OUR FIRST PRESENTATION THIS EVENING IS FROM THE CITY MANAGER.HOLIDAY CELEBRATIONS IS THE THEME OF THIS ONE.
THIS IS ONE OF THE BUSIEST AND BEST TIMES OF THE YEAR IN EDMOND THE HOLIDAY SEASON.
EVERY YEAR, A COMMUNITY COMES TOGETHER TO CELEBRATE THE HOLIDAYS IN A VARIETY OF WAYS AS ANYONE DRIVING THROUGH DOWNTOWN CAN SEE, ESPECIALLY IN THE EVENINGS.
THE SEASONING BEGAN EARLIER THIS MONTH WITH THE DECK OF DOWNTOWN CELEBRATION, AND LAST WEEK WE KICKED OFF ONE OF THE BIGGEST AND BEST HOLIDAY LIGHTS DISPLAY IN THE STATE LUMINANCE AT MITCH PARK.
LAST WEEK'S CELEBRATION INCLUDED THE FIRST OF TWO MARY MARKETPLACE EVENTS.
THE SECOND WILL BE HELD DECEMBER 14TH, AND VISITORS WERE TREATED, UH, TO PERFORMANCES BY THE EBON YOUTH CHOIR AND THE OKLAHOMA YOUTH ARTS FOUNDATION VALET, AS WELL AS A HUGE DRONE LIGHT SHOWN LIGHTS SHOW BY LOCAL BUSINESS DYNAMIC SKIES.
FOR THOSE OF YOU WHO ARE NEW TO EDMOND LUMINANCE, PRESENTED BY EDMOND ELECTRIC AND FOUNDING SPONSORS THE CHAMBER COMMERCE EEDA AND THE MITCH PARK.
YMCA IS OPEN TO THE PUBLIC THROUGH JANUARY 1ST WITH THE LIGHTS DISPLAYS UP UNTIL UP 5:00 PM TO FIVE TO 10:00 PM DAILY RESIDENTS AND VISITORS EXPERIENCE A ONE OF A KIND HOLIDAY LIGHT CELEBRATION THAT FEATURES MORE THAN 30 LARGE INDIVIDUAL LIGHT DISPLAYS, ALONG WITH LIGHTING ON THE TREES, PATHWAYS, AND PAVILIONS IN THE PARK.
EDMUND IS THE PREMIER CITY TO PROVIDE 3D LIGHTING DISPLAYS AND VISITORS ARE SURE TO SEE SOMETHING THEY'VE NEVER SEEN BEFORE.
ADDITIONALLY, THE EDMUND FIRE WINTERS NIGHT AT THE SAFETY VILLAGE EVENT WILL BE HELD ON TWO NIGHTS NEXT MONTH, DECEMBER 6TH AND DECEMBER 13TH, BOTH FROM SIX TO 9:00 PM VISITORS TO THE VILLAGE, WHICH IS NEXT TO FIRE STATION FIVE AT 5,300 EAST COVELL ROAD CAN ENJOY THE FESTIVE LIGHTS AND DECORATIONS, FREE HOT CHOCOLATE AND CANDY CANES.
TAKE PART IN SANTA'S WORKSHOP AND GET TO VISIT WITH SANTA CLAUS HIMSELF, OF COURSE, ON A FIRE TRUCK.
AND SPEAKING OF THE HOLIDAYS, THIS IS THE TIME OF YEAR WHEN GIFTS OFTEN COME IN THE SHAPE OF NEW PURE NEW FURRY FOUR-LEGGED FRIENDS.

CHIEF GOODWIN ANNOUNCED HIS RETIREMENT RECENTLY AND WE'RE PLEASED TO ANNOUNCE BEGINNING DECEMBER 1ST.
DEPUTY FIRE CHIEF CHAD WEAVER WILL STEP IN AS INTERIM CHIEF.
OH, HE'S ALREADY STANDING THERE.
I WAS GONNA SAY STAND, BUT WAVE YOUR HAND.
CHIEF WEAVER HAS JUST OVER 26 YEARS WITH THE EDMOND FIRE DEPARTMENT, AND HE HAS STARTED HIS CAREER.
HE STARTED HIS CAREER IN THE OKLAHOMA FIRE SERVICE IN 1998 WHEN HE WAS HIRED AS THE EDMOND FIRE RECRUIT.
HE HAS SERVED AS THE PARAMEDIC AND BEEN PROMOTED UP THROUGH THE VARIOUS RANKS OF THE DEPARTMENT.
IN 2010, HE WAS PROMOTED TO AN OFFICER POSITION AS LIEUTENANT.
IN 2015, HE WAS PROMOTED TO CAPTAIN AND THE CHARGE OF A FIRE STATION.
IN 2019, HE WAS APPOINTED AS THE DEPUTY FIRE CHIEF OF OPERATION.
PLEASE JOIN ME IN CONGRATULATING DEPUTY CHIEF.
ALSO, IF, IF YOU MAY NOT KNOW, UM, DEPUTY CHIEF ADMINISTRATION, CHRIS DENTON, WILL BE RETIRING FROM THE EDMOND FIRE DEPARTMENT AS OF DECEMBER 1ST, CHIEF DENTON JOINED THE EDMOND FIRE DEPARTMENT IN SEPTEMBER, 2000 AS FAITHFULLY SERVED THE DEPARTMENT OF THE CITY AND THE CITIZENS' ADMIN FOR OVER 24 YEARS.
AND TOTAL CHIEF JETTON WILL RETIRE ONE MORE, ONE MONTH SHORT OF RECEIVING 28 YEARS IN OKLAHOMA FIRE SERVICE.
WE ARE VERY THANKFUL FOR HIS MANY YEARS OF SERVICE AND WISHING THE BEST IN THE INTERIM.
EMS CAPTAIN JOSH WILLIS, IS HE HERE? THERE HE IS, RAISE HIS HAND AS APPOINTED TO SERVE AS THE INTERIM DEPUTY CHIEF UPON CHIEF DENTON'S RETIREMENT.

ALL RIGHT, UH, AND I KNOW A COUPLE OF THE COUNCIL MEMBERS WERE THERE, UH, A COUPLE WEEKS BACK IN ATTENDANCE RECENTLY WHEN WE CELEBRATED THE RIBBON CUTTING THE NEW SERVICE, BLAKE SOCCER COMPLEX.
UM, IT WAS ATTENDED ALSO BY MANY MEMBERS OF THE EDMOND, UH, SOCCER CLUB AND PARKS ADVISORY BOARD, THE COMPLEX HOME TO EDMOND SOCCER PROGRAMS FOR DEC DECADES.
RECENTLY COMPLETED SERIES OF RENOVATIONS AND INFRASTRUCTURE IMPROVEMENTS.
THE $5 MILLION INVESTMENT PROVIDED BEAUTIFICATION TO ENTRANCES.
A DROPPED OFF LANE WAS ADDED FOR BETTER TRAFFIC FLOW, A CONCESSION AND RESTROOM

AND MAINTENANCE BUILDINGS WERE REPLACED.THIS COMPLEX IS AN ASSET TO THE EDMOND COMMUNITY, ACCOMMODATING THOUSANDS OF PLAYERS ON A REGULAR BASIS WITH HIGH LEVEL TOURNAMENTS, TOURNAMENTS, YOUTH LEAGUE PLAY CAMPS, AND OTHER EVENTS THROUGHOUT THE YEAR.
LASTLY, UM, IN SEPTEMBER, WE OPENED A NEW IN-PERSON FACILITY FOR UTILITY CUSTOMER SERVICE, UH, OUT AT, UH, PROGRESSIVE DRIVE AT 28 24 PROGRESSIVE DRIVE, THE NORTH TIMBERS BUILDING ON THE NORTH SIDE OF COVELL ROAD ACROSS FROM FIRE STATION FIVE.
IN THERE, A BOOTH IN THE LOBBY IS OPEN FOR CUSTOMERS WHO WANT TO PAY THEIR UTILITY BILLS IN PERSON OR DISCUSS THEIR BILL WITH THE CITY OF EDMOND UTILITY CUSTOMER SERVICE REPRESENTATIVE.
THE NEW LOCATION REPLACES THE FORMER UTILITY CUSTOMER SERVICE LOCATION DOWNTOWN EDMOND, AND ALSO HAS A FREE KIOSK CUSTOMERS CAN USE TO MAKE PAYMENTS THROUGH ITS TOUCHSCREEN INTERFACE, INCLUDING EACH PAYMENTS.
THE NEW LOCATION IS SEEN, STEADILY USE IS SEEN STEADY USE.
THERE WERE MORE THAN 70, 70 CUSTOMERS THAT USED THE FACILITY LAST WEEK COMPARED TO AROUND 30 THE FIRST WEEK WHEN IT OPENED.
ALSO, WE WANNA LET YOU KNOW, UH, THAT THE PAYOFF PAYMENT KIOSK AT CITY FIRST BUILDING AND THE VESTIBULE ON THE SOUTH SIDE OF THE BUILDINGS FACING SECOND STREET IS BACK AND AVAILABLE FOR UTILITY CUSTOMER SERVICES STARTING DECEMBER 2ND.
THE THE PRIOR KIOSK HAD BEEN VANDALIZED AND REQUIRED A REPLACEMENT KIOSK BECAUSE OF THAT ISSUE.
THE VESTIBULE WILL BE OPEN FOR ACCESS FROM 8:00 AM TO 5:00 PM MONDAY THROUGH FRIDAY.
THE NEW IN-PERSON LOCATION ASKED A VARIETY OF CONVENIENT OPTIONS AVAILABLE TO HELP CUSTOMERS MANAGE THEIR ACCOUNT.
YOU CAN GO ONLINE TO EDMOND OK.GOV/UTILITIES ON THE CITY OF EDMOND UTILITY PAGE.

JUST WANTED TO TALK ABOUT THE SUPPLEMENTAL APPROPRIATION WE'RE REQUESTING TONIGHT.
UH, IF YOU RECALL, BACK IN JUNE, WE TOOK A, UH, PROPOSED BOND PACKAGE TO THE FINANCE COMMITTEE.
THEY RECOMMENDED, UH, APPROVAL TO TAKE THIS TO CITY COUNCIL.
AND BACK IN, UH, AUGUST OF AUGUST 26TH, COUNCIL MEETING COUNCIL DID APPROVE THAT BOND ISSUE.
AND THIS ITEM ON THE AGENDA TONIGHT WOULD GIVE US THE, UH, EXPENDITURE AUTHORITY FOR THAT $19.65 MILLION.
UH, IT COVERS PROJECTS OVER THE NEXT FIVE YEARS.
I DO WANT TO EMPHASIZE, AND I SAID THIS DURING THE PREVIOUS PRESENTATIONS, I WANT TO EMPHASIZE IT AGAIN.
THIS WILL NOT CAUSE ANY RATE INCREASES, BASE RATE INCREASES FOR EDMOND ELECTRIC CUSTOMERS.
THIS IS GONNA BE PART OF OUR ANNUAL BUDGET.
WE CAN FIT THE DEBT SERVICE INTO OUR BUDGET.
IT WILL NOT INCREASE OUR RATES.
I ALSO WANT TO NOTE THAT OUR LAST RATE INCREASE WAS NOVEMBER 1ST, 2015.
SO WE'VE BEEN RUNNING VERY EFFICIENTLY, VERY, UM, CONSERVATIVELY, AND WE CONTIN WILL CONTINUE TO DO SO, AND WE DID NOT LOSE ELECTRICITY.
WHAT'S THAT WHEN WE DIDN'T LOSE ELECTRICITY DURING THAT VERY, VERY COLD SPELL.
EDMOND SAY ANYTHING LIKE THAT,
I DON'T HAVE, I I DON'T HAVE TO WORRY ABOUT LUCK.
WE HAVE EDMOND ELECTRIC BEHIND US.
WE HAVE A WORD WE NEVER USE IN THE, WE'RE VERY FORTUNATE, SO,

UM, THE PROJECT'S COVERED IN THIS, UM, FIRST OF ALL, DOWNTOWN MAINLINE FEEDERS.
THAT WILL BE FROM KELLY TO BOULEVARD, UH, TWO FEEDERS.
THIS GOAL OF THIS IS START REPLACING ALL THE OLD BACK ALLEY OVERHEAD CIRCUITS WITH FRONT LOT, UM, UM, UNDERGROUND, TRYING TO GET RID OF ALL THAT OVERHEAD THROUGHOUT THE WHOLE DOWNTOWN AREA BECAUSE OF THE GROWTH AND LOAD AND THE NEED FOR THAT.
JUST FOR THE USE OF THE ALLEYWAYS, UH, WE'VE GOT TWO NEW, TWO SUBSTATION PROJECTS.
ONE IS, UH, COFFEE CREEK SUBSTATION BETWEEN COVE AND COFFEE CREEK ON SOME PROPERTY THERE, UM, THAT WE BOUGHT WITH WATER RESOURCES SEVERAL YEARS BACK.
UM, THE, WE WILL BE EXPANDING THE GARBER SUBSTATION OVER OFF OF POST AND SECOND STREET THAT'LL HELP SUPPORT THE, UH, WATER TREATMENT PLANT LOAD, AND THEN JUST GENERAL GROWTH OUT IN EAST EDMOND.
AND, UM, FINALLY, WE, WE WILL PICK UP A SPARE SUBSTATION TRANSFORMER.
I WANNA POINT OUT ABOUT THOSE THREE SUBSTATION PROJECTS, COFFEE CREEK, GARBER AND DE SPARE TRANSFORMER.
ITEM FIVE C COVERS THAT AND IT'S, IT'S CONTINUED UPON THE APPROVAL HERE.
UM, WE WILL START LOOKING AT A NEW OFFICE FOR THE EDMUND ELECTRIC.
UM, RIGHT NOW, IF YOU GO OUT TO CROSS TIMBERS, WE'VE GOT PEOPLE WEDGED IN STORAGE ROOMS AND ALL THROUGHOUT THE BUILDING, WE HAVE KIND OF REACHED A CAPACITY AS FAR AS STAFF.
AND AS EDMUND GROWS, WE NEED MORE ROOM FOR STAFF.
NOT ONLY ELECTRIC, BUT PUBLIC WORKS AS WELL.
SO WE'LL START LOOKING AT A DESIGN FOR A NEW FACILITY.

IF THEY DON'T WANT TO BUILD LIKE THE CITIZENS WANT, THEN THEY SHOULDN'T BUILD.
SOME PEOPLE SAY THAT EDMOND'S GONNA GROW BY 40,000 MORE PEOPLE OVER THE NEXT 30 YEARS.
