UM, YEAH, THE APPLICANT IS REQUESTING APPROVAL OF A SITE PLAN FOR THE INTEGRIS MEDICAL OFFICE BUILDING.

THE SITE IS APPROXIMATELY 4.4 ACRES AND IS LOCATED ON THE SOUTH SIDE OF INTEGRIS PARKWAY, EAST OF I 35.

YOU CAN SEE THAT LOCATION HERE ON THE MAP.

THE SUBJECT PROPERTY IS ZONED E ONE PUD, AND IS LOCATED ALSO IN THE I 35 CORRIDOR DISTRICT.

THE SITE PLAN INCLUDES, UM, SEVERAL KEY DETAILS FOR THE 58,000 SQUARE FOOT OFFICE BUILDING.

ACCESS WILL BE PROVIDED WITH TWO DRIVEWAYS ONTO INTEGRIS PARKWAY.

THE BUILDING ITSELF WILL BE BETWEEN, UH, 50 AND 59 FEET TALL AND IS DESIGNED TO CONTRIBUTE TO THE OTHER BUILDINGS ON CAMPUS.

IN TERMS OF ARCHITECTURAL STYLE, A VARIANCE HAS BEEN REQUESTED TO EMIT THE REQUIRED SIDEWALKS ALONG INTEGRIS PARKWAY.

STAFF HAS NO OBJECTION TO THIS VARIANCE REQUEST, SINCE PEDESTRIAN CONNECTIVITY IS HANDLED INTERNALLY THROUGH THE CAMPUS AND THERE ARE NO SIDEWALKS ALONG THE STREET.

A VARIANCE HAS ALSO BEEN REQUESTED TO ALLOW FOR FEE IN LIEU OF STORMWATER DETENTION.

THIS VARIANCE WAS RECOMMENDED FOR APPROVAL BY THE STORMWATER DRAINAGE ADVISORY BOARD IN DECEMBER, 2024.

UM, AS YOU MAY BE AWARE, THE CITY OF EDMOND IS, UH, PURSUING A, WHAT WE'RE REFERRING TO AS A RESILIENCY ACTION PLAN.

UM, I'M PRESENTING ON BEHALF OF PHIL JONES, OUR, UH, SUSTAINABILITY, UM, PLANNER HERE IN THE PLANNING DEPARTMENT.

UM, YOU RECALL, UH, THIS, THIS, UH, PROJECT GOT STARTED, UH, LAST SUMMER IS FUNDED WITH A A GRANT AND, UM, HAS BEEN ABOUT A YEAR LONG PROCESS WORKING WITH, UH, LOTUS ENGINEERING AND SUSTAINABILITY.

UM, THEY, THEY DO PLANS OF THIS NATURE, UM, IN COMMUNITIES ALL OVER THE COUNTRY, AND WE'RE, WE'RE HAPPY TO BE WORKING WITH THEM ON THIS.

UM, SO WHAT I'M GONNA COVER TONIGHT, I'M GONNA GIVE A QUICK, UH, OVERVIEW OF THE PROJECT JUST TO REVIEW THAT WITH YOU GUYS.

UM, WE'LL, UH, PREVIEW THE DASHBOARD.

THIS IS, THIS PLAN IS, UM, EXISTS DIGITALLY ON THE, ON A, ON A CITY, ON A WEBSITE, OR ON THE CITY'S WEBSITE IN DASHBOARD FORM.

SO THERE'S NOT A, YOU KNOW, THERE'S NOT A DOCUMENT PER SE.

UM, LIKE WITH A MORE TRADITIONAL PLAN, WE'LL TALK A LITTLE BIT ABOUT HOW WE MAINTAIN AND KEEP THE PLAN UPDATED, AND THEN WE'LL TALK ABOUT IMMEDIATE NEXT STEPS.

UM, OF COURSE THERE WAS A LOT OF STAFF, UH, FOCUS GROUP CONTRIBUTING TO THIS PROJECT.

WE DID, UH, WE HAD SEVERAL INTERVIEWS WITH EXTERNAL STAKEHOLDERS SUCH AS, UM, ACOG OR UCO.

UH, THE CONSULTANT TEAM WAS HERE LAST FALL TO PRESENT TO COUNCIL, KIND OF A MIDPOINT CHECK IN, GET THEIR FEEDBACK ON WHERE THEY, HOW THEY THOUGHT THE THE PLAN WAS GOING, AND SOME OF THE KEY COMPONENTS THAT THEY WOULD LIKE TO SEE IN THERE.

UM, THE PLAN INCLUDES, UM, IT'S FOCUSED ON OPERATIONS, SO, UM, UM, AND SHOWING HOW THE CITY MIGHT TAKE A COORDINATED APPROACH TO RESILIENCY.

AND THEN THE DASHBOARD COMPONENT THAT IS A, UH, IT'S DESIGNED TO BE TRANSPARENT AND DYNAMIC, EASY TO KEEP UP TO DATE.

SO THE, SOMETIMES WE TALK ABOUT RESILIENCY.

THE, THE FIRST THING THAT JUMPS TO MIND IS LIKE ENVIRONMENTAL SUSTAINABILITY.

THIS PLAN INCLUDES OTHER THINGS RELATED TO, UH, FISCAL SUSTAINABILITY AS WELL.

SO REDUCED OPERATING COSTS OVER TIME.

UM, HOW TO ATTRACT ADDITIONAL REVENUE SOURCES IN TERMS OF INVESTMENT, UM, ECONOMIC GROWTH, UM, TOURISM.

AND THEN OF COURSE, UM, ENHANCING PUBLIC HEALTH.

OVERALL GOAL OF THE PLAN IS TO BUILD A STABLE, RESILIENT, HEALTHY COMMUNITY FOR GENERATIONS TO COME.

WOULDN'T BE ANY KIND OF PLANNING PROJECT IF IT DIDN'T HAVE A NICE GOAL TO GO WITH IT.

UH, LOTUS, UM, LIKES TO FOLD THESE TYPES OF, UM, FEATURES OR CHARACTERISTICS INTO THE PLANNING DOCUMENTS THAT THEY, OR THESE TYPES OF PLANS THEY PRODUCE FOR, UH, COMMUNITIES, UM, THAT FOCUS ON MAKING SURE

THAT THEY'RE UNIQUE TO THE COMMUNITY THEY'RE WORKING IN.

RECOGNIZE ANY LIMITATIONS AND ASSETS THAT THAT COMMUNITY HAS TO BRING, BRING TO BEAR, UH, WANT THE DATA TO BE, UH, ROBUST AND DEFENSIBLE.

IDENTIFIES FUNDING SOURCES OR POTENTIAL FUNDING SOURCES OR FUNDING PRIORITIES BUILDS OFF OF OTHER INITIATIVE PLANS AND LESSONS LEARNED.

UM, I MENTIONED THE BUILDING BLOCKS.

HERE ARE SOME OF THE KEY ONES, UM, THAT WERE FOLDED INTO THE RESILIENCY PLAN.

SO WE'VE GOT THE GREEN INFRASTRUCTURE REPORT.

IF YOU'VE BEEN AROUND FOR A WHILE, YOU MIGHT REMEMBER THAT I BELIEVE THAT EFFORT WAS, UH, COMPLETED IN 2012.

OF COURSE, THE CITY'S COMPREHENSIVE PLAN, UM, RECENTLY ADOPTED, UH, EDMUND SHIFT, OUR LONG RANGE MOBILITY PLAN.

AND THEN, UM, WE CONTINUE TO WORK ON, UH, LOW IMPACT DEVELOPMENT COMPONENTS, INCLUDING A MAN, A TECHNICAL MANUAL.

AND SO THEY WERE ABLE TO ENGAGE WITH, UH, THE LOTUS TEAM WAS ENABLED, WAS ABLE TO ENGAGE WITH OUR, UH, OUR ENGINEERING TEAM THAT'S WORKING ON THAT AS WELL.

SO, NICE TO SEE THOSE THINGS, UM, COMING TOGETHER.

UM, THIS, THIS STUDY WAS WORTHY OF ITS OWN, UH, SLIDE WE FELT AS WE WORKED OUR WAY THROUGH THIS.

UM, ACOG IS OUR REGIONAL, UM, MPO METROPOLITAN PLANNING ORGANIZATION, AND THEY TAKE CARE OF OUR, UM, AIR QUALITY INFORMATION AS IT PERTAINS TO OUR REGION UNDER THE CLEAN AIR ACT.

UM, THEY RECENTLY DID A NON-ATTAINMENT STUDY.

SO NON-ATTAINMENT MEANS YOU'D, YOUR, YOUR REGION WOULD NO LONGER BE IN COMPLIANCE WITH AIR QUALITY, UH, LIMITATIONS SET BY THE CLEAN AIR ACT.

UM, AND THERE'S SIGNIFICANT COST IF YOUR, IF YOUR COMMUNITY'S DESIGNATED NON-ATTAINMENT, THERE'S SIGNIFICANT COST TO START TO, UH, RECTIFY THAT SITUATION.

SO THERE'S, UM, AN ECONOMIC COMPONENT FOLDED INTO THIS PLAN THAT WOULD BE, UM, NOT A, NOT A COST NECESSARILY, BUT A COST AVOIDANCE.

SO GOOD TO SEE THAT FOLDED IN AS WELL.

COUPLE OF MAIN QUESTIONS.

OF COURSE, THIS IS A KIND OF AN INTERNAL LOOKING, UH, PLAN.

SO IT TALKS ABOUT WHAT, WHAT ACTIONS THE CITY CAN TAKE IN TERMS OF OUR FACILITIES AND OPERATIONS, AND THEN CAN WE ENHANCE EXISTING PROGRAMS AND, UM, AND SERVICES IN A MORE RESILIENT WAY.

PLAN INCLUDES SIX, UH, SIX SECTORS.

I'M NOT GONNA READ 'EM ALL HERE, BUT THEY'RE, THEY'RE WHAT YOU WOULD EXPECT, YOU KNOW, LIKES TO SEE THE LAND USE AND IRMA DESIGN FOLDED IN WASTE REDUCTION AND DIVERSION.

UM, ECONOMIC DEVELOPMENT AND OUTREACH.

UM, COUPLE OF KEY ONES THAT WE'RE INTERESTED IN.

SO THE STRUCTURE OF THE PLAN AND THE, I'LL FLIP THROUGH THE, WE'VE GOT SOME SCREENSHOTS OF THE DASHBOARD THAT I'LL SHOW THAT, UM, THAT'LL SHOW HOW ALL THIS WORKS TOGETHER.

BUT BASICALLY, UM, THE STRUCTURE IS THE GOAL THAT WE REVIEWED EARLIER.

AND THEN UNDER THAT, THERE'S A, THERE'S A GOAL FOR EACH SECTOR AND THEN, UM, KIND OF A CURRENT STATE OF THAT SECTOR HERE FOR CITY OF EDMOND.

AND THEN WHAT THIS PLAN REFERS TO AS STRATEGY, I BELIEVE THERE'S 120 OR SO OF THOSE STRATEGIES, AND THAT'S A, THERE'S A DRAFT, UM, LAYOUT OF THOSE IN YOUR PACKET.

UM, BUT THEY FALL INTO THESE THREE BUCKETS.

SO THINGS WE WOULD ADOPT, SO THAT WOULD BE, UM, MAYBE RULES OR REGULATIONS, AND THEN ACTIONS THAT WE CAN, THAT WE CAN TAKE.

AND THEN, UM, A ADVOCATE.

SO IF THERE'S THINGS WE NEED TO ADVOCATE FOR IN TERMS OF, UM, WORKING WITH THE NPO OR THE, OR THE STATE.

AND THEN, UH, THE DASHBOARD ALSO GIVES US A WAY TO, UH, SHARE METRICS FOR EACH OF THESE STRATEGIES SO WE CAN TELL, UM, IF WE'RE ON THE RIGHT PATH.

UM, AIR QUALITY AND TRANSPORTATION.

SO I KIND OF REFERENCED THE, THE NON-ATTAINMENT STUDY.

SO OF COURSE THIS SECTION IS IMPORTANT.

UM, TRANSPORTATION'S ONE OF THE KEY SOURCES OF, UH, CONCERNS OF AIR QUALITY.

UH, THERE'S A ITEM IN HERE TO WORK WITH OKLAHOMA CITY TO DECREASE THE AMOUNT OF WASTE, UH, MOVING INTO ARCADIA LAKE.

UH, WE ARE GONNA INCLUDE OUR GREENHOUSE GAS EMISSIONS INVENTORY, UM, WHICH IS NOT A, A SECTOR NECESSARILY OF THE PLANT ITSELF, BUT THIS IS SOMETHING THAT WE, UM, WE UPDATE EVERY FIVE YEARS TO SEE WHERE WE'RE AT IN TERMS OF, OF, OF THIS, UM, THIS COMPONENT.

SO THE DASHBOARD, UM, IS PRETTY EASY TO UPDATE.

IT'S DESIGNED SO THAT STAFF CAN JUST UPDATE THIS ON OUR OWN SO WE CAN, YOU KNOW, MAKE MODIFICATIONS TO THE STRATEGIES AND OF COURSE, KEEP THE DATA UP TO DATE.

AND, UM, IT, IT'S CONNECTED TO JUST OUR, OUR REGULAR SPREADSHEET.

AND SO AS NEW DATA BECOMES AVAILABLE, UM, YOU WOULD EXPECT THAT THAT, UM, THOSE METRICS WOULD BE KEPT UP TO DATE, UM, BASICALLY IN REAL TIME.

I KNOW ENGINEERING IS, UH, LEADING AN EFFORT TO UPDATE THE, ALL THE STANDARDS AND SPECIFICATIONS OF THE ENGINEERING CRITERIA MANUAL.

SO CERTAINLY, UM, THOSE ARE, THOSE ARE THINGS THAT ARE ALREADY FUNDED THAT WILL MAKE A BIG DIFFERENCE IN, IN TERMS OF, UM, UH, OPERATING COSTS OVER TIME.
