NORMALLY THIS WILL BE THE TIME THAT THE EXECUTIVE DIRECTOR, THE EEDA, THE AUTHORITY WOULD COME AND MAKE A BRIEF PRESENTATION TO US. UH, SHE IS HIRED. WE EXPECT HER AT THE END OF THIS MONTH TO, TO ASSUME THOSE DUTIES AND WE'RE ALL EXCITED AND LOOK FORWARD TO IT. UM, IN ADDITION TO THAT, I, I THINK I, I WANT TO WANT US TO TAKE A LOOK AT, AND, WELL, FIRST OF ALL, LET'S RECOGNIZE OUR INTERIM DIRECTOR, JENNIFER SPRINGER'S, DONE AN OUTSTANDING JOB IN, IN THE, IN INTERIM, LOTS OF GOOD NEW IDEAS, UH, POTENTIALLY SOME NEW TOOLS, UH, SOME NEW TOOLS THAT WILL HELP US LOOK AT ANALYZE ECONOMIC IMPACT OF POTENTIAL DEVELOPMENTS. SO I THINK WE HAVE A CHANCE AT THIS POINT IN TIME, WE MIGHT BE ABLE TO SEE THE, THE AUTHORITY ACTUALLY KIND OF REDEFINE, UH, HOW THEY DO, HOW WE DO ECONOMIC DEVELOPMENT IN THIS CITY. WE ALL KNOW THE NEED BASED UPON THE CITY FUNDING SOLELY BEING ON SALES TAX. LIKE MANY OF THE COMMUNITIES AROUND US, WE'RE SEEING A DIP, A DECREASE IN THAT SALES TAX, IN THAT REVENUE, AND IT'S VERY IMPORTANT TO US. SO I, I THINK ANOTHER COUPLE THINGS WE'LL SEE DOWN THE ROAD. UH, WE'VE ASKED THEM BOTH TO TASKED THEM WITH DEVELOPING STRATEGIC PLANS FOR RECRUITING BUSINESSES AND STRATEGIC PLANS TO, UM, TO EXPAND AND, AND SUPPORT EXISTING BUSINESSES HERE IN EDMOND. SO ALTHOUGH THESE FUNDS, THE FUNDS THE MAYOR NOTED FOR THE AUTHORITY ARE VERY, VERY IMPORTANT. UM, I, I THINK IT'S INTERESTING IF WE TAKE A LOOK, AND WE'RE GONNA DO THIS IN A LITTLE BIT MORE DEPTH, HOPEFULLY AS A CITY, IF WE LOOK AT WHAT IS BEING INVESTED IN THAT EFFORT, I THINK FOR A CITY OUR SIZE, UH, WE'RE A LITTLE SHORT OF WHERE WE SHOULD BE. AND SO ALTHOUGH APPRECIATED, MUCH APPRECIATED THE FUNDING TO THAT AUTHORITY, IT'S NOT AT WHAT WE WOULD CALL AN OPTIMAL LEVEL. AND THE AUTHORITY ITSELF HAS TO DEVELOP SOME REVENUE STREAMS, SOME THINGS TO HELP ITSELF. BUT WE AS A COMMUNITY, WHEN WE TALK ABOUT WE AS CITIZENS HAVE TO INVEST IN THIS [00:05:01] CITY, I THINK AT THE SAME TIME, THE CITY HAS TO INVEST IN ITS ECONOMIC DEVELOPMENT TRUST, AND, AND LOOK HOW WE'RE DOING THAT. WE'VE TAKEN A LOOK AT A FEW CITIES SIMILAR SIZE. AND SO, AND, AND I THINK IT'S REALLY INTERESTING. IF YOU LOOK AT, LET'S TAKE A CITY LIKE DENTON, TEXAS, SINCE 1999, THEY HAVE INVESTED $22 MILLION IN TAX RELATED INCENTIVE TO 30 PROJECTS THE RESULT. AND AS THEY SAY, THIS IS ALL MATH, WHY WOULD YOU DO THAT? WHY WOULD YOU INVEST $22 MILLION IN INCENTIVES DURING THAT TIME? AS OF TODAY, THE RETURN HAS BEEN $71 MILLION. THAT'S A 324% ROI. THAT'S WHY YOU DO IT. AND THAT'S WHAT WE, I THINK AS A CITY, THE CITY WORKING WITH THE AUTHORITY HAVE TO FOCUS ON. SO EVEN THOUGH NOT OPTIMALLY AT A LEVEL WE WOULD WANT, UM, I, I THINK IT'S A GOOD START AND WE HAVE SOME GOOD CHANGES, AND WE HAVE TO LOOK AT DEVELOPING OUR OWN STREAM AS AN AUTHORITY AND, AND HOW WE DO THOSE THINGS. AND WE'RE GONNA HAVE TO DO SOMETHING TO COMBAT THAT JUGGERNAUT TO OUR SOUTH AND WEST CALLED OKLAHOMA CITY THAT IS THROWING MORE AND MORE RETAIL AT OUR BOUNDARIES, TRYING TO TAKE OUR CITIZENS HARD EARNED MONEY AND TURN IT INTO THEIR TAX DOLLARS. UH, WE ARE, I THINK WE HAVE A HANDSHAKE AGREEMENT RIGHT NOW. WE'RE IN THE PROCESS OF GETTING THAT MORE FORMALIZED, AND THEN THAT WILL BE BACK IN FRONT OF YOU AS A, AS A LEASE TERM THERE. SO, OKAY. UM, I, I'M INTERESTED IN, I'M OKAY WITH MOVING FORWARD WITH ENCUMBERING THE FUNDS TO PAY FOR THE LEASE AGREEMENT. UH, I DON'T FEEL, I DON'T FEEL COMFORTABLE TERMINATING THE LEASE AT THIS TIME. UH, I WOULD LIKE TO SEE A LITTLE MORE SOLIDIFIED PLANS, POSSIBLY IF THERE'S GOING TO BE A NEW LEASE AGREEMENT, I WOULD LIKE TO SEE THAT BEFORE TERMINATING THE EXISTING ONE. SO THAT'S, THAT'S WHERE I'M AT ON THAT I SUPPORT THAT SAME THOUGHT PROCESS, MR. MAYOR. I THINK THERE'S MORE THAN ONE OF US THAT SUPPORT THAT [00:10:01] THOUGHT. WE, UH, I, I JUST DON'T SEE HOW WE CAN WALK AWAY FROM OUR PARTNERS, EVEN, EVEN THOUGH WE'VE GOT A SITUATION WHERE THEY'RE GENERATING THEIR OWN REVENUE, UM, WE CAN'T LEAVE THEM HANGING OUT TO DRY TO FIGURE OUT THEIR OWN PATH FORWARD WHEN THEY'VE BEEN WORKING WITH US FOR HOWEVER MANY YEARS NOW. UM, PROVIDING OFFICE SPACE FOR THEM TO, TO FUNCTION TO PROVIDE SERVICES TO OUR CITIZENS. SO I I, I'M RIGHT THERE WITH YOU THAT GOING AHEAD AND ENCUMBERING THE MONEY APPROVING THIS PART OF THE, THE ANNUAL LEASE. UM, IT SEEMS TO BE AN APPROPRIATE THING TO DO, BUT WE NEED TO HAVE A GOOD SOLID GAME PLAN IN PLACE BEFORE WE START TALKING ABOUT TERMINATING. I DON'T DISAGREE WITH ALL THAT. I RECOGNIZE THIS IS PROBABLY A NOVEL IDEA IN THAT THAT OFFICE SPACE DOES PROVIDE A SERVICE TO CITIZENS. UM, CAN'T EVEN ENUMERATE ALL OF THEM. A MARRIAGE LICENSE, PASSPORT ISSUES, DRIVER'S LICENSE, ALL THOSE ARE IMPORTANT AND I THINK WE SHOULD BE INVOLVED. THE NOVEL APPROACH WOULD BE, I'M NOT SURE WHY, AS PARTNERS, THEY CAN'T ALSO BE INVOLVED. THEY PRODUCE REVENUE FROM OUR CITIZENS, EVEN THOUGH A SERVICE TO THEM. AND I'M NOT ASKING FOR A, NECESSARILY A 50 50 SPLIT, BUT I THINK THAT OUGHT TO BE ON THE TABLE AS LONG AS WE'RE SITTING HERE TALKING ABOUT A NEW LEASE AGREEMENT. ANY OTHER COMMENTS? UH, WITH ME TONIGHT IS OUR DIRECTOR OF PLANNING, UH, AJ KIRKPATRICK, AND WE'RE EXCITED TO WALK YOU THROUGH THIS. UH, JUST A QUICK OVERVIEW. UH, WE STARTED THIS ABOUT 12 MONTHS AGO. UH, THE REALLY THE INTENT OF THE PLAN IS TO FOCUS ON REVITALIZING THE AREA BETWEEN UCO, UH, AND DOWNTOWN, AND CREATING A, UH, A VIBRANT, CONNECTED, WALKABLE MIXED USE NEIGHBORHOOD FOR BOTH THE COMMUNITY AND UCO. UM, AS WE BEGAN LOOKING AT THIS WITH EVERYONE INVOLVED, UH, WE SAW A LOT OF OPPORTUNITIES. UM, HERE YOU SEE THE, THE STUDY AREA IN THE UPPER RIGHT KIND OF OUTLINED IN RED AND, AND UCO CLEARLY THERE ON THE, ON THE EAST SIDE WITH DOWNTOWN ON THE WEST SIDE. UM, ONE OF THE THINGS THAT WE HEARD, UM, RIGHT OFF THE BAT WAS WE WOULD LIKE SOMETHING SIMILAR TO CAMPUS CORNER IN NORMAN. UM, SO THAT WAS, THAT WAS A HUGE DESIRE. UM, ALSO THE, THE POTENTIAL TO MAKE THIS CONNECTED, WALKABLE, UH, VIBRANT DISTRICT. UM, WITH IT BEING SO CLOSE, UM, THAT BLUE, THAT BLUE AREA YOU SEE UP THERE IS BASICALLY A 10 MINUTE WALK. UM, SO THERE, FROM THE CENTER OF THIS NEIGHBORHOOD, YOU CAN GET TO, UM, YOU KNOW, DOWNTOWN YOU CAN GET TO EVEN ON, UH, EVEN WEST OF DOWNTOWN AND MOST OF UCO WITHIN A 10 MINUTE WALK. UM, AND THEN LASTLY, WITH EVERYTHING THAT'S KIND OF GOING ON WITH PLANNING AND ZONING, JUST THE OPPORTUNITY TO ALIGN THE LAND USE AND THE INFRASTRUCTURE, UH, AND PLACEMAKING PRIORITIES WITH THE COMMUNITY'S PRIORITIES. UM, THAT HELPED TO ASSIST US WITH, WITH, UM, SOME OF THE INITIAL DATA COLLECTION. UM, SO WE LOOKED AT TRANSPORTATION, WE LOOKED AT STREETS, UM, UM, MO UH, MOBILITY. UH, WE, WE, WE LOOKED AT ALL THE PROPERTIES WITHIN THE AREA TO KIND OF CLASSIFIED THOSE, UH, AND LAND OWNERSHIP WITH. ONE OF THE KEY THINGS I WANNA POINT OUT IS YOU SEE ON THAT MAP IN BLUE OVER THERE ALONG, UH, UNIVERSITIES, THOSE ARE ALL THE U-C-O-U-C-O OWNED PROPERTIES. SO THEY STARTED LOOKING AT, UM, THE REGION AND SOME ECONOMIC DATA, AND SAW A LOT OF SIGNIFICANT DEVELOPMENT OPPORTUNITY FOR THIS AREA. UM, MAINLY 627 NEW, UH, HOUSEHOLDS BY THE YEAR 2032. UH, A DEMAND AND THE ABILITY TO SUSTAIN, UH, 95,000 SQUARE FOOT OF RETAIL SPACE, UH, WITHIN THE NEXT, YOU KNOW, EIGHT YEARS. AND THEN, UH, DEMAND FOR SMALL SCALE OFFICE SPACE. UH, WE ALSO, ONE OF THE THINGS THAT WE HEARD IN TALKING WITH VISIT EDMOND, UH, AND THE UNIVERSITY WAS, UH, THE NEED FOR POTENTIALLY A SMALL BOUTIQUE STYLE HOTEL. AND THERE IS POTENTIAL, UH, FOR THAT. UM, AND THE TIMING JUST KIND OF DEPENDS ON THE MARKET. SO WE WILL GET INTO A LITTLE BIT THAT GET LATER. UM, ONE OF, UH, OUR KEY ACTIVITIES, UM, IN DECEMBER WAS A, A PLANNING CHARETTE. UH, AND WE, WE PRINTED OUT WHAT WE CALLED THE GAME BOARD, A LARGE SCALE MAP OF THE AREA. AND WE HAD, UH, DIFFERENT, UH, LAND USES YOU SEE, DESIGNATED BY THE COLORS THERE ON THE BOTTOM RIGHT OF OFFICE AND RESIDENTIAL MIXED USE. UM, AND WE, WE CAME TO THIS SESSION WITH, UH, THE UNIVERSITY, THE CITY, AND THE EDA, UM, WITH TWO KIND OF PREDEFINED SCENARIOS. AND WE WALKED THROUGH EACH ONE, AND THEN WE ALLOWED EVERYBODY TO KIND OF START PUSHING BUILDINGS AROUND AND USES, UM, TO KIND OF SEE THE, THE PROS AND CONS OF EACH OF THE TWO SCENARIOS THAT WE CAME WITH. UM, AND THEN KIND DEVELOP SOME HYBRID SCENARIOS. SO KIND OF THE MAJOR TAKEAWAYS WAS THE KEY ROLE OF RESIDENTIAL AND FUTURE DEVELOPMENT AND HOW WE BALANCE THAT WITH, UH, UNIVERSITY HOUSING. UM, THAT WAS VERY IMPORTANT THAT WE DON'T, UM, COMPETE WITH THAT, UH, THE LONG TERM STRATEGIC VALUE OF A HOTEL NEAR DOWNTOWN. UH, AND THEN THE ROLE OF PARKING IN THE DEVELOPMENT IN FUTURE DEVELOPMENT. SO WE ALSO SAW AN OPPORTUNITY ON UNIVERSITY. UM, WE LOOKED AT THE WEST SIDE. THERE'S A LOT OF OPPORTUNITIES FOR DEVELOPMENT ON THE WEST SIDE OF UNIVERSITY, BUT IT'S ALSO IMPORTANT AS YOU LOOK AT KEY COMMERCIAL CORRIDORS AND MIXED USE CORRIDORS. BUT, YOU KNOW, YOU MIRROR THAT OPPORTUNITY ON BOTH SIDES. SO, UH, WE HAD SOME OF THOSE DISCUSSIONS AS WELL. SO WITH THAT, I'M GONNA LET AJ TALK A LITTLE BIT ABOUT THE PROJECT VISION. THANKS, NATE. SO DOING ALL THAT LEGWORK AND THAT, UM, STUDY UNIT OF, OF THE STUDY AREA AND WHAT CAPACITY WE THINK IT MIGHT HAVE, UH, WE DECIDED TO COME UP WITH SOMEWHAT OF A VISION STATEMENT. THOSE ARE SOME OF THE CORE ELEMENTS OF THAT VISION STATEMENT THAT WOULD THEN GUIDE THE REST OF THE WORK THAT WE WERE DOING. SO WHAT, THE FIRST ONE IS THAT WE WANTED TO INCREASE THE TOTAL HOUSING UNITS TO SUPPORT REVITALIZATION AND ADDRESS AFFORDABILITY WITH DIFFERENT HOUSING TYPES. UH, WE WANTED NEW CAMPUS ORIENTED COMMERCIAL DEVELOPMENT ALONG UNIVERSITY DRIVE MAIN STREET AND CAMPBELL STREET. UH, WE SAW THAT PRIVATE DEVELOPMENT IN CAMPBELL STREET IS STRENGTHENING THAT CONNECTION TO OLD NORTH ALREADY, AND YOU ALREADY HAVE PEOPLE WORKING IN THE SAME DIRECTION THAT GENERALLY IT SOUNDED LIKE THE STAKEHOLDERS WANTED TO GO, AND YOU WANNA INTEGRATE NEW DEVELOPMENTS WITH THOSE CITY IMPROVEMENTS WE'RE IN TONIGHT, UH, HERE ON MAIN STREET, UH, THE NEW CITY HALL ON IN THE PARKING GARAGE, WHICH ARE, BUT STONES THROW AWAY FROM, UH, A LOT OF WHAT WE'RE TALKING ABOUT TONIGHT. SO WE WANTED TO INFILL THE UCO CAMPUS EDGES WITH PEDESTRIAN FRIENDLY STREET ORIENTED BUILDINGS. THAT'S REALLY ABOUT CREATING A CONSISTENT STREET, UH, FACE, UH, THAT MAKES FOR A MORE WALKABLE, ENJOYABLE, AND EXPERIENCE. A LOT OF PEOPLE, UH, REALLY RECOGNIZE THE INTERSECTION OF UNIVERSITY DRIVE IN SECOND STREET AS A REAL, UH, KEY OPPORTUNITY FOR A MAJOR GATEWAY INTO THIS NEW AREA INTO THE UNIVERSITY. WE NEEDED TO CONTINUE TO FOCUS ON IMPROVING NEIGHBORHOOD CONNECTIVITY TO DOWNTOWN HUBS LIKE BROADWAY AND STEVENSON PARK TO THE SOUTH, AND WHEREVER POSSIBLE, PROMOTE MULTIMODAL TRANSPORTATION THROUGH PROTECTED BIKE LANES, SIDEWALKS, AND SAFER CROSSINGS. SO THE NEXT THING THAT WE WANTED TO DO IS TO COME UP WITH A FUTURE RECOMMENDED LAND USE FRAMEWORK. UH, AND I, THE KEY THING IS THAT THIS IS NOT IN ITSELF A ZONING [00:25:01] ACTIVITY. THIS IS US JUST MAKING RECOMMENDATIONS IF YOU WERE TO EVER TAKE, UNDERTAKE ANY ZONING CHANGES TO THE STUDY AREA. SO WE WANTED TO, AGAIN, CREATE THIS CAMPUS CORNER, LIKE COMMERCIAL DISTRICT ON THE UCO PROPERTIES. UH, WE FELT THE NEIGHBORHOOD IS UNIQUELY POSITIONED, UH, BETWEEN THE STATE'S, LAR THIRD LARGEST UNIVERSITY, AND THIS, UH, REALLY IMPRESSIVE REVITALIZING DOWNTOWN EDMOND THAT I KNOW A LOT OF PEOPLE HAVE BEEN WORKING FOR, FOR QUITE SOME TIME NOW. AND WE'RE SEEING RISING DEMAND FOR HOUSING ENTERTAINMENT OPTIONS NEAR EMPLOYMENT CENTERS IN PLACES IN VERY SIMILAR COMMUNITIES LIKE BROKEN ARROW AND NORMAN. AND DEVELOPMENTS LIKE THE LARC AND OXLEY ARE SIGNALING THAT GROWTH POTENTIAL, UH, IS ALREADY UNDERWAY. SO THIS IS THE LAND USE FRAMEWORK THAT WE PROPOSED. UH, THERE ARE THREE MAIN CATEGORIES. UH, THE, UH, I WILL SAY THAT IN THE DISCUSSIONS WE HAD ABOUT THE STUDY AREA, THERE WAS CLEARLY A DIVIDE, UH, IN THE STUDY AREA BETWEEN THE AREA NORTH OF AERS AND THE AREA SOUTH OF AERS. UM, ON THAT EARLIER LAND USE MAP, I, I, WE SHOULD HAVE POINTED OUT THAT, UH, THERE'S ABOUT 183, UH, UH, PARCELS IN THE STUDY AREA. AND, UH, THERE ARE A COUPLE WAYS THAT YOU CAN TRY TO FIND A PROXY FOR HOME FOR, UH, OWNER OCCUPIED HOUSING. UH, THERE ARE ONLY ABOUT 18 HOMESTEAD EXEMPTIONS CLAIMED IN THE A HUNDRED EIGHTY THREE A HUNDRED EIGHTY THREE PARCELS. SO THAT'S ONLY ABOUT 10% OF ALL THE PARCELS IN THE STUDY AREA WHERE OWNER OCCUPIED, UH, WE COUNTED ABOUT 70 PLUS, UH, PROPERTIES THAT WERE RESIDENTIAL THAT DID NOT HAVE THAT HOMESTEAD EXEMPTION, THAT WOULD BE APARTMENTS, AS WELL AS SINGLE FAMILY HOMES THAT WERE BEING USED FOR RENTAL. SO THAT WAS MADE UP ALMOST 40% OF ALL THE PARCELS IN THE STEADY AREA. SO THAT WAS A BIG EYE OPENER TO US, UH, JUST ABOUT WHAT THE NATURE OF THIS, UH, AREA, UH, IS TODAY. SO WE DID WANT TO, UH, TRY TO AS MUCH AS POSSIBLE, PROTECT THE RESIDENTIAL NEIGHBOR, UH, THE, THAT SINGLE FAMILY DENSITY, UH, CHARACTER NORTH OF HES, AND THAT'S THAT PURPLE CATEGORY, AND WE'LL WALK YOU THROUGH SOME EXAMPLES OF THAT. UM, TO THE SOUTH OF, UH, ON TO THE, THAT VERY NORTH SIDE OF HES AND EVERYTHING TO THE SOUTH, UM, IS THE PRIMARY CATEGORY IS THAT RED MIXED USE ONE. UH, SO THAT IS THE INTRODUCTION OF, UH, A NEW, HOPEFULLY WHAT WOULD BE A NEW ZONING CATEGORY, UH, IN CHARACTER WITH SOME OF THE OTHER CHANGES GOING ON IN THE REST OF YOUR DOWNTOWN THAT WOULD ALLOW FOR SOME OTHER, UH, LAND USES THAT COULD BE ALL BROUGHT TOGETHER IN A SINGLE DEVELOPMENT. AND WE'LL SHOW YOU SOME, SOME, UH, EXAMPLES HERE AS WELL. AND THEN WE DO RECOGNIZE THERE IS STILL SOME SMALL CLUSTER OF, UH, HOUSING, UH, IN THAT, UH, HERD MAIN AREA. UH, WE HEARD IN THE PLANNING COMMISSION, UH, PRESENTATION THAT THERE WAS SOME CONCERN, ESPECIALLY ABOUT THAT WEST BLOCK OF MAINE. UM, AND SO WE DID WANT TO, AS MUCH AS POSSIBLE, UH, STILL ALLOW THAT TO, UH, EXIST IN ITS CURRENT FORM. UH, AND I THINK WHEN WHOEVER WERE, WERE TO DO THAT ZONING WORK WOULD NEED TO BE THOUGHTFUL ABOUT THE SORT OF BUILDINGS THAT ARE BEING SURROUNDED BY THAT SO THEY'RE NOT WARING THOSE IN THE FUTURE. SO THESE ARE EACH OF ONE OF THOSE CATEGORIES, AGAIN, THIS IS THAT NORTH CATEGORY NORTH OF AIRS PURPLE. SO THIS IS WHAT WE WOULD DESCRIBE AS A VERY, UM, MODERATE INCREASE IN RESIDENTIAL DENSITY. WE'RE ALLOWED, UH, WHERE WE'RE AVAILABLE, WHERE THERE'S VACANT LOTS OR REDEVELOPMENT OPPORTUNITIES. UH, WE ARE AWARE THAT THERE IS ALREADY A PROJECT THAT IS, IS MOVING TOWARDS, UH, REALIZATION IN THAT, UH, IN THAT AREA THAT IS IN THIS SAME CHARACTER. SO NOT, NOT SOMETHING VERY SIMILAR TO WHAT YOU'VE SEEN AT THE LARK ON THE OTHER SIDE OF DOWNTOWN, UH, WHEREVER POSSIBLE. UH, NOT WHEREVER POSSIBLE. EVERY SINGLE PHOTO YOU'RE GONNA SEE IS FROM THE OKLAHOMA CITY OR EDMOND, UH, REGION. WE WANTED TO SHOW YOU PROJECTS THAT WE FELT WERE REALLY, UH, FROM OUR OWN BACKYARD. UM, AND SO ALL THESE, THAT ONE WAS FROM THE PLAZA DISTRICT ON THE BOTTOM. UH, THE ONE IN THE MIDDLE IS FROM, UH, MIDTOWN, OKLAHOMA CITY. IN THAT NEXT RESIDENTIAL CATEGORY I TALKED ABOUT, THIS WOULD, UM, ALLOW A SLIGHT, UH, AN EVEN HIGHER INCREASE IN THAT, UH, NUMBER OF RESIDENTIAL UNITS. UH, YOU MIGHT BE ABLE TO HAVE JUST A LITTLE BIT OF COMMERCIAL SPACE, BUT YOU COULD CAP THAT EITHER IN TOTAL SQUARE FOOT, UH, SQUARE FOOTAGE, OR IN PERCENTAGE OF THE TOTAL PROJECT. UM, THE, THE POINT BEING LIKE THAT MIDDLE ONE, WHICH IS THAT CLASS ON THE 16TH, THERE IS JUST A VERY SMALL AMOUNT OF, UH, RETAIL THERE ON THE FIRST FLOOR, BUT THE MOST OF THAT IS STILL RESIDENTIAL FIRST FLOOR FRONTAGE. AND THEN FINALLY, THAT MIXED USE CATEGORY. THIS IS WHERE YOU WOULD POTENTIALLY HAVE THAT HOTEL WE TALKED ABOUT. YOU COULD HAVE SOME OFFICE, UH, THE, THE, THE CORE IDEA BEING THAT YOU WOULD HAVE SOMETHING WITH, UH, RESTAURANT RETAIL ON THE FIRST FLOOR, AND THEN THE POTENTIAL TO HAVE SOMETHING LIKE OFFICE OR, UH, RESIDENTIAL ON THE, UH, FLOORS ABOVE IT. SO YOU MIGHT RECOGNIZE THE GRANT GROUP PROJECT THERE IN THE MIDDLE. UH, ONE ON TOP IS MIDTOWN, AND THE ONE ON THE BOTTOM IS ALSO [00:30:01] IN THE NEIGHBORHOOD, UH, AROUND THE PLAZA DISTRICT. SO ONE OF THE KEY THINGS WE DID IS WE DID TWO DIFFERENT SURVEYS. WE DID ONE FOR THE CAMPUS ITSELF. WE GOT 618 RESPONSES. UH, IT WAS REALLY FUNNY. UH, IT'S ALWAYS FUN WORKING WITH COLLEGE STUDENTS. UH, WE PUT IT OUT IN A NEWSLETTER AND I WAS LIKE, AH, I DON'T KNOW IF WE'RE GONNA GET ANY RESPONSES FROM COLLEGE KIDS IN THE NEWSLETTER. WE GOT ABOUT, UM, I THINK 30 IS MOSTLY FROM FACULTY. AND WE REACHED OUT, AND THE STAFF AT THE UNIVERSITY WERE GREAT. THEY HELPED US GET A DIFFERENT WAY TO GET TO THE STUDENTS. AND LITERALLY OVERNIGHT, WE GOT ABOUT 400 RESPONSES, UH, WHICH I THINK SPEAKS TO THE EXCITEMENT THAT THE STUDENTS HAD FOR THIS CONCEPT. THEY IMMEDIATELY GOT IT, AND THEY SAW, UH, WHAT THIS COULD DO FOR FUTURE STUDENTS' EXPERIENCES. UM, THOSE ARE, UH, THAT GRAPH THERE IS THE CAMPUS RESPONSES. WE HAD THEM RATE EVERY SINGLE, UH, OR NOT EVERY SINGLE, BUT THOSE CATEGORIES OF LAND USES, AND WE, UH, PUT THEM IN ORDER OF, OF THE TOP PREFERRED. SO, FAST CASUAL DINING, AS YOU CAN IMAGINE, WAS VERY HIGH AMONGST COLLEGE. UH, THE COLLEGE STUDENTS AS WELL AS FACULTY AND STAFF, COFFEE SHOP CAME UP A LOT. UM, RECREATION IS REALLY KIND OF MORE LIKE THAT. UH, CHICKEN AND PICKLE, DAVE AND BUSTERS, WHERE THERE IS A FOOD ELEMENT, BUT THEY'RE SURROUNDED BY DUST BOWL IS ANOTHER GOOD EXAMPLE WHERE THERE'S ACTUALLY LIKE AN ACTIVITY THAT'S ALSO PRESENT. UM, MAYBE EVEN SOME MODERN MOVIE THEATERS WOULD FALL INTO THAT CATEGORY. AND THEN LASTLY, SIT DOWN, DINING AND SO ON. THEN WE ALSO HAD, UM, THE, THE, UH, CITY OF EDMUND STAFF WAS KIND ENOUGH TO PUT A DOOR HANGER, UH, ON THE RESIDENTIAL DOORS IN THE NEIGHBORHOOD. WE GOT 22 RESPONSES BACK FROM THAT. UM, AND THIS IS THE DESIRED USES THAT CAME OUTTA THAT NEIGHBORHOOD. UH, SO SOMEWHAT SIMILAR, UH, SLIGHTLY DIFFERENT ORDER, SIT DOWN, DINING FIRST, FAST CASUAL DINING, UH, ACTUALLY CONVENIENCE STORE WITH LIMITED GROCERIES. AND THEN A COFFEE SHOP, UH, FINISHED OUT THE TOP FOUR THERE. AND THEN ALSO, ONE OF THE THINGS WE DID QUITE A, UH, PUT A LOT OF TIME IN IS WE DID SOME LISTENING SESSIONS, UM, WITH SEVERAL STAKEHOLDERS IN THE, UH, AT DOWNTOWN AT THE GREATER AND THE DOWNTOWN EDMOND COMMUNITY. WE TALKED WITH SEVERAL DEVELOPERS, UM, SOME THAT MIGHT BE INTERESTED IN SOME SORT OF PARTNERSHIP IF THAT WERE TO EVER BE PUT OUT FOR, UH, AN OPPORTUNITY, THOSE IN YOUR TOURISM INDUSTRY. AND THOSE, UH, REPRESENTING YOUR ECONOMIC DEVELOPMENT SECTOR FROM THAT NEIGHBORHOOD SURVEY. UH, ALSO WE ASKED THEM, UM, SOME STANDARD QUESTIONS THAT CAME FROM ANOTHER NEIGHBORHOOD SURVEY THAT THE CITY HAD DONE IN OTHER PARTS OF THE CITY, ASKED THEM TO IDENTIFY, UH, THE AREAS OF THE NEIGHBORHOOD THAT NEEDED THE MOST IMPROVEMENT, UH, OR WHERE THEY'D LIKE TO, UH, MAKE THE, THE, WHERE THOSE ITEMS THEY WOULD LIKE TO HAVE PRIORITIZED. UH, NUMBER ONE, BEING MAINTAIN OR CLEAN EXISTING SIDEWALKS, BIKE LANES, CROSSWALKS, REDEVELOP, OR RENOVATE EXISTING BUILDINGS. WE'D LIKE REALLY LIKED HEARING THAT. UH, IMPROVE LANDSCAPING, IMPROVE EXISTING PUBLIC SPACES, AND CREATE OR ATTRACT LOCAL AMENITIES LIKE COFFEE SHOPS, DAYCARES, GROCERY STORES, SALONS. SO THIS IS A BIRD'S EYE THAT SHOWS KIND OF THE NEAR TERM OF WHAT WE THINK ARE VERY ACHIEVABLE. EARLY PROJECTS. UH, THIS WAS VERY MUCH, UH, UH, THE, BY THE BYPRODUCT OF THAT ETTE SESSION THAT WE DID. AND IN ALL HONESTY, WE'D WENT THROUGH A COUPLE DIFFERENT ITERATIONS AND WE THINK WE LANDED ON WHAT WE THINK IS THE RIGHT ONE. THESE ARE GONNA BE A LITTLE LOWER SCALE BUILDINGS, UH, IN THOSE, IN THAT NEAR TERM. WE THINK AFTER TALKING WITH EPS OR ECONOMIC SPECIALISTS, THAT THESE ARE REALLY THE ONES THAT YOU CAN USE TO PROVE THE MARKET OVER HERE TO SHOW THAT THIS IS REALLY A WORKABLE CONCEPT BEFORE YOU LAUNCH INTO SOME OF THE LARGER ONES. AND AS A RESULT, SOME OF THE LARGER PARCELS THAT THE UNIVERSITY OWNS, UM, WE HAVE ACTUALLY LEFT, UH, LEFT ALONE FOR THE TIME BEING BECAUSE THIS WOULD GIVE THEM MORE TIME, UH, TO WORK WITH, UH, THE, THE CURRENT PLAN FOR EACH OF THOSE PROPERTIES. SO THESE ARE SOME OF THE PRO PROJECTS THAT ARE ALREADY UNDERWAY OR THAT HAVE RECENTLY COMPLETED THAT KIND OF START TO GIVE YOU A LITTLE BIT OF SNAPSHOT. AND THESE ARE THE BLOCKS THAT WE'RE SAYING IN THE NEAR TERM, THE UNIVERSITY SHOULD, OR THE UNIVERSITY AND THE CITY IN A PARTNERSHIP SHOULD, UM, PRIORITIZE. SO WE NUMBERED EACH OF THOSE BLOCKS. BUT WE DO SEE LONG TERM THE VALUE OF THAT SECOND BLOCK BECAUSE YOU ARE SO CLOSE TO THE LIBRARY, WE THINK THAT WILL BE A REALLY ATTRACTIVE, UH, BLOCK, UH, LONG TERM. SO GETTING TO BLOCK THREE, UH, IN MOST CASES HERE, WE'RE REALLY JUST, UH, DISRUPTING EXISTING PARKING LOTS. SO WHAT WE'RE SHOWING HERE ARE JUST TWO STORY BUILDINGS, UH, WITH SOME RESTAURANT RETAIL ON THE FIRST FLOOR, AND MAYBE SOME OFFICE OR VERY LIMITED TYPES OF RESIDENTIAL ON THOSE UPPER FLOORS. AND THEN FINALLY, BLOCK SIX, WE SAW SOME REAL OPPORTUNITY HERE TO START TO PLAY WITH ALL FOUR CORNERS OF THAT INTERSECTION. AND SO WE SAID, WELL, WHAT IF YOU BUILT ITS REPLACEMENT UP IN THAT CORNER, AND YOU STARTED TO REALLY TRY TO BUILD AN URBAN CORNER UP THERE TO START TO DEFINE THE ENTIRE DISTRICT. AND SO THAT'S WHAT'S REPRESENTED ON THE, THE SOUTHEAST CORNER THERE. THE UNIVERSITY ALREADY CONTROLS THAT NORTHEAST CORNER. THE UNIVERSITY HAS THE SOUTHWEST CORNER. WE TALKED ABOUT MAYBE ANOTHER RESTAURANT COMBO THAT COULD GO WITH FLAT TIRE. THAT IS USUALLY A, A, A GOOD THING IN THE INDUSTRY TO COMBINE IT WITH, UH, OTHER RESTAURANTS. SO, UH, YOU GET A LOT OF SYNERGY THERE. AND THEN LASTLY, WE THINK THIS IS A LONG-TERM STRATEGIC THING FOR THE COMMUNITY. THAT NORTHWEST CORNER THAT IS A SEVEN 11. UH, WE THINK THERE ARE NEW OPPORTUNITIES WITH THAT COMPANY. UM, AND WE DID GET A LOT OF FEEDBACK FROM THE SURVEYS THAT PEOPLE WOULD LIKE A BETTER CONVENIENCE STORE, POTENTIALLY WITH SOME LIMITED GROCERY. AND SO WE DO THINK THAT WOULD BE AN INTERESTING OPPORTUNITY, ESPECIALLY IF YOU WERE TO PUT IN ANY SORT OF FORM-BASED, UH, CODE CONTROLLED, UH, ZONING, UH, BEFORE IT WERE TO REDEVELOP. YOU MIGHT BE ABLE TO DO SOMETHING IN THAT SORT OF, UH, FOOT, UH, FRAMEWORK OF WHAT WE'RE SHOWING THERE IN THAT DRAWING. AND THEN IN THE LONG TERM, UH, YOU, YOU CAN SEE FILLING IN THERE WITH THE ORANGE DOTS, SOME OF THE OTHER THINGS THAT WE THINK ARE POSSIBLE. SO, UH, WE TALKED A LOT WITH THE UNIVERSITY ABOUT LONG TERM AS, UH, THE DEMAND FOR NEW BUILDINGS COMES ALONG. IT WOULD BE GOOD IF THEY WERE ALSO BUILDING UP TO THE STREET, MAYBE ESTABLISHING, UH, A, A A CONSISTENT BUILD TO LINE, UH, ON THE EAST SIDE OF THAT STREET. SO THAT'S WHAT'S REPRESENTED THERE ON THE BOTTOM CORNER, UH, ACROSS THE STREET ON BLOCK TWO, THE POTENTIAL TO BUILD THAT HOTEL. WE TALKED ABOUT, UH, ONCE YOU STARTED TO ESTABLISH THIS DISTRICT ALSO, THAT HAPPENS TO BE ONE OF THE LARGEST PROPERTIES THAT YOU WOULD BE ABLE TO PUT A PARKING GARAGE ON. AND WE KNOW PARKING'S GONNA BE A BIG PIECE OF THIS, AND SO WE REALLY WANNA HOLD THAT OUT SO THAT YOU COULD, UM, BUILD, UH, PARKING WHEN IT BECOMES ECONOMICALLY FEASIBLE. AND THEN THE LAST PIECE OF THAT, WELL, THERE'S TWO OTHER PIECES. ONE IS YOU, YOU CAN SEE THERE'S A LITTLE BIT OF WRAPAROUND ON THAT GARAGE THAT'S RESIDENTIAL. UH, WE THINK THAT WOULD BE VERY ATTRACTIVE, ESPECIALLY TO THE OLDER CROWD THAT WOULD LIKE BEING NEAR THE UNIVERSITY AND BEING NEAR THE LIBRARY. UH, AND THEN HAVING THOSE VIEWS OUT ONTO THE PARK. AND THEN A, UH, AN AN ADDITIONAL, A BUILDING THAT COULD BE FLEX THAT IS SOMEWHAT FAR OUT IN THE FUTURE. SO THAT COULD BE SOME SORT OF ADDITIONAL OFFICE SPACE AS DEMAND FOR THAT GROWS. IT COULD BE SOME ADDITIONAL, UH, SPINOFF SPACE, UH, FOR ADDITIONAL UNIVERSITY, UH, PARTNERSHIPS. UH, THE NEXT BLOCK UP, THERE'S A LITTLE BIT OF INFILL HOUSING, UH, WITH THAT TWO, UH, THAT, THAT TWO ROOFED, UM, UH, BUILDING THERE. BLOCK FOUR, UH, THAT IS ALSO THE OTHER PRIME PLACE TO PUT A PARKING GARAGE IN TERMS OF SPACE. AND SO WE'VE ALSO CHOSEN TO SHOW THAT AS A PARKING GARAGE LONG TERM. AND THEN YOU CAN START TO SEE ON CAMPBELL THERE THE INFILL OF ADDITIONAL BUILDINGS. SIMILAR IN STYLE TO THE CAMPBELL. UH, WE TALKED A LOT ABOUT THE IMPORTANCE OF CAMPBELL. UH, IT'S ALREADY BEEN ESTABLISHED THAT IT'S A VERY IMPORTANT STREET FOR YOUR DOWNTOWN IN TERMS OF THE AMOUNT OF TRAFFIC YOU GET FOR YOUR STUDENTS, GOING BACK AND FORTH. UH, A LOT OF PARKING SPACES, UM, I KNOW THAT THEY LIKE TO USE, BUT IT'S ALSO REALLY THAT KEY GATEWAY INTO OLD NORTH. AND IT'S THAT REALLY PRIME, UH, VISTA THAT YOU'RE ALWAYS LOOKING FOR, UM, IN THESE SORT OF DESIGN EXERCISES. AND THEN LASTLY, YOU, YOU'LL SEE SOME, UH, INFILL PROJECTS THERE, UH, IN THE AREA NORTH OF AYERS. WITH THAT, I'M GONNA LET NATE GET BACK ON STREETS OF MOBILITY. SO AS, AS WE TALKED COLLABORATIVELY WITH, WITH UCO AND THE CITY, UM, WE KNEW THERE WERE A LOT OF OPPORTUNITIES FOR DEVELOPMENT OF, OF INDIVIDUAL SITES THROUGHOUT THE AREA, BUT WE ALSO KNEW THAT ALMOST JUST AS IMPORTANT WAS THE STREET NETWORK AND THE MOBILITY, UH, OF THE DISTRICT. UM, SO I'M GONNA GO THROUGH A A FEW KEY POINTS OF THAT. UM, SO AS WE LOOKED AT THESE SITES AND THE BLOCKS THAT AJ JUST WALKED THROUGH, WE, WE SAW SEVERAL CORRIDORS KIND OF EMERGE AS KINDA, UM, IDEAL, IDEAL CORRIDORS FOR BOTH PEDESTRIANS AND, AND VEHICLES, UM, AND, AND REALLY BECOME KIND OF THE CATALYST FOR, FOR THESE DEVELOPMENTS. UM, THOSE WERE ERRORS IN UNIVERSITY, UNIVERSITY DRIVE, KIND OF FROM EDWARDS TO CAMPBELL. UM, THE CORNER OF UNIVERSITY IN MAINE AND THE CORNER OF UNIVERSITY IN FIRST. AND YOU SEE THOSE KIND OF IDENTIFIED IN THE PINK SQUARES UP THERE. UM, ONE OF THE THINGS THAT, THAT [00:40:01] WE REALLY FEEL THE INTENT OF THIS PLAN CONVEYS IS THE AIM TO TRANSFORM THESE CORRIDORS, NOT JUST FROM STREETS, WHERE CARS, YOU KNOW, COME AND GO, BUT REALLY AS ACTIVE, UH, PEOPLE CENTERED STREETS, UM, WHAT YOU SEE AROUND CAMPUSES, UM, THROUGHOUT THE COUNTRY. UM, AND THAT JUST MEANS, UM, YOU KNOW, INCORPORATING ENHANCED CROSSWALKS AND CROSSINGS, UM, GENEROUS SIDEWALKS WITH FURNITURE AND AMENITIES, UM, PEDESTRIAN SCALE LIGHTING, UH, AND THEN INTEGRATING THESE AS PUBLIC SPACES AND MAYBE, MAYBE THEY SERVE AS YOU SEE IN THAT BOTTOM LEFT PICTURE, MAYBE BY DAY STREETS ARE FOR CARS AND, AND TRAFFIC. UM, AND THEN IN EVENING, THEY CAN BE SHUT DOWN FOR, FOR EVENTS AND FESTIVALS, THINGS OF THAT NATURE. UM, AND THESE ARE JUST SOME MORE IMAGES. UM, PUBLIC SPACE ALONG THESE CORRIDORS IS ALSO CRITICAL AS WELL. CREATING THOSE PLACES WHERE PEOPLE WANT TO BE AND CREATE THOSE ME MEMORIES, THOSE SO-CALLED INSTAGRAMABLE MOMENTS. UM, SO JUST INCORPORATING THOSE TO BE ABLE TO DRAW THE STUDENTS AND THE, AND THE RESIDENTS OF EDMOND TO, TO THIS DISTRICT, UH, AND KEEP THEM THERE. UM, AJ MENTIONED, UM, THAT, THAT CORNER OF UNIVERSITY AND ERRORS, UH, WITH THAT SEVEN 11 POTENTIAL NEW LAYOUT FOR SEVEN 11, YOU KINDA SEE THAT IN THE BACKGROUND. SO THIS IS ONE OF OUR CONCEPTUAL RENDERINGS OF WHAT THAT GATEWAY INTERSECTION COULD LOOK LIKE WITH, UH, A ROUNDABOUT AND SOME KIND OF SCULPTURAL FEATURE, UM, IN THE CENTER. UH, WE HAD DISCUSSIONS WITH THE TRAFFIC DEPARTMENT. THEY THINK THIS IS, THIS IS, COULD BE A GOOD SOLUTION. THERE'S GONNA BE FURTHER STUDY NEEDED ON THIS, BUT IT REALLY DOES CREATE THAT GATEWAY ELEMENT AT THE NORTH SIDE OF THE DISTRICT, UM, THAT'S IDENTIFIABLE. AND HERE YOU JUST SEE AN AERIAL VIEW OF THAT. UM, THAT BUILDING IN THE, IN THE FOREGROUND IS THAT POTENTIAL NEW POLICE STATION, UM, THAT, THAT AJ MENTIONED. UM, ALSO ONE OF THE THINGS I WANNA POINT OUT ON THIS IS, AS YOU'RE AWARE, YOU KNOW, UH, UNIVERSITY HAS BIKE LANES DOWN EACH SIDE OF IT. AND ONE OF THE THINGS JUST BEING OUT THERE WALKING THE STREET, A LOT OF THE BIKE, UH, USERS ARE COMING FROM THE NORTH, AND WHEN THEY GET TO CAMPUS, THEY HAVE TO MAKE A LEFT TURN ACROSS ALL THAT TRAFFIC, UH, ON ERRORS. AND SO ONE OF THE, THE, UM, CONCEPTS THAT WE, WE THINK WOULD BE GREAT TO IMPLEMENT WOULD BE COMBINING THOSE, UM, SO THAT YOU HAVE A TWO-WAY CYCLE TRACK ON THE EAST SIDE. UM, AND THEN THERE'S NO VEHICULAR CONFLICTS AS THEY, AS THEY CROSS, UH, UNIVERSITY. UM, THIS IS ANOTHER VIEW OF THAT KIND OF MORE GROUND LEVEL. UM, AND ANOTHER STRATEGY THAT WE RECOMMENDED IMPLEMENTING, AND THIS IS AT UNIVERSITY IN CAMPBELL. SO, UH, OLD NORTH IS IMMEDIATELY TO THE RIGHT. UM, AND WE SEE THIS AS AN OPPORTUNITY TO KIND OF IDENTIFY THE HEART OF THE DISTRICT, ELEVATE THIS INTERSECTION. UM, SO THAT'S A FLUSH CROSSING FOR PEDESTRIANS AND CYCLISTS. UM, IT HELPS SLOW TRAFFIC, IT HELPS IDENTIFY TO ROAD USERS THAT, HEY, THIS AREA'S SPECIAL. UM, YOU NEED TO, YOU NEED TO SHOW SOME MORE CAUTION AS YOU GO THROUGH THIS AREA. UM, WITH THAT, AJ'S GONNA WRAP UP WITH OUR RECOMMENDATIONS. SO WE HAVE THE RECOMMENDATIONS IN SEVERAL DIFFERENT BUCKETS. ONE IS, UH, ZONING. WE DO, AGAIN, THINK THAT THERE MIGHT BE THE, THE NEED FOR ADDITIONAL ZONING WORK IN THIS AREA AFTER WE'RE DONE WITH OUR STUDY. SO, UH, WE DO THINK YOU NEED TO INCLUDE THIS AREA IN, UH, ANY LARGER EFFORTS TO REZONE DOWNTOWN USING ANY NEW FORM BASED CODE PRINCIPLES. UH, YOU NEED TO INCLUDE THE ABILITY TO DEVELOP MISSING MIDDLE HOUSING. UH, IN THIS AREA, WE HAD SOME PEOPLE THAT ARE VERY, UH, PLUGGED INTO OUR, INTO YOUR COMMUNITY, AND THEY, THEY, THEY SAID, IF WE'RE GONNA DO IT ANYWHERE IN OUR CITY, THIS IS THE MOST LOGICAL PLACE THAT WE'RE GONNA HAVE ADDITIONAL HOUSING DIVERSITY. UH, AND, UH, I THINK WE NEED TO REALLY, UH, TO, TO EXPLORE THAT FURTHER, UH, REQUIRE THE ACTIVE FIRST FLOOR, FIRST LEVEL SPACE AND BUILDINGS ON UNIVERSITY CAMPBELL AND MAINE. SO YOU'RE TRYING TO DRIVE THAT ENERGY TO SPECIFIC CORRIDORS SO YOU'RE NOT GETTING IT HAPHAZARDLY ALL ACROSS THE AREA. UH, BE VERY, UH, PERMISSIVE ON YOUR OFF STREET PARKING REQUIREMENTS. YOU, YOU GUYS ALREADY ARE, UH, VERY FLEXIBLE IN YOUR OFF STREET PARKING REQUIREMENTS FOR DOWNTOWN, BUT, UH, WE EXPECT THAT A LOT OF THE USERS OF THIS SPACE WILL BE COMING ACROSS THE STREET AND THEY'RE ALREADY GONNA HAVE PARKED SOMEWHERE ELSE. SO YOU DON'T NEED TO DOUBLE PARK 'EM OVER HERE. UM, AND THEN MINIMIZE THE BUILDING SETBACKS REQUIRE OFF STREET PARKING TO BE ON THE SIDE OR BACK OF BUILDINGS ON, ESPECIALLY ON UNIVERSITY OF CAMPBELL, MAINE. TRY TO REALLY, AGAIN, REINFORCE THOSE AS YOUR PRIMARY PEDESTRIAN CORRIDORS. IN TERMS OF REDEVELOPMENT, WE RECOMMEND THAT THE, THAT UCO AND THE CITY CONTINUE WITH THIS PARTNERSHIP AND [00:45:01] PUT OUT AN RFI SEEKING A DEVELOPMENT PARTNER. UH, YOU ALREADY HAVE TIFF IN THE AREA, SO YOU CAN USE THAT FOR THAT PROJECT. GAP FINANCING AND ANY ELIGIBLE PUBLIC IMPROVEMENTS IN INFRASTRUCTURE, UH, IT'S IMPORTANT TO CONTINUE TO HAVE THESE CONVERSATIONS WITH THE CHURCHES. UH, YOUR DOWNTOWN IS, UH, VERY SIMILAR TO OTHER DOWNTOWNS, AND YOU HAD A LOT OF CHURCHES MOVE IN, AND AS PEOPLE WERE LEAVING DOWNTOWN, THE CHURCHES KEPT ADDING SPACE, ADDING VACANT LOTS FOR THEIR PARKING. UH, THOSE PARKING LOTS IN A, IN A, IN A NEW FUTURE COULD BECOME VERY VALUABLE. REDEVELOPMENT OPPORTUNITIES THAT COULD BENEFIT MULTIPLE PARTIES AS YOU'RE STARTING TO BRING MORE USERS BACK INTO WALKABLE DISTANCE OF THOSE CHURCHES. AND THEN ALSO PRIORITIZE THOSE EXISTING OPPORTUNITIES ON BLOCKS THREE AND FIVE TO TEST THAT MARKET. AND THEN HOLD OFF ON TWO AND FOUR FOR THOSE LARGER MIXED USE PROJECTS. UH, IN TERMS OF UCO, WE SUGGEST THAT THEY CONDUCT A DETAILED PARKING ANALYSIS, UH, TO BETTER UNDERSTAND HOW VARIOUS PARKING FACILITIES ARE USED. WE HAD A LOT OF DISCUSSIONS ABOUT WHERE PEOPLE PREFER TO PARK WHEN THEY COME TO CLASS. DOES IT MAKE SENSE TO POTENTIALLY CHARGE DIFFERENT RATES DEPENDING ON HOW CLOSE YOU ARE TO CAMPUS AND HOW PRIMO THE SPOT IS? UH, SO IMPLEMENT A TIERED PARKING PRICE STRUCTURE BASED ON DEMAND AND USE. UH, THAT'S, THAT'S VERY MUCH IN KEEPING WITH A LOT OF, UH, STANDARD PARKING, UH, THEORY SUPPORT EFFORTS BY THE CITY OF EDMOND TO MONITOR THE LENGTH OF ON, UH, THE USE OF ON STREET SPACES NEAR CAMPUS. UH, SO, UH, REMINDING PEOPLE, EVEN IF IT'S JUST THROUGH A SIGN THAT, UH, THESE ARE SHARED SPACES AND THEY HAVE SOME, SOME, UH, EXPECTATION THAT YOU'RE NOT PARKING THERE ALL DAY FOR FREE. UH, AND THEN ADOPT A POLICY THAT ANY NEW UNIVERSITY LED DEVELOPMENT ON THE EAST SIDE OF THE DRIVE ADHERE TO THIS BUILD TO LINE AND BUILDING ORIENTATION TO CREATE EQUIVALENT ACTIVATION. SO YOU'RE GETTING BOTH SIDES OF THAT EXPERIENCE. AND THEN CONSIDER UNDERTAKING A CAMPUS DEVELOPMENT MASTER PLAN THAT ADDRESSES HOW TO ENCOURAGE THAT GOAL. I KNOW THAT THE COUNCIL HAS LOOKED AT SEVERAL PROPOSALS ON HOW DO YOU, HOW DO YOU CONTAIN THIS GROWTH? IS IS QUALITY OF LIFE AND EDMOND MEASURED BY HOW FAST WE'RE GROWING OR IS IT THE, THE CONTENTMENT AND THE JOY THAT PEOPLE HAVE IN LIVING IN THE HOMES THAT THEY HAVE NOW? AND I WOULD SAY THAT THE QUALITY OF LIFE ISN'T ALWAYS MEASURED BY HOW FAST YOU'RE GROWING, HOW QUICK THOSE DEVELOPMENTS CAN BE DONE, HOW THE, HOW THE POPULATION GROWTH IS. SO IF YOU TAKE THE, UH, TWO ACRE LOT THAT THEY HAVE THERE AND YOU SUBTRACT THOSE FROM IT, YOU COME DOWN TO A LOT SIZE THAT'S LESS THAN ONE ACRE, OKAY. FOR 16 UNITS.
