HE'S FROM EDMOND, BUT HE'S DOWN HERE IN OKLAHOMA CITY READING THIS MAYOR'S CONTEST. WE NEED TO HAVE HIM READ IT IN EDMOND. SO WE HAVE TONIGHT, JOSHUA GILBERT BYERS IS GONNA COME UP AND READ HIS SECOND PLACE ESSAY THAT HE WROTE. IF I WERE MAYOR, IF I WERE MAYOR, MY PRIORITIES WOULD BE ENHANCING OUR PARKS, IMPROVING ROAD SAFETY, AND SUPPORTING LOCAL BUSINESSES. I'M FROM THE OKLAHOMA PANHANDLE, AND NOW LIVE IN A CITY COMMUNITY NEEDS VARY. THIS CAN BE ACCOMPLISHED WITH KEEP OKLAHOMA BEAUTIFUL. GRANTS ADOPT A PARK PROGRAMS, COMMUNITY SERVICE PARTNERSHIPS AND MURAL FROM ARTISTS. GRANTS FOR HANDICAP ACCESSIBLE PLAYGROUNDS CAN ADD MORE ACTIVITIES FOR THE FAMILY TO ENJOY ADDING BIKE PATHS AND TRAILS COULD BE DONE WITH GRANTS FOR HEALTHY COMMUNITIES, AND PICNIC AREAS COULD BE REPAINTED WITH FRESH PAINT DAYS. GRANTS ALWAYS ENCOURAGE PEOPLE TO SPEND MORE TIME OUTDOORS. I WOULD FOCUS ON MAKING STREETS SAFER BY APPLYING FOR GRANTS TO INSTALL MORE CROSSWALK AND TRAFFIC SIGNALS WHERE THEY, WHERE THEY'RE NEEDED MOST, ESPECIALLY NEAR SCHOOLS. FIXING POTHOLES AND INSTALLING BUMPOUTS CAN HELP PREVENT ACCIDENTS TOO. LASTLY, I WOULD HELP BUSINESSES TO ALSO GENERATE SALES TAX FOR A QUALITY OF LIFE COSTS. UM, THAT'S JUST GOING TO ALLOW THE TIME FOR OUR DEPARTMENTS TO GO THROUGH AND REVIEW THE BUILDING FOR THE BUILDING PERMIT. UM, THAT WILL BE COMPLETED 24 MONTHS AFTER THE COMMENCEMENT. PHASE TWO WILL START WITHIN SIX MONTHS OF PHASE ONE BEING COMPLETE AND GO FOR 24 MONTHS AFTER THE COMMENCEMENT OF, UH, 24 MONTHS AFTER THE COMMENCEMENT. PHASE THREE WILL COMMENCE SIX MONTHS AFTER PHASE TWO IS COMPLETE. UM, AND THEN IT'LL TAKE AN ADDITIONAL 24 MONTHS. SO IF WE GO WITH THE LONGEST TIME PERIOD, THAT'S A SIX YEAR TIME PERIOD FOR THE CONSTRUCTION OF THESE THREE PHASES, JUST SO YOU DON'T HAVE TO DO THE MATH YOURSELF. SO WHEN IT COMES TO, UM, THE FINANCING PORTION OF THIS, UM, WE ALSO TIED THE, UM, THE TIFF AGREEMENT TO THE COMPLETION OF THE INDIVIDUAL PHASES. SO PHASE ONE, ON THE COMPLETION OF THAT, THE MAXIMUM CUMULATIVE TIFF AGREEMENT, TIFF ASSISTANCE WILL NOT EXCEED 1.3. UM, UPON THE COMPLETION OF PHASE TWO, IT'LL BUMP UP TO, UM, A MAX MAXIMUM CUMULATIVE AGREEMENT. UH, TIFF, SORRY, TIFF ASSISTANCE TO 2.8 AND THE SAME UPON PHASE THREE. IT'LL NOT EXCEED THE ONE POINT A $3.18 MILLION. UM, THIS TIF DEVELOPMENT AGREEMENT WILL BE A PAY IN PAYOUT. I THINK THIS RELATIONSHIP WITH THE COUNTY IS A AMAZING RELATIONSHIP. IT IS FOR BOTH PARTIES, I BELIEVE HAS BEEN A GREAT, GREAT PARTNERSHIP WITH THEM. UH, THIS IS, UH, THE INVENTORY THAT, AGAIN, EAST OF I 35 THAT WE'VE YET TO RECONSTRUCT, BUT THAT DOES QUALIFY FOR THESE PARTNERSHIPS. YOU'LL NOTICE THERE'S ABOUT 52 LANE MILES LEFT TO DO. UM, THE ESTIMATED COST IS OVER 17 MILLION. UM, OUR COST TO RECONSTRUCT THESE HAVE GONE UP. IT'S NOW ABOUT 350 TO 400,000 PER LANE MILE. WE JUST FELT LIKE THAT WAS AN IMPORTANT THING TO ADD, EVEN THOUGH THE BUDGET'S TIED ON THIS. UM, JUST, IT'LL, IT WOULD JUST LOOK REALLY DATED TO HAVE THAT GALVANIZED, UH, FENCING. BUT THAT'S, UM, THE, THE ALTERNATE WE'RE RECOMMENDING FOR A WARD [00:30:02] AND PROBABLY THE MOST NOTABLE ONE IS THE TURF AND FIELD. THIS INCLUDES THE SYNTHETIC TURF SYSTEM FOR THE INFIELDS, WHICH WAS AN IMPORTANT POINT ON THIS PROJECT. UM, IT DID COME SLIGHTLY UNDER BUDGET, WHICH WAS TO ME, HUGENESS. UM, WE, A LOT OF THESE ARE REBID FROM AROUND THE HOLIDAYS AND THAT ONE WAS SIGNIFICANTLY HIGHER THAN THAN BUDGET AND A LOT HIGHER. AND, UM, THAT'S, THAT WAS GOOD TO SEE RIGHT THERE. AND IT WAS A VERY COMPETITIVE BID. IT WAS KIND OF ALL OVER THE PLACE WHEN WE DID IT OVER THE HOLIDAYS AND THIS WAS VERY TIGHT AND COMPETITIVE. SO THAT WAS GOOD. AND THEN FINALLY, WE'LL TALK ABOUT THIS IN A SECOND, BUT UNIT PRICE IS ONE THROUGH SEVEN. THAT'S, UM, THE COST TO REMOVE TRASH FROM FROM THE SITE. SO THAT WAS BID OUT IN GMP ONE AS A UNIT PRICE JUST BECAUSE IT WAS KIND OF UNKNOWN WHAT WAS UNDER THERE. UM, WE HAD TAKEN OUR BEST GUESS AT $350,000 THAT THEY WENT THROUGH THAT $350,000 QUICKLY. UM, THAT'S ON TOP OF THAT $350,000 BASICALLY ON FIELDS ONE THROUGH SEVEN. UM, PRETTY MUCH EVERY SCOOP OF DIRT HAD TO BE HAULED OFF, TAKEN TO THE LANDFILL AND DO AND DO CLEAN FILL BROUGHT IN. SO JUST NEXT STEPS. THOSE ITEMS WE TALKED ABOUT WILL BE REBID. UM, THEY SHOULD OPEN IN ABOUT A WEEK. THE PROJECT OVERALL, DESPITE ALL THE CHALLENGES, IS VERY CLOSE TO BUDGET. WE'RE PROJECTING WITHIN 5% OF, OF THE BUDGET. UM, IF, IF WE DO GO OVER BUDGET WITH BID PACKAGE FIVE, WE'RE RECOMMENDING SUPPLEMENTING, UM, WITH, UH, FUND BALANCE AND PARK TAX. THAT'S, THAT'S KIND OF ACCUMULATED THROUGH SOME SAVINGS AND, AND JUST SOME WAITING ON THINGS. SO THAT'S A GOOD OPPORTUNITY THERE TO INVEST THOSE DOLLARS SET ASIDE FOR PARKS TO MAKE SURE WE GET THIS PROJECT DONE AND, AND DELIVER WHAT KIND OF WE PROMISED, UM, JUST SOME ISSUES OUT THERE. SO POST-CONSTRUCTION, ONCE THIS IS DONE, THE LIBRARY AND THE YMCA HAVE THE, HAD THE RESPONSIBILITY TO EQUIP THE BUILDING, OPERATE THE BUILDING, AND MAINTAIN THE BUILDING. SEVERAL OF THE PEOPLE THAT ARE IN THIS ROOM ARE THERE TODAY, UH, IN HERE TODAY. WE'RE THERE. IT WAS GREAT INFORMATIVE THING, BUT I THINK THAT MIGHT HAVE BEEN THE FIRST TIME IT WAS EVER, EVER HELD IN EDMOND. UH, AND PEOPLE CAME FROM ALL OVER FOR THERE WAS A GREAT EVENT. THIS ALSO THIS PAST WEEK. I GAVE THE WELCOME, UH, THE STATE OF OKLAHOMA HOLDS AN ANNUAL. THIS WAS THE THIRD ANNUAL HOMELAND SECURITY, A HAZMAT TRAINING AND IS OUT AT THE CONVENTION CENTER. AND THEY HAD THIS YEAR OVER 355 OR 350 ATTENDEES. LAST YEAR WAS 2 34 OR SOMETHING LIKE THAT. 13 STATES, TWO COUNTRIES. AND THE COUNTRIES ARE VERY INTERESTING. CHILE AND CANADA. HUH. AND SO NEXT YEAR, UH, THE STATE OF ARKANSAS HAS ALREADY CONTACTED US AND SAID THEY WANNA PARTNER WITH US. OH, EXCELLENT. AND THEY REALLY HAD AN OPPORTUNITY TO SIT DOWN AND SEE WHAT THEIR BIASES WERE. AND THE OFFICERS WERE ABLE, THEY WERE OKLAHOMA CITY, EDMOND, MIDWEST CITY AND DELL CITY OFFICERS. THERE WAS FOUR. AND THEY WERE ABLE TO, UH, COME AND HAVE, UM, A GREAT EXPERIENCE AND THE OFFICERS LEARN THINGS THAT THEY DIDN'T KNOW. AND THE PEOPLE LEARN SOMETHING. AND REALLY SOME OF THESE RELATIONSHIPS THEY HAVE NOW ARE PROBABLY GONNA BE LIFELONG FRIENDS. UM, WHEN THEY TALK ABOUT RELATIONSHIPS, THAT'S THE ONE THING WE SAW TONIGHT. OUR RELATIONSHIPS.
