I'D, I'D LIKE TO RECOGNIZE RANDY INS THE INTERIM CITY MANAGER TO GIVE US THE CITY MANAGER'S UPDATE.

ALL RIGHT, THANK YOU VERY MUCH, MAYOR.

UH, LET'S START OUT WITH, UH, THE SALES TAX UPDATE.

UH, I COULD HAVE JUST CUT AND PASTED THE PRESENTATION FROM LAST TIME, I THINK.

BUT, UH, OUR MONTHLY, THIS MONTHLY REPORT COVERS THE MARCH SALES, WHICH ARE REPORTED IN APRIL, AND COLLECTED IN MAY.

UH, SALES TAX WAS DOWN FOR THE MONTH BY 3.17%.

UH, ON THE FLIP SIDE OF THAT USE TAX WAS UP ALMOST 14%.

UH, YEAR TO DATE, SALES AND USE COLLECTIONS ARE DOWN OVERALL, UH, 0.66% VERSUS LAST YEAR.

UH, SALES TAX ALONE BEING DOWN, UH, UH, 2.32%.

UH, ON A BIT OF GOOD NEWS, UH, LODGING TAXES UP, UH, 6.1% TOTALING OVER $1 MILLION WITH, UH, ONE MONTH LEFT IN THE FISCAL YEAR, UH, TO COLLECT.

SO, UH, AS YOU CAN TELL, PROBABLY THE PREVIOUS EDMOND IS ONE OF FIVE MAJOR CITIES SEEING SLIGHT DOWNTURNS IN COLLECTIONS.

UH, I WANTED TO GIVE A BRIEF UPDATE ON THE CITY CENTER COMPLEX.

UH, JUST AS A QUICK REMINDER, THE CITY CENTER COMPLEX INCLUDES A NEW CITY HALL WITH 60,000 SQUARE FEET OF OFFICE, A NEW MUNICIPAL COURT BUILDING WITH ALMOST 14,000 SQUARE FEET, AND THEN A 216 SPACE PARKING GARAGE.

UH, THIS IS ALL BEING DONE AT A COST OF $44 MILLION, WHICH IS FUNDED OUT OF THE 2000 CIP SALES TAX.

A QUICK, QUICK UPDATE ON THE PROGRESS OF THE NEW CITY CENTER COMPLEX IS, UH, STOCKING PERMITS HAVE BEEN ISSUED FOR BOTH FLOORS OF CITY HALL AND THE STAFF AREA OF THE COURTS BUILDING.

UH, CURRENTLY WE ARE PERFORMING PUNCH LIST AND FURNITURE AND INTERIOR SIGNAGE IS MOVING ALONG AT A GOOD PACE.

UH, LANDSCAPING HAS BEEN HELD UP WITH THE WEATHER, BUT IN, UH, WILL BE INSTALLED SOON.

UH, WE ARE ON TRACK TO HAVE PUBLIC MEETINGS IN THAT BUILDING IN JULY, INCLUDING THE JULY 14TH CITY COUNCIL MEETING.

UH, NEXT UP IS A QUICK UPDATE ON SOME OF OUR, UH, PARK FACILITIES.

UH, BOTH OUR SPLASH PAD SPLASH PADS AT, UH, BARNETT FIELD AND TED ANDERSON'S PARK ARE OPENED EARLY THIS YEAR DUE TO THE RISE IN HEAT AND PELICAN BAY OPENED THIS WEEKEND.

UH, THIS WILL BE ITS FINAL SEASON BEFORE RENOVATION.

UH, THE RENOVATION IS OUT TO BID.

UH, WE, UH, ANTICIPATE THAT TO START RIGHT AFTER THE 2025 SWIM SEASON WITH A TARGET OF OPENING IN 2026.

UH, JUST AS A REMINDER, THOSE UPDATES INCLUDE NEW DECKS, SPRAY FEATURES, UH, A CHILD SLIDE, NEW POLE GUTTERS, UH, REFRESHED, REFRESHED RESTROOMS, AND, UH, OLYMPIC STANDARD MHA POLE LINER.

UH, THE RENOVATIONS AIMED TO EXTEND THE LIFE OF THE FACILITY FOR 25 YEARS.

UM, WE'RE LOOKING AT BASICALLY A TWO ACRE SITE THAT WILL HELP ALLEVIATE SOME OF THE LOAD OFF OF THE MITCH AND AND WHITE SUBSTATIONS.

ALSO PROVIDE SOME ADDITIONAL CAPACITY FOR THE DOWNTOWN AREA AS THAT LOAD DENSITY INCREASES.

UH, THE SECOND ONE IS THE GAR SUBSTATION LOCATED AT, UH, POST AND EDMOND ROAD.

UM, THAT ONE IS THE PRIMARY FEED FOR THE WATER TREATMENT PLANT, WHICH IS GROWING.

UH, WE WANT TO, TO ADD A SECOND TRANSFORMER THERE TO PICK UP SOME OF THAT LOAD.

ULTIMATELY, THAT WILL SERVE AS A BACKUP FOR THE WATER TREATMENT PLANT.

IT'LL, IT'S A BACKUP FOR THE WASTEWATER TREATMENT PLANT, AND IT'LL BE USED TO PICK UP ADDITIONAL LOAD OUT AS UH, GROWTH OCCURS OUT EAST.

SO THESE ARE DESIGN SERVICES FOR BOTH OF THOSE PROJECTS.

AND THEN ODOT AS THE STATE DEPARTMENT OF TRANSPORTATION.

AND ALSO CONTROLLING SOME GRANT FUNDS, UH, FOR DIFFERENT TRANSPORTATION PROGRAMS. UH, WE HAVE OUR LOCAL TRANSIT AGENCIES.

WE HAVE EMBARK, EMBARK NORMAN, WHICH IS OPERATED.

UH, WE OPERATE, UH, EMBARK NORMAN AS A CONTRACTOR FOR THE CITY OF NORMAN.

THE CITY OF NORMAN, UH, UH, FUNDS THEIR OWN SYSTEM, UH, AND THEN THE DIFFERENT MUNICIPALITIES, UH, EMBARK OKLAHOMA, CITY OF NORMAN, AND THEN MIDWEST CITY DOES, UH, WE DO HAVE AN INTERLOCAL AGREEMENT WITH SANTA CITY TO EXTEND ONE OF OUR ROUTES INTO THEIR COMMUNITY.

SO TODAY WE'LL TALK ABOUT PROJECT DESCRIPTION, DRAFT TRANSIT, VISION, AND HOW YOU ALL CAN GET INVOLVED.

SO, UH, THIS WAS IN THE LAST UPDATE THAT WE PROVIDED, BUT IT'S WORTH REVISITING.

SO, UH, WE ARE GOING TO ASSESS OUR LOCAL SERVICES.

WE'RE GOING TO PROVIDE CLEAR RECOMMENDATIONS ON WHEN THOSE CHANGES SHOULD HAPPEN.

SO WE WANT TO DEVELOP AN INTENTIONAL PLAN FOR A COHESIVE NETWORK OF TRANSIT SERVICES THAT SUPPORTS GROWTH, PROMOTES EQUITY, ENHANCES QUALITY OF LIFE, AND FACILITATES OPPORTUNITY ACROSS CENTRAL OKLAHOMA.

WE WANT TO PROVIDE COMMUNITIES WITH MEANINGFUL ACCESS TO TRANSIT, CREATE COMPELLING RIDER EXPERIENCE, OFFER COMPETITIVE SERVICE OPTIONS, AND UTILIZING OUR RESOURCES EFFECTIVELY.

SO THESE, UH, GOALS HERE WILL INFORM, UH, THE, SOME OF THE METRICS THAT WE USE TO EVALUATE THE VISION THAT WE, UH, HAVE WILL HAPPEN IN LATER STEPS IN THE PLANNING PROCESS.

I WAS THAT, UH, THE EDMUND MOBILITY COMMISSION, UH, NORMAN CITY COUNCIL, ACOG, PRESENTING THIS PLANNED ALL THE DIFFERENT GROUPS.

UH, WE'RE PLANNING A, AN INTENSIVE WORKSHOP WITH STAFF AND, UH, STAKEHOLDERS.

UH, COMING UP HERE TO TALK ABOUT THE, THE PLAN.

UH, WE HAD A VIRTUAL TOWN HALL THAT'S ON OUR PROJECT WEBSITE FOR ANYONE TO GO WATCH.

AND THEN WE'RE PLANNING ANOTHER TOWN HALL, UH, HERE SOON.

WHAT TYPES OF TRANSIT SERVICE AND WHERE SHOULD THAT TRANSIT SERVICE GO? GENERALLY, AS YOU PROGRESS FURTHER DOWN THAT CONE, UH, DOWN THAT TRIANGLE, YOU'LL GET MORE DETAILED AS YOU GO.

SO AFTER A LONG RANGE TRANSIT PLAN, YOU MIGHT DO A SEPARATE STUDY THAT MIGHT LOOK AT A SPECIFIC FACIL CAPITAL FACILITIES THAT YOU IDENTIFY IN YOUR LONG RANGE TRANSIT PLAN.

AND THEN FROM THERE, HAVE YOUR TRANSPORTATION IMPROVEMENT PROGRAM, WHICH IS STARTING TO ALLOCATE A, CREATING A BUDGET, STARTING TO ALLOCATE FUNDS FOR THOSE PROJECTS.

AND THEN YOU GET INTO THE DESIGN.

SO WHAT IS A DRAFT TRANSIT VISION? SO, UH, WE'RE TRYING TO IMPROVE SERVICE AND OPERATIONS.

UH, WE ARE RESPONDING TO SOME OF THE PLANNED HIGH CAPACITY TRANSIT INVESTMENTS THAT THE RTA IS PLANNING.

IDENTIFY IMPORTANT CORRIDORS, UH, MAXIMIZING DIFFERENT CONNECTIONS TO AND FROM THOSE, UH, HIGH CAPACITY TRANSIT SERVICES.

AND THEN PROPOSING SOME COMPLIMENTARY PROGRAMS THAT WE CAN LAYER ON TOP OF THAT.

SO WHY IS TRANSIT IMPORTANT? UH, PROVIDING CONNECTIONS TO REGIONAL TRANSPORTATION NETWORKS, OFFERING AFFORDABLE OPTIONS FOR PEOPLE TO ACCESS JOBS.

UH, WE ARE, AND THEN YOU CAN SEE A POPULAR IMAGE HERE, UH, OF 200 PEOPLE IN 177 CARS VERSUS THREE BUSES.

WHAT IT IS, IS BASICALLY ON ANYTIME SOMEBODY TURNS IN A RESIDENTIAL PERMIT IN THE CITY OF EDMOND, THEY'RE REQUIRED TO PROVIDE A BRACED WALL DESIGN SHOWING THE STRUCTURAL INTEGRITY OF THE HOUSE AND WHERE THE STRUCTURAL MEMBERS ARE LOCATED WITHIN THAT HOUSE.

THEY CURRENTLY HAVE FOUR OPTIONS ON OUR PORTAL.

ONE IS TO PROVIDE AN ENGINEER DESIGN THAT WE CAN DO INSPECTIONS OFF OF.

ANOTHER ONE IS TO HAVE AN ENGINEER DO THE ACTUAL INSPECTION.

ANOTHER ONE IS THAT THE BUILDING ISN'T LARGE ENOUGH, WHICH MEANS IT'S LESS THAN 60 FEET IN ANY DIRECTION AND IT DOESN'T REQUIRE ONE.

AND THEN THE FOURTH OPTION IS THAT WE DO THE BLAIS WALL, BRACED WALL PLAN REVIEW IN OUR OFFICE.

THAT TIME THAT WE SPEND ON THOSE FOR THE CONTRACTORS THAT CHOOSE TO HAVE US DO THAT REVIEW TAKES ANOTHER 45 MINUTES TO AN HOUR IN ADDITION TO THIS STANDARD REVIEW FEE.

SO WE'RE PROPOSING A $75 FEE TO COVER THAT COST FOR STAFF TIME.

SO IN TALKING WITH THE WATER DEPARTMENT, UM, AND COMING UP WITH AN IDEA TO WHERE WE DON'T HAVE TO CHARGE THEM WATER AND SEWER CAPACITY FEES AS WE WOULD WITH ALL NEW CONNECTIONS INTO THE SYSTEM, THIS WOULD WAIVE THAT WATER AND SEWER CAPACITY FEE, BUT IT ADDS AN ADDITIONAL FEE FOR THE LABOR AND REMOVAL THAT PUBLIC WORKS WOULD HAVE TO DO TO INSTALL THAT WATER SERVICE AND THEN REMOVE IT ONCE THE BUILDING WAS GONE.

UM, MANY OF WHICH ARE INSTALLED WITH LAND DEVELOPMENT PROJECTS.

UH, TWO YEARS AGO WE LOOKED AT THE, AT THESE FEES TO ASSESS, UH, UH, WHERE THEY WERE IN RELATION TO RECOVERING COSTS.

UM, IT HADN'T BEEN LOOKED AT IN SOME TIME.

UH, AT, AT THAT TIME WE PUT IN PLACE BASICALLY A FOUR YEAR PLAN TO GET BACK UP TO, UH, COMPARATIVE CITIES.

UM, THIS IS BASICALLY, SO THE, THE, THE FIRST INCREASE WAS TWO YEARS AGO.

WE DID IT, WAITED TWO YEARS.

THESE ARE TWO INCREASES STARTING, UH, THIS FISCAL AND NEXT FISCAL.

UM, WE WANT TO GET UP TO ABOUT 75% COST RECOVERY.

UM, THESE, UH, THESE POSITIONS ARE COMPLETELY FUNDED BY OUR WATER, UH, AND WATER RESOURCES, UH, FUNDS AS WELL AS OUR STORM WATER FUND.

UM, AND SO THESE INSPECTORS ALSO DO WORK FOR, UH, CITY RELATED PROJECTS.

SO ANYTIME WE HAVE AN ECONOMIC DOWNTURN AND UH, LAND DEVELOPMENT SLOWS DOWN, WE CAN JUST TRANSFER, UH, CITY PROJECTS AND HAVE THOSE, UM, INSPECTED IN HOUSE AND SAVE THE WATER RESOURCES TO THOSE EXPENSES.

SO, UM, WE'RE HOPE HOPEFUL THIS SHOULD GET US UP AT THE SECOND YEAR.
