IT'S MY PLEASURE AND I'M SUPER EXCITED TO BE UP HERE TALKING ABOUT OUR CONSOLIDATED ACTION REPORT.
THIS IS BASICALLY WHAT OUR REPORT IS REQUIRED TO DO BY HUD THAT WE HAVE TO, UM, HAVE A PUBLIC HEARING ON TO LET YOU ALL KNOW WHAT WE ENDED UP WITH FOR THE YEAR.
UH, JUST A REMINDER, OUR CAPER OVERVIEW.
SO THIS AGAIN, IS WHAT WE HAVE ACCOMPLISHED THROUGHOUT THE YEAR.
UM, OUR FEDERAL FISCAL YEAR, UH, RUNS ON OCTOBER 1ST, 2024 TO SEPTEMBER 30TH, 2025.
IT'S DUE 90 DAYS AFTER THE END OF THE FISCAL YEAR, SO WE'RE REQUIRED TO HAVE A PUBLIC HEARING, A TWO WEEK COMMENT PERIOD, AND THEN WE'LL TURN IT INTO HUD BY, UH, BY THE END OF DECEMBER.
SO I PUT THIS, UM, SLIDE UP HERE JUST TO REMIND EVERYBODY OF WHAT OUR GOALS AND OBJECTIVES WERE FOR FY 24.
UM, SIMILAR TO WHAT I BROUGHT FORWARD TO YOU IN JULY WITH THIS CURRENT ACTION YEAR IS WE FOCUSED ON HOUSING REHABILITATION THAT'S OWNER OCCUPIED, UM, WHERE WE WOULD GO IN AND ASSIST THOSE, UH, THINGS THAT NEEDED TO BE TAKEN CARE OF.
CODE COMPLIANCE, UM, A DA ACCESSIBILITY AND PRIORITY WOULD BE GIVEN TO THOSE IN THE CDBG AREA.
WE ALSO HAD HOME BUYER'S ASSISTANCE UP TO 14,999.
THAT WAS JUST ON DOWN PAYMENT ONLY, AND THAT'S 50% OF A REQUIRED DOWN PAYMENT.
WE ALSO PRIORITIZED, UH, OUR NEIGHBORHOODS TREE PROGRAMMING.
SO IF THERE WAS A TREE THAT WAS CAUSING LIFE AND SAFETY ISSUES TO THE HOME, WE WOULD REMOVE THAT.
AND OF COURSE, WE ALLOCATED FUNDING TO OUR PUBLIC SERVICES.
AGAIN, JUST SORT OF A REMINDER, UM, ALL THE PROGRAMS THAT WE DO THROUGHOUT CDBG ARE FOR THOSE THAT ARE 80% OR BELOW AREA MEDIA AND INCOME, THOSE INCOME LIMITS CHANGE EVERY MAY.
SO FOR THE MAJORITY OF FEDERAL FISCAL GEAR 24, A PERSON MAKING, UM, UNDER $54,750 WOULD QUALIFY, OR A FAMILY OF FOUR WOULD BE 78,150.
SO WE PROPOSED OUR BUDGET OF $637 NINE HUNDRED AND FIFTY SIX HUNDRED THIRTY $7,958.
UM, AGAIN, MAJORITY OF OUR BUDGET GOES TO HOUSING ACTIVITIES.
WE HAVE A 15% MAX ON PUBLIC SERVICES AND 20% MAX ON ADMINISTRATION.
UM, OUR ALLOCATION THAT WE RECEIVED FROM HUD WAS $537,958, AND WE USED A HUNDRED THOUSAND DOLLARS FROM PREVIOUS YEARS THAT WE HAD, UM, SET ASIDE THAT WE DIDN'T USE.
THERE'S A LOT ON THIS SLIDE, BUT, UM, WHAT THIS SAYS IS THAT WE ENDED UP USING $620,783.
UM, WE CAME IN, UM, AROUND 9,500 BELOW BUDGET, UM, PRIMARILY IN OUR HOUSING REHABILITATION FUNDING.
UM, WE USED ALMOST EVERY PENNY THAT WE HAD, BUT, UM, WE ENDED UP WITH, UH, 10 PEOPLE ON A WAITING LIST JUST BECAUSE WE COULDN'T CONTINUE KNOWING THAT THOSE WERE PROBABLY GONNA COME, UH, BIDS WERE GONNA COME BACK HIGHER.
UM, AND THEN WE HAD WHAT WE CALL PROGRAM INCOME.
WE HAD, UM, BECAUSE WE DO PUT A SOFT LIEN ON PROPERTY AFTER A REHABILITATION OR ON HOME BUYER'S ASSISTANCE, WE HAD SOMEONE SELL THEIR HOME BEFORE THEIR END, UH, FIVE YEAR, UH, QUALIFICATION PERIOD HAD ENDED.
AND SO THEY REPAID US AROUND $3,100.
AND THAT'S CONSIDERED PROGRAM INCOME AND IT GOES AGAINST OUR PUBLIC SERVICES.
UM, KNOWING THAT WE COULDN'T GO OVER OUR 15% MAX, WHAT REALLY TELLS THE STORY IS HOW MANY PEOPLE WE'VE SERVED.
UM, WE IN HOUSING AND NON HOUSING PROJECTS, WE CAN, WE ASSISTED AROUND 27 INDIVIDUALS.
UM, AND I HAVE THE BREAKOUT HERE.
OUR HOUSING REHABILITATION, WE SERVED SIX.
AND THOSE ARE THOSE OWNER OCCUPIED REHABILITATIONS.
UM, PRIMARILY FULL WINDOW PACKAGES, HVAC UNITS, ROOFS,

UM, NEW FLOORING, A DA ACCESSIBILITY.UH, WE ALSO DID, WE KICKED OFF A WEATHERIZATION PROGRAM THAT WAS PRIMARILY, UM, WHERE WE WENT IN AND WE DID AN ENERGY ASSESSMENT ON A HOME.
AND THEN, DEPENDING ON WHAT ENERGY THEY WERE LOSING THROUGHOUT THEIR HOME, IS WHAT WE DID.
A LOT OF IT WAS WINDOW PACKAGES, INSULATION, DOOR SEALS, UM, ET CETERA.
THOSE, UM, WERE AROUND, WE ASSISTED FIVE, WE DID SIX HOME BUYERS ASSISTANCE, AND THEN WE DID 10 NEIGHBORHOOD TREE PROGRAM.
AND I HAD THE BREAKOUT OF HOW MUCH, UM, WE SPENT IN EACH OF THOSE AREAS.
BUT I WANTED TO BRING TO YOUR ATTENTION KIND OF WHAT THAT MEANT.
THAT'S THERE'S MORE TO IT THAN JUST ASSISTING 27 INDIVIDUALS.
UM, THE HOMES THAT WE ASSISTED RANGED FROM 1949 TO 2004.
UH, THE MAJORITY OF THEM WERE IN THE 1960S, 1970S BEING BUILT IN THAT TIMEFRAME ON THE OWNER-OCCUPIED REHABILITATIONS.
THE MAJORITY OF THEM WERE OUTSIDE OUR CDBG AREA, BUT THEY WERE WITHIN QUALIFIED CENSUS TRACKS.
UM, SEVERAL UNITS AROUND THE EDMOND MEMORIAL HIGH SCHOOL AREA.
UH, SEVERAL I, UM, AROUND THE KELLY PARK AREA, UM, ACROSS LIKE IN THE RIPPLE CREEK AREA ACROSS FROM SANTA FE HIGH SCHOOL.
ALL OUR HOME BUYERS' ASSISTANCES WERE WITHIN THE CDBG AREA, WITH THE EXCEPTION OF ONE THAT WAS BARELY OUTSIDE, UM, AROUND, UH, MEMORIAL.
UM, SO THAT REALLY TELLS YOU THE STORY OF THAT WE ARE ASSISTING FAMILIES WITH THAT AGING HOUSING STOCK AND EXACTLY WHERE WE THINK IT IS.
UM, THE REASON WHY WE WERE SUCCESSFUL, UM, IN PREVIOUS YEARS, WE'VE NOT HAD A LOT OF REQUESTS FROM HOME, UH, REHABILITATION PROGRAMMING.
AND THAT ONE OF THE SUCCESSES REASON WHY I THINK THIS WAS SUCCESSFUL IS BECAUSE I BROUGHT THE REHAB SPECIALIST IN-HOUSE.
SO PATRICK TON, WHO IS SPLIT WITH BUILDING SERVICES, UM, HALF OF HIS TIME IS WITH BUILDING INSPECTION.
HALF OF HIS TIME IS WITH CDBG BECAUSE I HAVE SOMEONE THAT CAN CONCENTRATE TIME, UM, WITH HOMEOWNERS AS WELL AS CONTRACTORS.
I THINK WE'VE BEEN SUCCESSFUL IN SERVING MORE PEOPLE.
ADDITIONALLY, WE HAD A CONTRACTOR'S FAIR THIS YEAR WHERE WE WERE ABLE TO BRING SEVERAL CONTRACTORS IN TO LEARN ABOUT OUR PROGRAMMING.
UM, AND SO THAT'S INCREASED THE NUMBER OF CONTRACTORS WE HAVE THAT WHEN WE DO OUR BIDS THAT CAN BID ON THE PROJECTS.
UM, WE'VE ALSO DONE A LOT OF COMMUNITY OUTREACH WITH MARKETING.
WE DID THE REGULARIZATION PROGRAM, WE KICKED THAT OFF.
WE ALSO HAVE PARTNERED WITH, UM, HOME DEPOT AND TINKER FEDERAL CREDIT UNION FOUNDATION TO ASSIST VETERANS.
UM, AND SO WE'RE MAKING THAT COMMUNITY OUTREACH AND PARTNERSHIPS THROUGHOUT THE COMMUNITY.
UH, WE KICKED THAT OFF IN THE SPRING AND HOPEFULLY, UM, OUR GOAL IS, IS BACK IN IN FEBRUARY, WE'RE GONNA REASSESS THOSE HOMES TO SEE IF THEY ACTUALLY DID SAVE MONEY ON THEIR UTILITIES AFTER DOING SOME OF THOSE RE UH, WEATHERIZATION, UM, REHABILITATIONS.
SO I REALLY CONTRIBUTE OUR SUCCESS.
AND SO FAR THIS YEAR, WE'RE ALMOST THREE MONTHS INTO THE NEW FEDERAL FISCAL.
WE'VE ALREADY HIT 11 HOMES, UM, AND ASSISTING 11 HOMES THIS YEAR.
UM, WE ENDED THE YEAR LAST SEPTEMBER.
UM, I ACTUALLY HAD TO KIND OF TAKE THINGS OFF THE WEBSITE FOR A LITTLE BIT BECAUSE WE ALREADY HAD A WAITING LIST OF OVER 10 PEOPLE NEEDING ASSISTANCE, BUT I DIDN'T HAVE THE FUNDING STARTED, HADN'T STARTED UNTIL OCTOBER ONE.
UM, AND AGAIN, WE HAVE A WAITING LIST OF ABOUT THREE RIGHT NOW.
UM, BUT WHAT WE HAVE FIVE ACTIVE REHABS GOING ON.
SO YOU'LL HEAR ME TIME AND TIME AGAIN TALK ABOUT OUR PUBLIC SERVICES, ABOUT THE NONPROFITS, UM, THAT ASSIST US IN PROVIDING SERVICES THROUGHOUT THE COMMUNITY.
OVER 4,300 PEOPLE WE'RE SERVED WITH THAT, UM, WITH THOSE FUND, WITH THAT FUNDING SPREAD OUT BETWEEN FIVE, UM, WELL, FIVE, UH, NONPROFITS, HOPE CENTER, UH, DID, UM, A FOOD BANK BECAUSE THEY STILL HAD EMERGENCY RENTAL ASSISTANCE.
THEY WERE PROVIDING PROJECT 66 EDMOND MOBILE MEALS, EDMOND PUBLIC SCHOOL FOUNDATION.
THEY ALSO HAD A, A FOOD BANK THAT THEY CONTRIBUTED TO UP AT THE ADMINISTRATION BUILDING AND THEN A UR SPECIAL.
THIS WAS THE LAST YEAR FOR UR SPECIAL.
ACCORDING TO HUD, I CAN NO LONGER GIVE THEM FEDERAL ASSISTANCE.
UM, HOWEVER, THEY GET OTHER ASSISTANCE FROM THE CITY OF EDMOND TO HELP OFFSET THEIR, UM, PROGRAMMING THAT THEY DO.
SO THIS WAS OUR LAST YEAR OF OUR FIVE YEAR CONSOLIDATED PLAN, UM, FOR PREVIOUS THAT STARTED IN 2020.
I WANTED, I THOUGHT THIS WAS A VERY IMPORTANT TO BRING FORWARD TO YOU HOW MANY PEOPLE WE'VE SERVED OVER THE LAST FIVE YEARS.
UM, WE'VE SERVED JUST A LITTLE OVER 27,000 PEOPLE AND WE SPENT, AS YOU CAN SEE, ALMOST $2 MILLION OR ACTUALLY ALMOST $3 MILLION IN ACTIVITIES OVER THE LAST FIVE YEARS.
THIS IS NOT INCLUDING, UM, ADDITIONAL FUNDING THAT WE RECEIVED.
ONE OF THE THINGS THAT CAME OUT OF CARE IS THAT I ALWAYS SAY IS THE POSITIVE THING IF YOU COULD HAVE A PO POSITIVE

THING OUT OF COVID WAS THE FEDERAL GOVERNMENT GAVE OUT A LOT OF MONEY BECAUSE OF PROGRAMMING AND POLICIES, PROCEDURES THAT ARE ALREADY IN PLACE.AND THE AMAZING TEAM THAT I HAVE, WE WERE GIVEN MORE MONEY THAN, UM, MOST COMMUNITIES WERE, AND WE WERE ABLE TO SPEND IT ALL IN A TIMELY MANNER.
UM, THERE ARE STILL SOME PEOPLE ARE TRYING TO FIGURE OUT HOW TO SPEND THE REST OF THEIR CARES MONEY IN 2026, OURS IS ALL GONE.
UM, WE HAVE SPENT EVERY PENNY OF IT AND, UM, AND I, I'M VERY PROUD OF THAT.
UM, WE RECEIVED $500,000 FROM THE OKLAHOMA COUNTY HOUSING AUTHORITY THAT WENT TO EMERGENCY RENTAL ASSISTANCE THAT WAS AWARDED TO THE HOPE CENTER.
AND THEY CONCLUDED THAT FUNDING IN SEPTEMBER AS WELL.
WE RECEIVED ALMOST $2 MILLION IN OKLAHOMA COMMERCE CARES MONEY THAT WENT TO A VARIETY OF ORGANIZATIONS SUCH AS NORTH CARE RENTAL ASSISTANCE TO HOPE CENTER, ME, UH, EDMOND MOBILE MEALS AND PROJECT 66.
UM, AND WE DID SO WELL WITH OUR HUD CARES MONEY THAT THEY JUST GAVE ME MORE
UM, AND SO WE USED THE FINAL BIT OF THAT FOR EDMOND MOBILE'S MILL REHABILITATION.
SO I THINK THAT'S SAYING SOMETHING, UH, $3 MILLION IN FIVE YEARS, 27,000 PERSONS THROUGHOUT THE COMMUNITY, UM, I THINK IS SOMETHING TO BE PROUD OF.
SO STAFF TOOK THIS THROUGH CITIZEN PARTICIPATION COMMITTEE THAT WHO HAS JURISDICTION OVER OUR ACTION PLAN IN CONSOLIDATED DATED PLAN ON NOVEMBER 13TH MEETING.
AND THEY PASSED IT FOR RECOMMENDATION TO APPROVAL AND STAFF ALSO RECOMMENDS IT FOR APPROVAL.
AND I'M HAPPY TO ANSWER ANY QUESTIONS.

UM, IN THE, WHEN THE ORIGINAL, UH, PUD WAS APPROVED FOR THIS PROJECT SPECIFICALLY, UH, ONE OF THE CONCEPTS WAS THAT THE, UH, THE APPLICANT TEAM WOULD TRY TO ACQUIRE, UH, PERMISSION TO CUT THROUGH THAT MEDIAN.
I BELIEVE IT'S, UM, THAT'S COMMON AREAS, UH, OWNED BY THE MILL VALLEY HOMEOWNERS ASSOCIATION, UM, SO THAT THEY COULD CONSTRUCT A FULL ACCESS DRIVE.
AND, UM, MY UNDERSTANDING IS THAT THAT WAS NOT SUCCESSFUL.
THEY WERE NOT ABLE TO, TO RESET NEGOTIATION.
THE APPLICANT MAY HAVE ADDITIONAL DETAILS TO OFFER.
ANYTHING ELSE THAT MR. BRYANT, BEFORE WE BRING THE APPLICANT UP? I'M NOT SURE WHO THIS ONE'S BEST FOR, BUT THE, I NOTICED THERE WAS A COMMENT ABOUT THE SIDE TRIANGLES JUST AT THAT CORNER AND TRYING TO MAKE THE, MAKE IT SO YOU COULD STILL SORT OF SEE AROUND THE CORNER.

SO THERE'S MOST LIKELY NOT AN OPTION OR A PERSON OR INDIVIDUAL OR GROUP THAT'S GOING TO CONNECT TO THAT LINE AND EXTEND IT ON.
SO THERE HAS BEEN, UM, MULTIPLE CONVERSATIONS BACK AND FORTH, UH, HERE RECENTLY, UH, WITH BOTH THE WATER RESOURCES ENGINEER MR. HUGGINS AND MR. LAWRENCE, THE CITY ENGINEER, ABOUT WHAT SOME OF THE OPTIONS WOULD BE.
SO WE'RE VERY, UH, UNDERSTANDING OF RIGHT NOW THE OPTION IS FOR US TO TAKE THE WATER LINE WHERE WE SHOW IT DEAD ENDING ON OUR NORTH PROPERTY LINE AND EXTENDING IT ON TO MAKE A CONNECTION TO AN EXISTING WATER LINE THAT IS ON SILVER FOX, UM, DRIVE JUST TO OUR NORTH AND THROUGH THE RIGHT OF WAY THERE.
SO THAT, UH, THAT BASICALLY THAT CONCEPT WOULD ELIMINATE THIS REQUEST FOR A VARIANCE AND THAT COULD BE ELIMINATED OFF OF THE DEAL.
NOW WHAT WE HAVE ALSO PROPOSED IS A, UH, ALTERNATIVE OPTION BECAUSE WE'VE GOT SOME ISSUES DOING THAT.
WE'VE GOT SOME FIBER OPTIC, WE'VE GOT TREES IN THAT RIGHT OF WAY THAT WE'LL HAVE TO, UM, ELIMINATE, UH, TO GET THAT WATER LINE THROUGH, UM, WHICH CAN BE DONE AND, AND WILL BE DONE IF THAT'S THE, UH, UM, DESIRE OF THE WATER RESOURCES GROUP.
IN THE END, WHAT WE'VE ALSO LOOKED AT NOW IS SHORTENING ACTUALLY THAT WATER LINE UP TO JUST THE NORTH SIDE OF OUR ENTRY DRIVE OFF OF SANTA FE, WHERE YOU SEE THE FIRE HYDRANT MAKING OUR SERVICE CONNECTION AT THAT POINT, RIGHT AT THE VERY END OF THE LINE THAT GOES INTO THE BUILDING.
UM, AND WITH THE DEMAND OF THE BUILDING, BOTH, UH, THE TENANTS, EACH BUILDING WILL HOLD 16 RESIDENTS AND TWO TO FOUR STAFF AT ANY GIVEN TIME THAT THE DEMAND OF THAT, UH, ALONG WITH THE LAUNDRY AND EVERYTHING ELSE WOULD UH, NEGATE THIS BEING DEFINED AS A DEAD END WATER LINE.

SO WE UH, CAN PRETTY MUCH, I THINK, ELIMINATE THIS REQUEST FOR A VARIANCE.
'CAUSE ONE OF TWO THINGS ARE GONNA HAPPEN.
WE'RE EITHER GONNA GET THIS DEFINED AS A NONDEAD END LINE OR WE'RE GONNA EXTEND IT ON, UM, TO THE CITY'S SERVICE ALREADY ON SILVER FOX.
SO MY, MY CONCERN WITH IT AS A DEAD END IS THE AMOUNT OF WORK THAT IT PUTS ON OUR CITY STAFF LATER ON BECAUSE THEY'VE GOTTA KEEP COMING OUT AND FLUSHING THAT LINE PERIODICALLY.
UM, I KNOW THAT BECAUSE I SIT AT ONE OF THOSE DEAD ENDS AND THE SOLUTION THAT THE CITY CAME UP WITH 25 YEARS AGO WAS TO COME OUT AND FLUSH OUR FIRE HYDRANT IN FRONT OF MY HOUSE QUARTERLY.
AND THEY'RE STILL DOING IT TODAY.
AND UNFORTUNATELY THAT'S THE PROBLEM WITH IT.
WE WILL, WE WILL HAVE A SOLUTION TO ELIMINATE THAT DEAD END AS YOU SEE IT DESIGNED IN THAT PLAN THERE.
IT WILL EITHER BE EXTENDED TO MAKE THAT TAP AND LOOPED TO THAT LINE ON SILVER FOX OR IT WILL BE SHORTENED AND THE SERVICE LINE PUT AT THE VERY END OF IT TO KEEP THAT LINE WORKING AND FLUSHED AND THERE WILL BE NO DEAD SPACE BETWEEN ONE POINT AND ANOTHER WHERE WATER WOULD SIT IT, THAT LINE ALSO GRADES ALL THE WAY BACK TO MILL VALLEY ROAD.
SO IF IT WERE TO EVER NEED TO BE SHUT DOWN OR ISOLATED FOR ANY PERIOD OF TIME, THAT WATER WOULDN'T SIT IN THAT LINE.
IT WILL ACTUALLY FLOAT BACK TOWARDS THIS CONNECTION POINT THERE ON THE SOUTH SIDE OF MILL VALLEY.
CAN YOU TALK TO THE SIGN CONCEPT ON THE CORNER? OH YES, YES.
UM, AND BE ABLE TO SEE, SO WE, UM, WE, WE HAD SEVERAL MEETINGS ABOUT, UH, ALL THE OTHER THREE VARIANCES ALSO, UH, WITH BOTH THE TRAFFIC ENGINEER AND THE ENGINEERING PLAN REVIEW DEPARTMENT.
THE, UH, THE WAY THIS IS SET UP RIGHT NOW IS WE'RE GRANTING, UM, 70 FOOT AN AN ADDITIONAL 20 FOOT OF RIGHT OF WAY.
SO FROM THE WAY THIS IS DESIGNED AND CONFIGURED RIGHT NOW, YOU CAN SEE THAT THE STOPPING POINT IS WELL IN ADVANCE IN FRONT OF THE, UH, DETENTION FACILITY.
THE DETENTION FACILITY IS ALSO AT GRADE, UM, IN THAT CORNER BECAUSE THAT'S WHERE THE DETENTION IS, IS OBVIOUSLY ALSO THE LOWEST POINT ON THE PROPERTY UHHUH.
SO FROM A VEHICULAR STANDPOINT, THERE'S NOT A REGRADING OR AN EXTENSION UP THAT WOULD HELP BLOCK VIEW BECAUSE WE DO HAVE A CROWN POINT ON SANTA FE JUST TO THE NORTH OF US.
