I WOULD LIKE TO CALL OUR CITY COUNCIL REGULAR SCHEDULED MEETING TO ORDER THE MOND CITY COUNCIL AND ADMIN PUBLIC WORKS AUTHORITY MEETING.

[A. Presentation on Arbor Week Celebration, March 24 - 29, 2025.]

NEXT ORDER BUSINESS PRETE PRESENTATION ON THE ARBOR WEEK CELEBRATION, WHICH IS MARCH 24TH THROUGH THE 29TH OF 2025.

MR. FISHER, GOOD EVENING, MAYOR AND COUNCIL MEMBERS.

UM, IT IS ARBOR WEEK FROM MARCH 24TH THROUGH 29TH, AND YOU MAY BE WONDERING WHY THE DIRECTOR OF EDMOND ELECTRIC IS UP HERE TALKING ABOUT ARBOR WEEK.

WELL, FIRST OF ALL, IT'S KIND MORE PERSONAL.

IF YOU EVER COME BY MY HOUSE, YOU'LL SEE I HAVE EVERYTHING FROM OUR BELOVED RED BUDS TO THUNDER CLOUDS, TO S ELMS, MAPLE, KENTUCKY, COFFEE TREES, WALNUT, AND A WHOLE BUNCH OF OTHER TYPE OF TREES IN MY YARD.

A LOT OF THOSE I ACTUALLY RAISED FROM SEED PLANTED IN MY YARD.

SO I, I'M A BIG FAN OF TREES, UM, BUT ALSO BECAUSE URBAN FORESTRY AND EDMOND ELECTRIC HAVE A PARTNERSHIP THAT GOES BACK YEARS ON SEVERAL IMPORTANT PROGRAMS THAT URBAN FORESTRY PRO PROVIDES.

UM, FIRST OF ALL, VEGETATION MANAGEMENT.

OUR TREE TRIMMING PROGRAM, UM, URBAN FORESTRY OVERSEES THAT THEY HAVE A CERTIFIED ARBORIST THAT COORDINATES WITH THE CONTRACTORS, COORDINATES WITH OUR CITIZENS AS WE DO THE TREE TRIMMING.

VERY IMPORTANT PROGRAM TO REDUCE OUTAGES AND WOULDN'T BE POSSIBLE WITHOUT URBAN FORESTRY.

OUR ENERGY SAVING TREES PROGRAM, IF YOU KEEP AN EYE OUT, THAT'S A TREE GIVEAWAY.

WE DO TWICE A YEAR, 225 TREES.

IF YOU KEEP AN EYE OUT, UH, YOU'LL SEE A PRESS RELEASE COMING OUT PRETTY SOON THAT THE SIGNUP IS ON APRIL 7TH.

SO YOU'LL SEE THAT PRETTY QUICKLY.

UH, RIGHT TREE, RIGHT PLACE IS, UH, TO HELP CITIZENS PLANTING A TREE IN A RIGHT LOCATION SO IT DOESN'T INTERFERE WITH UTILITIES TREELINE, USA, YOU'LL HEAR A LITTLE BIT MORE ABOUT THAT, HOW EDMOND ELECTRIC HAS BEEN RECOGNIZED FOR YEARS AS A TREELINE, UH, CITY, AND THAT WOULD NOT BE POSSIBLE WITHOUT URBAN FORESTRY.

AND OF COURSE, ARBOR WEEK.

SO WHAT IS ARBOR WEEK? A WEEK BASICALLY IS A CELEBRATION OF THE TREES WE HAVE IN OUR COMMUNITY, IN ALL COMMUNITIES.

THEY HELP PROVIDE A HEALTHY ENVIRONMENT, GREAT SOCIAL AND ECONOMIC BENEFITS FOR THE CITIZENS AND TREES, OF COURSE, CLEAN UP OUR AIR, CLEAN UP OUR WATER, PROVIDE EROSION CONTROL, REDUCE POLLUTION.

AND ALTHOUGH EDMOND ELECTRIC AND SQUIRRELS SOMETIMES HAVE DISAGREEMENTS, THEY PROVIDE THE HABITATS FOR A LOT OF OUR WILDLIFE.

AND THEY ALSO, AS I'M A GARDENER, SO THEY ATTRACT POLLINATORS, WHICH I'M VERY HAPPY ABOUT.

AND ARBOR WEEK IS A WAY TO REMIND THE CITIZENS TO PLANT TREES, TO EXPAND OUR URBAN FOREST, EXPAND, UM, THE NUMBER OF TREES WE HAVE IN OUR COMMUNITY, AND IT HELPS MAKE A HEALTHY COMMUNITY.

I WAS AT AN ARBOR DAY FOUNDATION, UH, PRESENTATION A LITTLE OVER A WEEK AGO ON THIS LAST LINE HERE, I'VE REALLY CAUGHT MY EYE.

IT SAID, THE BEST TIME TO PLANT A TREE WAS 20 YEARS AGO.

THE SECOND BEST TIME IS NOW.

SO I'M HOPING THAT EVERYBODY WILL TAKE THIS AS AN OPPORTUNITY TO GO OUT AND PLANT TREES DURING ARBOR WEEK AND CELEBRATE ARBOR WEEK.

URBAN FORESTRY IS ALSO DOING A LOT OF PROGRAMS THROUGH ARBOR WEEK.

FIRST OF ALL, THERE'LL BE A SCAVENGER HUNT THAT'S AN ONGOING THING THROUGH APRIL 17TH.

THERE'S 20 TREE LOCATIONS THROUGHOUT THE CITY WITH A QR CODE THAT YOU CAN IDENTIFY THE TREE.

IT GIVES YOU A LOT OF INFORMATION ABOUT THE TREE, AND THEN YOU CAN REGISTER FOR DRAWINGS AND PRIZES.

SECOND ONE IS A SKETCH AND STROLL.

I'M NOT AN ARTIST.

UH, MY TREES WOULD PROBABLY LOOK LIKE SOMETHING OUTTA A NIGHTMARE ON, UH, UM, OR, UH, YEAH, NIGHTMARE BEFORE CHRISTMAS, MORE THAN ANYTHING ELSE.

BUT IT'S AT THE MARGARET ANNIS BOYS CENTENNIAL ARBORETUM.

NEXT WE HAVE A PROCLAMATION OF, UH, PRESENTATION OF A PROCLAMATION RECOGNIZING MARCH 24TH THROUGH MARCH 29TH AS ARBOR WEEK IN THE CITY OF EDMOND, UH, MAYOR DAVIS AND CITY COUNCIL MEMBERS.

JUST A COUPLE MINUTES OF SPEECH.

I'M KURT ATKINSON.

I REPRESENT THE URBAN FORESTRY COMMISSION, AND I'M HERE TO ACCEPT THE, THIS YEAR'S ARBOR ARBOR WEEK PROCLAMATION FROM THE CITY.

I DO WANT TO, UM, RECOGNIZE, I, I WAS VERY FORTUNATE THAT WHEN I FIRST CAME TO EDMOND, I WORKED FOR THE STATE OF OKLAHOMA AND FORESTRY FOR 40 SOME ODD YEARS, BUT HAD A CHANCE TO WORK WITH CHARLES LAMB WHEN HE WAS FIRST STARTING TO THINK ABOUT URBAN FORESTRY AND TREES IN EDMOND.

AND OF COURSE, MOST PEOPLE WILL RECOGNIZE THE TREE ON THE CITY'S LOGO, AND THAT'S THERE FOR A PARTICULAR REASON THAT THE CITY VALUES TREES AND WHAT THEY BRING TO THE RESIDENCE HERE.

BUT TREES DON'T JUST HAPPEN.

YOU HAVE TO PLANT THEM AND MAINTAIN THEM AND RESPECT THEM AND LEARN ABOUT THEM FOR THEM TO CONTINUE TO PROVIDE THE MANY BENEFITS THAT HE REFERRED TO EARLIER, THAT, UH, TREES ARE VERY IMPORTANT AND THEY REQUIRE EVERYBODY TO TAKE AN ACTIVE ROLE IN CONTINUING THEM.

SO IT'S WHAT CERTAINLY WHAT ARBOR WEEK IS ALL ABOUT.

BUT TREE CARE AND PLANTING CAN GO ON YEAR ROUND, NOT JUST THIS WEEK OF MARCH.

SO IT'S VERY IMPORTANT ALSO.

SO WITH THAT, I GUESS WE WILL DO IT PROPERLY.

YES.

WHEREAS THE ARBOR WEEK IS AN IMPORTANT TRADITION IN EDMOND, WHICH RECOGNIZES THE VALUE OF OUR LOCAL TREE AND FOREST RESOURCES AND BENEFITS THEY PROVIDE TO THE COMMUNITY AND THE VALUES OF THE EDMOND COMMUNITY.

AND EFFORTS BY THE URBAN FORESTRY COM COMMISSION AND THE CITY OF EDMOND HAVE RESULTED IN A FAVORABLE URBAN TREE CANOPY COVERAGE THROUGHOUT THE CITY.

THE CITY OF EDMOND CITY COUNCIL HAS PROMOTED IMPLEMENTATION AND CONTINUATION OF POLICIES AND PROGRAMS THAT SUPPORT TREE CANOPY FOR OVER 20 YEARS.

CONTINUING WITH ACTIVITY, ACTIVE URBAN FORESTRY PROGRAMS WILL PROMOTE, PRESERVE, AND ENHANCE TREE CANOPY IN EDMOND FOR GENERATIONS TO COME, PROVIDING ENVIRONMENTAL SOCIAL HEALTH, AESTHETICS, ECONOMIC BENEFITS TO EDMOND RESIDENTS.

SO THIS IS MY FIRST EDMOND CITY COUNCIL MEETING, AND I'M REALLY EXCITED TO BE HERE, ESPECIALLY FOR, UH, THE START OF ARBOR WEEK.

AS MANY OF YOU MAY OR MAY NOT KNOW, THIS IS ALSO THE START OF OKLAHOMA'S ARBOR WEEK.

SO, UH, THE FACT THAT EDMONDS AND OKLAHOMAS COINCIDE IS REALLY PRETTY UNIQUE.

MOST CITIES HAVE THEIR OWN ARBOR DAY OR, OR ARBOR WEEK CELEBRATION OUTSIDE OF OKLAHOMA.

SO IT'S REALLY COOL THAT YOU GUYS SYNC 'EM UP LIKE THIS.

UM, SO BACK IN 1999, UM, YOU'VE EVER HEARD THE, THE SAME PARTY LIKE IT'S 1999.

WELL, A LOT OF PEOPLE WERE PARKING, A LOT OF PEOPLE WERE LAMENTING Y 2K.

AND THE END OF A CENTURY, THE CITY OF EDMOND WAS LOOKING AT THEIR TREE CANOPY ISSUES AND SAYING, WE NEED SOME HELP AND WE NEED TO PLAN FOR THE FUTURE.

SO THEY DECIDED TO APPLY FOR TREE CITY USA RECOGNITION, AND THEY GOT IT IN 1999.

THEY'VE BEEN DOING THAT EVER SINCE.

AND EVER SINCE THEN, THEY'VE BEEN BUILDING ON, UH, EVERYTHING THAT THEY'VE DONE IN THE YEAR PREVIOUS TO THAT FOR THEIR TREE CITY USA APPLICATION.

IN 2000, EDMOND ELECTRIC SAW WHAT TICKET OF EDMOND WAS DOING AND DECIDED, HEY, THAT'S PRETTY COOL.

LET'S PARTNER UP ON THIS.

THEY APPLIED FOR THE TREE LINE USA RECOGNITION AND GOT THAT, AND HAVE BEEN DOING THAT EVER SINCE TOO.

SO, UH, 26 YEARS AND 24 YEARS RESPECTIVELY.

FOR THESE RECOGNITIONS, WHICH IS NO SMALL FEAT, THERE ARE SEVERAL THINGS THAT A COMMUNITY OR A TREE LINE, UH, MUST DO EVERY YEAR IN ORDER TO ATTAIN THIS RECOGNITION.

AND NOT ONLY DOES THE CITY OF EDMOND DO THAT EVERY YEAR, BUT AT LEAST FOR THE LAST TWO YEARS, UH, HAS IT BEEN MORE THAN TWO YEARS FOR THE GROWTH AWARD.

OKAY.

YEAH.

SO AT LEAST THE LAST TWO YEARS, THE CITY OF EDMOND HAS ALSO EARNED THE GROWTH AWARD FROM THE ARBOR DAY FOUNDATION, WHICH MEANS THAT, UH, Y'ALL HAVE GONE ABOVE AND BEYOND WHAT MOST COMMUNITIES DO IN REGARDS TO THEIR TREES.

AND THERE ARE SEVERAL REASONS FOR THAT.

ONE IS THAT, UH, THE CITY OF EDMUND AND EDMUND ELECTRIC UNDERSTANDS THAT TREES ARE NOT JUST SOMETHING PRE FOR YOUR YARD OR A TREELINE STREET IS NOT ONLY AESTHETICALLY PLEASING, BUT IT'S ACTUALLY PART OF THE INFRASTRUCTURE.

IT'S, IT'S LIKE OUR STREETS.

IT'S LIKE OUR UTILITY LINES, UM, OUR SEWAGE SYSTEM, OUR WATER DRAINAGE ROOTS TREES ARE NOT JUST FOR BEAUTIFICATION.

THE BEAUTIFICATION PART IS AN INTERESTING SIDE EFFECT OF USING TREES IN YOUR LANDSCAPE AS, UH, INFRASTRUCTURE TO ACHIEVE ALL THE BEAUTIFUL THINGS THAT WE GET FROM TREES, FROM HIGHER TEST SCORES AMONG STUDENTS TO, UH, GROUNDWATER RETENTION, TO POLLUTION, UH, YOU KNOW, TAKES POLLUTION OUT OF THE AIR.

LOTS AND LOTS OF THINGS I COULD GO ON FOR DAYS ABOUT THAT.

BUT, UH, I'VE GOT A COUPLE LITTLE STATISTICS HERE FROM THE CITY OF EDMOND THAT I'D LIKE TO SHARE WITH YOU.

UM, EDMOND GOES OUT OF THEIR WAY TO LOOK FOR OUTSIDE FUNDING SOURCES TO EASE THE BURDEN ON THE CITY OF EDMOND, UH, TO USE TREES AS INFRASTRUCTURE.

THEY RECEIVE FUNDING THROUGH PARTNERSHIPS WITH OKLAHOMA FORESTRY SERVICES.

UM, THEY'VE ALSO RECEIVED PARTNERSHIPS THROUGH, UH, THE FEDERAL, THE US GOVERNMENT, TO THE TUNE OF OVER A MILLION DOLLARS TO PLANT TREES IN THE CITY OF EDMOND.

UM, THEY HAVE USED SOME OF THAT MONEY TO, TO COMPLETE A TREE INVENTORY SO THAT THEY CAN BETTER PREPARE A MASTER PLAN IN THE FUTURE.

SO, ACCORDING TO THE DATA COLLECTED IN THAT TREE INVENTORY, THE CITY OF EDMOND'S TREES PROVIDE ALMOST $20,000 PER YEAR IN BENEFITS.

90% OF THE TREES IN THE CITY OF EDMOND ARE IN GOOD OR FAIR CONDITION, WHICH IS OUTSTANDING.

ALMOST NO OTHER COMMUNITY CAN CLAIM THAT.

UM, EDMOND ELECTRIC CONTINUALLY SUPPORTS THE ENERGY SAVINGS TREE PROGRAM, WHICH IS DISTRIBUTED 3,135 TREES TO DATE, WHICH IS OUTSTANDING.

SO THE PARTNERSHIPS THAT THE CITY OF EDMOND HAS FORGED IN THEIR TREE COMMUNITY IS AMAZING WITH OKLAHOMA FORESTRY, WITH EDMOND ELECTRIC, UM, EDMOND DUR FORESTRY, THE EDMOND PARKS DEPARTMENT, AND EVERYBODY IN BETWEEN.

UH, IT'S REALLY A, A UNIQUE AND SPECIAL THING

UM, SALES TAX REVENUE REMAINS FLAT OR SLIGHTLY DOWN FROM 2024.

UH, MARCH REVENUE IS DOWN ALMOST 0.6% COMPARED TO MARCH OF LAST YEAR.

UH, OVERALL SALES TAX COLLECTION IS DOWN 2.17%, UH, THIS MARCH, MARCH THE THIRD CONSECUTIVE MONTH OF A DECLINE WITH EIGHT DOWNTURNS IN THE LAST 12 MONTHS.

UH, MISERY LOVES COMPANY.

UH, THE NEARBY CITIES ARE ALSO GOING THROUGH THIS.

OKLAHOMA CITY, NORMAN, MIDWEST CITY, AND YUKON ALSO REPORT DECLINES.

UH, ON THE POSITIVE SIDE OF THINGS, OUR USE TASK COLLECTION USE TAX COLLECTIONS, UH, DID INCREASE 7.28%.

SO, UH, SOME NEWS ABOUT FIRE STATION NUMBER SIX IS OUR NEWEST FIRE STATION WE'RE ADDING TO THE CITY OF EDMOND.

UH, IT IS ON NORTH KELLY AVENUE.

IT'S, UH, 11,000 SQUARE FOOT FACILITY, UH, APPROXIMATELY $8.1 MILLION.

UH, IT WILL SUPPORT SEVEN, UH, PERSONNEL ON SITE, AND IT'S, UH, IMPORTANT TO IMPROVE SERVICE IN ONE OF OUR FASTEST GROWING AREAS OF TOWN.

UH, THE CURRENT WORK INCLUDES BRICKWORK, UH, LIVING AREA, DRYWALL, SOME ROOF UNDERLAYMENT, AND STOREFRONT GLASS.

UH, THERE'S BEEN SOME OTHER WORK COMPLETE, UH, FOR THE DIRT WORK FOR THE PARKING, THINGS OF THAT NATURE.

IT'S INSPECT EXPECTED THAT THIS WILL OPEN IN THE SUMMER OF 2025.

UH, ANOTHER FACILITY THAT'S GETTING READY TO COME ONLINE IS OUR WATER RESOURCE RECOVERY FACILITY, AFFECTIONATELY KNOWN AS THE WHARF.

UH, THE RIBBON CUTTING FOR THIS WILL BE APRIL 3RD.

IT'S $171 MILLION FACILITY.

IT'S EXPANDING OUR WASTEWATER TREATMENT CAPACITY FROM 6 MILLION GALLONS A DAY TO 12 MILLION GALLONS A DAY.

UH, THE PROJECT WAS FINANCED THROUGH REVENUE BONDS, WHICH WILL BE REPAID OVER 30 YEARS VIA WASTEWATER CHARGES.

UH, THE THIRD AERATION BASIN IS OPERATIONAL, AND THE FOURTH WILL BE SOON.

UH, CONSTRUCTION'S 95% COMPLETE.

UH, FULL COMPLETION IS EXPECTED JULY OF 2025.

THERE'S ALSO A COUPLE OF WATERLINE PROJECTS TO TALK ABOUT.

UH, THE 33RD STREET WATERLINE.

UH, WE'RE UPSIZING A 24 INCH WATERLINE FROM I 35 TO BROADWAY TO IMPROVE WATER PRESSURE AND SUPPLY FOR THE SOUTH SIDE, WHICH REPRESENTED BY THE BLUE LINE THERE.

UH, PHASE ONE, IT'S APPROXIMATELY 10,000 FEET IS UNDER CONSTRUCTION, UH, WITH AN $8.8 MILLION COST, UH, EXPECTED TO BE COMPLETE IN DECEMBER OF THIS YEAR.

UH, PHASE TWO, WHICH IS ALMOST THE SAME SIZE AS IN DESIGN, UH, EXPECTED TO BE BID IN SUMMER AND FALL OF 2025.

THERE'S ALSO A WATER LINE ON EAST SECOND STREET.

IT'S A TRANSMISSION LINE, AND, UH, IT IS PROJECT TO CONVEY RAW WATER FROM ARCADIA LAKE TO THE WATER TREATMENT PLANT.

AND THEN THROUGHOUT THE CITY, UH, IT INCLUDES 18,000 FEET OF 36 INCH AND 4,000 FEET OF 42 INCH TREATED WATER PIPES.

AND 8,200 FEET OF 48 INCH RAW WATER PIPE.

IT'S UNDER CONSTRUCTION.

UH, IT'S GONNA COST THE CITY $53.6 MILLION.

AND IT'S, UH, COMPLETION IS EXPECTED BY FEBRUARY OF 27.

ONE DUMPSTER FIRE, I DON'T KNOW WHERE THAT WAS.

UH, FOUR STRUCTURE FIRES AND TWO VEHICLE FIRES.

UH, DURING THAT SAME TYPE TIME PERIOD, EDMOND 9 1 1 CREATED, UH, 2,857 CALLS FOR SERVICE BETWEEN POLICE, FIRE, DEER CREEK FIRE, OAK CLIFF FIRE, EDMOND ELECTRIC, THE WATER RESOURCE, WATER RESOURCES, AND PUBLIC WORKS.

AND ARE, WE ARE ESSENTIALLY ASKING THE OTA TO LEAVE ROOM FOR THE TRAILS UNDERNEATH.

UM, THE FUTURE.

EDMOND AND OKLAHOMA CITY TRAILS ARE POTENTIALLY YEARS AWAY FROM BEING DESIGNED AND CONSTRUCTED, HOWEVER, OTA IS WORKING RIGHT NOW TO DESIGN THOSE BRIDGES AND TO EXPAND THE TURNPIKE.

SO THAT'S WHAT THIS RESOLUTION IS.

I'LL NOTE THAT OKLAHOMA CITY IS GOING THROUGH A VERY SIMILAR PROCESS TO SHOW THEIR SUPPORT.

UM, SEEMS LIKE WE'RE ALL KIND OF ON THE SAME PAGE.

WE JUST WANNA FORMALLY, UM, SHOW OUR SUPPORT AND ASK THAT THE OTA, UH, LEAVE ROOM FOR TRAIL UNDERNEATH THOSE BRIDGES THAT THEY'RE RECONSTRUCTING, BOTH THE EDMOND MOBILITY COMMISSION AND EDMOND BICYCLE COMMITTEE HAVE APPROVED OF THIS ITEM.

AND AS MR. BRIAN JUST SAID, THE DESIGNATION FOR THIS AREA IS S TWO.

THE, UH, THE NEIGHBORHOOD RESIDENTIAL AND WHAT IT SAYS IN THE CODE OR IN THE ORDINANCE ABOUT THAT, IT SAYS INCREASING THE VARIETY OF HOME TYPES SUCH AS TOWN HOMES, GARAGE APARTMENTS, DUPLEXES, TRIPLEXES AND QUADPLEXES, AS WELL AS SUPPORTIVE COMMERCIAL AND CIVIC ACTIVITIES IN THE PRIORITY AREAS.

THE RED ON THE MAP IS E ONE, I THINK IS THAT RIGHT, MR. BRIAN, WHICH IS RETAIL.

ANY TYPE OF RETAIL THAT'S SHORT OF A MOST OUTDOOR DISPLAY.

SO THE IDEA OF EDMOND'S USE OUT HERE IS ALWAYS AN ISSUE MOVING FORWARD.

AND I LEARNED FROM ONE OF MY LAW PARTNERS WHO WAS HERE LAST WEEK OR AT PLANNING COMMISSION WHO LIVES IN CANAAN CREEK FARMS. AND HE SAID A TERM THAT I THOUGHT WAS REALLY INTERESTING.

HE SAID THAT ZONING'S ALWAYS MICRO TO THE OWNERS AND THE APPLICANTS, BUT IT'S MACRO TO THE CITY OF EDMOND.

AND WHAT I THINK THAT MEANS IS IF I LOOK AT THIS MAP AND I LOOK AT CANAAN CREEK FARMS, AND I THINK THE PEOPLE IN THERE ARE ON TWO PLUS ACRE LOTS.

AND SO THEIR ATTITUDE AND YOU'LL HEAR 'EM DENIED IS THAT'S TOO DENSE.

THE APPLICANT'S USE IS TOO DENSE.

AND I UNDERSTAND THAT ARGUMENT FROM A MICRO STANDPOINT, FROM MY NEIGHBORHOOD NEEDS TO BE JUST LIKE MY NEIGHBORHOOD OUTSIDE OF MY NEIGHBORHOOD.

BUT AS WE KNOW AND AS THE EDMOND PLAN 2018 SAYS, AND THE EVAN PLAN 2050 SAYS, UNFORTUNATELY, IT'S NOT JUST 20 PEOPLE OR 25 OR 12 OR WHATEVER THAT NUMBER MIGHT BE, BUT THE CITY LOOKS AT THINGS IN THE LONG RANGE PLANNING.

AND I WROTE A, A COUPLE NOTES AS I WAS SITTING HERE TONIGHT ABOUT THINGS THAT WERE DISCUSSED IN THIS MEETING.

THE FIRE DEPARTMENT IS BUILDING A NEW FIRE STATION BECAUSE THEY HAVE A PLAN FOR THE USE OF THAT FIRE STATION TO SERVICE THE CITY OF EDMOND.

AS YOU KNOW, LESS THAN TWO YEARS AGO, EDMOND BOUGHT A NEW FIRE STATION LOCATION OUT HERE AT COFFEE CREEK PAST DOUGLAS.

WE HEARD ABOUT ROADWAY INFRASTRUCTURE, BROADWAY TO SECOND STREET AND OUT TO I 35 ALL ABOUT PLANNING.

AND THEN THE OTHER THINGS I THOUGHT WERE INTERESTING IS THAT CHRIS KNIFING DIDN'T SPEAK TONIGHT, BUT THE CITY MANAGER GAVE A REPORT ON THE WASTEWATER TREATMENT PLANT THAT HAS GOTTEN A LOT OF SHADE BECAUSE WE'RE SPENDING $300 MILLION OUT THERE.

BUT AS BEFORE, THE PLANNING OF THE FUTURE OF EDMOND AND THE PLANNING HAS TO HAPPEN BASED UPON ALL KINDS OF FACTORS.

EXPECTED DEVELOPMENT, NEEDED, INFRASTRUCTURE, AND THE PEOPLE THAT WILL DRIVE OUR ECONOMY BY SPENDING MONEY IN THESE AREAS TO PAY FOR THE THINGS THAT THE CITIZENS WANT.

ANOTHER THING I THOUGHT WAS INTERESTING, YOU STARTED TONIGHT RIGHT BEFORE I GOT UP HERE, THE TURNPIKE AT POST ROAD.

DO YOU KNOW IF THAT TURNPIKE GATE GOES IN, YOU'LL BE ABLE TO GET FROM DOWNTOWN TO ARCADIA TO DOWNTOWN OKLAHOMA CITY IN 22 MINUTES.

THAT WILL CHANGE EAST EDMOND.

WELL, WHY WOULD THEY PUT A TURNPIKE WAY OUT THERE? OR THEY'RE PLANNING FOR THE FUTURE.

IT'S NOT THE EDMOND REACTING DEPARTMENT.

IT'S THE EDMOND PLANNING DEPARTMENT.

AND IT'S NOT FAIR TO SAY IT IN A PERSONAL WAY BECAUSE I HAD A COMMUNITY CONNECTIONS I HOSTED AT MY OFFICE FOR THIS APPLICATION.

AND I DID WHAT EVERYBODY IS ASKED TO DO.

I SENT OUT LETTERS TO ALL THE PEOPLE THAT GOT NOTICE AND I HAD THREE PEOPLE SHOW UP.

NO PROBLEM WITH THAT.

A HUSBAND AND WIFE AND THEIR DAUGHTER WHO LIVE OR OWN PROPERTY TO THE NORTH OF THIS DEVELOPMENT, I DIDN'T HEAR ANY OTHER COMMUNICATION.

THEY HAD PROBLEMS WITH IT BECAUSE OF DENSITY AND TRAFFIC AND INFRASTRUCTURE.

AND THEN AT PLANNING COMMISSION, I TOOK NOTES.

I HAD 1, 2, 3, 4, 5, 6 PEOPLE SPEAK AGAINST THIS PROJECT.

IT LOOKS LIKE THERE'S TWICE AS MANY HERE TONIGHT.

AGAIN, WE HAVE THIS PROCESS SO THAT THERE'S INPUT BY THE CITIZENS.

BUT WHAT I WANT TO STRESS FOR ALL OF US IS WE DO PLANNING FOR THE LONG RANGE AND IT INVOLVES HUNDREDS OF PEOPLE AND THOUSANDS OF HOURS.

BECAUSE THE ONLY WAY WE KNOW WHAT INFRASTRUCTURE WE NEED, IF WE'RE GONNA PUT RETAIL RIGHT THERE WHERE IT SAYS CANAAN CREEK, WE NEED TO KNOW WHAT THE INFRASTRUCTURE'S GONNA BE.

AND RIGHT NOW, THE INFRASTRUCTURE'S NOT THERE TO SUPPORT THIS.

WE KNOW THAT IRONICALLY, AND I SAID THIS AT PLANNING COMMISSION, IF YOU COULD MOVE THE MAP

DOWN TO THE SOUTHEAST ABOUT, OH, I DON'T KNOW RIGHT ABOUT HERE.

THERE'S A DEVELOPMENT THAT I REPRESENTED IN 2023 CALLED MEADOWBROOK.

AND THIS COUNCIL HEARD IT AND IT TOOK 75 ACRES, 55 OF WHICH WERE FLOOD AND APPROVED A TOWN HOME PROJECT, ALMOST IDENTICAL TO THIS ONE.

MATTER OF FACT, IT WAS THE SAME APPLICANT.

AND THAT WAS APPROVED ON MARCH 27TH, 2023, THREE DAYS FROM NOW TO BE A TWO YEAR ANNIVERSARY.

NOT A SPADE OF DIRT HAS BEEN MOVED OUT HERE FOR THIS PROJECT YET.

WELL, WHY? BECAUSE IT TAKES TIME AND IT'S A PROCESS.

AND TOMORROW YOU'RE NOT GONNA HAVE THESE HOMES BUILT OUT THERE, BUT ALLOWS THE CITY TO PLAN AND FOR THE INFRASTRUCTURE TO GO IN PLACE AND THE DEVELOPER TO KNOW, JUST LIKE THE RESIDENTS WANNA KNOW WHAT THEY CAN DO WITH THEIR LAND, THE DEVELOPER WANTS TO KNOW WHAT THEY CAN DO WITH THEIR LAND.

THAT'S WHY WE HAVE PLANNING.

I MEAN, IT'S A HUGE AREA.

AND SO WHAT I DID IS THE, UM, IN THE EDMOND 2050, UM, PLANNING REPORT, I LOOKED TO SEE WHERE THEY SPECIFICALLY DESIGNATED AREAS FOR TOWN HOMES AND I COULD ONLY FIND TWO.

AND THEY WERE LISTED IN AREAS CALLED TOWN SQUARES AND VILLAGES.

AND THERE WERE ONLY TWO INSTANCES THAT I COULD SEE.

ONE WAS JUST NORTH OF, UH, ROUTE 66 OFF OF DOUGLAS ON EITHER SIDE OF DOUGLAS AND ANOTHER ONE THAT WAS EAST OF LAKE ARCADIA AND SOUTH OF 15TH ON ANDERSON.

THOSE WERE THE ONLY TWO PLACES THAT I COULD FIND IN THE S TWO, UH, DESIGNATION THAT LISTED TOWN HOMES AS WHAT THEIR VISION OF WHAT WOULD WOULD BE PLACED THERE.

THE OTHER THING THAT HASN'T BEEN MENTIONED IN THE, UH, DESIGNATION FOR A SUBURBAN, SUBURBAN S TWO NEIGHBORHOOD, IT IS A YELLOW ZONING DISTRICT AND SPECIFICALLY, UH, ZONING A AND PUDS.

AND I JUST WANTED TO READ THE YELLOW ZONING DISTRICTS SHOULD BE TREATED WITH CAUTION.

IN THE SECOND SURVEY THAT WAS, UH, TAKING PLACE MOST OF THE RESIDENTIAL INFILL, WHICH IS WHAT A LOT OF THIS HIGHER DENSITY HOUSING, MOST OF THE RESIDENTIAL INFILL IS PROPOSED WEST OF I 35 IN THE PREFERRED SCENARIO, NOT EAST, BUT WEST OF I 35, ALONG WHERE A LOT OF THE RETAIL, UH, AND ACTUALLY SOME NEW TOWN HOMES ARE GOING UP JUST NORTH OF THE SHOWBIZ THERE.

AND THE FINAL SURVEY PRESENTED THE FIVE ALTERNATIVE DEVELOPMENT SCENARIOS TO THE PUBLIC, EXPLORED TRADE-OFFS OF THE SCENARIOS AND PRESENTED THE GUIDING PRINCIPLES AND CLARIFIED DEVELOPMENT PATTERNS AND TYPES IN EAST EDMOND.

AND BASED ON THE SURVEY RESPONSES, A TOP PRIORITY NOTED WAS TO PRESERVE RURAL CHARACTER AS MUCH AS POSSIBLE.

WOULD IT BE POSSIBLE TO GO TO THE VERY FIRST, UM, MAP THAT WAS SHOWN? YES.

OUR DENSITY IS 0.38 FAMILIES PER ACRE.

IN SUMMARY, I DO NOT BELIEVE YOU COULD FIND ONE PERSON HERE TODAY, WITH THE EXCEPTION OF THE DEVELOPER SAYING THAT THEY CAN'T WAIT.

BUT THAT'S ALL WE HAVE TO GO ON IS OUR PLAN, NOT OUR REACTION.

AND OUR INFRASTRUCTURE WILL ALWAYS TRAIL OUR DEVELOPMENT BECAUSE THAT'S OUR ECONOMIC STRUCTURE.

AND SO WE'RE ALWAYS GONNA BE FACED WITH THAT.

WE DO NOT DO GEO BONDS APPARENTLY AND PAY FOR THINGS IN ADVANCE.

YOU WILL NOT, YOU ON THE EAST SIDE WILL NOT GET THE BENEFITS BECAUSE THERE WON'T BE ANYBODY THERE TO GIVE YOU THE BENEFITS.

UM, AND THAT'S WHY, UH, HISTORICALLY, YES, IT'S, IT'S, IT'S SEEMS BACKWARDS, BUT THE RETAIL'S NOT GONNA COME UNTIL THERE'S HOUSES.

AND WHAT STAFF DOES IS WHEN WE SEE TRAFFIC START TO INCREASE, WHAT ARE SOME OF THE WORKAROUNDS WE CAN POSSIBLY DO, BUT IF WE DON'T HAVE PLANS IN PLACE OR THINGS TO GO TO HELP PUSH THAT IT WON'T GET DONE.

SO I UNDERSTAND, UM, EVERYONE'S CONCERNS, BUT THE EAST SIDE OF EDMOND WITH THE 2050 PLAN, THAT'S WHAT THAT PLAN LOOKED AT, IS HOW TO GET MORE DENSITY IN CERTAIN AREAS SO THAT FINANCIALLY THIS CITY CAN SURVIVE.

UH, THAT'S, THAT'S ALL I HAVE.

JUST ANOTHER NOTE ON WHAT YOU WERE SAYING, MAYOR.

UM, I WISH IT WERE DIFFERENT, BUT UNFORTUNATELY, UNTIL YOU HAVE THE DENSITY, YOU CAN'T UP HAVE THE FINANCES TO UPGRADE THE INFRASTRUCTURE.

UM, IT WOULD BE FANTASTIC IF THAT MONEY WAS THERE TO DO THAT, BUT JUST MAINTAINING THE INFRASTRUCTURE WE HAVE IS WHAT IT IS.

AND, UM, IF WE COULD GO OUT TO THE WHOLE EAST SIDE OF EDMOND AND PUT UTILITIES AND WATER AND SEWAGE AND WIDEN THE ROADS BY WHERE THERE POSSIBLY COULD BE A SCHOOL, UM, THAT WOULD BE EVERYBODY'S.

IN A PERFECT WORLD, UM, I, I LIVE IN AN AREA WHERE I, I DIDN'T THINK THERE WOULD BE DEVELOPMENT AROUND ME EVER, WHICH WAS NAIVE OF ME.

UM, WOULD I HAVE LOVED IT TO STAY THAT WAY? THAT'S HOW I GREW UP.

I GREW UP UP IN EDMOND WITH LAND ALL AROUND US.

UM, WHEN WE BOUGHT THE HOUSE, I WAS NOT SHOCKED THAT THE PLAT, UH, OUR, OUR TITLE, UH, INFO CONTAINED THIS LANGUAGE JUST KNOWING WHAT I KNOW ABOUT THE HISTORY OF AMERICA, HISTORY OF OKLAHOMA, HISTORY OF EDMOND, UM, AND DOING TITLE WORK BEFORE.

BUT, UH, IN MY, UH, IN OUR STUDY, WE HAVE THE, THE FIRST PAGE OF THE PLAT, WHICH IS THE MAP, UH, FRAMED.

AND, YOU KNOW, WHAT A GREAT HISTORIC ARTIFACT THAT IS SOMETHING THAT WE WILL SHARE WITH OUR SON.

HE'S ALREADY VERY AWARE OF HOW OLD OUR HOUSE IS, AND HE THINKS THAT'S CRAZY THAT A HOUSE COULD STAND THAT LONG.

UM, BUT KNOWING THAT THAT LAST PAGE OF THE LAST PAGE OF THE PLAT CONTAINS LANGUAGE ON THERE, THAT'S JUST SUCH A STAIN ON A GREAT PIECE OF HERITAGE FOR OUR FAMILY.

SO WE CAN'T RIGHT THE WRONGS THAT WERE DONE IN THE PAST, UH, BUT WE CAN CERTAINLY ACKNOWLEDGE THEM, UM, AND ENSURE THAT THEY'RE NOT PERPETUATED IN THE FUTURE.

AND THIS IS A SMALL PART IN THAT STEP.

UM, SO I KNOW YOU HAVE TO MAKE MUCH WEIGHTER DECISIONS THAN THIS, AND I CAN'T IMAGINE THAT ANYONE HAS SHOWN UP TO SPEAK IN OPPOSITION.

UM, THEY STEPPED UP.

THEY DIDN'T STEP UP RIGHT WHEN IT HAPPENED.

THEY STEPPED UP A WEEK BEFOREHAND AND STARTED PREPARING.

UM, LIKE WE TALKED ABOUT EARLIER, YOU, YOU DON'T, YOU DON'T REACT TO A SITUATION ON THE DAY OF THE SITUATION.
