THE FIRST ONE RECOGNIZES MAY 18TH THROUGH THE 24TH AS NATIONAL PUBLIC WORKS WEEK.

WE HAVE STAFF HERE.

WE, OH, COME ON DOWN HERE.

YOU CAN STAND IN FRONT OF THEM.

THEY'RE TALL.

THEY'RE TALL, SORRY.

WHEREAS PUBLIC WORKS PROFESSIONALS FOCUS ON INFRASTRUCTURE, FACILITIES AND SERVICES THAT ARE VITAL IMPORTANCE TO SUSTAINABLE AND RESILIENT COMMUNITIES AND TO PUBLIC HEALTH, HIGH QUALITY OF LIFE AND WELLBEING TO THE PEOPLE OF EDMOND, OKLAHOMA.

AND WHEREAS THESE INFRASTRUCTURE, FACILITIES, AND SERVICES COULD NOT BE PROVIDED WITHOUT THE DEDICATED EFFORTS OF PUBLIC WORKS PROFESSIONALS WHO ARE RESPONSIBLE FOR REBUILDING, IMPROVING, AND PROTECTING OUR COMMUNITY'S ROADWAYS, TRAFFIC SAFETY, PUBLIC BUILDINGS, WATER AND WASTEWATER DISTRIBUTION AND COLLECTION SYSTEMS, AND SOLID WASTE REMOVAL SERVICES, ALL OF WHICH ARE ESSENTIAL FOR OUR CITIZENS.

AND WHEREAS THE YEAR 2025 MARKS THE 65TH ANNUAL NATIONAL PUBLIC WORKS WEEK, SPONSORED BY THE AMERICAN PUBLIC WORKS ASSOCIATION, CANADIAN PUBLIC WORKS ASSOCIATION.

NOW, THEREFORE, I MARK A. NASH MAYOR OF THE CITY OF EDMOND, DO HEREBY PROCLAIM MAY 18TH THROUGH MAY 24TH, 2025 AS NATIONAL PUBLIC WORKS WEEK IN EDMOND, GIVEN UNDER MY HAND IN THE SEAL OF THE CITY OF EDMOND, THIS 12TH DAY OF MAY, 2025.

I'M GONNA SAY A FEW WORDS, HANG ON TO THAT.

OH, I GUESS THAT'S MY, YOU CAN TALK ALL ABOUT IT.

, THANK YOU MAYOR NASH, AND THANK YOU MEMBERS OF COUNCIL, UM, THE ON BEHALF OF THE 140 PLUS, UH, MEMBERS OF OUR PUBLIC WORKS TEAM, I'D LIKE TO THANK YOU FOR YOUR CONTINUED SUPPORT.

THANK YOU FOR THIS PROCLAMATION, AND WE REALLY APPRECIATE THE WORK THAT OUR FOLKS DO.

THESE ARE SOME OF OUR LEADERS HERE THAT HAVE JOINED ME TONIGHT.

UH, THEY WORK HARD, THEY'RE TALENTED.

UH, THEY SHOW UP EVERY DAY, AND A LOT OF THE THINGS THAT THEY DO GO UNSEEN.

UH, BUT WHEN YOU TURN THE, THE TAP ON, WHEN YOU GET UP IN THE MORNING, IF WATER DIDN'T COME OUT, WELL, YOU'RE GONNA CALL US BECAUSE THERE'S A PROBLEM.

SO, UM, WE WE'RE, WE'RE GOOD WITH THAT ROLE, AND WE ENJOY WORKING IN THE BACKGROUND, BUT WE, WE DO APPRECIATE YOU RECOGNIZING US AND SUPPORTING US CONTINUALLY.

A SECOND PROCLAMATION TONIGHT, UM, PROCLAIMING MAY 11TH THROUGH MAY 17TH AS POLICE WEEK IN EDMOND, UM, WITH US TONIGHT, WE'VE GOT SOME SPECIAL GUESTS WITH US.

THIS IS OFFICER HODA AND HIS WIFE, AND OF COURSE, THE CHIEF.

HE'S NOT NEARLY AS IMPORTANT AS THESE TWO AWARE, WHEREAS CONGRESS AND THE PRESIDENT OF THE UNITED STATES HAVE DESIGNATED MAY 15TH AS PEACE OFFICERS MEMORIAL DAY AND THE WEEK IN WHICH MAY 15TH FALLS IS NATIONAL POLICE WEEK.

AND WHEREAS THE MEMBERS OF THE EDMUND POLICE DEPARTMENT PLAY AN ESSENTIAL ROLE IN SAFEGUARDING THE RIGHTS AND FREEDOMS OF EDMOND CITIZENS, AND WHEREAS IT IS IMPORTANT THAT ALL EDMOND CITIZENS KNOW AND UNDERSTAND THE DUTIES, RESPONSIBILITIES, HAZARDS, AND SACRIFICES OF THE MEMBERS OF THEIR POLICE DEPARTMENT.

AND THOSE MEMBERS RECOGNIZE THEIR DUTY TO SERVE THE PEOPLE BY SAFEGUARDING LIFE AND PROPERTY, BY PROTECTING THEM AGAINST VIOLENCE AND DISORDER, AND BY PROTECTING THE INNOCENT AGAINST DECEPTION AND THE WEAK AGAINST OPPRESSION.

AND WHEREAS THE MEN AND WOMEN OF THE EDMUND POLICE DEPARTMENT UNCEASINGLY, PROVIDE

A VITAL PUBLIC SERVICE.

NOW, THEREFORE, I MARK A. NASH MAYOR OF THE CITY OF EDMOND, DO HEREBY PROCLAIM MAY 11TH THROUGH MAY 17TH, 2025 AS POLICE WEEK AND EDMOND, AND CALL UPON ALL CITIZENS OF EDMOND AND, AND UPON ALL PATRIOTIC, CIVIC AND EDUCATIONAL ORGANIZATIONS TO OBSERVE THE APPROPRIATE CEREMONIES AND OBSERVANCES IN WHICH ALL OF OUR PEOPLE MAY JOIN IN COMMEMORATING PEACE OFFICERS PAST AND PRESENT, WHO BY THEIR FAITHFUL AND LOYAL DEVOTION TO THEIR RESPONSIBILITIES HAVE RENDERED A DEDICATED SURFACE TO THEIR COMMUNITIES.

AND IN DOING SO, HAVE ESTABLISHED FOR THEMSELVES AN ENVIABLE AND ENDURING REPUTATION FOR PRESERVING THE RIGHTS AND SECURITY OF ALL CITIZENS.

I FURTHER CALL UPON ALL CITIZENS OF EDMOND TO OBSERVE AS PART OF EDMOND PEACE OFFICERS MEMORIAL DAY, THURSDAY, MAY 15TH, 2025, HONORING THOSE PEACE OFFICERS WHO THROUGH THEIR COR, COURAGEOUS DEEDS AND HAVE MADE THE ULTIMATE SACRIFICE AND SERVICE TO THEIR COMMUNITY, OR HAVE BECOME DISABLED IN THE PERFORMANCE OF DUTY.

AND LET US RECOGNIZE AND PAY RESPECT TO THE SURVIVORS OF OUR FALLEN HEROES, GIVEN UNDER MY HAND IN THE SEAL OF THE CITY OF EDMOND, THIS 12TH DAY OF MAY, 2025, MAYOR COUNCIL.

AND OF COURSE, OUR CITIZENS, UH, JUST REALLY WANT TO THANK YOU AND RECOGNIZE THE SUPPORT THAT WE NOT ONLY GET THIS WEEK, BUT THE OTHER 51 WEEKS OF THE YEAR AS WELL.

UH, I THINK IT'S ALWAYS APPROPRIATE AT THIS TIME OF THE YEAR TO REMEMBER THAT WE LOST CJ NELSON IN THE LINE OF DUTY ON JULY 19TH, 2022.

AND A SHORT THREE MONTHS LATER, WE HAD AN OFFICER DISABLED IN THE LINE OF DUTY THAT WASN'T ABLE TO RETURN SERGEANT JOE WELLS.

UH, BUT MORE RECENTLY, JUST ABOUT 10 DAYS AGO, OFFICER HODA, UH, SUFFERED AN ATTACK, AN AMBUSH ATTACK, UH, THAT, BUT FOR GOD'S HAND WOULD'VE KILLED A NORMAL PERSON.

UH, BUT GOD WAS PROTECTING HIM THAT DAY AND HAS GIVEN HIM AN OPPORTUNITY TO, TO HEAL, UH, ALONG WITH HIS DOCTORS AND AND STAFF.

AND, BUT WE JUST WANTED TO WANNA RECOGNIZE THE IMPACT THAT THAT'S HAD ON CALEB PHYSICALLY AND MENTALLY, BUT HIS WIFE AND FAMILY AS WELL, UH, FOR ANYONE THAT HAPPENED TO HAVE THE OPPORTUNITY TO BE IN THAT EMERGENCY ROOM WHILE SHE WAS CARING FOR HIM.

UH, IT WAS, IT WAS A REALLY HARD DAY, BUT I CAN TELL YOU FROM THE SECOND THAT INCIDENT OCCURRED, UH, NOT ONLY MY PHONE, BUT PROBABLY EVERY PHONE IN, IN, IN THIS ROOM THAT IS ON AN HEAVEN POLICE EMPLOYEE WAS BLOWING UP WITH MESSAGES OF, OF THANKS AND PRAYER AND ASKING WHAT THEY COULD DO FOR US.

AND SO, I HATE THAT WE HAVE TO EXPERIENCE THAT, BUT TO SEE OUR BUSINESS OWNERS, OUR POLITICAL ELECTED OFFICIALS, OUR CITY STAFF, OUR CITIZENS WE SERVE, REALLY COME TO THE AID OF CALEB AND CARLY DURING THAT TIME.

UH, IT IS JUST REALLY AN EXAMPLE OF WHAT I THINK OUR COMMUNITY IS.

UM, AND SO ON BEHALF OF THE 175 PEOPLE, I HAVE THE HONOR OF SERVING WITH BOTH SWORN AND PROFESSIONAL STAFF.

UH, WE THANK YOU FOR WHAT YOU DO FOR US ALL THE TIME.

WE REALLY THANK YOU FOR THE SUPPORT THAT YOU'VE OFFERED CALEB AND CARLEY.

UM, SIMULTANEOUSLY WE HAD GOTTEN A REQUEST FROM THE SCHOOL DISTRICT TO CHANGE SOME OF THE TIMES OF OUR, UM, SCHOOL ZONE FLASHING SIGNS.

BUT THOSE NEED TO MATCH THE SIGNS ON THE SIDE STREETS THAT HAVE TIMES POSTED AND THAT TIMES POSTED ON THE SIGNS ARE POSTED THAT WAY BECAUSE OF WHAT'S IN THE ORDINANCE.

SO WE ENDED UP DOING ALL OF THIS AT ONCE AND CLEANING UP SOME HOLDOVER LANGUAGE THAT, UM, REQUIRED THE POLICE CHIEF TO INSTALL TRAFFIC CONTROL DEVICES THAT HADN'T BEEN UPDATED SINCE THE MID 1950S.

SO WHAT THIS ORDINANCE WOULD DO WAS MAKE IT, IF THEY HAVE A MEMBERSHIP, THERE'S AN AVENUE FOR THEM TO HAVE THEIR AMBULANCE BILL PAID ONCE INSURANCE PAYS THEIR PORTION OF THE BILL.

AND SO UP TO A THOUSAND DOLLARS UP TWO TIMES A YEAR, IF IF ANOTHER, UM, AMBULANCE COMPANY CAME IN AND TRANSPORTED SOMEBODY, HAVE A MEMBERSHIP, UH, WE MADE THIS AMENDMENT AND, UH, EARLIER WITH, UH, THE FIFTH AMENDMENT.

UM, AND THAT FIFTH AMENDMENT WHERE ANY AMBULANCE COMPANY COMES INTO THE CITY OF EDMOND, UH, IT GETS A $500 FINE.

THE A MR GETS A $500 FINE THAT WE CAN KEEP IN THE SUBSIDY AND UP TO $3,000 A MONTH.

SO THIS IS SOMETHING THAT WOULDN'T HAPPEN VERY OFTEN, BUT WOULD GIVE AN AVENUE FOR A CITIZEN TO BE REIMBURSED FOR THE AMBULANCE BILL IF THEY WERE TRANSPORTED BY SOMEBODY OTHER THAN A MR. ANY QUESTIONS? WHERE WOULD THE MONEY COME FROM? JUST CURIOUS.
