RIGHT INTO PRESENTATIONS TONIGHT, AND WE'RE STARTING OUT WITH A PRESENTATION FROM REPRESENTATIVES OF THE OKLAHOMA TURNPIKE AUTHORITY REGARDING UPDATES TO I 3 44, JOHN KILPATRICK AND I 44 TURNER TURNPIKES.GOOD EVENING, MAYOR NASH AND, UH, COUNCIL MEMBERS.
MY NAME IS JEFF GAR AND I'M THE DIRECTOR OF CONSTRUCTION FOR THE OKLAHOMA TURNPIKE AUTHORITY.
I FIRST JUST WANNA SAY THANK YOU FOR GIVING ME THE TIME TO COME SPREAD THE WORD OF A FEW UPCOMING IMPROVEMENT PROJECTS.
UH, THE OTA HAS PLANNED AS PART OF OUR ACCESS OKLAHOMA LONG RANGE BOND PROGRAM IN THE NORTH OKLAHOMA CITY, SOUTH EDMOND AREA.
WE'RE REALLY EXCITED ABOUT THESE PROJECTS AND HOPE TO SHARE SOME INFORMATION AHEAD OF THE BEGINNING.
SO I'LL HOP STRAIGHT INTO IT AND FEEL FREE TO STOP ME ANYTIME IF YOU HAVE A QUESTION.
I THINK MOST PEOPLE ARE AWARE OF THE ACCESS BOND PROGRAM, BUT FOR THOSE WHO AREN'T, I'LL TOUCH ON IT BRIEFLY.
FOR CONTEXT, IT'S A JUST OVER $8 BILLION AND 15 YEAR LONG RANGE PROGRAM THAT'S AIMED TO ADVANCE AND CONNECT COMMUNITIES AND ECONOMIES SAFELY STATEWIDE BY ADDING INTERCHANGES ACROSS THE TURNPIKE SYSTEM AND WIDEN AND ADD CAPACITY TO EXISTING TURNPIKES SUCH, SUCH AS THE JOHN KIRKPATRICK TURNPIKE, TURNER TURNPIKE, AND WILL ROGERS TURNPIKE.
THIS PROGRAM ALSO BUILDS NEW ROUTES SOUTH OF OKLAHOMA CITY TO ADDRESS AND PROVIDE ALTERNATE ROUTES FOR THE GROWING TRAFFIC PROBLEM IN THAT AREA.
SO WITH THAT BRIEF INTRODUCTION OF THE ACCESS BOND PROGRAM, I'D LIKE TO HIGHLIGHT JUST A FEW PROJECTS IN THE SOUTH EDMOND AREA, UH, AND I'LL LET YOU GET BACK TO YOUR AGENDA.
SO THE FIRST PROJECT I'LL TOUCH ON IS THE WIDENING OF THE JOHN KILPATRICK TURNPIKE TO SIX LANES BETWEEN WEST WILSHIRE BOULEVARD AND JUST NORTH OF NORTHWEST HUNDRED 22ND STREET.
THIS PROJECT WILL ALSO INCLUDE THE WIDENING OF THE BRIDGE OVER NORTHWEST EXPRESSWAY TO ACCOMMODATE SIX LANES.
THE JOHN KILPATRICK TURNPIKE HAS THE MOST RAPIDLY, UH, GROWING TRAFFIC OF ALL TURNPIKES IN OKLAHOMA.
WIDENING WILL HELP ACCOMMODATE THIS GROWTH AND ALLOW FOR BETTER FLOW OF TRAFFIC DURING THIS PROJECT.
WE'LL ALSO REMOVE THE EXISTING MAINLINE TOLLING INFRASTRUCTURE THAT IS LEFT OVER FROM THE CASH TOLLING DAYS WITHIN THIS EXTENT AND INSTALL NEW TOLLING GANTRIES TO ACCOUNT FOR ALL SIX LANES.
THIS PROJECT LED TO CONSTRUCTION IN NOVEMBER, 2025, AND IS AWARDED TO DO IT CONSTRUCTION AT THE DECEMBER 9TH OTA BOARD MEETING.
THIS JUST MORE THAN $23 MILLION CONTRACT INCLUDES INCENTIVES TO ENCOURAGE TIMELY AND ACCURATE COMPLETION OF WORK.
THE CONTRACTOR MAY EARN UP TO $15,000 PER DAY FOR UP TO 20 DAYS FOR EARLY COMPLETION OF THE PROJECT, AND CONSTRUCTION IS EXPECTED TO BEGIN IN EARLY SPRING 2026, WEATHER PERMITTING WITH AN ESTIMATED COMPLETION DATE OF SPRING 2027.
AS FOR TRAFFIC IMPACTS WITH THIS PROJECT, THE JOHN KILPATRICK TURNPIKE WILL BE SLIGHTLY SHIFTED, BUT REMAIN OPEN THROUGHOUT CONSTRUCTION WITH TWO LANES EASTBOUND AND WESTBOUND.
SO NO REDUCTION IN CAPACITY FROM THE EXISTING CONDITION.
UH, WHEN BRIDGE WORK OCCURS AT NORTHWEST EXPRESSWAY, MOTORISTS CAN EXPECT SOME SHORT TERM NIGHT CLOSURES TO ALLOW FOR BEAM HANGING.
DEMOLITION MORE THAN 40,000 VEHICLES PER DAY TRAVEL THIS SECTION OF THE JOHN KILPATRICK TURNPIKE AND IT'S ESTIMATED THAT MORE THAN 90,000 VEHICLES PER DAY, UH, WILL TRAVEL THIS SECTION BY 2055.
THE NEXT PROJECT I'D LIKE TO TOUCH ON JUST EAST OF THERE IS THE INTERCHANGE MODIFICATION AT NORTH COUNCIL ROAD AND THE WIDENING OF WESTBOUND MEMORIAL ROAD.
THE NORTH COUNCIL ROAD BRIDGE OVER THE JOHN KILPATRICK TURNPIKE WILL BE WIDENED TO ADD A PROTECTED TURNAROUND LANE FOR THOSE TRAVELING ON WESTBOUND MEMORIAL AND LOOKING TO GET BACK ON THE JOHN KILPATRICK TURNPIKE GOING EASTBOUND.
THIS HAS BEEN A PROBLEM AREA FOR A WHILE NOW, SPECIFICALLY DUE TO THE TRAFFIC OUTSIDE OF PAYCOM AND ALL THE DEVELOPMENT IN THE AREA ALONG WITH THEIR PROTECTED TURNAROUND.
WE'LL ALSO BE WIDENING AND ADDING, ADDING AN ADDITIONAL LANE TO WESTBOUND MEMORIAL ROAD BETWEEN ROCKWELL AND COUNCIL AND ADDING A NEW ON RAMP FROM EASTBOUND MEMORIAL ROAD TO EASTBOUND JOHN KILPATRICK TURNPIKE AT COUNCIL.
UH, THIS $12.1 MILLION PROJECT WAS AWARDED TO ALLEN CONTRACTING THIS MONTH BY THE OTA BOARD AND IS EXPECTED TO BEGIN CONSTRUCTION BY LATE SPRING TO EARLY SUMMER.
IT'S A 310 CALENDAR DAY PROJECT THAT IS ANTICIPATED TO BE WRAPPING UP IN THE FIRST QUARTER OF NEXT YEAR, 2027.
SO THE NEXT PROJECT, UH, IS ALSO ON THE JOHN KILPATRICK TURNPIKE THAT I'D LIKE TO HIGHLIGHT.
AND IT IS AT, UH, COUNTY LINE ROAD, A MILE WEST OF COUNCIL.
THIS PROJECT ADDS A BRAND NEW FULLY DIRECTIONAL INTERCHANGE AT COUNTY LINE ROAD WITH BOTH EASTBOUND AND WESTBOUND ON AND OFF RAMPS.
WE'LL ALSO EXTEND WESTBOUND MEMORIAL ROAD, UH, WHICH CURRENTLY DEAD ENDS JUST WEST OF COUNCIL, ALL THE WAY TO COUNTY LINE ROAD, WHICH INCLUDES A BRIDGE OVER THE DEER CREEK TRIBUTARY.
UH, WE'LL ALSO CONTINUE THE SIX LANE WIDENING OF THE JOHN KILPATRICK TURNPIKE BETWEEN COUNCIL ROAD AND NORTHWEST HUNDRED 22ND, WHERE THE PREVIOUS WIDENING PROJECT I MENTIONED TERMINATES.
THIS PROJECT IS ESTIMATED AT $61 MILLION AND IS ALSO ANTICIPATED TO BEGIN FALL OF THIS YEAR, 2026.
SO THE JOHN KILPATRICK IS GETTING BUSY.

THE LAST PROJECT I WANNA HIGHLIGHT IS ON THE TURNER TURNPIKE, JUST A HALF MILE EAST OF I 35 NEAR ARCADIA LAKE.THE SPLIT BRIDGES OVER ARCADIA LAKE ON THE TURNER TURNPIKE BETWEEN I 35 AND MIDWEST BOULEVARD WILL BE REPLACED WITH ONE WIDEN BRIDGE TO ACCOMMODATE THE SIX LANES.
THIS NEARLY $22 MILLION PROJECT WILL REALIGN AND STRAIGHTEN THE TURNER TURNPIKE BETWEEN THE CURRENT SPLIT ALIGNMENT.
AT COMPLETION, THIS BRIDGE WILL STILL BE STRIPED FOR FOUR LANES, BUT FOLLOWING COMPLETION OF THE WIDENING PROJECTS ON THE EITHER SIDE OF THAT BRIDGE, THE BRIDGE WILL BE RETRIED FOR THE SIX LANES OF TRAFFIC.
OTAS AGREEMENT WITH THE CONTRACTOR INCLUDES AN INCENTIVE OF $10,000 PER DAY FOR UP TO 45 DAYS FOR EARLY COMPLETION, AND CONSTRUCTION'S EXPECTED TO BEGIN MID 2026 AND TAKE ABOUT A YEAR TO COMPLETE.
AND THIS PROJECT WAS ALSO RECENTLY AWARDED TO ALLEN CONTRACTING.
THERE'S A LITTLE VIDEO HERE OF WHERE THAT AREA IS TODAY.
TO GIVE A LITTLE CONTEXT IF I CAN GET IT TO PLAY THAT IS, THERE IT GOES.
SO THAT AREA IS WHERE THE, UH, SPLIT ALIGNMENT OF THE TURNER IS, AND WE WILL BE RECONSTRUCTING THE BRIDGES BETWEEN, UH, THE ALIGNMENT THERE AND WIDENING THE SIX LANES ON BOTH SIDES OF THAT, UH, ULTIMATELY ON THE TURNER.

ITEM TWO B IS PRESENTATION OF SALES AND USE TAX COLLECTIONS.GOOD EVENING MAYOR AND COUNCIL.
SO THIS IS A REVIEW OF OUR JANUARY CHECK AND, UM, THE SALES TAX ONLY.
WE WERE DOWN 1.22% OVER THIS TIME LAST YEAR.
UM, THE DIFFERENCE IS ABOUT 155,000 UH, DOLLARS BETWEEN LAST JANUARY AND THIS JANUARY.
SO, UM, THE GROWTH FOR JANUARY ALONE THOUGH WAS A POSITIVE TO TWO 2.08%, SO THAT IS GOOD.
SO WE'RE, WE'RE ON A GOOD TREND HERE, BUT YEAR TO DATE, THIS IS, UM, THIS, THE WHOLE ALL OF SALES TAX DOWN 1.22%.
UM, IN OUR USE TAX COLLECTION, WE WERE, WE'RE UP 7.29%, UM, FOR THE MONTH ONLY OF JANUARY YEAR TO DATE, WE'RE UP 5.86%, WHICH HAS BEEN PRETTY CONSISTENT OVER THE YEARS FOR USE TAX.
WE'VE, UH, TRADITIONALLY SEEN AN INCREASE IN, IN USE TAX AND FOR THE MONTH OVER MONTH IS ABOUT $130,000 MORE THAN LAST YEAR.
AND THEN SALES AND USE COMBINED, WE ARE JUST SITTING RIGHT AT, UM, BREAK EVEN FOR THE YEAR WITH OUR JANUARY CHECK.
UM, THE JANUARY CHECK ACTUALLY IS NOVEMBER SALES THAT WE RECEIVE IN JANUARY.
UH, GROWTH YEAR TO DATE CUMULATIVE IS, LIKE I SAID, IS RIGHT AT BREAK EVEN.
SO HOPEFULLY WE'LL START SEEING A LITTLE BIT BETTER TREND THERE.
SO CITY COMPARISON, UM, WE ARE DOWN TOWARD THE BOTTOM FOR YEAR TO DATE, UH, ON SALES TAX.
BUT LIKE YOU CAN SEE THE 2% IS ABOVE THE LINE FOR, UH, COMBINED SALES AND USE YUKON IS THE ONLY OTHER ONE THAT'S NEGATIVE AT THIS TIME.
BUT, UM, WE ACTUALLY DID SEE, WE HAVE GOTTEN OUR FEBRUARY CHECK AND THAT'S IMPROVED SINCE, SINCE THIS SLIDE.
SO, UM, OH, AND THEN LODGING, SORRY.
SO LODGING TAX SITS ON ITS OWN.
IT IS ACTUALLY DOWN 1.83% YEAR TO DATE.
AND THIS, THE, THE GROSS SALES FOR LODGING TAX ACTUALLY HAS BEEN DOWN BECAUSE WE DID HAVE AN INCREASE, I DON'T KNOW, A LITTLE YES, LESS THAN A YEAR AGO BY 2% IN THAT RATE.
UM, SO IT'S, IT'S ACTUALLY IS DOWN, UH, YEAR TO DATE AND ALSO TAKING INTO EFFECT, UH, THAT IT HAD A RATE INCREASE.
SO HOPEFULLY WHEN, WHEN SPRING GETS HERE, WE'LL SEE SOME INCREASE IN THAT.

THE FIELD SERVICES WATERLINE MAINTENANCE BUDGET AND THE AMOUNT OF $1.2 MILLION.
THIS AMENDMENT IS SPREAD OVER THREE DIFFERENT LINE ITEMS WITHIN THAT BUDGET.
ALL THREE OF THOSE LINE ITEMS ARE ASSOCIATED WITH WATER LEAKS.
UM, AS YOU KNOW, WE'VE BEEN HAVING AN ONGOING INCREASE IN WATER LEAKS.
WE'VE BEEN DEALING WITH FOR PROBABLY THE LAST THREE YEARS, THIS REALLY HIGH NUMBER OF WATER LEAKS.
UM, WHEN WE CREATED THE WATERLINE MAINTENANCE BUDGET FOR FY 26, WE'VE BASED IT ON ACTUALS FROM FY 25.
UM, WE HAVE SEEN A, A DRASTIC INCREASE IN THE LEAKS FROM FY 25.
AND SO, UH, THERE WAS NO WAY THAT WE COULD PREDICT WHAT THOSE NUMBERS WERE GONNA BE.
UM, WE'VE ALREADY SEEN HISTORICALLY HIGH NUMBERS ALREADY, AND SO TO THINK THEY WOULD GO THAT MUCH HIGHER WAS REALLY NOT REALISTIC.
SO, UH, WE ARE REQUESTING AMENDMENT TO THAT BUDGET.
HOW MANY LEAKS ARE ON THE LIST RIGHT NOW? 83 HAS A FRIDAY, SO WE'RE AT LEAST DOING BETTER.
WE GOT BELOW A HUNDRED ABOUT TWO WEEKS AGO AND WE HAVEN'T BEEN THERE IN THREE YEARS.
SO OUR GOAL IS TO GET DOWN AROUND 50 ACTIVE LEAKS AT ANY ONE TIME.
AT THAT POINT, OUR CREWS CAN MANAGE THEM WITHOUT THE CONTRACTOR'S ASSISTANCE.
THAT'S WHAT HAS CAUSED THIS, THIS BUDGET ITEM TO GO SO HIGH AS HAVING TO USE THE CONTRACTOR TO THE LEVEL WE HAVE.
SO, ANY OTHER QUESTIONS? I THINK THE LAST DATA I SAW WAS THAT THEY TAKE AROUND 20 TO 30 DAYS GENERALLY ON AVERAGE TO FIX.
AND THAT WAS, AND YOU PRIORITIZE THE HIGHER PRIORITY, THE THE, THE WORST ONES, RIGHT? YES.
AND THAT HAS, THE CONTRACTOR HAS REALLY HELPED US TO BRING THAT DOWN.
THAT IS WHAT WE'VE BEEN FOCUSING ON, IS GETTING THAT LEAD TIME DOWN, NOT ONLY TO GET THE NUMBER OF LEAKS, BUT YOU KNOW, THE TIME THAT IT TAKES US TO REPAIR THOSE.
AND, AND YOU KNOW, PROBABLY A YEAR AGO WE WERE LIKE 60 DAYS AVERAGE AND NOW WE'RE DOWN.
YOU KNOW, SOME DAYS IT GETS UP TO 50, BUT WE'RE IN THE FORTIES, THIRTIES IN SOME CASES.
I APPRECIATE THE, YOUR DEPARTMENT'S WORK ON THIS.
I HOPE THE PUBLIC RECOGNIZES THAT WE'RE PUTTING RESOURCES INTO THIS TO HELP.

UM, I WANNA POINT OUT THAT, UM, THE CITY SHARE IS THE 4 MILLION THAT HAS ALREADY BEEN SET ASIDE FOR THE FRONTAGE ROAD.
THIS PROJECT WOULD HELP THE FRONTAGE ROADS, UM, BE CONVERTED FROM TWO WAY TO ONE WAY, UM, WHICH HAS BEEN PUSHED BACK, IF YOU REMEMBER, TO THE FALL OF 27.
IF THIS GRANT IS AWARDED THAT COULD POTENTIALLY MOVE THIS UP IN THE PROJECT LINE.

UM, BUT I'M GENERALLY SUPPORTIVE OF MOVING, UH, PUBLIC HEARING ITEMS EARLIER INTO THE AGENDA.
I FEEL REALLY BAD WHEN SOMEONE COMES TO JUST SPEAK OR HEAR A TOPIC AND THEY END UP HAVING TO SIT FOR TWO HOURS.
SO THAT, THAT'S JUST MAKES ME FEEL REAL BAD.
I LIKE THE IDEA OF MOVING THOSE UP FRONT.

AND MANY STATES, CITY COUNTY AUDITS ON GRANTS AND THE CITY AND WHAT IT IS.
AND I WOULD JUST GIVE A BIG COMMENT TO, THEY'VE ALREADY FINISHED THIS LAST AUDIT, WHICH EXCEEDS OUR LARGEST NEIGHBOR AND THE STATE, WHICH ARE DELAYED IN FINALIZING THEIR AUDITS ON TIME.
AND THAT'S A BIG THING FROM A TRANSPARENCY AS WE WORK THROUGH IT.
THE CITY FINANCIAL DATA IS COMPLEX.
IT'S JUST, IT'S NOT EASY AND IT'S HARD.
AND SO WE WORKED WITH THE CITY STAFF TO KIND OF TALK THROUGH SOME OF THAT STUFF.
SO OUR BIG PICTURE WAS LOOK AT THE BUDGET STRUCTURE AND HOW DOES IT LOOK AND HOW DOES IT RANGE? AND WE DID A LOT OF COMMITTEE DISCUSSIONS RELATIVE TO LIKE A HOME BUDGET.
YOU GOT MONEY COMING IN THE FRONT DOOR, YOU HAVE EXPENSES AND EITHER YOU HAVE MONEY LEFT WHICH CREATES RESERVES OR YOU DON'T HAVE MONEY LEFT AND WHAT GETS ALLOCATED.
SOMETIMES WE WANT TO GO OUT TO EAT MORE THAN ONCE.
AND THOSE ARE CHOICES THAT THIS COUNCIL HAS TO MAKE.
THIS GROUP WENT THROUGH IN MANY DISCUSSIONS AND CREATED A NEW STRUCTURE.
SO OUR FINAL RECOMMENDATION WAS CREATE THIS STRUCTURE AND HAVE IT CONSISTENT SO THAT THE PUBLIC CAN SEE IT ON A CONSISTENT PLATFORM AND CAN CHECK THE CHANGES, UTILIZE THE SAME PLAN.
TOPIC TWO, WE LOOKED A LOT AND WE SPENT A LOT OF TIME LOOKING AT PURPOSE-BASED BUDGETING.
HOW DOES THAT LOOK? AND WHAT THAT MAINLY MEANS IS WE ALLOCATE A BIG, BIG BUCKET AND LET THE DEPARTMENTS DO IT.
WHEN ALL SAID AND DONE, WE RECOMMENDED WE CONTINUE TO DO WHAT WE'RE DOING NOW, BUT CONTINUE TO MONITOR AND LOOK AT OPTIONS BECAUSE IT IS AVAILABLE WITHIN THE STATE LAW TO DO THAT.
AND IT DOES PROVIDE FLEXIBILITIES IN THE FUTURE.
YOU JUST NEED TO MAKE SURE THAT YOU BUILD ENOUGH TIME FOR THE FINANCIAL AND ACCOUNTING DEPARTMENT STRUCTURE TO BE A ACCOMMODATE IN THAT STRUCTURE.
COCKPIT THREE IS OUR TRANSFER POLICY.
SO SOME OF THIS WE STARTED AND THIS COUNCIL'S ALREADY IMPLEMENTED.
WE HAD A TEMPORARY BUDGET POLICY AND THEN WE WENT THROUGH A FULL PERMANENT BUDGET POLICY.
AND THAT ADDED TRANSPARENCY THAT THOSE DATA HAS TO COME HERE, HAS TO BE SEEN, HAS TO BE SHOWN WHERE IT GOES AND ALL OF THAT WORK THROUGH THAT PROCESS.
SO THIS COMMITTEE MADE THOSE RECOMMENDATIONS IN THE CITY, UH, THROUGH YOUR LEADERSHIP AS THIS COUNCIL IMPLEMENTED AND ALREADY HAS IMPLEMENTED MOST OF THIS FROM A BUDGET TRANSFER POLICY PERSPECTIVE IN THE DEVELOPMENT OF THE BUDGET.
Y'ALL HAD YOUR MEETING AT THREE O'CLOCK TODAY.
THIS COMMITTEE MET THROUGH AND WENT THROUGH DIFFERENT COMMITTEE RECOMMENDATIONS.
AND YOU CAN SEE THE RESULTS THAT THE HOW IT IS.
AND WHAT WE FORMALLY RECOMMEND IS, IS THAT YOU ADD STEPS IN DECEMBER AND OCTOBER AND IN JANUARY AND THEN FINALLY IN APRIL THAT THAT TAKE A POSITION.
LET THE STAFF KNOW BUDGET AT 10% GROWTH, 0% GROWTH BASED ON YOUR INPUT FROM THE CONSULTANTS YOU'VE HEARD.
AND THEN IT GIVES THE STAFF MORE ABILITY TO DO WHAT YOU WANT UPFRONT AS OPPOSED TO REACTIONARY, WHICH HAS OCCURRED IN PREVIOUS YEARS THAT YOU GET TO THE END AND YOU'RE LIKE, WAIT, WE DON'T HAVE MONEY.
AND THEN EVERYBODY HAS TO SCRAMBLE.
AND SO THIS HELPS BOTH FROM A TRANSPARENCY OF THE CITY AND THE COMMUNICATION TO THE CITIZENS OF WHERE SALES TAX DOLLARS AND THE STATE HAS A DIFFICULT TASK WHEN IT COMES TO CITIES BY ONLY LIMITING THEM TO SALES TAX.
AND SO IT'S AN ECONOMIC REALITY THAT THAT, THAT THE CITIZENRY AND THE CITIZENS OF THIS GROUP HAVE TO FIGURE OUT.
NUMBER FIVE, THE MANAGEMENT AND REPORTING.
AND SO THIS GROUP DID A LOT OF TIME, WHICH WE TALKED ABOUT IN THE PREVIOUS TOPIC, IS PRESENTING THAT DATA AND HOW IT'S DONE CONSISTENTLY

LASTLY, FROM A COMMITTEE'S PERSPECTIVE AND A PERSONAL PERSPECTIVE, PLEASED WITH THE, THE, THE ACTIVITIES OF THE FINANCE AND WHERE THE CITY'S ACTIVITIES ARE.
UM, WE MADE RECOMMENDATIONS BELOW IN THESE PREVIOUS RECOMMENDATIONS OF SIMPLER OF TRYING TO PROVIDE TRANSPARENCY AND TRYING CONSISTENTLY, UM, CON CONTINUE TO WORK IT.

WE'VE SPENT, OBVIOUSLY MOST OF OUR TIME IN THE DRAFTING PHASE OF THE PROJECT, UM, AND THE PHASE THREE KIND OF OVERLAPS WITH PHASE TWO, WHERE WE WERE ALSO DEVELOPING AN UPDATED ZONING MAP TO REFLECT THE NEW, UM, ZONING STRUCTURE THAT'S PROPOSED.
SO WE'RE LOOKING AT PHASE FOUR NOW, MOVING INTO ADOPTION THIS SPRING.
SO JUST A OVERVIEW OF WHAT WE FEEL LIKE ARE THE BIGGEST SHIFTS FROM YOUR CURRENT REGULATIONS TO WHAT WE'RE PROPOSING.
THE FIRST IS REALLY JUST A RESTRUCTURING OF YOUR DEVELOPMENT REGULATIONS, WHICH ARE CURRENTLY NOW IN SEPARATE DOCUMENTS REPRESENTING YOUR SUBDIVISION REGULATIONS AND YOUR ZONING CODE.
UM, THE PROPOSAL, OF COURSE, IS TO INTEGRATE ALL OF YOUR REGULATIONS THAT POINT TO PRIVATE DEVELOPMENTS AND MOVE THOSE INTO WHAT WE CALL A UNIFIED DEVELOPMENT CODE SO THAT THERE ARE COMMON SECTIONS THAT ADDRESS GENERAL PROVISIONS AND DEFINITIONS, BUT THEN ALSO CHAPTERS THAT SPEAK TO YOUR ZONING SUBDIVISION SITE DESIGN AND DEVELOPMENT STANDARDS, STORM STORMWATER DRAINAGE, UM, COMPONENTS OF YOUR CODE.

SO CORRIDORS ARE ADDRESSED BY OVERLAYS.
UM, SOME OF YOUR KEY CORRIDORS, NOT ALL OF THEM, AND PUDS IN THE NEW STRUCTURE ARE STILL PROVIDED FOR THOSE THAT ARE EXISTING ARE MAINTAINED.
UM, THERE ARE EQUIVALENCIES ESTABLISHED BETWEEN THOSE 32 EXISTING DISTRICTS AND THE PROPOSED 10 NEW DISTRICTS.

PLAN COMMISSION RECOMMENDED APPROVAL BY VOTE OF FIVE TO ZERO WITH THE CONDITION THAT THE BUILDING HEIGHT AND TRACK ONE BE LIMITED TO ONE STORY AND THAT THE HOTEL MOTEL USE BE REMOVED.
THESE CHANGES ARE REFLECTED IN THE DESIGN STATEMENT ON THIS AGENDA ITEM.
NOW AFTER THE COUNCIL AGENDA PREP, ADDITIONAL REVISIONS WERE PROPOSED AT THE DESIGN STATEMENT BASED ON FEEDBACK WITH STAKEHOLDERS.
