THE ZONING WAS ORIGINALLY APPROVED.

THE PUD THAT WE HAVE HERE WAS ORIGINALLY APPROVED IN SEPTEMBER, 2023, APPROXIMATELY 20,000 SQUARE SQUARE FOOT.

SUBJECT PROPERTY IS LOCATED AT THE SOUTHEAST CORNER OF KELLY AND WEST FIRST STREET.

NEARBY.

ZONING AND LAND USE INCLUDE A SINGLE FAMILY DEVELOPED WITH RESIDENTIAL STRUCTURES TO THE NORTHEAST AND SOUTH WEST.

ACROSS KELLY IS A MIXED USE PUD THAT INCLUDES THE EXISTING CAR WASH.

THE AMENDMENT TO THE PUD STATEMENT ADDS RESTAURANT INCLUDING DRIVE THROUGH, DRIVE IN AS AN ALLOWED USE.

NO OTHER MODIFICATIONS ARE BEING REQUESTED.

THE EDMUND PLAN 2018 DESIGNATES THE AREA URBAN NEIGHBORHOOD SINGLE TO AND LOW DENSITY MULTIFAMILY DISTRICTS, AS WELL AS INTEGRATED AND SUPPORTIVE COMMERCIAL OR MIXED USES ARE ALL APPROPRIATE IN THIS CATEGORY.

THE CATEGORY IS DESIGNED TO FUNCTION AS A TRANSITION FROM MORE INTENSE DOWNTOWN AREAS TO LESS INTENSE SUBURBAN AREAS.

DEVELOPMENT IN THIS CATEGORY SHOULD SUPPORT ACTIVE MOBILITY AND WALKABILITY.

YOU PROBABLY SAW IT IN THE MEMO WHERE WHEN THE PD WAS APPROVED, IT REFERENCED THE DRD, WHICH INCLUDED DRIVE THROUGH, AND THEN THERE WAS A MODIFICATION TO THE DRD DEFINITIONS 90 DAYS LATER THAT TOOK OUT DRIVE THROUGH.

SO WE WERE JUST KIND OF DOING SOME CLEANUP AND THE STAFF IS VERY HELPFUL TO DO IT AS EFFICIENTLY AS POSSIBLE.

ANY QUESTIONS OF THE APPLICANT FROM THE COMMISSIONERS? YEAH, I'D LIKE A, A LITTLE BIT OF CLARIFICATION ON EXHIBIT B IN THE P UH, I KNOW HE'S ASKING FOR A RESTAURANT AND A DRIVE THROUGH, BUT, UH, IT LOOKS LIKE IN THIS SCHEMATIC THAT THERE IS NO DRIVE THROUGH.

IS THAT CORRECT? IT LOOKS LIKE THERE'S, YOU WOULD HAVE TO HOP THE CURB, HIT A BUSH, AND THEN HIT A, UH, DUMPSTER TO BE ABLE TO HAVE A DRIVE THROUGH IN THE BACK, OR IT WOULD CERTAINLY BE ENTERTAINING.

UM, BUT, UH, YEAH, SO AS YOU KNOW, ON OUR EXHIBITS, THEY'RE FOR ILLUSTRATION PURPOSES ONLY, SUBJECT TO MARKET CONDITIONS.

KNOWN AS THE EDMOND PLAN.

MR. RYAN'S PRESENTING.

UM, YEAH, HANNAH NOLAN, OUR SENIOR LONG RANGE PLANNER, HAS BEEN DOING ALL THE WORK ON THIS, AND SO SHE'S GOING TO, UH, GIVE THIS PRESENTATION.

YEAH, THANK YOU.

I APPRECIATE YOU LETTING ME SIT DOWN HERE.

I HAD KNEE SURGERY LAST MONTH, SO I CAN'T STAND THAT LONG.

UM, AS YOU SAID, I'M HANNAH NOLAN, UH, PLANNING DEPARTMENT, AND I'M HERE TO TALK ABOUT THE COMP PLAN UPDATES.

SO HERE'S A QUICK AGENDA FOR THE PRESENTATION.

UM, GIVE A BRIEF INTRODUCTION ON THE CURRENT COMPREHENSIVE PLAN.

UM, I'LL GET, I'LL TALK ABOUT WHY WE ARE UPDATING THE PLAN AND WHAT IS CHANGING, AND THEN I'LL GO THROUGH THE FOUR MAIN AREAS, UM, THAT ARE EXPERIENCING CHANGE, AND THAT'S HOUSING, MOBILITY, URBAN FORESTRY, AND THEN IMPLEMENTATION.

AND THEN I'LL LEAVE WITH NEXT STEPS.

AND A QUICK NOTE IS THAT I INTEND TO COME BACK TO THE JUNE 3RD MEETING TO UPDATE YOU ON CHANGES THAT HAVE BEEN MADE, UM, AND GIVE YOU A DRAFT DOCUMENT AT THAT TIME, AND THEN ASK FOR RECOMMENDED APPROVAL.

SO, UH, EDMOND'S COMP PLAN IS A POLICY DOCUMENT FOR HOW THE CITY SHOULD GROW AND DEVELOP OVER THE LONG TERM.

THE COMPREHENSIVE PLAN IS MADE UP OF THREE MAIN COMPONENTS.

IT'S DOCUMENTING A DESIRED FUTURE VISION FOR THE COMMUNITY.

IT'S EXAMINING CURRENT ISSUES AND TRENDS THAT WILL LIKELY INFLUENCE THE COMMUNITY IN THE FUTURE, AND THEN LISTENING AND PRIORITIZE, LISTENING AND PRIORITIZING THE POLICIES, TOOLS, ACTIONS, AND RECOMMENDATIONS THAT WILL HELP US OVERCOME OUR CHALLENGES, UM, TO SEE THE VISION IS ACHIEVED.

UH, THE FRAMEWORK OF THE COMPREHENSIVE PLAN STARTS WITH THE VISION STATEMENT, UM, AND THE VISION STATEMENT'S UP THERE FOR YOU.

EDMOND WILL BE A DIVERSE AND INNOVATIVE HOMETOWN COMMITTED TO EXCELLENCE THROUGH LEADERSHIP, BALANCED GROWTH, AND COOPERATION.

THESE STANDARDS WILL ONLY BE ACCOMPLISHED BY CITIZEN PARTICIPATION.

THE NEXT LEVEL DOWN ARE THE PLAN GOALS.

THESE PROVIDE DIRECTION FOR HOW WE WILL GO ABOUT ACHIEVING THAT VISION.

UM, AND THE PLAN GOALS IN OUR COMPREHENSIVE PLAN ARE LISTED AT THE END OF EACH SUBJECT AREA CHAPTER.

THE MOST DETAILED LEVEL IS OUR ACTION ITEMS. THESE ARE SPECIFIC PROJECTS, PROGRAMS, POLICIES AND REGULATIONS THAT SERVED AS TOOLS TO IMPLEMENT THE PLAN.

THEY, UM, WE REFER TO THESE AS OUR ACTIONS AND RECOMMENDATIONS.

YOU'LL HEAR ME SAY THAT A LOT.

UM, THEY USED TO BE SCATTERED THROUGHOUT THE DOCUMENT, BUT SINCE THE PREVIOUS PLAN UPDATE, THEY'RE ALL LISTED IN THE IMPLEMENTATION CHAPTER, WHICH I BELIEVE IS IN YOUR PACKETS.

THE CURRENT ADMIN COMPREHENSIVE PLAN IS CALLED ADMIN PLAN 2018.

THE PLAN WAS AN UPDATE TO THE PREVIOUS COMPREHENSIVE PLAN CALLED PLAN FOUR, WHICH WAS ADOPTED IN 2007.

UH, THE BIGGEST CHANGE THAT OCCURRED WITH THE 2018 PLAN WAS TO THE LAND USE SECTION.

THE PLAN INCLUDES FIVE MAIN SUBJECT AREAS.

THERE'S LAND USE, TRANSPORTATION, UTILITIES, ECONOMIC DEVELOPMENT, AND PARKS AND RECREATION.

EACH OF THOSE HAS ITS OWN CHAPTER, AND EACH CHAPTER INCLUDES AT LEAST THE FOLLOWING INFORMATION, UH, SUBJECT OVERVIEW, CURRENT CONDITIONS AND TRENDS, THE GOALS ASSOCIATED WITH THAT TOPIC AREA, LIKE I MENTIONED.

SO THERE ARE LAND USE GOALS, PARKS AND RECREATION GOALS.

AND THEN AT THE END OF THE PLAN IS A LIST OF ALL OF THE ACTIONS AND RECOMMENDATIONS.

SO THAT'S THE CURRENT COMPREHENSIVE PLAN.

UH, SINCE THE ADMIN PLAN 2018 WAS ADOPTED IN MARCH OF 2019, AND SINCE THE PLAN WAS ADOPTED, UH, THERE HAVE BEEN SEVEN AMENDMENTS.

THE MOST SUBSTANTIAL OCCURRED IN JUNE OF 2022.

AND THAT WAS TO INCORPORATE THE EAST EDMOND 2050 PLAN AND SAW THE ADDITION OF SEVERAL NEW PLAN CATEGORIES.

SINCE THAT UPDATE, EDMOND HAS COMPLETED THREE MAJOR STUDIES THAT NOW NEED TO BE INCORPORATED INTO THE CITY'S COMPREHENSIVE PLAN.

SO WE HAD EDMOND SHIFT THE LONG RANGE MOBILITY PLAN, WHICH WAS APPROVED IN OCTOBER OF 2022.

THE EDMOND HOUSING ASSESSMENT WAS ACCEPTED IN AUGUST OF 23.

AND THEN THE FORCE COMPOSITION AND ECOSYSTEM ANALYSIS WAS COMPLETED IN SEPTEMBER OF 23.

AND SO WE'RE HOPING TO HAVE THIS UPDATE, UM, OF THE COMP PLAN COMPLETED BY JULY.

SO THERE ARE OCCASIONS, OBVIOUSLY, UM, WHEN WE NEED TO AMEND THE COMP PLAN.

UH, WE DO LOOK AT IT EVERY YEAR JUST TO MONITOR AND TRACK OUR PROGRESS AND MAKE ANY NECESSARY UPDATES TO POLICIES OR ACTIONS.

UH, WE'VE HAD SEVERAL AMENDMENTS, LIKE I MENTIONED BEFORE, RELATED TO NEW DEVELOPMENT APPLICATIONS.

UM, SO THAT MIGHT HAVE BEEN CLARIFYING LANGUAGE OR EVEN CHANGING, UM, WHICH PLAN CATEGORY, UM, SOMETHING WAS.

AND THEN WE'LL MAKE MODIFICATIONS IN ORDER TO KEEP THE PLAN CURRENT.

SO, AS I MENTIONED, WHEN THE EASTMOND 2050 PLAN WAS COMPLETED, WE HAD TO AMEND THE COMPREHENSIVE PLAN TO INCLUDE INITIATIVES AND THE NEW PLAN CATEGORIES.

SO WHILE I'M INTRODUCING THIS UPDATE, I THOUGHT IT WOULD BE GOOD TO TELL YOU ABOUT WHAT IS NOT CHANGING WITH THE COMPREHENSIVE PLAN AND WHAT IS, UM, SO HERE'S THE TABLE OF CONTENTS OF THE UPDATED PLAN.

THE ONES IN BOLD ARE THE ONES THAT ARE BASICALLY ON TOUCH.

THEY'RE STAYING THE SAME.

SO, UM, THAT'S THE FIRST TWO CHAPTERS.

INTRODUCTION AND BACKGROUND INFORMATION, THE VISION CHAPTER, UM, WHICH PULLS IN LANGUAGE FROM TOMORROW'S EDMOND FROM THE MID NINETIES, WHICH IS STILL RELEVANT TODAY.

SO THAT'S UNCHANGED.

UM, ECONOMIC DEVELOPMENT AND PARKS AND RECREATION CHAPTERS, UM, REMAIN THE SAME.

AND LAST, AND PROBABLY MOST RELEVANT TO ALL OF YOU IS THAT THE LAND USE CHAPTER DID NOT CHANGE.

SO, UM, THAT MEANS THAT WE DID NOT MAKE ANY CHANGE TO THE PLAN CATEGORIES OR THE MAP.

YEP.

SO WHAT HAS CHANGED, AS I MENTIONED, IT'S HOUSING MOBILITY, THE, UH, UTILITIES CHAPTER AND THE IMPLEMENTATION CHAPTER.

AND I'LL GO THROUGH EACH OF THOSE AS BRIEFLY AS I CAN.

SO THE ADMIN HOUSING ASSESSMENT, UH, WAS COMPLETED IN 2023, AND IT STUDIED OUR HOUSING LANDSCAPE, INCLUDING CHALLENGES, OPPORTUNITIES, STRATEGIES, AND POLICIES.

UM, ACCORDING TO THE ASSESSMENT, EDMOND NEEDS TO ADD ALMOST 9,000 HOUSING UNITS OVER THE NEXT DECADE TO CATCH UP WITH DEMAND.

AND IT ALSO FOUND THAT ALMOST 75% OF EDMOND'S WORKFORCE LIVES OUTSIDE OF CITY LIMITS AND COMMUTES IN EACH DAY.

THE ASSESSMENT IDENTIFIED FOUR STRATEGY AREAS TO IMPROVE HOUSING AND EDMOND.

UH, IT'S REDUCED BARRIERS TO EXPANDING PRODUCTION OF ALL HOUSING TYPES, DIVERSIFY HOUSING TYPES AND PRICE POINTS, FACILITATE THE IMPROVEMENT OF OLDER HOUSING AND SUPPORT EMPLOYERS, THE ECONOMY AND WORKERS THROUGH WORKFORCE HOUSING.

SO THIS IS A BRAND NEW CHAPTER THAT IS NOW IN THE COMPREHENSIVE PLAN AND INCLUDES SECTION SUMMARIZING THE RESULTS OF THE ASSESSMENT, INCLUDING KEY HOUSING TRENDS, CURRENT CONDITIONS, HOUSING DEMAND AND AFFORDABILITY GAPS IN EDMOND.

AND THEN PRIORITY RECOMMENDATIONS.

UM, AS I MENTIONED EARLIER, EACH SUBJECT AREA CHAPTER HAS ITS OWN GOALS LISTED AT THE END OF THE CHAPTER.

SO WE HAVE FOUR HOUSING GOALS.

UM, THEY'RE DEVELOPED BASED ON THE HOUSING ASSESSMENT, AND, UH, WE WORK CLOSELY WITH OUR HOUSING AND COMMUNITY RESOURCES DEPARTMENT.

UM, I WON'T READ 'EM, BUT THE FOUR GOALS ARE FOCUSED ON ENSURING THE AVAILABILITY OF HOUSING STOCK IN EDMOND INCLUDES A VARIETY OF HOUSING TYPES, DIVERSE AND AFFORDABLE OPTIONS, AND WORKFORCE HOUSING OPPORTUNITIES.

SO NOW THESE ARE THE HOUSING ACTIONS AND RECOMMENDATIONS THAT WILL HELP US TO REACH THOSE GOALS.

UM, AGAIN, I WON'T READ THOSE, BUT YOU HAVE THEM IN YOUR PACKET BECAUSE THEY'RE IN THE PRESENTATION.

THEY'RE ALSO IN THE IMPLEMENTATION CHAPTER.

UM, OVERALL THERE ARE SEVEN HOUSING ACTIONS AND RECOMMENDATIONS TWO WERE EXISTING.

WE HAD THEM IN THE LAST PLAN, SO THEY'RE NOT UP HERE, BUT THEY'RE IN YOUR PACKET.

UM, AND SO THESE ARE THE FIVE NEW ONES.

THEY INCLUDE, UM, ITEMS SUCH AS CONTINUING TO SUPPORT HOME BUYER, ASSISTANT HOME REHABILITATION, WEATHERIZATION CODE ENFORCEMENT PROGRAMS, UH, UPDATING THE ZONING CODE TO ALLOW MORE HOUSING TYPES BY RIGHT AND WORKING TO PROVIDE MORE HOUSING RESOURCES AND IMPROVE PROGRAM MANAGEMENT.

SO THAT WAS THE HOUSING CHAPTER.

UM, MOVE ON TO MOBILITY ADOPTED IN 2022, EDMOND SHIFT REINFORCED COMMUNITY DESIRE FOR SAFE, CONVENIENT, AND MULTIMODAL ACCESS.

SO THERE'S A HEAVY SAFETY COMPONENT IN THE PLAN IN EDMOND SHIFT THAT IS REFLECTED IN THE COMPREHENSIVE PLAN UPDATE.

ANOTHER OUTPUT OF EDMOND SHIFT IS TO PRIORITIZE LIST OF MOBILITY PROJECTS THAT WE PULL FROM WHENEVER WE HAVE FUNDING OPPORTUNITIES.

PREVIOUSLY, THE COMPREHENSIVE PLAN HAD FIVE GOALS RELATED TO MOBILITY.

UM, WE REPLACED THOSE FIVE GOALS IN FAVOR OF THESE SEVEN GOALS.

UM, THE IMAGE THERE SHOWS, UH, SCREENSHOT FROM ADMIN SHIFT PLAN, SO WE JUST TOOK THOSE SAME GOALS AND ROLLING 'EM INTO THE COMPREHENSIVE PLAN.

UM, THEY REPRESENT HOW THE CITY SHOULD GO ABOUT ACHIEVING OUR VISION OF CREATING AND MAINTAINING A MULTIMODAL NETWORK THAT IS CONVENIENT AND SAFE FOR EVERYONE.

THE GOALS FOCUS ON CREATING A WELL CONNECTED, SAFE, FUNCTIONAL, AND ACCESSIBLE MOBILITY NETWORK.

PREVIOUSLY IN THE LAST PLAN, THERE WAS ONLY A HANDFUL OF ACTION RECOMMENDATIONS RELATED TO MOBILITY OR TRANSPORTATION.

UM, I BELIEVE THERE ARE MAYBE FOUR NOW.

SO ONE EXAMPLE IS ADDRESSING UNSAFE LEFT TURNS, UM, ALONG UNDIVIDED ROADWAYS.

UH, THE ACTIONS HERE FOCUS ON IMPROVING THE CITY'S BICYCLE NETWORK BY ENHANCING FACILITIES CONNECTIONS AND WAY FINDING AND MAKING UPDATES TO OUR DEVELOPMENT CODE AND ENGINEERING STANDARD SPECIFICATIONS AND DETAILS TO ADDRESS RIGHT AWAY REQUIREMENTS FUNCTIONAL CLASSIFICATION OF ROADS AND ACCESS MANAGEMENT.

SO LAST MOBILITY SLIDE, UM, INCLUDES ACTIONS RELATED TO THE NEED FOR AN UPDATED ITS MASTER PLAN IN ENHANCING PUBLIC TRANSPORTATION IN EDMOND BY EXPANDING TRANSIT TECHNOLOGY AND COORDINATE, UM, CONTINUING TO COORDINATE WITH THE RTA, THE REGIONAL TRANSPORTATION AUTHORITY.

OKAY, SO THAT WAS MOBILITY TWO DOWN.

UH, THE FORCE COMPOSITION AND ECOSYSTEM ANALYSIS WAS COMPLETED IN 2023, AND IT ESTABLISHED A BASELINE FOR THE EXTENT AND FUNCTION OF THE EXISTING URBAN FOREST.

IT COMPARED 2023 CANOPY DATA TO LEVELS SEEN IN THE PAST, UM, WHICH IS, UH, THAT PURPLE SHOWS THE TREE CANOPY COVERAGE.

IT ALSO PROVIDED A RESOURCE TO GUIDE FUTURE FOREST MANAGEMENT EFFORTS BY IDENTIFYING SANDS OF FORESTED AREAS FOR CONSERVATION.

SO, UM, ONE OF THE OUTPUTS OF THAT PLAN OF THAT STUDY IS THE FOREST PRIORITY CLASSIFICATION MATRIX WAS, WHICH IS THAT MAP WITH THE RED THAT WILL BE USED TO HELP INFORM AREAS THAT SHOULD HAVE LIMITED DEVELOPMENT ACTIVITY, WHICH IS THE RED, AND THEN WHERE WE SHOULD TARGET TREE PLANTINGS.

SO WITH THE COMPREHENSIVE PLAN UPDATE, WE CONSOLIDATED ALL OF THE EXISTING URBAN FORESTRY GOALS AND MENTIONS INTO A RETITLE CHAPTER.

IT USED TO BE UTILITY, NOW IT'S UTILITIES AND NATURAL RESOURCES.

UM, WE INCLUDED A NEW GOAL FOR FORESTRIES, UM, FOCUSED ON PROMOTING, PRESERVING, AND ENHANCING OUR URBAN FOREST.

THERE ARE SIX TOTAL FORESTRY ACTIONS AND RECOMMENDATIONS TWO ARE EXISTING AND THEY'RE ALL IN YOUR PACKET.

TWO ARE EXISTING WITH NO CHANGES.

THE FIRST ONE UP THERE WAS EXISTING AND IT SAW QUITE A FEW CHANGES.

WE HAD TO MOVE SOME THINGS AROUND.

UH, WE WORKED CLOSE CLOSELY WITH OUR URBAN FORESTRY DEPARTMENT TO DEVELOP THESE, UM, AND INCLUDES, UM, UPDATING DEVELOPMENT CODES TO PROTECTS ECOLOGICALLY SENSITIVE AREAS, CONDUCTING A, A FULL INVENTORY OF PUBLIC TREES, AND THEN CREATING AN URBAN FOREST MASTER PLAN AS WELL AS AN URBAN FOREST MANAGEMENT PLAN.

ALRIGHT, SO SINCE WE MADE ALL THOSE UPDATES TO HOUSING MOBILITY AND URBAN FORESTRY, UM, AND WE ADDED NEW ACTION AND RECOMMENDATIONS, THAT MEANS WE ALSO HAD TO UPDATE OUR IMPLEMENTATION

WE ADDRESSED THIS RECENTLY WITH THE COMPLETION OF THE PAVEMENT CONDITION INDEX, UM, AND ASSESSMENT, UH, WHICH SHOWED OUR NETWORK SCORES, UM, IN TERMS OF OVERALL QUALITY OF OUR ROADS AND HOW MUCH IT'LL COST TO MAINTAIN THEM.
