THESE CODE AMENDMENTS WILL REPLACE THE 2008 DOWNTOWN DESIGN GUIDELINES WITH THE DOWNTOWN STREETSCAPE STANDARDS WHERE APPROPRIATE THROUGHOUT THE CITY'S ZONING CODE, WHICH IS TITLE 22, AND ADOPT BY REFERENCE THE STANDARDS THEMSELVES. THE STANDARDS PROVIDE TECHNICAL DESIGN DETAILS THAT HAVE BEEN BOTH REFINED BY PREVIOUS STREETS SCAPE PROJECTS THROUGHOUT DOWNTOWN EDMOND AND MODERNIZED TO MEET THE DISTRICT'S NEEDS IN THE FUTURE. THE CENTRAL EDMOND URBAN DISTRICT BOARD RECOMMENDED APPROVAL OF THE STANDARDS AT THEIR PUBLIC HEARING ON JUNE 10TH, 2025. OUR CONSULTANT TEAM, KIMLEY HORN, IS HERE TO SHARE THE KEY DETAILS ABOUT THE PROJECT, THE STANDARDS THEMSELVES, AND ANSWER ANY QUESTIONS YOU MAY HAVE. ALRIGHT, WELL, GOOD EVENING COMMISSION. UH, EXCITED TO BE HERE TO TALK TO YOU ABOUT THIS, UH, THIS PROJECT THAT WE'VE BEEN WORKING WITH, UH, A VARIETY OF PEOPLE ON, AND EXCITED TO GET IT TO THIS POINT. UH, SO A LITTLE BIT OF A BACKGROUND ABOUT THE, THE PROJECT. SO THE PROJECT EXTENDS, IT'S PRETTY MUCH THE CORE OF THE DOWNTOWN AREA, UH, FROM FRETS TO, UH, UNIVERSITY, UH, WEST TO EAST, AND THEN THATCHER TO FIFTH STREET, UH, NORTH TO SOUTH. SO, UH, CAPTURES A LOT OF THE, THE, THE DOWNTOWN CORE, THE, THE MAIN TRADITIONAL BUILDINGS, BUT ALSO EXTENDS OUT INTO THOSE NEWLY DEVELOPED RESIDENTIAL, UM, AREAS, UH, ESPECIALLY ON THAT WEST SIDE. SO, UH, PRETTY GOOD VARYING, UH, DIFFERENT USES. UH, SO PROJECT SCOPE, AS KEN MENTIONED, WE'VE, WE'VE GONE THROUGH SEVERAL PROCESSES, UH, COMMITTEES TO GET HERE. UM, SO JUST AS A BACKGROUND, UH, WE HELD, UM, A PRETTY EXTENSIVE STAKEHOLDER ENGAGEMENT EARLY ON IN THE PROJECT. SO WE MET WITH STAKEHOLDERS A COUPLE TIMES, UH, THROUGHOUT, UH, ONE OF THOSE TIMES WAS AFTER WE GATHERED THE, THE DATA AND DISCOVERY. SO, UH, MADE SURE WE HAD ALL OF THAT IN LINE AND THEY AGREED, AND THEN WE REALLY WORKED WITH THEM ON OF THIS. THAT THEN TOOK US TO PATIENT PLAN. AND THEN ULTIMATELY WHERE WE'RE HERE NOW FOR, UM, THE, THE DOCUMENT. AND SO HERE'S A, HERE'S A TIMELINE OF, OF WHEN WE STARTED AND, AND WHERE WE ARE NOW. SO, AS I MENTIONED, WE HAD A, WE ACTUALLY HAD THREE STAKEHOLDER MEETINGS. WE HAD INTRODUCTION AND THEN ONE TO DISCUSS THE EXISTING CONDITIONS AND ANOTHER TO DISCUSS, UM, THE, THE FRAMEWORK OF WHAT THIS WOULD BE. UH, WE ALSO HELD A PUBLIC INPUT SESSION EARLIER THIS YEAR, UH, WHERE THE, THE PUBLIC COULD COME SEE, UH, WHAT WE HAD IN THE, THE REPORT AND, UH, PROVIDE COMMENT. UH, AND THEN FROM THERE WE WENT TO THE, FOR THEIR REVIEW AND COMMENT, AND WE, THEY ACTUALLY HAD A FEW COMMENTS THAT WE CAME BACK TO AND REVISED AND, AND WERE FURTHER THEIR APPROVAL. UM, SO THAT AND DISCOVERY, UH, SO WHAT WE REALLY WANTED TO LOOK AT, SO WE WERE STUDYING THE RIGHT OF WAY WITH BUILDING, UH, BUILDING TO BUILDING, UH, YOU KNOW, RIGHT OF WAY EDGE, THE RIGHT OF WAY EDGE, AND WANTED TO REALLY KNOW WHAT WAS GOING ON, UH, WITHIN THE DISTRICT. SO WE FOUND THAT YOU HAVE VARIETY, VARIETY OF RIGHT OF WAY WIDTHS FROM 60 FEET UP TO 120 FEET. SO, UH, QUITE A WIDE RANGE OF ROADWAY AND, AND DIFFERENT USES. SO, UH, WE WANTED TO DEVELOP A PLAN THAT ACCOMMODATED, [00:05:01] UH, SPECIFICALLY EACH OF THOSE STREETS. UH, ANOTHER THING WE LOOKED AT WAS SIDEWALK WIDTH. UM, YOU KNOW, YOU IN AN URBAN CORE, YOU TYPICALLY WANT WIDER SIDEWALKS, UH, MORE ACTIVITY GOING ON. SO WE, WE REALLY WANTED TO HONE IN AND SEE WHAT YOU HAD THERE. UH, THIS IS A MAP THAT SHOWS, UH, THE EXISTING WIDTHS CURRENTLY. SO YOU SEE LOTS OF YELLOWS, WHICH ARE LESS THAN SIX FEET, WHICH ISN'T NECESSARILY IDEAL FOR AN URBAN CORE. UM, BUT THEN YOU HAD SOME ALONG BROADWAY THAT ARE 10 TO 15 THAT ARE, SO THAT WAS SOMETHING THAT WE REALLY WANTED TO LOOK AT AND UNDERSTAND WHEN WE STARTED DEVELOPING THESE SECTIONS. UM, SO FROM THE EXISTING CONDITIONS, WE WENT INTO VISION AND GOALS. SO WE DEVELOPED A VISION STATEMENT, [00:10:01] CLEAR ZONE, BUT THEN ALSO PROVIDING THAT ACCENT, UH, WHERE WE COULD ALONG THE EDGES. SO WE HAVE IT THROUGH ANGLED, UH, THE ANGLED PARKING DESIGN PARALLEL. AND THEN BROADWAY IS THE CURRENTLY OUT IS WITH THE, THE FULL FIELD OF PAVERS. UH, WE, WE LOOKED AT MIDBLOCK CROSSINGS AND HOW THAT COULD BE DONE. NOT EVERY BLOCK WOULD HAVE A MIDBLOCK CROSSING. SOME HAVE ALLEYS, UH, SO IT'S NOT NECESSARILY REQUIRED EVERYWHERE, BUT IF THERE IS A NEED FOR A MIDBLOCK, IT SHOWS HOW IT COULD BE DONE IN A, BEING A PARALLEL CONFIGURATION. THEN ALSO ANGLED PARKING. SO YOU SEE HERE BASICALLY TAKES UP TWO SPACES THAT THEN YOU CAN ADD THAT, THAT MIDBLOCK. IT ALSO ALLOWS, IF YOU DON'T DO A MIDBLOCK AND YOU DO THESE, IT ALLOWS FOR THE FIRE ACCESS THAT NEEDS SO MUCH CURB SPACE THERE ALONG THE STREET. SO THAT CAN BE A, AN ACCESS POINT FOR, FOR FIRE AS WELL. UH, A LOT OF, UH, OF, UH, IN DEPTH, UH, INFORMATION ABOUT LANDSCAPING AND, AND TREES AND, AND HOW TO USE THEM ALONG THE STREETSCAPE. AND WHAT WE WANTED TO DO WAS PROVIDE SOME GUIDANCE, BUT THEN ALSO POINT, UH, TO THE, THE EDMOND TREE AND LANDSCAPE GUIDE. SO WE KNOW THAT'S AN EVER CHANGING DOCUMENT THAT CAN BE UPDATED. SO THE, THE TREES HERE ARE, ARE EXAMPLES, BUT THE, THE STANDARDS IS SOMETHING THAT WE WOULD, OR THE GUIDE IS SOMETHING THAT WE WOULD LEAN ON TO PROVIDE THOSE APPROPRIATE TREES IN THE RIGHT SPACE. UM, SO WE, WE WENT INTO DETAIL ON THAT. AND THEN, UH, ONE OF THE THINGS THAT WE LOOKED AT, SO IN AN URBAN SPACE, ESPECIALLY ON THE PARALLEL PARKING CONFIGURATION, THERE'S NOT A LOT OF TREE WELL SPACE FOR, UH, FOR THE TREES. UM, YOU SEE THAT ALONG THE CURRENT CONFIGURATIONS NOW WHERE TREES HAVE KIND OF OUTGROWN WHERE THEY, UH, HAVE BEEN PLANTED. SO WE GAVE SOME GUIDANCE AS TO HOW DO YOU CREATE THAT UNDER, UH, SOIL VOLUME FOR THE, FOR THE TREE TO GROW ADEQUATELY. SO WE, WE LIST OPTIONS SUCH AS SILVA CELL, WHICH IS A PEDESTAL SYSTEM THAT THE SOIL GOES INTO THAT ALLOWS THAT TREE TO GROW UNDERNEATH THE PAVEMENT, TO STRUCTURAL SOIL, WHICH IS A KIND OF A GRAVEL SYSTEM WHERE TREES CAN GROW IN BETWEEN THE, THE, THE VOIDS OF THAT GRAVEL. SO IT PROVIDES HOW MUCH SOIL SHOULD BE ON EACH TREE, AND THEN, UM, HOW, YOU KNOW, THE WIDTHS AND DEPTHS AND THAT KIND OF THING. SO IT, IT PROVIDES SOME, SOME GUIDANCE THERE. IT ALSO ALLOWS FOR SOME OTHER ALTERNATIVES IF, UH, YOU KNOW, SOMEBODY COMES UP WITH ANOTHER SOLUTION THAT WOULD WORK, UH, BUT THEY'D HAVE TO WORK CLOSELY WITH, UH, URBAN FORESTRY TO MAKE SURE THAT THAT'S ADEQUATE, UH, VOLUME OF TREE SPACE. UM, WE ALSO IDENTIFIED WHERE SOME OF THE ENHANCED LANDSCAPE AND TREE PLANTINGS WOULD GO. SO THESE RED CIRCLES WERE, UM, SOME, SOME RECOMMENDATIONS OF IF YOU'RE GONNA DO ENHANCED LANDSCAPE, THESE WOULD BE THE, THE CORRIDORS AND INTERSECTIONS TO DO IT ON. UM, SO IT, IT OUTLINES WHAT THAT THAT WOULD BE AND, AND WHERE THAT WOULD HAPPEN. UM, SO THE, THE BIG, THE BIG PIECE OF THIS WAS THE, THE ROADWAY DESIGNATION, KIND OF THE FRAMEWORK OF THESE DIFFERENT RIGHT OF WAY WIDTHS. SO THIS MAP SHOWS ALL THE DIFFERENT, UH, RIGHT OF WAY WIDTHS WITH THE DIFFERENT CONFIGURATIONS IN A CODED MAP. UM, SO WE HAVE A COMBINATION OF SOME STREETS THAT ARE PARALLEL, UH, PARKING, SOME THAT ARE ANGLE PARKING. UM, AND THEN, YOU KNOW, THERE'S, THERE'S VARYING WIDTHS OF, OF, UH, THE, THE SIDEWALK IN BETWEEN THOSE. SO WE LOOKED AT, AT CURRENTLY THE USES ALONG THOSE STREETS AS SOME GUIDANCE. UH, WE ALSO HAD A LOT OF CONVERSATION ABOUT NOT HAVING IT ALL PARALLEL OR ALL ANGLED KIND OF, THERE'S, THERE'S PROS AND CONS TO BOTH, BUT TRYING TO PROVIDE A BLEND SO IT'S NOT, UM, ALL PARALLEL. AND SOME PEOPLE AREN'T A FAN OF PARALLEL PARKING. SO WE, WE TRY TO MAKE IT A COMBINATION, UH, WHERE SOMETHING'S CLOSE BY FOR, FOR EITHER ONE, BUT SOME STREETS, LIKE THE 60 FOOT RIGHT AWAY ONLY WORKS WITH PARALLEL. IT'S TOO NARROW FOR ANGLED. UM, AND THEN SOME OF THE WIDER STREETS, YOU KNOW, YOU CAN GET THAT, THAT ANGLED AND STILL HAVE ADEQUATE, UH, SIDEWALK WIDTH. SO HERE IS A, UH, RIGHT OF WAY, UM, EXAMPLE. SO THIS IS A HUNDRED FOOT RIGHT OF WAY, WHICH IS, UM, WHICH THIS WOULD BE, UM, GO BACK TO IT. SO THAT IS MAIN, UM, SO AS YOU, AS YOU KIND OF GO THROUGH THAT CORE PIECE, SO IT SHOWS ANGLED PARKING, UM, ON EACH SIDE, SHARED BIKE LANES IN THE MIDDLE, AND THEN YOU GET YOUR, YOUR SIDEWALK WIDTHS AND SHARED SPACE IN BETWEEN THAT. AND IT'S KIND OF HARD TO SEE ON THIS, BUT, UM, LET'S SEE IF IT, IT, YEAH, WE'LL GO BACK HERE. SO WE, WE TRIED TO IDENTIFY, WE HAVE OUR ANGLE PARKING, AND THAT'S WHERE YOUR TREES WOULD BE AT YOUR, AT YOUR SPACING. AND THEN WE, WE CALL IT A, A FURNISHING ZONE OF FOUR FEET, AND THAT'S WHERE LIGHTING, BENCHES, ALL OF THAT KIND OF THING GOES WITHIN THAT FOUR FOOT ZONE. THEN KEEPS YOUR OTHER SHARED SPACE CLEAR OF THAT, AND YOUR SHARED SPACE THEN COULD BE USED FOR [00:15:02] SIDEWALK, FOR TRAFFIC, PEDESTRIAN FLOW, BUT ALSO FOR BUSINESSES TO UTILIZE THAT HALF OF THAT ZONE FOR KIND OF THEIR, THEIR FRONT PORCH OF, UM, EITHER OUTDOOR DINING OR, UH, RETAIL KIND OF SHOW SPACE THERE. SO THERE'S SOME GUIDANCE IN THERE OF HOW TO UTILIZE THAT AND HOW MUCH CLEAR SPACE TO KEEP. UM, THIS IS A PLAN VIEW OF IT. SO WE HAVE A SECTION FOR EACH OF THESE AND THEN ALSO PLAN VIEW. SO YOU CAN SEE THE, THE TREE SPACING IS VERY SIMILAR TO WHAT YOU HAVE ON BROADWAY, UM, BUT IT TELLS YOU WHERE TO PUT YOUR LIGHTS, UH, YOU KNOW, BENCHES, BIKE RACKS, HOW TO LAY ALL THIS OUT. SO IT, IT PROVIDES GUIDANCE FOR ALL OF THESE DIFFERENT STREET TYPES. SO FROM, UH, 60 FOOT ALL THE WAY UP TO 120 FEET, RIGHT OF WAYS. THERE'S, UH, PAGES FOR OF ALL OF THESE DIFFERENT CONFIGURATIONS. SO ANGLED, YOU WOULD PITCH THE, THE PARKING BACK TO A KIND OF A CENTER GUTTER, UH, ALONG THE, THE, THE LANE EDGE, UH, TO ALLOW THAT, THAT DRAINAGE TO FLOW DOWN THE STREET. WHEREAS YOU DO PARALLEL PARKING, YOU TYPICALLY FLOW THAT TO THE, TO THE CURB LINE. SO WE, WE GAVE SOME GUIDANCE THERE. AND THEN ALSO, HOW DO YOU LAY OUT INTERSECTIONS? YOUR, YOUR CURRENT, UH, I THINK IT'S HERE AT MAIN AND BROADWAY, YOU HAVE THAT NEW SWEEPING RADIUSES. SO THIS IS A SIMILAR SITUATION THAT WE'VE PROPOSED ON, ON THE REST OF THE STREETS AS WELL.
