'CAUSE I'M GONNA BE TALKING A LOT APPARENTLY.

UM, CASEY MOORE, DIRECTOR OF MANAGEMENT SERVICES, UH, THIS IS OUR ANNUAL MID-YEAR CHECK-IN KIND OF ON THE STRATEGIC PLAN THAT COUNCIL HAS PUT TOGETHER, UH, FOR THIS YEAR.

SO WHAT I'M GONNA DO TODAY IS WALK THROUGH ALL THE GOALS, UM, KIND OF GIVE AN UPDATE FOR, FOR YOU ALL IN ANY OF THE PUBLIC THAT'S WATCHING, KIND OF WHERE THESE PROJECTS STAND, UM, OR INITIATIVES NOT ON PROJECTS.

UM, AND THEN AFTER THAT, UH, WELL BEFORE WE GET TO THAT ANSWER, ANY QUESTIONS THAT YOU ALL MAY HAVE.

IF I CAN'T ANSWER 'EM, I'VE GOT LOTS OF FRIENDS HERE IN THE ROOM THAT, UH, ARE SUBJECT MATTER EXPERTS THAT IF IT'S A LITTLE MORE IN DEPTH, THEY CAN COME UP AND ANSWER ANY QUESTIONS, UH, THAT YOU MIGHT HAVE ON SOME OF THESE.

UM, AND THEN AT THE END, WE'LL SPEND A LITTLE BIT OF TIME TALKING ABOUT, UH, PLANNING FOR THE NEXT PLANNING SESSION, WHICH USUALLY TAKES PLACE IN THE FALL.

SO, WITH THAT, I WILL JUMP RIGHT IN UNLESS YOU GUYS HAVE ANY QUESTIONS BEFORE I START TALKING.

SO JUST AN OVERVIEW.

UM, AGAIN, THIS PLAN WAS DRAFTED BY THE SITTING COUNCIL IN NOVEMBER, SO I KNOW, UH, MANY OF YOU ARE NOT ON THAT SITTING COUNCIL.

AND THAT'S KIND OF HOW THE PROCESS HAS ALWAYS WORKED.

UM, IT'S DRAFTED AND THEN IT RUNS ALONG A CALENDAR YEAR.

SO HERE WE ARE KIND OF MID-YEAR FOR THAT.

UM, THIS PROCESS HAS BEEN ONGOING, UH, FROM CITY COUNCIL, UH, FOR ABOUT 20 YEARS.

IT HAS HAD SOME TWEAKS OVER TIME, UM, BUT IT IS ESSENTIALLY A, A VERY FAMILIAR PROCESS THAT COUNCIL GOES THROUGH EACH YEAR.

UM, A COUPLE YEARS AGO WE WENT TO A PRIORITIZATION SYSTEM WITH STARS, WHICH HAS REALLY HELPED STAFF UNDERSTAND, UM, WHERE COUNCIL WANTS US TO SPEND TIME AND RESOURCES.

UM, BEFORE THEN, IT WAS A LITTLE BIT OF A CHALLENGE, KIND OF JUST THROWING DARTS 'CAUSE WE HAD A WHOLE LIST OF THINGS BUT DIDN'T REALLY KNOW WHAT THE PRIORITIES WERE.

SO, UH, COUNCIL GOES THROUGH AND PRIORITIZES THAT, UH, WITH FOUR STARS DOWN TO ONE STAR.

DOESN'T MEAN IT'S NOT IMPORTANT IF IT GETS ONE OR TWO STARS.

'CAUSE IF IT'S ON THE PLAN, IT'S IMPORTANT.

IT JUST GIVES US AN IDEA OF, UH, WHAT THE PRIORITIES ARE.

UM, SO WITHIN THIS, THERE'S 41 GOALS.

10 OF THOSE ARE FOUR STAR 13 OR THREE STAR NINE OR TWO STAR AND NINE OR ONE STAR.

AND WE KIND OF, ONCE THOSE ARE RATED OUT, WE LOOK FOR NATURAL BREAKS AND THAT'S HOW THE STARS ARE ASSIGNED.

SO, UM, THAT'S A LITTLE BIT OF AN OVERVIEW OF THIS PLACE.

SO JUST TO CLARIFY THE PROCESS FOR US NEW PEOPLE, IS THE JUNE ONE HERE KIND OF A HEADING CHECK, OR ARE THEY BOTH KIND OF THE SAME? THE JUNE AND NOVEMBER ONES IN TERMS OF WHAT WE'RE DOING? SO NO, NO, NO.

TODAY IS LITERALLY JUST A CHECK IN UPDATE.

UM, SO OUR FIRST STRATEGIC INITIATIVE IS QUALITY OF LIFE.

AND THEN YOU'LL SEE AS WE GET INTO THESE DOWN AT THE BOTTOM, IT'LL SAVE THE STRATEGIC INITIATIVE AND THEN IT'LL HAVE WHICH ONE OF THESE BULLET POINTS THAT THAT GOAL ACTUALLY TIES TO.

UM, STAFF WILL BEGIN OCCUPYING AND WORKING IN THOSE BUILDINGS IN THE COMING WEEKS.

AND, UM, WHEN WE MEET BACK IN NOVEMBER, THAT ONE SHOULD SAY COMPLETE.

SO, UM, MOVING RIGHT ALONG THERE AND YOU ALL JUST JUMP RIGHT IN.

PHASE THREE DESIGN IS HOPEFULLY GONNA BE COMPLETE AT THE END OF THIS YEAR AND OFF TO BID EARLY 26.

UM, 192 MILLION I THINK.

I DON'T KNOW IF WE WILL HAVE, WE WON'T HAVE FIRM COSTS UNTIL AFTER WE BID THIS ON WHAT THAT NEXT PHASE LOOKS LIKE, BUT I KNOW THAT, UH, OUR FOLKS ARE, ARE KEEPING AN EYE ON THAT.

UH, NEXT UP, EVALUATE MOST EFFICIENT, LEGALLY VIABLE USES OF CITY OWNED PROPERTIES AND DOWNTOWN AFTER OFFICE CONSOLIDATION.

I KNOW THAT'S KIND OF WORDY, BUT THAT'S AFTER A LOT OF TALK.

THAT'S WHERE THE, THE COUNCIL LANDED ON THIS GOAL LAST TIME.

AND SO AFTER CITY, AFTER THE COMPLETION OF CITY CENTER, UH, STAFF WILL WORK WITH OUR LEGAL COUNSEL TO DETERMINE NEXT STEPS.

UM, YOU ALL WILL OBVIOUSLY BE INVOLVED IN ANY PROCESSES OF WHAT THAT LOOKS LIKE.

SUPPORT CONSTRUCTION OF UPGRADES TO A C CAPLINGER BALL FIELDS AT ER PARK.

SO WE'VE TALKED ABOUT THAT ONE A LOT AT RECENT MEETINGS.

UH, WE'RE AT 95%, UH, FOR REMOVAL OF LANDFILL TRASH AND SOILS.

AND YOU'VE SEEN SIX TOTAL BID PACKAGES THAT HAVE COME THROUGH AND, AND APPROVED BY YOU ALL.

UM, A LITTLE OVER $18 MILLION.

AND THAT IS LOOKING TO BE COMPLETED, UH, WINTER 25, 26.

SO IF YOU DRIVE BY THE SITE, YOU, YOU, YOU DON'T GET A GOOD FEEL OF THE SCALE.

YOU LOOK AT THIS PICTURE, YOU CAN SEE THE SCALE AND, AND OUR, OUR LONELY LITTLE BUILDING THAT WE'VE KEPT, UH, OUT THERE, OUR RESTROOM FACILITY THAT WAS RECENTLY UPDATED.

LOOKS A LITTLE BIT LONELY OUT THERE, BUT IT'S GONNA BE A GREAT FACILITY WHEN IT'S ALL FINISHED.

ONE IS TO DETERMINE, UH, WHICH PROPERTIES ARE THE EASIEST FOR US TO, UH, PUT OFF A SURPLUS OR, UH, WELL, I MEAN, MAY EVEN BE A STEP BACK FROM THAT IF WE'RE GONNA LEASE IT, IF WE'RE GONNA SELL IT, WHICH PROPERTIES CAN GO FIRST.

ALL THOSE CONVERSATIONS HAVE TO BE HAD.

UH, EVENTUALLY WE'LL GET TO WHERE WE RELEASE AN RFP OR RFQ, UH, FOR SOME DEVELOPMENT PROPOSALS ON THE SITES.

IT MAY BE ALL OF 'EM TOGETHER.

IT MAY BE ONE AT A TIME DEPENDING ON WHICH WORKS BEST FOR THE MARKET.

SO, SO WHAT'S THAT MEAN? YEAH, AND I MEAN, IN, IN, IN UNDERSTAND THAT PART, BUT BACK UP A STEP MM-HMM .

IN THE DETERMINATION OF WHICH, AND WHICH SHOULD BE OR SHOULD NOT BE PUT UP FOR SALE.

THERE'S PROBABLY, WELL, I MEAN THAT ULTIMATELY THAT'S A DECISION OF, OF COUNSEL STAFF WILL MAKE A RECOMMENDATION.

THERE ARE, EACH PROPERTY HAS CERTAIN STRINGS ATTACHED TO IT THAT HAVE TO BE OVERCOME IN ORDER FOR THINGS TO HAPPEN TO IT.

SO, I MEAN, JUST EACH PROPERTY'S A LITTLE BIT DIFFERENT.

SO SOME OF 'EM, THAT WAS THE WAY THEY WERE PURCHASED.

UH, SOME OF 'EM THAT MAY, LIKE CITY FIRST HAS A GEOTHERMAL FIELD THAT WILL EITHER HAVE TO BE DEALT WITH IN SOME FORM OR FASHION.

SO THINGS OF THAT NATURE.

I MEAN, SOME OF THAT'S THE NUTS AND THE BOLTS AFTER THAT'S BEEN DETERMINED.

UM, SO IT'S ON TRACK TO BE BID BY ODOT THIS SEPTEMBER.

IT'LL BE A NICE, ANOTHER KEY PIECE IN THAT TRAIL SYSTEM.

I IDENTIFY FUNDING FOR IMPLEMENTATION OF PRIORITIES IN THE ARCADIA LAKE MASTER PLAN.

SO, UH, IN THE NEXT TWO YEARS, UH, EACH OF THE NEXT TWO YEARS IN OUR CIP $250,000 HAS BEEN BUDGETED.

UH, WE HAVE WORK ONGOING CURRENTLY, UH, FOR A TRASH COLLECTION SLASH FILTRATION FEASIBILITY STUDY THAT'S NEARING APPROVAL.

SO, UM, THAT OVER THERE TO THE ON IN YOUR IMAGE IS KIND OF SOME OF THE OVERALL RECOMMENDATIONS THAT WE'RE KEEPING OUR EYE ON AS WE DO THIS.

SO, UM, OBVIOUSLY $500,000 IS NOT ENOUGH TO DO A LOT OF THINGS, BUT IT IS WHAT WE HAVE, UH, BUDGETED TO, TO TRY TO DO SOME OF THESE THINGS IN THE NEXT COUPLE OF YEARS.

SO I'M FAMILIAR WITH THE CIP PART OF THIS, BUT ARE, IS IT, IS THERE ALSO LIKE PARKS FUND MONEY OR ARCADIA LAKE FUND MONEY THAT IS INTENDED TO USE MR. RAINEY? YOU WANNA COME UP AND, AND SPEAK TO THAT REALLY QUICKLY FOR IMPLEMENTATION OF THE MASTER PLAN? THERE'S NOT CURRENTLY ADDITIONAL MONIES SET ASIDE.

UM, YOU COULD BE REFERRING, I THINK THERE'S SOME OLD BOND FUNDS THAT ARE GONNA BE USED TO PURCHASE SOME MAINTENANCE ITEMS. MM-HMM .

UM, THERE WAS AN AGENDA ITEM OH, LIKE A MONTH OR SO AGO TO REPLACE THE MULCH AT THE PLAYGROUNDS MM-HMM .

SO THERE'S BEEN SOME SMALL THINGS JUST LIKE THERE'S SOME PARKS, RESERVES OR WHATEVER RIGHT.

SO AGAIN, WITH, WITH WHERE WE CAN FIND DOLLARS AND, AND BEST INVEST THEM, UH, OUR STAFF IS TRYING TO DO THAT SUPPORT THE DEVELOPMENT OF A NEW MASTER PLAN FOR MITCH PARK.

UM, THAT ACTUALLY WE COULD, IT SAYS IN PROGRESS, UH, 'CAUSE IT, IT IS, UH, AND WE'LL HAVE THIS CONVERSATION DURING, UH, THAT THE TIME WHEN WE WERE ACTUALLY SETTING GOALS.

UH, SO STAFFS CONTINUE TO REVIEW AND PROVIDE INPUT INTO PARK PLANS.

UM, THE INITIAL $10 MILLION COMMITMENT IS EARMARKED AND AWAITING EXECUTION OF FINAL AGREEMENT.

UM, SO THAT, THAT'S ALL MOVING FORWARD.

THEY, I KNOW THEY'RE, THEY'RE DOING LOTS OF FUNDRAISING, WORKING ON THINGS.

I WAS ACTUALLY OUT THERE THIS MORNING ON A TOUR AND THEY'VE GOT A LOT OF GREAT THINGS GOING ON OUT THERE.

SO WE WILL CONTINUE TO WORK WITH FOLKS IN EVERY POSSIBLE WAY WE CAN TO BRING DOLLARS TO HELP STRETCH THE DOLLARS THAT WE HAVE, CONTINUE FOSTERING STRONG PARTNERSHIP WITH UCO TO PURSUE ITEMS OF MUTUAL INTERESTS, INCLUDING BUT NOT LIMITED TO A MASTER PLAN OF THE AREA WEST OF UNIVERSITY AND A POTENTIALLY PERFORMING ARTS CENTER.

AND SO THAT PLAN HAS BEEN COMPLETED AND WAS PRESENTED TO URBAN BOARD ON JUNE 10TH.

UH, WE HAVE INTERIM CITY MANAGER

UM, I WOULD LIKE TO SEE US IN NOVEMBER.

I LIKE THAT TIMEFRAME, BUT I WOULD LIKE TO SEE US SPEND THE FIRST HALF OF A DAY ON REVIEWING WHERE WE'RE AT BECAUSE THIS IS GOOD INFORMATION THAT WE NEED TO GET OUT THERE, WE NEED TO MAKE SURE WE KNOW WHERE WE'RE AT MOVING FORWARD ON EACH OF THESE THINGS.

AND THEN SPEND SECOND HALF OF THE DAY OF OVERHAULING THIS AND LITERALLY GETTING IT BACK TO WHAT ITS ORIGINAL INTENT WAS.

I WOULD LIKE TO EXPAND THIS INTO A TWO DAY DEAL THOUGH, BECAUSE THE BIGGEST ISSUE WE HAVE GOING RIGHT NOW IS OVERHAULING THE BUDGET PROCESS.

AND WE'RE TALKING ABOUT MAKING SOME MAJOR CHANGES AS WE MOVE FORWARD WITH, WITH OUR EFFORTS TO CLEAN UP THE PROCESS TO MAKE IT EASIER TO UNDERSTAND WHAT'S HAPPENING.

AND I WOULD HOPE THAT BY THE TIME WE GET TO NOVEMBER THAT WE HAVE A GAME PLAN.

IT MAY NOT BE THE FINAL PLAN, BUT WE HAVE A GAME PLAN IN PLACE ON WHAT WE NEED TO DO.

AND THE REALITY OF IT IS THAT'S A HUGE STRATEGIC INITIATIVE THAT WE HAVEN'T TALKED ABOUT.

UM, AND IT'S HUGE BECAUSE WE'VE GOT REVENUE PROBLEMS. WE NEED TO KNOW WHAT WE'VE GOT AVAILABLE, WE NEED TO KNOW HOW WE'RE GONNA BE USING OUR RESERVES TO ACCOMPLISH A LOT OF THESE THINGS WE'RE TALKING ABOUT.

SO THAT'S WHERE I WOULD LIKE TO SEE IT GO, IS THAT WE REALLY LOOK AT THIS HARD, UNDERSTAND WHO WE'RE ADDING ON ALL THESE PROJECTS, GREAT, GREAT THINGS WE'RE DOING RIGHT, BUT THEN ALSO CLEAN IT UP AND MAKE IT MORE STRATEGIC IN NATURE THAT IT'S EASIER TO FOLLOW WITH SOME METRICS IN PLACE.

AND THEN LET'S FOCUS ON, TO ME THE BIGGEST INITIATIVE WE'VE GOT AND THAT'S THE BUDGETING PROCESS.
