE PLAN TO THOSE RETIREES WAS $5,360,398.
THEN THE OBVIOUS QUESTION IS, WHAT'S THIS COLA GONNA COST THE PLAN? UM, AND THAT'S WHY WE HAD AN ACTUARIAL DETERMINE WHAT THAT COST WAS GOING TO BE BASED ON WHAT OUR, AT LEAST CURRENT 221 EMPLOYEES LOOK LIKE OR RETIREES LOOK LIKE.
AND, UM, AS I THINK THE AGENDA MEMO TALKS ABOUT, IT'S A 1% LOOKING BACK.
SO IF I RETIRED A YEAR AGO, I'D GET 1%.
IF I RETIRED FIVE YEARS AGO, I'D GET 5%.
IF I RETIRED SIX AND A HALF YEARS AGO, I'D GET SIX AND A HALF PERCENT.
SO EVERY RETIREE IS GOING TO GET A DIFFERENT PERCENTAGE BASED ON ACTUALLY WHEN THEY RETIRED.
AND WE DID IT ACTUALLY BY MONTH.
UH, SO YOU COULD GET A 12TH OF A PERCENT BECAUSE WE WENT THROUGH THAT PROCESS.
UM, THE COST IS ABOUT $209,000.
NOW THAT'S NOT, UH, THAT'S NOT A LOT OF MONEY IN RESPECT TO THE TOTAL OF THE 5,000,003,

BUT IT STILL AFFECTS THE PLAN.IT'S GONNA COST THE PLAN AND IT WILL COST THE PLAN ON DOWN THE ROAD.
SO WE HAVE A RESPONSIBILITY AS MEMBERS OF THIS BOARD TO CONTINUE BEING VIGILANT AND DOING OUR FIDUCIARY RESPONSIBILITY TO MAKE SURE IT'S FULLY FUNDED.
UM, I WOULD SAY THAT, UM, THE, I HAD ANOTHER NOTE HERE, UH, THAT THE DECISION OF THE BOARD, UH, TO RECOMMEND THIS, A CHANGE WAS NOT UNANIMOUS.
UM, THERE WERE TWO NO VOTES, ONE EXTENSION, WHICH ACTUALLY BECOMES A NO VOTE, AND THEN 10 PEOPLE VOTED FOR IT.
UM, BUT WE HAD GREAT DISCUSSION.
WE, WE REALLY SPENT A LOT OF TIME TRYING TO FIGURE OUT, FIRST OF ALL, IS IT NECESSARY? SECONDLY, IS IT SOMETHING THAT WE CAN DO AND STILL HAVE A SOLID PLAN? UM, CHARLIE JE POINTED OUT IN OUR MEETING THAT IN 2014 WE HAD, UM, TO NOW, IF YOU TAKE THE INFLATIONARY IMPACT, COMPOUNDED IMPACT FROM THOSE LAST 10 YEARS, IT'S 30%.
SO 10 YEARS AGO, A DOLLAR NOW ONLY BUYS 70 CENTS.
THAT WAS THE, THAT'S THE IMPACT.
AND IT'S AN IMPACT FOR ALL OF US, NOT JUST THE RETIREES OBVIOUSLY, BUT IT DEFINITELY IMPACTS EVERY CITIZEN TRYING TO, TO MAKE ENDS MEET.
AND, UH, AND THE INFLATIONARY IMPACT HAS BEEN CRITICAL, UH, BUT ALSO, UH, CRITICAL FOR THOSE RETIREES.
AND SO, UM, THE RECOMMENDATION IS THAT WE, UM, THAT YOU APPROVE THIS ORDINANCE, IT WOULD ACTUALLY GO INTO EFFECT OCTOBER ONE, UH, WHICH IS THE CHECK THAT WOULD BE WRITTEN LIKE THE END OF OCTOBER.
THAT BASICALLY IS WHEN IT HAPPENS.
